The ever-declining interest in working has yet to come to a head.  In May and June of this year, I had the chance to get up to visit family and take care of a few medical issues that have been bugging me.  The flight to Minneapolis was almost completely uneventful if not flat-out boring.  Wearing a mask from 8AM in Tocumen, nonstop all the way north until 8PM when I picked up my rental was annoying, but other than that, it was fine.  What shocked me however was my drive from MN to WI.  As I entered the great state, the “Cheesehead Nation”, “Great White North”, “Packer Backers”, or simply “God’s Country” I saw three main signs starting at the border.

Welcome to Wisconsin

Trump-Pence 2020

Help Wanted (with a $5,000 signing bonus)

Half of my readers will be flabbergasted at the Trump-Pence sign, but I think everyone should be in shock when businesses are so hurting for employees that they’re offering a signing bonus!  I should add that this was for a trucking company and not a highly technical position where college degrees and years of experience were needed.  I’m not belittling the trucker profession by any means.  It’s an honorable profession that requires dedication, sacrifice and discipline… …but just the same, $5,000 just to start working?!

In the months since seeing these signs and commenting with friends, it was commonly thought that the need was caused by the government just giving away money to the unemployed.  Truth be told, in Wisconsin and other states, people are making $600 per week if they’re out of a job.  This $2,400 per month payout for “free” is quite the haul to stay home and could be just the incentive to do so. But the requirements for such doesn’t give this incentive to everyone.  If you own your own business or have a college degree, you don’t apply.

Recently however I’ve personally felt like I’m overworking myself and my drive has dropped from what it was prior to the pandemic.  I still have the same goals and motivation, but getting up in the morning and getting things done, just isn’t as easy as it was just 2 years ago.  I’m anything but lazy, but what the hell is going on with me?  Well, I think it’s the same thing that’s happening to thousands of others.  We all got a good taste of what it’s like to sleep in a bit, work on a more casual schedule and eat when we felt like it, not when we’re told to.  “OK people, it’s 1230PM, you have 30 minutes to inhale your cold meals and get your asses back to work!”  Yeah, not my cup of tea and even though this was the norm, I kinda like the “new norm” of taking my time to sit with family and have a small, yet nice meal together around the table instead of sitting in a hot, dirty room sitting on boxes of some drab warehouse.

I got sick a couple of weeks ago, something that just never happens to me.  I mean, I got SICK SICK for a good 5 days straight and although my symptoms didn’t fit the COVID pattern, I still got tested after Day 2 of just feeling miserable.  There was a part of me that hoped I had it, so I could be quarantined for 2 weeks.  That’s horrible.  I mean, what’s next?  Maybe someday things will go back to the 2019 normal and just for the sake of taking a break from life, someone’s going to come up with the idea of starting another pandemic!?  Maybe Bob the construction worker is just going to get sick of this shit and as he’s biting into his cold sandwich that he prepared the night before, he gets the idea.  “Screw this!”, he thinks to himself, as he looks around for his opportunity for change.  And as his eyes scan the rubble, he sees a raccoon rummaging through the debris.  As the brow over his right eye twitches nervously, he whispers to himself unsteadily, “Maybe if I bite that thing, we can take another 2 years off from this bullshit.”  And that’s how RACC-27, also known as the “Florida Virus”, takes the world by storm.

Truth be told, we all need to get together and define a happy medium between being Indentured Servants and Full Lockdown.  Until we figure that out, I’ll keep plugging away.

TOP NEWS and TIDBITS:

Yoli’s Wisdom

How our brain can make us poorer (and what to do to avoid it)

You’re browsing an online store and you’re tempted to buy a product.

It’s a little more expensive than your bank account allows, but it becomes the most urgent thing in the world at the moment. What if the price goes up and you miss the opportunity? What if you run out?

Following an impulse, you do the math in your head and decide to buy. You don’t even need to enter the card number, which is already saved in the computer browser.

Days later comes the regret. Or worse, the debt.

In recent years, studies in the fields of behavioral economics and neuroeconomics have shown that these situations, in which we make irrational decisions that damage our financial health occur frequently.

But what are our most common financial mistakes, and how can we avoid falling into our brain’s “traps”?

A good way is to understand what these areas of study have discovered and apply their teachings to our daily lives.

Are you rational?

“Traditional economics has long considered the individual as rational, cold and objective, and that he or she will want to maximize his or her well-being, economic benefit and self-interest,” says Professor Renata Taveiros, coordinator of the course on neuroscience and neuroeconomics at Brazil’s Fundação Instituto de Administração (FIA).

Unconscious decision-making, which escapes rationality, was considered an anomaly. As a result, it did not become an object of study.

But in the late 1970s, a group of researchers revolutionized economics by observing precisely these anomalies.

Thus, the field of behavioral economics was born, whose main representative is the psychologist – yes, a psychologist – Daniel Kahneman, winner of the Nobel Prize in 2002.

In the late 1980s, another field of study went even further.

Bringing together the findings of behavioral economics and the techniques of neuroscience, neuroeconomics attempts to unravel what happens in the brains of individuals when they decide to make an unnecessary purchase, for example.

“We now have the ability to open the black box, which is how economists refer to people’s minds. You can actually look and understand what is going on in the brain when the individual is going to make a decision,” says Taveiros.

“When you study neuroeconomics, the idea that we can control behavior, decision-making, everything we do goes away. Because the motivator of decision making is not the rational, cortical, logical, analytical aspect. The decision is much more connected to emotionality,” he adds.

Learn to say ‘no’ to yourself

First of all, it is good to make it clear that affections and emotions are not necessarily bad. On the contrary, they are of utmost importance for our survival.

“Natural selection brought us the combination of affect and reason. And it was not in vain. It maximizes our engagement with the world. When you get rid of emotions, you take away empathy for the other. Our decisions become more selfish and society as a whole collapses,” says neuroscientist Álvaro Machado Dias, professor at the Federal University of São Paulo and partner of the Locomotiva Institute.

But it is a fact that emotions can also lead us to make serious mistakes, which result in feelings of guilt and new debts.

It is in this sense that the teachings of behavioral economics and neuroeconomics can be useful: to make our irrationality predictable and avoid bad decisions.

The first piece of advice seems simple, but in practice it is quite difficult. You must learn to say no to yourself.

“Don’t do anything on impulse without first assessing whether guilt won’t spoil the party. Understand your ‘future self’ better, with your schedules and demands. Saying no to yourself is like saying no to a child: it’s hard, but it can be positive,” warns Alvaro.

According to Renata Taveiros, one of the reasons that make this denial of one’s impulses difficult is the increasing ease of making payments. QR codes, Pix, credit cards that are stored on shopping websites are some examples.

In addition, the neurotransmitter called dopamine, which activates the brain’s so-called “reward system,” can also interfere.

“When dopamine works, it stimulates impulsive behavior. How does it work? You have the expectation of gaining something. It can be money, well-being, pleasure, a good image in front of others, and so on. And this impulsive behavior makes you immediately want that reward,” he explains.

That’s why a golden tip to avoid this type of impulsive decision is to always “give it one more spin” before deciding to make the purchase.

“I usually put a sticker on customers’ credit cards that says ‘take one more walk, wait a little longer, breathe.’ When someone goes to do something else and comes back, the dopamine goes down, because it’s a chemical that has an effect for a certain amount of time. Soon, the feeling of ‘I want it, I want it’ will pass and the person will come to the conclusion that they can use this money on something else. But it has to be later, it’s not possible at that instant,” he explains.

Don’t do the math in your head

But these bad decisions can be avoided even before the purchase.

Renata Taveiros explains that when you have an exact idea of how your financial life is going, it is more difficult to get into debt.

One of these traps is “mental accounting,” that mania of making calculations, most of the time incorrect, about our financial situation.

“We do the math. ‘I earn 100, so I can spend 50 at the grocery store, 20 at the bar, only 10 on lunch, I can also have a monthly payment of 15 …’. You compare 15 with 100, 10 with 100, but it doesn’t add up. Then you panic and see that it’s in the red,” warns the neuroeconomist.

What you should do is write down your expenses with a pencil. Add up all your earnings and your living costs. Only then will you have a real idea of how much money you can spend.

Take care of your ‘future self

One of the most important decisions we must make, thinking about our future, is to save money.

It is clear that the context of many economies that have unemployment, informality and high inflation, makes this an uphill struggle for many people.

But why is it so difficult to do this even when conditions are favorable?

An effect known as “intertemporal discounting” in behavioral economics may explain it.

Neuroeconomic studies show that some areas of the brain that are activated when you think about saving money for your future are the same ones that are activated when you think about giving money to a stranger.

Which may mean that, to our brains, saving money for future self and giving the same amount to someone else are almost the same thing.

It also learns to say ‘yes’ to you

Neuroscientist Álvaro Machado Dias warns that while it’s important to save money, you should also know how to give yourself permissions.

“Don’t assume that it’s always bad to indulge (spending) and don’t fall into the fallacy that we must continually postpone pleasure so that one day we can enjoy it in greater intensities. Today what we see is a sea of people with no will to live. Get out of this sea,” he says.

According to Alvaro, not all the decisions we make in life, whether economic or not, can be made purely rationally, and it is not even desirable for that to happen.

“Sometimes we are dominated by emotional components and, in fact, this can lead to bad outcomes, including regret,” he says.

“But the input of these components that are not formal, logical, is what ultimately makes our decisions better for the group, the species and the culture as a whole,” he adds.

Therefore, the advice is to know how to better distribute your energies and concerns.

“There is no time – nor is there any point – in trying to optimize every decision. Pick your battles. Focus on the choices that matter most; they are the ones that will ultimately define who you are,” says the expert.

MINSA PLANS TO RELAX THE MANDATORY USE OF FACE MASKS FROM DECEMBER ONWARDS

Since the mandatory use of face masks was established in Panama, the measure has not been relaxed.

The Minister of Health, Luis Francisco Sucre, said that Panama’s goal is to make the mandatory use of masks more flexible as of December.

“We are optimistic, but as scientists we know that we can have some resurgence… we must take care of ourselves and get vaccinated. What we hope is that in December, possibly in open places, where there are few people, we will not need to use masks”, he said.

However, Sucre recommended to continue with the use of masks even if the National Government eliminates the obligation, in order to prolong the care of the population.

Previously, the President of the Republic, Laurentino Cortizo, said that if the biosecurity measures continue to be complied with, executing the vaccination strategy, the new year could be celebrated without the need to use masks in open spaces.

After the first months of the COVID-19 pandemic, it was learned that the use of masks continues to be essential as it represents a protection of over 80%.

Passengers at Tocumen International Airport.

In its first year of reactivation of international commercial flights, Tocumen International Airport recorded traffic of 6,852,158 passengers and 71,866 aircraft movements.

The figures represent a positive balance that exceeds 53% recovery of general operations with respect to 2019, the Panamanian area terminal informed in an official report.

It highlighted that on October 12, 2020 Panama reactivated international commercial flights and Tocumen officially resumed operations with 9 passenger airlines with scheduled itineraries to and from more than 43 cities in 29 countries in South America, Central America, the Caribbean, North America and Europe.

During these 12 months of operation, after facing the greatest challenge in the history of commercial aviation due to the crisis generated by the covid-19 pandemic, Tocumen airport has recovered 66 destinations out of 89; 31 countries out of 38 and 17 of the 24 passenger airlines that operated before the pandemic have resumed operations at Panama’s main airport.

“Panama’s hub connects the north to the south by air, from the center of the continent.

Between January and September 2021, 5 million 856,706 travelers have passed through the Panamanian air terminal; while 138,395 metric tons of merchandise and mail have passed through the cargo terminal, according to its interannual report.

Reactivation and boost to tourism

Last Wednesday, the first charter flight of the Ecuadorian airline Aeroregional arrived in Panama, coming from the city of Quito, Ecuador, with 64 passengers whose stay in the country will last at least four nights.

“These flights represent foreign currency injected to the economy and an opportunity to reactivate an important part of the jobs that due to the pandemic were suspended in the sector, as well as the reopening of several hotels,” said Ivan Eskildsen, administrator of the Panama Tourism Authority (ATP).

CURFEW REMAINS IN PLACE IN THE DISTRICT OF COLÓN

The cases of Covid-19 in the district of Colón keep the authorities of the Ministry of Health (Minsa) worried, a total of 475 people have lost their lives in this province due to this disease.

Minsa authorities informed that as of this Monday, October 18, the curfew will be lifted for Chame and Baru, but the district of Colon will remain in place.

The Minister of Health, Luis Francisco Sucre, explained the reasons why Colón continues with the curfew:

“The district of Colón is the only one that remains, we still have a number of cases that worries us a little, unlike the rest of the country we have been going down, however I want to take the opportunity to ask everyone to keep the rules and biosecurity standards, let’s still keep the mask please and go to get vaccinated,” Sucre said.

State of emergency

Regarding the lifting of the state of emergency, Minister Sucre stressed that it is an issue that is still under analysis.

“It is an analysis that has to be made by the Cabinet Council, with all the suggestions and contributions to know if it is necessary to maintain the state of emergency”, Sucre pointed out.

WILL CONDUCT VACCINATION CAMPAIGNS AGAINST INFLUENZA, ROTAVIRUS, PERTUSSIS, AND OTHER DISEASES

Vaccination campaigns will be carried out through the Expanded Program on Immunization.

A total of four vaccination campaigns against influenza, rotavirus, pertussis, tetanus, diphtheria and papilloma will be carried out by the Ministry of Health (Minsa), through the Expanded Program of Immunization (PAI), and with the support of private companies.

The first two campaigns promoting vaccination against papilloma and influenza will begin at the end of October, and nurses will be hired to carry out the inoculation campaigns, informed the PAI Coordinator, Itzel de Hewitt.

“The other campaigns are aimed at getting mothers to take their children to be vaccinated, promoting disease control and thus avoiding rotavirus diarrhea, which in previous years caused infant mortality,” she said.

He added that Minsa will coordinate with the Ministry of Education (Meduca) to access schools that are starting classes, in order to immunize those children who are missing any of the vaccines against tetanus, diphtheria and pertussis (Tdap), papilloma, influenza and rotavirus.

On the other hand, he explained that it has been detected that 50% of cases of children under 5 years of age do not have the influenza or rotavirus dose, and in children 10 years of age, they do not have the Tdap, which is the one that covers pertussis, tetanus and diphtheria.

In addition, the papilloma vaccine has not been administered to girls.

2022 SCHOOL YEAR WOULD START ON MARCH 7, INFORMED THE MINISTER OF EDUCATION

The Minister of Education, Maruja Gorday de Villalobos, indicated that a possible start date for the school year is planned for March 7, after Carnival 2022.

Educators will be on vacation until January 31. It will start with the three weeks of adjustments. Academic recovery was extended to seven weeks instead of three as it was before.

Regarding enrollment, for students who are entering the school for the first time, from pre-kindergarten, kindergarten, pre-kindergarten, kindergarten and first, sixth to seventh grade, in another school or another region, there will be pre-enrollment.

Children who do not have uniforms cannot be turned away from schools or denied access to education. From first to ninth grade, students will receive a complete package of school supplies, school materials and didactic guides. Not only to work at school, but also to study and work at home.

Nearly 14,300 students, as of August 30, have migrated from the private to the official sector and this migration has continued throughout the year.

The final decision regarding the return to on-site classes and the use of uniforms, the Minister assured, could be known next week, after the National Parents’ Board meets with the confederation and the federation of guardians of the country.

Due to the growth of the student population in the township of Alcalde Díaz, the Panamerican Union School will start next 2022 as a general basic education center, announced the Minister of Education, in a meeting held with teachers and parents.

Currently, the sixth grade enrollment exceeds 150 students and, in order to provide greater comfort to the students, Meduca will begin the installation of six school modules and the rehabilitation of the existing structure in order to guarantee a safe return to classes next academic period.

Vaccination

Gorday de Villalobos announced that after verifying the vaccination statistics of the Government Innovation Authority (AIG), those vaccinated against Covid-19 reach 97% of the administrative staff of the institution and 92% of the teachers.

As for students from 12 to 18 years of age, 51% of them have been vaccinated with the second dose, including those in sixth grade, approximately 307 thousand, and many have already received the first inoculation. Between 55% to 65% are from tenth, eleventh and twelfth grades, that is, 16, 17 and 18 years old, who seek to participate in other activities and this has an impact on them being injected.

In rural areas there are more vaccinated students, although this is related to the open schools in San Miguelito, Chiriqui, Cocle, Herrera, Santiago (Veraguas) and Panama Oeste, where more than 70% of the schools are open, which has been the model and corresponds to the possibility of being vaccinated.

Semi-presential classes

Gorday de Villalobos said that, as of today, 2,300 official and private schools are open. When the semipresential classes started on May 31, there were restrictions regarding the capacity of the seats, they were talking about two meters. At this moment, he referred to an accelerated and massive (positive) opening of schools.

“We are presential [in schools], but with alternate modalities, because the capacity is restricted, now, to keep a distance of one meter. As of October 1, 2,360 schools are open, of which 105 are private. The goal is to end the month with almost 80% of the schools open”, she assured.

WHO: MERCK TABLET TREATMENT ‘MAY BE NEW WEAPON AGAINST COVID-19’.

Covid-19 treatment pills known as molnupiravir.

The World Health Organization (WHO) said today that it is studying efficacy data on molnupiravir, an oral treatment in pill form against covid-19 developed by the German pharmaceutical company Merck, although it anticipated that “it could be a new weapon in the fight against the pandemic”.

“It’s an interesting development, although we have yet to see the full data,” WHO spokesman Christian Lindmeier told a press conference after learning that Merck has applied to U.S. regulators for approval for emergency use.

These pills could be the first oral treatment against covid-19 (thus simpler to use than other intravenous treatments) and one of the first intended for mild cases of the disease, those that do not require hospitalization in principle.

Lindmeier emphasized that vaccines and drugs against covid-19 are not the only current weapon against the coronavirus and recalled that the use of masks and physical distancing are also weapons, especially for people who do not yet have access to pharmaceuticals.

Following the application for approval to the U.S. Food and Drug Administration (FDA), Merck said in a statement that it will file similar petitions in other countries in the coming months.

Earlier this month the drugmaker announced that its interim analyses showed that molnupiravir reduced the risk of hospitalization or death among patients by about 50%.

Médecins Sans Frontières (MSF) said the new drug could be a breakthrough especially in developing countries where vaccination is still low, but called on Merck and other firms to ensure that this type of treatment is available at an affordable price worldwide.

MSF estimated that a five-day treatment with molnupiravir at market prices could cost around $700, although if it were developed with alternative generics, which for example are already manufactured in India, it could drop to $20.

PANAMA LEGALIZES MEDICINAL AND THERAPEUTIC USE OF CANNABIS

The regulation establishes that the importation of medical cannabis derivatives “may only be granted for the purpose of supplying the patients of the Cannabis Use Program and the national market”.

Panama legalized the medicinal and therapeutic use of cannabis through a law that regulates the import, export and cultivation of the plant and creates a registry of people authorized to use it for these purposes, becoming the first Central American country with a legal framework of this type.

Panamanian president, Laurentino Cortizo, signed bill 153 that regulates the medicinal and therapeutic use of cannabis and its derivatives, which had been approved by the unicameral Parliament last August 30.

“The sanction of the law that regulates the medicinal and therapeutic use of cannabis and its derivatives, creates a regulatory framework for the use and supervised and controlled access; for therapeutic, medical, veterinary, scientific and research purposes, in the national territory,” the Panamanian president published in his Twitter account.

According to official information released on Thursday, the law regulates the evaluation, monitoring and control of the activities of import, export, cultivation, production, manufacture, laboratory analysis, acquisition under any title, storage, transport, marketing, distribution, final disposal, use of duly authorized seeds for planting the cannabis plant, as well as medicinal cannabis derivatives, for medical, therapeutic, veterinary, scientific and research purposes”.

The National Assembly (AN, Parliament) reported last August that the norm establishes that the Ministry of Health (Minsa) may define the number of licenses for the manufacture of medical cannabis derivatives but that, as a preventive measure, “until five years (after) the law is enacted, only up to seven licenses may be authorized (…) in order to supervise and monitor the development of the internal market”.

“After the five-year period described above has expired, the number of previously approved licenses may not be reduced,” the Parliament said in a statement.

The regulation establishes that the importation of medical cannabis derivatives “may only be granted for the purpose of supplying the patients of the Cannabis Use Program and the national market”, and that it “strictly prohibits the commercialization of products derived from medical cannabis at home or via Internet within the country”.

The deputy and president of the NA, Crispiano Adames, said then “that the greatest beneficiaries will be those people who experience pain on a daily basis”.

Adames highlighted that the law “will ensure the maintenance of accessible costs in terms of products derived from medicinal cannabis”, and that it establishes a technical council that will have two representatives from organizations of patients with chronic degenerative diseases.

In addition, the law authorizes the Minsa to create the National Program for the Study and Medicinal Use of Cannabis and its Derivatives, in order to promote research, educational initiatives and appropriate use, said a press release from the National Assembly.

This is a list of the number of cases per day since the first case was discovered in Panama

END NOTES:

I don’t have a lot of information on this, but I did chat briefly with one of the team members, María de Lourdes Gallimore, affectionately known as “Luly”.

María De Lourdes Gallimore Campos (born 20 February 1989) is a Panamanian model and a pageant titleholder from Ciudad de Panamá, Panamá who was represented the Panamá in the Bellezas Panamá 2014 pageant, on July 13, 2014, and won the title of Miss Panamá Earth 2014.

Gallimore who is 5 ft 10 in (1.78 m) tall, represented her country Panamá in the 2014 Miss Earth beauty pageant, was held on November 29, 2014.

This is a good cause and if you can donate for them to reach they’re goal of a mere $5,600, they’ll be able to represent Panama in the next tournaments in Nicaragua.
