Elimination of Curfew in Various Sectors of the Country, Will Launch Application to Verify Vaccination QR Code, Covid-19 Cases Decrease in the World.

Friday, September 24, 2021

We get a good number of comments about our weekly report, some good, some not so good, some, quite frankly unintelligible to the point where I think they’re confusing me with another report writer or some blogger in another country.  But I’d like to explain the purpose of what we send out to the public.

First, this came about in March 2020 when I realized that expats, at the time, had no real source to know what the hell was going on in Panama in relation to this new pandemic that had yet to be dubbed officially a “pandemic”.  At the time, I started doing daily updates, quite frankly because major changes were taking place daily.  Eventually, I drop that to a week and then to a month.  Recently, I took a sabbatical and stopped for 3 months, of which I was asked by a good many to return and continue writing.

So, we figured out a system, where we could get the reports out weekly without me spending a full day or two, compiling information.  It really does take up quite a bit of time.  After we compile the information, we must put it into our report format, translate it all to English, update the COVID count online, come up with a witty introduction and top it off with creative End Notes.  Then, we need to create the web document through Word Press and voilà, a report.

For me to do this on my own is truly impossible.  I just don’t have the time.  So, my trusty ally and work companion, Yolanda Atencio jumps in to take the brunt of probably 95% of the work.  Without her, this report wouldn’t exist AT ALL, truth be told.  To make this possible though, we did have to cut a major corner when it comes to translations.  Everything translated is done with the help of Google Translate and whatever that sucker spits out, that’s what we’re getting.  Every now and again, it comes up with some hilarious comments, or confuses pronouns.  When I used to filter the translations, I noted that our poor MINSA director, a woman at the time, was referred to as “him” or “he” almost every time.

Now, we’re determined to get these reports out to you once a week, between Friday and Saturday, so you know what’s been going on in Panama in relation to COVID, restrictions, vaccinations, security, health and more.  We try to find the time to interview a few of the good men and women out there who seen adamant to support other EXPATs just for the sake of humanity.  When we see a good business concept or need to rave about the better services out there, we’ll do that too.  If you want your business name sent to the group, please let me know.  At no cost, we will be more than happy to let everyone know about a new restaurant, great body shop, new tourist attraction, or anything that caters to the EXPAT community.

In the meantime, enjoy this week’s article and by all means, poke fun at our Google Translated articles when possible.

Modern vs. Pfizer: Both are powerful, but one seems to have the upper hand

It was a constant chant from the federal health authorities in the United States after the authorization of vaccines against the coronavirus: these vaccines are all equally effective. That has turned out not to be true.

So far, some 221 million doses of the Pfizer-BioNTech vaccine have been distributed in the country, compared to about 150 million doses of the Moderna vaccine. In half a dozen studies published in recent weeks, Moderna’s vaccine appeared to be more protective months after Pfizer-BioNTech’s.

Research published Friday by the Centers for Disease Control and Prevention (CDC) found that the efficacy of Pfizer-BioNTech’s vaccine against hospitalization fell from 91 percent to 77 percent after a four-month period after the second injection. Moderna’s vaccine showed no decline in the same period.

If the efficacy gap continues to widen, it may have implications for the booster vaccine debate. Federal agencies this week are evaluating the need for a third injection of the Pfizer-BioNTech vaccine for some high-risk groups, including older adults.

Scientists who were initially skeptical of the noted differences between the Moderna and Pfizer-BioNTech vaccines have gradually become convinced that the disparity is small but real.

“Our starting hypothesis is that mRNA vaccines work in a similar way, but then you start to see a gap,” said Natalie Dean, a biostatistician at Emory University in Atlanta. “It’s not a huge difference, but at least it’s consistent.”

But the discrepancy is small, and the real-world consequences are uncertain, because both vaccines remain highly effective in preventing serious illness and hospitalizations, she and other specialists cautioned.

Even in the original clinical trials of the three vaccines finally licensed in the United States – made by Pfizer-BioNTech, Moderna, and Johnson & Johnson – it was clear that the J&J vaccine was less effective than the other two. Research since then has confirmed that trend, although J&J announced this week that a second dose of its vaccine increases its efficacy to levels comparable to those of the others.

The Pfizer-BioNTech and Moderna vaccines are based on the same mRNA platform and, in initial clinical trials, had remarkably similar efficacy against symptomatic infection: 95 percent for Pfizer-BioNTech and 94 percent for Moderna. That is why, in part, they were rated more or less equivalent.

The subtleties emerged over time. Vaccines have never been directly compared in a carefully designed study, so the data indicating that effects vary is based primarily on observations.

For example, the Pfizer-BioNTech vaccine was distributed weeks before Moderna’s to priority groups: older adults and healthcare workers. Immunity declines more rapidly in older adults, so a decline seen in a group consisting primarily of older adults may give the false impression that the protection of the Pfizer-BioNTech vaccine declines rapidly.

With these caveats in mind, “I’m not convinced there’s a real difference,” said Bill Gruber, Pfizer’s senior vice president. “I don’t think there is enough data to make that claim.”

But so far, observational studies have yielded results in several places – Qatar, the Mayo Clinic in Minnesota, several other states in the United States – and in healthcare workers, hospitalized veterans, or the general population.

Moderna’s efficacy against severe disease in those studies ranged from 92 to 100 percent. The Pfizer-BioNTech figures were 10-15 percentage points lower.

The two vaccines have diverged more markedly in their efficacy against infection. The protection of both decreased over time, especially after the arrival of the delta variant, but the values of the Pfizer-BioNTech vaccine were lower. In two of the recent studies, Moderna’s vaccine outperformed disease prevention by more than 30 percentage points.

Some studies found that the levels of antibodies produced by the Pfizer-BioNTech vaccine were one-third to one-half of those produced by the Moderna vaccine. However, that decline is trivial, Moore said: By comparison, there is a more than 100-fold difference in antibody levels between healthy individuals.

However, other experts said the body of evidence pointed to a disparity that deserves to be explored, at least in people who respond weakly to vaccines, including older adults and people who are immunosuppressed.

“At the end of the day, I think there is subtle, but real, differences between Moderna and Pfizer, ”said Jeffrey Wilson, an immunologist and physician at the University of Virginia in Charlottesville who co-authored one such study, published in JAMA Network Open this month. “In high-risk populations, it could be relevant. It would be good if people analyze it carefully ”.

“Pfizer is a big hammer,” Wilson added, but “Moderna is a hammer.”

Several factors could be behind the discrepancy. Vaccines differ in their dosage and in the time that elapses between the first and second doses.

Vaccine manufacturers often have enough time to test a series of doses before choosing one, and they have done so in their trials of the coronavirus vaccine in children.

But amid a pandemic last year, companies had to guess the optimal dose. Pfizer opted for 30 micrograms and Moderna for 100.

Moderna’s vaccine is based on a liquid nanoparticle, capable of delivering the largest dose. In addition, between the first and second doses of this vaccine, four weeks pass, compared to three in the case of the Pfizer-BioNTech vaccine.

Moderna’s team recently showed that half a dose of the vaccine kept spiking antibody levels. Based on that data, the company earlier this month asked the FDA to authorize 50 micrograms, half the dose, as a booster injection.

There is little evidence to show the effect of that dose, and no evidence on how long those higher levels of antibodies can last. Federal regulators review Moderna’s data to determine if available is sufficient to authorize a half-dose booster injection.

Ultimately, both vaccines hold up against severe illness and hospitalization, especially in people younger than 65, Moore said.

Scientists initially expected the vaccines to be 50 to 60 percent effective. “We would all have seen that as a great result and we would be happy with it,” he said. “We’re fast-forwarding so far, and we’re debating whether the 96.3 percent efficacy of Moderna’s vaccines versus Pfizer’s 88.8 percent is a big deal.”

NEXT MONDAY RISES CURFEW IN PANAMA METRO AND NORTE, SAN MIGUELITO AND SEVERAL PROVINCES

For more than a year the population lived under mobility restrictions due to the pandemic.

As of next Monday, September 27, the curfew will be lifted in the regions of Panama North, Panama Metro, San Miguelito and in the provinces of Veraguas, Herrera, Coclé and Los Santos, the Minister of Health reported this Tuesday, September 21 , Luis Francisco Sucre.

This decision was made due to the decrease in active cases of Covid-19, deaths and the positivity index, Sucre said.

The curfew will also be lifted as of next Monday, in the Capira district in the Panama Oeste province, and in the Chagres district in the Colón province.

He added that the measures already established in the other districts of the provinces of Panama Oeste, Chiriquí, Colón, and the region of Panama Este are maintained.

However, the curfew remains in force, from Monday to Sunday, from 1:00 a.m. to 4:00 a.m. and the closing of shops will be at midnight, in places where the mobility restriction has not been lifted , said the minister.

Green light for spas, discos and inter-neighborhood leagues

The Health Minister also announced that from next Monday, September 27, the use of courts for neighborhood leagues will be allowed, as long as biosafety measures are respected and rivers, spas and beaches remain open and consumption will be allowed. moderate liquor.

He indicated that people who attend theaters and cinemas will be allowed to share with their family bubble with a space chair between one and another group of families.

You can also attend bars and discos, but you must meet the 80% capacity for those vaccinated with the full scheme and 50% for the general public.

Sucre said that the authorities of the Ministry of Health and representatives of bars and discos have held several meetings in order to achieve an opening that respects biosafety standards at all times.

He added that it was agreed that customers will not be able to stay in the bars, waiters must wear a mask and a face mask and all those attending the premises must wear their mask.

The head of the Health portfolio urged the population to maintain the use of a mask, alcoholic gel, a face shield when transporting passengers, hand washing, physical distancing and the use of alcohol.

He assured that the authorities will maintain a strict vigilance and will be attentive to the fulfillment of the biosafety measures of both businessmen and users and clients.

Vaccination point closure

Sucre also said that on September 30 the vaccination point in the Vasco Núñez de Balboa convention center of the El Panamá hotel will be closed, and the lanes in the vaccination center of the Rommel Fernández stadium parking lots will be reduced in Juan Díaz.

STATUS OF NATIONAL EMERGENCY MUST END ON DECEMBER 31

Vaccination against covid-19 was extended to people over 12 years of age throughout the country.

The Government’s intention is to maintain the State of National Emergency until the last day of this year, but this decision could vary, the Executive Branch reported yesterday.

“The Cabinet Council can meet to extend or reduce the time, however (SARS-CoV2) is an invisible enemy and we have to be alert all the time,” reported sources from the Executive.

However, this does not mean that the State of National Emergency has been lifted.

Referring to this issue, the Minister of Health, Luis Francisco Sucre, reported that they are still cautious, despite the fact that the pandemic is under control, due to what other countries experienced that released restrictions and then had to retreat in the face of outbreaks of cases. .

The opening of these activities caused outbreaks in other nations, which led them to re-place restrictions in this regard.

Executive spokesmen warn that it cannot be said that the battle against the covid-19 virus has been won.

“To lift a state of emergency at this time, when we are here with masks, when our people in the most humble fields begin to receive their first dose, it would be irresponsible to propose that we are ready and prepared to lift a state that has allowed us to provide solutions. Panamanians, especially those most in need, “they said.

This is another reason why the State of Emergency is maintained, since it has allowed the purchase of supplies necessary to face the pandemic that without it, the state bureaucracy would have had to circumvent, acknowledged the Minister of Health.

The Executive recalled that all entities that received funds for emergency management must submit a report on their use to the Cabinet Council, five days after the measure was lifted.

The reports will be published on the Panama Compra portal.

In this regard, the Comptroller General of the Republic, Gerardo Solís, reported that his team is prepared to carry out the respective audits of said entities, on the funds used to face the health crisis.

Global vaccination against covid-19 is progressing at the rate of 28 million new doses administered each day.

The 3.6 million global cases of covid-19 in the week between September 13 and 19 represented a decrease of 9% compared to the previous seven days, which represents the second consecutive week of decrease globally, highlighted the World Health Organization (WHO).

The deaths in the same period were 59,000, 7% less, so last week was the fourth consecutive decrease in deaths, adds the agency in its most recent epidemiological report.

The WHO also warns that the delta variant, the most contagious and main cause of the wave of covid-19 registered in recent months on the planet, is already present in 90% of global cases, according to the monitoring carried out of the coronavirus genome through the GISAID initiative.

Globally, the pandemic has affected 228 million people so far, of which 4.6 million have died.

By region, only Africa had an increase in cases last week, of 4%, while the largest decrease was registered in the Middle East (22%), South Asia (16%) and East Asia (11%).

In Europe and America, where it continues to exceed one million weekly cases in each of these continents, the drop was less, 4% and 7% respectively.

In the accumulated since the beginning of the health crisis, America remains the most affected region, with 87 million cases, followed by Europe (68 million), South Asia (42 million) and the Middle East (15 million).

Regarding deaths by region, the situation last week varied significantly according to the different latitudes: they still rose in East Asia by 7% (with 6,800 deaths) and Europe (1%, 14,000 deaths), but they fell in the rest of the world.

In South Asia, the Middle East and Africa the fall in deaths exceeded 20% compared to the previous week, while in America it was more modest, 2% (yet it is still the region with the most deaths, 24,000 in the seven days studied ).

Regarding the vaccination campaign, and according to the figures of the national health networks, the 6,000 million doses administered have already been exceeded, and 43.7% of the world population has received at least one.

Global vaccination is progressing at the rate of 28 million new doses administered each day, although they are not yet reaching the desired rate in low-income countries, where the percentage of people with at least one dose is only 2%.

AFTER A YEAR AND A HALF OF TOUCH OF REMAIN, PANAMA WILL TRY TO BEGIN TO RECOVER FROM THE ECONOMIC CRISIS

Unemployment in Panama exceeds 18%.

After a year and six months of maintaining restrictive measures, which includes a curfew, quarantine and others, Panama is trying to start the recovery process.

And it is that since March 9, 2020, when the first cases of covid-19 were made official in this Central American nation, it has been subject to restrictions that have generated an unprecedented economic crisis.

According to economists, the current situation could be much worse than the one faced by the military dictatorship and the process that followed in the early years of the so-called democratic era.

René Quevedo, who analyzes the economic situation in Panama, has stated that the recovery could take several years, he even speaks of about six.

The economic situation of this Central American country does not look good, despite the fact that this year the Gross Domestic Product (GDP) is expected to grow between 9 and 10%.

One of the great problems facing this nation is the thousands of jobs that were lost as a result of the restrictions that were established during the most difficult months of the covid-19 pandemic.

The very head of the Ministry of Labor and Labor Development (Mitradel), Doris Zapata has shown her concern about the high level of unemployment.

Currently unemployment is around 18-20%, too high a percentage.

Informal employment has increased to figures, which not even the Mitradel manages, taking into account that many people have dedicated themselves to the sale of all kinds of goods, without there being a statistical record.

AIG WILL LAUNCH “VACUCHECK LITE” APP TO VERIFY THE QR CODE

“Vacucheck Lite” will be released by AIG.

The administrator of the Authority for Government Innovation (AIG), Luis Oliva, reported the launch of the “Vacucheck Lite” application will be taking place.

He explained that through this application, businesses will be able to verify the vaccination status of customers who are going to enter them.

“Vacucheck Lite is an application that we have developed so that it can be used by any type of business to read the QR code, this does not have any cost and it will not have … the person has to access and be aware that they want to share with the that the QR code is going to be read, if the person does not want the system there is no way they can validate it and neither can they do it with the identification number ”, he explained.

To use this application, he recommends that the store ask for the ID, and when scanning the QR code, the ID number, the person’s name and whether they have the complete vaccination scheme will appear.

The administrator of the AIG reiterated that this application will not share any information about people.

“It does not even inform which is the pharmaceutical house with which the vaccine was administered, it simply indicates whether the person has the complete vaccination scheme, this means that they have the two vaccines plus 14 days after the second placement,” he stressed. .

He added that initially the application “Vacucheck Lite” will be available in the Play Store for Android, which is expected by the end of the week; while for the following week it is expected to be available for iPhone.

It is worth mentioning that the launch of “Vacucheck Lite” will take place after the announcement about the reopening of bars and clubs starting next Monday, September 27.

KNOW THE NEW RULES FOR TRAVELING WITH MINORS

If you want to travel with your children, these are the measures that you must follow and that is that as of August new rules were established for travelers.

Decree 833 establishes that, from August 30, the requirements to be followed by national, resident or foreign passengers under 12 years of age, and the rules that apply to their parents, guardians or caregivers.

“If they are children over 10 years old at the moment and who come with parents who are fully vaccinated, generally nothing is asked, if they are children over 10 years old and the parents are not fully vaccinated then a nasal swab is requested. simple of those that do not cause great annoyances “, affirmed the Minister of Health, Luis Francisco Sucre.

The important thing, says pediatrician Max Ramírez, that parents or guardians comply with biosecurity measures because they are the example for children to follow.

Now all travelers will be exempted from taking the test and quarantine if they digitally register or present their vaccination card with the complete scheme.

They recommend that parents bring several masks to change them regularly for their children and always keep the distance between people.

Travelers who do not have their 2 doses must present a negative test or have it done when entering the country. And if they come from high-risk countries, they must comply with a 72-hour quarantine.

Now all travelers entering the United States must be fully vaccinated and tested negative.

WITH A SINGLE VIAL OF ANTICOVID VACCINE, 18 CHILDREN COULD BE IMMUNIZED FROM THE AGE OF 5, INFECTOLOGIST

The Minister Counselor for Health Affairs indicated that Panama has enough doses against for when international organizations approve vaccination for children between 5 and 11 years of age.

The infectologist Javier Nieto said this Wednesday that with a vial of the vaccine against COVID-19, approximately 18 children could be vaccinated, this if the application of the doses to minors from 5 years of age is approved.

“Based on a potential approval or authorization for emergency use not only in the United States, but here in Panama, with one vial of the vaccine we could vaccinate up to 18 children from 5 to 11 years old, so that is perhaps the importance of opening vaccination to all age groups, ”said Nieto.

As for the possible adverse effects, he explained that according to data from the pharmaceutical company Pfizer, they consist of the same ones that were observed in people over 16 years of age who received the immunizer.

“Through the Pfizer press release it is made clear that the safety profile was similar to the safety profile observed in those between 16 and 26 years who had received the vaccine, they are adverse effects such as swelling or pain at the injection site, redness, there may be some fatigue, headache, these symptoms can usually last around 24 to 36 hours, which is what has usually been observed in this group that was evaluated “, he detailed .

He pointed out that in Panama, children represent 17% of the population and that with the vaccination of this group, collective immunity could be achieved in more than 85%, which, as he indicated, is more necessary in the face of the circulation of the delta variant.

“In Panama, in order to achieve herd immunity, in the context of the Delta variant, which is more transmissible and predisposes more hospitalizations, we need to vaccinate that 17% of the population, because if before the Delta variant circulated, we needed to vaccinate Between 70 and 75% of the population, with the circulation of the Delta variant, it is required to vaccinate 85 to 90% of the population, because it is a more transmissible variable and that could be achieved by vaccinating children under 12 years of age, to that 17% that needs to be vaccinated ”, he pointed out.

THIRD DOSE WILL BE APPLIED IN THE FACILITIES WHERE PATIENTS GO TO THEIR REGULAR APPOINTMENTS

The application of the third dose to immunosuppressed patients begins this Wednesday.

The Minister Counselor for Health Affairs of Panama, Eyra Ruiz, reported this Wednesday that the application of the third dose of the vaccine against COVID-19 will be carried out in the health facilities where patients with immunosuppression go to their dating regularly.

“These doses will be applied in the hospitals where they are treated because practically all patients have their appointments in third-level hospitals, regional hospitals and in private hospitals … so we are giving enough doses to all the hospitals that need them,” he explained. Ruiz.

She indicated that according to a statistic collected between the Ministry of Health (Minsa) and the Social Security Fund (CSS), around 40 thousand immunosuppressed patients are counted.

She explained that patients who are going to be vaccinated with the third dose must have a reference from their treating doctor, so that the nurses who will administer the vaccine have the endorsement and recommendation in their file.

It is worth mentioning that starting this Wednesday in Panama, the third dose against COVID-19 will begin to be applied to immunosuppressed patients, since they are more vulnerable to the virus.

The Minister of Health, Luis Francisco Sucre, announced that the application of the third dose in this first phase will begin with the following patients:

  • Patients receiving cancer treatment, who have tumors or cancer in the blood.
  • Patients who have received an organ transplant and take immunosuppressive medications.
  • Patients who have received stem cell transplants in the last two years.
  • Patients with primary, moderate or severe immunodeficiency.
  • Patients with advanced or untreated HIV infection.
  • Patients with corticosteroid treatment or other medications that can suppress their immune response.

MIDDLE WARNS THAT THERE IS NO FAVORABLE OUTLOOK TO INCREASE THE MINIMUM WAGE

In Panama there are thirty minimum wages and the law stipulates that they must be reviewed every two years.

The Minister of Labor and Labor Development (Mitradel) of Panama, Doris Zapata, told Efe on Tuesday that now there is no favorable “outlook” for increasing the minimum wage in the country, a matter that is discussed every two years at a table tripartite that should be installed in 2021.

In Panama there are thirty minimum wages and the law stipulates that they must be reviewed every two years.

“Without ignoring the legal and constitutional responsibility that we have, I believe that the effects of the economy at this time (in the midst of the covid-19 pandemic) do not pose a scenario aimed at increasing the basic salary,” said Zapata.

The minister explained that this salary increase “would have to be seen” and recalled that an eventual adjustment is reviewed in a tripartite table “according to economic activities, and these have been impacted” by the covid-19 pandemic, which collapsed in a 17.9% the gross domestic product (GDP) of Panama in 2020.

Last year, unemployment more than doubled and reached 18.5% – the highest rate in 20 years – while informality exceeded 52%, due to the ongoing pandemic, according to official data, although analysts locals currently place unemployment at around 20%.

Some local economists argue that an increase in wages would favor the recovery of domestic consumption and therefore of the Panamanian economy, which will grow between 8% and 12% this 2021, according to forecasts by international organizations.

Zapata declared that she already invited employers and unions to a meeting next October to discuss the viability or not of “formally” setting up the so-called tripartite table to discuss a possible salary adjustment.

Although employers and unions discuss in the tripartite table the salary adjustment with the mediation of the Executive, this has ended up being the one who decides on the matter since the parties do not reach agreements.

This happened in December 2019, when the current government of President Laurentino Cortizo decreed an average increase of 3.3% in the minimum wage, and also in 2017, when the then-governor Juan Carlos Varela approved a 6.5% increase in the large companies and 4.5% in small ones.

DGI GIVES TAX EXONERATION

They offer tax and customs incentives for investments.

The General Directorate of Income, (DGI) of the Ministry of Economy and Finance (MEF), delivered the first resolution of exemption from Property Tax as an incentive for investments in infrastructure, under the special system of Colon Free Port, to the Chamber of Commerce, Agriculture and Industries of Colón (CCAIC).

The incentive consists of the exemption of Property Tax for a period of 30 years and is only achieved through registration as a user within the special system Colón Puerto Libre, which is implemented within the 16 streets of the Old Town of the city of Colón , including the Colón 2000 area, offering tax and customs incentives for investments in infrastructure.

During the delivery of the document, the general director of revenue Publio De Gracia, said that the statement represents not only a role, but the opportunity and the beginning that the city of Colón can have that momentum that it has long awaited.

He urged to continue working to do things not only correctly, but to take advantage of the moment to turn it into the great opportunity to move forward.

“We are not going to leave Colón helpless, since it is one of the three main provinces that make the National Treasury have the income and likewise it must also be reflected in its well-being. Our commitment will be in favor of that”, De Gracia said.

For his part, the vice president of the CCAIC, Michael Chen, said this advance sends a signal to any national or foreign investor to come and invest in the 16 streets of Colón, we have ports, a free zone, an international airport and all the ingredients to move forward.
