Once upon a time, I was new to Panama.  I had been told a lot of lies about what it was and what I would expect.  When I got orders to come down, I was disappointed because I had hoped to either stay in the USA or go to Germany with my Uncle Richard.  Having been taught a speck of Arabic and 7 months of Spanish, Germany was out of the question.  So, they thought I’d fit right in to Panama’s 3rd world cultures.  They weren’t wrong, but I didn’t see me fitting in here at the time.  At one point, I got the bright idea to change my orders, so I walked into one of the open barracks areas and asked out loud, “Anyone wanna change orders with me for Panama?” And literally EVERY hand went up.  “Psych!”, I called back and walked away thinking, “They obviously know something that I don’t.”

One Sergeant approached me and told me that I would hate it.  “Panama doesn’t even have any roads.  It’s going to really suck for you.”  He was obviously trying to convince me to change orders too, but it just wasn’t going to happen.  My mind was made up; I was going to buy a pickup truck and head to the roadless Panama.

Our flight landed at the Howard Air Force Base on May 10, 1990.  It was practically empty and at one point I wondered why they’d spend so much fuel just for me and less than 10 others.  It was a soft landing and we were quick to taxi to our departure site.  There were no gates and I watched as 4 Airmen pushed the stairway towards the front doorway of the airplane.  The AC was up full speed the entire flight, so the warmth I felt as I walked towards the front of the plane was well-received.  But there was no way that this Wisconsin boy could have expected the gush of hot, humid air the would hit me the moment I stepped outside the airplane.  My glasses fogged, my BDUs seemed heavier, and before I walked down the stairs, I was already sweating.  I’d never walked through a cloud before.

Before I knew it, I was entering a van and whisked away towards, I knew not what.  As I crossed this massive body of water over what I would later learn to be the Bridge of the Americas, I remember thinking to myself.  “I thought that guy said there weren’t any roads.  Maybe I’m still on the base?”  Our chariot curved in and out of the bustling madness that would later ensue and it was a relief to get off of the roads of this previously thought roadless country.  Reception was quick and I was given a temporary bunk at Building 520 on Fort Clayton.  The humidity never went away and the steaming clouds all seemed to constantly surround me into the night.  And what the heck was that crazy noise outside?  A high-pitched buzzing whistle started and stopped as a whole village of other noises kept on in cadence in the background.  I had to get out of my boxed-in wooden cage and see this for myself.  A quick stroll down the sidewalk towards quite a bit of nothingness made my eyes stray towards the abundance of vegetation looming overhead.  I couldn’t see where the noise came from because they didn’t want to be seen.  Oh, but they were definitely there alright.  Suddenly I spotted a line moving across the sidewalk, zigzagging yet flowing in unison; a colony of cutter ants were making their way from somewhere to elsewhere with a hoard of plants.  I found an overwhelming calm rush over me with the sway of the ants, the humid warmth of the evening and the melodic charm of my invisible beasties.  The Army wasn’t wrong, I was going to love it here.

The immunization offered by COVID-19 vaccines decreases over time.

To extend those periods of immunity, additional doses, known as boosters, have been developed. However, and as with the first or second doses, some people may experience side effects after its application. Here we will see which ones usually occur with each vaccine.

WHAT ARE BOOSTER SHOTS?

First of all, it is necessary to differentiate the boosters from the third doses . The vaccines are the same, but the term is different depending on who receives it.

In certain people, vaccines may not produce enough antibodies, making them particularly vulnerable to infection, especially with more contagious variants circulating, such as Delta. In this higher risk group we can find:

  • People who received an organ through a transplant.
  • People who received stem cell transplants in the past two years.
  • Chemotherapy patients for tumors in the blood or for forms of cancer that affect the immune system.
  • People with severe immune deficiency
  • People with advanced or untreated HIV.
  • Patients under treatment with corticosteroids or other medications that impact the functioning of the immune system.

The third doses are intended for these groups, who are already vaccinated, but have compromised immunity. Experts recommend that the application be done 28 days after receiving the second dose (or the only one in the case of J&J).

Instead, the booster works as a kind of reminder for the immune system to continue to recognize SARS-CoV-2 and be able to combat it more effectively.

Specialists note that boosters do not need to be given so close to the second dose, and are intended to:

  • Over 65 years old.
  • Long-term care facility residents. 
  • Person aged 18 to 64 with underlying diseases. 
  • People ages 18 to 64 who are at increased risk of exposure and transmission to COVID-19 due to their profession, such as healthcare workers, supermarket employees, or teachers.

WHAT ARE THE SIDE EFFECTS?

Typically, side effects are believed to come directly from the vaccine, when in fact, experts explain, they are the result of a reaction from the immune system.

Following clinical trials, different vaccine manufacturers in the US submitted the following data to the US Food and Drug Administration (FDA):

MODERN

Despite the fact that the Moderna booster consists of half the dose of the first series (50 micrograms), the side effects were similar in frequency to those of the first applications.

The symptoms that occurred (from most to least common) were:

  • Pain at the injection site.
  • Tiredness. 
  • Headache. 
  • Muscle pain.
  • Joint pain.

These symptoms were more noticeable in people aged 18 to 64 years, than in older adults. No serious adverse events were experienced.

PFIZER-BIONTECH

Unlike Moderna, the Pfizer booster is the same formula and has the same strength as the first few doses. As clinical trials show, the frequency of side effects was similar to that of the first applications.

The side effects that occurred (from most to least common) were:

  • Pain at the injection site.
  • Tiredness.
  • Headache.
  • Muscle pain.
  • Shaking chills.

No serious adverse events were reported, although lymph node swelling in the armpits was highlighted more frequently than in the first applications.

JOHNSON & JOHNSON

Unlike the vaccines mentioned above, the J&J booster is a second dose, since this vaccine originally consists of a single application.

Experts indicate that it can be administered approximately 2 months after the first application. The side effects that occurred (from most to least common) were:

  • Pain at the injection site.
  • Tiredness. 
  • Headache. 
  • Muscle pain. 
  • Sickness.

The frequency of these symptoms was similar to that of the first dose.

WHY SHOULD YOU GET VACCINATED?

If after the first few applications of the vaccines you experienced severe side effects, this does not necessarily mean that they will happen again with the booster.

Experts explain that after getting vaccinated for the first time, the body becomes familiar with the formula, so it can be better prepared for expected symptoms.

The health authorities remind that the side effects are not worrisome, and that mass vaccination is very important to achieve herd immunity, that is, the more people vaccinated, the greater the protection against the virus.

Vaccination protects the vaccinated, protects others, and makes the circulation of the virus weakened, because it stops finding organisms to infect.

Available vaccines against COVID-19 protect up to 95% and more from contracting the coronavirus and developing the disease.

The information available to date, the product of scientific research, shows that if the person is vaccinated and is infected anyway, they will have a lower risk of developing a serious form of the disease.

This is because the vaccine contains substances that work by neutralizing the action of a protein that helps the coronavirus infect the human body.

Also, by getting immunized, the body is left with a supply of T lymphocytes and B lymphocytes that will remember how to fight this virus in the future.

PATRIOTIC CELEBRATIONS OPERATION AND LANE REVERSAL ANNOUNCED

More than 26 thousand officers will participate in the operation “Joint Task Force Bicentennial.

Panama’s security authorities informed this Thursday about the preparations for the national holiday’s operation, which they have called “Fuerza de Tarea Conjunta Bicentenario 2021”.

It was announced that this operation will have more than 26,000 security, emergency and rescue forces, which will be deployed in different areas from November 1 to 30.

KNOW THE NOVEMBER HOLIDAYS AND WHEN WILL BE THE MANDATORY MONDAY OFF

The Ministry of Labor and Labor Development (Mitradel) released the calendar of holidays for the month of November.

In Mitradel’s social networks, they shared what is established by the Labor Code, regarding national holidays and the corresponding surcharges, in case of working on national holidays.

The holidays in the calendar are November 3, 5, 10 and 28.

The date of November 28 corresponds to the celebration of the Bicentennial of Panama’s Independence from Spain, which will fall on Sunday.

Mitradel explains that the mandatory rest is moved to Monday, November 29, applying Article 47 of the Labor Code.

The Ministry of Labor reminded that if the worker works on any of the national holidays, he/she is entitled to a surcharge of 150% over the salary of the ordinary working day.

DECREE ON THE CLOSING OF PUBLIC OFFICES FROM 1:00 P.M. ON NOVEMBER 2. NOVEMBER 2

Decree ordering the closing of public offices as from 1:00 p.m. on November 2 is published in the Gazette.

Through Executive Decree No. 258 of October 26, published in Official Gazette No. 29405-A, the closing of national and municipal public offices was ordered throughout the national territory, starting at 1:00 p.m. on November 2, on the occasion of All Souls’ Day.

The decree stipulates that the National Flag shall be flown at half mast during the whole day in all public and private establishments.

Excepted from the provisions are public offices that, due to the nature of the service they provide, must remain in operation, such as institutions such as hospitals, clinics, polyclinics, health centers and health units, both of the Social Security Fund and the Ministry of Health; postal services, the Meritorious Fire Department, the National Immigration Service, the Metro de Panama S.A. and the National Civil Protection System, the Transit and Land Transportation Authority and the Public Force.

ROMMEL FERNÁNDEZ VACCINATION CENTER TEMPORARILY CLOSED FOR NATIONAL HOLIDAYS

The COVID-19 vaccination center located in the parking lots of the Rommel Fernandez Stadium will remain closed from Tuesday, November 2 to Saturday, November 6, announced the Ministry of Health (Minsa).

The closure of this vaccination center known as “Vacunatón 20-30” will be due to national holidays. On Sunday, November 7, the service will be resumed on a regular basis.

The Vaccinathon 20-30 is part of the strategy to combat COVID-19 and speed up the immunization process, in order to mitigate deaths and serious hospitalizations due to coronavirus.

At this vaccination center, hundreds of Panamanians and foreign residents are vaccinated daily against COVID-19. In addition, doses of the Vacutour program’s anticovid vaccine are administered.

NO DATE FOR LIFTING STATE OF EMERGENCY: SUCRE SAYS IT COULD BE EXTENDED FOR ONE TO TWO MONTHS

The Minister of Health, Luis Francisco Sucre, said this Monday that he does not want to get ahead of himself on the issue of the state of emergency, but possibly it can be extended for one or two more months.

With the COVID-19 pandemic crisis, the government decreed a state of emergency.

Without wanting to specify an exact date, the health minister said that “he does not see many days for the state of emergency”. This, according to Sucre, will have to be decided by the President of the Republic, Laurentino Cortizo and a whole team, based on statistics and scientific information.

He reminded that the pandemic has not been overcome and situations could occur as in other countries, with much more robust health systems that have had setbacks with respect to the pandemic.

Sucre also referred to the requirements that people who require a food handler’s license will have to have, one of them is to be vaccinated and another one that is being considered is that they will have to take a swab test from time to time.

U.S. ESTABLISHES NEW PROTOCOLS FOR AIR TRAVELERS STARTING IN NOVEMBER

The Centers for Disease Control and Prevention (CDC) and the U.S. Department of State announced a new policy for all air passengers traveling to the United States (U.S.), starting November 8, 2021.

As of that date, “foreign nationals traveling by air to the United States must be fully vaccinated and present proof of having been vaccinated before boarding a plane bound for the United States,” the U.S. Department of State said in a statement.

It also noted that exemptions to this policy will be extremely limited to: minors under the age of 18 and certain persons in countries where vaccines are not yet readily available.

“Humanitarian exemptions to this order will be granted on an extremely limited basis,” said the spokesperson, while stressing that “this policy prioritizes public health by protecting U.S. citizens and residents, as well as visitors.”

He emphasized that this policy will allow regular international travel to resume for those who are fully vaccinated.

And also family and friends will be able to see each other again, and tourists will be able to visit our national parks and landmarks.

“The policy will help boost economic recovery in the United States and we are pleased to anticipate that it will go into effect on November 8,” said the U.S. spokesperson.

Protocols related to testing

The updated travel guidelines also include new testing-related protocols, in order to further strengthen protections, unvaccinated travelers – whether U.S. citizens, lawful permanent residents (LPRs) or the small number of unvaccinated foreign nationals who are exempt – will now be required to undergo a test during the day prior to departure.

For those who are vaccinated, the requirement remains to be tested within three days before the flight.

“U.S. citizens and lawful permanent residents (LPRs) who are eligible to travel but are not fully vaccinated will be required to submit proof of a negative covid-19 test one (1) day prior to their flight departure. While U.S. citizens and LPRs who are fully vaccinated must present proof of vaccination and proof of a negative covid-19 test to the airlines three (3) days prior to their flight,” CDC specified on its website.

However, CDC recommends that you do not travel internationally until you are fully vaccinated. International travel presents additional risks, and even fully vaccinated travelers may be at increased risk of contracting and possibly spreading some variants of covid-19.

“Delay travel and stay home to protect yourself and others from covid-19. If you travel, follow all CDC recommendations before, during, and after travel,” CDC advised.

CDC data show that people who are not vaccinated are at a much higher risk than those who are fully vaccinated of becoming ill or dying from covid-19.

In recent weeks in the United States, the number of new infections nationwide is estimated to have plummeted since the delta-variant wave peaked in mid-September.

According to a Los Angeles Time publication, the U.S. is averaging 73,000 new cases per day, less than half the nearly 173,000 recorded on September 13. While the number of Americans hospitalized with covid-19 has dropped by almost half, to about 47,000, since that month.

High-risk countries for Panama

The United States is on the list of 20 countries considered high risk for Panama, taking into account the parameters of the World Health Organization (WHO) and the Center for Disease Control and Prevention (CDC), on covid-19 transmission, as established in Resolution 2294 of August 30, 2021 of the General Directorate of Health, and published in the Official Gazette.

Also on the list, which came into effect in mid-September 2021, are: Alaska, Cuba, Guatemala, Costa Rica and French Guyana; in Europe the United Kingdom, Greece, Georgia, Estonia, Serbia, Macedonia and Montenegro; in Europe/Central Asia, Azerbaijan; in Asia, Israel, Malaysia and Mongolia; in Africa, South Africa and Guinea Bissau; in North Africa/North Asia, Tunisia; and in Oceania, Fiji.

At the time, the Ministry of Health (Minsa) said that the list will be temporary until further review, depending on the evolution of the pandemic and the risk of spread of covid-19. The hotel guilds have asked to reconsider the measure.

MINSA REMINDS THAT THE VACCINE AGAINST YELLOW FEVER IS AVAILABLE

Vaccine against yellow fever.

The Ministry of Health (Minsa) of Panama reminded that it has available doses of the vaccine against yellow fever, to be applied to those people who travel to countries with high risk or that it is a requirement to enter their territories.

To receive the yellow fever vaccine, the following requirements must be met:

  • Older than 1 year and a half.
  • Under 60 years of age.
  • Not to be allergic to egg protein.
  • Apply 10 days prior to travel.
  • The yellow fever vaccine is free of charge, but certification costs US$20 for nationals and naturalized Panamanians and US$100 for foreigners.

In the Metropolitan Health Region the vaccine is administered from Monday to Friday from 8:00 a.m. to 2:00 p.m.

The application of the vaccine dose against yellow fever is important, since it is a virus that has incidence in tropical and subtropical countries, mainly in South America, Central America and Africa, explained the Minsa.

THE NATIONAL FLAG FLIES AGAIN OVER THE ANCON HILL

The National Flag flies again over the Ancon Hill.

The National Flag that traditionally flies over the Ancon Hill returned to its role of beautifying the city panorama, after the restoration works of the lightning rod system and the obstruction light of its flagpole were completed.

The flagpole and the flag are part of the viewpoint and natural lung of the historical hill. The first one was installed in 1979, two years after the entry into force of the Torrijos-Carter Treaties.

The restructuring and maintenance work, which began on September 30 and lasted 27 days, was carried out by personnel of the Administration and Finance Directorate of the Ministry of Economy and Finance (MEF), and consisted of replacing the lightning rod and the obstruction light (aerial navigation light), since they deteriorated due to exposure to the environment at that height and because of frequent tears in the flag hoisted 40 meters high on the highest part of Ancon Hill, as a symbol of our total sovereignty in the Panamanian territory.

The Ancon Hill tourist complex is under the responsibility of the Administrative Unit of Reverted Assets (UABR) of the MEF, by virtue of the transfer of the assets of the former Canal Zone to Panamanian hands.

EUROPEAN REGULATOR APPROVES BOOSTER FOR MODERN VACCINE

The European Medicines Agency (EMA) said Monday that a booster of Moderna’s COVID-19 vaccine “may be considered” for people aged 18 years and older.

In a statement, the EU drug regulator said its analysis showed that a third injection of Moderna, which is usually given in a two-dose schedule at least six months after the second dose, led to an increase in antibody levels in adults whose levels were declining. The booster consists of half the dose normally given to adults.

The EMA said currently available data suggest that the incidence of side effects is similar to what is seen after the second dose of the Moderna vaccine, which is known to cause temporary inflammation of the heart and chest in a small number of people.

Earlier this month, the EMA said boosters of the Pfizer-BioNTech vaccine could also be considered. The agency also recommended a third dose for people with compromised immune systems.

Boosters for vaccines made by Pfizer-BioNTech and Moderna are already licensed in the United States, but there are still restrictions on who qualifies.

Beginning six months after the last vaccine with Pfizer or Moderna, people are urged to receive a booster if they are at least 50 years of age or older, reside in a nursing home, or are at risk of developing severe COVID-19.

COVID-19 BOOSTER DOSES WILL BE APPLIED IN JUAN DÍAZ, PARQUE LEFEVRE, DON BOSCO, RÍO ABAJO AND SAN FRANCISCO.

Persons to be vaccinated with booster doses must have completed six months of the second dose of the second dose of Pfizer or AstraZeneca pharmaceuticals.

The application of the third dose will be extended until Sunday, October 31, from 7:00 am to 5:00 pm.

According to the health entity, the objective of this dose is to reinforce the immune system and avoid an increase in the number of infections with covid-19.

Likewise, starting this Wednesday, the second dose of the vaccine against covid-19 will be applied in circuit 12-3, which includes 47 communities of the Comarca Ngäbe Bugle.

NATIONAL REGISTRY TO BE CREATED TO KNOW THE POPULATION OF DOMESTIC ANIMALS

For a period of three months, the Commission of Population, Environment and Development, through a sub-commission, presided by Congresswoman Petita Ayarza, will analyze Bill 717 “That creates the National Program of Animal Registers and Identification”.

The initiative, proposed by Congresswoman Zulay Rodriguez, aims to create a national animal identification registry, which will be a database system that must contain all the information of domestic animals, both owned and homeless, or in shelters, in order to have a real statistic of the domestic animal population.

On the other hand, Congresswoman Petita Ayarza, together with her commissioners, approved the creation of a sub-commission to continue with the analysis of the regulation that creates the Animal Identification Registry, in order to subsequently submit a report and give it a first debate with all the entities interested in this matter.

Likewise, Congresswoman Ayarza gave courtesy to some residents of the Albrook sector, who requested the intervention of the Population, Environment and Development Committee of the National Assembly, since they are opposed to the construction of a gas station in the area.

During the discussion, parliamentarians Petita Ayarza, Luis Cruz, Everardo Concepción, as well as representatives of the public sector and entities such as the Ministry of Health (MINSA), the National Police, the University of Panama, the Environmental Prosecutor’s Office, and the Ministry of Environment, among others, were present.

81.4% OF COVID-19 DEATHS SINCE JANUARY WHEN OPERATION PANAVAC-19 STARTED WERE NOT VACCINATED

This Tuesday, a new shipment of 98,280 doses of vaccines from the pharmaceutical company Pfizer arrived in the country to continue with Operation PanavaC-19.

At least 81.4% of the people who have died from covid-19 since January of this year, when Operation PanavaC-19 started, were not vaccinated with any dose against covid-19, according to a report by the Epidemiology Department of the Ministry of Health (Minsa).

GOVERNMENT WOULD BE INSURING 1.5 MILLION VACCINES FOR CHILDREN FROM 5 TO 11 YEARS OF AGE

One and a half million vaccines from the pharmaceutical company Pfizer are being assured for their application in children between 5 and 11 years of age, assured the Minister of Health, Luis Francisco Sucre.

This, after a panel of experts from the Food and Drug Administration (FDA), in the United States, recommended to approve the administration of the anticovid vaccine to this group of minors.

Sucre indicated that they already have a negotiation team and have made the request for the contingent of vaccines that will come with a pediatric presentation different from the one that has been sent.

The strategy has been formulated in the Vaccine Operations Center PanavaC-19 and would be based on the visits to the schools.

The process must be formally approved by the FDA and then the application must be submitted to the National Directorate of Pharmacy and Drugs.

MINSA CALLS FOR INVESTIGATION OF PHYSICIANS WHO DISSEMINATE UNSUBSTANTIATED DATA

The Technical Council of Public Health of the Ministry of Health (Minsa) requested -through a note- the Medical Association of Panama to investigate the claims made by physicians in the media and the dissemination of alleged adverse reactions caused by the Covid-19 vaccines, information that has not been scientifically proven.

The letter, signed by the Vice-Minister of Health and President of the Technical Council of Public Health, Ivette Berrío, and the General Secretary of Public Health, Melva Cruz, is based on the fact that article 32 of Law 41 of August 5, 2002, states that it is up to the Panamanian Medical Association to investigate the conduct of these doctors “whenever they contravene” the sanitary provisions issued by the Minsa.

The authorities of the Technical Council of Public Health are awaiting the response of the Panamanian Medical Association to take the appropriate legal measures.

The request comes after Panamanian medical and scientific associations have been denouncing the dissemination of information lacking scientific evidence.

FOOD HANDLERS SHOULD HAVE THEIR COVID-19 VACCINATIONS COMPLETED.

The Ministry of Health, through its head, Luis Francisco Sucre, was in charge of announcing this new measure for food handlers.

Luis Francisco Sucre emphasized that there will be operations for people who do not comply with these measures.

“First, that we are requesting to give health cards, that anyone who wants to handle food, be vaccinated, the other part that is being considered is that they have to take a test or a swab every so often,” Sucre said.

Regarding this measure, TVN Noticias polled some owners of fondas and small establishments that sell food and most of them said they agreed with what Minister Luis Francisco Sucre said.

At present, the use of masks and face shields is a requirement for food handling.

MITRADEL RECORDS 27,900 LABOR TERMINATIONS, MOST OF THEM BY MUTUAL AGREEMENT

Some 284,209 labor contracts were suspended in Panama as a result of the covid-19 pandemic.

Panama’s Minister of Labor and Labor Development, Doris Zapata said that to date there are 27,900 labor terminations in the midst of the covid-19 pandemic.

Zapata explained that these terminations have been for different reasons such as mutual agreement, justified dismissal and completion of works.

He indicated that of this total, the National Labor Directorate has a record of 13% of new contracts.

Regarding the reactivation of labor contracts, Zapata reiterated that currently most of the suspended contracts belong to the tertiary sector.

This sector maintains some 80 thousand suspended contracts. Zapata recalled that by the end of October, the tertiary sector must reactivate the suspended labor contracts, in compliance with Law 201 of February 25, 2021, which establishes temporary measures to preserve employment, normalize labor relations.

She pointed out that most of the activities in the tertiary sector with suspended contracts are related to wholesale and retail trade, tourism and entertainment sector.

He said that at the end of this year the National Institute of Statistics and Census (INEC) should publish a measurement that was carried out between June and July, which will provide an overview of the labor situation in the country.

TWO MORE DAYS OF RAIN AND THUNDERSTORMS TO CONTINUE, SAYS SINAPROC

Weather conditions, warned Sinaproc, could generate flash floods and urban flooding.

The Prevention Warning for rains and thunderstorms will be maintained for the next 48 hours throughout the national territory, assured the National Civil Protection System (Sinaproc).

Weather conditions, warned Sinaproc, could generate sudden river flooding, urban flooding and accumulated rainfall ranging from 10 to 40 MM or liters of water per square meter, in the mountain ranges and mountainous regions.

The Hydrometeorology Management of the Empresa de Transmisión Eléctrica S.A. (ETESA) in a Vigilance Notice indicates that in the following hours Tropical Wave #46, coupled with a low pressure system will be entering the Panamanian territory, generating rains, windy conditions and precipitations.

Among the preventive measures recommended by Sinaproc, are:

  • Do not engage in outdoor activities.
  • At home, secure doors and windows.
  • If it is raining, avoid driving at high speeds.
  • Avoid approaching electrical poles or wires.
  • Watch for any street furniture, cranes or items that may fall.
  • Remember to keep an emergency backpack handy.

TRANSPORTATION CHAMBER TO CALL FOR A NATIONAL STRIKE ON NOVEMBER 8TH

Abel Obando, president of the National Chamber of Transport (Canatra) confirmed that a national strike will be called for next November 8.

The decision was made by the board of directors of Canatra on the night of Wednesday, October 27, as reported by Obando.

Canatra held a virtual meeting with its members throughout the country.

The stoppages and blockades this Wednesday were of several hours and in different points of the country, in protest for the increase in the price of fuels.

Some users agree that the increase in the price of fuel is unsustainable.

ELECTRIC MOBILITY BILL PASSES THIRD DEBATE

Edison Broce, independent congressman (c), promoter of the electric mobility initiative, which was approved in the third debate.

Panama is moving forward with initiatives that encourage the transition from combustion engines to electric or efficient ones. This Wednesday, with 38 votes in favor, one abstention and no votes against, the plenary of the National Assembly approved in third debate, the bill 162, which encourages electric mobility in land transportation in Panama.

The proposal of the independent deputy, Edison Broce, has the objective that the Government institutions, autonomous or semi-autonomous, replace before the year 2030, the vehicle fleets with combustion engines for electric vehicles.

By 2025, the Government vehicle fleet must be 10%, the figure increases to 25 by 2027 and 40% by 2030, to be in coordination with the Paris Agreement to which Panama committed to comply.

Based on the Paris Agreement, Panama is committed to migrate its fleet to energy efficient ones. By 2030, 10-20% of private vehicles will be energy efficient:

– 10-20% of private vehicles will be electric.

– 25-40% of private vehicles sold that year will be electric.

– 15-35% of buses will be electric.

– 25-50% of public fleet vehicles will be electric.

The percentages will be monitored by the year 2030 by the Transit and Land Transportation Authority, which will conduct an annual review of quotas granted to determine that operators comply with the replacement of 33% of internal combustion fleets by electric fleets. Failure to comply with this provision will result in the cancellation of the operating certificate or concession, according to the bill.

Last September, Congressman Broce participated along with other leaders in the sector in a conversation organized by the Panamanian GreenSpace E-Mobility, which promotes charging stations for electric vehicles. “The government fleet must be replaced, as it spends a lot on fuel and maintenance of combustion cars. “We have to grant concessions for the collective and selective sectors, where 33% of the cars must be electric (…) We have to send a message about climate change and stimulate changes in the transportation sector”, said the deputy proponent”, said the deputy.

Hundreds of Panamanians from various sectors of the province of Colon and throughout the country took to the streets to reject the increase in fuel prices and to demand that the Government act in response to the lack of employment, the health situation and the deterioration of public infrastructure, among many other problems facing the country.
