Twas April Fools Day and All Through the House…; Variants of the Brazilian Virus are in Panama, Extending Curfew in Panama, Dry law, Casinos and Gambling Rooms Must Close on Good Friday; More Clean, Bad Dad Jokes

Friday, April 02, 2021

Twas April Fools Day and All Through the House, not a creature was stirring, except for Brandon strategically placing little exploding thingies everywhere we moved.  I know that didn’t rhyme, but there’s no better way to explain it.  He’s been planning his April Fools pranks for nearly a week.  “Cebollitas” as they’re called in Panama were taped to the bottom of toilet seats, loosely placed over doorways and randomly thrown around corners at unsuspecting victims.

Not M80s, but they did the trick.

And let’s not forget about the Reynold’s Wrap plastic wrap plastered around the house.  This kid used two whole rolls in an attempt to trap us in his snares: that’s the equivalent of 200 feet of plastic wrap.  TWO HUNDRED!  You may note, that I emphasized “attempt to”.  He wasn’t successful on all attempts as the lighting made his entrapments too obvious. He did get his big brother though. Smoothly stretched across the bowl of their bathroom toilet, Brandon gleefully prepped his snare for his older brother, Brett Jr, who would quickly run to the bathroom in between breaks from his ultra-important gaming sessions. One such break proved unique as he ran in, started his business and immediately started yelling, “Brandon, YOU’RE DEAD!”. Brandon did not die that day, but did have to clean up the mess caused by his mischievous manners. Never would I have thought to witness Brandon laughing to tears as he wiped up urine from the bathroom floor.

I should add that this isn’t the way he behaves every day of the year.  No, we wouldn’t put up with that.  But we allow him to let loose for April Fools day, his birthday, my birthday, Halloween and the occasional weekend follies.  What amazes me though is how mature his silliness has become.  We all had to put up with the typical 4-year old lame joke era.  “What did the cow say when he left the house angry?  I’m mooooooving out!”  Yeah.  Lame.

Now, at barely 11 years, he’s engineered his methods into safe, but tasteful ways of scaring the living crap out of his mom and his brother.  It’s awesome!  And, lately, he buys all of his trickery materials with his own money.  There’s no doubt that he has a passion for uproarious antics.

Brandon’s unexploded Weapon of Mass Deceit, still affixed to Mom’s toilet; he got her good!

I hope this made you laugh and I hope everyone is having a great week.  It’s a time for many important religious celebrations.  Regardless of your religious focus or nonfocus, I hope it’s going well for my readers. Wherever you may be, have a great weekend.

TOP NEWS and TIDBITS:

Yoli’s Wisdom

At the moment, three variants are considered “worrying”, according to the official name of the WHO: those detected first in England, South Africa and Japan (but in travelers from Brazil, hence its common name of “Brazilian variant”).

In parallel, there is a second category of “variants of interest”, whose potentially problematic genetic characteristics make it necessary to monitor them. The WHO cites three, initially registered in Scotland, the United States and Brazil.

But many others circulate, which the scientific community tries to locate and evaluate to eventually include in one of the first two categories.

All these variants are classified by families: according to the mutations they have acquired, they occupy a precise place in the family tree of the SARS-CoV-2 virus of origin.

WHAT ARE THE CONSEQUENCES?

The appearance of variants is a natural process, since a virus mutates over time to guarantee its survival.

“More than 4,000 variants of SARS-CoV-2 have been identified worldwide,” according to the British health services. Although “most do not have any impact in terms of public health”, underlines the WHO.

The key is in the type of mutations they adopt.

For example, the English, South African, and Brazilian variants share a mutation called N501Y that could make them more contagious.

And the South African and Brazilian variants have another mutation in common, E484K, which would reduce the immunity acquired by a past infection – therefore, with a greater possibility of reinfection – or by a vaccine.

The official names of the variants are very technical and there is no international harmonization: for example, the English variant is called 501Y.V1 or VOC202012 / 01 and belongs to the B.1.1.7 family.

MORE CONTAGIOUS?

There is a scientific consensus that the three “worrisome” variants are most contagious.

But this is based solely on epidemiological data: scientists analyze the speed at which they spread and deduce to what extent they are most contagious. Therefore, the result also depends on other factors, such as the restrictions applied in the analyzed territories.

For example, based on several studies, the WHO judges that the English variant is between 36% and 75% more contagious.

But why do certain variants seem to be more contagious?

“There are several hypotheses: it may be that the viral load is higher, that the variant penetrates cells more easily or multiplies more quickly,” Olivier Schwartz, head of the Virus and Immunity unit at the Pasteur Institute in France, told AFP. .

Researchers from Harvard University raised another hypothesis for the case of the English variant: the infection could last longer than that of the classic coronavirus and therefore prolong the period of contagiousness of an individual.

MORE DANGEROUS?

According to a study published on March 10 in the medical journal ‘BMJ’, the English variant is 64% more deadly: for every 1,000 cases detected, it causes 4.1 deaths, compared to 2.5 for the classic coronavirus.

On the other hand, based on several studies, the WHO estimates that the South African variant “increases the risk of dying in hospital by 20%.”

WHAT IS THE EFFECTIVENESS OF VACCINES?

Several in vitro studies suggest that the English variant hardly alters the efficacy of the vaccines, unlike the Brazilian and South African, due to the common E484K mutation.

However, the fact that the effectiveness is reduced does not mean that they are not completely effective.

In addition, these investigations focus only on the body’s response after vaccination, that is, on the production of antibodies: “They do not evaluate other types of potential immunity, such as the activity of T and B lymphocytes”, the so-called cellular immunity, highlights the expert Anthony Fauci, who advises the United States government, in an article published in Jama magazine.

For their part, manufacturers are working on developing new versions of their vaccines adapted to the variants.

The American pharmaceutical company Moderna announced on March 10 that it had begun to inoculate the first patients with new generation vaccines, as part of a clinical trial to evaluate their efficacy against the South African variant.

This adaptation is essential since “variants will probably continue to emerge against which current vaccines could be less effective,” warns the European Center for Disease Prevention and Control.

FLEXIBLE CURFEW AND MODIFIED SCHEDULE OF ENTRY TO BEACHES FROM APRIL 5

Views of Panama City.

The Ministry of Health of Panama announced the relaxation of the curfew at the national level. As of April 5, it will be 11:00 p.m. to 4:00 a.m.

At a press conference, Luis Francisco Sucre indicated that the measure would allow all establishments that wish to operate to be open until 10:00 p.m.

He also reported that as of next Monday the hours of entry to rivers, beaches or spas will be from 6:00 a.m. to 6:00 p.m.

He reiterated that the prohibition of the consumption of alcoholic beverages and walks to beaches, rivers and spas is maintained.

“In recent weeks … Panama has maintained a positive rate of 5% and we have seen how deaths have been decreasing and while other countries are currently experiencing a crisis in their health systems, in Panama the rates show numbers favorable in the handling of the pandemic ”, highlighted Sucre.

The decision to extend the curfew hours arises after the inter-institutional task table in which the ministries of Health, Commerce, and Labor and the Social Security Fund participate, evaluated the request of restaurant owners by virtue of seeking the facilities that generate a better economic recovery.

The curfew has been easing as COVID-19 cases decline significantly. When the State of Emergency was declared, the curfew began at 5:00 p.m., later economic sectors were opened and restrictive and mobility measures were made more flexible.

The authorities reiterate the mandatory use of masks, and urge constant hand washing, the use of alcohol gel and to maintain physical distance of at least 2 meters.

ASTRAZENECA CHANGES THE NAME OF ITS VACCINE AGAINST COVID-19 TO VAXZEVRIA: BUT WHY?

AstraZeneca’s vaccine faces a halo of mistrust.

AstraZeneca’s coronavirus vaccine will now be called Vaxzevria, after the European Medicines Agency (EMA) approved it.

According to those responsible for this immunizer, the change to a permanent brand name had been planned for months and is a common procedure.

The spokesmen for the pharmaceutical company clarified that in the case of the Pfizer and BioNTech vaccine, it is now called “Comiranty” in the European Union.

BRETT’S COMMENT:  I call Bullshit.

Sure, it may be a practice to change the name, but after all of the bad publicity connected to “AstraZeneca” recently, a name-change would be good to for those patients who don’t have an option.  AstraZeneca is synonymous to “the multiple deaths vaccine” in Europe.  And even if Pfizer’s vaccine is now named “Comiranty” in Europe, everyone is still going to call it, “The Pfizer Vaccine”.

The EMA website noted that the name of the AstraZeneca vaccine had been adopted on Thursday.

The definitive change process would take about six months and a review is currently being carried out in other markets, outside of Europe.

The information comes out at a time when the AstraZeneca vaccine is under scrutiny in several countries for possible side effects.

However, the executive director of the EMA, Emer Cooke, explained in a press conference that this entity convened last Monday a group of independent experts in a variety of medical specialties, including hematologists, neurologists and epidemiologists, who discussed specific aspects of detected thromboembolic events.

However, these experts have not been able to identify underlying drug risk factors, physiological mechanisms, or concrete data to better characterize the observed cases and the potential risk of the vaccine in “very rare” cases of unusual blood clotting such as those already detected in people vaccinated with AstraZeneca.

For now, the EMA still believes that the benefits of the AstraZeneca vaccine in preventing COVID-19, which has an associated risk of hospitalization and death, “outweigh the risks of side effects” that the drug may have, Cooke said. who recalled that “the recommendations (of the EMA) are guided by science.”

PASCALE: TWO BRAZILIAN VARIANTS OF COVID-19 ARE CIRCULATING IN PANAMA, POSSIBLY FOR SEVERAL WEEKS NOW

In Panama, in addition to the Brazilian variants, there is a local one.

The director of the Gorgas Memorial Institute, Juan Miguel Pascale, announced that in Panama there are two Brazilian variants of COVID-19, and these could be circulating since before the first P1 case of the Sars Cov-2 strain reported by the Ministry was detected. of health.

Pascale explained that these cases were captured through genomic surveillance. “There are two from Brazil, not one. We have the 3 cases with P1 that is from a family, we found 3 more cases with P1, and we found 3 cases with P2, it is also a Brazilian variant but a little less transmissible,” he explained.

As indicated by the doctor, the sequencing of the first case detected was carried out based on the patient’s travel history. “Later her husband and daughter became ill. They were contained in her bubble, and her wife and husband remained in ICU,” she said.

The cases of P1 and P2 were detected in San Francisco, San Miguelito and Don Bosco, so it is already circulating in the country.

Variant characteristics

In Panama, in addition to the Brazilian variants, there is a local one. A case of the South African variant was previously detected, which was immediately isolated and no further cases with this variant were reported.

The P1 variant has the particularity of being more contagious, virulent, pathogenic and transmissible than all the variants known to date worldwide; while P2 is a little less transmissible.

P1 can be twice as transmissible and evade the immune response, as well as affect young people. In addition, with the exception of Pfizer’s COVID-19 vaccine, it decreases the effectiveness of the vaccine by 30%.

The local is a little more contagious but less lethal.

Genomic surveillance

According to the Gorgas Memorial Institute, not many countries perform genomic surveillance because it is expensive.

Unlike the COVID-19 detection tests, genomic tests cost B / .150.00.

Gorgas sequenced 192 genomes last week for all reported cases.

BANKS BET ON PAYMENT ARRANGEMENTS WITH INSOLVENT CUSTOMERS

A year ago the National Government decreed financial relief measures for thousands of Panamanians who were affected by the health crisis of the pandemic and today 62% of those beneficiaries have stated that they will not be able to fully pay their debts after July when moratorium expires.

According to the Gallup Panama survey, 16% consider that they will be able to easily pay their debts, 20% say that they could pay, but stop paying other bills and 2% do not know or did not respond.

This positive expectation tends to be more frequent among those who have at least one year of university studies and consider that the country’s economic situation is already in the process of recovery, the survey details.

For economists, as long as Panamanians have no income, the economy and private companies will not be able to improve their situation either, so a joint effort must be made.

The economist Augusto García expressed that the lack of payment reflects the economic situation of Panamanians and a threat to economic stability by not being able to assume financial or other commitments, which will exacerbate the crisis the country is in.

“It should be a piece of information for those who make public policy decisions to analyze it because that has negative effects on the economy as a whole. The fundamental thing is to carry out projects that generate employment, reactivate contracts, but for that the National Government has a possibility because of the via fiscal policy, for example through projects that boost large-scale construction, “he said.

In addition, he added that to face this situation it is necessary to create employment and both the National Government and private companies have to take actions so that employment begins to recover. ‘

According to figures from the Superintendency of Banks as of February 26, 2021, 30% of Panamanians have already made an arrangement with their banks and there are 702 thousand people who still receive financial relief, of which 674 thousand 484, that is, 96 % corresponds to clients of personal loans, housing, car and cards, while 27 thousand 479, that is, 4% are large, medium and small corporate clients with loans in construction, hotels, businesses that were benefited with the modification of their loans.

The total amount of modified balances amounts to 23 thousand 058 million dollars, detailed the regent of the banks in Panama.

While, according to figures from the Panama Banking Association, since the first months of the crisis, more than 997 thousand clients had agreed with their banks to modify their loans, highlighting the commitment of Panamanian banks to Panamanians, their families and their business.

For his part, the executive president of the Banking Association of Panama, Carlos Berguido, said that banks make a great effort to contact customers who are in trouble, who have not been able to pay, precisely to offer them options that help them get started. up to date.

“It is offered to change the terms of the loans, so that, by means of a more comfortable letter, or additional grace periods, for example, the client has the ability to pay and catch up in the term that is possible, of according to its new economic reality, “he added.

Berguido explained that hundreds of thousands of clients have already managed to restructure almost half a million loans of all kinds in better conditions, and what is needed is that all clients approach the bank, or answer their call.

“I assure you that after having those conversations, the level of anguish, about not being able to comply or not being able to pay, will disappear,” he added.

He stressed that banks have helped their customers for a year, when the pandemic broke out, and will continue to do so, regardless of the June 30 date, but in order to help, there must be the confidence to tell the bank, the problem you have, and thus achieve effective help and a solution that provides peace of mind to all. You have to stand up, speak with confidence, good faith, face the truth, and show will and commitment.

Last year the Panamanian economy slowed down 17.9%, the employment rate went from 7.1% to 18.5% and informality increased to 52%.

To date, there are still more than 130 thousand suspended labor contracts throughout the country, more than 7 thousand people have been laid off and without numbers of companies they have closed due to lack of liquidity.

PANAMA DEFINES REGULATION FOR THE ENTRY OF TRAVELERS FROM SOUTH AMERICA

At the Tocumen Airport there are three swabbing stations to detect Covid-19 cases.

After confirming the first case of the Brazilian variant of Covid-19 known as P.1, the Panamanian authorities defined the regulation for the entry into the country of travelers from South America.

Through Executive Decree No. 260, of March 29 and published in the Official Gazette, it establishes that any person from, who has stayed or transited through South America who enters the national territory by air, land or sea, using commercial or private means, You must present a negative test to the virus PCR or antigen 48 hours before your arrival.

The rule, which comes into force as of this Wednesday, March 31 at 12:00 am, also orders that in addition to the negative result presented by the traveler from South American lands, a PCR or antigen test must also be carried out, at their own expense. , prior to registration in Migration.

In addition, it is specified that, if the result of the test applied in Panama is negative, the person must serve five days of isolation at his home or in a hospital hotel for Covid-19 travelers. On the fifth day, the respective test is applied again and if it is negative, the quarantine ends.

“If the result of the test is positive, a PCR-RT test and a typing test, analysis by Icges must be performed and a quarantine of 14 days in a hospital hotel for Covid-19 travelers must be carried out, as considered by the Health Authority”, detailed in the document.

The Brazilian variant known as P.1 is 1.4 to 2.2 times more transmissible than the original variants of the SARS-CoV-2 virus.

With regard to the vaccine and this variant, the scientists argue that the available data on the doses of Pfizer / BioNTech, which is applied in the country, indicate that it neutralizes and protects against the new lineage.

Last Saturday, the Health authorities confirmed the first case registered in the country with the Brazilian variant, in a 38-year-old woman living in Panama.

The affected person arrived in the country from South America with a negative test for Covid-19, although during the trip she was already experiencing discomfort.

Two days after her arrival in the country, her clinical condition worsened and therefore she underwent a PCR test, which she tested positive.

A PORTABLE TEST CAPABLE OF DETECTING COVID-19 AND THE TYPE OF VARIANT

Image provided by researcher Juan Carlos Izpisúa, from the Salk Institute.

Population analysis is key to stopping the spread of SARS-CoV-2, in addition to tracking new variants. An international team of scientists designed a rapid and portable test – the size of a briefcase – capable of detecting the coronavirus and tracking the type of variant.

This technology, whose operation is described in an article in the journal Med (from the Cell group), can also detect other viruses such as influenza and, thanks to its size and easy portability, could be used for the rapid detection of viruses in schools , airports or seaports, say those responsible.

“It is a detection and surveillance method that does not require an expensive infrastructure like other approaches,” says Juan Carlos Izpisúa Belmonte, co-author of the article and researcher at the Genetic Expression Laboratory of the Salk Institute (California).

With this portable test – called Nirvana – the same is achieved as with two or three different ones, say the authors of this study, also signed by the San Antonio de Murcia Catholic University (southeast of Spain).

Currently, the standard method for detecting COVID-19 is PCR, however, if it tests negative, patients and doctors do not get information about what could be causing the coronavirus-like symptoms, unless they perform other tests. to detect other viruses, relates a statement from the Salk Institute.

And if the sample is positive, it is not known which variant the patient is infected with, unless other tests are performed.

To offer a solution, Mo Li, now at the King Abdullah University of Science and Technology in Saudi Arabia and earlier in the Izpisúa laboratory, wondered if the RPA (recombinase polymerase amplification) gene detection and sequencing method could be more useful, faster and cheaper, as well as portable, than the current COVID-19 test method.

“We quickly realized that we could use this technique not only to detect SARS-CoV-2, but also other viruses at the same time,” says Li, who partnered with Izpisúa to demonstrate it.

Thus, in the new article, a small and portable device is described that can analyze 96 samples at the same time using RPA; The test can simultaneously analyze covid-19, influenza A, human adenovirus, and non-SARS-CoV-2 coronavirus samples.

Researchers tested Nirvana on 10 samples known to be positive for SARS-CoV-2, 60 samples of unknown status (for this coronavirus), and municipal wastewater samples harboring SARS-CoV-2, among others. .

In all cases, the assay was able to correctly identify which virus was present and the sequencing data also made it possible to narrow down the origin of SARS-CoV-2 in positive samples, differentiating the variants from China and Europe, for example.

“The design of this analysis is really flexible, so it is not limited to the examples that we have shown,” says Li. “We can easily adapt it to address another pathogen, even something new and emerging.”

In 15 minutes, the device begins to give positive or negative results, and in three hours it completes the analysis of all 96 samples, including the sequences of five regions of SARS-CoV-2 that are especially prone to accumulate mutations that give rise to new variants.

Nirvana (initials in English for Nanopore Sequencing of Isothermal Rapid Viral Amplification for Near Real time Analysis) requires, among others, a laptop, a heat block and pipettes.

Izpisúa details to Efe that it provides “a promising solution” to the current challenges of extensive and rapid tests, and to know the variants. The study offers “a proof of principle” of an integrated solution for rapid detection.

“Although obviously it can be optimized much more, and conceptually in the academic laboratory we can do it very quickly, its transfer to the daily clinic depends on the public or private interest in commercializing it,” concludes Izpisúa.

VISITS IN PRISONS RESUMED AFTER MORE THAN THREE MONTHS SUSPENDED

Visitors and inmates must keep biosecurity measures against Covid-19.

Family visits to those deprived of liberty in the country’s penitentiary centers resumed this Monday, March 29, in coordination with the Ministry of Health and the National Police, reported Andrés Gutiérrez, director general of the Penitentiary System.

Gutiérrez, who supervised the development of the visit in the La Joyita penitentiary, highlighted the importance of the inmates maintaining their family ties, since it is one of the ways that a true re-socialization can be guaranteed. Knowing his family is pending generates human sentiment and more so in these moments when fighting a pandemic, he added.

The director of the Tinajitas prison, Vielka Montenegro, explained that the visits are given with the collaboration of the biosafety committees, made up of prisoners, who help in the mobilization of the parcels carried by the relatives to expedite the process.

The officials recalled that the family members must appear one hour before the established time for routine check-ups, respect biosafety measures such as the mandatory use of a mask, face mask, hand washing, elbow salute and keep their distance to minimize the risks of contagion of Covid-19.

The General Directorate of the Penitentiary System announced on December 21 of last year the suspension of visits to the country’s prisons to avoid crowds and prevent infections. The resumption was expected on January 4, but due to the high rate of infections in that month, visits continued to be suspended.

COVAX CONFIRMS THAT THERE WILL BE DELAYS IN THE DELIVERY OF THE DOSES OF THE COVID-19 VACCINE

To date Covax has received 28 million doses.

The Covax mechanism confirmed this Thursday, March 25, that there will be a delay in the delivery of the doses of the vaccine against Covid-19 from the pharmaceutical company AstraZeneca Oxford.

According to a Covax statement, delivery of the vaccines produced by the Serum Institute, India, will be delayed in March and April due to problems facing the Indian government, which is fighting the effects of a new wave of cases of the new coronavirus.

In Panama, the Minister of Health, Luis Francisco Sucre, declared that the Covax mechanism has not yet informed when its doses will arrive in the country.

Sucre said that in Panama they are waiting to see what vaccine will be received through the Covax mechanism.

The aforementioned mechanism is committed to delivering those doses to the populations of 64 countries with weak economies. To date, Covax has shipped vaccine shipments to more than 50 countries and economies.

According to Covax, “the Government of India is still in talks to guarantee the delivery of some supplies in March and April.”

To date Covax has received 28 million doses and another 40 million doses were expected to be available in March and up to 50 million doses in April.

Covax informed all affected economies of the possible delays. “The participating economies have also received guidance from the World Health Organization to optimize the doses of the AstraZeneca-Oxford vaccine.”

On the other hand, the mechanism has informed the participants that they had assigned doses of the AstraZeneca-Oxford vaccine manufactured by the aforementioned company that some of the first deliveries that were due to arrive in March, are now scheduled for April.

CHINA SPEAKS ON COVID-19 REPORTING CONCLUSIONS

China talks about COVID-19 report findings.

Chinese officials briefed diplomats on the ongoing investigations into the origin of COVID-19 on Friday, ahead of the expected release of a report by the World Health Organization (WHO).

The session appeared to be an attempt by the Chinese government to express its position on the report, which has been embroiled in a diplomatic dispute. The United States and other countries have expressed concern about Chinese influence and the independence of the findings, and China has accused critics of politicizing a scientific study.

“Our purpose is openness and transparency,” said Yang Tao, a foreign minister. “China fought the pandemic transparently and has nothing to hide.”

The report, which has been repeatedly delayed, is based on a visit this year by a team of WHO experts to Wuhan, the city in central China where the first infections of the new coronavirus were reported in late 2019.

The experts worked with their Chinese counterparts and both parties had to accept the final report. It was not clear yet when it will be published.

Feng Zijian, a Chinese expert team member and deputy director of the China Center for Disease Control and Prevention, said experts examined four possible ways for the virus to reach Wuhan.

Those are: a bat with the virus infected a person, a bat infected an intermediate mammal which in turn infected a person, shipments of cold or frozen food, and a laboratory studying viruses in Wuhan.

The experts voted on the hypotheses after extensive discussions and concluded that one of the two routes with animals or the cold food chain were the most likely routes. A laboratory leak was considered extremely unlikely, Feng said.

His remarks were reported by Chinese state broadcaster CCTV, which said diplomats from 50 countries as well as the League of Arab States and the African Union participated in the briefing.

PFIZER AND MODERNA VACCINES ARE EFFECTIVE IN PREGNANT AND INFANT WOMEN

For the Pfizer vaccine trial, 131 women participated, 84 were pregnant, 31 were lactating, and 16 were not pregnant.

The Pfizer / BioNTech and Moderna vaccines against covid-19 are effective in pregnant and lactating women, who can even transmit protective antibodies to newborns, according to research published Thursday in the American Journal of Obstetrics and Gynecology.

The publication, released by the CNN chain, points out that researchers from Massachusetts General Hospital, Brigham and Women’s Hospital and the Ragon Institute of MGH, MIT and Harvard, all of them in the United States, analyzed 131 women who received the aforementioned vaccines.

Among the study participants, 84 were pregnant, 31 were lactating, and 16 were not pregnant. The samples were collected between December 17, 2020 and March 2, 2021, adds the chain about the study.

Vaccine-induced antibody levels were equivalent in pregnant and lactating women compared to non-pregnant women.

In addition, the antibody levels were “surprisingly higher” than those resulting from coronavirus infection during pregnancy, the team noted.

“These vaccines seem to work incredibly effectively in these women,” said one of the researchers, Galit Alter, a professor of medicine at the Ragon Institute.

In addition, the team found that women transmitted protective antibodies to their newborns, measured in breast milk and the placenta.

“Almost all the moms were getting quite a significant level of antibodies in their babies,” Alter said, adding that additional research is needed to understand how long those protective antibodies last in newborns.

Alter noted that they found no evidence of more side effects or more severe side effects in pregnant and lactating women than in the general population.

THE PANDEMIC CONTINUES – MENTAL HEALTH IMPROVES IN PANAMA

Despite the end of confinement and the lifting of some mobility restrictions, psychologists warn that there are still factors that affect the mental health of Panamanians. They recommend being seen on time.

A year in a pandemic full of stress, fear, anguish due to the loss of jobs, family members, debts and confinement caused an increase in depressive events in the Panamanian population. Both adults and children were affected.

The coordinator of the Mental Health program at the Ministry of Health (Minsa), Delia Icaza explained that women tend to be emotionally affected more than men. She added that in this pandemic, the young and adult population between 18 and 30 years of age was the one that has sought the most attention in mental health.

The psychologist Lizmaineth Hernández pointed out that children have also been affected by the confinement, but they are the ones who least make it known. While the director of the National Institute of Mental Health Juana Herrera is also concerned about the health of older adults who can no longer socialize due to the care they must maintain in this pandemic. She recommends being very aware of people who display depressive behaviors.

For mental health specialists, despite the fact that the number of infections in the country has dropped, the threat of a new rebound has many restless.

“What is good news today, tomorrow turns into something negative, and that is that the population fears the possible rebound in cases,” said Ms. Hernández.

Vanessa Flores is a Psychiatrist at the Social Security Fund and considers that, at the moment, despite the lack of refinement, many people who were practically blocked by the situation experienced in a year now show consequences in their mental health, “there is a generalized mental exhaustion “, Held.

In 2020, the Social Security Fund treated some 27 thousand people for situations with their mental health. 17,000 calls have reached the Minsa’s psychological care line 169 from April 2020 to date.

“Excelsior Pass”, which has passed several tests in recent weeks, is a free and voluntary platform developed by the state together with the IBM technology company, which uses “blockchain” to protect the data of its users and that allows them to print their identification or store it in a mobile app.

As reported by Governor Andrew Cuomo in a statement, New York is the first US state to formally debut this type of technology after “two successful pilot demonstrations” and a beta version with “thousands of people” who gave their opinion about the interface and results.

The identification, similar to an airplane boarding pass and displaying a QR code, was tested for the first time during the basketball game played by the Brooklyn Nets on February 27 at the Barclays Center and can now be requested both people like businesses.

“Large venues have already announced that they will start using the technology in the coming weeks, including Madison Square Garden in New York City starting next week and the Times Union Center in Albany. The Excelsior Pass is built on IBM’s Digital Health Pass technology and enables secure verification of health credentials, such as test results and vaccine records, without the need to share more medical and personal information, he said.

IN 2020, CORRUPTION CONTINUED TO BE A SERIOUS PROBLEM FOR THE POWERS OF THE STATE IN PANAMA, ACCORDING TO THE REPORT

City of Panama.

A report published by the United States Department of State (USA) on human rights practices revealed that during 2020 corruption continued to be a serious problem in the powers of the State in Panama.

“The law establishes criminal penalties for corruption of officials, but the government generally did not implement the law effectively. Corruption continued to be a serious problem in the executive, judicial and legislative branches, as well as in the security forces,” said the document.

The document refers to the investigations that the Public Ministry of Panama has continued to carry out into allegations of corruption against public officials, but the courts dismissed high-profile corruption cases due to “lack of evidence” or “procedural errors.” of the prosecutors.

It also refers to the investigations carried out on two former presidents, Ricardo Martinelli and Juan Carlos Varela, and two former ministers, Demetrio “Jimmy” Papadimitriu and Jaime Ford, for corruption related to the Odebrecht case. Martinelli was also accused of using B / .43 million in public funds to buy the pro-Martinelli newspaper group Editora Panamá América.

In the same way, it refers to the complaints of corruption by the current administration during 2020, the product of several high-profile scandals related to acquisitions to combat the coronavirus pandemic, before which in April and September, the The Public Ministry opened separate investigations against central government institutions for allegedly overpaying for fans and buying used fans.

On corruption and the lack of accountability among the police, he points out that in July, the authorities brought charges for arms and arms trafficking against more than 25 people, most of whom were high-level security officials during the government. above and the charges involved the illegal distribution to officials of legally imported weapons, some designated as “weapons of war”; adding that the Directorate of Public Security Affairs, the office within the Ministry of Security that regulates and licenses firearms, was associated with corruption in the past, and at least two former officers’ directors faced charges, one of them implicated in the July arms trafficking case.

Regarding the issue of discrimination, social abuse and human trafficking, the report shows that violations continued to constitute the majority of sexual crimes investigated by the Directorate of Judicial Investigation of the National Police; While until October 2020, the Public Ministry had reported 12,540 new cases of domestic violence throughout the country, including three attempted femicides and 24 femicides, an increase of almost 50% in femicides since July 2019, being the province of Colón and the Comarca Ngäbe Bugle the regions that led the figures with six femicides each, followed by the district of San Miguelito with five cases.

However, during the closure period following the emergency declaration for the coronavirus pandemic, reported cases of domestic violence plummeted, which some government officials attributed to the government’s “dry law”, which prohibited the sale of alcohol. from March 25 to June 22, while women’s rights organizations considered closed government offices and limited access to the justice system to be the main reasons for the reduction in reported cases.

It adds that the Department of State will publish an addendum to this report in mid-2021 that expands the subsection on Women in Section 6 to include a broader range of reproductive rights issues.

Regarding child abuse, the Public Ministry statistics as of July reported that 2,887 children were victims of different types of abuse; and considered that this figure was not reported; In addition, officials from the Ministry of Public Security processed cases of sexual abuse of children, including within indigenous communities; They believed that commercial sexual exploitation of children occurred, including in tourist areas of Panama City and in beach communities, although they did not keep separate statistics, and until July only one case of child sex tourism was reported.

On the subject of conditions in prisons and detention centers, the report indicates that as of October the prison system had 17,895 inmates in facilities with a planned capacity of 14,591 inmates; Pretrial detainees shared cells with convicted prisoners due to space limitations. Prison conditions for women were generally better than for men, but conditions for both populations were poor, with some overcrowded facilities, inadequate security and medical care for inmates, and a lack of basic supplies for personal hygiene.

This is a list of the number of cases per day since the first case was discovered in Panama

END NOTES:

In light of April Fools and our family’s common delight for really bad “Dad Jokes”, here are a few we’ve told each other that have remained an important part of profound eye-rolls, especially from Mom.

What do you call a boomerang that wont come back?:  A stick.

What do you give a sick lemon?:  Lemon aid.

Why could the pony sing a lullaby?:  She was a little horse.

What day of the week are most twins born?:  Two’s day.

Why do fish live in salt water?:  Because pepper makes them sneeze.

And for the Easter crowd?

Where do rabbits go when they get married?:  On a bunny-moon

Why was the Easter Bunny so upset?:  He was having a bad hare day.

(OK, even I’M rolling my eyes at these… )

Stay safe…  Stay healthy…

Don’t let your guard down.  We’re not out of the woods yet and Panama is still more than a year away from anything resembling herd immunity.
