I don’t know if his insult was unintentional as he made a poor play at being innocently playful or if this banter was just simply some profound level of ignorance. I’m leaning towards profound ignorance… Ironically it came from a U.S. expat. Ironic, because we all know how us gringos are the best at everything, right? And where Panama may have a few “stupid people”, the US absolutely excels at stupidity Canada too though, right? I mean, you’ll note how in Panama, there’ll be that one guy who gets into a heated argument with an unsuspecting telephone pole, but the northern hemisphere seems to consistently elect our village idiots to public office…. …yep, aaaaaall the way to the top…
I responded to random newbie expat, rebutting his “Panamanians are stupid!” comment simply pointing out how those types of comments, whilst he probably felt them to be good-natured humor, still insults the locals. We really need to shy away from insulting the locals – as good-natured as you can be, calling anyone stupid will never come off as humorous by the intended party. That being said, local politicians are still fair game especially during hunting season (oops, I meant “election season”) and the season is open folks!! You’ll be getting a few doses of intended insults out of me in the months to come.

Woman Who Stole a Baby from a Supermarket is Brought Before a Magistrate
The Public Ministry (MP) reported that in the next few hours, they will bring a woman apprehended for her alleged involvement in the deprivation of liberty of a baby before a magistrate judge. The incident occurred yesterday at a commercial establishment located in Penonomé.
Apparently, the 24-year-old woman who abducted a minor in a supermarket in Penonomé, Coclé, had deceived her relatives by claiming that the baby was hers after losing her own child. Thanks to the quick action of the National Police and the help of the citizens, the capture was made, and the baby was returned to its parents.
The baby’s aunt received him at the police substation in the province of Panama Oeste, in the city of San Carlos. Upon receiving him, Irasema Gallardo expresses her gratitude to the citizens for recovering the child, who will travel to the province of Coclé, his place of origin.

THEY ANNOUNCE MORATORIUM FOR THE PAYMENT OF FINES, WHAT ARE THEY AND HOW TO APPLY?
Municipal Treasury of Panama.
The Municipal Treasury of Panama, under the Panama City Municipality, announced that as of June 12th, the moratorium period for the payment of fines related to “non-submission of the Income Statement” and “omission in the Declaration Audit” has begun.
According to the entity, taxpayers who have paid 50% of the overdue taxes will be eligible for a 50% waiver of the remaining amount.
To benefit from this moratorium, interested individuals must have submitted the most recent Income Statement (for 2022) and have the documentation related to the inconsistencies in the requested declarations.
If unable to pay the full debt, you will have the option to negotiate a payment plan with the Enforcement Department and authorized Execution Courts. Additionally, you may benefit from a 25% discount on the fine, calculated as follows:
- From 300.01 to 500.00, a 40% down payment and the remainder in 2 installments
- From 500.01 to 1,000.00, a 35% down payment and the remainder in 4 installments
- From 1,000.01 to 5,000.00, a 30% down payment and the remainder in 6 installments
- From 5,000.01 to 10,000.00, a 25% down payment and the remainder in 8 months
- From 10,000.01 to 15,000.00, a 20% down payment and the remainder in 10 installments
- From 15,000.01 onwards, a 15% down payment and the remainder in 12 installments
This benefit is established in Agreement 150, issued on June 6 of the current year, and is based on Article 14 of Law 106 of 1973. The moratorium period will be in effect until July 15.

THEY WILL HIRE THREE COMPANIES FOR GARBAGE COLLECTION
Cabinet Council.
The Cabinet Council approved on Tuesday the temporary contracting between the Urban and Domiciliary Cleaning Authority (AAUD) and three companies that will provide the service of collection, transportation, and final disposal of urban, commercial, and residential waste at the Cerro Patacón landfill in three areas of Panama City.
The Minister of Health, Luis Francisco Sucre, pointed out that the measure seeks to establish the concept of a Clean City developed through Conaseo, which aims to provide a responsible, optimal, and uninterrupted garbage collection service in the 26 districts of the capital.
He emphasized that the contracting responds to the high growth in demand from urban, residential, and commercial clients of AAUD, totaling over 1.2 million inhabitants who produce 1,689 tons of waste daily, as a response to the environmental crisis at the Cerro Patacón landfill.
According to the contracts authorized by the Cabinet, the Covella Panama Consortium will provide services in Zone 1, which includes the districts of San Felipe, El Chorrillo, Santa Ana, Calidonia, Curundú, Ancón (excluding the Panama Canal Authority), Bella Vista, Betania, and Pueblo Nuevo.
It was also reported that the company Metropolitana de Aseo, S.A. E.S.P. EMA will handle the collection, transportation, and final disposal of waste in Zone 2, which includes the districts of Río Abajo, San Francisco, Parque Lefevre, Juan Díaz, and Don Bosco.
Meanwhile, the company Pronto Aseo, S.A. will provide the same services in Zone 3, covering the districts of Chilibre, Las Cumbres, Alcalde Díaz, Ernesto Córdoba, and Caimitillo.
The AAUD will be responsible for Zone 4, which includes the districts of Pacora, San Martín, Las Mañanitas, 24 de Diciembre, Las Garzas, and Pedregal.
A temporary online contract was made for one year for the three collection zones with an investment of $24 million. The start of operations of the companies in their respective zones will be announced.
On the other hand, with prior authorization from the Agri-food Chain, composed of producers, input distributors, and importers, the Cabinet approved the importation of an additional contingent of 1.5 million quintals of paddy rice. This measure is authorized due to the delay in rice production caused by drought.
Once all the corn production from national producers is purchased and with the aim of reducing the costs of pork and chicken meat, the Cabinet also approved a decree by MIDA that reduces the import tariff on yellow corn for animal consumption to 0%.

PANAMA CANAL: HOW MUCH WILL SHIP DRAUGHT DECREASE?

The Panama Canal will gradually reduce the draft of the Neopanamax locks to 13.11 meters due to the drought affecting the country, which is particularly noticeable in the Gatun and Alhajuela lakes, responsible for supplying water to the canal and nearly half of the Panamanian population. Consequently, the water levels in these lakes remain below the optimal levels for water production.
It is important to note that the maximum draft currently maintained in the Panama Canal is 15.24 meters.
Panama Canal: Vessel draft will continue to decrease until July
This announcement was made by the Panama Canal Authority (ACP) and explains that starting from Monday, June 19, the Neopanamax vessels, which are three times larger than the ships that pass through the old locks, will have a draft of 13.41 meters, which will be further reduced to 13.26 meters on June 25, and finally to 13.11 meters from July 19 onwards.
The Canal has implemented water-saving measures since April
The Panama Canal has maintained draft reduction restrictions since April 19, 2023, setting the draft at 14.4 meters for vessels. In addition to the reuse of water from the post-Panamax locks with a 60% savings on each transit, the canal also employs cross-filling and simultaneous lockage.
Does the reduction in draft affect the Canal?
Yes, it does. The draft refers to the depth that the submerged part of a vessel reaches in the water. In practice, reducing the draft means that ships must decrease the volume of cargo they carry when crossing the interoceanic waterway, through which nearly 3% of global trade passes.
It should be mentioned that this is not the first time the draft has been reduced in the canal. In response to the severe drought experienced in 2019, the draft had to be reduced to 13.4 meters, which resulted in a decline in toll revenues.

MORE THAN 20 COMPANIES SEEK TO OBTAIN A LICENSE TO MANUFACTURE MEDICAL CANNABIS DERIVATIVES
Treatment of cannabis leaves for medicinal purposes.
On June 5th, the Ministry of Health (Minsa) announced the call for all companies interested in obtaining a license for the manufacturing of medicinal cannabis derivatives.
Yesterday, around 20 companies participated in a homologation meeting organized by the Ministry of Health (Minsa) to pursue the license. The meeting also aimed to address any necessary doubts and questions regarding the manufacturing and commercialization of these products.
Elvia Lau, the National Director of Pharmacy and Drugs at Minsa, added that “during the meeting, company representatives reviewed the selection criteria, and this Monday, the 19th, they were presenting their arguments and informing [the council] about the critical issues they perceive in the criteria, which, in their opinion, they will not be able to fulfill as companies in order to participate in the process.”
Cannabis Technical Council
Lau stated that, as stipulated, the next step is to bring all concerns to the Cannabis Technical Council, which is responsible for making amendments to the criteria. This is the second part of the process in order to grant licenses in the future.
According to the call’s guidelines, interested parties have until August 29th to request clarifications and ask relevant questions on the website. The National Directorate of Pharmacy and Drugs at Minsa has until September 5th to respond to these inquiries.
“Afterwards, interested parties have until September 18th to submit their proposals, and on September 19th, the sealed and guarded envelopes will be opened,” she reiterated.
Evaluation Committee
On September 19th, the evaluation committee will be responsible for assessing each proposal and informing which companies meet the requirements stipulated by the law and which do not.
Subsequently, this committee will recommend to the National Directorate of Pharmacy and Drugs which companies (the law establishes that there can only be 7 licenses) meet the requirements and will be granted the license for the manufacturing of medicinal cannabis derivatives.
This will be a public and transparent procedure, where only those who obtain the license will be able to carry out the entire production chain, from cultivation, controlled environment, harvesting, drying, to dispensing.
It is recommended that individuals verify the provisions established in Law 242 of October 2021 and Decree 121 of September 2022, which regulates this Law, before participating.
The commercialization of these products will be carried out under strict import control with a traceability program that includes monitoring from cultivation areas to laboratories and final sales points.

The US Embassy in Panama is launching the series of free concerts “Estamos Unidos Tour” from June 27th to July 1st, 2023, featuring the renowned American Pops Orchestra and the award-winning soprano Nova Payton. With this concert series, the embassy celebrates the 247th anniversary of the independence of the United States of America in Panama.

INAUGURATION OF EXHIBITION TO RAISE AWARENESS ABOUT PEOPLE WITH ALBINISM

To commemorate the International Albinism Awareness Day, the SOS Albinos Foundation and the Ministry of Culture (MiCultura) presented two exhibitions through photographic and painting art, which can be viewed until June 26th in the Koala hallway of Albrook Mall.
As part of this activity, the public had the opportunity to see for the first time the selected and winning artworks from the 2023 painting contest “Mother Earth,” in which children aged 8 to 15 nationwide participated, inspired by their love for nature and environmental care.
It is worth highlighting the exhibition by photographer Lois Iglesias, titled “Heart of Light,” comprised of more than ten images with a unique beauty, magical symbolism, and a variety of colors that capture the energy and dynamism of Guna children and youth with albinism.
“Despite being from the Guna ethnic group, it is the first time I have worked with albino children and youth in photography. It has been a unique and wonderful experience for me because, for this work, I went to their homes; their parents became my assistants, and the children were carried away by the setting,” emphasized Lois Iglesias.
Gabriel González, Deputy Minister of Culture, along with Enrique Noel, Director of Cultural Rights and Citizenship, had the honor of cutting the inaugural ribbon, symbolizing the opening of the shopping center during its operating hours.
Vice Minister González highlighted the work of the SOS Albinos Foundation, which has made efforts to raise awareness about this community through various activities that promote their rights to express their art and talents, “because albinism is part of our cultural diversity, and that’s where we focus, on respecting human rights.”
On April 27, 2021, President Laurentino Cortizo Cohen sanctioned Law 210, which declares June 13th as the National Day for Sensitization about people with albinism and establishes other provisions.
The SOS Albinos Panama Foundation is a non-profit organization created on March 8, 1999, with the main objective of ensuring the overall well-being of people with albinism, raising awareness among the general population about the challenges faced by these individuals, and promoting inclusion, respect for their rights, and human dignity in Panamanian society.
The foundation has signed a collaboration agreement with the Ministry of Culture, considering that art is the most effective tool for conveying emotions and feelings. Individuals with albinism are the protagonists of painting contests, poetry competitions, photography exhibitions, among other activities. The aim is to show another side of people with albinism while addressing their needs and reality.
Another achievement is the approval of Law 210, which declares June 13th as the National Day of Sensitization about people with albinism in Panama. The law involves various entities and ministries with specific responsibilities for the care of individuals with albinism. With this law, Panama becomes the first country in Latin America to have a legal tool that provides protection and support for people with albinism, and it is the second country in the world to have such a law after Guinea-Conakry.
Panama has a high percentage of albinism, and it is of interest to the SOS Albinos Foundation to establish connections and alliances with other albino organizations, foundations, and the international scientific community. It is necessary to stay informed about new studies and discoveries related to this genetic condition, which can also benefit the albino community in Panama.

The United States Coast Guard remains hopeful of finding the five occupants of a missing submersible near the Titanic alive, following the discovery of debris within the search area close to the Titanic.
“Experts within the unified command are assessing the information,” states a tweet published on their official account.
“We continue to see in particularly complex cases that the will to live of individuals must also be taken into account,” Rear Admiral John Mauger, of the United States Coast Guard, in charge of the operation, said on NBC’s Today show.
“Therefore, we continue to search and proceed with rescue efforts,” he added.
The situation is becoming increasingly challenging for the passengers of the small deep-sea submersible, Titan, owned by the private company OceanGate Expeditions. With emergency oxygen supply for 96 hours, that deadline would have expired at 11:08 GMT.
The announcement on Wednesday of underwater sounds detected by Canadian P-3 aircraft in the search area rekindled hopes and guided the international team of rescuers dispatched to the site.
But “we do not know what the sounds are,” said Captain Jamie Frederick, spokesperson for the U.S. Coast Guard, to the press.

Meduca modifies the Manual of Procedures for the use and administration of the FECE.
The Ministry of Education (Meduca), in conjunction with the General Comptroller’s Office, has made a series of modifications to the Procedures Manual for the use and administration of the Education Equity and Quality Fund (FECE).
Starting in February 2024, educational institutions will be able to acquire goods and services for an amount of up to $10,000 without prior control.
According to Mireida De Gracia, Director of FECE, these measures aim to simplify and expedite the purchasing processes so that schools can access benefits or resources in the shortest possible time.
However, post-control must be complied with and adhere to the provisions of the Public Procurement Law. This manual seeks to establish the necessary controls and procedures for the use and administration of FECE.
Once these modifications are published in the Official Gazette, Meduca will begin training sessions for school principals and fund administrators so that they can use it efficiently and within the established deadlines.
Additionally, support will be provided in the 16 regional education directorates of the country. In the case of schools with low enrollment operating with an annual allocation of up to $5,000 through the Cash Advance or Petty Cash, they will have the support of FECE personnel in each education region.

OPERATION AUTANA DISMANTLES NETWORK DEDICATED TO MONEY LAUNDERING
Operation Autana dismantles network dedicated to money laundering.
National security authorities, such as the Attorney General’s Office (PGN) and the National Police (PN), have announced that they are carrying out 10 simultaneous search and seizure operations through Operation Autana in the Obarrio, Avenida Balboa, Costa del Este, and La Chorrera districts to dismantle a criminal network dedicated to money laundering.
Isis Soto, the Deputy Prosecutor for Organized Crime, stated that one person was apprehended in Operation Autana after investigations into money laundering from illicit activities. Additionally, assets related to the potential occurrence of money laundering offenses were seized.
“A group of individuals in our country is engaged in money laundering from illicit activities such as organized crime, drug trafficking, and qualified fraud,” stated Prosecutor Soto.
The Second Superior Prosecutor’s Office for Organized Crime, in conjunction with units from the National Police and the Judicial Investigation Directorate (DIJ), is conducting the operation in the provinces of Panama and Panama Oeste to locate individuals wanted for money laundering.
Background to Operation Autana
An investigation by the Superior Prosecutor’s Office for Organized Crime and the Judicial Investigation Directorate (DIJ) of the National Police has led to the development of an operation to locate individuals, assets, and money related to the commission of capital crimes.
According to the investigations, this network operates in the country and is dedicated to laundering money from illicit activities such as Organized Crime, Drug Trafficking, and Qualified Fraud.
Ten search and seizure operations have been carried out in the provinces of Panama and Panama Oeste, resulting in the apprehension of a Colombian woman and a man who has a pending 25-year prison sentence for the crime of Homicide.
Among the evidence collected are cash, various documents, a money counting machine, safes, technological equipment, and more.

THE GOVERNMENT WILL MANAGE THE RESOURCES TO ACTIVATE THE ‘AMBER ALERT’
Panama closed this Friday the regional simulation of disasters and emergencies.
On Friday, June 16th, the Minister of Government, Roger Tejada, announced that approval has been granted to invest in the implementation of the ‘Amber Alert’ application, which has been regulated by law since June 2021.
According to Law 230 of June 24, 2021, the purpose of this tool is to create an alert system through the collaboration and coordination of public and private sector entities, the media, and civil society. This system aims to enable the swift location of a missing minor.

Tejada stated that preliminary studies are being conducted to determine the equipment that the country should have, taking into account that it operates differently in other countries.
He added that it is important to understand how the alert will function in order to regulate it. “The teams are analyzing and receiving proposals on how it works, so that we can then regulate it.”
This alert is known as the Amber Alert, which is an acronym for “American’s Missing: Broadcast Emergency Response.” It was created in 1996 following the disappearance of the minor Amber Hagerman in Texas, United States. In addition to the United States, dozens of countries have implemented this alert.
Minister Tejada made these statements during the closing ceremony of the 3rd Regional Disaster Response and Humanitarian Assistance Drill, which involved rescue teams from Panama and other countries.
Regarding the drill, Tejada emphasized that the exercises provided several lessons, such as preparing people with disabilities for these events.
He also announced that a national drill will take place in October of this year to strengthen education and raise awareness among the population.

LUNG CANCER SURGERIES ARE SUCCESSFULLY PERFORMED AT ‘CIUDAD DE LA SALUD’

In recent days, three lung cancer surgeries were performed at Ciudad de la Salud, including two upper lobectomies (a procedure to completely remove a tumor) and other endovascular operations. These procedures took place during a medical teaching session in which foreign specialists participated as observers.
The three operations were carried out successfully, as published by the Social Security Fund (CSS).
Lung Cancer Surgeries: What Procedures Can Be Used?
Dr. Marcos Fletcher, a cardiovascular and thoracic surgeon at this facility, explained that two types of procedures can be used. The first one is laparoscopy, which involves removing the half of the lung containing the cancer and extracting the lymph nodes from the mediastinum (the area between the lungs). This process allows the patient to have a shorter recovery period and experience less pain after the surgery.
On the other hand, the second procedure, known as the open technique, involves making a smaller incision than usual, removing the tumor that encompasses one-third of the lung. Unlike the first procedure, this is a more complicated case and requires a longer recovery time.
Lung cancer is a disease that develops in the cells lining the airways. It is the leading cause of cancer-related deaths in both men and women. This disease can be prevented by avoiding smoking, protecting the skin, and limiting excessive alcohol consumption.

ENA announces total closure: Know when in the note.
On Thursday, June 22nd, from 2:30 p.m. to 2:50 p.m., there will be a total closure of the Madden-Chilibre highway at kilometer 2, as announced by the National Highway Company (ENA).
Due to blasting work for the Sabanitas-Panamá III Electrical Transmission Line project, the highway will be temporarily closed. Users are requested to take the necessary precautions during this time.
The Madden-Chilibre Road connects the Chilibre district with the highway and Forestal Avenue.
The 230 KV Sabanitas – Panamá III Transmission Line and Associated Substations project, with a value of US$88,650,000.00, consists of the construction of a double-circuit transmission line with two conductors per phase. It will have an approximate capacity of one thousand MVA per circuit and a length of approximately 50 kilometers along the Panamá-Colón Highway.

The Supreme Court of Justice (CSJ), through the Fourth Chamber of General Business, announced Agreement No. 1156-2023 dated June 8, 2023, “Establishing the procedure to request and obtain the certificate of suitability to practice the legal profession in the Republic of Panama, and the identification card for qualified lawyers, in accordance with Law No. 350 of December 21, 2022,” published in the Official Gazette on June 15.
The Fourth Chamber announced that the agreement was made unanimously and was composed of Justice María Eugenia López Arias (President), Justice Olmedo Arrocha Osorio (President of the First Chamber of Civil Matters), and Justice Carlos Alberto Vásquez Reyes (President of the Third Chamber of Administrative and Labor Matters).
What does the agreement say about the procedure?
- Individuals interested in requesting and obtaining the certificate of suitability to practice law in the Republic of Panama must pass the professional examination for admission to the legal profession, as established in Law No. 350 of 2022 and Agreement No. 684-2023 dated March 23, 2023.
- Once the interested person passes the professional examination, they may request the certificate of suitability to practice law in the Republic of Panama from the Fourth Chamber of General Business of the Supreme Court of Justice (CSJ).
- When submitting the application to obtain the certificate of suitability to practice law in the Republic of Panama, the request for the identification card for qualified lawyers must be made -at no cost-, which will be delivered along with the certificate of suitability to practice law in the Republic of Panama.
- The form to request the identification card for qualified lawyers must be sent, signed and with the indicated information, to the email address carne.abogados@organojudicial.gob.pa, accompanied by a recent passport-sized photograph of the applicant dressed in formal attire.
The Supreme Court of Justice emphasized that both the certificate of suitability to practice the legal profession in the Republic of Panama and the identification card for qualified lawyers will have a verification code (QR), which will allow validating their authenticity.
