By the topic of today’s introduction, you’ll be able to tell when I wrote this. Today, Kyle Rittenhouse was acquitted completely, entirely of all charges against him. I’m going to shy away from the politics behind this as much as possible, but there’s a very important moral to this story that everyone can benefit from.
This isn’t a case where the prosecution didn’t do their job well enough, nor is this a case where the defense did some sneaky shit to hypnotize the jury. This case should have never gone to court in the first place unless in the complete opposite direction. If anything, Kyle should have sued the state and those who attacked him. And now, he should initiate civil action against anyone who prematurely labeled him a White Supremacist, murderer, vigilante, or anything else but the victim that he was from the very beginning.
The major news outlets started reporting on a 17-year old, white supremacist, racist, vigilante murderer who illegally took an automatic rifle from out of state to Wisconsin, with the intent of killing as many people as he could from the peaceful riots. The truth however, if you followed the case, was completely different.
Kyle grew up, just as most kids did in the Midwest, but looked to learn more about how to help people in need and was trained in first aid and worked as a life guard. He took firearms safety courses.
On the days of the incidents, there are videos of him and in one, he states that “his job is to protect this business and to put out fires wherever necessary. He shows his first aid kit and says that he is armed as well for his own safety.”
Why was he there and not back at home in Illinois? Kyle’s father, grandmother and many of his friends lived in Kenosha which is actually only 20 minutes from where he lived in Illinois with his mother. He wanted to volunteer his time to help that community just as he had helped all his life.
He wasn’t looking for trouble, but trouble went looking for him. He was putting out a fire when he was first assaulted by Joseph Rosenbaum. Rosenbaum knocked him down twice and tried kicking him when Kyle fired one shot at him.
Then Anthony Huber entered the picture. I honestly feel at this point, that Mr Huber only saw that this person (Kyle) shot some other guy (Joseph) and it’s very possible that he felt that he needed to stop this shooter from killing again. But it’s also possible that he just wanted to follow Joseph Rosenbaum’s attempt to attack him for the sake of attacking him. He hit Kyle in the head twice with a skateboard. Medical forensic examinations showed that the injuries Kyle sustained were consistent to the account of how he was attacked. Either way, what was in the mind of young Rittenhouse was to save himself from harm, so he fired another shot which also took the life of Anthony Huber.
My personal opinion is that after Kyle fired that first shot, it would then be easier to fire another shot. Having never in his life had to shoot anyone for any reason, that first shot he made, that first decision to squeeze the trigger to save his life, was no easy decision. The uncertainty, the fear, the fight or flight reaction from the chaos… …then the sound of the blast, the instinctiveness and fleeing of onlookers, the horror of what just happened rushed over the mind and soul of an inexperienced young man who then knew only to run away.
Then, the repeat of another attack, the sharp pain of a blunt instrument has he’s struck to the back of the head; the fear he felt earlier augments, but now he’s less hesitant to follow through to protect himself and that second shot to the torso of another human being is morbidly easier.
Then he’s confronted by Gaige Grosskreutz. Given that Mr Grosskreutz survived the incident, we’ve learned much more from his own statement about what his intentions were. But we also learned that he’s a liar. There’s no doubt that he’s also a victim, but he’s not an innocent victim. Grosskreutz went to this protest with the intent of causing as much damage as possible, starting fires and wreaking havoc. After all is said and done, he wants to play the part of “oh, poor me, the bad man vaporized my bicep”, but fails to reveal to the state (initially) that he was armed and had every intention of killing Kyle Rittenhouse in retaliation for having shot the other two. He sued the state for $10 million as well as the federal government, yet purposefully forgot to state that he was illegally possessing a handgun. Ironically, Kyle Rittenhouse was initially charged with illegal possession of a firearm, but that charge was dropped when the world learned that in Wisconsin, it is LEGAL for a 17-year-old to open carry this type of a weapon.
Kyle had taken a protective stance on the ground from the approaching Gaige Grosskreutz. Gaige approaches with his hands in the air indicating that he meant no harm, yet suddenly pulls out a handgun when Kyle looked away and points it at Kyle. Video recovered and a still image from this video, shows that Gaige’s gun was pointed right at Kyle’s head when Gaige’s bicep is vaporized by the bullet from Kyle’s rifle. Personally, I think that the defense did do an amazing job of presenting the perfect image of what they want to show what happened. There’s no doubt that the illegally used handgun was in Gaige’s hand at the time but knowing what I know about high-caliber rounds, I don’t think it was pointing literally right at Kyle’s head at the very moment that Kyle squeezed the trigger. But Kyle didn’t fire until he saw that Gaige had a gun in his hand and MIRACULOUSLY missed center mass. Gaige has no idea how lucky he was that night. Kyle had already shot two aggressors dead. Kyle’s hesitation was now gone after having fired twice at his two previous aggressors and his alertness was at its peak. His entire body was in a state of alert, knowing that he was still in danger and shooting someone a third time now would have been much easier than the first or second shot he had to take. However, it wouldn’t be any less horrible for him.
Shooting someone in real life, isn’t like shooting someone in the movies. You don’t aim to shoot the gun out of someone’s hand, you don’t shoot them in the leg and you don’t fire a warning shot into the air. When Kyle fired his shot at Gaige, he wasn’t aiming for his firing arm. That was Gaige’s luck.
The death of those two individuals Joseph Rosenbaum and Anthony Huber, is tragic. It’s horrible. The media mislead those two young men to believe that they should go out and riot. The police were told by the government that they should stand back and let the people conduct their destructive riot. There was no law in place, there was no order, and the media is getting away with murder once again, quite literally.
What’s the moral of this story? Quite truly, the media cannot be trusted. Everyone needs to stop wholeheartedly believing anything that comes from the media, especially something that feeds a one-sided narrative. That’s no longer news, that’s propaganda. The other moral is we all need to take the time to see if our daily actions are truly in line with civic values. Are we contributing positively to the betterment of others or are we causing them harm? Why are there so many acting out as mindless followers of someone else’s corrupt agenda?
This verdict by a competent jury, gives us all hope. Although killing someone for any reason is one of the most horrible things we could do to one another, this ruling also shows continuity in our rights to defend our own lives from acts of aggression.

Latin music stars paid tribute Wednesday night in Las Vegas to Panamanian salsa singer Rubén Blades, who was awarded Person of the Year at the 22nd Latin Grammy Awards.
The tribute took place on the eve of the golden gramophone awards on Thursday, when the biggest U.S. celebration of music in Spanish and Portuguese returns to its in-person format after the impasse of the pandemic.
“I’m here more than anything to say thank you, this is not an occasion for me to celebrate anything else. I wouldn’t be here if it hadn’t been for many people who helped me to be here,” Blades said as he arrived on the red carpet Wednesday.
Carlos Vives, Andres Calamaro, Oscar D’Leon and Marc Anthony, among other Hispanic music stars, sang some of Blades’ hits.
“Ruben Blades stands out as a Beatle of salsa,” said Argentine Andres Calamaro on the red carpet. “He is a chronicler-poet of reality,” added the singer-songwriter who confessed to being excited to participate in the tribute by singing “Paula C.” “Concretely the album ‘Siembra’ is the ‘Sargeant Pepper’ [of the Beatles] of salsa. (…) We are talking about big words in music”, commented the interpreter of “Flaca”.
“It couldn’t be better,” said Colombian singer Carlos Vives, commenting on the invitation to participate in the gala by singing “Decisiones”. “[Blades] is an important artist in the history of our music and what he has represented for several generations, including mine,” said the interpreter of “La Bicicleta.”
“INDIFFERENCE”
“Thank you for being here tonight, take care of yourselves, I wish you a lot of health, and above all I hope you never let yourselves be defeated by indifference. The future of the whole world will depend on that,” Blades said after receiving the recognition from Spanish singer-songwriter Joaquín Sabina.
Sabina, 72, said he felt “nervous” before presenting the award to the Panamanian.
“It is such a great artist that I have to present that it is not easy to find words to match his talent. I would give half of my songs for just one of his verses,” said Sabina, known for his lyrics, referring to one of the verses of “Pedro Navaja,” with which Blades closed the party at the Michelob Ultra Arena.
Blades has left his mark on the music industry with a long list of hits that vindicate Latin American idiosyncrasy and reality, such as “Buscando América”, “Plantación adentro”, “Desapariciones” and “Prohibido Olvidar”.
With a career spanning more than five decades, Blades spoke to AFP on the red carpet about his projects for the coming year, including an autobiographical book, a book of poetry, his participation in the TV series “Fear the Walking Dead” and the production of two new albums.
“We hope to have health to continue working,” he said.
The singer will also perform at the Latin Grammy ceremony on Thursday with Roberto Delgado & Orquesta, with whom he will kick off the brief “Salswing!” tour in the United States on Nov. 20. “One of our bandmates died from Covid [percussionist Carlos Pérez Bidó], and the band needed to meet, give each other a hug and play. It’s not a matter of death stopping us.”
“THE POET OF SALSA”.
Born in Panama, Blades, 73, was one of the most emblematic performers of the salsa movement in New York in the 1970s, hand in hand with Fania All Stars.
His first hit as a songwriter was “El Cantante”, recorded in 1978 by the legendary Héctor Lavoe.
Together with trombonist Willie Colón, he produced seven albums in two decades, which produced some of his most popular hits, such as “Pedro Navaja” and “Plástico”.
The “poet of salsa” is trained in law in his native Panama and at Harvard in the United States.
After decades of singing about Latin America and the daily life of Hispanics in the United States, Blades ventured into politics.
In 1994 he ran in Panama’s presidential elections, losing in third place. In 2004 he supported the candidacy of Martín Torrijos, who appointed him Minister of Tourism in his government until 2009.
Winner of eight Latin Grammy Awards and nine Grammy Awards, Blades has two more nominations for this edition, including Album of the Year with “Salswing!
Colombia’s Camilo, Dominican Republic’s Juan Luis Guerra and Spain’s C. Tangana are among the favorites with the highest number of nominations.
The last Latin Grammy Awards were held in Miami in November last year, in a partially virtual ceremony marked by the pandemic where a Person of the Year was not celebrated.
Colombian Juanes was the last artist to receive this honor, in 2019.

WHAT DOES IT MEAN FOR PANAMA TO HAVE MORE THAN 80% OF ITS TARGET POPULATION VACCINATED AGAINST COVID-19?
Panama has applied more than five million doses of the vaccine against covid-19.
Panama has vaccinated more than 80% of its target population against covid-19, but does this mean that the country has achieved herd immunity?
The answer is no. According to epidemiologist Arturo Rebollón, Panama is still far from reaching herd immunity.
The doctor explained that this 80% of the immunized target population represents only all people aged 12 years and older.
“Herd immunity is not calculated like that. It depends on the biology of the virus. Its biology says if you let it run wild it can infect two to eight people. That implies that you have to have 90-95% vaccinated of the entire population, from age 0 to over 100. We are not even close, we are around 70% vaccinated”, said Rebollón to Eco Tv.
In this sense, the doctor added that the remaining 30% represents 1 million Panamanians who have not yet been immunized, which is enough to have a new acceleration of covid-19 cases without any problem.
Rebollón gave the example of some parts of Europe, where vaccination coverage is low and where they are currently facing new waves of contagions.
As for the unvaccinated, the researcher believes that they should not be stigmatized, but that the message should be conveyed to them in a different way.
“We have to teach them that there are tools to protect themselves from the virus, that they are part of our family and we want to prevent them from having complications,” he added.
According to the latest report from the Ministry of Health, 88.5% of the vaccine-eligible population in Panama has been inoculated with the first dose and 78.5% with the complete scheme. The overall number of doses applied is 5,899,295.
A 21% SURPLUS IS REPORTED IN DIRECT TAX COLLECTION
By 2022, the DGI expects to collect 30% more in taxes than in 2021.
According to the director of the General Revenue Directorate (DGI), Publio de Gracia, since May 2021 tax collection has maintained a stable process, he assured that currently there is an economic recovery; they have managed to collect 15% over budget with 4,620 million dollars. In October last year the figures were around 3,960 million dollars, with these figures there is a surplus of 21% in direct taxes and 6% in indirect taxes.
“We are on the road to recovery, most economic activities are starting to move forward,” said the director.

By 2022 the DGI is betting to collect 30% more than what was collected in 2021, but the director was emphatic in mentioning that if the economy is not reactivated there can be no such collection and that is why it must be improved in that aspect.

CONDITIONS IN THE DARIEN JUNGLE PREVENT CONTROL OVER THE NUMBER OF MIGRANTS ENTERING PER DAY
This year’s exodus has been the largest ever.
The Ombudsman, Eduardo Leblanc, acknowledged that it is difficult for the border with Colombia to comply with the daily number of migrants that Panama agreed with the sister nation to receive 500 per day.
The ombudsman did not blame either nation, but attributed it to the very nature of the Colombian-Panamanian border.
“The border is porous. There is no bar, there is no place, for example, like Paso Canoas; we who have visited Capurganá, less than a kilometer from the entrance to the jungle and we can see that they can enter through the paths or the sides and there is little the Colombian army and police can do, because they can enter through other places,” Leblanc described.
The official recalled that, in addition, many migrants are driven by ‘coyotes’ and it is not convenient for them to be held in any place, because they do not charge for this illegal activity.
Since August, more than 20,000 migrants per month have been entering through the Darien Gap, and in October was the highest number ever recorded, with 29,604, which gives an average of close to 1,000 per day.

FUEL PRICES TO DROP AS OF FRIDAY
New fuel prices as of November 19.
Panama’s National Energy Secretariat informed that after several price increases, fuel prices will register decreases as of 6:00 a.m. this Friday, November 19.
In the provinces of Panama and Colon the liter of 95 octane gasoline will cost B/.0.964 (-0.035), and the liter of 91 octane gasoline will cost B/.0.933 (-0.037).
While the liter of diesel will cost B/.0.853 (-0.021).
These prices will be in effect until December 3.

GOVERNMENT COULD EXTEND THE VALE DIGITAL FOR SIX MORE MONTHS
Many people have been laid off after the closures decreed by the Government during the covid-19 pandemic.
The government of Laurentino Cortizo analyzes to extend the Digital Vale for a certain group of people for six more months.
This transfer of the digital voucher will be maintained for people economically affected by the covid-19 pandemic.
There is a commission formed by several ministries that are evaluating the issue.
In this sense, Omar Montilla, Vice-Minister of Domestic Trade, pointed out that a commission formed by the Ministries of Social Development, Labor and Labor Development, Trade and Industries and others are evaluating this possibility.

SCATTERED SHOWERS AND THUNDERSTORMS FORECAST THROUGH SATURDAY
The population is advised to follow the rules of the authorities and rescuers in general regarding the rains.
Panama’s National Civil Protection System (Sinaproc) issued a rain and thunderstorm watch until Saturday, November 20, in view of favorable weather conditions to maintain a pattern of rainy events.
According to meteorological reports from ETESA’s Hydrometeorology, these precipitations with storms are expected to be scattered over the national territory, in the afternoons and early evening.
Although these are typical seasonal rains, they could generate high accumulations of water in a short period of time, generating flash floods and possible flooding.
Maximum rainfall accumulations per day are expected in low and coastal areas, between 10 mm and 40 mm, or liters of water per square meter; while in the mountainous regions and mountain ranges higher amounts are expected.
The authorities clarified that neither the formation of a tropical cyclone nor the incursion of a cold front close to the region is expected.
Sinaproc recommended the population to follow the rules of the authorities and rescuers in general:
– To be pending in the updates of the warnings and meteorological bulletins that the Directorate of Hydrometeorology issues of the weather conditions.
– Avoid any outdoor activity in the presence of electrical activity.
– Take precautionary measures and remind them that under bad weather conditions there may be flooding of rivers or streams, gusts of wind, frequent or occasional electrical activity.
– Do not drive at high speeds.

The Health City should be completed by December 2023.
This Monday, November 15, the countdown to the completion of the Ciudad de la Salud project officially began, after the Caja de Seguro Social (CSS) was authorized to sign an agreement with Consorcio Construcciones Hospitalarias, S. A. and MAPFRE_PA.
The act of reactivation of the works was attended by the director of the Caja de Seguro Social (CSS), Enrique Lau Cortés, the minister advisor of the Ministry of Health, Eyra Ruiz, and other senior government officials.
The project will have a final cost of 999.8 million balboas, according to the last addendum the project started at 554 million balboas, of which, the Social Security Fund has paid 338 million balboas with a budget balance of 215 million balboas, plus an increase in equipment, technologies, furniture and some adaptations of 445 million, detailed the director of the Social Security Fund (CSS), Enrique Lau Cortés.
“We have increased the technological elements and made some modifications so that this project works perfectly for Panamanians,” said Cortés.
Likewise, Lau Cortés highlighted the commitment to retain the maximum medical talent for the service of the Health City in the hope of a better healthcare system.
The Health City has a 25-month construction period and consists of a set of buildings that will have 40 operating rooms, 1,229 beds, 832 high-specialty medical equipment, including robotic surgery and a hotel for patients with 54 rooms.
The Vice Minister of Health, Ivette Berrio, toured the facilities of the Health City, whose works were paralyzed during the administration of President Juan Carlos Varela (2014-2019).
During the ceremony, the chronometer was activated indicating the 760 days, 19 hours, 49 minutes and 38 seconds for the delivery of the Health City, while the director of the CSS invited Panamanians to its inauguration on December 16, 2023.

Minister Eyra Ruiz reiterated the mandatory use of masks.
The Minister of Health, Eyra Ruiz, explained that despite the fact that 88.6% of the population has received the first dose and 78.7% have already completed their anti-covirus vaccination schedule, at least 350,000 people in Panama have not received a single dose of the vaccine against COVID-19.

“We have made the effort to keep the figures low, to reactivate the economy, but we call to request the vaccination card at the entrance, at dances, in restaurants. The increase of cases is due to the decrease of biosecurity measures”, said Minister Ruiz.

INSECURITY REACHES WORRYING LEVELS IN PANAMA, WARN FORMER DRUG PROSECUTOR AND FORMER NATIONAL POLICE CHIEF
Several sectors are demanding the resignation of the Minister of Public Security, Juan Manuel Pino.
A “worrying” situation of insecurity is facing the country with the wave of murders registered in recent weeks, which once again touched a prominent member of the ruling Democratic Revolutionary Party (PRD).
And although the Minister of Public Security, Juan Manuel Pino, and the director of the National Police, John Dornheim, insist on trying to minimize the escalation of violence, the murders reinforce the public’s perception that crime is taking over the streets.
After the assassination of Agustín Lara, deputy director of the Public Registry, during a registration of adherents to the ruling PRD, different sectors are demanding that President Laurentino Cortizo, Minister Pino and Director Dornheim explain why organized crime is hitting politicians, especially pro-government ones.
Former drug prosecutor and former judge of the Criminal Chamber of the Supreme Court of Justice, Jose Abel Almengor, defines the situation as a “dangerous” mix of politics and organized crime.
“The death of Agustín Lara is a worrying fact. An assassination under the parameters of hitmen, in a proselytizing activity, demonstrates the dangerous combination of organized crime in politics,” Almengor stated.
“Criminality has reached the members that rule the Cosa Pública at this time. This calls our attention and I feel that the worried Panamanian people see that the country is taken over by the underworld,” posted on Twitter Alfonso Fraguela.’
The jurist said that Minister Juan Manuel Pino and the director of the National Police should resign from their positions, because the situation “exceeds their professional capacities”.
For the former director of the Police, Ebrahim Asvat, drug trafficking has already entered politics, justice and security, “because we allow ex-convicts to be officials, lawyers and policemen”.
Asvat made a harsh criticism to the Government for its call for peace and peaceful coexistence and asked if this message is for the hired assassins who are doing their thing.
And even the top leaders of the PRD themselves have denounced this situation. The secretary general, Pedro Miguel González, speaks of “infiltration of organized crime in politics”.
While the president of the National Assembly, Crispiano Adames, asks the Government to reveal the “true causes” of Lara’s murder.
Meanwhile, the former Minister of Labor, Alma Cortés, affirmed that the situation shows that the government of Laurentino Cortizo “has no idea of a national security plan” and asks the President to make adjustments in his Cabinet.
For his part, the former ambassador and lawyer, Guillermo Cochez, warned that it is not only the PRD “that is infiltrated by drug trafficking”, in other parties there are also cases and “very serious”, but complained about the lack of will of the National Police and the Ministry of Public Security “to get involved with the big ones who are behind these criminal networks”.
Colombian arrested
The Public Prosecutor’s Office reported that it arrested a 23-year-old man who is allegedly linked to the murder of Agustín Lara.

The Instituto de Acueductos y Alcantarillados Nacionales (Idaan) informed this Tuesday that in the sectors of Chame, Bejuco, Gorgona. Coronado and Punta Barco the supply of drinking water will be suspended, next Tuesday, November 23, from 8:00 a.m. to 6:00 p.m., due to the works in the water treatment plant of Chame.
“The Chame water treatment plant will be out of operation due to corrective works in the 750 KVA transformer of the raw water intake of Chame, maintenance of the 25 KVA transformer bank of the plant, and installation of a concrete pole with lights on the road to the Chame plant by the company Consorcio Electromecánica”, the institution indicated.
Idaan urged the users who will be affected by this suspension of service to take the corresponding measures to avoid shortages.

CSS ANNOUNCES THAT AS OF NOVEMBER 1, 2021, ONLY THE CURRENT MONTH’S CURRENT CARD WILL BE VALID.

The Caja de Seguro Social (CSS), informed that the card corresponding to the month of March 2020 quota will no longer be valid as of November 1, 2021.

PFIZER SIGNS AGREEMENT TO PRODUCE GENERIC COVID-19 PILLS

According to Unitaid spokesman Hervé Verhoosel at a press conference, the agreement “will facilitate the production and distribution of the antiviral (…) through licenses to qualified generic manufacturers, in order to give greater access to the global population”.
The agreement could lead to the production of generics of the experimental drug PF-07321332, which in combination with low-dose ritonavir reduces the risk of death from covid-19 in patients with comorbidities by almost 90%, according to Pfizer.
The new treatment is awaiting approval by the regulatory authorities in different countries, although experts say that the initial results are promising.
The agreement with Unitaid, pending approval by regulatory authorities, “would bring the new drug, in combination with ritonavir, to 95 countries, representing 53% of the world’s population,” said Verhoosel.
Generic production would be carried out without Pfizer receiving patent royalty income as long as covid-19 continues to be declared an international emergency by the World Health Organization (WHO).
The agreement is “an important step in ensuring that the latest tools in the fight against covid-19 are available in low- and middle-income countries at the same time as in more developed economies,” the Unitaid spokesperson stressed.
The new antiviral drug, designed especially for at-risk groups, can be started if there is evidence of exposure to the virus or with the first symptoms.
Following Unitaid’s announcement, Médecins Sans Frontières (MSF) requested in a press release that Pfizer clarify the prices of the treatment, since it had previously stated that they could be similar to the one recently developed by Merck (around 700 dollars in high-income countries).

TWO-DOSE VACCINATION PREVENTS HOSPITALIZATION IN 90% OF CASES, SAYS ASTRAZENECA

According to studies by AstraZeneca, about 90% of the people vaccinated with the two doses will not have to be hospitalized or will not die from COVID-19, according to Bárbara Furtado, medical manager of Vaccines in Brazil. She emphasized this in the context of the current reality that the European continent is experiencing due to new waves of the virus.
“We have to be clear that the outbreaks are not passed only with vaccinated people, the vast majority of the cases that occur now in Europe are of unvaccinated people,” said Furtado.
In addition, he said that most of the people vaccinated with two doses present mild repercussions because they have increased protection. He also pointed out that the protection applies even for the variants of the virus; since, respiratory viruses usually vary, but the efficacy of the vaccination does not. However, he said that they should be vaccinated with the two doses to avoid that in the future it will be difficult to control.
For her part, AstraZeneca’s medical director for Latin America, Larissa Ramirez, pointed out that even though people have their respective doses of the vaccines, they should maintain biosecurity measures such as social distancing and the use of masks. In addition, he said it is necessary that they apply the third dose or the booster dose if they require it.
“When we see patients or people vaccinated with the first dose and with the second dose there is a significant decrease in the transmission of the virus,” Ramirez said.
In this context, he said that the recommendations for the application of the vaccines will depend on each government, but he assured that people who have received two doses with AstraZeneca can receive without any problem an extra one from this pharmaceutical house, either the third or the booster due to the fact that it increases the antibodies.
On the other hand, he said that there is medical evidence that shows that even people vaccinated with other vaccines have used AstraZeneca and a significant increase in the immune response has been reflected, he assured that the efficacy remains above 90% for the prevention of severe disease, hospitalization in intensive care and mortality.

PRESIDENT LAURENTINO CORTIZO APPROVES LAW EXTENDING PREFERENTIAL INTEREST RATES FOR NEW HOUSING UNITS
The President of the Republic, Laurentino Cortizo, sanctioned the law this Wednesday, November 17.
The President of the Republic, Laurentino Cortizo Cohen, sanctioned this Wednesday the law that modifies Law 3 of 1985, which establishes the preferential interest regime in mortgage loans for new social interest housing.
With the new law, mortgage loans granted until August 1, 2024 will be eligible for the benefits of tax incentives, thus stimulating the construction of housing, generating direct and indirect jobs and at the same time promoting economic reactivation.
The law grants facilities to Panamanians to obtain new residences.
The Panamanian President signed the document in the Yellow Room of the Presidency of the Republic. The law also bears the signature of the Minister of Economy and Finance, Héctor Alexander.
The legal norm establishes that new homes with construction permits issued in the period from July 1, 2016 to July 1, 2022 are exempted from the real estate transfer tax. The same benefit applies to new dwellings with occupancy permits issued before July 1, 2023.
Homes with occupancy permits through December 31, 2022 will have a preferential tranche of up to 4% for ten years on loans for homes valued at $45,000 up to $120,000.
4% will apply for homes $45,000 to $80,000 with occupancy permits through January 1, 2023; and 3% for homes between $80,000 to $120,000, also with occupancy permits through January 1, 2023.
Vertical multifamily dwellings with occupancy permits from January 1, 2018 until this law is enacted will have the 2% preferential tranche if their value ranges from $120,000 to $150,000.
Finally, the 1.5% preferential tranche on mortgage loans granted until December 31, 2022 will be the one applied on vertical multifamily dwellings with registered value from $150,000 to $180,000.
This bill 88 was approved in third debate in the National Assembly and sent to the Executive Branch, which today sanctions it, so that once published in the Official Gazette, it becomes a Law of the Republic.
NATIONAL POLICE WARNS OF POSSIBLE MARKING IN BANK TRANSACTIONS
Elmer Caballero, deputy commissioner of the National Police, assures that at the end of the year there is more money movement in the street.

The deputy commissioner affirmed that this is not a new modality but even so people continue to be victims of crime; he emphasized that it is not a matter of being on the street like a schizophrenic, but certain considerations must be taken into account.
It is worth mentioning that tagging is a modality in which criminals follow people, study their movements in advance, and then wait for the moment in which money is withdrawn from a bank in order to attack.
