And now for some Good News; Earthquake in various parts of the country; Vaccination tests completed; Stronger Measures not Ruled Out; Hats

Too much bad news is scribed throughout my daily reports, so it’s high time I gave you all some good old-fashioned excellent news. I’ll just blame mean ol’ Yoli for the bad news waaaay below!

Every now and again, small miracles take shape and barely make the news. Recently, one of the bits that we translated and published here was in reference to an explosion in the area of Rio Abajo. An immigrant family from Venezuela were victims of a gas explosion that took the life of one small child and had another child and his mother fighting for their lives. The surviving boy, Emanuel as we’ve come to know him, has been struggling to make it. Thanks to the international group Abou Saad, which is a group of Shriners in Panama, their efforts have given Emanuel a free ticket to Galveston, Texas for continued, specialized treatment at the Shriners Hospital for Children. Today Emanuel took flight and is on his way at the moment I wrote this paragraph.

Yesterday, I wrote about Alberto and his family. I should have mentioned that his wife is coming along great and is taking her time to recover now at home. Also, completely unexpectedly, we received a very nice note from a good family in Panama who wants to help out in getting food and other necessities to Alberto. These are the gestures that help lift me up as well and so I appreciate that very much. Next week Alberto’s children need a computer as they will be starting virtual classes. I’ve already reached out to one of our resident computer gurus, Ingrid Neuman, who is going to try to help us put something together. Hopefully, we can get them something that will last the school year and beyond.

My newly adopted family. Alberto’s kids, grades kindergarten to 4th grade.

Vaccines have been at the forefront of controversy for quite a while now. There are as many extreme pro-vaxxers and anti-vaxxers as there are extreme conservatives and liberals. I believe that vaccines work and should be administered. That being said, since leaving the Army in 1994, I didn’t get a single flu shot until this year finally. And, I only did it so my kids would do it as well, but ironically, they ended up not getting the vaccine.

Much of what is being done in the world is set on the hopes that a vaccine will be created before too long and could then be distributed massively throughout the world. I noted a couple of international companies are seemingly getting close to finishing their trials, having reached the stage of human testing. I’m skeptical, of course, as creating a vaccine for a new virus should take a couple of years. For one to be this advanced in just 5 or 6 months of the virus getting out, seems like the typical story that’s “too good to be true”. Russia announced that they’ve conducted their first clinical trials on humans and that these trials will be completed by the end of July. Once again, I’m obviously skeptical, but I can’t help to feel a little tingle of inspiration and hope.

Comparatively, this would also be the time that Queen Sayira would say, “Don’t start. Just roll over and go to sleep.”, but I’m not going to sleep on this one. I have a good feeling about this and I’m going to keep my eye on this as it develops.

My curiosity took me further and I decided to see where the rest of the world was at.  What I’ve learned is that vaccine testing is conducted through a series of clinical phases.

In the pre-clinical stage of testing, researchers give the vaccine to animals to see if it triggers an immune response.

In phase 1 of clinical testing, the vaccine is given to a small group of people to determine whether it is safe and to learn more about the immune response it provokes.

In phase 2, the vaccine is given to hundreds of people so scientists can learn more about its safety and correct dosage.

In phase 3, the vaccine is given to thousands of people to confirm its safety – including rare side effects – and effectiveness. These trials involve a control group which is given a placebo.

Did you know that there are actually 3 companies that are presently in phase 3 already?

  1. Chinese company Sinovac is developing a vaccine based on inactivated Covid-19 particles. The vaccine has shown a promising safety profile in the early stages of testing and is now moving into Phase 3 trials in Brazil.
  2. The University of Oxford vaccine AstraZeneca is delivered via a chimpanzee virus, called the vaccine vector. The vector contains the genetic code of the protein spikes found on the coronavirus and triggers a strong immune response in the human body. The vaccine is in a combined phase 2/3 trial in the UK and has recently gone into phase 3 trials in South Africa and Brazil.
  3. University of Melbourne/Murdoch Children’s Research Institute in Australia is conducting a phase 3 trial using a nearly 100-year-old tuberculosis vaccine. The vaccine is not thought to protect directly against Covid-19 but might boost the body’s non-specific immune response.

There are another 11 companies that are in Phase 2, but I’m still putting my money on AstraZeneca.  And, that’s a figure of speech, not a stock recommendation.  I’m no Martha Stewart, ok?

The other fascinating and optimistic part is that normally the creation of a vaccine takes 11-28 years to develop.  Pfizer and Moderna promised something within 18 months.  They’re a little behind other international companies, but still very much so on track for the 18-month goal as long as they pass all of the trials.

Because of this, I’m a little more optimistic.

Yoli’s Summary

Get back to routine

Getting back into routine life is almost like learning to walk again, it will be done slowly and with all the precautions to avoid a possible fall. It is important that we be careful in our habits without falling into the paranoid. Many people, due to ignorance of the difference between viruses, bacteria and insects, adopt actions that do not aim efficiently to live with health in the midst of a pandemic.

Many of the fears that society has acquired during the pandemic are natural fears that will disappear as soon as the “routine” is abruptly interrupted, however, other paranoid impulses and psychological disorders acquired during the pandemic such as lack of sleep and Compulsive anxieties should be treated by medical and mental health professionals. Spirituality, “relaxation” techniques (sounds of nature) as well as light routine exercises have been very helpful in alleviating the psychological effects of Covid involvement 19.

STRONG EARTHQUAKE REPORTED IN SEVERAL PROVINCES OF PANAMA

A strong earthquake is reported in Panama.

On Wednesday afternoon, a strong seismic movement was reported in Panama.

According to reports from the Institute of Geosciences of the University of Panama, the epicenter was southwest of Isla Coiba, the magnitude of the tremor was 5.8, it was recorded around 16:39 local time, and it had a depth of 5 km.

The director of the National Civil Protection System (Sinaproc), Carlos Rumbo, reported that so far the earthquake does not represent a tsunami risk and that the entity’s staff will proceed to carry out verifications in the area.

The director of the Institute of Geosciences, Ricardo Bolaños, explained that the computer movement was felt with greater intensity in the central provinces and Chiriquí, and detailed that although it is true there is no tsunami alert, he calls for the recommendations and instructions of the Sinaproc.

“It is a fairly large earthquake to what we are used to in Panama, which is 4, 3.9, 4.2, etc. … it is very large because it is not linear, this is logarithmic, so logarithmically it is strong, it feels a lot, it makes the instruments move inside our houses and there can be landslides in places where the earth is very wet, that is, landslides, “said the expert.

The Geosciences Institute called on citizens who have experienced an earthquake in Panama to fill out an earthquake perception form through its website.

FIRST TESTS OF VACCINES IN HUMAN BEINGS AGAINST CORONAVIRUS COMPLETED IN RUSSIA

Russia announced on Wednesday that it had conducted the first human clinical trials of a vaccine against the new coronavirus, to be completed in late July.

The trials, conducted by the Russian Defense Ministry and the Nikolai Gamaleya Epidemiology and Microbiology Research Center, began in mid-June at a prestigious military hospital in Moscow, with a group of volunteers made up mainly of Russian military personnel, but also by some civilians.

The first group, of 18 volunteers, “ended their participation and left the hospital,” the Russian Defense Ministry said in a statement on Wednesday.

The main task for this group was to check the safety of the vaccine and the tolerance of the human organism to its components, according to the same source.

The volunteers remained hospitalized for 28 days after the vaccination on June 18, and underwent daily examinations.

During this period, his body’s vital functions remained “within normal limits,” without “any serious adverse effects or complications being recorded,” the statement said.

A second group of 20 volunteers, who were vaccinated on June 23, is currently in isolation at the hospital under medical supervision, according to the statement.

Clinical trials of this vaccine are due to be completed by the end of July, he adds.

Russia records 746,369 cases of coronavirus and 11,770 deaths from Covid-19, according to official figures on Wednesday.

MINISTER SUCRE, IF NEEDED, MAY CONTINUE TO TIGHTEN MEASURES TO DECREASE COVID-19 CONTACTS

After learning of the new measures to counteract the spread of COVID19, the Health Minister, Luis Francisco Sucre, said this Wednesday, July 15, that they will continue to harden, as long as people continue to default.

The head of the portfolio reiterated that seeing the number of positive cases that remain in the country, the fatigue and exhaustion of health personnel, it was necessary to start taking measures that guarantee physical distance in a gradual way without affecting the social situation.

“First there is the health of the Panamanian population,” he said.

Meanwhile, he alleged that two important measures were taken. The first was to return to the total quarantines during the weekends in the provinces of Panama and Panama West, starting next Saturday.

He recalled that from Monday to Friday the curfews continue, from 7:00 p.m., so they have talked with the Ministry of Security so that it is reinforced.

The second measure corresponds to the staggered entry in both private and public companies.

The private company must enter between 7:00 a.m. and 8:00 a.m. and public entities at 9:00 a.m. According to the minister, they seek to avoid the greatest number of people in public transport by distancing hours of arrivals and departures, which will start from Monday.

The minister insisted that all the health teams are concerned and the population has not understood the situation in which the country finds itself. He asked for understanding, because everything depends on what each one does.

“Person who breaks the quarantine or their isolation, we are fine-tuning the methods together with the Ministry of Security,” he stressed.

He assured that these people who violate will be fined and that resources will be sought so that they can be taken to a hospital hotel on a mandatory basis, given that many people have been given the opportunity to stay in their homes, trusting that they will not put at risk the health of the Panamanians.

Sucre indicated that they are trying to create a balance in the decisions that are made, putting the health of all Panamanians ahead. As for the high contagion situation in provinces such as Colón, Chiriquí, Bocas del Toro and Veraguas, which are the number of cases that follow Panama and Panama Oeste, it is not ruled out that the measures will also be tightened.

The minister said that work is underway to prepare the Figaliconvention centers and then the Amador convention centers, to be used in the care of COVID-19 patients.

Sucre also said that they are in a condition where they are already organizing to bring in specialists in various medical areas, because they are needed to expand care. Against this background, he considers that what worries the most is cutting the transmission chain and assembling anti-COVID traceability teams, where the entire community and organizations participate. So far, medical equipment, supplies and medicines have been spent nearly $ 39 million and human resources $ 10 million. In addition, a loan of 20 million more was approved with the Inter-American Development Bank (IDB).

COVID suspect protocol

Sucre explained that when a person undergoes a test for being direct contact of a positive, what corresponds is to maintain the quarantine for 14 days.

However, the epidemiological team has to do a fine job, because not everyone who spoke with the positive person becomes contact, since the distance, the time of exposure and the environment in which it occurred must be taken into account, in order to tell whether the person is direct, close, or suspicious contact.

He clarified that the protocol is that once they are told that they must be quarantined, it is followed to avoid infections.

160 BEDS WILL BE ENABLED FOR COVID-19 PATIENTS IN THE AMADOR CONVENTION CENTER

The adaptation of the Amador Convention Center is advancing to serve patients with COVID-19.

The process of enabling the facilities of the Amador Convention Center continues for the installation of 160 cubicles with their respective beds and equipment for the care of moderate or mild patients of COVID-19.

The Ministry of Health (Minsa) reported that cleaning and sterilization began this week so that the facilities are able to receive patients.

The beds and equipment that will be used in the Figali are part of those that were in reserve, said the Minsa.

According to the entity, other public and private facilities that could be used as alternate centers for COVID-19 patients that will be kept under medical surveillance are also being studied.

The entity indicated that the adequacy of these facilities arepart of the actions to decongest the hospitals.

MINSA AND MICI WILL REVIEW SAFE CONDUCTS ISSUED

The Minister of Health, Luis Francisco Sucre reported that they will review together with the Ministry of Commerce and Industry the safe-conducts that have been issued so far.

“One of the complaints we have is that there are many safe passages, so we are going to start reviewing the document, so that whoever uses it is because they need it to go to work,” said Sucre.

This is one of the measures that Minsa has taken to mitigate the spread of the virus, which in recent weeks has increased the number of cases of contagion and deaths.

To date, the Ministry of Commerce and Industry has exceeded 600,000 issued safeguards, which have been validated since the quarantine began at the national level and after the opening of Blocks 1 and 2 has increased.

The safe-conduct is the authorization that allows circulation through the sanitary fences established in different parts of the country and seeks to avoid the unjustified movement of people, mainly towards the interior of the country.

For those natural persons who are within the permitted tasks, but who do not have an operation notice, they can send their data and request their safe-conduct explaining their situation to the servicostecnicos@mici.gob.pa

While, to the companies that have already validated their data on the platform, the authorities have recommended not to re-enter their data, given that they are already registered.

Since mid-March, thousands of workers nationwide have had suspended contracts, shorter hours as a result of the companies closing.

This measure has caused the Panamanian economy to be paralyzed by more than 40%, which will affect economic growth for this year, which will be negative (-2%), according to international organizations.

However, it is expected that by 2021 the economy will improve and that growth in gross domestic product (GDP) will be 4.2%.

CABINET GUARANTEES TRANSFER OF MILLIONS OF DOLLARS FOR THE COMBAT OF COVID-19 AND SMEs

The Cabinet Council approved this afternoon a package of bills that provide tax relief to micro, small and medium-sized enterprises (SMEs) as part of the Government’s economic recovery plan, as well as the allocation of 133.7 million balboas for the acquisition of medicines, supplies, surgical materials and human resources to combat the pandemic.

The Minister of Economy and Finance (MEF) Héctor Alexander, explained that the initiatives approved include the commitments made by President Laurentino Cortizo in his report to the nation on July 1, in order to stimulate SMEs and other sectors for reactivation. of the economy after the pandemic.

Alexander stressed that the first approved project creates a special income tax regime (ISR) applicable for SMEs, entrepreneurs and entrepreneurs.

He stressed that the initiative represents a tax relief for micro, small and medium-sized companies, which represent 90% of the country’s companies and generate more than 70% of jobs.

He indicated that SMEs, as well as entrepreneurs and entrepreneurs, can save between 30 and 50% of the tax payment.

Tax relief for this sector complements actions and programs such as opportunity banking and other funds made available to SMEs by the National Government to reactivate jobs and the economy.

‘Prompt Payment Initiative’

The Cabinet also authorized the head of the MEF to bring to the Legislature the bill that establishes a special discount, called “Pronto Pago”, to taxpayers who pay their taxes daily.

The proposal grants a 10% discount to natural and legal persons who have a declared gross income that does not exceed 2.5 million balboas with respect to their 2018 declaration. The initiative would benefit 137 thousand taxpayers.

They will extend the tax amnesty

In addition, the MEF was authorized to present the bill that expands the tax amnesty and grants an extension to taxpayers for the filing of the income statement and to make tax payment agreements administered by the General Directorate of Income (DGI) until on June 30, 2020.

The proposal modifies Law 99 of October 11, 2019 that granted a tax amnesty until February 29, 2020 and through which 156 million balboas could be collected.

The Cabinet endorsed the decree authorizing the signing of a trust agreement for the Special Stimulus Fund to the banking system. The MEF would act as trustor and the Banco Nacional de Panamá (BNP), as trustee.

Minister Alexander pointed out that the fund is made up of $ 500 million, coming from the International Monetary Fund (IMF), deposited in the BNP, in order to temporarily strengthen the liquidity of the banking sector and stimulate the national economy.

Transfer for purchases of equipment and medical supplies

Finally, the Cabinet Council approved the transfer of $ 133,774,087.76 in favor of the Ministry of Health (Minsa) and the Social Security Fund (CSS) for the acquisition of equipment, medicines, supplies and human resources, to immediately meet the needs generated by the pandemic for the next six months.

Of the total funds transferred, 62.3 million balboas are for the Minsa and $ 71.3 million for the CSS. The funds will be transferred to the Joint Inter-institutional Procurement Table and must be used exclusively for purchases related to COVID-19; In addition, entities that request money for these purchases must submit a report of all the resources used.

MINISTER EYRA RUIZ: IF THE POPULATION DOES NOT CONTRIBUTE, THE PANDEMIC WILL NOT STOP UNTIL NEXT YEAR

The Minsa will continue to search for the cases in the communities.

The Minister Counselor for Health Affairs, Eyra Ruiz, referred this Wednesday to the strategies that they reinforce with the aim of slowing down the advance of the coronavirus and warned that if the population does not collaborate, the pandemic will not stop until next year.

Ruiz explained that tests continue to be carried out in the communities with the most cases and an adjustment was also made in the treatment applied.

“The treatment protocol is being changed at the community and hotel-hospital level. Other drugs are being incorporated at the ward level of the country’s hospitals. With this strategy and also making people stay at home we can move forward”, Ruiz said in an interview with Telemetro Reporta.

As for forcing people infected or who are contacts of infected to attend shelters, Ruiz explained that the legal aspect is reviewed.

“The legal team is reviewing whether you can force someone to leave your home. It is a legal issue, how you force someone to leave the house if they don’t want to. We have to be respectful of individual decisions. There are people who don’t They want to stay in the hospital and sign a release of responsibility,” said the senior official.

She also stressed that the use of safe conducts will be limited to enter supermarkets after 3:00 p.m. In this sense, priority will be given to workers who belong to the first block.

“It will be for essential labor companies, especially those that have to do with all the logistics of medicines, health personnel and the police, all those who are essential services, the rest will not be able to circulate,” Ruiz said.

She added that the police in the first instance will be responsible for monitoring this aspect and that the listings will also be placed in supermarkets.

On the other hand, the minister called for the population to follow the measures and thus be able to overcome the crisis together.

“If we continue like this in disobedience and not doing things together, this pandemic will not stop until next year,” he warned.

DGI WILL EXTEND THE DEADLINE FOR THE 2019 INCOME STATEMENT UNTIL THE END OF THE MONTH

The General Director of Income, Publio de Gracia, confirmed that the deadline for submitting the sworn statement of income for the 2019 financial year will be extended for two weeks, until next July 31.

Usually, the income statement must be filed in March, with the possibility of a one-month extension.

After the confirmation of the first cases of contagion of the new coronavirus in the country, the date was postponed until May and then until July 17. That is, both companies and individuals had a limit until next Friday to file the income tax return.

De Gracia said in a message on Twitter that “taxpayers and accountants have asked us for an extension of the presentation of the 2019 income statement.” From the private sector, it has been pointed out that many companies are not operating by order of the authorities and that mobility in the country is limited, making it difficult for accountants to verify company information and prepare income statements.

The head of the DGI pointed out that the proposal to extend the term of presentation of the declaration has already been endorsed by the highest authorities of the Ministry of Economy and Finance and would be pending official formalization.

The measure will mean the extension by two weeks of executive decree 251, which postponed for four months the payment of taxes that were generated during this time and whose due date was next July 17. Among this group of taxes is, for example, the property tax, which is usually paid in three items: April, August and December.

Yesterday, the Cabinet Council endorsed the extension of the tax moratorium until next December. This means that taxpayers will have until the end of the year to catch up on the payment of taxes due until February 2020, with a forgiveness of 85% of the amount owed, and without incurring interest or surcharges.

POSITIVE RESULTS IN FIRST CORONAVIRUS VACCINE TESTED IN THE UNITED STATES

Scientists in the United States reported positive results in the applications of the first coronavirus vaccine tested in the country.

A study by the Kaiser Permanente Washington Research Institute published in the New England Journal of Medicine revealed that the vaccine boosted the immune system of 45 volunteers who took it, which was the result expected by scientists.

“This is good news,” said Dr. Anthony Fauci, the leading epidemiologist in the United States.

The vaccine is being developed by scientists from the National Institutes of Health and the biotechnology company Moderna Inc. The next phase of testing will begin on July 27 and 30,000 people are expected to test it.

Volunteers developed neutralizing antibodies in the blood fluid almost at the same level as those developed in people who passed COVID-19.

“This is an essential component that is needed to move forward with trials that could really determine if the vaccine protects against infection,” said Dr. Lisa Jackson of the Kaiser Permanente Washington Research Institute in Seattle.

The study also indicated that the volunteers suffered no major side effects. Some had common reactions in other vaccines such as headache and fatigue.

Patients receive two doses of the vaccine one month apart.

China and Britain also have vaccine studies in their final phase of trials.

END NOTES

I love hats. This is the part where I admit, that I didn’t have a topic for “End Notes” thought out for tonight and have been side tracked by several ongoing cases. But looking slightly to my right with just a hint of a left leaning head-tilt, there she is; my newest addition, the “Hudson Heritage Farm” special edition addition.

Resting amongst the clutter, the mighty Hudson hat squares off with another badass.

The story behind this one goes to a trip I made to visit friend David Hudson on his farm in Virginia. He has always been a classy guy and made what may very well be, the perfect hat. Absolute quality and the design of the Highland is very nice. That first one got lost during a tropical storm in Panama.

I was coming back from fishing on Gatun Lake and got caught in the middle of it. We couldn’t see the front of the boat, but had to get off that lake as it was getting late. This also requires a partial transit of the canal and getting run over by big boats can’t be any fun; haven’t had the pleasure to do it yet. Going almost top speed, which was still only half-speed due to the choppy water and pouring rain, my hat blew off and was gone forever. I told David the story and he was nice enough to mail this upgrade recently for my birthday.

A few other equally grand acquisitions include my rancher’s hat from Ecuador. Almost every one of my Ecuador stories requires copious amounts of beer just to talk about them. I’ll have to open Brett’s Bar on the weekends just so we can get through it all.

The Panama Hat is a classic.  I wear it when I want to look upon others with disdain and derision.  In other words, never.  Actually, I did take this one out for a horse show, but ended up being diverted because of a mixup at the gas station.  We put gas in our diesel vehicle and had to get towed back home.  That will teach me to tempt derision. Instead we had a great night that evening on the Cause Way, enjoying ceviche and many adult beverages, just the two of us Queen Sayira and little ol’ ridiculous me.

Finally, the Packers hat.  This, I’ll have you know, is a staple part of my wardrobe.  No sir, even at my best, I’m certain to be found with Ferragamo Boston Leather Lace-Ups, a tailor-fitted Johnston & Murphys sport jacket and my Green Bay Packers classic Green and Gold baseball cap.  Won’t leave home without it.  (And before one of you wise-guys asks, yes, I wear pants and whatnot.)

The Cat in the Hat

Stay safe… Stay healthy… And by all means (unless you’re trying to find your happy place or deciding on which hat to wear) STAY HOME!!…
