Of the many services we offer, we conduct polygraph (lie detector) tests for pre-employment and investigation-related cases. Earlier today we received a call from a concerned parent asking if we could do a polygraph of their pre-teen child who has been lying to them quite a bit. The answer is “no”. We don’t do that. First, a little understanding of what a polygraph DOESN’T do:
Polygraphs do NOT detect lies.
What’s a lie? A lie is an attempt to deceive, caused primarily by one type of fear or another. Usually a person lies because they don’t want to get into trouble. They did something they consciously accept was wrong, but aren’t capable of facing the consequences, regardless of how minimal the punishment or consequences may be. The essence of a lie is intangible. It’s isn’t a thing and it doesn’t have substance.
So, why do people think that a polygraph detects lies? It’s not the lie we’re trying to detect, but instead we’re trying to detect that which the basis of the lie does to the person. The process of a lie starts with a question. You can’t answer with a lie, if you haven’t been asked a question. When a question is asked, we interpret the question individually, analyze the question and prepare a response (if we decide to respond). The process is psychological in nature, but if the question “affects” us somehow, it can also elicit a physiological response. How could a question affect us? Think of these scenarios:
- Wife asks husband: “John, did you forget to pickup milk at the store?”
- Child asks father: “Dad, can you buy me the newest video game that just came out for $150?”
- Mom asks children: “Who broke the living room lamp?”
Think of how these questions made you feel. If you’re not John, Dad or one of the kids who broke the lamp, then you shouldn’t feel anything. Ah, but if you WERE one of those kids, how did that question make you feel? That feeling is the physiological response to a psychological stimulus. And what exactly happens to the body? What is it that you’re feeling? Over the years, many curious individuals took their time to figure that out.
In 1878, Italian physiologist, Angelo Mosso, figured it out that a person’s blood pressure changed when attempting to be deceitful. He used a plethysmograph to register these changes.
In 1892, Sir James Mackenzie, MD, created an instrument that could be used during medical examinations and record undulated traces of vascular pulse.
In 1895, Cesare Lombroso modified a hydrosphygmograph to measure physiological changes in blood pressure during questioning by the police, to monitor changes.
William Moulton Marston created a systolic blood pressure test in 1915, to detect deception.
John A Larson, in 1921, created an instrument that would simultaneously record a person’s heart rate, blood pressure and respiratory variations of a person during the course of an interrogation. He called it a “Poly graph” which simply means “many writings” in greek due to the several methods of detection used in one instrument.
Each one could see that a person’s physiology is altered during the course of questioning, and that these changes were augmented when attempting to be deceitful. Today’s polygraph instrument, detects the same as Mr Larson’s instrument, but also adds what we call Galvonic Skin Response or GSR also known as Electrodermal Activity or EDA. This detects possible changes in the sweat glands at the moment a question is asked. Basically, when a person consciously deceives someone else, they do it out of fear. They do it out of fear and just like when we’re afraid of anything, our heart rate goes up, blood pressure goes up, breathing changes and our EDA spikes. This happens because of an uncontrollable and immediate “Fight or Flight” response to the question. And for what it’s worth, if it weren’t immediate or uncontrollable, the instrument wouldn’t work.
So, in summary, the polygraph does NOT detect lies, but instead it detects physiological changes in a person during the course of a session of questions that they’re asked. The hopefully certified polygraph examiner, then reads his recorded charts to determine whether or not the person had any significant reactions at the moment the person was asked a certain question. Depending on when this person reacted, they give their interpretation as to whether or not the subject was deceptive or not.
The biggest problem with the polygraph isn’t the instrument, it’s the polygraph examiners. You can’t “beat the machine” as some people would believe. But, you CAN beat the examiner – that’s always the weakest link in the process. The reason you could beat the examiner or worse, you could reach false positives because of an untrained or unethical examiner who either doesn’t formulate the questions properly, doesn’t prepare the examinee properly or reads the graphs wrong.
Because the instrument reads physiological reactions on a graph, if the examiner doesn’t prepare the subject for the test, the subject could actually have reactions to outside distractions such as unrelated thoughts or doubts about the examination. A room that is too cold, could have the subject shivering. A sudden and unexpected noise, could get the subject’s heart racing. One time, the power went out in the middle of a polygraph examination I was giving to someone who had confessed to a murder. Because of how she did reacted when the power went out, I continued to administer the test mainly out of curiosity. That particular chart wasn’t used, but it showed clearly how something other than the questions could elicit a response.
So imagine a 10-year old kid who lied about kicking his dog. Before even considering connecting him to a polygraph instrument, I have so many other questions. Why can’t the parents control him? Why would this kid do what he did (if he did it)? There’s always a backstory. This type of case should be handled first by a child psychologist and never a polygraph examination. In fact, the polygraph should only be used when the subject is in their full mental capacity; a child’s capacity to reason is not completely formed in their pre-teen years. Hell, some adults haven’t completely formed their capacity to reason either. That being said, no one with a personality disorder should be submitted to a polygraph test. This includes most forms of psychopathy or sociopathy.
I’m very open about how the polygraph actually works and love to talk about it. When handled and used properly, it does the job that it’s supposed to.

TANTALOS
It’s important to know that I’m a little biased about Tantalos. I’ve gone here often in the past, so it was a delight to return here with a friend to enjoy a few tapas and some beers. Located strategically in Casco Viejo, Tantalos is a great restaurant with a fantastic menu and fun adult beverages.
We started by ordering a regular Mojito and their version of the Moscow Mule which also incorporated cucumber to the already refreshing beverage.
Our first appetizer was a few simple empanadas which were anything but simple. They were stuffed with an infusion of artichokes, sundried tomatoes, cheese and chipotle and had the lightest crust. Being these were tapas, we both wished there were more.
We then ordered their Parrillada and some spicy Coconut Shrimp. The Parrillada included beef, chicken, two types of chorizo, corn, onions and a really nice panamanian chimichurri.
Without a doubt I couldn’t stop thinking about those damn empanadas. Those were gooooood.
Final call? Great staff, delicious food, price is ok and makes me wanna go back and party with my queen. This trip also sent me to Amazon.com to buy some proper copper mugs to try their Moscow Mule recipe at the next BBQ.
EL TRAPICHE
One of Panama’s longest-standing Panama-cuisine restaurants in the city, El Trapiche is known for giving tourists a “baño de pueblo” as they call it or “bath in the village” – basically, you’re temporarily submerged into our local culture the moment you enter any of their primary locations.
I prefer going to the one on Via Argentina, just two blocks from Via España, but will occasionally go to the one outside Albrook Mall.
I am a regular and will usually order the “Tipico Trapiche” for breakfast, which is a plate of heavenly deliciousness including two eggs, black beans, white cheese, corn tortilla and your choice of ham or bacon. Their bacon isn’t all that bad.
Am I biased? Yes, a little. But am I a shareholder, no sir, no I’m not. No money is being passed my way as I instruct you, the reader to visit their restaurant and just trust me. You’ll love it, every time.
Final call? Good staff, true and tasty local cuisine, super great prices, centrally located.

NEW GAS PRICES ANNOUNCED AS OF FRIDAY
A gasoline dispenser.
The National Secretary of Energy announced the new prices of fuel derivatives that will come into force as of this Friday, May 20 at 5:59 a.m. 95 octane gasoline will rise 0.15 cents, remaining at 1.42 a liter and close to B/. 5.30 a gallon.
While, the 91 octanes will rise B /. 0.13 remaining at 1.33 per liter and approximately B/. 5.02 a gallon.
While diesel will have a reduction of B/. 0.06 per liter, remaining at B/. 1.30 a liter and about B/. 4.91 a gallon.
The new prices will be in effect until 5:59 a.m. next June 3.

YELLOW ALERT DECLARED DUE TO INCREASED RAINS IN BOCAS, CHIRIQUÍ, VERAGUAS AND NGÄBE BUGLÉ
Yellow alert raised due to increased rainfall in Bocas del Toro, Chiriquí, Veraguas and the Nägble Buglé region.
As of 8:00 p.m., this Wednesday, May 18, the National Civil Protection System (Sinaproc), raised a yellow alert for the provinces of: Bocas del Toro, Comarca Ngäbe Buglé, Veraguas and Chiriquí, due to the increase of rains, the high probability of floods and landslides.
According to the entity, bad weather arises due to the presence of Tropical Wave #1 over the country (with a speed of 32Km/h), and it continues to interact with low pressure systems associated with rains and storms.
Atmospheric in our region, it will produce rainy events with significant storms, with high rainfall accumulations, during the next 72 hours in a large part of the Panamanian territory.
According to the Forecast and Surveillance management of the Electric Transmission Company S.A. (ETESA). accumulated rainfall per day between 60 mm and 150 mm are expected in the coastal regions and low-lying areas and from 160 mm and more in the mountainous and maritime areas of the country.
Prevention measures:
• Avoid getting close to power poles or wires.
• Watch for any street furniture, cranes or items that could fall.

PANAMA IS CHOSEN AS THE VENUE OF THE PPP AMERICAS REGIONAL FORUM 2023.

The President of the Republic, Laurentino Cortizo, held a meeting this Wednesday with Mauricio Claver-Carone, president of the Inter-American Development Bank (IDB), within the framework of the Bloomberg New Economy Gateway Latin America, in which the interest of the banking entity to continue supporting the economic growth of Panama, as well as the strengthening of its fiscal management and its insertion in regional value chains.

Claver-Carone stated that the PPP Americas Forum will be an opportunity to bring together the most prominent professionals and public and private agents in Latin America and the Caribbean, with the purpose of discussing cutting-edge issues and sharing experiences on the planning, structuring and management of the APPs.
“Any sustainable recovery must be led by the private sector. CARRIERS REACH AGREEMENT: FUEL PRICES WILL BE STABILIZED AT $3.95 FOR THREE MONTHS
They will freeze fuel prices at $3.95.
After seven hours, members of a group of carriers, schoolchildren, tourism transport, users and representatives of the National Government reached an agreement to stabilize the price of fuel at $3.95.
The leaders who met this Tuesday in the Government of the province of Coclé described as positive the measure that put an end to the threat of a national strike announced for this Wednesday.
The measure seeks to guarantee the operability of the service, as well as reduce the risks of the increase in the price of the ticket.
It is expected that on Thursday, the measure will be ratified by resolution of the Cabinet Council, announced government representatives who participated in this meeting.
The measure, which will be in force for a period of three months and subsequent review, will benefit carriers from the selective sector, schoolchildren and the special tourism service.
“The Government Authorities agree with the National Chamber of Transportation (Canatra), the Interior Transportation Council (Cotradin) and the National Chamber of Transportation for Schoolchildren (Canatracol), to grant a stabilization to the cost of fuel (gasoline and diesel) for an amount of $3.95, thus benefiting the carriers of the sectors: selective, collegiate and the special tourism service,” the document details.
Representative of the Interior Transport Council (Cotradin) made clear their disagreement with the proposal presented by the Executive, however, they accepted the decision approved by the majority.
Recently, the Government authorized the disbursement of 8 million dollars as a measure of financial relief due to the rise in fuel prices.
480 CASES OF DENGUE HAVE BEEN REGISTERED IN PANAMA IN 2022
In Panama, 11 out of every 100,000 inhabitants have dengue.
The Ministry of Health (Minsa) reported that in the year 2022, 480 cases of dengue have been registered in Panama; 462 have been without warning signs; 2 serious cases and 62 without warning signs. In addition, the ministry noted that there is a record of a death.
According to the data provided by the Minsa, 30% of the cases correspond to the province of Bocas del Toro, where 150 infections have been recorded.
Following this province are the following regions:
• Panama Metro – 72 cases
• North Panama – 66 cases
• Chiriqui – 62 cases
• Western Panama – 35 cases
It should be noted that in the province of Darién and in the Ngäbe Buglé region there have been no cases. Other regions with cases of dengue are San Miguelito with 34; East Panama with 24; Herrera with 16, among others.
Based on these numbers, the incidence rate of dengue in Panama is 11 cases per 100,000 inhabitants.

Of alleged crime by omission, Augusto Jiménez, a producer from the Highlands, cataloged the approval of the introduction of expired potatoes into the national territory, which was distributed, probably consumed and a part still exists in the markets.
For this matter, Jiménez blamed the director of the Panamanian Food Authority (APA) and those who are indicated, while requesting that all instances be exhausted so that they face this situation.
He explained that, by regulation, the tuber or potato is considered expired with more than 30 days of harvest at room temperature and 90 days if it is in the process of storage.
“We consider the violation because the introduction of this expired potato was approved, which should have been harvested in the month of December at the end of the fall,” he stressed.
Jiménez said that the actions for this introduction operation, according to records of the Customs Authority, took place during the month of March, where there were 32 operations with more than 77,000 kilos, some 3,496 boxes of these potatoes not suitable for consumption and during the month of April, about 5,000 kilos.
“This product, not suitable for human consumption, becomes an attack on human health,” he warned.
The complaint for those responsible for this alleged crime was filed with the Public Ministry on May 17.
MINSA DEVELOPS PLANS FOR SEXUAL HEALTH AND TO REDUCE MORTALITY IN INFANTS

WILL PRODUCE SUSTAINABLE FUEL FOR AVIATION IN PANAMA

Panama and the SGP BioEnergy group announced on Wednesday the construction of an advanced biorefinery for the production of sustainable fuel for aviation that will be completed in 2024 and will be located at both entrances of the interoceanic canal, on the Caribbean and the Pacific.
The plant will help “Latin America and the world towards the energy transition and will contribute to innovation to face climate change,” said Panamanian President Laurentino Cortizo at a ceremony announcing the construction of the biorefinery. “We are very excited about the 1,000 jobs that this investment will generate for the inhabitants of Colón and Panama. Furthermore, it has the potential to stimulate Panama’s agricultural sector through the local production of bioenergy feedstocks,” he noted.
The facility “will not only generate cleaner fuels in the short term, but its construction in a key global trade location serving more than 1,000 ports will catalyze the industry in the long term by immediately delivering lower-cost biofuels, reducing waste and revolutionize the agricultural economy,” said Randy Delbert LeTang, executive director of SGP BioEnergy.
The Ciudad Dorada Biorefinery, located in Colón on the Caribbean and Balboa on the Pacific, will have a capacity to produce 180,000 barrels per day (2,600 million gallons per year) of biofuel, it was reported during the announcement of the project. Investors said it will be the world’s largest advanced biorefinery and sustainable aviation fuel production platform.
The plant will adapt the facility, which currently processes and stores 70% of the country’s bunker or boiler fuel, for the refinement and storage of biofuels derived from pure vegetable oils grown for energy use, along with waste fats and oils.
The plant will use Danish company Topsoe’s patented technology that is used in more than a dozen facilities worldwide, representing a capacity of more than 650,000 barrels of renewable fuels per day.

WITHIN A YEAR THE FIRST GOVERNMENTAL WILDLIFE VETERINARY HOSPITAL WOULD BE READY

Within a year, the first wildlife veterinary hospital at the government level in the country would be ready, which will be located in the Camino de Cruces National Park.
This was announced by the Minister of Environment, Milciades Concepción, who gave the order to proceed to start construction to engineer Ricardo Lau, legal representative of Constructora Mercosur, S.A.
The objective is to build a facility for a veterinary care and wildlife rehabilitation unit and to provide specialized care exclusively to animals from rescues and confiscations, promoting their reintroduction into their natural environment.
The cost of this first phase of the project for the Study, Design and Construction of a Veterinary Clinic for wildlife is $840,697.81; It is expected that in a year, as soon as the construction is finished, the second phase will begin, which includes equipping and searching for personnel.
The hospital will be located in the Camino de Cruces National Park. The approximate area allocated to the project is 1.00 square meters, which will include: Laboratory, Surgical Room, X-Ray, Hospitalization Rooms, Pre-Surgical Room, Gray Room, Cold Room, Laundry, Parasitology, Intensive Care Room, Microbiology, Storage supplies, and Microscopic Diagnosis. It will also have modules adapted to the natural ecosystem of the animals and a house for the medical team that will work in rotating shifts.
The creation of this space is vital, taking into account the growing demand. Currently there is not an optimal space for the care of wild animals. Data from the Directorate of Protected Areas and Biodiversity show that in 2019 there were 319 rescues, in 2020 there were 508, and 723 in 2021.

NOTARC MANAGEMENT GROUP ACQUIRES PANAMA COLON CONTAINER PORT TERMINAL; WHAT PROJECTS FOR COLÓN?
NMG in conjunction with TiL will be responsible for the management and supervision of the operations of the modern transshipment terminal.
The world’s largest shipping conglomerate, MSC/TIL, through a joint venture with Notarc Port Investment, seeks to complete the Panama Colon container port, with an investment of $1.2 billion and the promise of generating more than a thousand jobs.
It concerns the acquisition plans to complete the Panama Colon Container Port (PCCP) project, a $1.4 billion modern port facility.

If you’ve never tried a Moscow Mule, the next time you’re at a bar and they have them, just order it. It’s awesomely refreshing and doesn’t kick you on your ass unless you do like most and drink 10 of them. The cute little copper mugs put the whole experience over the top. And why not? Apart of cute, it’s the smartest way to drink any beverage actually. Copper is very good at conducting temperature, so when an ice cold mule is poured inside, the mug actually takes on that temperature and keeps the drink frosty-cold longer. Don’t use napkins as coaster though as they’ll freeze to the bottom of your mugs.
Here’s a great and simple recipe for the Moscow Mule:
Ingredients
• 1 ½ fluid ounces vodka
• ½ fluid ounce lime juice
• ice cubes
• ½ cup ginger beer
• 1 lime wedge for garnish
Directions
• Step 1 – Pour vodka and lime juice into a copper mug; add ice cubes and ginger beer. Stir to combine.
• Step 2 – Drop a lime wedge into the mug for garnish.
