Hey there, it’s me, Mr Blue Bird of Happiness, coming at you from the far reaches of Las Cumbres, in the Republic of Panama. I’ve said repeatedly that we’re still at the beginning of this mess. I don’t say this to startle anyone, but to try and put things in perspective as to how long we’re going to have to deal with this.

If you take note of this graphic information taken from worldometers.info, since the beginning of February to March 1, the daily infections rate was stable. Then Italy and other parts of Europe got hit and the worldwide numbers began to skyrocket, going from 1,980 new cases daily to 77,151 new cases daily in 30 days; that’s a 3,800% increase of daily cases worldwide.

From April to May, it still goes up, but the increase isn’t as drastic, 77.151 to 95,004; a 23% increase.

May to June, was 95,004 to 105,728; an 11% increase only, giving some sort of indication that things were mellowing out a bit and perhaps about to taper off completely. There were news reports also that claimed the virus was dying and this is a hoax, it’s not as bad as everyone said it would be, etc etc, blah blah blah… …oh, and I was called a sheep…. So, Baaaahhhh to you again sheep lady.

Then June to July we got hit hard with an 87% increase in daily cases worldwide going from 105,728 on June 1 to 197,442 on July 1. (Keeping in mind that these are only cases that were detected, not the total estimate of cases including the asymptomatic and others who shrugged it off like the badasses they are.)

But many will claim that this is because of the infections increased in the USA and Brazil that pushed those numbers higher and yes, it did have somewhat of an effect. But while the USA and Brazil were climbing with daily infections, much of Europe was dropping with their daily rate. Italy and Spain, who were hit the hardest after China, have dropped to practically nothing, truly flatlining.

In the meantime, we have our beloved Panama who seems to follow suit with the USA like they always do.

Panama is on the upswing since the end of May, climbing steadily. The yellow chart above was made by friend and colleague Jorge Arrocha. The chart shows the curve, which is anything but flattened. If you include today’s “lower” numbers of only 774 detected infections, it looks as if the daily numbers are dropping, but I wouldn’t be so optimistic just yet. The comparison however should give us some hope for Panama’s near future.

Both Spain and Italy got hit around the same time at the beginning of March and then peaked at the end of March. Just one month! The reason for this rapid peak is the fact that they were not prepared for the virus. Even though China was the source, the Chinese government did NOT report the truth of the virus and this caused the virus to escape and proliferate quickly in the first foreign countries it landed in. The impact was intense for them with the virus spreading easily due to their lack of social distancing, but they shut down quick and got it under control in a matter of 2 months-time after the mega-March boom.

So why is Panama showing the first large spike starting in May after 75 days since the first detected infection? Panama and other countries in the region had fair warning and the Panama government decided to “hunker down”. Not being prepared for anything of this magnitude, it was the smartest thing Panama could have done.

By the end of March, having done practically nothing to control the virus, Italy had over 100,000 infections detected. To date, Panama barely has 35,000 total cases with over half already recovered and this is during the course of nearly 4 months. Can you imagine if Panama got hit so hard that we had 100,000 in the first month?

Let’s say we only had 50,000 infections in just a month… the country would have completely collapsed. The first month of this mess in Panama, we couldn’t find Vitamin C. Whoopy, big deal. There was a temporary meat shortage as well. Oh, the suffering, we had to switch to frozen chicken. It would have been so bad for Panama that even the supermarkets would have needed to shut down due to a shortage of employees. The hospitals would have been overflowing with every symptom complaint ranging from headaches, sniffles, diarrhea, stress all the way to cardiac arrest, lung failure and death. Keep in mind that today’s news says that Panama is thinking about hiring on another 200 medical personnel and hiring foreigners. We have less than 950 people hospitalized as of today July 2, 2020.

The bottom line is, as much as we can’t fricking stand to be locked up, it’s the best thing that Panama could have done given our resources.

Now, if the corrupt BASTARDS could stop trying to STEAL FROM THEIR OWN PEOPLE, things in general could be more bearable for the general population. (Restraint Brett, restraint. Remember what Kent Davis told you… …ooohhhmmmmm!)

But now, what Panama should do is open up the communities who have been behaving.  If anyone out there is listening, please allow businesses to open in Pedasi, Los Santos, El Valle and other areas of the country who have less than 10 people infected overall.  There’s no reason to torture them any longer.  Keep them locked off from outside visitors.  Let them continue with internal commerce.  The “cerco sanitarios” (sanitary road blocks) are working and as long as the idiots like Sandra Sandoval and her unnecessarily privileged ass can understand that we’re not stupid and she should just stay put in her own infected province, these well-behaved provinces can handle themselves just fine.

We all need to take the cerco sanitario in Chorrera more seriously. All of us starting with law enforcement and MINSA. Every single vehicle that wants to pass by there needs to be stopped and thoroughly inspected, reviewed and scrutinized. Especially if they’re leaving to the interior. For those entering the province of Panama from the interior isn’t much of a big deal.

Here’s a special shout out to one guy in the government who’s really kept his act together through thick and thin, always looking for ways for Panama to innovate even before the pandemic hit us.  I was going to transcribe and translate an interview he did today on Salvoconductos, but it’s a bit long and I’m running out of space.  For now, let’s give it up for the Minister of Commerce and Industry, the very Honorable Ramon Martinez for not giving up, not being corrupt and sticking it out even under the tremendous amount of stress you must be under:

Between the virus, uncertainty and hope

It is difficult to glimpse the day when the coronavirus pandemic disappears. That invisible enemy, who arrived without warning, forced us to confine ourselves to the houses. Sneaking up on us.

The consequences of this global crisis that does not understand nationalities, ethnic groups, convictions and assets, are difficult to imagine. Our country does not escape this reality and is mired in uncertainty due to the number of infections now counting in the thousands; the slogan of staying at home lost strength due to the hunger of the popular sectors.

This crisis has led us to understand the increasingly pronounced and unsustainable social inequality that our country is experiencing, suffice it to mention the bonds and food bags; palliatives of the government that without questioning their amount or content in provisions, have not reached the most needy, forcing them to break the quarantine to get something to survive.

The Panamanian historically has known how to recover from difficult moments and this will be no exception; however, it would be easier if the government accepted that it is necessary to give a rudder to its management, with more transparency and less corruption.

And while we hope to emerge triumphant from this situation, we must not forget that from the virus we learned to elevate our culture of hygiene, value health, work and family time, to become aware of the damage caused to the planet, and about All in all, we learned that there is no virus that can with love, empathy and human solidarity.

FOREIGNERS CANNOT MOBILIZE WITHOUT AUTHORIZATION FROM THE MINSA AND THE MINISTRY OF SECURITY

Hundreds of Nicaraguans went to the Albrook terminal on Wednesday to move to their country, but the trip did not materialize.

COVID-19 ACUTE CRISIS OF SMALL HOTELS

Hoppan’s request is in line with the approaches of the Panamanian Association of Business Executives that asked the authorities to apply an economic opening by region and not by block, since the reality is not the same throughout the country, as there are areas with low percentages of contagion.

MOST VIRUS DEATHS OCCUR AT CSS COMPLEX

THE TEMPORARY SUSPENSION OF WORK CONTRACTS IS EXTENDED FOR 30 DAYS IN PANAMA

The National Government automatically extended, for a period of 30 calendar days, the temporary suspension of the effects of labor contracts in Panama.

According to the Decree published this Thursday, July 2, it is for companies whose operations have not been reactivated according to the measures of gradual return to economic activity.

The extension will come into force upon expiration of the authorization of the suspension of the effects of the work contracts or the immediately previous extension.

It adds that the extensions of the temporary suspension of the effects of the employment contracts corresponding to companies not included in Article 1 of this Decree, will be processed in accordance with the provisions of Executive Decree No. 95 of April 21, 2020 .

While the companies whose reactivation has been authorized, that keep workers with suspended contracts, must request the Ministry of Labor and Labor Development (Mitardel), the extension of said suspensions, according to the provisions of Decree No. 95.

As of Monday, July 13, 2020, requests for extensions will be processed through the Panama Digital platform (www.panamadigital.gob.pa), this system is also enabled to meet requests for extensions that have not been properly processed through the technological mechanisms established prior to the validity of this Decree.

The extension will take effect from its promulgation.

It is worth mentioning that the suspension of employment contracts was regulated on March 20, after the closure of commercial premises was ordered as a mitigation measure for the pandemic of the new coronavirus COVID-19 in Panama.

ROBERTO “MANOS DE PIEDRA” DURAN LEAVES THE HOSPITAL

Roberto “Manos de Piedra” Durán, a former Panamanian world boxing champion, was discharged from the hospital and will go home to fulfill his home isolation by COVID-19.

LAW GIVES A NEGATIVE PRECEDENT FOR A THE CENTER OF INTERNATIONAL BANKING

Several banking representatives and economists described the approval of Law 156 as a negative precedent for the international banking center, which imposes a moratorium until December 31 on loan payments granted by banks, cooperatives and financiers to individuals and companies. affected by the crisis of the new coronavirus.

He noted that since the banking center was created in 1970, “it is the first time that we have a National Assembly law that intervenes in the banking market, which was unnecessary.”

The norm establishes a moratorium until December on residential, personal, auto, credit card mortgage loans, as well as different types of commercial loans.

Only clients affected by the crisis will be able to accept the moratorium and, therefore, they will have to prove their situation through an affidavit or with letters that demonstrate the dismissal, the suspension of the contract or the reduction of working hours, according to it corresponds.

Without the need for a law, banks had already granted an automatic moratorium on their consumer customers between April and June. In addition, they had announced that they would grant new grace periods and other types of solutions, which could last until December.

With the moratorium by law, the ability of banks to reach intermediate agreements with their clients will be somewhat limited so that, to the extent of their possibilities, they begin to face some of their obligations, so that the client does not accumulate such a high debt and the bank receives an income necessary to fulfill, in turn, its obligations.

For Roberto Brenes, banker and connoisseur of the capital market, with this law and with the moratorium on public services, the Assembly is meddling in private contracts. In his opinion, Law 156 sets a “horrifying precedent internally because it does not know the importance of the depositor and externally because it does not know our realities as an international banking center.”

The president of the board of directors of the Banking Association of Panama (ABP), Aimeé Sentmat de Grimaldo, expressed concern about “the reading that this law may have on the international market”, since it only contemplates the side of the debtors and not the from creditors.

The executive pointed out that, if the foreign deposits of the international banking system are considered, the funds of correspondent banks and the capital market, added together, represent 42% of the system’s funds.

Banks mainly lend the resources entrusted to them by their depositors. There are obligations on these funds, which are mainly covered by the income generated by the loans.

All the sources consulted agree that approving this type of measure by law is unnecessary, especially when the banks have already been applying different relief measures to their clients since last March.

Yesterday I reminded everyone who needed reminding that the 4th of July just around the corner. I followed this reminder with another reminder that you really need to stock up on quality beer. I don’t want to sound like a pest, but you’re running out of time. As I said, I know this guy who…. Oh hell, who am I kidding, you already know it’s me – I got da beer. Belgian beer. And whether you know it or not, you need it. I mean, can you imagine when your friends invite you to their virtual 4th of July celebration and you’re out of beer? Ridiculous, am-I-right? You’ll be like, “Hey Tony, thanks for the virtual invite, nice ale selection I see that you have there, buddy. Darn, all I have to celebrate with is Mountain Dew and Olive Oil.” Trust me when I tell you that Tony’s not going to be impressed.
