The Ministry of Commerce and Industry of Panama announced that the company Space Exploration Technologies Corp. (SpaceX), owned by tycoon Elon Musk, will launch its Starlink satellite internet system in the country.

With this, Panama will be one of the few countries in the region to have the services of this satellite system, through a company that will offer the service.

The satellite internet system offers high data speed and low latency service around the world.

According to the entity, the Starlink internet system will be launched in coordination with the National Authority for Government Innovation (AIG).

The entity indicated that they also talked with SpaceX about how to collaborate on initiatives that can positively impact the connectivity, education and economic reactivation of the country.

AS OF JULY, MORE THAN 60 MONTHLY TRIALS WILL BE HELD IN THE FIRST JUDICIAL CIRCUIT OF PANAMA

The aim is to implement this measure for the relief of lawsuits that is projected to be extended nationwide.

As of Monday, July 4, a contingency plan will begin to hold a greater number of oral trial hearings in the Second Judicial Office of the First Judicial Circuit of Panama of the Accusatory Criminal System .

According to the Judicial Branch, it said that the six hearing rooms of the new facilities of the oral trial section of the Accusatory Penal System located in building 727, in Balboa, Ancón, will be used.

It is expected to hold between 15 and 17 oral trials per week, from Monday to Friday, including Saturdays during regular hours.

However, the Saturdays of trials will only be for a period of three months, but after that period, at least 15 oral trials per week will continue to be held.

The aim is to implement this measure for the relief of lawsuits that is projected to be extended nationwide.

ELECTRONIC VOTING: SOME 10,000 VOTERS WILL BE ABLE TO USE THIS MECHANISM ON MAY 5, 2024

This mechanism is used as a pilot plan in 20 voting tables. 

As has happened in the last general elections, electronic voting will be used in Panama for a small percentage of the population.

These are 20 tables that will be installed in the Atlapa Convention Center , each with a maximum register of 500 voters, which indicates that approximately 10,000 people will be qualified to vote with this mechanism.

The computer application that will be used for this electronic vote will be verified and certified by the Technological University of Panama . The source code of this system will be published on the website of the Electoral Tribunal on February 5, 2024. Article 356.

At the Atlapa Convention Center  there will be at least one training room on the day of the event, where officials from the Electoral Court will explain and give the voter the opportunity to practice the voting procedure, complying with all the biosecurity measures required by the Minsa. .

For this method, a photographic electoral roll of signatures will be used that will indicate that it is for educational use; the vote receipt without the logo of the Electoral Tribunal . The training room, on the day of the event, will close at 3:45 pm, that is, 15 minutes before the closing of the polling station, so that the voter has enough time to train and go to the polling station. before 4:00 pm Voters in line at closing time will be served, and it will be emphasized that they must hurry to the polling station before closing time.

The Electoral Court clarifies that the teaching in the exercise of suffrage to the voters of this center will be offered during the weekends of April from 8:00 a.m. to 6:00 p.m., in a place that will be communicated in a timely manner, with the exception of Holy Week .

As in voting centers of a similar size, the Electoral Tribunal will have officials who will inform voters of the number of the polling station where they are entitled to vote.

The computer equipment that will be installed in each voting table will have a minimum of four screens. Three computers without keyboard and sensitive to touch, will be used by the voters to cast the vote, with its smart card reader and POS-type printer, which will print the voter’s vote receipt, called “voting stations”; a computer with keyboard and laser printer, barcode reader and smart card reader, called “verification station”, which will be used by the members of the polling station to verify the voter’s right to vote at the respective polling station; consolidate the results of the “voting stations”; do the scrutiny of the votes of the table; and prepare and print the record all the equipment will work offline, so that they cannot transmit information to third parties or that they can access the information on the computers.

The day before the electoral event, all the computer equipment for electronic voting will be installed in the respective electoral precincts of Atlapa, with the presence of officials from the Electoral Court of the Directorate of Information Technology and Communications (DTIC) ; the Computer Security Unit ; and the Internal Audit Department.

A representative of the Technological University of Panama will also be invited , as well as the representatives of the CNPP Computer Commission and of the presidential candidates by free application. In this act, those present will record that they have verified that the computer application installed on the equipment is the one certified by the Technological University.

The voter will proceed in accordance with the mechanics of the voting steps that appear in this Decree , with the peculiarities of the electronic voting system, namely: He will go to the verification station and deliver his valid personal identity card to the president of the table and say out loud your full name and ID number. The president of the polling station will verify it in the photographic electoral register of polling station consultation.

CSS GUILDS WILL MARCH TO THE PRESIDENCY ON JUNE 28

US AUTHORIZES PFIZER AND MODERNA COVID VACCINES FOR INFANTS AND YOUNG CHILDREN

SINAPROC ISSUES SURVEILLANCE NOTICE FOR RAINS DUE TO INCURSION OF TROPICAL WAVE #9

The National Civil Protection System ( Sinaproc ) issued a surveillance notice for significant rains and storms over the national territory and regions.

DRUGS, MONEY, FARMS AND ‘THOROUGHBREDS’; THEY DISMANTLE AN ORGANIZATION THAT OPERATED ON THE PACIFIC COAST OF PANAMA

Operation Fortaleza, a score of detainees, drugs and luxuries. 

Authorities dismantled an alleged criminal organization dedicated to drug trafficking and money laundering that operated on the Panamanian Pacific coast.

According to the investigations, this criminal group was dedicated to the reception, storage and custody of illicit substances from Colombia, to later transfer them in speedboats from Isla Cébaco, Coiba to Costa Rica and Central America.

The judicial proceedings carried out in the provinces of Veraguas, Chiriquí and Herrera resulted in the provisional arrest of 25 people, 21 men and four women, including four foreigners.

In Operation Fortaleza carried out by the National Police and the Public Ministry, 26 high-end four-wheel drive cars, 2,043 drug packages and 274,910 dollars were seized, said the director of the National Police, John Omar Dornheim.

PANAMA REMAINS ON THE FATF GRAY LIST; ADVANCED ON 11 OF 15 STOCKS SET

Panama raises its ratings approaching its exit from the FATF gray list. 

The Financial Action Task Force (FATF) maintains Panama on the gray list, however it recognizes that this country has taken measures to improve its anti-money laundering and terrorist financing regime.

Through a statement, the Presidency of the Republic announced that Panama advanced 11 of 15 points established in the FATF Action Plan to get out of the discriminatory lists in which it was included in June 2019.

According to the Presidency, Panama has made significant progress regarding the monitoring of the corporate sector, considerably increasing the supervisions carried out by the Superintendency of Non-Financial Subjects.

Progress was also highlighted regarding money laundering investigations in high-risk areas, particularly investigations involving foreign predicate offenses and the seizure and forfeiture of proceeds of crime.

It highlights that in April 2022, an inter-institutional team led by the Ministry of Economy and Finance (MEF) supported Panama’s advances before the FATF Joint Group of the Americas, achieving an advance of three ratings. This is in addition to eight actions, bringing the total to 11 long-completed actions as of March 2022. 

According to the Presidency, among the advances sustained by Panama last April, the increase in investigations for money laundering stands out, which went from 20 to 89; the supervisory bodies imposed 35 sanctions and an additional 15 processes were initiated.
Additionally, the Superintendence of Non-Financial Subjects (SSNF) has scheduled 45 follow-up supervisions for 2022.
They highlight that in the first quarter, the SSNF carried out 12 follow-up supervisions in high-risk sectors, including lawyers (7), free zone (4) and casinos (1). All gave positive results in terms of compliance.

The SSNF presented the draft Lawyers’ Agreement , as part of the risk mitigation strategy, as a result of the Sectoral Risk Assessment of Legal Entities and Trusts.
In addition, it was reported that six investigations have been initiated for money laundering, with a predicate offense of tax fraud in different jurisdictions, generating more than 1.5 million dollars in cash or seized goods, two international red alerts, two accusations, 14 requests for assistance mutual legal and 13 information exchange requests, through the asset recovery network of the Financial Action Group of Latin America (GAFILAT) .

THEY FIND A DEAD WHALE IN SAN FELIPE

However, he did not rule out the possibility that the death was the product of a collision with a boat.

According to the professional, it is an animal of the humpback whale family that has migratory movements in Panama. He added that the strandings that reach the coasts are reduced because they usually sink in the open sea, but pointed out that although they are not familiar, it is not something out of the ordinary.

Regarding what will happen once the inspection is over, he stressed that they will wait for the tide to rise to be able to mobilize the animal.

MINSA DEVELOPS VACCINATION DAY IN THE RUBÍ ROOM OF THE HOTEL EL PANAMÁ

CLOSING OF FOUR LANES IN NUEVO ARRAIJÁN ANNOUNCED DUE TO DISMANTLING OF PEDESTRIAN BRIDGE

Routes established by dismantling the pedestrian bridge in Nuevo Arraiján.

This Saturday, June 18, the dismantling of the Nuevo Arraiján pedestrian bridge , located between the Lions Club and the Gym of the Nuevo Arraiján General Basic Educational Center School, will be carried out, reported the Panama Metro.

The disassembly will take place from 10:00 pm to 3:30 am

Due to the dismantling of the pedestrian bridge, the four lanes of the Pan-American highway will be disabled , from the Fire Station to Plaza Lucky.

The established routes are the following:

  • Towards Panama Center: Enter through Calle 7 Sur, next to the Gymnasium of the Nuevo Arraiján Basic Educational Center School, turn left along the street in front of the educational center, and exit through Calle 6 Sur, next to the Health Center Artemio Jaén, to retake the Pan-American highway.
  • Towards La Chorrera: Make the U-turn established in front of the La Panameñita bakery, continue towards Vista Alegre and take the access to Westland Mall that communicates directly with the Arraiján – La Chorrera highway, return to the Pan-American highway through the Hato Montaña neighborhood.

The Panama Metro indicated that access will be allowed to residents of the communities located within the work areas.

Route used for the transfer of beams

On Sunday, June 19, it will move towards Vista Alegre to take the access to Westland Mall that connects with the Arraiján – La Chorrera highway, and continue along the Pan-American highway to its destination.
