This last week has been full of “interesting results”. I almost wrote “Big Surprises”, but I dont think anyone should be surprised by these decisions; they were certainly inevitable.
First, on July 13, US Secretary Antony Blinken announced the designation of former Panamanian President Juan Carlos Varela. Until recent years, I hadn’t noticed the use of this term and would have thought it could have meant any number of things. For example, if you volunteer to be the “Designated Driver”, it means that you’re the only one planning to be sober (which is kinda sad). Also, if you’re designated to be anything, it’s usually a good thing. The opposite of “designated” could be “discharge”, “dismiss” or “expel” which sounds much more negative.
However, “Designation” in this context refers to Section 7031(c) of the Department of State, Foreign Operations, and Related Programs Appropriations Act, 2023. Officials designated under Section 7031(c) and their immediate family members are generally ineligible for entry into the United States.
Holy heck, so that means that not only Varela, but his wife, kids, and several others will also not be going to Disney in Florida any time soon.
And then, in another “not surprised one damn bit” moment, Ricardo Martinelli was finally given his sentencing and the Panamanian attorney general happily handed him a 10-year prison sentence and a fine of more than $19 million dollars. Four other schmucks were also sentenced for the denominated “New Business” crime, which alleges public funds were used to buy a media conglomerate and give the former president a majority stake. Martinelli immediately stated his innocence and his lawyer told news sources that they would be appealing this decision and exhausting all recourses possible in his client’s defense.
The USA doesn’t always do everything right, but they got this one spot on. It sure as hell took them long enough, but they’re never about speed, instead they work towards a definitive result. This should be a wakeup call to everyone else in every government everywhere (except the USA) that if you decide to take the path towards corruption, you will eventually pay the price and no longer have access to US soil.
I think the next step is utilizing the Clinton list to seize all of Martinelli’s business interests, as well as Varela’s. This will really really suck for Panama.

Protect yourself! IMHPA warns of high thermal sensation in Panama.
The Institute of Meteorology and Hydrology of Panama (IMHPA) reports that it maintains a high thermal sensation surveillance warning in the country, which could lead to people experiencing body temperatures between 36 and 42 degrees Celsius.
The warning is valid for a period of 10 hours (from 09:50 a.m. to 07:00 p.m.) on this Thursday, July 20, 2023.
According to forecaster Emmanuel Velásquez, the areas under the warning are:
- Chiriquí
- Veraguas
- Los Santos
- Herrera
- Coclé
- Panamá Oeste
- Panamá
- Colón
- Guna Yala Region
- Darién
- Emberá Region
The forecaster explains that due to the moderately low cloud cover prevailing over the country and the high incidence of solar radiation, high temperatures are generated during the day, exceeding 32°C in various regions, along with moist air masses at low levels of the troposphere in the sector.
Velásquez highlights that this atmospheric condition will cause heat strokes for the population exposed to outdoor activities or in poorly ventilated environments.
The high thermal sensation could lead to body temperatures being perceived between 36 to 42 degrees Celsius.

THE SUPREME COURT OF JUSTICE (CSJ) ADMITS A LAWSUIT AGAINST THE APPOINTMENT OF THE RECTOR OF UNACHI.
The Supreme Court of Justice (CSJ) accepts the lawsuit against the appointment of the rector of UNACHI.
The Sustaining Magistrate, on behalf of the Third Chamber of the Supreme Court of Justice (CSJ), requested the authenticated copy of the Proclamation Act of the Rector, 2023-2028 term, issued by the Superior Electoral Tribunal of the University of Chiriquí (UNACHI).
The request arises following the contentious administrative lawsuit for nullity filed by Mr. Osman Odir Ledezma Moreno, acting on behalf of Edwin Abdiel Samudio Arcia, who is in competition with Etelvina de Bonagas, the current rector of this institution for the next five years.
The reasons, according to the document, are to declare the Proclamation Act null and void, on grounds of illegality. The Act was published in late April 2023, after the elections were held at UNACHI to choose its new rector, with 60% of the votes from the teaching staff, 30% from students, and 10% from administrative personnel.

MARTINELLI HAS BEEN SENTENCED TO 10 YEARS AND EIGHT MONTHS IN PRISON FOR THE NEW BUSINESS CASE.
What does the ruling say about the New Business case?
Former President of the Republic, Ricardo Martinelli, and four other individuals were convicted in the New Business case, according to a ruling by Judge Baloisa Marquínez, which was released on Tuesday by the Judicial Branch.
According to the verdict, the former president was sentenced to 128 months, which is equal to 10 years and eight months in prison.
In addition, he was fined B/.19,221,600.48 as an ancillary penalty, to be paid to the National Treasury within 12 months after serving the main sentence. This fine corresponds to twice the amount of the economic benefit received and properly quantified.
Both Martinelli and Daniel Ochy were declared criminally responsible as authors for the offense of Money Laundering, related to the purchase of Editora Panamá América (Epasa) in 2010.
Ochy was sentenced to 96 months in prison and an additional penalty of disqualification from engaging in commercial activities for the same term, once the prison sentence is completed.
Four other individuals were also convicted, including Janeth Ibeth Vásquez Sanjur, who received a 60-month prison sentence, and an ancillary penalty of disqualification from holding public office for the same term after serving the main sentence.
Mixed Verdict in the New Business Case. CONSÚLTALO
Iván Arturo Arrocha Chevalier (70 months in prison) and an additional penalty of disqualification from engaging in commercial activities for the same term, once the prison sentence is completed.
Valentín Martínez Vásquez (80 months in prison) and an ancillary penalty of disqualification from holding public office for the same term after serving the main sentence.
At least 10 people were acquitted in this case.
Last Friday, June 2nd, Judge Marquínez took the 30-day term to issue the corresponding criminal sentence after the trial for the purchase of Editora Panamá América (Epasa) in 2010 concluded.
During the trial, the Public Prosecutor’s Office requested the maximum sentence of 12 years in prison for 13 defendants in the case, including former President Ricardo Martinelli, for being guilty of the offense of money laundering.

President Cortizo announces new industrial collaboration with the United States.
Panama’s President, Laurentino Cortizo Cohen, announced a new agreement signed with the United States, aimed at strengthening the global semiconductor value chain, a crucial step to enhance the competitiveness of this industry.
Through his Twitter account, the President stated, “I announce to the country that the U.S. has chosen Panama as one of the few countries worldwide to establish a collaboration to reinforce the global semiconductor value chain, a crucial step to strengthen the competitiveness of this industry.”
According to the Head of State, the expansion of this industry in Panama has the potential to create well-paid jobs, especially for the youth, and improve the technological capabilities of our skilled workforce.
The collaboration with the United States represents a crucial step to strengthen the resilience and competitiveness of this vital industry,” the President stated while announcing this significant agreement.
As an initial step within this newly formed partnership, the United States and Panama will closely collaborate to conduct an in-depth assessment of the existing semiconductor ecosystem in the country. New agreement: What are semiconductors?
Semiconductors are materials capable of acting as electrical conductors that also allow or block the passage of electric current based on factors such as ambient temperature or the magnetic field to which they are subjected.
Panama’s objective is to create a cooperation platform with universities, with the aim of cultivating a skilled Panamanian workforce capable of seizing promising opportunities, such as the one presented by the United States.

WARNING! SINAPROC ISSUES PREVENTION NOTICE DUE TO INCREASED SWELLS.
WARNING! SINAPROC issues a prevention notice due to an increase in swells.
The National Civil Protection System (SINAPROC) maintains a prevention notice for an increase in swells in the Panamanian Caribbean from July 20 to next Saturday, July 22, 2023. The entity informs that the areas under the notice are prone to experience wave heights of up to 2.10 meters with a period of 8 to 10 seconds.
For this reason, SINAPROC recommends taking precautions with swollen rivers and possible landslides, as well as windy conditions. Likewise, stay alert to the authorities’ communications, try to remain in a safe place, and avoid risking your life by attempting to cross water currents.
The areas under the prevention notice for an increase in swells are:
- Western Caribbean: Bocas del Toro, Ngäbe Buglé Region, and Northern Veraguas. Waves could reach heights of 1.30 to 1.90 meters with a period of 8 to 10 seconds.
- Central Caribbean: Colón with waves of 1.30 to 1.80 meters in height and a period of 8 to 10 seconds.
- Eastern Caribbean: Ngäbe Buglé Region and Guna Yala with waves of 1.40 to 2.10 meters with periods of 8 to 10 seconds.
The prevention notice by SINAPROC comes after the monitoring carried out by the Panamanian Institute of Meteorology and Hydrology (IMHPA), which highlights adverse conditions for swimmers and vessels.

UNUSUAL NOISES DURING THE EARTHQUAKE ALARMED RESIDENTS IN ARRAIJÁN
Earthquake of 3.7 (M) registered at a depth of 8 kilometers, located 6 kilometers from Arraiján.
Strange noises, howling dogs, gusts of wind, flying and unusual sounds of birds, as well as some explosions, alarmed the residents of Arraiján and parts of the capital city even more than the earthquake itself, during the early hours of Wednesday.
This is how social media users described a series of situations that occurred before and during the earthquake of 3.7 magnitude, registered at a depth of 8 kilometers, located 6 kilometers from Arraiján, according to data reviewed by the Geoscience Institute of the University of Panama.
“Here in La Pesa de La Chorrera, it first sounded like thunder, then the bed started to move. Thank God it lasted only a few seconds,” says a social media user.
“In Las Cumbres, it was felt. I heard something like rolling, then the roof vibrated. What a scare!” others added in their comments. “I was in the car, I didn’t feel it, but I did hear something like an explosion, and at that moment, I thought it was a transformer,” another user comments.
“In San Miguelito, a strong shake. First a rumble, then the dogs and then the shake,” is another comment. “It felt like a wave on the ground, very strong, the whole house vibrated,” they add.
In response to this, experts from the Emergency Operations Center of the National Civil Protection System (Sinaproc) have provided some explanations.
The noises resembling gusts of wind and explosions are a response to the movement of the wave after the release of energy or the movement of the structures of houses, buildings, and others, which can generate sounds similar to creaking, gusts of wind, or explosions.
“Initially, the waves can be felt under the feet and later, at the top, like an explosion or gust of wind,” said Malitzie Rivera, head of the Emergency Operations Center of Sinaproc, in an interview with Telemetro Reporta.
An earthquake is the release of energy that travels through the earth’s surface in the form of waves, and depending on the movement it carries and the infrastructure, it will generate a certain perception, she explains. As for the noises made by animals, the expert clarifies that it is normal for them to react and be scared by the unusual movement.
Earthquake
The Emergency Operations Center detailed that no impacts or damages were reported after the earthquake, but they are still in monitoring phase.
This earthquake was quite shallow, with a low magnitude, and in this scenario, it is unlikely that there will be an aftershock, experts have said.
Regarding the matter, the director of the National Civil Protection System, Carlos Rumbo, reported that the earthquake was felt in areas such as Bella Vista, Hato Pitado, and other sectors of the capital city, as well as in the province of Coclé.
In Arraiján, a total of three earthquakes have been reported in the last months. Sinaproc estimates that there are about four to five seismic movements in Arraiján per year, with different magnitudes and depths.

HANTAVIRUS: MINSA REQUESTS THE POPULATION TO FOLLOW PREVENTIVE MEASURES
Hantavirus.
The Ministry of Health (MINSA) reiterates to the population the preventive measures against Hantavirus infections in the province of Los Santos, due to the scarcity of rain and the prolongation of the dry season in this region of the country.
Crops and pastures within 30 meters of houses continue to be a main risk factor for Hantavirus in the province, said the Director of Health, Ayvar Hernández.
According to the latest report from the Vector Control Department, the first death from Hantavirus in the region was recorded. It was a 75-year-old male from the district of Tonosí, who presented a complicated case of Hantavirus Cardiopulmonary Syndrome.
With this death, the total number of fatalities in the province since the infection was first detected in 1999 rises to 36.
The Department of Epidemiology of Public Health confirms 19 cases of hantavirus in Los Santos, 12 of which correspond to Hantavirus Fever and 7 to Hantavirus Cardiopulmonary Syndrome.
The Ministry of Health recommends the population to keep the yards of their homes clean, store grains in hermetic and distant places from the houses, and seal any existing holes in the house to prevent them from becoming burrows for rodents.

TEMPORARY PERMIT FOR FOREIGNERS IN PANAMA: WHO IS ELIGIBLE?
“Temporary Permit for Foreigners in Panama: Who is eligible?”
The Deputy Director of the National Immigration Service (SNM), María Isabel Sarabia, announced that the temporary permit for foreigners in Panama applies only to individuals who have been irregular since one year before the entry into force of the Decreto Ejecutivo No 112.
According to the deputy director, “this permit is not a melting pot of races, which was a policy of the two previous administrations that remained over time and resulted in an invitation for people to come and stay irregular.”
“This is a unique measure that will be taken for those individuals who do not have a migration option, who have been irregular for one year before the entry into force of the Executive Decree,” she emphasized during an interview with the media.
Who cannot apply for the temporary permit?
On the other hand, the Deputy Director of Immigration indicates that “if the person has been in Panama since January, since April, or has just entered, they will not be eligible, cannot apply, and if they do apply, they will not be admitted for the permit.”
“One of the requirements that the Migration Service is asking for is that the person has completed a labor process, unlike previous processes. Migration and MITRADEL have reached an agreement, and this is the result of interinstitutional work,” she emphasized.

PRICE CONTROL LOOK! THE 18 FOODS THAT REMAIN ON THE LIST
Price Control: Take a look! The 18 foods that remain on the list.
The National Government of Panama announced the extension of price controls for 18 food items for an additional six months. This was revealed by the Consumer Protection and Competition Defense Authority (ACODECO) through Executive Decree No. 11 of July 18, 2023. The decree also establishes modifications for the same period of six months, as provided by Article 200 of Law 45 of 2007.
The 18 products that will remain under price control, as stipulated in the mentioned Decree, are as follows:
- Beef chuck with bone (lb B/.2.55; kg 5.62).
- Round steak (lb 2.99; kg 6.60).
- First-grade ground beef (excluding kosher and low-fat varieties) (lb 2.15; kg 4.74).
- Whole chicken with feet and head (lb 1.18; kg 2.60).
- First-grade rice (all presentations) (lb B/.0.40; kg 0.88).
It is important to mention that the 18 essential products will continue to be included in the price control list, as emphasized by ACODECO, the authorized entity by the National Government.
In the price control list, you can also find:
- Lentils, quality grade 2º inferior (per lb B/.0.81; per kg 1.79).
- Palm or soy vegetable oil in containers of 1.42 to 1.5 liters (each B/.3.74).
- Macaroni (spaghetti) in packages of 425-454 grams, excluding sizes other than 3 to 5, whole wheat, and those with carrot and spinach flavors (B/.0.63).
- Elbow macaroni, 454 grams (B/.0.69).
- Tuna in water, chunks, can of 170 grams (B/.1.31).
- Sardines in tomato sauce, non-spicy, can of 155 grams (B/.0.51).
- Powdered milk (whole, instant, with contents of 345 to 400 grams), excluding dairy products, growth milks, and infant formulas (B/.3.76).
- White sliced bread, in packages of 14-18 ounces (excluding whole wheat, oat, rye, multigrain, egg, milk, butter, raisin, light) (B/.0.92).
- Small white bread loaf (per lb B/.1.40; per kg B/.3.08).
- Processed American yellow cheese (with less than 65% curd content, excluding light, with peppers, etc.) (per lb B/.3.00; per kg B/.6.61; individual slice B/.0.10 each).
- National peppered bologna (packed), 454 grams (per lb B/.3.24; per kg B/.7.15).
- National frankfurter sausages, packed, 454 grams (per lb B/.2.14; per kg B/.4.72).
- Beef-containing sausages (including those sold loose or in 1-pound packages; excluding imported frankfurter, smoked, cocktail, light, jumbo, gluten-free, Angus, kosher, low sodium, with cheese) (per lb B/.1.19; per kg B/.2.62).
Sanctions for violations of price controls at businesses
The Consumer Protection Authority (ACODECO) has applied 603 immediate fines amounting to B/. 258,000.00 to various economic agents throughout the country so far this year, due to non-compliance with price controls on the 18 products of the basic food basket. Mini supermarkets, with 375 sanctions totaling B/. 115,000.00, hold the first place, followed by supermarkets with 84 sanctions (B/. 93,687.50), and grocery stores with 78 sanctions (B/. 20,375.00).

A SHIP TRANSITING THROUGH PANAMA WAS LOADED WITH 120 PACKAGES OF DRUGS BOUND FOR MEXICO
Container with illicit substances.
Around 120 packages of an illicit substance yet to be determined were seized by agents of the National Aeronaval Service (Senan) at a port terminal in the Pacific area.
The packages were hidden in a container coming from Guayaquil, Ecuador, in transit through Panama, with a final destination in Mexico.
The search and seizure of the container were carried out in coordination with the Drug Prosecutor’s Office of Panama Oeste province.
Up to date, a total of 34,573 packages of illicit substances have been seized by Senan this year, through 70 successful operations.

“Panamá Digital Platform: What procedures are available on the portal?”
In the Panamá Digital platform, citizens can carry out various governmental procedures, making it a supportive portal for notifying labor abandonment to the Ministry of Labor and Labor Development (MITRADEL) as well as requesting the registration of employment contracts and other documents from the institution.
Students from IFARHU can request the certification of credits, document reception for university students, as well as the Paz y Salvo (Clearance) through Panamá Digital.
On the Panamá Digital platform, it is not only for inquiring about the Digital Voucher or the payment of the Digital Scholarship, known as PASE-U, as it now allows the request of various procedures that no longer require a visit to the institutions.
Moreover, the Government Innovation Authority (AIG) highlights that users can manage their tourist vaccination card through the portal, provided by the Panamanian Tourism Authority (ATP), as well as the registration for Tour Operator/Hotels for the vaccination project for tourists.
Additionally, within Panamá Digital, users can request vaccination records for minors and a digital vaccination certificate. They can also apply for a Balance Letter from the National Mortgage Bank.

PLASTIC BAGS: ACODECO HAS IMPOSED $50,000 IN FINES
The law promotes the use of reusable bags and prohibits the use of plastic bags made of polyethylene.
The Consumer Protection and Competition Defense Authority (ACODECO) has sanctioned 193 economic agents throughout the country since the Law 1 of January 19, 2018, which prohibits the use of polyethylene bags, came into effect.
According to records from ACODECO’s fine board, from July 20, 2019, four years after the implementation of Law 1 of 2018, fines for violations of this legislation amount to $50,000.
Out of this amount, 166 entities did not comply with the conformity certificate ($41,750.00); 26 did not declare the costs of reusable bags ($7,750.00), and one penalty was imposed for charging a price higher than the cost ($500.00).
In the current year, from January until now, 64 first-instance fines have been registered totaling $13,100.00.
Out of these fines, 23 were applied to supermarkets ($5,400.00); 9 to department stores ($2,300.00); 7 to pharmacies ($1,900.00); 15 to mini supermarkets ($1,500.00); 6 to clothing and footwear stores ($1,400.00); one to a jewelry or watch store ($300.00); and one to a store selling cell phones, perfumes, and other items with a $100 fine.
Law 1 of 2018 promotes the use of reusable bags and prohibits the use of plastic bags made of polyethylene.
Furthermore, it establishes that merchants may choose whether or not to charge for reusable bags. ACODECO will supervise that, in case of charging consumers, it is done at cost price.
Since the law came into effect, plastic polyethylene bags have been eliminated from wholesale and retail trade, aiming to help reduce environmental pollution.
Consumers are aware that they must bring reusable bags for their purchases.

PANAMA WILL DEVELOP A WATER AND SANITATION PROJECT
Panama will develop water and sanitation projects.
The Ministry of Environment (MiAmbiente) announced that Panama will undertake projects to develop capacities related to water, sanitation, and hygiene, starting with the implementation of the United Nations-Water Capacity Development Initiative for Sustainable Development Goal (SDG 6) with the aim of achieving a series of targets by the year 2030:

Every July 21st we pay homage to a faithful and unconditional four-legged animal, considered man’s best friend.
The intention of World Dog Day is not only to remind us of one of the best friends of our childhood and perhaps our best friend today.
It is intended to make people aware of the immense number of dogs that are abandoned to their fate, or are still waiting for a family to adopt them in a kennel or shelter.
In this regard, the World Health Organization (WHO) estimates that 70% of the dogs in the world do not have a home.
Currently there are approximately 300 million dogs in the world, with a great variety of breeds and sizes, all very affectionate and willing to serve their masters in unimaginable ways.
Here are some pictures of our puppies that always brighten up our lives:
