There are more than enough exciting topics to talk about this week, but nothing trumps the topic on the atmosphere of Panama’s government.  It’s a mess and it’s only going to get worse.  The president is ill with a type of blood cancer and receiving treatment and the government is presently being managed by the Vice President, Jose Gabriel “Gaby” Carrizo Jaen.  Although, not really.  One PRD member (the government’s political party) stated that the country is on automatic pilot until the president returns.  Last night in a meeting, one of the meeting participants stated, “Nito is too sick and won’t be returning.  Rumor has it that he’ll be replaced by his “padrino” and Gaby will be asked to resign.”  Damn, if that didn’t sound like some ultra-left propaganda mumbo jumbo, I don’t know what to call it.  However, the integrity of the person who said it has never been in doubt – in conversation this morning with another person close to the presidency, he flat out denies this stating simply, “He has meetings programmed for Monday that he will be participating in.”.  Time will tell… …and soon.

All the while, the country is in chaos.  I lost count of the number of organizations that are up in protest while the country is on automatic pilot.  We have the standard SUNTRACS up in arms, shutting down traffic as well as a few other Labor Unions that usually just team up with them for a half-day of action.  But we also have the labor unions from FEMSA which is the Coca Cola company in Panama, Agricultural associations and now the teacher’s union have gone on full strike.  The primary reasons for these strikes are the extreme fuel prices as well as the out-of-range “canasta basica”, which is the basic cost of food a family needs to survive.

(You know things are serious when grandpa brings out the soup pot to keep the masses fed.)

The funny thing is that the primary reason for the gas reasons is more due to mismanagement of the USA than anything Panama has done.  So, for Panamanians to protest and demand that their government lower prices, is pretty much a dead-end road.  The “canasta basica” complaint is a never-ending topic as they’ve protested this for as long as I can remember; 30 years plus and running.

Even Queen Sayira is protesting – I made a comment about payments we needed to make, as well as some other banking stuff, for which she said nothing, stood from her throne, place her eraser on the glass partition which separates our desks and left.  I think she’s outside burning tires or something…

But what’s really pushing the country to where we are?  Why are they protesting now especially since gasoline prices have actually dropped a bit in the last week?  This is clearly the opposition taking advantage of an already weakened government.  The opposition in this case is the “CD”, or Cambio Democratico, which is the party created by Ricardo Martinelli for his launch and eventual win of the presidency.  The PRD, of which he was a member, was clear that they would not support his political run, so he decided to do it on his own – the guy may be a lot of things, but he definitely has a huge set of cajones.  Now, past and present CD members are making supporting comments to the teachers unions especially.  They’re making it blatantly clear who’s pulling the strings – who’s provoking the protests.

In the last few years we’ve seen Latin America push its way far left including Venezuela, Nicaragua, El Salvador, Brazil, Argentina and more recently Colombia which was the strongest ally that the USA had… …time will tell how that pans out as well.  The PRD is historically a left wing political party, but they don’t have the dictatorship mentality they used to.  This may sound extreme, which I shy away from doing in these weekly reports, but…. If the CD gets their hands on the country, it’s this analyst’s opinion that you might as well pack your belongings and head back to the USA, Canada or wherever you came from because shit’s gonna get ugly (ier) here.

ACODECO: PANAMA’S BASIC BASKET INCREASED B/.17.44 IN ONE YEAR

The Acodeco recommends going to places like Merca Panama, markets and supermarkets with promotions.

B/.17.44 is the amount  of increased on average of the basic basket in Panama, as detailed by Joancy Chávez, deputy director of Free Competition of the Consumer Protection and Defense of Competition Authority (Acodeco).

When making a comparison between June 2021 and June 2022, an increase of 6.5% is reflected, which shows that “the crisis in which we live has impacted our food,” Chavez said.

The products that have mostly increased the price are:

  • Packaged sausages, which increased B/.1.43
  • National mortadella with pepper, increased B/.1.14
  • The red apple, the unit went up B/.0.10
  • The kilogram of sweet chili pepper rose B/.0.76
  • Lettuce, which increased B/.0.64 per kilogram

According to Chávez, they are price surveys of supermarkets and grocery stores, but there are alternatives such as Merca Panama, markets and supermarkets with promotions.

PUBLIC MINISTRY OPENS INVESTIGATION FOR MISTREATMENT OF AN ELDERLY WOMAN IN CARRASQUILLA

The alleged aggressor of the older adult is a nephew of the victim. National Police.

After a video circulated on social networks where it is observed how an older adult over 80 years old was mistreated in the Los Pinos Building, located in Carrasquilla, the Public Ministry (MP) opened an investigation.

This carpet was opened after a person close to the apartment captured, in an amateur video, a man (supposedly his nephew) physically assaulting an older adult.

The video shows how the aggressor hits the victim, pulls her by the hair and threatens her with a leash.

“You have to see who the victim lives with, and if there are no alternatives, he is taken to shelters. This is an obvious case of aggravated violence. It’s part of what we live in, where a woman’s home is the most dangerous place for her,” Herrera explained.

Previously, the Committee Against Violence against Women warned of the increase in cases of violence against the elderly.

MASKS IN PANAMA: WHERE IF AND WHERE IS NOT MANDATORY?

The use of masks in Panama will no longer be mandatory except in hospitals, public transport and for food handlers.

With the announcement of the elimination of the use of masks in enclosed spaces, many people question whether it will be necessary to maintain their use in places such as schools, churches, gyms, offices, restaurants among others; to which the Ministry of Health (MINSA) has mentioned that it will be optional.

Well, the rule said by the president of the republic is to completely eliminate the general use of masks in both open and closed spaces except for hospitals and public transport.

The Minister of Health, Luis Francisco Sucre, assured that food handlers must wear the mask mandatorily, these rules were established in Executive Decree 101 of July 1, 2022.

While it is true that we know the places where you can be without a mask and those that cannot, however, minsa sent some considerations for the different agencies and thus prevent an uptick in COVID-19 cases.

“The older they are, the more risk there is of complications, therefore, from 55 or 60 years onwards we recommend them to keep their masks again,” Sucre said.

The head of the health portfolio said that, in schools, temples and facilities such as asylums or homes, although the use will not be mandatory, the use of them is recommended, but it will be at the discretion of those in charge.

Likewise, he recommended that people with chronic diseases continue to use masks because of the difficulties they could present due to their previous condition.

On vaccine issues, through Executive Decree 102, which was published on July 4 in the Official Gazette, new measures concerning the entry of travelers to Panama were established.

The regulations specify that all travelers over five years of age, regardless of whether they are nationals, residents or foreigners or the route by which they try to enter the country, must meet requirements, such as:

  • Complete vaccination schedule
  • If you do not comply with the previous point, at least two doses of the COVID-19 vaccine

FROM THIS FRIDAY FISHERMEN WILL BE ABLE TO REGISTER TO RECEIVE FUEL VOUCHER

Artisanal fishermen who register may receive a monthly bonus of B/.400.00.

Starting at 8:00 a.m. on Friday, July 8, all artisanal fishermen with their current or expired fishing license will be able to register on the website of the Government Innovation Authority (AIG) to receive the benefit of the digital fuel voucher.

There are about 5,004 beneficiaries, who will be able to redeem their voucher of B / .400.00 per month consumable in fuel, through their identity card.

Flor Torrijos, director of the Aquatic Resources Authority of Panama (ARAP), said that the fuel stations enabled are Terpel, Delta, Chevron and Texaco.

“If a fisherman registers from tomorrow, on Monday he will receive his price stabilization accreditation at B/.3.95 (per gallon),” he said.

Torrijos clarified that this benefit is not cumulative.

He also mentioned that they will be given July as a month of grace to renew their expired licenses, otherwise in August they will not be able to access the benefit.

COLOMBIAN PRIEST CONVICTED AND INCLUDED IN LIST OF SEX OFFENDERS OF THE REPUBLIC OF PANAMA

The Catholic Church condemns acts of abuse by its members.

The Public Ministry condemned and included in the list of sexual offenders of the Republic of Panama a priest of the Catholic Church for aggravated libidinous acts against a minor in Panama East.

The Second Section of Crimes against Sexual Freedom and Integrity of the Metropolitan Prosecutor’s Office, through a penalty agreement, achieved a conviction of 60 months in prison.

 The priest Luis Ruiz Quiroga, of Colombian nationality, was also ordered to disqualification from exercising positions, trades or professions in parks, kindergartens, schools, sports centers and places where minors are grouped, for the same amount of time after the completion of the main sentence.

Once the responsibility of the accused was accepted for the facts, the judge of guarantees Meylin Jaén validated the sentence agreement by issuing conviction No. 1422.

The prosecution presented elements of conviction that allowed the legalization of the apprehension of the 51-year-old priest, the Public Ministry said.

The priest’s private technical defender, Alex Sánchez, requested a change of measure for community work, a hearing that will be held today in the afternoon.

For its part, the Archdiocese of Panama clarified that it ordered the cessation of pastoral functions to the priest, from the moment they received the complaint about libidinous act against the minor.

Once the complaint was known, the ecclesiastical authorities contacted the family of the minor providing accompaniment to the Public Ministry where the respective complaint was filed.

Likewise, spiritual and psychological care was offered to the minor and his family, he said.

The church, which has been rocked in recent years by events involving its servants, reiterated its policy of zero tolerance for any type of abuse.

SINAPROC, RAINY SEASON: THE RISK OF CROSSING RIVERS

In the rainy season, SINAPROC recommends not going to rivers or streams due to sudden floods.

With the announcements reiterated by the National Civil Protection System (SINAPROC) due to the passage of tropical waves in the country, it is necessary for citizens to consider crossing or hiking to areas prone to landslides or overflowing rivers.

According to hydrometeorology data from ETESA, the rainy season begins firmly in the month of May and lasts until November, with the months of September and October being the rainiest; within this season there are frequently tropical depressions, tropical storms and hurricanes.

Last year, during the month of November, 13 people were rescued after being surprised by a head of water, in the Bayano Caves, in Chepo in the east of the country. However, three people lost their lives, including the tour guide.

In the Pacific region this season is characterized by abundant rains, of moderate to strong intensity, accompanied by electrical activity that occur especially in the afternoon.

The general director of SINAPROC, Carlos Rumbo, calls on citizens to follow the prevention recommendations during this rainy season, especially those who live near risk areas, such as rivers and coasts; in addition to being aware of the alert information regularly disseminated by security and emergency institutions.

Recently, the mayor of Las Palmas de Veraguas, Edilberto Adames, was surprised by a head of water while trying to cross the Quebrada de Oro in a vehicle, losing his wife and mother-in-law in the accident.

During this rainy season, the provinces where the highest incidences of flooding have been reported are Panama Oeste with 19, followed by Panama with 8 and Herrera with 5. As for landslides, there has been a higher incidence in Panama with 20 cases, Colón with 11 and Panama Oeste with 8.

INADEH, TRAININGS 2022: WHAT COURSES DOES IT OFFER?

INADEH trainings culminate next September.

Occupational safety and hygiene, automotive mechanics, beauty and aesthetics, English, refrigeration, civil construction among others are part of the one thousand eight hundred courses offered by the National Institute of Vocational Training and Training for Human Development (INADEH).

This is the third training period of 2022 which will culminate in September, Mariela Salgado, general director of the institution; indicates that the courses are part of an administrative strategy based on results and solutions.

In addition, she said that she is focused on the economic reactivation of the country and the attention of priority sectors for the development of the economy, the generation of jobs and new ventures.

The courses will be taught by more than 1,200 instructors from all over Panama and will be both face-to-face and virtual. In the remote regions of the country they will be carried out through mobile actions.

Training in Colón

INADEH continues with the training plan in the province of Colón, which seeks to reach about a thousand people so that they are competent for different public and private projects.

These courses on the Atlantic Coast are developed at the Marco Antonio Pereira Vocational Training Center where gastronomy courses will be taught and the Regional University Center of Colón.

LAST! TEACHERS’ UNIONS GATHERED IN SANTIAGO DE VERAGUAS DECREE INDEFINITE STRIKE

The Ombudsman Eduardo Leblanc, at the request of Anadepo, led the dialogue table.

An indefinite strike decreed on Monday the leaders of 22 teachers’ unions and the organizations that participate in the demonstrations in the city of Santiago de Veraguas.

TECHNICAL TABLE OF MEDICINES WILL CREATE SUBCOMMITTEE TO MANAGE INTERNATIONAL PURCHASE

Recently the Government announced the MedicSol program for the shortage of medicines.

The vice president of Panama, José Carrizo, said that a subcommittee will be created to manage the proposal on the international purchase of medicines, which will be delivered next week to the technical table of medicines.

This proposal, based on cost, safety, efficiency, quality and availability, will be presented to Mr. President, Laurentino Cortizo Cohen, who will make the final decision,” according to Carrizo, this will happen after the subcommittee delivers the proposal.

PARENTS URGED TO ALLOW REGULAR VACCINATION OF THEIR CHILDREN IN SCHOOLS

They ask to send the vaccination card with the children.

Faced with the possibility of the appearance of cases of diseases that were considered eradicated, such as measles, hepatitis and congenital rubella, the coordinator of the Expanded Program on Immunization (EPI) Itzel de Hewitt, urged parents and guardians to allow the vaccination of their children.

  • The 8-10 circuit  is comprised of the corregimientos of Las Garzas, Pacora, Pedregal, Mañanita, San Martín, December 24 and Tocumen.
  • The 12-2 circuit  in the Ngabe Buglé region is made up of the corregimientos of Boca de Balsa, Camarón Arriba, Cerro Banco, Cerro Iglesias, Cerro Patena, Emplanada de Chorcha, Hato Chamí, Hato Corotú, Hato Culantro, Hato July, Hato Loro, Hato Pilón, Jadeberi, Lajero, Nomononi, Quebrada de Loro, Soloy and Susama.

SEEK TO IMPROVE ACCESS TO BEACHES FOR PEOPLE WITH REDUCED MOBILITY IN PANAMA WEST

The project involves the construction of more accessible ramps on the beaches.

The National Secretariat of Disability (SENADIS) promotes in the Municipality of Arraiján the project of tourist accessibility for people with reduced mobility.

Arraiján would serve as a pilot plan in the development of this initiative, although in 2019 SENADIS also considered the district of San Carlos as part of this plan.

Adis Ortega, in charge of the Secretariat of Urbanism of the Municipality of Arraiján, explained that the association of beach merchants Veracruz has been involved in this initiative.

Through this initiative, we try to make not only public but also private beaches attractive, safe and accessible for people with reduced mobility.

Ortega indicated that the project involves the construction of more accessible ramps on the beaches, adding that Arraiján would serve as a pilot plan for the province of Panama Oeste.

To this end, SENADIS will issue a document which would allow merchants to request the Municipality of Arraiján to exempt them from paying taxes for the work to be carried out.

The issue was addressed during a meeting between Mayor Rollys Rodríguez,  the director of the National Secretariat of Disability Iris González and the national director of Equal opportunities, Jorge Villalba.

300 FAMILIES FROM GARDÍ SUGDUG ISLAND WILL BE RELOCATED IN HOUSING PROJECT ON THE MAINLAND

Cartí Sugdupu or Gardí Sugdub, is located in the San Blas Archipelago in the region of Guna Yala.

Some 300 families living on Gardí Sugdug Island, in the Guna Yala region, will be transferred to the Isla Cartí Housing Project, which has a physical progress of 61%.

The Ministry of Housing of Territorial Planning (Miviot) builds this project on the mainland, in the county area, with the aim of meeting the needs of the inhabitants of Gardí Sugdub Island, who for years have been prone to natural disasters, rising sea levels, in addition to the fact that the island is at its maximum population capacity.

“A better life, where rains, high tides, overcrowding, lack of water and garbage collection, among other complications, are no longer a problem and progress, as well as new opportunities break through, this is a dream of the population of Gardí Sugdug Island, located in the San Blas archipelago, “this is a dream of the population of Gardí Sugdug Island, located in the San Blas archipelago, “-  indicates the Miviot in a statement.

The project is executed by the company Ingeniería HOS S.A., has an investment cost of B /. 12,246,091.00, and is expected to be delivered in 2023.

THE BLOCKCHAIN SUMMIT LATAM 2022 STARTS IN PANAMA

BOARD FOR REGULATION OF LAW OF TAX INCENTIVES TO TOURIST ACTIVITY INSTALLED

Board that analyzes the regulation of tax incentives for tourism activity.

The National Government set up an advisory board for the regulation of Law 314 on tax incentives for tourism.

Law 314 grants tax incentives for investment and financing for the development of new public tourist lodging establishments or extensions of existing ones in the interior of the country.

The implementation of the law seeks to build at least 5,000 new rooms. It would have an impact on the construction sector, where it is expected to create at least 3,000 jobs in the next 2 years.

Iván Eskildsen, administrator of the Tourism Authority of Panama (ATP), explained that any developer of tourism projects may submit a project to that entity and the Superintendency of the Securities Market, following the process that will be established in the regulations.

Currently, there are 40 projects that have started their certification process to apply for incentives in different regions of the interior of the country.

The Deputy Minister of Finance, Jorge Almengor, announced that at the meeting on July 8, the conditions or criteria that must be regulated will be reviewed.

MINISTRY OF EDUCATION MAINTAINS THE USE OF MASKS IN CLASSROOMS

Students must continue to wear masks.

The Ministry of Education (Meduca), following recommendations from the Ministry of Health (Minsa), instructed all official and private educational centers to maintain the use of masks within classrooms, this includes all teaching and administrative staff.

By Executive Decree No.101 of July 1, 2022, the Minsa ordered to lift the mandatory use of the mask due to covid-19 as a sanitary measure throughout the national territory as of July 11, 2O22.

The elimination of the sanitary measure will be applied gradually, according to a series of factors that must be taken into consideration to prevent the risk of COVID-19 infections in schools throughout the country.

He added that it is of the utmost importance to assess the interrelation between the members of the educational community, the periods of time within the classrooms and the ventilation of these, number of infections in the community, large groups with little distancing, among others, because these make the risk of the appearance of diseases is maintained. infectious diseases such as influenza and, currently, covid-19, so we recommend that the biosecurity committees of educational centers keep their protocol updated.

The Meduca formed the National Institutional Committee covid-19 and the Regional Committees (Resolution 37 of May 15, 2020), School Committees Covid-19 (Resolution 100 of September 11, 2020, repealed by Resolution 164 of March 4, 2022).

These are responsible for monitoring, tracking and surveillance of the implementation of biosecurity measures in official and private schools throughout the national territory.

The Meduca requested to comply with the pertinent measures to reduce the risk of contagion of any infectious-contagious disease such as influenza, Covid-19 or monkeypox.

The educational institution asked to remain attentive and comply with the measures established in the school biosecurity protocols and invited to reinforce the following recommendations:

– Teaching and awareness to the educational community in general, on the importance of going to health posts for any symptom associated with influenza, Covid-19 or Monkeypox.

– Monitoring of flu-related symptoms or suspected cases of Covid-19 or Monkeypox.

MIGRATION EXTENDS UNTIL DECEMBER DEADLINE FOR RECEIPT OF REQUESTS FOR EXEMPTION FROM FINES

The National Migration Service of Panama extended until December 2022, the receipt of requests for exemption from fines, for foreigners who want to update their immigration status in the country.

As established in Resolution No. 13680 published in the Official Gazette, this extension of the “exemptions will be attended for reasons framed in the economic situation caused by the state of health emergency decreed”.

The document orders the delegation to the head of Legal Advice of the National Migration Service, to sign the resolutions by means of which the exonerations of fines are resolved.

DIRECTOR OF GORGAS SAYS THAT MONKEYPOX IS SPREAD BY VERY CLOSE AND DIRECT CONTACT WITH INFECTED

After the confirmation of the first case of monkeypox in Panama, the director of the Gorgas Memorial Institute, Juan Miguel Pascale, explained that the contagion of the virus depends on the very close contact that has been had with a person, with material from the skin lesions or with the material of that person that may have remained,  for example, in bedding, saliva droplets and certain body fluids of those infected.

“The infection is by close contact, very close, direct and with material from the lesions and fluids of that person,” infested with monkeypox, the Panamanian scientist told Televisora Nacional, noting that in Panama there is no antiviral to treat people infected with the disease in a serious state.

Monkeypox is a zoonosis (virus transmitted to humans by animals), whose symptoms are very similar to those seen in the past among patients with chickenpox or ember as it is often known.

“It looks a lot like chickenpox, unlike chickenpox, first, occupying much more different areas of the body; second, these lesions are like umbbilicadas, it seems that they had a navel, a depression inside. Many of these lesions become pustules, in addition to that, these lesions eventually form scabs and fall off,” Pascale said.

In that sense, the director of Gorgas warned that the person with the virus is infective until the last scab disappears, for this reason they must be kept isolated for up to 21 days or a little longer.

Symptoms

Regarding the symptoms of monkeypox, Dr. Pascales said that a person suspected of the virus has symptoms such as fever, headache, malaise, muscle aches, enlarged lymph nodes and everything will depend on where the exposure was.

For example, if the contact was oral, by a kiss the nodes that are going to swell are those of the neck; and if the contact was sexual, the nodes of the inguinal region may become inflamed; and subsequently, between 24 to 72 hours after the discomfort syndrome, then the lesions appear.

Since its first appearances, the World Health Organization (WHO) warned that many more cases of monkeypox would continue to occur in the world; so for Pascale it was expected that in Panama some case would be registered.

However, for the doctor the important thing was to be prepared to make the rapid and timely diagnosis and to be able to isolate the person and stop the possible next transmission of this virus in the country.

According to WHO data, as of mid-June 2022, more than 2,103 cases of monkeypox had been reported in more than 40 countries around the world where this virus is not endemic.

In Latin America, cases had been reported in at least 5 countries, in addition to several cases in the United States and Canada. And this week, Panama confirmed its first case of monkeypox, in a 30-year-old patient who remains stable in isolation, the Ministry of Health (Minsa) reported on July 5.

The Gorgas Memorial Institute confirmed this first case, after the patient came for a test as he had suspected symptoms for days.

The first case of smallpox in monkeys appeared in 1958, with animals being used for experimentation; and in humans in 1970, with sporadic outbreaks in Africa, Pascale said.

He said that currently, the outbreak of monkeypox that exists, especially is concentrated in the United Kingdom, Spain, Germany, the United States and Portugal, where most of the cases are.

“The cases that have been seen in the United States were due to contact with animals that they brought from Africa and people were contaminated,” said the researcher, who stressed that there are two variants of monkeypox: west Africa and Central Africa.

He explained that the first variant (from West Africa) is the one that is causing the cases that are being seen right now, which is less lethal and less serious, since it causes a disease that disappears in four weeks. So “there’s not much risk that people are going to die,” he said.

Patients who may die from the disease are usually young children, pregnant women and immunosuppressed people, but the cases “are very rare, it is not common.”

One of my favorite quotes is from the not-as-well-known Thomas Hobbes, “Leisure is the mother of philosophy.”  It’s impossible to think profoundly when you’re overwhelmed with work or other distractions.  Thinking rooms and studies are no longer a staple part of a home.  You’re lucky to get a patch of land that you can sit down at in silence without the neighbor blaring their music or noise from the road.  Sometimes you have to stop to smell the roses, and you should do so as often as possible.  Here’s a list of other throught-provoking quotes from several philosophers throughout time.
