“Just the facts ma’am.” Many have heard this phrase but not everyone has seen the TV show Dragnet. Most certainly one of the best Detective shows, the show’s serious demeanor and straight to the point interviewing techniques were certainly fitting for the era’s clean-cut, professional and stylish image.
Joe Friday, played by the iconic actor Jack Webb, wasn’t messin’ around with frivolous explanations of inconsequential details. As a kid, he was my hero! Growing up, we loved watching these old TV shows, especially at Grandpa Wick’s house. There weren’t many channels as there are now, but we could still catch any one of the great detective shows like Dragnet, Matlock, The Rockford Files, Kojak, Hawaii 5–0, Highway Patrol, Perry Mason, Columbo, Barnaby Jones, Starsky & Hutch or Baretta. Oh the memories… I literally just got goosebumps thinking about being on the floor with a hot wood fire going laying down with grandpa eating chips and dip while watching Perry Mason say something like,
“We’re not like the English. The English want dignity and order. We want the dramatic and the spectacular.”
Perry couldn’t have been any more pinpoint with these words as they still hold true today. In 1994, I decided to become a private investigator. Since those days of laying on grandpa’s floor, I always wanted to, but never really knew if I would or how I would if I could. I fell into the profession simply because it was meant to be. Every choice, every opportunity slowly guided me to this unexpected destiny. It started with my interest in languages, then my choice of occupation in the US Army. An unfortunate event which soon changed to fortune put me in a state of desperation due to Job Restructuring (refer to yesterday’s article). I needed work urgently.
One fine day I entered my lawyer’s office. I would have called ahead, but this was before they invented the cell phone. And it was before I had any money, so quite frankly I didn’t have ANY type of phone to call him from. I walked up the steps to his quaint office above the funeral home just a half block from the Santo Tomas Hospital and could immediately tell that Dimitri was in a bad mood. You see, I was fresh out of my job with Army Intelligence, so I was still fresh and keen on detecting micro-facial gestures, subtle vocal intonations and could sense the excretion of epinephrine into the bloodstream. But this time, there was something else; perhaps it was the 1990 version of Panama’s Codigo Judicial that just went flying across the room crashing against the wall, or maybe it was the gutturally painful scream that came from down the corridor, “AAAAAAGGGGGHHHHHHH”. This of course, followed by a barrage of insults towards an invisible target, it was enough to know that I should probably leave. But no, I couldn’t leave him alone like this. He was a friend was in distress. Leaving him alone at a time like this isn’t something a good friend would do… OK, who am I kidding, we weren’t good friends yet, I actually needed to see if he’d gotten my Panamanian residence paperwork taken care of and had just walked 5 miles to find out. I wasn’t going anywhere!
“What’s wrong, buddy?”, I inquired.
Startled, he apologized, recovered and said, “I just got off the phone with our associate lawyer who claims that THIS document doesn’t exist.” He held up a copy of a simple government form that I knew well. I had been a part of an Intelligence Cell that managed sources of a special category and I used to get those certified documents whenever I wanted.
“So,what’s the deal with that document? What do you need it for?”, I asked.
“It’s a key piece of evidence that I need for court tomorrow. They tell me that it doesn’t exist, but I have a copy of a copy right here to prove that it exists!! The only problem is that I need a certified copy of it!”, he argued.
Little did I know, but the stars had aligned and this brief moment in time would evolve into the single most important factor that would launch me into my new career as a Private Investigator.
“I can get that for you.”, I assured him.
And then he asked me the magic question, “How much will it cost?”.
Wow, I was really just offering to do it as a favor. Now, just so you know, dear reader, I don’t remember what I needed it for, but I desperately needed $200.00 for something. “I’ll do it for $200 dollars!”
He shook his head and after brief hesitation, he said, “Fine, but it does me no good tomorrow. If you get it today, I’ll pay you the $200.00.”
I was elated. A new surge of energy just came out of nowhere! It was probably a sigh of relief mixed with oodles of bliss. I had already walked 5 miles that day, what’s another 3 little blocks to my source’s office? I was there in just a few minutes. This was a rush job with a deadline of “Right F-in Now”.
I entered the offices and looked across the row of cashiers. She was easy to spot; a little overweight, a squishy face and out of sheer respect everyone would move out of her way as she walked by. No, not because of her weight; she was always in a hurry and would knock your ass down if you didn’t move. Imagine if you will a King Kong movie that you’re seeing for the first time. You see those trees in the jungle separating, splitting and crashing to the ground? Yep, that’s Tina bearing down on you and she’s on a mission! She was also loud and she loved me.
“Breeeeeeeeeeett, why you see me?”, she’d say in broken English.
“Es que te amo, Tina!” She’d giggle and we’d flirt, but it was all just for play. She knew and respected my wife. Besides, she was my source and I was her handler. We both knew the protocol; someone always showed up to her house to signify that the US government appreciated her support and cooperation. But, it wasn’t going to be that way this time. She knew I had just left the service because she went to my “Out Party”.
We continued in Spanish, “I need you to help me with something.” I showed her the document, “Can you get me a certified copy of this?” Her eyes grew wide and then that beautiful Tina smile lit up the room. She laughed and dare I say, she snortled!
Gaining her composure, she leaned in a bit and said, “I was asked to hide that file.” Classic government move…
“Oh golly, do you think it could ever be found again?”, I asked in sarcastic despair.
“I don’t know, I may have to run to the back and do some cleaning behind the copy machine to see if anything turns up!” She went upstairs and I went outside to the back of the building where that same hotdog stand had been since arriving in Panama a little more than 4 years earlier. It took her a whopping 45 minutes to do her spring cleaning, show false astonishment after discovering that poor old lonely case file behind the Xerox, certify two copies and rendezvous with me where we’d met at least 20 times before. No words, just a warm hug and I was off in a sprint.
Perfect timing as Dimitri was about to lock up early for the day. “Why would you leave without storing your key evidence in the safe first?”, I smirked.
“Bullshit! It’s a fake!”, he quipped.
“Check it out for yourself brother and while you’re in there, don’t forget my part of the bargain.” I stood there in the heat of the afternoon. While he perused the document, looking probably for any good excuse that he could come up with for not paying me the $200, I noted a few storm clouds coming from the ocean. It wasn’t going to be hot much longer and I needed to find shelter before those clouds decided to wreak havoc on me. Afternoon storms in Panama are brutal, especially so in October.
He finally spoke, “You’re a gringo!?” (Great observation, slick.) “How the hell did you get this and how could you…”,
I cut him off… …”Too many questions, Dimitri! I gotta get going.”, as my index finger touched the palm of my hand, he knew it meant that it was time to pay up. Those were the most beautiful twenty-dollar bills that I’d seen in a long time.

CORTIZO LAUNCHES THE PLAN ‘A BETTER PANAMA’ AND REQUESTS THE COLLABORATION OF A PRIVATE COMPANY
The President of the Republic, Laurentino Cortizo launched the post-pandemic plan, “A Better Panama“, during the inauguration ceremony of the new board of directors of the Chamber of Commerce, Industries and Agriculture of Panama (Cciap). In addition, he called on the private company to jointly execute said plan. Cortizo stressed that the new normal will gradually open up for everyone, “including the sectors that you represent. Therefore, I ask that we work as a team, so that the reactivation is done in a responsible way. He insisted that we must collaborate with the revival of the economy and maintain jobs. According to the president, the Government works on projects through public-private partnerships (APP) and other laws contemplated in the action plan, aimed at maintaining and generating jobs that could attract investments of more than B / .5 billion. He stated that, with the new normality, Panama must face united tasks that require consensus, through a broad and frank national dialogue, to resolve the issue of the Social Security Fund (CSS), improve the health system and other relevant issues that demand the participation of society because they are decisions for present and future generations.
For Cortizo, it is vital to think about what is to come, “face the challenges with decision, but above all with unity, and be very cautious with the gradualness towards the new normality to minimize the effects of regrowth that could collapse the health system and go back the advanced “.
He added that, just as the “Protect Panama Plan” and the “Panama Solidarity Plan” were developed, now, together with the businessmen
“we must also collaborate to build together the A Better Panama Plan for economic reactivation and maintain jobs” .
WARNING THAT QUICK TESTS COULD GIVE FALSE POSITIVE COVID-19
Dr. Javier Nieto warned that rapid serological tests offered by private places could give false positives for COVID-19. The Gorgas Memorial Institute for Health Studies (ICGES), does not certify such diagnoses.
THE MINSA WILL ADMINISTER THE PANAMA SOLIDARIO HOSPITAL
The Ministries of Health and Public Works formalized an agreement yesterday for the operation of the new Panama Solidario integrated modular hospital.
The Government reported that, with this agreement, the Ministry of Health (Minsa) will manage the hospital center, in Albrook. COPA WILL OPERATE IN 40 DESTINATIONS
Cabin and passenger personnel will have to wear face masks inside the aircraft and the service on board will be limited to reduce contact between people.
“Long and difficult.”
With these words, Pedro Heilbron, CEO of Copa Airlines, defined the path ahead for the airline industry and tourism, once the restrictions on commercial aviation imposed by the governments of the region are lifted to face the pandemic caused by the coronavirus (Covid-19). The airline plans to activate on June 26 and will do so with only 10% of its fleet. Depending on the demand they experience, it is projected to reach 40% for the month of December. During his participation in the virtual meeting “Coffee with the Press”, Heilbron commented that due to the low demand that will be registered in the coming months, the company will only fly to some 40 cities out of the total of 80 that it had on its itinerary before the respiratory pandemic.
“We have not thought of closing destinations, but not all of us are going to operate this year, because demand will be low,”
said the executive, who heads an organization with more than 7,000 employees and which today keeps its operations closed.
The confinement and closure of airports has hit aviation hard. Nothing like this has ever been experienced before, which is why this readjustment process is described by Heilbron as
“an ultra-marathon where we don’t know where the goal is.”
If the closure of the skies in the region does not extend, the first destinations where the airline would fly are San José, Costa Rica; Lima Peru; Sao Paulo, Brazil, Miami, United States, Santiago de Chile and Caracas in Venezuela. Until last week, the company had within its schedule to restart flights to Colombia in the short term, but the aeronautical authorities of the neighboring country extended until August 31 the veto on international flights. (see graph). Heilbron acknowledges that there is still a lot of uncertainty about what the future will be like.
“What we know is that we will be operating below what we were,” he said.
Something linked to this uncertainty is that the main markets of the airline are the United States, Brazil and Colombia, countries that to date have not managed to flatten the curve of new infections of the disease.

DONATED THERMAL CHAMBERS FOR TEMPERATURE MEASUREMENT AT TOCUMEN AIRPORT
Tocumen International Airport received a donation and installation of an intelligent human temperature measurement kit from the company Hikvision Panama, to strengthen preventive measures against COVID-19. It is a Hikvision thermal imaging camera, bullet type model DS-2TD2617B-6 / PA, designed to detect the elevated skin surface temperature with high precision in real-time.
With the use of artificial intelligence and the implementation of algorithms of “Deep Learning”, it reveals the body heat of several people on the move, avoiding false alarms that can generate other sources of heat. The equipment will be located in the airport’s boarding area or area, and will be in operation starting next week, airport authorities reported during the team’s reception. In this way, the terminal will increase the filters so that before entering the various areas, the body temperature of the passengers can be measured.
“The Panama Airport is the first in Central America to install this type of camera in the context of the current health emergency to continue providing the service and at the same time collaborate with the humanitarian flights that were requested by different countries in the region, Panama being the center connection or hub flights, ”said Raffoul Arab, general manager of Tocumen International Airport.
He added that the
“donation is very important for the Airport because it strengthens the biosecurity response capacity at times when it is most required and joins the adaptation plans that we have been developing to mitigate the impact of the current health emergency.”
Rafael Shen, country Manager of Hikvision Panama, commented that, with the equipment, body temperatures that are beyond the normal average in humans can be detected and in less than two seconds alert about a possible case of fever or high temperature in the people, having a measurement range between 28 and 42 degrees Celsius.
AGREEMENT BETWEEN PANAMA AND COSTA RICA THAT ALLOWS THE TRANSIT OF PANAMA TRUCKERS
The Ministry of Commerce and Industries reported on the afternoon of this Wednesday, May 20, that the governments of Panama and Costa Rica reached an agreement that allows the transit of Panamanian carriers through Costa Rican territory. Panamanian ministers Alejandro Ferrer (Foreign Relations), and Ramón Martínez (Commerce and Industries) participated in diplomatic efforts and negotiations to achieve the agreement. Negotiations focused on coordinating measures that will guarantee the best health and safety conditions for Panamanian carriers.
In the negotiations, procedures and mechanisms were sought to guarantee that the transport of food and medicines to Panama will not decrease in the midst of the pandemic. At the conclusion of the negotiations, the flow of merchandise in the region will be maintained, amid the consequences generated by the quarantine. The Government of Costa Rica established that drivers and transporters who travel through its territory must have a Covid-19 test and give a negative test, otherwise they would not be authorized to pass. More than 50 Nicaraguan carriers tested positive for the coronavirus, therefore, they were unable to cross the border with Panama and areas of Costa Rica. Last Friday, a group of 50 carriers who were heading to Panama from other Central American countries were escorted by the Costa Rican police authorities to reach the border with Panama. That group could only make one stop.
TECHNICAL COMMISSION WILL VERIFY THAT PURCHASES RELATED TO COVID-19 COMPLY WITH THE STANDARDS
The Minister of Health of Panama, Rosario Turner, announced on Thursday that a technical commission has been installed that will be responsible for verifying that all the acquisitions made to the COVID-19 pandemic comply with government regulations.
It emphasizes that all those acquisitions that do not meet the required parameters will be rejected.
“The Ministry is committed so that the acquisitions of COVID-19, necessary for the public health system, comply with the regulations, for which a technical commission has been established,” Turner reported through his Twitter account.
It adds that once the entire process is completed, it will proceed to comply with the publication of this information in the systems required by law.
AUTOMOTIVE WORKSHOPS CLAIM THAT THEY CANNOT BE REVISED
Members of the National Association of Automotive Workshops claimed this Thursday, May 21, that they cannot carry out vehicle checks because the digital platform of the Traffic and Land Transportation Authority (ATTT) is not working. The association represents some 350 workshops around the country, which have been shutdown for 2 and a half months. They point out that ATTT and the Ministry of Health (Minsa) pass responsibility to each other without giving an answer. They say that the Minsa has told them that it does not have enough personnel to review the sanitary conditions of each workshop.

EVERY 14 DAYS, THE REOPENING OF A BLOCK OF ACTIVITIES MAY BE AUTHORIZED
President Laurentino Cortizo met with representatives of the business sector this Wednesday, May 20, to discuss the process of reopening the businesses and industries affected by the coronavirus pandemic. The president exchanged information with delegates from the country’s business sector on the current situation of the pandemic. The group was also able to listen to the explanations of the Minister of Health, Rosario Turner, and the epidemiologist and advisor to the Ministry of Health (Minsa), Rodrigo DeAntonio, about the behavior of the coronavirus, said a statement from the Presidency. Turner and DeAntonio highlighted that currently, the pandemic registers a reproductive number of cases (Rt) less than 1, except in some regions, such as Chiriquí, Panamá Oeste and San Miguelito. The process of reopening towards the so-called “new normality” was also discussed and the minister reported that it is estimated that every 14 days a reopening of a block of activities will take place, although that will depend on the Rt being below 1. The plan economic reopening was divided into six blocks of activities. The first was launched on May 13 and includes retail stores, electronically; spare parts workshops; technical services; artisanal fishing, and aquaculture. The second block includes the construction – paralyzed since last March 25 – of public infrastructure works, non-metallic mining, industry and churches and parks, but only with 25% of its capacity and keeping a distance of 2 meters between people.
COLON’S FREE ZONE ‘EVOLVES’ TOWARDS A NEW COMMERCE MODEL
The new normality forces most businesses to reinvent themselves and the Colon Free Zone (ZLC) does not escape the reality that is experienced due to the crisis generated by the COVID-19 pandemic. Against this background, many wonder what are the projections and the new models being analyzed to reactivate the free zone Giovanni Ferrari, general manager of the ZLC, said that they have been analyzing how to evolve, given that the pandemic has clearly shown that consumption patterns have changed and e-commerce has been the big winner. He added that previous administrations had been working in relation to electronic commerce. Ferrari said that some adjustments had to be made to the platform and they are now ready to access ZLC users, make sales transactions, and be able to deliver the products to buyers in Panama and the region. However, other links in the chain must be adapted, such as customs, transport agents and entities where they have to work hard to ensure that companies succeed in online sales and at the same time guarantee the arrival of the product in a competitive cost. He argued that as an administration they have the responsibility to record transactions, wholesale and retail. Meanwhile, companies will have several options, including creating their own store or accessing those that provide the service, for example through a third-party platform. The Colon Free Zone will help the training of companies. He argued that concrete measures have been taken to reactivate, but financial support is required from companies, an issue that must be dealt with by all the actors involved in the ZLC to make the best decisions. Recently, the president of the ZLC, Daniel Rojas, urged that a mixed working table be installed with the participation of all parties, given the crisis that the free zone has been dragging on for some years now.

MINSA REPORTS THE LOWEST NUMBER OF PATIENTS IN THE ICU SINCE APRIL 2
The latest epidemiological report that the Ministry of Health (Minsa) gave on the progress of Covid-19, registers 68 patients in the Intensive Care Unit (ICU), the second lowest number since April 2.
According to statistics, on April 1, 63 patients were registered in intensive care, the month in which the occupation of beds in this instance on various dates exceeded 100 cases.
For example, the highest record of people in the ICU, since the virus came to the country, was Thursday, April 8 with 107.
According to the Minsa report, there are 264 hospitalized in wards and 3,164 people in home isolation and hotels. Yesterday, the Health authorities reported that the number of accumulated cases in Panama is 9,977; 110 new cases were reported.
It is important to highlight that the low incidence in new cases was reflected in the Chirica townships of Divalá and Nuevo Mejico, which are under strict surveillance due to infections registered in the last week. Divalá added a new case with respect to Tuesday’s report, for a total figure of 68, while Nuevo Mejico remained at 64.
DIRECTOR OF THE AIG CONFIRMS SECOND DIGITAL VALUE DEPOSIT FOR MAY 30
The director of the National Authority for Government Innovation (AIG), Luis Oliva, confirmed that the second deposit of the digital voucher will be made next May 30, which is charged through the personal identity card. Oliva reiterated that the amount will remain at $ 80 and that in such a case an increase corresponds to the President of the Republic, Laurentino Cortizo.
“The new recharge will be on May 30. Right now (the increase) is a decision of the president and his team. We have not received a different instruction but we do know that it is being evaluated,” Oliva said in an interview with Reporting rangefinder.
Regarding the operation of the digital voucher, Oliva explained that the supermarkets were in charge of developing their systems and that the other costs have been defrayed with donations.
“This is all an ecosystem. Each part has been developed. For example, the supermarkets were responsible for developing their own systems and they assumed that cost. We as AIG made all the interfaces. There is a financial part that has to be analyzed in great detail. We received a donation from Amazon and Grupo Sigma so that all of this is at no cost to the Panamanian people, “he said.

ENDNOTES
How do I define love?
Having been a long day, I must have had 15-20 phone calls today, two off-property meetings, lot’s of negotiating and still had time to help Brett Jr understand the workings of the Gregorian calendar. While writing this tonight, I asked Chef Brandon if he could pop a frozen pizza in the oven for Dad. Brandon’s always quick to help Dad and even quicker when he gets to cook and play with fire. But within minutes, in struts the love of my life with a remarkably tasty bowl of boiled chicken, lemon juice, fresh avocado, tomatoes and Feta Cheese. She wants to keep me healthy even when I don’t want to. And the best part is that it pairs very well with Zacapa 23… I love you Queen Sayira!!
Stay safe… Stay healthy… And by all means STAY HOME!!…
