Have a great weekend; Italy prohibits entry of travelers from Panama among other countries; Authorities change strategy for economic reopening; 50k fine for failing to comply with sanitary provisions; the Proof is in the Papayas

Friday, July 10, 2020

Hey guys, tonight my intro is going to be short. It’s been one heck of a day. Lot’s still to do as well. Have a great weekend and enjoy our translated news articles herein. “Yoli”, Yolanda, is the gal that helps me put all of this together every day and complains very little. Don’t get me wrong, she complains, but less than most, hahaha. I just sit here rambling on about silly things that happen to me from time to time. I think she really has a great knack for the news and we’ll have to get her more involved in some of these stories. We are hoping to get the Spanish edition back and running and will make a more solid effort to do that next week. There’s talk about doing some video issues as well. Whatever we do, we hope it helps out readers (and listeners) to understand more about what’s going on and what to expect in the coming months.

Have a great weekend!

Exit towards the post-pandemic requires confidence by Engineer Cristóbal Silva

To get out of the confinement, we must have social trust, assuming that the rest of the community will act responsibly to maintain health. Believing that others will have good intentions and behave correctly.

The COVID-19 pandemic threatens our lives and robs us of our well-being. Therefore, most governments in the world have imposed strict limits on social interactions to keep contagion to a minimum.

However, after four months of confinement, the economies have been affected at a high cost.

In Panama it is estimated that 45% of the economically active population has reported job losses, which is evident. In addition, about 50% of companies have closed or cut their operations drastically. To allow the reopening of the economic sector, we have to wait for the risk of infection to decrease, which we hope will be in the coming weeks, or perhaps months to come, we don’t know yet. The gradual lifting of restrictions requires the hope of achieving the confidence levels necessary to implement any Plan focused on economic recovery.

It is evident, and most of us are convinced, that the reconstruction of the economy during a transition stage depends, to a large extent, on the possibility of workers resuming their functions as such and consumers returning to the markets. This requires the confidence of They can do it safely, trust that businesses will have to promote and the government itself must support their formation. However, the population shows a confidence level that is observed downwards. This phenomenon is observed in a public opinion that says that people do not trust each other. That thing that I take care of myself and you take care of me does not seem to work, since a large part of the population is not aware of this mutual responsibility.

On the other hand, there is the traditional distrust between workers and employer companies. When speaking of trust in the government, there the levels fall to a minimum. Finding the way out towards a safe post-pandemic and curbing the negative consequences seen on the economy today, could become a great challenge. However, the population shows a confidence level that is observed downwards.

Certainly, the trend of reduced confidence should be reversed. It is necessary to stop the negative economic consequences and stimulate economic growth in the short term.

To get out of the confinement, we must have social trust, assuming that the rest of the community will act responsibly to maintain health. Believing that others will have good intentions and behave correctly. That is, believing that others wash their hands regularly, wear masks, and respect social distancing. If so, more people will be willing to use public transport, buy in stores and eat in restaurants, starting the process of relaunching the economy.

XAVIER SÁEZ-LLORENS EXPRESSES HIS DISCOMFORT AND ASKS TO ATTACK THE VIRUSES, NOT THE HUMAN BEING

The infectologist Xavier Sáez-Llorens expressed his annoyance that in the battle against the coronavirus the different parties blame each other.

In the doctor’s opinion, COVID-19 takes advantage of this situation to continue gaining ground, which in the last week has increased in new cases and daily deaths.

“It is annoying to see some blaming the government and others blaming the citizen, while the virus is enjoying the sterile brawl; given the pre-pandemic circumstances, Minsa has done a lot, but can do more. Society has done a lot, but can do more. The virus takes advantage of the slightest oversight,” said the doctor.

In this line, the pediatrician added that while this debate is not settled in Panama, in other countries new cases are detected, which shows that the coronavirus is a difficult enemy to combat.

“The virus causes rebounds in initially successful countries, which shows the complexity and difficulty of mitigation and opening measures. Let’s attack the virus, not the human being,” he said.

On the other hand, days ago the specialist advised to put a firm hand to the measures that are applied in Panama and West Panama, the provinces with the highest number of infected.

“We are taking a long time to tighten mitigation measures for the provinces of Panama,” he said.

Sáez-Llorens, likewise, recognized that each death is a failure and hurts too much, despite economic and labor factors.

“We do not want to harm anyone in their commercial activity or employment, but saving lives is something superior,” he said.

ITALY PROHIBITED THE ENTRY OF TRAVELERS FROM BRAZIL, CHILE AND PANAMA, AMONG OTHER COUNTRIES

Travelers who have been or transited in the last two weeks through countries considered to be at high risk cannot enter Italy until further notice.

Italy on Thursday banned the coronavirus from entering travelers from Brazil, Chile, Panama, the Dominican Republic, Peru and other countries, considered to be at high risk of contamination by coronavirus.

Travelers who have been or transited in the last two weeks through Brazil, Armenia, Bahrain, Bangladesh, Bosnia-Herzegovina, Chile, Kuwait, North Macedonia, Moldova, Oman, Panama, Peru and the Dominican Republic cannot enter Italy until a new order.

A decree to that effect was signed by the Ministry of Health, in agreement with the Ministries of Foreign Relations, Interior and Transport.

First affected country outside of China, in Italy about 35,000 people died from the epidemic of the new coronavirus and 242,000 cases of contamination were registered.

In several regions of the world, the pandemic, which has caused more than 550,000 deaths since late December, continues to advance.

Brazil is now the second most affected country, with nearly 67,000 deaths, according to AFP calculations, after the United States (more than 132,000 deaths).

CITIZEN IS FINED WITH $ 50 THOUSAND FOR GOING TO THE SUPERMARKET WHEN WAITING FOR THE RESULT OF THE CORONAVIRUS TEST

Brett’s Comments

I understand why they would fine someone, but this person will never be able to pay this kind of a fine.  What also makes me upset about this, is as a loss prevention specialist, we see people stealing from stores and get a minimal fine of $150 and we’re told that they don’t fine them any more because they can’t pay the fine.  They can steal thousands of dollars per day in merchandise, but they can’t pay more than a $150 fine?  This woman, as wrong as it is that she was out, she was out getting food and not committing crimes.  I’m truly torn with this.  Yes, there should be a fine, but it has to be something reasonable.  Something more than $150 and less than $50,000.

A fine of $ 50,000 for failing to comply with sanitary provisions, has “practically applied” a pregnant woman, who did not stay home until the results of a Polymerase Chain Reaction (PCR) test came out for coronavirus.

The director in charge of the provincial directorate of Health of Panamá Oeste, Kevin Cedeño, explained that the woman was captured when she came to pay for the purchases she had made with the digital voucher in a supermarket in the Arraiján district.

“Now the information is intertwined between the different platforms,” she said.

Cedeño explained that the woman was removed by agents of the National Police and verified on the PACO platform and later placed in a safe place until Health officials arrived for verification.

Referring to whether there would be any sanction against the women, Cedeño explained that “of course, any patient who fails to comply with the isolation and quarantine measures will have a sanction, because they will continue to be” energetic “with the measures that will be applied to the people who insist on not complying with their isolation. “Because it is a crime against public health,” he said.

He added that administratively the sanctions for this violation, when a person who is positive Covid-19 and walks on the street, on the first occasion is a fine of $ 50,000, if he is a repeat offender, $ 100,000.

PANAMA WILL BUY REMDISIVIR AGAINST COVID-19 AND THIRD BLOCK WILL NOT OPEN FOR THE MOMENT

Brett’s Comments

I wish the government would tell us what has to happen for us to be able to open Block 3.  We’re not children.  This isn’t one of these “You’re grounded until I say you’re not grounded.” scenarios that we do to our kids.  The country can’t do this much longer.

The Minister of Health, Luis Francisco Sucre, said on Thursday July 9th through a statement that the decision was made that for the moment the third block will not be opened and that Panama Panama will acquire the drug Remdisivir for the care of at least a thousand patients with COVID-19.

For Sucre, until significant changes are achieved with respect to the COVID-19 figures in Panama, the companies that are within the third block will remain closed.

When the opening of the third block is finally authorized, it will be done in stages and by lines, according to the epidemiological, economic and social variables.

“Here you have to do what is necessary in order to save lives and the health of the population, so it is being evaluated whether it iso necessary to be more drastic with the measures,” emphasized the Minister of Health.

In the case of the province of Los Santos, the reopening of economic activities such as car dealerships, craft houses and restaurants is evaluated up to 30% of its capacity, keeping all biosecurity measures.

“The Coronavirus is not earned in hospitals, but by working in communities” and therefore the need to join civil organizations and the population,” said Sucre.

HEALTH AUTHORITIES CHANGE STRATEGY FOR THE REOPENING OF ECONOMIC ACTIVITIES

After the drastic increase in COVID-19 cases in recent weeks, the Health Minister, Luis Francisco Sucre, confirmed that the economic opening will no longer be by blocks but by economic activity and region, taking into account epidemiological indicators.

“We cannot improvise and make changes without having the necessary elements to know where we are going to go. A third block will not be opened, we decided that it will be opened by lines. The element that has the most weight is the health of the Panamanian population, you have to see the social part, the behavior and the social behavior that could cause any decision,” said the head of Health.

Sucre explained that this decision was made between the Government, the private company and leaders from different sectors, considering that more than opening by block, several things would have to be evaluated: the place where it will be opened; the RT of that area; the installed capacity in health, to be able to provide care in the event of an abrupt increase in cases; What are the economic services that can be opened without having a very strong impact on the pandemic, so that the number of people wandering in the street or businesses that do not reach many people increases so much?

In this sense, Francisco Sánchez Cárdenas, member of the Advisory Health Council, pointed out that the fact that the numbers are increasing every day makes it difficult to think that the blocks can be opened happily and considers that the healthiest thing for the country is for it to be done. in a sensible way.

“A sensible way is to see that the situation improves a little, where each home must become a health center, where all hygiene and biosecurity measures are practiced. I am sure that we would not have to wait for blocks, but rather that each sector and each company be doing what is necessary so that their workers can on a scheduled basis and by groups comply with all these measures,” said the doctor.

The specialist gave Minera Panama as an example, which has made a number of improvements in all its systems, created clinics, bought tests, has a whole system and hired biosecurity experts.

“In addition to all those measures that they have taken, after having almost 200 infections and that at the moment they have almost none and are prepared in case there are more cases. They have turned their mining company into a hospital and were scheduled to reopen in block 6,” he concluded.

For the specialist, companies must improve biosecurity measures and not wait for the moment when their line arrives, but rather, have all the biosecurity protocols established for their workers and their clients.

The increase in cases can continue until the end of July, Sánchez Cárdenas said, because the presentation of the virus to the community is great and that cannot be easily eradicated. We must go looking for positive cases and contacts to isolate them, and we will see this effect up to two weeks later, in such a way that with this situation that we have now it is not possible to think that in the metropolitan area or in West Panama is close to opening some economic sector.

“Inland if we are planning in certain provinces that have a manageable level of contagion, that have enough hospital beds and in the intensive care room, where we can progress little by little with biosafety measures,” he stressed.

In the case of the province of Los Santos, the reopening of economic activities such as: car dealerships, craft houses and restaurants is evaluated up to 30% of its capacity, keeping all biosecurity measures.

Minister Sucre also commented that other activities in this province have been evaluated such as: construction divided into phases and depending on what construction it is and all the protocols that will have to be followed only in this economic area, beauty salons, furniture workshops, of cultural and folk workshops.

Among the strategies that the health authorities will continue to implement is the purchase of more tests to continue searching for cases in the community, expanding the number of tracers to isolate infected people and their contacts, and launching a large communication campaign where The correct use of the mask, the importance of social distancing and constant hand washing or the use of alcohol gel are explained to him.

It should be noted that since the opening of the second block on June 1, 2020, the restart of operations has been allowed to activities related to the practice of law and the operation and mobilization of accounting activities, which were divided into block 3.

FROM THIS FRIDAY TOURIST BUSINESSES WILL BE ABLE TO ACCESS TO BIOSAFETY GUIDES, ATP

The ATP anticipates that it will bet on internal tourism directed towards open spaces and with distance.

The deputy administrator of the Panama Tourism Authority (ATP), Denise Guillén confirmed through RPC Radio that from this Friday, July 10, tourism entrepreneurs will be able to access the biosafety guides for when reactivation occurs in this sector contained in Blocks 4 and 6.

“Starting today on the Mitradel platform, tourism entrepreneurs will be able to access the guides referring to tourist activities in open spaces, marinas, tourist activities in accommodation for political spaces, tourism guides, agrotourism, in short,” said Guillén.

The preparation of these guides took place with the contribution of private companies, the 15 tourist unions and under the parameters of international organizations and the Ministries of Labor and Health; as Guillén pointed out.

This Friday will be the formal and virtual delivery of these guides to the tourism industry of these guidelines, which includes compliance with labor standards to be followed in this new normal.

The deputy administrator indicated that according to the tourist activity, 11 tourist cards have been prepared and these seek to safeguard both the health of the collaborators and that of the clients.

The ATP assures that it is committed to internal tourism in the open air and with distance, including in this sense promoting points such as Taboga, the Pacific coast (which includes El Valle de Antón), Portobelo and reaffirming other sectors such as Boquete, Tierras Altas, Pedasí and Bocas del Toro, where you can do activities such as whale watching, trail rides, beaches and visits to natural parks.

The tourism sector contributes 15% to the gross domestic product and has 40,000 direct collaborators and more than 10,000 indirect workers in Panama.

VACCINE AGAINST CORONAVIRUS WILL BE IN DECEMBER, SAYS GERMAN LABORATORY

One of the most encouraging news in the race to develop a COVID-19 vaccine came out last week.

The German firm BioNTech and the American pharmaceutical company Pfizer announced that the first tests carried out on humans gave encouraging signs, showing that the prototype was well tolerated by the participants of the initial phase of clinical trials, publishes the Infobae page.

The formula is one of 17 vaccines being tested in humans as part of a frantic race to find the immunization to stop the coronavirus pandemic, which has infected more than 12 million people worldwide and has so far left more than 550,000 dead.

After the preliminary results were released, BioNTech shares rose 4.6%, and Pzifer shares 4.4%. The American company owns around 1% of BioNTech and collaborates in the development of the new vaccine, but all rights belong to the German company, which is doing most of the research.

BioNTech expects to start at the end of this month with Phase 3 of the trials, in which up to 30,000 people would participate.

Ugur Sahin, CEO and founder of BioNTech, anticipated in an interview published this Friday in The Wall Street Journal that he hopes that the vaccine will be approved in December, and that several hundred million doses could be prepared even before authorization. In addition, he argued that by the last months of 2021, more than 1 billion doses could already be ready.

Still, Sahin was not overly optimistic in predicting how long it will take to truly get the virus under control across the planet. “I assume that we will only end this virus when more than 90% of the world population obtains immunity, either through infection or a vaccine,” he said, adding that this could only happen in ten years.

BioNTech reported last week that tests of two doses of its drug BNT162b1 in 24 healthy volunteers showed that after 28 days they had developed high levels of antibodies to COVID-19, normally seen in infected people. The German company indicated that the more concentrated inoculation of two doses – both administered by two injections with a difference of three weeks each – was followed by a brief episode of fever in three out of four volunteers.

A third dose, tested at a higher concentration in a separate group, was not repeated after the first injection because it caused pain in the volunteers.

“These early trial results demonstrate that the vaccine offers immune activity and causes a strong immune response,” said Sahin. “Our candidate can produce antibodies at a higher level than those found in people who have recovered from a COVID-19 infection.”

So far, no vaccines against COVID-19 have been approved for commercial use. An analysis by the Massachusetts Institute of Technology conducted last year showed that one in three vaccines that reach the initial stages of human testing get health clearance.

CHINA DETECTS CORONAVIRUS IN SHRIMP CONTAINERS FROM ECUADOR

The Chinese authorities continue to apply massive tests and tighten sanitary controls to prevent the spread of the virus.

China announced on Friday that it discovered traces of coronavirus in shrimp packaging from Ecuador, in a context of concern about imports of frozen products.

In the Chinese ports of Dalian (northeast) and Xiamen (east), the Customs Administration tested samples from a container and packages of Pacific white shrimp that tested positive for the new coronavirus.

On the other hand, the samples taken inside the packages and in the shrimp themselves were negative, a customs spokesman, Bi Kexin, told the press.

China has been concerned about food security since an outbreak was discovered last month in a gigantic southern Beijing wholesale market.

Traces of the virus have been isolated on an imported salmon cutting board.

Bi Kexin said customs had since tested more than 220,000 samples taken from food products and their packaging, but that no other product had tested positive.

The presence of the virus in the shrimp packages does not necessarily mean that this food is contagious, he said.

In addition, Beijing has blocked imports from several foreign producers affected by the new coronavirus, including US poultry Tyson Foods and German slaughterhousesTönnies.

Ecuador is one of the countries most affected in Latin America by the pandemic, with more than 62,000 cases of covid-19, of which almost 5,000 died.

Authorities also report another 3,000 deaths more likely due to the new coronavirus, but not confirmed due to lack of evidence.

END NOTES

Recently I wrote a bit about how my psychic abilities can put a damper on… …well, life.  More specifically, in relation to plants their early demise.  It’s amazing how easy papayas should grow, yet I only have three and we’ve tried to plant any number of them.  I mentioned how one is a male and wont bear fruit, another is a girl plant that Brandon calls “Mrs Papaya” and the other one is essentially a stick with a leaf on the top pining to topple over any time now.  Well, someone told me that my story was a fake.  A friend nonetheless!!  Well, here’s the best proof I can provide without inviting everyone over to infect us while my pride and ego show of my inabilities to grow out plants.  I introduce you all to Mr Papaya, Mrs Papaya and their annoying cousin “the other” Papaya:

Mr and Mrs Papaya – they’re not related and haven’t been getting along very well.
Their crazy cousin twice removed – see, just a stick with some stubble on top.

Stay safe… Stay healthy… And by all means (unless you’re out planting more papayas) STAY HOME!!…
