It’s A Whirlwind;
What a whirlwind this week, eh? The protests have been picking up speed since Monday, then riots Wednesday morning in and then Wednesday night we get this literal whirlwind storm that ripped through Panama City. The amount of rain that came with it was a thing of legends!
Last week I said that this should have been over with either last weekend, which didn’t happen or at the very most, this weekend, which doesnt appear like that’s going to happen either. Me whispering to myself: (so maybe I was wrooooooong). But let’s see why it hasn’t happened yet, shall we?
First of all the Panamanian government thought they could drop gas prices and then hand-pick a few food stuffs that they could lower the price on through subsidies, and that would fix everything. They also tried to divide the protesters by negotiating with smaller fractions of teachers unions as well as a small group of indigenous in Veraguas. There’s even a rumor that the indigenous group was paid off a measly sum of $100 a head, to sign an agreement; I don’t know if this is true, but they DID sign that document. The second they got their “agreement” in place, the other labor unions and groups were quick to jump on these now isolated factions, getting them to retract or quite violently to tear up their contracts in front of the cameras.
The government is also refusing to touch on the blatant acts of corruption in the government, their over-inflated payroll with ghost employees and leeches, and they never will either.
The unions and their political bullshit. Suntracs announced recently that in an act of solidarity, they were “allowing the trucks with perishable goods through to help the Panamanian people”. Dude, YOU´RE the frickin reason they weren’t getting through in the first damn place”. Not only that, if anyone should get the credit, it’s the police who were ordered to clear a path for the trucks, which they did in Veraguas with a contingency of 3,000 units Tuesday evening.
There is divisiveness amongst the “bases” as they’re calling themselves. The different unions and groups don’t all see eye to eye and some want to get the glory over the others. The first meeting between the unions, church and government in the interior, Suntracs didn’t show up as they want to be the ones that get the others to go to THEIR meeting and not the other way around. The two primary teachers unions keep butting heads. The leaders of these two groups HATE each other, as one is more extreme than the other; because of this, they refuse to be seen together, let alone talk amicably together.
Infiltrated communists: Yep, I said it, infiltrate communists. Sounds like something out of the 60s, right? Well, they’re here and they’ve always been here. I was going to post a picture, but don’t want to get hit with a calumnia charge in the process. There’s a guy who last weekend (7/16) was called “a son of the people” on a twitter post, talking about the reasons of why these protests happened in the first place. He goes on to say that “we” Panamanians are a peaceful lot and because of that, “we” never did anything against the government, but it’s gotten to be too much and this is the result of years of oppression. He was very eloquent and measured as he clenched his baseball bat in one hand and a machete in the other. He had me sold at first until another video came out on twitter (7/19) where he’s explaining to the two groups of Ngobe Bugle and how brave they are protesting night and day, but how the other group present, would only show up in intervals, arriving in the mornings, leaving for work and then coming back later, adding that they didn’t show true commitment to the cause etc etc…. This time, he was dressed better, nothing in his hands, and more importantly, his Cuban accent shows through here and again. His forced “Panamanian Spanish” wasn’t as convincing as it was in his video from a few days ago. And he also mentions how he was in jail and no-one was there to help him, insinuating that everyone was there for themselves, but not as a team of comrades. In jail for what if he was peacefully protesting? I call BS on that one – he was in some air conditioned room planning the next video, which interestingly enough, the same video crew from the 16th was present also on the 19th. Coincidence? There are no coincidences and I’m sure we’ll see this same guy pop up again real soon. If we do, I’ll show the images from all 3 discurses on next week’s article.
Thieves and instigators – we’ve all seen them as well on social media. While some (not all) groups are genuinely trying to initiate talks with the government, you have these thugs and instigators cause problems, which distracts from the topic and slows down the process. Shameless robberies, attempted kidnapping, theft and destruction of cop cars, just to name a few. Then the instigators out there in the field claiming to be operating with Suntracs or other groups, making false statements and accusations to get the normal populous confused, as well as the use of social media to claim ridiculous utterances about the US Military planning an invasion, planned attacks by Panama against the people, and more.
It’s a shitty situation folks… …or as I like to call it, a “Shit-uation”… (kinda like Sean Connery would say it).
On a lighter note, I finally got gas at the subsidized rate. Funny story actually: I pull up to the gas station and asked, “Are you pumping the subsidized stuff?” “Yes sir, we are. Can I get your cedula and license plate numbers.”, he cheerfully responded. Handing him my cedula, I responded, “Absolutely. But hey, no big deal really, but didn’t the government say that they wouldn’t be asking for the cedulas for the $3.25 rate?” With a straight face he says, “Yeah, you know how the government is, they say one thing, then another and before you know it, just like the guys from Veraguas, we’re all ripping up their stinkin contracts!”

ONE OF THE ALLEGED INVOLVED IN THE INTERRUPTION OF THE CARAVAN OF PRODUCERS IS DELIVERED
A man who allegedly threatened to start trucks in a humanitarian caravan is handed over.
The Public Prosecutor’s Office confirmed the delivery at the headquarters of the Attorney General’s Office of one of the people allegedly involved in events that occurred on the night of July 20 in the district of Tolé to the detriment of truck drivers.

SUBSIDIZED FUEL: HOW MANY TIMES CAN IT BE USED?

NATIONAL BAR ASSOCIATION PRONOUNCES ON SOCIAL DISCONTENT IN PANAMA
The National Bar Association referred this morning to the crisis facing Panama.
The National Bar Association of Panama (CNA) gathered this morning to pronounce on the social discontent that the country is experiencing, which has kept it mired in protests for three weeks, street closures and work stoppages, which in its opinion evidences the loss of confidence in the institutions.
“Our country is in a deep political crisis, economic and social, whose causes the Association has come to realize are of substance. Panamanian society has lost confidence in the political system as a result of the loss of credibility that has been eroding the institutionality of the Organs of the State, which leads us to an undeniable reality, the existence of an expired model in all its dimensions coupled with a deep institutional breakdown, where the population before the little or no response to their basic needs has manifested itself energetically,” starts the statement.
The lawyers point out that the country’s problems are worsening, and social claims have a common denominator that must be addressed, so it recommends that the National Government should focus its efforts on giving an immediate response to the proposals of Panamanians to provide guarantees for an assertive and participatory dialogue, and thus avoid promoting repressive measures towards the population that exercises its right to social and civic protest.
“We require from the President of the Republic all his efforts and his visible interest in the face of each event, as well as from the leaders from the community level to the highest organs of the State,” the union emphasized.
The union calls on all Panamanians to maintain a healthy coexistence and recognize that changing authorities does not solve anything, what will make the difference is the collective demand that the current authorities undertake the route of transformation that is so much required and the will of all to contribute in a balanced way to these changes.

PRELIMINARY HEARING IN ODEBRECHT CASE SUSPENDED
The preliminary hearing in the Odebrecht case was suspended and rescheduled for September 12, according to Judge Baloisa Marquínez, the Third Liquidator of Criminal Cases.
The suspension of the hearing was due to the fact that some private lawyers presented certificates of incapacity.
They were admitted for complying with the formalities of the law and in accordance with the right of defense that assists their sponsors, in accordance with article 10 of the Code of Criminal Procedure.
In addition, some of the defendants in the present proceedings renounced the assigned public defenders and decided to have a private defence, so the alternate date for holding the hearing ceremony was accepted.

SINGLE REGISTRATION, UPDATE: WHAT IS THE LAST DATE?
July 31, 2022, will be the deadline for those taxpayers who have not made their due updates on the single taxpayer registration page of the General Directorate of Revenue (DGI).
The resolution of the DGI indicates that they will not be able to present the corresponding forms for the fulfillment of their tax obligations, after the aforementioned date, which will entail sanctions established in the law for each particular case.
According to the resolution, all taxpayers, whose information declared in the Single Taxpayers Registry has undergone changes, must update it in the institution’s database.
The update must be processed through the DGI’s tax management computer system, called e-Tax 2.0, and will have to be done by completing all the mandatory fields.

The note from the DGI, explains that the resolution establishes that the identification of the resident agent in the Resident Agent subcategory must be included in the Single Taxpayer Registry, as well as the authorized public accountant within the linked third party segment.
According to the General Directorate of Income, the updates made are how much, the type of taxpayer according to its nature, as well as the establishment for tax purposes depending on whether or not the taxpayer has taxable income in Panama.
It can also be from a foreign source, from an exempt and non-taxable source, including legal entities that are constituted only for the ownership of assets and that will not generate taxable income.
Updating the database for non-taxpayers will not have any monetary repercussions, but it could delay the process.

ALLIANCES SIGN FORMAL DOCUMENT WITH EIGHT APPLICATIONS THAT WILL BE PRESENTED TO THE EXECUTIVE THIS AFTERNOON

The National Alliance of the Organized People (Anadepo), United People’s Alliance for Life, leaders of the groups of the Ngöbe Buglé region and peasant communities signed on Thursday the unified document that they will present to the government authorities.
The formal document with the 8 requests was finalized on Thursday morning with the intention of starting the dialogue with the Executive this afternoon.
The priority issues agreed upon are: reduction and freezing of the basic basket without affecting the national producer, the reduction and freezing of the price of fuel, the reduction and supply of medicines in the Social Security Fund and Ministry of Health, without privatization; compliance with the Law of 6% of GDP for education.
Likewise, that energy be reduced, the discussion of the issue of the Social Security Fund, corruption and transparency and that the intersectoral and follow-up table for the issues be maintained.
The leaders say that the alliance has achieved a historic unification in favor of popular outcry.
Representatives of the Catholic Church, which acts as mediator, confirmed the government’s attendance. The incorporation of new actors to the table was also expected, among them from groups from Pacora, Changuinola and Viguí.
The popular leaders agreed to hold the dialogue table in the facilities of the Cristo Sembrador seminary in Penonomé in the province of Coclé.

SEVEN TRUCKS ARRIVE AT MERCA PANAMA GUARDED BY THE POLICE

SUSPEND CELEBRATION OF THE PATRON SAINT FESTIVITIES OF SANTIAGO

MANDATORY USE OF MASKS ON INTERNATIONAL AIRCRAFT AND VESSELS ELIMINATED

The elimination of the use of masks in international aircraft and vessels is given by Executive Decree No. 107 of July 13, 2022, signed by the President of the Republic, Laurentino Cortizo Cohen.

928,658 INFLUENZA DOSES WERE APPLIED FROM APRIL 25 TO JULY 19
In the Metropolitan Region, 226,203 doses have been applied against influenza.
The Ministry of Health reported that from April 25 to July 19, 928, 658 doses against influenza were applied in Panama, of which 695,004 doses were applied by the institution itself and 233,654 doses by the Social Security Fund (CSS).

PRODUCERS WARN THAT 10,000 JOBS WILL BE LOST IN HIGHLANDS DUE TO CLOSURES
Some 10,000 jobs in the Highlands in the province of Chiriqui are at risk of being lost, warned the leader of the Association of the Community of Highlands, Augusto Jiménez.
“Unfortunately, some 10,000 jobs in the field will be lost in the coming days, if the closure of the Inter-American highway is maintained, because it prevents production from being taken to national markets,” Jimenez said.
He added that due to the lack of commercialization of the product, they have no way to deal with the payment of the workers, so they will be forced to make the decision to liquidate them.
He pointed out that producers were barely recovering from the two years of the pandemic, to now face this problem caused by the claim of different sectors of society, which keep the roads closed.
Jimenez called on protesters to open the road and allow cars to travel from the Highlands to national markets.
He added that the losses at this time cannot be quantified, but they are millions of dollars, which represents a hard blow to the agricultural sector.
The leader confirmed that they will be present at the dialogue table, in order to support why some agricultural products cannot be frozen as some groups have been requesting.
Last Monday, the president of the Association of Highland Producers, Leonardo Martínez, asked the Government for the immediate opening of roads to ensure that food can be taken nationwide, since products are being lost in the field, leaving unsustainable losses.
He added that the closures cannot be allowed to continue, since it is generating a shortage in agricultural products which makes it impossible to continue with the activity, shortages of fuel, medicines, directly attacking the population.
Meanwhile, Gilberto Álvarez of the National Association of Cattlemen (ANAGAN), explained that livestock and milk producers are affected by road closures because they have not been able to get their products to national markets.
HEAVY RAINS AND WINDS IN THE CAPITAL CITY CAUSE EFFECTS AT DIFFERENT POINTS
The heavy rains and winds recorded on Wednesday afternoon caused damage to infrastructure, as well as falling trees and power poles, in different parts of the district of Panama.
The National Civil Protection System (Sinaproc) reported that response teams moved to the sector of San Miguel, in the corregimiento of Calidonia, to attend to the fall of a tree that affected the power line and a parked car, without registering injured people.
Users of social networks also reported damage to structures located in the Vía Israel sector and in Downtown Plaza of Costa del Este.
There were also reports of electric poles and fallen trees on Via Israel, Avenida Balboa, Avenida a Cuba, Punta Pacifica, Panama Viejo, Marbella and other areas.
Also several roads were flooded in different parts of the city, such as Avenida México and Plaza 5 de Mayo.
Sinaproc reported that these climatic conditions are due to the combination of meteorological events that are typical of the rainy season, among these, the intertropical convergence zone over the country, two low pressure systems that are active and the passage of Tropical Wave 19 of the season.

TEACHERS COULD RETURN TO SCHOOLS NEXT MONDAY
The leader of the Association of Veragüenses Educators (AEVE), Luis Sánchez, confirmed his participation in the dialogue table in Penonomé, after the bases authorized his representation as part of the guild.
“We already have to get out of the problem, we have to go looking for how to get out of this and that unity that has led us to be here is what we want,” Sanchez said.
Among Sánchez’s words to the teachers was “I want this to end as soon as possible, I want you to return to your jobs on Monday.” He subsequently indicated that this depends on the Government’s willingness to negotiate.
On the street closures, he said that even they have had to change to move to Penonomé, assuring that the decision to reopen is the people’s.
He delivered a resolution to the teachers to be signed in which it is said that the prices of the basic basket be lowered, the supply of medicines to the Social Security Fund and the Ministry of Health, the price of the gallon of fuel to 3.25 dollars, reduction of the basic basket without affecting the producer, compliance with 6% of GDP to education, corruption and transparency, among others.
In addition, the authorization of the participation of AEVE in the single negotiating table in Penonomé is requested.

U.S.: PANAMA FAILS TO MEET MINIMUM STANDARDS TO ELIMINATE HUMAN TRAFFICKING
The U.S. Department of State’s Office of Trafficking in Persons Report 2022 released a report evaluating efforts to combat human trafficking in 188 countries and territories, including Panama.
“The Government of Panama does not fully comply with the minimum standards to eliminate trafficking; however, it is making significant efforts to achieve this,” the report said.
The report also highlights that the government has shown to have increased its efforts in a general way compared to the previous reporting period, considering the impact of the COVID-19 pandemic on its ability to combat trafficking; therefore, Panama remains at Level 2.
“These efforts included identifying more victims; condemn and rigorously penalize two traffickers under the anti-trafficking statute; solicit the participation of survivors in victim protection efforts; support the right of victims to receive restitution from their traffickers; conduct a cumulative review of their own anti-trafficking efforts; and provide additional food and hygiene support to victims of trafficking during the pandemic,” the State Department report said.
The report adds that the government failed to meet minimum standards in several key areas.
It further indicates that authorities investigated fewer traffickers, and, despite proactive monitoring efforts, government statistics indicated that most trafficking victims reported their exploitation themselves, but the government did not amend the anti-trafficking law to remove the transfer requirement to constitute a trafficking offense. this perpetuated misconceptions about trafficking and conditioned the government’s anti-trafficking efforts, so that law enforcement agencies investigated internal trafficking cases inadequately.
Among the recommendations made by the report to the Panamanian authorities are:
- Remove the transfer requirement from the statutory definition of trafficking in persons in the Criminal Code.
- Proactively identify victims of trafficking, including among exploited Panamanians within the country, migrants, indigenous communities, domestic workers and other vulnerable groups.
- Vigorously investigate and prosecute and, as appropriate, convict traffickers, including those involved in child sex tourism.
- Amend the trafficking law to include force, fraud or coercion as essential elements of the crime, rather than as aggravating factors.
- Allocate dedicated funds for specialized victim services, including through the special fund for victims of trafficking and financial support to civil society organizations.
- Train law enforcement officers and prosecutors in the investigation and prosecution of traffickers using the crime of trafficking rather than using a misdemeanor.
- Establish and allocate funds for the specific shelter for victims of human trafficking.
- Increase training for government officials in victim identification and referral, including proactive identification among vulnerable populations and individuals involved in commercial sex.
- Sentencing convicted traffickers to appropriate penalties under the law, which must include significant periods of imprisonment.
- Inform foreign victims about their rights as victims of trafficking, including access to temporary residence permits and services.
- Develop and disseminate a procedural manual to guide prosecutors and judges in trafficking cases.
- Train judges to understand the importance of financial restitution in trafficking cases.
- Use existing laws and regulations to revoke the licenses of fraudulent recruiters.

My introduction talks about “infiltrators”. One of the world’s greatest infiltrators was a guy by the name of Bob Mazur. Bob infiltrated the Pablo Escobar empire and long story short, he laundered money for him, all the while working for the US government. Wednesday night, I was invited to attend a seminar on Anti-Money Laundering and knew that some of the players of Kroll were going to be there. So, as I entered, I scanned the room for one guy in particular, David Lewis. I knew that the organizer knew him as David was supposed to speak that evening, so when Mr Tabare approached David, I made my move to get an introduction. Just as I did however, my friend Tabare walked away and so I stopped in my tracks thinking, “Rats… now what?”. Then suddenly, David walked over to me and said, “I think I know you, are you Brett Mikkelson?”. “Why yes, yes I am…”, completely thrown back. “Why would David Lewis, know me?”, I thought. And then as if he read my mind, he says, “I was talking to Bob Mazur and asked him who I should meet with in Panama and he told me that the only guy you need in Panama is Brett Mikkelson.” Yep, I blushed. I know I did. I’ll leave it to your imagination as to why Bob knows me, but more importantly, here are his two books that you should definitely pick up some time soon:
The first book he wrote “The Infiltrator”, became a movie as well recently. He just published his second book “The Betrayal” – I can’t wait to get started on that one.

Scalia Speaks, by Antonin Scalia – Judge Scalia was a controversial Supreme Court judge appointed by Ronald Reagan with staunch views on many conservative-leaning issues including being an advocate for the death penalty, protected gun freedoms, as well as being against abortion being measured at the Supreme Court level. Dahlia Lithwick said, “Scalia doesn’t come into oral argument all secretive and sphinxlike, feigning indecision on the nuances of the case before him. He comes in like a medieval knight, girded for battle. He knows what the law is. He knows what the opinion should say. And he uses the hour allocated for argument to bludgeon his brethren into agreement.” Regardless what your stance is, you should read this book if you’d like to learn more about the Conservative position.
Story Craft by Jack Hart – most would find this boring, but if you want to write a book or just better your writing skills, this is a great start. I’ve loved it so far and it has helped in several ways but bettering my methodology and correcting much of my tomfoolery in writing. Like not knowing when to use “tomfoolery”. I know when to do that now.
