During the last two weeks, we were entertaining a couple of good friends who came down to visit from Texas.  Scott, who’s former Air Force Intel and his lovely wife Julie who is quite the giggly sort, both gave us a run for our money in diversion and entertainment.  Scott and I became close friends when he came down to work on a contract in Panama a few years ago.  Since then, I’ve been up to visit them as did my beautifully giggly better half as well!  What fascinates me most about this friendship we have isn’t what we have in common, as much as it is that which we don’t have in common.  Although neither of us are extremist in our thoughts and opinions, we do have widely distinct ideas of how the world goes ´round.  But it’s refreshing to be mentally stimulated and that’s one hell of a great appeal to our debates and reviews.  I mean, what fun is there in just everyone agreeing about everything, right?

One of our back n forths still has me thinking about the evolution of thought, and how during the course of tens of thousands of years, we’ve not only gotten smarter through more technology, but we’ve also lost quite a bit of those discoveries that got us to where we are today.  Scott is highly skilled in Critical Thinking.  Critical Thinking is essentially an organized method which guides you to reach deeper into analytic thought than you’d normally be able to reach.  It’s not about “what” you think, it’s about “how” you think and the hypothesis you’re able to develop through organized thought.

So we dabbled in these thought methods and exercises over the last weekend which eventually took us to a series of conclusions about lost intellect.  First of all, we laughed about how so many people tend to lean towards “the aliens” when it comes to things we don’t understand.  “The pyramids were impossible to build by mankind with the great intellect we have today, so our stupid ancestors probably had help by aliens to accomplish these amazing feats.”, is a thought process that is seemingly more common nowadays than it should be.  Why can’t we just accept that previous civilizations had discovered better methods in construction than we have today?  And why can’t we just accept that this “technology” has simply been lost due to natural disasters, extinctions, disease, invasions (not by aliens) or other massive disruptions?  There are millions of people who couldn’t produce fire unless they had matches and fuel.  If we had another mass extinction, and you were left to your own wits, would you be able to recreate methods to harness solar energy?  How about nuclear fission, or something much more simple like hydroelectric power?  Probably not.  I could start a fire without a match, but I’m screwed when it comes to generating massive amounts of controlled energy.

Oh, and we went fishing.  That was pretty great too.  Pedasi never fails to produce at least a couple dorado or tuna.  This time, after 2 hours of nothing, we started to pay more attention to the whales – one of them even seemed to wave at us, so we turned our boat towards him/her hoping to get a better look.  Not even 2 minutes after turning in the whale’s direction, it dove out of sight and at that very moment we got our first fish on!  That made us think too.  Was the whale intentionally signaling for us to head towards fish to help us out?  Was it aliens?  We may never know, but that day did get much better immediately after and we collectively brought in 8 fish into the boat, with both of my sons getting their first tunas EVER.

THE POPULATION OF PANAMA IS 4.2 MILLION PEOPLE, ACCORDING TO THE POPULATION AND HOUSING CENSUS CONDUCTED IN 2023.

The population of Panama is 4,202,572, as revealed by the population and housing census conducted in 2023.

I am pleased with the arduous work of the Institute of Statistics and Census and each of the departments of the Comptroller’s Office that made these censuses possible, in addition to the 8,848 enumerators and supervisors who carried out this census activity with positive results,” said Gerardo Solís, the Comptroller General of the Republic, during a press conference.

It was indicated that during the census exercise, the number of estimated households exceeded the figure provided by the cartography department by 1,492,690 private households. Meanwhile, the enumerators reached a total of 1,589,018 residences, which means an additional 96,328 households.

In terms of education, it was determined that the school-age population from 6 to 11 years old is 423,036 students. The Comptroller’s Office highlighted that this represents an additional 32,051 students compared to the 2010 census, which recorded a student population of 390,985.

Furthermore, the estimated number of children and adolescents enrolled in the education system between 5 and 19 years old reached 918,336, compared to 836,109 in 2010, indicating an increase of 82,227 students since the previous census.

The institution emphasized that the illiteracy rate “decreased systematically.” In 2023, it decreased from 5.5% to 3.7%. In concrete terms, the Comptroller’s Office stated that in 2010, there were 148,747 individuals who could not read or write, while in 2023, the number decreased to 123,674.

The census revealed that the insured population amounts to 1,911,824 individuals, representing an increase of 135,904 insured individuals compared to the 2010 census.

Regarding self-identification, significant increases were observed compared to 2010. The indigenous groups showed a growth of 280,553 individuals who self-identified as indigenous, totaling 698,114 individuals. In 2010, the figure reached 417,559 individuals.

In the case of Afro-descendants, there was an increase of 973,568 individuals compared to 2010, when the census recorded 313,289 individuals who self-identified as Afro-descendants. In 2023, the total reached 1,286,857 individuals.

OPEN NOMINATION: THIS MONTH ENDS THE PERIOD OF COLLECTION OF SIGNATURES

Open nomination.

The Electoral Tribunal (TE) reminded that the deadline for collecting signatures for candidates running for public office through open nomination is on July 30th. Therefore, they have until that estimated date to gather the required endorsement signatures.

Once the process is completed, the National Electoral Organization Directorate (DNOE) will publish an Electoral Bulletin, where the obtained signatures for each main and alternate candidate will be disclosed according to the position.

MAYOR’S OFFICE APPROVES RESTORATION OF THE MUNICIPAL PALACE OF PANAMA

The Municipality of Panama has opened a public bidding process for the restoration and improvement project of the administrative offices operating in the Demetrio H. Brid Municipal Palace, located in the Casco Antiguo (Old Town).

The reference price for this bidding is $351,076.18 and offers must be submitted by July 28, 2023.

The building, constructed around 1910, houses the Municipal Council. It consists of 5 floors, including the ground floor, two upper floors, a mezzanine, rooftop, and dome.

It is in this building that the representatives of the city’s districts hold their meetings. The property also features a small museum.

According to the Municipality, various restorations have been carried out in the past. However, it is evident that the building has deteriorated over time.

The contractor who wins the contract will be responsible for restoring several areas, such as the rooftop, dome area, wooden baseboards, doors, bathrooms, kitchen, plumbing, ceiling, staircase, among others.

It is necessary to improve its facilities by providing greater security and comfort while maintaining the essence of the building, as it is one of the oldest buildings in the Casco Antiguo. The purpose is to extend the lifespan of each element that constitutes the structure,” the Municipality stated.

COMPREHENSIVE CARE CENTER FOR ADOLESCENTS INAUGURATED IN THE EAST OF THE CAPITAL

Inauguration of the Center for Comprehensive Care of Adolescents in the east of the capital.

On Wednesday, July 13, 2023, the first Comprehensive Adolescent Care Center was inaugurated in Panama Este at the 24 de Diciembre health center. The center provides youth-friendly health spaces aimed at reducing early pregnancies and consequently decreasing poverty indicators.

The project was supported by the Embassy of Japan through a donation of 61,527.00 balboas, covering expenses for labor, materials, furniture, and audiovisual equipment. This initiative will benefit adolescents from the 24 de Diciembre and Pacora districts.

The Ambassador of Japan in Panama, Hideo Fukushima, stated that through their non-refundable cooperation program, they are supporting the Ministry of Health in various projects aimed at providing comprehensive care to adolescents.

Thanks to the cooperation of the Asian country, friendly spaces for adolescents have been created in health centers in Veracruz, Nuevo Chorrillo, Cerro Batea, and Amelia Denis de Icaza.

Luis Echevers, the medical director of the Dr. Luis E. Ramos Health Center in 24 de Diciembre, informed that young people between the ages of 10 and 19 will be attended to. They will receive comprehensive care in general medicine, gynecology, psychology, nutrition, social work, as well as talks focused on the prevention of delinquency, drugs, and bullying.

IN AUGUST, MAINTENANCE WORK ON THE CENTENNIAL BRIDGE WILL BEGIN

Once the MOP delivers the order to proceed, the contractor will have 365 days to perform the inspection and maintenance of the Centenario bridge.

Cleaning and maintenance work on the Centennial Bridge will begin in August, announced the Minister of Public Works (MOP), Rafael Sabonge, on Friday, July 7th.

The minister, who conducted an inspection tour of ongoing projects in the capital, stated that unlike the bidding process for the maintenance contract of the Bridge of the Americas, the process for the Centennial Bridge has been faster, and no competitors have filed any complaints.

He mentioned that they expect to complete the necessary bureaucratic procedures to “start” the project.

The MOP awarded the cleaning and maintenance contract for the Centennial Bridge to Centroequipos for a sum of 6.2 million dollars.

Centroequipos will be responsible for installing an intelligent lighting system and must provide a conservation and maintenance manual for the Centennial Bridge. They have a period of 12 months to complete these works.

Currently, Centroequipos is executing the turnkey contract for the rehabilitation of 43 road sections in the El Chorrillo district, with a value of 65.2 million dollars.

By having the certificate issued by the National Disability Secretariat (SENADIS), individuals can receive discounts at stores, as explained by Ana Espino, Head of Consumer Services at the Consumer Protection and Competition Defense Authority (ACODECO).

The Law 134 of December 31, 2013, establishes benefits for people with disabilities. For this, individuals must approach the National Disability Secretariat to obtain a certification that will validate these discounts,” explained Espino.

Once individuals have the certificate through a card issued by SENADIS, they can access the following discounts:

  • 50% off sports activities, theaters, and cinemas (the discount applies to the economic or regular rate offered at the time).

The Head of Consumer Services at ACODECO emphasizes that the SENADIS card must be valid to be eligible for the discounts offered to people with disabilities. Otherwise, those who have not updated their information and requested a new certificate will not be able to enjoy the discounts.

DEATH TOLL FROM INFLUENZA RISES TO 27 IN PANAMA

The Ministry reiterates the importance of applying the vaccine.

According to the latest report issued by the Epidemiology Department of the Ministry of Health (Minsa), more than 640 positive cases of influenza have been detected.

Three new deaths were also recorded (2 women and 1 man), identified as two cases of Influenza B and one case of Influenza A. These three recent deaths occurred in individuals aged between 33 and 82 years old.

With these three fatalities, the total number of influenza-related deaths reaches 27, including 15 men and 12 women, ranging in age from 1 month to 82 years.

It was reported that none of the deceased individuals had received the influenza vaccine.

These deaths occurred in various health regions, with the Metropolitan region reporting seven deaths, followed by Panama Oeste with five deaths, and three deaths each in Panamá Norte, San Miguelito, and Chiriquí. Two deaths were reported in Darién, while Colón, Bocas del Toro, Veraguas, and one case from San Miguelito (but confined in Panamá Este, Chepo) each reported one death.

According to the report, 92% (25/27) of the deceased had risk factors such as hypertension, diabetes, obesity, pulmonary, renal, neurological, immunosuppression, among others. None of them were vaccinated, representing over 100% of these cases (considering that the 1-month-old should not have received this vaccine).

Of these deaths, 18% (5/27) had a history of a positive COVID-19 test.

The Expanded Immunization Program (PAI) reported that from April 12th to July 10th, a total of 1,180,646 doses have been administered. The Ministry of Health has administered 866,102 doses, while the Social Security Fund (CSS) has administered 314,544 doses.

The regions with the highest number of doses administered are the Metropolitan Region with 204,000 doses, followed by Panama Oeste with 166,900 doses and Chiriquí with 156,039 doses.

U.S. SANCTIONS SINALOA CARTEL’S FENTANYL TRAFFICKING

The United States sanctions network linked to Los Chapitos.

The United States imposed sanctions on Wednesday on a Mexico-based company and ten Mexican individuals, including several members of the Sinaloa Cartel, “responsible for a significant portion” of fentanyl trafficking into the United States.

The Department of the Treasury announced in a statement that the sanctioned individuals are linked to Los Chapitos, the faction of the Sinaloa Cartel led by the sons of Joaquín “El Chapo” Guzmán, who is serving a life sentence in the United States.

Among the sanctioned individuals are Noel López Pérez, the brother-in-law of El Chapo, as well as Ricardo Páez Lope, who is also connected to the family.

According to the U.S., both individuals are involved in the trade of chemicals used to manufacture fentanyl, the supervision of laboratories producing the drug, and its subsequent trafficking to the United States through tunnels.

The company REI, based in Metepec, Mexico, was sanctioned for regularly receiving shipments of chemical products imported from China for the production of the synthetic opioid. Its majority shareholder, Eliseo de León Becerra, was also subject to sanctions.

The United States continues to take action to combat the fentanyl epidemic,” said Secretary of State Antony Blinken in a statement, adding that they are collaborating with law enforcement forces worldwide to “disrupt” drug trafficking networks and cartels.

The Secretary of State noted that the United States offers more than 30 rewards totaling $75 million for information leading to the apprehension of fentanyl traffickers.

As a result of the sanctions, all properties and interests of the sanctioned individuals and entities located in the United States will be blocked.

This announcement coincides with the establishment last week of a global coalition led by Washington with around 80 countries to combat fentanyl trafficking, a powerful synthetic opioid that causes thousands of overdose deaths each year in the United States.

MUNICIPAL MARKETS: WHICH ONES ARE UNDER CONSTRUCTION?

SPECIALISTS REPORT ON CERRO PATACÓN LANDFILL

On Tuesday, July 11th, the Minister of the Presidency, Carlos García, in charge of the Center for Waste Management (CON Aseo), received a diagnostic report on the Cerro Patacón landfill prepared by specialists from the Technological University of Panama (UTP).

Experts in soil, wastewater, and waste management, among other fields, analyzed the environmental situation in 132 hectares of the Cerro Patacón landfill. The report reveals that more than 60% of the landfill waste can be recovered “if optimization of operations is implemented.”

Additionally, the group recommended the relocation of individuals (recyclers), control of the entry of hazardous waste, discharge times for the operator, the separation of special waste, and the improvement of the landfill’s gas extraction and conduit system.

The Minister of the Presidency expressed his gratitude and added that a financial assessment of these recommendations is still pending. Subsequently, CON Aseo will design a proposal to present to the Executive branch, which will make the decision regarding Cerro Patacón.

THE DARK BUSINESS OF SHARK FIN SMUGGLING IN PANAMA

The National Police, in collaboration with the Public Ministry, carried out Operation Shark in the early hours of Thursday, resulting in the seizure of a massive shipment of 6.79 tons of shark fins. But how was this operation, which exposed the dark underworld of illegal trafficking of protected and endangered marine species, orchestrated?

This illicit contraband was discovered in a 40-foot container located on a property about 7 minutes from the Pan-American Highway in the community of La Pita, Capira.

In addition, ovens, fans, and weights, allegedly used for the drying process of the fins, were found.

Authorities suspect that the fins were extracted in the Farallón de Coclé area.

Preliminary investigations revealed that these shark fins were destined for the Asian continent.

The activity is related to the crimes of Organized Crime and Territorial Planning, specifically Offenses Against Wildlife, Collective Security, Environmental Crimes, and Illicit Traffic of Shark Fins.

Apprehended

During Operation Shark, search and seizure operations were carried out in various locations, including Albrook, Condado Del Rey, Mercado del Marisco, Farallón, and Capira. As a result, 5 Panamanian citizens and other individuals of Asian origin, allegedly involved in this illegal activity, were apprehended.

Illegal sale

The market value of shark fins is alarming. While in Europe, the price per kilogram is estimated at around 100 to 120 euros, in Asian countries, it can exceed 1,000 dollars per kilogram. This lucrative business has led the criminal organization to operate clandestinely and with sophistication.

Furthermore, additional evidence was found indicating the magnitude of the operations of this criminal gang. Among the confiscated items were a pistol with an expired permit, documentation of bank transfers, and the identification of a clandestine center used for the storage and packaging of these marine species, facilitating their international trafficking.

All detainees will be handed over to the Public Ministry to face the corresponding legal actions.

There will be internal flights from Panama Pacifico Airport to David.

The airline company Wingo announced through its social media channels that it will offer domestic flights in Panama (internal flights) that will be operated from Panama Pacifico Airport in Panama City and the city of David, the capital of Chiriqui province.

GOVERNMENT ANNOUNCES NEW FUEL SUBSIDY EXTENSION DATE

Government announces new date for extension of fuel subsidy.

The National Government and the Cabinet Council approved the fuel subsidy from Sunday, July 16th to Friday, August 14th, 2023, only for 91-octane gasoline and diesel, at the fixed price of B/. 3.25.

This extension of the subsidy, supported by the National Government, represents a significant fiscal effort and commitment, with the purpose of maintaining products and services at affordable prices and continuing to drive economic recovery in our country,” expresses the Presidency of Panama.

With this measure, the authorities announce that they contribute to public, collective, and selective transportation, promote economic growth, job creation, ensure that Panama maintains an inflation rate of 1.4%, one of the lowest in the world, and advance agriculture, livestock, industry, manufacturing, fishing, construction, commerce, industry, and tourism.
