Hardly anyone likes change, but ironically, the only constant about life is change itself.  It should be welcomed and embraced if it leads to progress or happiness.

Nearly 20 years ago, my girlfriend and I were enjoying the soothing and hypnotic sounds of the beaches of Costa Rica.  So calm, so enticing, we put down our respective reading material and hand-in-hand we entered the water.  After a few minutes, she decided to leave and headed back towards the shore to get back to her Harlequin Novel or whatever she was reading… …maybe it was “The General Laws on Relative Quantities for Bedford’s Law”… heck, I don’t remember.

With her in route and me, still enjoying the salty water, I closed my eyes just for a moment when something came over me and I felt an urge to look back towards her.  There she was in an absolute PANIC as two dogs with tails-a-waggin, greeted her arrival in hopes of a table scrap or a head rub.  But there’ll be no head rubs from this damsel, no sir.  This gal, my girlfriend, whom today I refer to as “my Queen”, was froze stiff in a full blown terror-attack.

Sayira did not like dogs, not one bit.  When we met, I had my pups living in the house and a couple would actually sleep with me in bed… …the ones that weren’t “as stinky” as the others.  The remainder would either be under the bed or in an adjacent room.  That was the life for them.  But little miss Dog-Despiser, would have none of that.  “It’s either them or me in the bed.”, she said.  And given that… …nope, I can’t write that here.  Let’s just abbreviate and say that she won that battle over the dogs.

Sayira had an unfortunate event with dogs when she was little.  She was chased, attacked and bit repeatedly by some neighbor dogs when she was less than 10 years old.  Since that day, she was quick to flee and avoid any interaction whatsoever.  When I was 17, I was also bit pretty hard by a dog, which left scars to my left forearm, but my love for dogs transcended any love-nibble a friend’s dog could offer.  

But there we were, me the dog-defender and her the dog-ill-wisher.  Something had to change… …ah, there’s that word again.  I knew then that it would take a while, but she’d eventually come around to love them as much as I did some day.  That day snuck up on me, bypassing any stander or dream I could have had about what I could hope for.  From the 7 dogs we had when we met, we went down to none and then little at a time, with her blessings, we now have 4 dogs and ironically, it’s been a little overwhelming for me, all the while, she gets up at 5AM, takes them all out, feeds them, cleans up after them, takes them to the vets, and has even gone so far as to brush and blow-dry them herself.

It first started with our English Cocker Spaniel, Mickey.  Mickey is a black and white and as part of her therapy, I told her that we needed to get a first dog for the family but she got to pick it out herself.  She picked Mickey.  Then Mickey had a visitor 3 years later.  A friend needed someone to care for his female American Cocker Spaniel.  “She’s not in heat”, he said assuredly.  So, shortly after, she gave birth to 5 puppies and we kept one of them as he looked just like the mother.  That’s Goofy and he lives up to his name most of the time except for when his second personality comes out and we call him Grumpy.  My Queen was not happy about getting Goofy at the time.  “Two dogs is waaaaaaay too many dogs for this family and I refuse to take care of two dogs.  No more!!”.  So, a few years later we got a Husky, and named him “Ragnar the Viking King Warrior” or “Dumbass” for short.  This massive ox of a beast is probably one of the most gentle dogs we’ve ever had.  Yes, he can get aggressive, but never has he ever gotten aggressive to any of us, none of the other dogs except for Grumpy when he’s in that mood and stupidly attacks Ragnar, which hasn’t happened in a long time.  Oh and flies.  Ragnar hates flies and we have to settle him down when he’s on his fly hunt or we start losing important furniture or people get knocked over.

At this point, I was pretty much done with getting dogs.  To me, this was way too much.  We’ve since had several other dogs come in to our lives temporarily, until we could find them forever homes, but recently, The Queen came across a Maltese pup and fell in love.  “No!”, I said sternly.  “We do NOT have room for one more dog, I don’t care how small and cute and loveable and sweet they can be.  No more!”  So we named him “Zeus” and he likes to eat shoes.

The moral of this story is about change?  Is it really good?  You decide.

PANAMA WILL ELIMINATE THE MANDATORY USE OF A MASK IN CLOSED SPACES AS OF JULY 11, 2022

Panama implemented the use of masks in June 2020 as a result of the COVID-19 pandemic.

The President of the Republic of Panama , Laurentino Cortizo, announced that the mandatory use of a mask in closed spaces will be eliminated as of July 11, 2022, “with the exception of public and private health facilities, and public passenger transport” .

Cortizo made the announcement within the framework of his report to the Nation for his three years in office, from the National Assembly.

Panama implemented the mandatory use of a mask in both closed and open spaces in June 2020, as a result of the COVID-19 pandemic.

GASOLINE WILL GO DOWN 31 CENTS PER GALLON, DIESEL WILL INCREASE FIVE CENTS FROM THIS FRIDAY

With the last increase, the gallon of gasoline had exceeded B/.6.00.

The new maximum fuel sales prices in Panama, which will govern for the next two weeks, shows a drop in the price of gasoline, while diesel will increase.

 From Friday, July 1 to 15, 2022, a liter of 95-octane gasoline will cost B/.1,519 (-B/.0.07), and 91-octane gasoline will cost B/.1,366 (-B/.0.08), while the liter of diesel B/.1.405 (+B/.0.01).  These are the prices for the provinces of Panama and Colon.

PEACE AND SAFETY FOR REGISTRATION RELATING TO REAL ESTATE IS EFFECTIVE ON JULY 1

Garbage collection days by AAUD.

As of this July 1, the presentation of the peace and safe will be implemented for the garbage collection service, for the registration related to real estate before the Public Registry, after the entry into force of Law No. 276 of December 30 of 2021, through which the management of solid waste in Panama is regulated.

ARCHDIOCESE WARNS ABOUT FALSE NOTE TO SOLICIT DONATIONS IN PRIEST’S NAME

SENAN AND MP DISMANTLED AN ORGANIZED GROUP THAT ALLOWED DRUG TRAFFICKING TO EUROPE

The search procedures were carried out in ports and sectors of the provinces of Colón, Panamá Oeste and Panamá.

Units of the National Aeronaval Service (Senan) and officials of the Coló and Guna Yala Drug Prosecutor’s Office dismantled, through the Mancha operation, an organized group that supposedly allowed the transfer of drugs to Europe.

The Public Ministry (MP) reported that this group was made up of port workers, members of transport and logistics companies, allegedly linked to the contamination of drug containers.

 The group operated in the province of Colón, in a port terminal, and in the provinces of Panamá Oeste and Panamá.

MY NATIONAL WALLET, WA!: WHAT IS IT AND HOW WILL IT WORK?

My National Wallet will have a virtual wallet called Wa!

WA!  It will be the virtual wallet used by the Institute for Training and Development of Human Resources (IFARHU).  In this way, payments will be made to university students with scholarships, the same will take effect through the Mi Wallet Nacional program, starting in August

SMUGGLING OF GAS TANK LEAVES LOSSES OF $2.5 MILLION

Every six months a decree is issued to continue with the subsidy.

EDISON BROCE WILL RUN AS A CANDIDATE FOR MAYOR OF PANAMA

AGRICULTURAL FREIGHT TRANSPORTERS IN CHIRIQUÍ REMAIN UNEMPLOYED AGAINST FUEL RISES

The protests intensified from 10 p.m.  this Tuesday.

The agricultural cargo carriers in Chiriquí continue to protest against the rise in fuel prices, and they do not intend to give up until they reach an agreement to freeze fuel for the entire population that is affected by this increase that happens every two weeks, so the carriers have stated.

The protests intensified since Tuesday night when the agricultural carriers took to the streets to close the inter-American highway in David, at the crossing to Gualaca, a closure that is still in place until this time, and that has created traffic congestion.

Riot police have arrived at the scene to try to get the carriers to reopen the road, but they have not succeeded in its entirety, only for periods of thirty minutes, where the protesters only let drivers of private cars pass.

Some transport drivers have joined the protest in support of agricultural transporters. 

Kenio Rodríguez, president of the National Association of United Producers of Panama (Anpup), called for a concentration in Divisa at 2 p.m.  this Wednesday, June 29, where he announced that they are joining the fight of all Panamanians against the rise in fuel prices and the high cost of living “it is time for us to join forces, because if the people rise up, the government falls”.

WHO MAY APPLY FOR THE SOLIDARITY MEDICATION PILOT PLAN (MEDICSOL)?

With four polyclinics and five medicines, MedicSol starts.

As of today, four polyclinics of the Social Security Fund (CSS) start the MedicSol (Solidarity Medicines) program so that patients who cannot find their drugs in the Social Security Fund (CSS) can obtain them in affiliated stores, confirmed the administrator of the Authority for Government Innovation (AIG), Luis Oliva.

Oliva assured that the systems have already been installed in the selected polyclinics, they are also integrated, the pharmacies that are connected will have the inventory online and the electronic prescriptions to guarantee that the medicine that is dispensed is the one indicated by the doctor and that the same are not duplicated.

These are the Generoso Guardia (Santa Librada), Manuel Ferrer Valdés (25th Street), Manuel María Valdés (San Miguelito) and Alejandro De La Guardia (Bethania) polyclinics.

Authorities clarified that only patients who have a file in these health entities before May 15, 2022, will be able to apply to the MedicSol program.

The AIG administrator indicated that the cut until May 15 responds to the pilot test to make use of the electronic files of the CSS of patients when they are treated, for the following phases patients from the Ministry of Health (Minsa) will be integrated , and in the third stage, patients from private clinics will be annexed.

In this first phase, it only includes antihypertensive drugs (amlodipine, irbesartan, indapamide and lisinopril) and a medicine for cholesterol (simvastatin).

 In this regard, Oliva clarified that chronic diseases such as diabetes, hypertension, chronic kidney diseases were taken into account;  and currently, the Social Security Fund is negotiating prices with businesses.

 Through the program they also seek to evaluate the unsatisfied demand in the different polyclinics.  Likewise, the citizen will be able to see on the Panama Digital platform all the prescriptions that have been issued within the Social Security Fund, the inventory of medicines in the CSS and private clinics.

Oliva clarified that when the MedicSol is generated, the patient will receive a text message to indicate that it is enabled and the nearby businesses where they can pick up the medicine.  In the affiliate business, she already has proof that she received the benefit.  If there is a particular problem with the trade or the platform, the patient can contact the AIG.

 The progress in the different stages will depend on the negotiations reached by the CSS, however, the AIG seeks to integrate a new clinic with the online system every two weeks.  The first two phases could be completed in the next two months, Oliva said.

Deficiencies
Oliva maintains that since March of last year he began to identify the points of improvement to satisfy the demand of the insured regarding the availability of medicines in pharmacies.

 It was identified that polyclinics where the doctors did not use the electronic file, the pharmacies were not connected to the inventory system, problems in the Social Security Fund’s own inventory system, and the purchasing department lacked the information to make the hirings.

WHAT WAS THE RECONFIGURATION OF ELECTORAL CIRCUITS FOR THE 2024 ELECTION?

There are 39 electoral circuits at the national level, where 71 deputies are elected.

The Electoral Tribunal made official the reconfiguration of the electoral circuits for the upcoming elections on May 5, 2024.

 Law 299 was approved by the National Assembly and reconfigures the electoral circuits, changing some enumerations.

In that sense, in the province of West Panama it will change from number 8 to 13 and the digits of the province of Panama for the 2024 tournament are also modified.

Circuit 13-1 includes the district of Arraiján, where three deputies will be chosen;  13-2 includes Capira, where a deputy will be elected;  13-3 is made up of the districts of Chame and San Carlos, where a deputy will be chosen;  while 13-4 corresponds to La Chorrera and is entitled to three legislative seats.

In the case of the province of Panama, the 8-1 circuit includes the districts of Balboa, Chepo, Chimán and Taboga, where a deputy will be elected;  circuit 8-2 includes the district of San Miguelito, where seven deputies will be chosen;  Circuit 8-3 covers the districts of San Felipe, El Chorrillo, Santa Ana, Calidonia, Curundú, Ancón, Bella Vista, Betania and Pueblo Nuevo, where five deputies will be elected.

In addition, the 8-4 circuit includes Río Abajo, San Francisco, Parque Lefevre, Juan Díaz and Don Bosco, where five deputies will be elected;  in the 8-5 circuit, which includes Chilibre, Las Cumbres, Mayor Díaz, Ernesto Córdoba Campos and Caimitillo, three deputies will be elected;  and in circuit 8-6;  made up of Pedregal, Pacora, San Martín, Tocumen, Las Mañanitas, December 24 and Las Garzas, four deputies will be elected.

The enumeration in the case of Panama Oeste was changed, taking into account that it is no longer part of the province of Panama and it was necessary to establish the difference.

 On May 5, 2024, in addition to the President of the Republic, 71 deputies will be elected, who are part of 39 electoral circuits.

DIRECTOR OF DRIVER EDUCATION DETAILS REGULATIONS ON THE USE OF SCOOTERS IN PANAMA

In Panama, the use of electric scooters has become popular.

The use of electric scooters or skateboards has become popular in Panama, even being an alternative of transportation, rather than recreation, for some users, due to the high cost of fuel.

 A video that recently circulated on social networks, where a man and a boy are seen on a scooter (neither wearing protective equipment), driving on a high-traffic road next to cars, has been the subject of debate regarding where it should be. Should this personal mobility equipment move through the streets or on the sidewalks?

 Nicomedes Aizpurúa, National Director of Traffic Education of the Land Transit and Transportation Authority (ATTT) addressed the issue this Monday in the program With or without sugar, from Telemetro Radio.

He explained that through Executive Decree 206 the circulation of personal mobility equipment is regulated, with capacity for 1 person, weight of up to 50Kg and maximum speed of 30 Km/h, such as scooters, unicycles, hooverboards, segways and electric skates.

The rule establishes that they can circulate on paths or places designated for them, “as well as in areas of pedestrian mobility, “that is, sidewalks, as long as, respecting the priority of pedestrian crossing, and duly with their protective helmet… and the use of public roads is prohibited,” said Aizpurúa.

In addition, the use of a protective helmet is mandatory.

 The official announced that, among the modifications that are contemplated to be made to the Traffic Regulations is that “this type of vehicle or any other vehicle that is not authorized to circulate on public roads, the vehicle is automatically retained and placed in the hands of the competent authority, and people who contravene this will be punished”.

SINAPROC ISSUES SURVEILLANCE NOTICE BEFORE POTENTIAL TROPICAL STORM THAT WOULD PASS TO THE NORTH OF THE COUNTRY

Estimation of the path of the atmospheric event through the north of South America and Central America.

The potential second hurricane of the season in the Atlantic, is located north of French Guiana and, according to estimates from the United States National Hurricane Center, it would be passing the north of the country from Thursday.

In the evening hours of this Monday, the National Civil Protection System (Sinaproc) issued a surveillance notice, indicating that it monitors the development of the atmospheric system that could become Tropical Storm Bonnie.

The chances of it becoming a cyclone are above 60% and, according to the hurricane center, there is a possibility of a damaging or even extreme event that warrants preparations to protect lives and property.

 This Monday, Sinaproc kept the population up to date on the incidences of the rains that fell most of this Monday throughout the country.

And it is that since the early hours, events related to the rains have been reported that have not stopped in the last hours.

In Cerro Viento, a house was partially affected, while in Altos de Belén, six people were evacuated due to a landslide in this sector of Arnulfo Arias, in San Miguelito.

The overflow of a stream caused the flooding of eight homes in Burica Centro, Blanco Arriba and Finca Aguacate, in Barú, Chiriquí.

In the afternoon hours, a new landslide was recorded in Arnulfo Arias, San Miguelito, which affected a house.

In Nuevo Chorrillo, Arraiján, it was reported that the Potrero river was out of its channel, while in the capital city, the Juan Díaz, Villalobos and Matías Hernández rivers increased their flow, without overflowing.

ATTT: WHAT WILL BE THE NEW MODIFICATIONS TO THE REGULATION?

ATTT and the modifications to the transit regulations.

The new modifications to the traffic regulations that the Land Transit and Transportation Authority (ATTT) intends to implement, will be aimed at those drivers who incur speeding, use of cell phones while driving, driving without a seat belt or under the influence of alcohol.

 Said modifications to the regulation are due to the traffic accidents registered during the last weeks and that have resulted in fatalities and injuries, as mentioned by the director of the Department of Road Education and User Defense of the ATTT, Nicomedes Aizpurúa in RPC Radio.

Among the modifications is that those who incur a third time in the infraction for breathalyzer lose their license for life.  As well as those violations for speeding, cell phone use and seat belt.

Current regulation of the ATTT, it can be modified

 The director of the Department of Road Education and User Defense mentioned that at the next meeting of the board of directors he expects the approval of a series of modifications to the Traffic Regulations as a measure to reinforce those already established.

“We as the Traffic Authority have been holding a series of meetings with the general director, technical staff, specialized staff and at the next meeting of the board of directors some modifications are going to be made to the Traffic Regulations to reinforce the work that is being done on the street and thus try to reduce all this that we are seeing in terms of accidents, in the number of injured and fatal victims, “said the person in charge.

The objective of this would be to reinforce training so that people become aware that such behaviors should not be practiced on the streets, therefore, the authority will have more rigorous sanctions for those cases of drivers who decide to drive under the influence of alcohol, they could lose their driver’s license for life.  Assures Aizpurúa.
