After much thought, I really can’t recall where I read this, but the world is simply on “Fear Overload”, and I’m personally just done with it.  I’m also tired of feeling like I need to be the resident expert on which female super star pooped in who’s bed and why.  I’m quite done with death statistics in the Ukraine, Ukrainian source vs Russian source, done with death statistics on COVID, done with death statistics on active shooters, done with death statistics on famous celebrities.  Someone recently sent me a Meme; “I feel sorry for the poor slob who lives alone on a deserted island, not knowing how terrified he’s supposed to be, because he doesn’t have access to the news.”.

I’m tired of the stock market slump, crypto crash, exaggerated fuel prices and exorbitant credit card rates.

Yes, it’s all horrible and I wish it wasn’t happening, but there really truly isn’t much that I can do about it except turn the news off.  I’ve caught myself falling for this myself, but I think it’s high time we drop the bad habit of needing to see and know what’s going on “out there” and focus on what’s going on “right here”.

I have our “Restaurant Review” up and running now.  It’s high time we start looking for some candidates from within our own communities who should be praised not for their stardom, but as a pilar of moral standards for the rest of us.  I’d start with myself, but I’m not sure I fit this level of excellence.  So, next week, we’re going to surprise someone with an article about their merits and love for their community.

Stay tuned – in the meantime, I hope you enjoy today’s cauldron of repressed anger…

MAJORITY OF THE ACTIVE ELECTORAL POPULATION OF PANAMA IS REGISTERED IN POLITICAL PARTIES

The totality of people adhered to the political collectives represents 55% of the active electoral population.

Despite the harsh criticism against the Panamanian political class, most of its active electoral population is registered in political parties.

The last report of the Electoral Court (TE) from the beginning of June 2022 indicates that there are 1,634,825 citizens registered in political groups, both recognized and parties in formation.

The totality of people adhered to the political collectives represents 55% of the active electoral population.

That report highlights that only 1,336,503 people on the Electoral Registry are not registered in political parties, which represents 45%.

Currently, the Electoral Court manages an Electoral Registry of 2,971,328 citizens eligible to vote.

But why is it that people enroll in political parties , despite how questioned the political class is? Specialists in the political issue raise several reasons, none of them is related to principles, ideology, government platform , or political formation .

Political analysts strongly believe that most of the population joins political groups for different interests.

“Many sign up to help a family member or acquaintance, so that they can later receive a certain benefit,” Danilo Toro points out .

In the order of adherents, the ruling PRD remains first with 690,827 members, despite the fact that in recent months it has lost 9,418 members.

They are followed by Democratic Change with 294,629, Panameñista Party with 254,554 and Realizing Goals with 166,504.

Further back appear Molirena with 99,055 registered, Alianza Party with 26,306, PAIS with 25,564 and the Popular Party with 18,285.

The Movement for Another Path (MOCA) , which is waiting to be recognized as a legally constituted party, has 46,615 adherents.

At the end are the FAD with 10,963, the Revolutionary Torrijista Party with 674 and RELEVO with 849.

WHY IS THERE TALK OF THE RESIGNATION OF POPE FRANCIS?

Evidence of a resignation?

A pope in a wheelchair, an unprecedented consistory to appoint cardinals in August and a visit to the city where Celestine V , the first pontiff to resign, is buried, have fueled speculation about the possible end of the pontificate in half the world, but nothing indicates that Francisco has that intention.

“Whenever the pope is sick, there is a breeze or a conclave hurricane,” Francis warned last September, when he said that “it had not crossed his mind” to resign after his colon operation a few months earlier.

But it was also Francisco who in 2014 assured that “Benedict XVI is not a unique case”, but rather “someone who opened a door, that of the pope emeritus”, fueling cyclical rumors about his possible resignation.

A set of coincidences
Why now? The inability of Francisco, 85, to officiate some masses due to his knee problems and a set of concomitant circumstances have increased them.

Like the decision announced this Sunday to participate on August 28 in the celebration of “Forgiveness” in L’Aquila (central Italy) instituted by Celestine V, the first pope who, pressured by the weight of the position, resigned in 1294, after little more than four months of pontificate, and he retired to a contemplative life.

A day before, the consistory will be held for the appointment of 21 cardinals, 16 of them possible electors in a conclave, at an unprecedented time of year for this type of ceremonies. Although the pandemic and the consequent impossibility of traveling have forced major events in the Vatican to be postponed for almost two years.

With this, according to some, the pope has wanted to speed up the design of a conclave from which a substitute will emerge to continue with his reforms and he also summoned the cardinals to explain the details of his new apostolic constitution “Praedicate Evangelium”.

“The consistory had to be convened because the number of cardinal electors had fallen below 120. The interesting thing, that the pope summoned the cardinals to Rome also for a two-day discussion and this had not happened since 2014. It will be a moment important to take the temperature of the College of Cardinals” , explains to EFE Massimo Faggioli, professor of the history of Christianity at the University of Villanova (USA).

Francis has proclaimed 7 consistories, the first eight years ago and practically one every year, excluding 2021 due to the pandemic, and he already had a large majority of cardinals chosen by him. After August 27, in a possible conclave there will be 83 cardinal electors appointed by Jorge Bergoglio, compared to 38 by Joseph Ratzinger and 11 by Karol Wojtyła.

No evidence of a resignation
“What is clear is that the pope has mobility problems due to pain in his knee, but he has no other problem to continue governing the Church,” Irish journalist Gerad O’Connell, correspondent, tells EFE in Rome of the magazine of the Society of Jesus América Magazine.

“There is no evidence that he wants to resign,” says this veteran Vatican expert, close to the Argentine pontiff and author of the book “The Election of Pope Francis: An Intimate Account of the Conclave that Changed History.”

And, beyond rumours, he explains that what appears to be a “surprising” meeting of the college of cardinals at the end of August, coinciding with the consistory, actually responds to “a request from the cardinals themselves, since many of them do not know each other “.

For the director of Communication of the University of Santa Croce in Rome, Giovanni Tridente, “the rumors about the resignation of Francisco go along the same lines as the pools in the conclaves: they are material for gossip and have no solid basis”.

“Why now? Because it is not usual to see a pope in a wheelchair and because every time someone has health problems, he always thinks the worst. But he has never lost his smile, or his strength, or the will to move forward and travel. It doesn’t really seem like an attitude of resignation,” he adds to EFE.

Faggioli considers something “premature” to speak of resignation: “We have not reached that point. President (of the USA, Franklin) Roosevelt led the Second World War from a wheelchair. And we are far from the state of health of John Paul II in the last years of his pontificate.

Not as long as Benedict lives
Beyond the coincidences, all the experts agree that Francis will never resign as long as Benedict XVI is still alive and that a regulation of the unprecedented figure of the pope emeritus is becoming more and more necessary: that may be the next step.

In these months, Bergoglio is also expected to complete his reform of the Church’s administration with the appointment of new “ministers” and in October of next year the Synod will gather bishops from all over the world in Rome.

And Francis’ apostolic trips have not ceased either: at the beginning of July to the Democratic Republic of the Congo and South Sudan, at the end of the same month to Canada and in September to Kazakhstan.

URBALIA PANAMÁ, SA DOES NOT HAVE THE RESOURCES TO COMPLETE ADAPTATIONS IN CERRO PATACÓN; HE IS OWED $16.8 MILLION

Contract with Urbalia Panama, SA, is about to expire.

Urbalia Panamá, SA does not have the necessary resources to complete all the adaptations in the Cerro Patacón sanitary landfill, affirmed the company’s director of operations, Daniel Cantor.

Cantor assures that the State owes them more than $16.8 million, and the company does not have access to other resources. The company estimates the investment made for the implementation of the adaptation and mitigation plan  at more than $8 million dollars .

“There is a lack of more resources to continue with all these mitigations,” said the representative of Urbalia Panamá, SA, who called on the authorities to consider allocating the resources to complete the plan before the contract ends.

Urbalia Panamá, SA, a company that accumulates more than a million dollars in fines imposed for alleged breaches of the contract, according to data from the Authority for Cleaning, Urban and Home (AAUD), maintains that for two years it has been working on a sewer network underground in perimeter areas of the landfill, and other projects.

In 2008, a 15-year concession contract was granted to the Urbalia Panamá, SA company for the management and operation of the 132 hectares of the Cerro Patacón landfill, which receives the waste produced and collected in the district. of Panama and San Miguelito.

Cantor acknowledges that the AAUD is carrying out the diagnostic studies for the tender, and from Urbalia Panamá, SA they prepare a report on the uses of the landfill in case they have to deliver it to the AAUD, the Municipality of Panama or whoever assumes the administration.

Until July of last year, the Finance Directorate of the Authority for Cleaning, Urban and Home (AAUD) determined a debt of 15.9 million dollars inherited from the previous administration, which represented 82% of the total debts payable to Urbalia Panama, S.A.

At the time, the AAUD confirmed a payment agreement of 15.9 million that was owed and other new accounts that the company presented, totaling 20.9 million dollars, with a balance of 8 million dollars, which were not canceled due to lack of budget and liquidity of the entity to execute payments.

Collection crisis

The Cerro Patacón sanitary landfill receives 1,800 to 2,500 tons of garbage daily, 50% of which corresponds to waste that comes from the collection of the Sanitation, Urban and Home Authority, said the director of operations of Urbalia Panamá, SA

Currently, the company works on nearby access roads to the sanitary landfill to facilitate entry and deposit, considering the current situation faced by the 26 districts of the capital city in waste collection.

The implementation of an emergency plan for waste collection is expected in the coming days, as announced by the president of the board of directors of the AAUD, the Minister of Health, Luis Francisco Sucre.

STUDENT ENROLLMENT INCREASES AT THE TECHNOLOGICAL UNIVERSITY OF PANAMA

The Technological University has an enrollment of 26,697 students.

The rector of the Technological University of Panama, Héctor Montemayor, said that student enrollment registered a slight increase this year, after the return to face-to-face classes.

According to the engineer, this increase (in face-to-face mode) is around 2,000 more students nationwide, compared to the usual number registered by this university before the arrival of covid-19.

The current enrollment of the Technological University is 26,697 students. For the first half of 2019, the last regular year before the pandemic, enrollment stood at 25,143.

Montemayor stressed that the focus of the UTP at this time, in which the pandemic has accentuated the importance of the virtual environment, is to strengthen the area of research.

“During the pandemic we worked on ventilators. Another way to monitor the impact (of crisis-driven changes) is through research. We also focused on updates to curricula in order to develop skills and generate new qualities,” said Montemayor.

The Technological University of Panama received on Tuesday an additional credit of 2,470,000 dollars from the Budget Commission of the National Assembly.

According to Montemayor, this money will allow the UTP to face the increases in the costs of basic services (electricity, water, communication) and cleaning.

The rector made a comparison between the budgets of 2019 (last face-to-face year) and 2022. In 2019 they requested 32,203,933 and approved 5,929,516 dollars. For this year they requested 38,810,657 and received 6,075,475 dollars.

“We made this request because we were seeing that we could not reach the end of the year under the current conditions: increase in enrollment and development areas,” Montemayor explained.

During these weeks, the payment of monetary transfer conditioned to programs will be made such as 120 a los 65, Ángel Guardian, Red de Oportunidades and Banco Alimenticio Nutricional that charge for Social Key cards.

The entity has mentioned that the disbursement for these payments amounts to 58.9 million dollars where 156, 609 Panamanians will be able to acquire this benefit.

Those people who updated their data through the MIDES website, the institution will be contacted by telephone in order to validate their information in order to obtain the deposit corresponding to the PTMC or conditional cash transfer payment.

US TO WAIVE COVID-19 TESTING REQUIREMENT FOR TRAVEL

Travelers in line at an airport in Los Angeles, California.

A senior US government official revealed Friday that the administration of President Joe Biden will remove the requirement that international travelers take a COVID-19 test within one day before taking their flights to US soil. With the step, one of the last government mandates aimed at containing the spread of the coronavirus will be relaxed.

The mandate will expire in the first minute of Sunday ET, the official said. The Centers for Disease Control and Prevention ( CDC ) has determined that the requirement is no longer necessary.

The official, who spoke on condition of anonymity in order to advance the formal announcement, said the CDC would reassess the need for the testing requirement every 90 days and that it could be reinstated if a worrying new variant of the coronavirus emerges.

THIS WEEK’S RESTAURANT REVIEWS

LE BISTROT RESTAURANT

This hidden gem has been around for quite a while.  Located on Calle 53, Centro Comercial Florida, just a block from the Paitilla Hospital, Le Bistrot has been entertaining businessmen for nearly 40 years.  Their menu is located online at https://www.pidelebistrot.com/ but we decided to dine in.  I hadn’t been back here since the 1990’s, but even with the change of management, the ambiance was as magnificent as always.

A friend and frequent visitor of the restaurant ordered for us.  Three simple plates, appetizers actually, were all we needed to fill our hearts´ content.  We ordered Cod Croquettes, Deep Fried Calamari, and Shrimps with Chili (Camarones con Guindilla on the Spanish menu).  The croquettes were delightfully flakey, Calamari tender and the Shrimps were cooked to perfection.  And when I say perfection, I mean, whoever their chef is, you need to pay him double.  He got them SPOT ON with that “snap” they should make when you bite into them.  And although they were made with a little heat, the garlic and olive oil helped to tone it down to a perfect little dish that I’d go back for whenever I get the chance.

The ambiance, as I mentioned above, is magnificent.  Why?  Because they haven’t changed the design since they built it.  That 70’s design concept really held up to the test of time and is the perfect place for businesspeople of the area to meet.  I mean, you can actually feel the power and smell the opulence as the patrons enter “les locaux“.

We did not indulge in dessert, but I’m told they have the absolute BEST “Tres Leches” in Panama.  Of course they do.  Damn it, I picked a bad time to go back on my diet… …and to quit crystal meth…

Final Call?  Attentive staff, great entrées, ambiance merveilleuse, great for finalizing that business deal – GET RESERVATIONS AHEAD OF TIME!
