There’s a fine line between being a decent person and giving in to temptation. This week I had the unpleasant opportunity to investigate an internal theft case and involved security personnel that I manage. The location took account that there were 2 boxes of merchandise missing worth roughly $4,000. A review of the cameras quickly showed how this person was present when merchandise was received. Then he waited until the other employees weren’t looking and he tossed two boxes full of merchandise back outside. The image didn’t immediately show who assisted him on the other side of that door, but for this topic, it’s actually irrelevant. The fact is, he illegally removed merchandise from the business.
Committing a crime, requires two primary elements; opportunity and need. In Panama, there is a lot of need. Sure, there are so many good people and most everyone here goes through life with the intent of being a good person, but when an opportunity arises and the need is too great, ethics and morals are thrown to the side. In the lands of abundancy, such as is the USA, Canada, Sweden, England, and so-on, the blame goes to the culprit and I won’t dispute that. But in a place like Panama where needs abound, it’s about time the “victim” of theft should start looking inward. These victims have to stop creating opportunity. In our case this week, the person who had the keys to the business, instead of opening and closing the security doors himself, would instead give the keys to her employee for them to open and close the doors all willy-nilly. He created an opportunity for loss when it was completely unnecessary. The thief, who was once a mild-mannered security person, with 20 years of an untarnished reputation, has now lost his job and could face criminal charges if it weren’t for the fact that we were able to recover 85% of the merchandise. I know that a majority of my compatriots are going to say, “Bullocks! A thief is a thief.”. And many more would say, “My maid or gardener has had every opportunity to steal from me and I’ve never lost a cent!”. Yep, but that’s because a substantial need hasn’t hit them yet. For the sake of that great relationship you have with your employees, I leave this last message. Regardless of who they are, do what YOU can do to eliminate any and all opportunities for theft or it will be your fault if they fold when a need arises and they take advantage of that exposed opportunity.

CONCERN IS RISING ABOUT THE HIGH COST OF LIVING
Four out of ten Panamanians think that the cost of living is the biggest problem families face, followed by unemployment.
In a month in which fuel prices reached levels never seen before, for Panamanian families, the main concern continued to be the high cost of living.
According to the latest Gallup Panama survey for Grupo Epasa, 40% of those interviewed think so.
Compared to the month of March, the increase was 5 percentage points.
In January, the high cost of living was the main concern for 25% of those consulted, while in December for 28%.
The perception is even higher than that of unemployment which, in times of pandemic, continues to overwhelm a significant number of people and which could well be the main concern at the moment.
What is a tangible fact being that inflation has risen to 3.2% as of March, so the opinion of the universe consulted in this latest study is a reality that is suffering?
For 71% of those interviewed, the cost of living has risen a lot, while for 14% it has risen somewhat.’ 1,200 interviews were conducted between April 16 and 23 for the latest Gallup Panama survey.
Only 15% think that it has risen a little or remains the same.
Analyzing the consumer price index between March 2021 and March of this year, according to figures from the National Institute of Statistics and Census (INEC) of the Comptroller General, the increases have occurred in the costs of medicines (5.1 %) and personal care products (0.8%), in Panama and San Miguelito.
In transportation, the increase has been 11.8%, with an increase of 36.3% in fuel and lubricants for personal transportation equipment, and 38.1% in fuel for automobiles.

“Taking into consideration that more than 400 thousand Panamanians receive the Digital Voucher, this pattern in turn is causing job uncertainty, as shown by the Panamanian Consumer Confidence Index (ICCP) of March 2022, published by the Chamber of Commerce, which indicates that 83% of Panamanians feel that they will not have a job in the next 6 months,” said the analyst.
In Quevedo’s opinion, this uncertainty about personal income prospects causes inhibition of consumption, which in 2020 fell by $600 million per month, to which is now added the increase in the cost of living.

PAHO: PANAMA IS AMONG THE CENTRAL AMERICAN COUNTRIES WITH LOW LETHALITY DUE TO COVID-19
The PAHO highlighted that in recent weeks the application of swabs in the country has increased by 39.3%.
With a fatality rate of 1.1%, Panama is among the countries with a low incidence of deaths from Covid-19 in Central America, highlighted the Pan American Health Organization (PAHO) in its biweekly report.
“Panama stands out among the countries with low lethality (1.1%), below the average for the region, which is 1.8%. It is the second Central American country with the lowest lethality after Costa Rica (1.0%) “, is reflected in part of the report.

TEN POSTS WITH PANIC BUTTONS ARE INSTALLED AT BUSY POINTS IN LA CHORRERA
The installed structures are light blue and about three-meter high.

DGCP: NEW VERSION 3.0 OF PANAMACOMPRA WILL BE MORE TRANSPARENT

Overcrowding in educational centers, the lack of supplies and manual workers on campuses contribute to the increase in cases of covid-19, warns the Federation of United Panama Education Workers (Fetep).
In the first eight weeks of the start of the school year, there are more than 400 confirmed cases of coronavirus in the different regions, highlighted the national director of Environmental Education of the Ministry of Education (Meduca), Carmen Aparicio.
Aparicio highlighted schools in the province of Herrera and in the district of San Miguelito where more than 20 cases were reported.
Fetep warns that there are dozens of cases that are reported per day in educational establishments in all regions.
In this regard, the educational authorities assure that the protocols with disinfection, isolation and swabs are being applied to rule out new cases on the campuses.
They urge school committees to be aware that biosecurity measures are complied with in their educational centers.
With the beginning of the school year, the Ministry of Health published in the Official Gazette Resolution No. 119 of March 2, 2022, which established the new Biosafety Sanitary Guide for the prevention and control of covid-19, for implementation in Centers Official and Private Educational Institutions, Higher Technical Institutes and Official and Private Universities.

THE GORGAS MEMORIAL INSTITUTE CONFIRMS CASE OF ACUTE CHILDHOOD HEPATITIS IN PANAMA

The Gorgas Memorial Institute confirmed the first case of acute childhood hepatitis in a two-year-old resident of East Panama.
Lourdes Moreno, national head of Epidemiology of the Ministry of Health (Minsa), explained that she received confirmation from Gorgas and that the minor is out of danger, after being hospitalized at the Children’s Hospital.
Moreno explained that it is hepatitis F40-41, which corresponds precisely to the alert issued by the WHO/PAHO and that the Gorgas Institute carried out all the research required to determine that it is this type of acute hepatitis.
“In this case, epidemiological surveillance has been intensified and the surveillance alert has already been sent to all health facilities, both from the Social Security Fund, as well as from the Minsa and private hospital centers,” Moreno said.
Earlier, the national director of Health, Melva Cruz explained that the minor presented symptoms such as liver swelling, diarrhea, fever, for which all the pertinent evaluations were made and the results are awaited.
In a statement, the Ministry of Health (Minsa) indicated that, through effective epidemiological surveillance, it was possible to determine that days ago the Children’s Hospital treated a child under two years of age, with no travel history, with symptoms such as a 38-degree fever., skin rashes and yellow coloration, for which a series of tests were carried out that seek to detect or rule out if it is a case of hepatitis of this nature.

ENA WILL TENDER PROJECTS FOR B/.300,000,000.00 DURING THE NEXT TWO YEARS

A TOTAL OF 4,866 COMPANIES HAVE MIGRATED TO ELECTRONIC BILLING IN PANAMA.

A total of 4,866 users between companies and individuals in the country have joined the Electronic Invoicing System of Panama (SFEP), since its inception as a pilot plan in 2018.
Puneet Anilbhai, advisor to the superior office of the General Directorate of Revenue (DGI), explained to TVN-2.com that of the total number of affiliated companies, 4,527 have requested to migrate to the new legally valid digital tax model, which supports commercial operations between sellers and buyer, electronically signed.
Such taxpayers use the free biller upon meeting the requirements for it. Anilbhai recalled that they are those that do not invoice more than $1 million per year and that do not generate more than 200 invoices per month.
He added that natural or legal persons, who opt for the free biller, will have a maximum implementation period of 15 calendar days, counted from the presentation of the Affidavit of Adoption, to start billing with this method.
In addition, Resolution No. 201-0251 of January 12, 2022, “That updates the duties of the users of the Electronic Billing System of Panama and the deadlines for non-active users within the pilot plan”, entered into force on February 1, 2022, for which, it maintains at the disposal of taxpayers, on the e-Tax 2.0 platform, the form of “Affidavit of Adoption to the SFEP”, where the application is approved in an expeditious manner, minimizing the waiting time for use. of the electronic invoice.
The expert highlighted that 25 users of the group of taxpayers have been in a pilot plan since 2018. Given this, according to Law 256, they must issue their electronic invoices through the SFEP, in the modality that they qualify, from the first business day of the year 2023.
Deadlines
On the other hand, natural or legal persons who present the Affidavit of Adoption for the Qualified Authorized Provider (PAC) modality, will have the following terms for the implementation of the system:
1. Natural persons, (up to 60 calendar days);
2. Legal person, with income less than or equal to $1,000,000.00 (up to 60 calendar days);
3. From $1,000,000.00 to $2,500,000.00 (up to 90 calendar days) and from $2,500,000.00 or more (up to 120 calendar days).
All these terms start from the presentation of the SFEP Adoption Affidavit.
According to Rafael Montero CEO of GuruSoft, the evolution of electronic invoicing in Panama has allowed entrepreneurs to reduce their operating costs by up to 50%.
Montero recalled that one of the main benefits of using the fiscal printer is that there is no need to pay for the transmitting device.
To adopt this modality, you can apply on the DGI website, where the requirements also appear.
Once migrated to this system, the invoice can be sent to customers by email. If they wish, it can be printed on any non-fiscal printer.
The pandemic has caused many companies in Panama to adapt, reviewing their processes and reducing costs.
Currently, new companies have been certified as Qualified Authorization Provider (PAC), in compliance with the standard that regulates this figure for electronic invoicing.
The PACs have permission from the DGI to provide the Electronic Invoicing service to taxpayers, in addition, they have the commitment to keep absolute confidentiality of the information provided by the taxpayer and by the revenue administration. For the operation, they must have a platform that supports all transactions and guarantees the agility of the process.
What is a PAC?
A Qualified Authorization Provider is a specialized company authorized by the DGI, which can provide the Electronic Invoice service and, in turn, certify the documents issued by the company, as requested by the tax entity.
A superior system such as Electronic Invoicing is immensely more beneficial than the traditional one, which contemplates exorbitant expenses such as printers, places to store documents, stationery, ink and other unnecessary supplies. To see it more clearly, it is well worth contrasting it:
• Protection of information: while in traditional invoicing the information is constantly at risk of loss or misplacement, Electronic Invoicing uses the highest Information Security standards to provide highly reliable support.
• Issuance process: the traditional method involves all the delays involved in manual work, while the electronic one is an automated process with minimal time.
• Storage: traditional invoicing carries the responsibility of having a physical space to store the necessary folders, filing cabinets and other forms of collection; electronic invoicing solves this by storing all information and invoices in the cloud, accessible from the palm of your hand.
• Costs: expensive inks, special printers, expensive maintenance and other derived expenses are a constant in the traditional issuance of invoices, while electronics is specialized software with a very low cost and that does not require any type of input or maintenance.
• Availability and access to invoices issued: electronic invoicing has a backup in the cloud, with immediate and unlimited access, from any time and place, to the file of invoices issued. Traditional invoicing requires moving to the accounting repository, demanding time and effort to search for files.
• Stationery: traditional invoicing implies expenses for replacement of stationery, ecological damage and accumulation of files; electronics eliminates all these cumbersome items.
Alternatives for taxpayers
The tax administration advances with the implementation of this system and its two alternatives: the free biller of the electronic invoice system (SFEP), for entrepreneurs or companies that have income of up to 1 million balboas per year and a billing volume of 200 invoices monthly.
Companies that manage integrations at the level of their accounting systems may choose to use the PACs, strategic allies for the taxpayer and the DGI, to facilitate the use of this innovative tool.
The legal support is typified in Executive Decree 766 of December 29, 2020, which contemplates the figure of the PAC, who guarantee the continuity of the service to those obliged to document their transfer operations, sales of goods and provision of services through the issuance electronics.
Resolution 201-0295 of January 20, 2021, issued by the DGI, dictates the regulation of the PACs, for electronic invoicing.

Panama Pineapples are the best in the world. Try to change my mind, but I’ve been everywhere and tried them everywhere and they’re hard to beat.
Given my love for pineapples, one year I actually purchased 5 dozen pineapples from a farm in Chorrera and had to come up with some pretty amazing recipes pretty quick before they went bad. They were $4.50 per dozen for export quality pineapples. We even had a pineapple party.
Here’s a neat desert recipe for Pineapple Rum Flambé that we found way back then and still use today:
Ingredients
- 1/4 cup Brown sugar
- 6 slices fresh pineapple, from one small fresh pineapple
- 1/4 cup butter
- 1/4 cup rum, warmed
Steps to Make It
- Place brown sugar in a shallow soup bowl. Press each pineapple ring into the brown sugar, coating both sides.
- Heat butter in a large, heavy skillet on medium-low heat. When hot, place pineapple slices in the skillet in a single layer. Cook for 3 to 4 minutes until nicely browned. Flip the slices and brown the other side.
- Move skillet far from the heat source, carefully pour in warmed rum, and ignite with a long match or barbecue lighter to flambé. Return to heat and let the alcohol burn off. Remove from heat and let rest for 5 minutes. (Depending on the size of the pineapple, you may need to do this in two skillets.)
- Pineapple slices may be served simply, with the pan sauce, or as a topping for pound cake or over ice cream.
We usually cut up the pineapple into bite-sized chunks; you can do it however you like.
