Would you believe me if I told you that literally every day in Panama, there are hundreds of people actively looking to steal visible items from vehicles parked in malls all across Panama City and some parts of the interior?  

And would you believe me if literally every day I get requests to investigate who did it?  Quite frankly, it’s not worth investigating.  Too much time and money is invested and no-one wants to pay the actual cost of a private investigation to recover their stolen laptop, check books, jewelry, etc.  I know I’ve written about this already, but apparently no-one got the previous memos.

The “MO” or Modus Operandi is as simple as walking through the known unprotected comercial centers and mini-malls, casually looking into the windows of vehicles, breaking the glass of said vehicle and walking away.  Sure, sometimes, they “mark” you at the bank and then a second team follows you until they see a window of opportunity to advance, but it doesnt have to be that complicated.  I know that some of the major malls are “safe enough”, with security constantly monitoring the parking areas, but don’t think for a minute that any of them are immune to break-ins.  Some security guards at some locations are actually involved in the thefts and work as “spotters”.  It’s clear to me that none of the thieves seem to care if there are cameras, lighting or security gates.

What’s the solution?  How can we protect ourselves from these unscrupulous bandits who have been especially relentless in the last months?

Here it is……here’s the magic formula to thwart off this constant onslaught of this repetitive depravity:

Seriously, the ONLY way these assholes are going to stop breaking windows to steal your expensive personal items, is if everyone would stop thinking that 4-5 millimeters of untempered glass is going to protect their backpack containing their $1,300 MacBook Pro.  It takes you 5 minutes to enter a coffee shop, order and receive your coffee, but it takes less than 5 seconds for someone to break that glass and take your coveted belongings.

ACODECO DISCARDS MORE THAN 5 THOUSAND EXPIRED PRODUCTS IN CHIRIQUÍ

PANAMA LYNX UNITS TRAIN COSTA RICAN AND DOMINICAN AGENTS

METRO WILL START WORKING HALF AN HOUR EARLIER FROM NEXT MONDAY

The new schedule applies to both subway lines.

The Panama Metro advanced half an hour the start of its operation from Monday to Friday, from this May 23.

TRAININGS TO DETECT MONEY LAUNDERING IN PANAMA

The Superintendent Dayra Carrizo Castillero of Non-Financial Subjects (SSNF), inaugurated the training session at the national level: Effective Implementation of the Single Registry of Final Beneficiary, with the aim of publicizing the fundamental aspects of the tool and the importance of its implementation. .

The event is the result of inter-institutional work with the National Commission against Money Laundering (CNBC) and the Financial Analysis Unit (UAF), also accompanied by the Association of Compliance Officers (ASOCUPA), the Public Ministry, the Judicial Branch and the US embassy in Panama.

With the aim of publicizing the fundamental aspects of the importance of the effective implementation of the Single Registry of Final Beneficiary, the Financial Analysis Unit (UAF), participates as exhibitors in this conference, aimed at the sector of lawyers and resident agents, organized by the Superintendency of Non-Financial Subjects (SSNF), at the national level.

This training day began in Panama City and will be extended to other provinces of the country.

During the development of the day, they discussed Money Laundering: understanding the problem, the application of Law 23 of 2015, which adopts measures to prevent money laundering, the financing of terrorism and the financing of the proliferation of weapons of mass destruction and dictates other dissipations.

This National Strategy for the fight against Money Laundering, Financing of Terrorism and the Proliferation of Weapons of Mass Destruction, is a clear action to fulfill the tasks that have been identified for the prevention, detection and suppression of crimes in our country. It is based on the National Risk Assessment (ENR) of Money Laundering and Financing of Terrorism of Panama, concluded and approved by the National Commission against Money Laundering (CNBC) in 2016, which considered our realities, the risks identified and the actions that must be initiated and completed to improve the work of combating money laundering and financing of terrorism.

Likewise, it was explained about the obligations of lawyers as non-financial reporting entities, what the reports to the UAF consist of and how a suspicious transaction report is prepared, as well as the risk-based approach- design of matrixes of self-assessment, and the step by step of the RUBF (Single Registry of Final Beneficiaries).

The system’s objective is the exclusion of Panama from international lists, in addition to strengthening bilateral relations and advancing in compliance with international standards.

Since currently Panama has been struggling since it was included in 2014 on the gray list of the International Financial Action Task Force (GAFI). He was able to leave in 2016 but was included on the list again in June 2019. The last call was on March 4, when he was granted an extension to execute the guidelines that have not yet been met.

$100 MILLION FOR FUEL STABILIZATION FOR THE TRANSPORTATION SECTOR; WHO WILL BENEFIT?

MEF seeks resources to subsidize fuel prices for carriers.

The Ministry of Economy and Finance (MEF) has fifteen days to manage the necessary resources to assume the stabilization of the fuel agreed with the carriers.

This is $100 million dollars that the State requires to implement the stabilization at $3.95 per gallon, its equivalent to $1,043 per liter of 95 and 91 octane gasoline and low-sulfur diesel.

Cabinet Resolution No. 60 of May 19, 2022, also establishes that the amount in question will be administered by the Land Transit and Transportation Authority (ATTT).

The benefit, which will be valid for three months, will impact carriers in the public passenger sector, as well as the commercial and industrial fleet, detailed the document published in the Official Gazette.

Without defining the mechanism for granting the benefit, nor the possible sources of resources to finance this subsidy, the Cabinet Resolution establishes that it will be the Executive Body through the Ministry of Government that will supervise the process to guarantee that the benefit arrives in an equitable manner.

There are more than $2,263 million dollars that have been applied for the economic and social relief of the population in the midst of the health situation, indicated the Minister of Housing, Rogelio Paredes.

Paredes broke down into $990 million dollars in Panama Solidarios, $146 million dollars in food bags, $55 million dollars in rice, $7 million dollars in corn, 6.1 million dollars in grade C milk, and $190 million dollars in the subsidy for the electricity rate, scholarships, transportation, public, housing and others from different social programs.

The minister did not rule out new announcements by the President of the Republic, Laurentino Cortizo, to alleviate the sustained increase in the cost of fuel in the general population.

The demand for the freezing of the fuel tax is one of the demands of various sectors of the population.

“The Executive Body has devoted itself to carrying out an analysis of the current structure and functioning of the hydrocarbon market”, indicates the Cabinet Resolution.

BEIRUT RESTAURANT

When Beirut first opened their doors, it was a small hole in the wall and I was a hungry investigator working from my humble office just upstairs from them.  I was immediately curious about their menu and was probably one of their first 50 clients.  Since then, they’ve continued to take over the entire building, expanding outward and then upward; I had long since left the building, expanding our business as well.

I invited my good friend Frank Stroembo to a lunch after not having met up in quite some time.  Frank is the head of security for the Royal Casino and a leading expert in Casino Security in general for all of Latin America.  Frank used to dabble in athletics, giving his mother country of Denmark a medal in weight lifting many years ago.  Now, he likes to drink beer and rave about how amazing his family is… …which they are!

Bilal Ali Darwichi, with his culturally fitting, yet extravagant-to-the-common-eye attire is seemingly always present at the Obarrio location even though he’s also opened other locations and restaurants in Colon and elsewhere.  As owner and chef, I don’t know how he does it, but the food he serves is excellent and that quality has never changed since the day he first opened.  Bilal was on scene again and as customary, greeted me in good spirits with 3 wet kisses which were well-received even in these times of COVID.

We ordered light, given that it was just lunch.  A couple of San Felipe beers each and a “Zahle 5” listed at $20.00 would be good enough for two robust, ripped, sexy guys, but seeing as it was Frank and I, we’d have to order a bit more Hummus and Cheese Sambusek.  The Zahle gives small portions of Labne, Hummus, Mjadarak, Sfija, Ensalada Fatush, Kibbe, Cheese Sambusek and Malfuf.  If you’re new to Lebanese food (Mediterranean Food), this is a good way to test the waters.  Very clean, very natural and mostly healthy.  The Sambusek is fried, but definitely delicious.  Our final bill was $66 with a tip.

Final call?  Good staff, attentive owner, excellent Lebanese cuisine, cost is high for a casual lunch for two but great for a business meal.
