Lightning cracked across the sky beyond the Butterfly Haven, deafening my insistent call to new friend Jon Owens. That’s how El Valle greeted me upon arrival to this once bustling grade A, Number 1, tourist attraction laden with what I could only imagen to be the most beautiful specimens of Blue Morphos and Greta Otos. Seemingly, this is how El Valle always greets us when we finally land. Perhaps, not with a bolt of lightning, but there was always something to jolt our senses in a way that only El Valle could offer.

The trip there is always a challenge, however. With the provinces of Panama and Panama West embracing quarantine 24/7, getting away for a day, even for work, was refreshing and any challenge along the way was worth it, usually. I left alone at 9AM and my good friend “Waze” indicated that I would arrive at 11:15a.m. “Sounds too good to be true”, I thought.

Everything went well until the first check point on the other side of La Chorrera. Nothing too unacceptable, just a newbie took my temperature and then took his sweet time reviewing each piece of paper, but without uttering a word. His eyes were bulging and inquisitive. Then after 30 seconds, he waves his hand, although not completely certain he appeared to allow me to leave. I released my foot from the brake and my beamer crept forward. With no further protest or grievance from Mr Googly-eyes, I accelerated and did 0 to 60 (km) in under 30 seconds. (That 1800cc is a beast!) Now, 30 seconds doesn’t seem like a long time unless your fitness instructor is making you do 5 sets of 30 second planks, or when Mr Lawman doesn’t speak and only stares at you like seabass begging to be thrown back. The experience was more uncomfortable than unacceptable.

The check point at Capira was a hoot. Actually, it was almost, not there; a slight bump in the road. No temperatures to be taken, no documents to be ogled, no snide remarks about where I was going or where I came from and no flip retorts from me either. There were plenty of police in the area, health officials as well. They were set up to do it, but were letting the cars roll through as if helping us avoid a pothole. It was a relief, because you really don’t know if it’s your turn to get that one guy who had a bad day and just wants to pull someone over.

The real challenge came just past Sajalices. Traffic just flat out STOPPED and there we stood for a full hour. As usual, several got down from their cars and trucks, their Land Cruisers and Tercels, their Proteges and Versas. We were all in the same boat and we might as well just make a party out of it or at least stretch and be nosey. “I wish I had my book”, I muttered to myself. The good thing was that I had already made the “Parada Obligatoria”, the coveted “Mandatory Stop” at Quesos Chela. “At least I won’t starve. I should be able to make it on empanadas, cheese and chicheme for a while.” Only 15 minutes had passed and I was already talking to myself. My best guess, given the location, was that there was an accident. I was thinking maybe a truck full of grain flipped over or those too intent on chatting didn’t brake soon enough.

After almost exactly an hour, the traffic was diverted to the oncoming lane. Whatever it was, it was major enough that we couldn’t use the road. And then, I saw him; dead guy on the road. Although any dead guy on the road is a sad thing to see, I’ve seen enough where this was “just another dead guy on the road”. Not something you become experienced with living in a small town, working for Fleet Farm, that’s for sure. (That was no jab at small towns or Fleet Farm either for that matter.) What was truly impressive was the number of bio-suited health specialists hovering over him. Being that we were in the middle of nowhere, there were a lot of white coats in just one location and in the rain no less.

I veered from the morbid obstacle, passed the flailing transit cop urging us to move even faster and sped away wondering how it came to be. The only other structure nearby was a bar, but that should be closed as per government mandate. Yet here lies a lonely man in the rain, struck and left truly forlorn. No one wept of yet as the rain continued to caress his lifelessness.

My trek to El Valle continued with rain my only obstacle. I arrived, bang said the lightning, met with Jon, got some awesome plants, did some work and then headed over to Charly Garcia’s house for a spell.

All the while, I felt as if I were rebellious. Skirting the lands of this inactive volcano on a Saturday, while my family remained on lock down. Yet, it was a different world from the big city. Here, there was no “lock down”. I think I saw a sign as I entered the town that said, “Lock Downs are for Losers”. People were out and about on their bikes, duly masked, in the rain, yet enjoying every drop. It’s the same sleepy town as always, but no road blocks of any sort. Charly did clarify that just as recent as the Friday before, rumor-mill confirmed that all of the police in El Valle had come down with the virus and were in the process of being swapped out. No cops, meant no road block. Dynamically, the town had come together to support the police with food and housing, as their effort to stop the spread of the illness to the rest of the townsfolk. It appears that more funding was still needed.

Given that it was already approaching 3:30p.m., I accepted the beautiful mangos so graciously offered to me, I joyously elbow bumped my friend and long-time dentist and headed back to the big city.

The return trip was just as unique as the arrival. I was making good time and even stopped to get some pottery, black soil and some Strawberries. In what seemed to be moments, I was already past Coronado and, in a blink, I was in the first check point at Capira. Here, this time, they did check temperatures but merely glanced at my papers. Moving right along, no time to stop at Quesos Chela, I came upon another traffic jam. This time, it was definitely the Chorrera check point. Without a doubt, this was the strictest stop I’ve had so far at any “Cerco Sanitario”. I showed him the “Validacion” document that I printed from the website, he hesitated and only breathed, “that’s not it”, then I showed him the Salvoconducto and he asked for my cedula. Then he asked for my driver’s license. He asked me what I had been doing and I told him that I was working in El Valle. I didn’t lie, but then I also didn’t mention the visits to friends, plants, pottery, fruit etc.

He clarified quite as-a-matter-of-factly, that “No, you are not working, sir, you WERE working.” And continued, “You are, in fact, done working, it was already 5:30p.m., 30 minutes passed curfew.” Then he asked, no kidding, for a copy of my electricity bill. I had it with my documents, it is required to carry, but it was the first time anyone had actually asked for it. Then, when he noted my electric bill is in the name of another corporation, he said, “Your name’s not on this invoice.” My heart skipped a beat; I was at an impasse. My name isn’t on that invoice because the house is in the name of a corporation and not in my name. I looked at him and all I could say was, “Yet, that’s where I live.”. He hesitantly released me from his psychological bond and I just got the hell outa Dodge.

I must have made record time getting home as the sun was still slightly alive over the horizon, but the trip kept me thinking. The government has set into place one of the strictest set of rules to fight the Coronavirus, the world over. Yet, Panama is at the top of the charts, per capita, in infections. El Valle just got hit with the news that all of their entire police force is sick from the virus. Pedasi’s mayor, today, reported their first official case, a 48-year-old woman. In Panama City, we see any number of cars on the streets. The majority of them shouldn’t even be there. My best guess is that there are more than double the number of cars that should be on the road. Those who legitimately have salvoconducto for work are few in comparison to the reality of daily traffic. Yet, the virus moves along like no rules were in place. But there are rules. Just ask Sandra Sandoval who got fined $10,000. Ask the PRD who got fined $50,000 or the restaurant the members were at who also supposedly got the same fine. Ask the 400-500+ daily individuals who are detained, fined and released for being on the road when they’re not supposed to.

So, what’s the problem? The problem isn’t the series of rules or regulations, the problem is the lack of enforcement. How is it possible that at 5 potential stops, every single stop was different in one way or another? These are “Cerco Sanitarios” or “Health Fences” in the crudest of translations. These are meant to stop the flow of people to the interior, to avoid further infections from spreading. Yet, we have cars moving along fast enough that they didn’t notice an old guy, during the day, on a straight stretch of highway. There are road blocks not being attended to such as the one in El Valle. An under-achieving loopy-eyed individual and yet another overzealous individual who did probably the best job of the bunch, but to stop us going from one over-contaminated area like Chorrera to another already over-contaminated area such is the province of Panama? It’s mind-boggling. I love my brothers-in-blue, but you guys need to get on the same page. This isn’t a fickle individual effort boys, this needs to be as uniform as the green cloth that wraps your soul-holders.

There’s a scam that has come back from the dead recently. It’s the Haitian phone call scam. They use a series of numbers all starting with “509”, the Country Code for Haiti, followed by 8 other numbers. The scam works by placing missed calls to your cell phone or telephone repeatedly.

After several calls like this, some would get annoyed and call back just to tell them to stop calling. I’m not sure what their gig is this time around, but years ago, once they got you on the phone, they would tell you something like, “Oh, I’m sorry, I have a package for you, give me a minute to get the tracking number and then to confirm your address.” Intrigued, you stay on the line waiting to see what it’s about. Then they stall for as many minutes as they can. The scam eventually comes in the form of a telephone bill. The numbers mis-calling you and which you would subsequently return the call, have an agreement similar to these Psychic hot lines. The money isn’t made by them reading your palm over the phone, they make the money by keeping you on the phone for as long as possible.

Back 10 years ago, another scam was related to Dell. People would call, allow you to answer and then give you a number to call them back at to get a computer. Dell came out and refuted their company being involved.

So, if you receive a mis-call from any foreign number, don’t call back. If the number starts with “509”, then DEFINITELY don’t call back. In 2016, Digicel sued an Oregon-based company called UPM Telecom involved in the scam that actually circumvented Digicel, cheating them out of 23 cents on the dollar. That case eventually landed in Haiti where during a raid at the home of hotel desk clerk, Maceus Outger, they found SIM servers, GSM antennas, 553 prepaid Digicel SIM cards, laptops, etcetc etc. This is a well-thought-out scam with good money invested that they tend to make back via your phone bill.


FAMILY MEMBERS OF A PATIENT ENTERING ROOM COVID-19 WITHOUT BEING INFECTED FILED A COMPLAINT

Relatives of Sonia González, a 70-year-old woman who was admitted to a patient room with COVID-19 without being infected, went on Monday to the Public Ministry of La Chorrera to file a complaint against the medical addresses of the Nicolás A. FIVE CASES OF COVID-19 CONFIRMED IN ISLA TABOGA

A few great things we like about EL VALLE –

  • This first website has a great many items that should be reviewed for those who are making plans on internal tourism once this bug is out of our lives (ok, I know it’s not a “bug”, but the term seemed fitting for a talk on nature): https://www.el-valle-panama.com/que-hacer/
  • Butterflies – although due to the lack of tourism due to the Corona Virus and measures by the government to stop the spread, Jon Owens can’t have his business open.   • El Nispero Zoo – a great frog habitat was created here – very beautiful, delicate species.

  • Pozos Termales – the kids love this the most because they are allowed to pack mud on their faces and swim in the pools.
