Can anyone out there tell me how to retire?  I’d like to do that sometime soon if possible.  I have a bad habit of undertaking too many projects at a time and what I really should be doing is taking my nights off to read any one of the 20-25 books I have laying around just staring at me contentiously.  Instead, I precipitously give in to every sobbing-sally story that requires someone’s attention and then leap into action.  So, tonight, instead, I took the time to just stop and look around.  What I saw, in my proverbial smelling of the roses, was just how out of control your life can get when you over-reach.  And by “your life”, I actually meant “my life”.  The founders of the Spanish Inquisition would have been proud as to just how far I over-stretched myself.  It was a moment that I had hoped would fuel my spirit but instead showed me that I need to start delegating functions again.  So, as a first step, I’m hiring an executive secretary.  Send enquiries to my email of brett@bminvestigations.com – serious enquiries only – that means you, Jay Rollo.  Secondly, at what point did I get 5 dogs?   I remember having 3 and then there was this other white, fluffy thing with a bell around its neck that I just called “Ding-a-ling”, but now somehow I have a 5th dog here as well.  Hmmm, I wonder if it has a name.  You know, I blame the globalist utopians for this … …or are they the utopian globalists…??  Help me out here, it´s the one that claims to have a peaceful solution to our impending environmental apocalypse, but simultaneously overwhelm us with a considerable amount of focused disdain because we happen to like pretty stuff as well.  Anyways, I have to blame someone for my hyper-appropriation of mystery dogs and it might as well be one of them.  I know I bounced all over the place with this introduction, but I’m told that writing is the deepest form of thinking… …and I think I need a beer.  Send me your resume… have a great weekend… and enjoy this week’s compendium of useful stuff!

U.S. ANNOUNCES ANOTHER 1.8 MILLION DOSES OF MONKEYPOX VACCINES

Some 39,000 cases have been detected globally in 94 countries.

The U.S. Department of Health will accelerate its monkeypox vaccination plan and starting next week will make 1.8 million new doses available to state administrations, the White House said in a statement.

The U.S. government’s monkeypox response team had already announced the shipment of another 442,000 doses earlier this week, the first to be administered intradermally since the Food and Drug Administration (FDA) gave the go-ahead to this form of application of the vaccine.

Intradermal administration allows one fifth of the dose required for subcutaneous immunization to be used, while maintaining similar levels of protection.

This will allow U.S. health authorities to give a big boost to the available number of vaccines, amid criticism for not having acted quickly enough to alleviate the outbreak in the country, which declared a national health emergency on August 4.

In a meeting with journalists, the director of the Centers for Disease Control and Prevention (CDC), Rochelle Walensky, explained that of the 39,000 cases that have been detected worldwide in 94 countries, about 13,500 have been diagnosed in the United States.

98% of them are men. Of the 6,000 cases in which details are known about those affected, their average age is 35 years and 93% of them reported having recent sexual contact with other men.

The Department of Health also announced Thursday that special programs are being implemented to encourage the application of the vaccine among the LGTBIQ+ community.

Among them, a pilot program to provide additional vaccines to state and local health departments in jurisdictions that are hosting large events targeting gay, bisexual, and other men who have sex with men.

The pilot program will reserve 50,000 doses of Strategic National Reserve (SNS) vaccines that jurisdictions may request, depending on the size of the event, and will already be implemented at events such as the Charlotte Pride Parade on August 20 and 21.

“I want to emphasize that while we are offering the vaccine at these events to people at high risk, this is a two-dose vaccine and receiving the vaccine at these events will not provide protection at the event itself,” Walensky said.

So far, nearly one million doses of the vaccine have been delivered to local administrations, the White House said.

“Since the first case became known in the United States, the Administration has led a government-wide response to make testing, vaccines and treatments more available to communities across the country and has worked with the LGTBIQ+ community to provide information and resources,” the White House said.

In addition, the U.S. government announced today that it will make available to state health administrations 50,000 doses of the antiviral treatment TPOXX, which are “almost five times more than the confirmed cases” in the country.

NEGOTIATION RESTARTS IN COCLÉ, DEBATE ON CORRUPTION AND TRANSPARENCY

The negotiation was restarted on Wednesday after the issue of the Social Security Fund was exhausted without consensus.

The discussion at the negotiation, begun in Penonomé, Coclé, where the debate on the two remaining issues began: corruption and transparency.

Faced with the proposals presented at the table by the National Alliance for the Rights of the Organized People (Anadepo), the United People for Life Alliance and the regional leaders of eastern Chiricano, the National Government responded to some of the proposals as follows:

Proposal A– “Propose an original constituent assembly and the State of property”.

Response of the executive: We live in a rule of law, in which our Magna Carta is a cornerstone, so any proposal for modification must be subject to the procedure already established in the Political Constitution of the Republic of Panama.

B- “A single table of national dialogue on corruption with autonomous, democratic and sovereign citizen participation

1- Truth Commission on Corruption”

Answer: The creation of a body such as the one proposed is clearly unfeasible within the framework of the Constitution, since what would be created is an agency composed of individuals who would have on their shoulders the responsibility of supervising and submitting under their discretion the three organs of the State and any public servant who, according to their criteria, misuses public goods or allows them to be subject. of appropriation by individuals.

C- “Expand and recognize the freedom of expression and critical thinking of journalism by complying with the ethical principles of the profession, respecting the truth to combat corruption, impunity, crimes in the functions and responsibilities of the public administration”

Answer: It would correspond to the Executive to expand the rules, the special laws related to the press and the provisions that regulated this matter were repealed by Law 22 of 2005 so it can be said that in Panama there is no limitation regarding the exercise of the profession of journalism or social communication, it is pertinent to emphasize that the current administration has not presented any legal action aimed at investigating or punishing any media, journalist or social community.

2- “Eliminate the subsidy to the parties to allocate them to social investment”

Answer: As an Executive Branch, the subsidy to political parties is fully established in the Political Constitution of the Republic, article 138 provides that political parties expressing political pluralism concur to the manifestation of the popular will and are fundamental instruments for political participation, it also establishes that the Electoral Tribunal must establish its budget, within what is the political subsidies and do not comply with the legislative regulations

3- “Eliminate disguised subsidies or tax exemptions to large millionaire companies and entrepreneurs from the date and initiate a process to cancel those that have been initiated against the best popular interests.”

Answer: The Republic of Panama has initiated concrete actions aimed at analyzing, identifying and adjusting its fiscal policy not only to promote the collection of taxes, understanding the undoubted analysis that our tax system supposes but also in the already known global commitment within the inclusive framework where more than 135 countries have assumed the project of leveling the field in terms of collection

4- Open viable means in each province or region through the governors so that together with the organized citizens, all the institutions, the municipis, communal boards present their accountability of all the budget programs, services according to the needs of the communities

Answer: It is an attribution of the Comptroller’s Office to establish the form and procedure of accountability, for the above exposed for the regulation or modification to this norm it is suggested to present in the second stage of this process in which all the actors of the State are integrated.

5- Allocate part of the funds of the government advertising so that in the country’s broadcasters citizens are informed at least once a week of all the work and mission of the council

Answer is related to the answer of b, 1

6- All monopolies and oligopolies buy and sell that is proven combined practice that restrict or make impossible, are welcomed as acts of supreme corruption, especially and in the first place the oligopoly of television media, insurers, crane services, ambulance services, fuel, electricity, telephone services among others.

Answer: The crime of corruption is typified in the Criminal Code, hence the crime raised by the alliance as supreme corruption must be raised as an amendment to the Criminal Code and the participation of other organs of the State is required for the analysis of this proposal.

7. Reduce high salaries and expenses of representation, per diem and subsistence allowance to 50% of what senior officials receive

Answer: “We are doing an economic and financial study of all the positions that exist in the State, according to the hierarchical levels and their responsibilities, taking into account the constitutional norm of no salary reduction this study will be duly validated with the Ministry of Economy and Finance (MEF). on the subject of allowances for participation in boards of directors, Cabinet resolution No. 79 of July 12, 2022, published in Official Gazette No. 29557-a of July 13, 2022, which orders the suspension of such payments. The period 2020-2022 sees a 40% reduction in these expenses.

8- Create a law that guarantees the collection, recovery and disclosure subject to citizen verification of all State assets that were acquired in an ill-gotten way in the hands of family partners or anonymous companies to put them at the service of the poorest or excluded.

Answer: The National Assembly is currently awaiting discussion in the first debate on bill No. 625 presented to the plenary on April 28, 2021, which adopts the legislation on the extinction of ownership of illicit assets.

9- Receive a timely response to the just demands due to labor and social demands that have been accumulating and owed for several years to public servants, producers, micro and small entrepreneurs, workers in the countryside and the city.

Answer: Because of the broad concept made by the proposal, we formally require the list of cases of producers, micro and small entrepreneurs and rural and urban workers. However, this administration has made efforts to comply with the salary adjustments derived from the application of laws and special regimes that regulate some sectors of the public administration. In the particular case of what is owed to certain public servants in terms of payment of the seniority premium, this is a fact recognized through Law 241 of 2021 that modified the legislation that previously regulated this right and is under discussion in the Assembly a project aimed at regulating in a concrete way how its form of payment will be. The proposed law ordering the payment of interest for late payment for the withholding of the payment of the Thirteenth month of the years 1972 to 1983 is analyzed

10- Effective fight to eradicate tax evasion.

Answer: Tax evasion is not an option in Panama, the Directorate of General Revenue (DIG) and the MEF have formalized in the last 6 months the first three tax processes for tax evasion. Panamanian tax legislation is novel.

At the conclusion of these issues, it is expected that the second phase of the table will be passed, which would take place in Panama and with the participation of more actors.

MINISTER SUCRE AUTHORIZED TO PRESENT IN THE ASSEMBLY INITIATIVE THAT ALLOWS THE IMPORTATION OF MEDICINES BY PHARMACIES

The Cabinet Council approved the presentation to the Assembly of Bill 16-22 this afternoon.

The Cabinet Council authorized this afternoon the Minister of Health, Luis Francisco Sucre, to present to the National Assembly the bill of Law 16-22, which modifies the literal d of article 8 of Law 24 of 1963, to allow the importation of medicines by pharmacies.

In a communiqué, issued by the Presidency, it is detailed that Article 8 refers to the classification of pharmaceutical establishments. The literal “d” defines pharmacies as establishments dedicated mainly to the preparation and retail sale of prescriptions, patent medicines, botanical drugs, chemical products, perfumes, cosmetics, and to the activities of pharmacies in the countries of greatest economic progress, in which soda fountains, ice cream parlors, and articles of their nature and activity are served to the public.

It is also noted that the President of the Republic, Laurentino Cortizo said that small pharmacies can partner to import and thus get medicines at a better price, as long as they meet the requirements.

“With this modification it is included that pharmacies or owners of the same, can import medicines and thus in a simple and faster way as merchants can look for distributors outside the country. If you have the sanitary registration in Panama in force, you can bring the medicine and sell it in your establishments, “said the Vice President of the Republic, José Gabriel Carrizo.

For his part, Minister Sucre explained to the Council of Ministers that medicines are a product of first necessity for the population because it attends to the recovery, rehabilitation and health care of people and it is the responsibility of the State to ensure their availability and accessibility in accordance with what is conceptualized in article 11 of the Political Constitution.

Sucre added that the regulation of medicines is dispersed in a group of legal norms, which includes laws, executive decrees and resolutions, mainly issued by the Minsa, mostly technical standards whose purpose is to guarantee the safety and efficacy of medicines, however, he stressed that there are rules that have an impact on the functioning of the market,  which has an impact on availability and accessibility.

In addition, the minister pointed out that through 60 years of validity of Law 24 of 1963, a drug market made up of wholesalers and retailers has been legally consolidated that forces pharmacies to buy wholesale from intermediaries without allowing them to directly access the manufacturing laboratory and be able to buy them at a better cost or to be able to import medicines that they can obtain at a better international price, which has given the imperfect functioning of the market where there is unequal and little extensive competition which results in the presentation of prices markedly higher than those presented in other countries for identical medicines.

“Taking into account that the price of medicines has a direct impact on the accessibility of these, mainly for people with lower incomes it is necessary to break down legal barriers that restrict the participation of more bidders in the market. This legislative proposal is focused on allowing pharmacies, being regulated pharmaceutical establishments, to import drugs directly, complying with the regulations that guarantee their safety, quality and efficacy, causing greater competition, which would result in more and better offers, “said Minister Sucre.

According to the initiative, which will be presented to the National Assembly, it is necessary to open up market competition to benefit the consumer.

SIX PANAMANIAN WOMEN HAVE BEEN VICTIMS OF HUMAN TRAFFICKING IN THE LAST THREE YEARS

Women are the main victims of human trafficking, although cases of men have also been detected.

In the last three years, at least six Panamanian victims of the crime of human trafficking have been rescued, according to figures from the Ministry of Security.

These Panamanian women are mostly exploited sexually and labor-wise, a source linked to the Public Ministry (MP) told this media.

The source indicated that in the case of labor exploitation, for example, there have been cases of women who come from the interior of the Republic to the capital city to work in the homes of families and are held illegally, by their alleged employers.

“These people hold them on their property illegally and sometimes even abuse them,” he explained.

In the case of foreign women, the vast majority of them are sexually exploited, where these women are brought into the country and forced into prostitution, the source said.

“There have been cases of women who are brought to the country, sexually exploited, their documentation is withheld, and they are forced to pay thousands of dollars to those who bring them, in many cases deceived,” he said.

Statistics from the Public Prosecutor’s Office show that in the last three years, a total of 72 survivors of the crime of trafficking have been identified.

Of these, 24 voluntarily returned to their countries of origin, 34 applied for extendable humanitarian and protection permits and eight people with migratory status of crucible of race or with another condition.

As for traffickers convicted of this crime against humanity, Colombians occupy the first place with 15 cases, followed by Panamanians with 13 and Venezuelans with a total of 11.

Only on July 14 of this year, an Oral Trial Court of the province of Panama validated the 69th sentence agreement and declared a Venezuelan citizen criminally responsible for a crime against humanity in the form of trafficking. This person was sentenced to eight years in prison as the main penalty, as well as compensation in favor of the victim of the crime.

The convicted man financed and managed the arrival in the country of a young woman of Venezuelan nationality, in November 2018, in order to subject her to sexual exploitation, to profit from this activity.

Second detainee

Yesterday, a second person linked to Operation Galaxy, in which six victims of human trafficking were rescued, was apprehended as he tried to leave the country.

This person was held at Tocumen Airport while boarding a flight to Costa Rica, said the Prosecutor’s Office Against Organized Crime.

While in his apartment more than $10,000 in cash was seized.

“This person is related to Operation Galaxy, for the crime of Trafficking in Persons, in the form of sexual exploitation,” said the MP

Figures from the Ministry of Security reflect that from 2015 to August 5, 2022, some 204 cases of human trafficking have been reported in the country.

UNPROFA: PHARMACIES REOPEN AFTER TWO DAYS OF CLOSURE

The National Government signed a resolution so that the reduction of medicines is generated from the laboratories and transferred to distributors and pharmacies.

The National Union of Pharmacy Owners (Unprofa) reported that small pharmacies reopened on Wednesday, after two days of closure.

After keeping our businesses closed for two days, beyond our control, today we open the doors with renewed hopes, trusting that better days are coming for our country,” the union said in a statement.

The owners of small pharmacies disagreed with Decree 17 that establishes the reduction of 30% in the price of 170 medicines, indicated that they were not consulted about the measure.

They also explained that it was impossible for them to sell the drugs at a lower cost, since they already had products purchased at a higher price in their inventories.

After a meeting with the owners of small pharmacies, the National Government signed a legal technical instrument that will allow this rebate to be generated from the laboratories and transferred to distributors and pharmacies.

The National Government also announced the modification of Law 24 of 1963, so that pharmacies can import medicines that already have sanitary registration and are for sale in the country.

In addition, the President of the Republic, Laurentino Cortizo, signed the decree that repeals Executive Decree 95 of May 14, 2019 and regulates Law 1 of January 10, 2001 on medicines, which allows importation under the protection of sanitary registration.

Unprofa requested to be an active part of all the tables and discussions that take place between the National Government and the parties involved.

END NOTES:

The Foundation of Old Panama City takes place on August 15 every year. This year the holiday falls on a Monday. The Foundation of Old Panama City is also known as Panama la Vieja Day by locals. As the name says, the day celebrates the founding of the original Panama City.

HISTORY OF FOUNDATION OF OLD PANAMA CITY

Panama City was first founded on August 15, 1519, by Pedrarias Davila. It was the first permanent European settlement on the Pacific Ocean. Its position and rapid development led to it being given the status of a city by the Crown of Spain. It served as a portal for gold stolen from the Incas that was shipped to Spain. The fledgling city was pivotal in further explorations of Peru and provided a point to launch expeditions into the country. Panama City flourished for many years. The growing city was at the center of the gold and silver trade and became a key point in the trade between Latin America and the Philippines.

Old Panama City was the crowning city of the region before its untimely downfall in 1671. The mighty city was attacked by the Welsh pirate Henry Morgan and his 1,500 men. The invaders easily overwhelmed the city’s militia and terrorized the city of Panama. During the attack, a fire was started that nearly engulfed the city while the pirates wreaked havoc. Thousands lost their lives in the attack. In the aftermath, the Spanish governor ordered that the city be moved further inland to prevent such an attack from happening again. Panama City did move and with its continued growth, the ruins of Old Panama City became a part of the suburbs of the new city.

Nowadays, Old Panama City is a town of ruin and memories that are open for guided tours and wandering for an affordable admission. The ruins of the church, convent, and several of the more stately homes are the buildings that have survived time and weathering the best. Despite the old city being uninhabitable, it still brings in a huge amount of tourism and money to Panama.
