After 2 years of travel limitations, I’m finally getting the nerve to move around a bit more and stretch my cultural legs.  Sure, I’ve since gone home to see mom,    fished in Colombia and did a few polygraphs in El Salvador, but next month I’m heading to Holland for a Private  Investigations conference and then shortly after that, on to New York.  My only problem is that my business suits no longer fit.  And before you think that I too have been plagued by the PBS (pandemic bulge syndrome), I’ll have you know that they’re actually too big for me.  Others are just out of style or falling apart.  The last suits I purchased were tailor-made in Hong Kong in 2018.  The shirts are too big, but the suits are a little too small which although there were supposed to be of the best quality, they shrunk … … once again, NOT a PBS-related condition.  My go-to place in Panama was always Baron’s in Obarrio.  I tried them out yesterday, but they didn’t have my size.  Like my current wardrobe, they were either too small or too big.

VENEZUELANS WITHOUT A STAMPED VISA WILL NOT BE ABLE TO ENTER PANAMA

South American Passport.

Foreigners of Venezuelan nationality who need to enter the country, must apply for a “stamped visa” before the Consular Office of Panama in the country in which they are located.

The measure was established after the promulgation in the Official Gazette of Executive Decree No. 77 of August 24, 2022 “That adopts measures in relation to the entry of Venezuelan citizens to the Republic of Panama and dictates other provisions.”

Thus, foreigners of Venezuelan nationality who have a valid visa or residence, duly issued by some of the countries included in article 1 of Executive Decree No. 521 of August 6, 2018, are exempt from the provisions of this Executive Decree.

In addition, all those requests that are in process at the date of promulgation of this Executive Decree, will be attended in accordance with the provisions of Executive Decree No. 612 of October 22, 2018, until concluding with their respective article 4 procedure.

This Executive Decree Repeals Executive Decree No. 612 of October 22, 2018. Article 5 and came into force upon its promulgation.

CABINET APPROVES ACQUISITION OF LAND FOR AGRICULTURAL CENTER OF UNIVERSITY OF PANAMA

The agricultural center of the University of Panama would be located in Panama East.

The Cabinet Council approved the acquisition of a 325-hectare plot of land for the Center for Agricultural Education and Research of Panama East of the University of Panama.

This would be done through an exceptional procedure between the University of Panama and the corporation Gones Hermanos S.A.

According to Eldis Barnes, dean of the Faculty of Agricultural Sciences of the University of Panama, it is necessary for the agricultural sector to be strengthened because it is the basis for the development of others.

The rector of the university center, Eduardo Flores, said that on previous occasions this had not been achieved due to lack of agreement on the sale value.

It should be noted that on August 9, the transfer of assets and lots for the construction of a nine headquarters of the Faculty of Nursing was formalized; these were part of the reverted assets.

ULLOA INSISTS ON MOVING TO THE SECOND PHASE, BECAUSE THE DIALOGUE CANNOT BE PROLONGED ‘ETERNALLY’

Tejada said it was unfair to continue without the presence of delegates from the Chiricano East Bastion.

The Catholic Church, in its role as facilitator, insisted that it is appropriate to close phase one of the single table of the dialogue for Panama, this Wednesday, August 24, in Penonomé.

“This cannot be prolonged eternally,” Archbishop José Domingo Ulloa emphasized, resuming the sessions after a recess declared last Sunday.

“Here we are not going to stay until September, October or November,” Ulloa remarked, while reproaching that, since the single table was installed, more than a month ago, “we each take our minute of glory and we do not go to the point … But people expect very concrete things to find solutions to this reality that the people are experiencing.”

In the room were the representatives of the Government and the alliances Pueblo Unido por la Vida and Nacional por los Derechos del Pueblo Organizado (Anadepo). The third participating group, the so-called Bastion of the Chirican East, withdrew to meet with its “bases” and coordinate future “actions”.

The Bastion promised to return to the table this Thursday, August 25, at 9:00 a.m.

ELECTORAL TRIBUNAL, COLLECTION OF SIGNATURES: WHICH PLACES ARE ENABLED?

18,533 people have signed in favor of candidates for free candidacy in the position of deputy according to data from the Electoral Tribunal.

The Electoral Tribunal (TE) enabled five mechanisms to collect signatures for candidates for free candidacy: multi-service kiosks, Electoral Organization offices in all TE headquarters, mobile books, video calls on the TE portal and activist applications.

The entity clarified that citizens cannot support pre-candidates outside their constituency, nor sign more than one pre-candidate for the same position. Failure to do so will impose a penalty of B/.1,000.00 to B/.2,000.00.

Direct supervision and the increase of kiosks in different parts of the country are measures that the establishment has chosen to improve care after various irregularities in the process.

Free application, collection of signatures: Which position leads the list?

18,533 people have signed in favor of candidates for free candidacy in the position of deputy according to data from the Electoral Tribunal, followed by the position of president with 11,608; Followed by the position of Representative with 13,305 and Mayor with 5,053.

THERE WILL BE NEW FUEL PRICES FROM THIS FRIDAY

New gasoline prices from this Friday, August 26.

The Ministry of Energy announced the new fuel prices that will begin to take effect from this Friday, August 26 until September 9.

The 95-octane gasoline will lower its price one cent remaining at 1.03 cents per liter, in the same way, the 91-octane gasoline will reflect a decrease of 0.03 cents remaining at 1.08 cents per liter.

While low-sulfur diesel will raise its price by 0.03 cents to 1.18 cents per liter.

It is important to remember that the price of subsidized fuel remains at 3.25 per gallon for all types of fuels.

The 95 gasoline is $4.28, the difference represents $1.03 compared to the frozen price of $3.25.

The gasoline of 91 is $ 4.09, the difference represents 0.84 cents and the diesel goes to the price of $ 4.47 being the difference of $ 1.22.

SAN MIGUELITO REPORTS 355 CASES OF DENGUE, TWICE AS MANY AS IN 2021

Dengue, transmitted by the Aedes aegypti mosquito, is an endemic disease in some tropical, subtropical and even temperate areas.

A total of 355 cases of dengue have been registered in San Miguelito, according to Yaritzel Ríos, regional health director of San Miguelito. At the national level in the country, a total of more than 2,860 cases of dengue are reported.

Of the total cases in this region, 41 have warning signs and 2 are serious. The infestation rate is 7.8%.

Although the Corregimiento Rufina Alfaro is the one with the highest incidence, all the corregimientos of San Miguelito have reported cases of dengue.

In 2021 there were 50% fewer cases than this year, however, Ríos attributes it to COVID quarantines.

Health authorities seek to reduce the percentages of infestation. They ask the population to avoid the formation of hatcheries while constant fumigations are carried out to avoid the proliferation of the adult mosquito.

PANAMA CONFIRMS FIFTH CASE OF MONKEYPOX

The case was confirmed after analysis by the Gorgas Institute.

The Ministry of Health (Minsa) confirmed on Thursday, August 18, the fifth case of monkeypox or monkeypox in the country, the second to be registered this week.

According to the information of the Minsa, a report of the Department of Epidemiology reported that it is a Panamanian patient, who resides abroad, 57 years old.

It was also explained that this person entered the country last Thursday, August 11 and that he made some visits to family and friends.

Minsa said that the patient is in stable condition and that he is in isolation in a hospital health facility. In addition, it is subject to the protocols and treatments established for the management of these cases.

Monkeypox is a virus that is transmitted from person to person by direct contact with skin lesions of an infected person, contact with infected secretions from the airways or with objects, fabrics (clothing, bedding or towels) and surfaces that have been used by a sick person. Among its symptoms are fever, headache, swollen glands, low back pain, muscle pain and lack of energy. Symptoms of this disease can last from five to 21 days.

TOCUMEN AIRPORT ALERT ON START OF MIGRATORY BIRD SEASON

During migration, pyrotechnic elements are used to clear the operating spaces without causing physical damage to the birds.

The Tocumen International Airport issued an alert to the aeronautical industry for the beginning of the season of the passage through the national territory of migratory birds, which is expected to run this year from September to mid-December.

The alert aims to prevent the occurrence of impacts with aircraft and other incidents of risk to air transport.

Melissa Hinds, head of Fauna Control at the Tocumen International Airport, explained that, with the arrival of autumn in the northern hemisphere, millions of migratory birds from North America make their migratory journey from Canada, the United States and Mexico, through Panama to the southern countries, to avoid the hostile conditions of winter.

Hinds said that the natural phenomenon is monitored by experts from tocumen International Airport in conjunction with other institutions, groups of birders and non-governmental organizations that keep track of the numbers, dates, times and species of birds that fly over the approaches of the airport, in order to mitigate in a timely manner, the possible effects on air operations.

To mitigate the risk of collision with aircraft, pyrotechnic elements are used during migration to clear operating spaces without causing physical damage to birds.

According to data from Tocumen International Airport, in the 2021 bird migration season, the first sightings were recorded on September 5, while the last report on December 2 at altitudes ranging from 15 to 3,500 feet high.

The cycles of greatest mobilization of birds of prey occur between 08:00 am and 5:00 pm local time depending on weather conditions.

Among the most representative migratory birds by size and behavior that fly over the isthmus are the peregrine falcon, the swainson sparrowhawk, the broad-winged eagles, the Mississippi eagle and the red-headed hen, the latter being the one with the highest risk for operations, as it is the most abundant and largest group.

CABINET APPROVES EXTENDING UNTIL SEPTEMBER 30 THE ELECTRICITY SUBSIDY

Alexander revealed that the extension for one more month of the subsidy benefits 1 million 144 thousand customers.

Until September 30 of this year, the scheme temporarily adopted by the Panamanian State as “extraordinary contributions” to the Electricity Tariff Stabilization Fund will be extended, due to the COVID-19 pandemic.

That extension was approved on the afternoon of Wednesday, August 24, by the Cabinet Council, a measure that would benefit 92% of electricity customers in Panama.

Héctor Alexander, Minister of Economy and Finance, revealed that the extension for one more month of the subsidy benefits 1 million 144 thousand customers, who represent 92% of the users of the electricity distribution system.

For her part, Dilka Escobar, deputy director of Investments Concessions and State Risks of the Ministry of Economy and Finance, explained that the range of consumption that benefits the most corresponds to those consumers of less than 300 kw / hour.

According to Escobar, that group receives approximately a 48% discount on its monthly billing for electricity consumption.

This type of subsidy is a measure adopted by the administration of President Laurentino Cortizo due to the crisis generated by the covid-19 pandemic.

According to the executive’s calculations, this subsidy has represented a cost of 150 million dollars until July 30. While its extension until September 30 will cost an additional 12 million dollars.

ACODECO REVEALS THE 57 RICE BRANDS THAT DID NOT COMPLY WITH THE QUALITY ANALYSIS

One brand of special rice and five of first rice met the quality parameters.

The Consumer Protection and Competition Defense Authority (Acodeco) revealed the 57 rice brands that according to the inspection operations did not comply with the quality analysis.

The report is the product of the verification of 23 companies until August 18; these are divided into 15 mills, 6 supermarkets and 2 distributors.

To date, Acodeco has verified 63 brands of rice, 35 of which are special and 28 are first-class; of the review, one brand of special rice and five of first met the quality parameters.

According to Jorge Quirós, administrator of Acodeco, the inspection days are not over.

The main points reviewed by this audit institution are the following:

  • That the grain maintains normal quality and appearance
  • That the length of the grain is equal to that announced on the label
  • That the expiration date, weight, type of quality and quantity of grains are described on the packaging
  • That there are no insects or stones in the packaging

It is important to note that the Association of Millers of Panama requested the Authority for Consumer Protection and Defense of Competition (Acodeco) to carry out a new analysis of the rice grain due to inconsistencies and lack of details.

MEDICINES COMMISSION EVALUATES MAKING DIRECT PURCHASES IN THE INTERNATIONAL MARKET

In the technical table of medicines several topics were addressed.

The medicines commission that meets weekly in the Presidency of the Republic, evaluates making direct purchases in the international market.

On the other hand, in the technical table of medicines, it was agreed to recommend to President Laurentino Cortizo Cohen that the General Directorate of Revenue (DGI) head the subcommittee that defines the alternatives to recognize small pharmacies the 20% discount that by law apply to retirees, pensioners and people with disabilities.

Carrizo said this subcommittee will look for alternatives that don’t affect the cash flow of small pharmacies when they make the 20% discount.

SCHOOL HOLIDAYS IN PANAMA: WHICH SCHOOLS WILL HAVE RECESSES IN THE MONTH OF SEPTEMBER?

The school holidays serve as a space for rest and distraction of students, teachers and parents, however, as a result of the teacher strike that occurred during the month of July 2022, the dates have changed.

Not everyone will be eligible for the second school break. Only those schools and/or teachers who did not suspend classes will be able to do so. Also, the private schools that follow the academic calendar of the Ministry of Education (Meduca) will have their school holidays.

According to the academic calendar of Meduca, the recess will be from September 12 to 16 and the third and last quarter will begin on September 19 and end on December 16, 2022.

Changes to the calendar after the teacher strike

The school calendar underwent some modifications that were agreed after the end of the strike between the teachers’ unions and the Meduca.

Classes for the second trimester continue regularly from August 2 and run until October 7 so it will be 10 weeks. The third quarter will now be from October 10 to December 30 (12 weeks). THIS THURSDAY BEGIN THE REPAIR AND MAINTENANCE WORK OF THE CENTENNIAL ROAD

The MOP announced that there will be scheduled closures for the maintenance work of the Centenario road.

SCHOLARSHIPS IN PANAMA: WHERE YOU CAN APPLY AND IN WHICH COUNTRIES TO STUDY

There are only a few months left before the end of 2022 and some institutions offer on their websites scholarships for Panamanians who want to study abroad and continue their university studies, either a bachelor’s degree or some specializations.

Ifarhu Scholarships

The Institute for Academic Training and Use of Human Resources (Ifarhu) is one of these institutions that has several options for international studies. These scholarships can be partial, which cover the studies, but not the passage. They can also be complete; they would cover all studies and international passage. The National Secretariat of Science, Technology and Innovation (Senacyt) also offers scholarships for panamanian professionals interested in obtaining master’s and doctoral degrees for scientific areas.

AT LEAST 15 APPREHENDED IN OPERATION SINAI FOR GANG MEMBERS AND HOMICIDES

Operation Sinai is being carried out in Altos de Los Lagos, in Colón.

More than 15 people have been apprehended through Operation Sinai for alleged links to gang cases in the province of Colón.

Those apprehended also face crimes of possession of weapons and drugs, personal injury, robbery and others.

Of the total number of detainees, three are alleged murderers, and one of them is the leader of a criminal organization operating in Altos de los Lagos.

For the development of this operation, more than 200 police units were deployed in the area, according to the National Police.

In previous days, authorities also captured more than 40 drug traffickers receiving large drug shipments from Colombia.

The operation is carried out by the National Police and the Public Prosecutor’s Office.

JOBS IN PANAMA: WHERE TO LOOK AND WHAT DOES THE MINISTRY OF LABOR OFFER?

Increase in unemployment and informality in pandemic.

The Ministry of Labor and Labor Development (Mitradel) maintains on its website a job search tool in the labor market at the national level. From the site the interested person will be able to carry out all the procedures, consultations and access to job opportunities 24 hours a day and seven days a week.

The Employment Exchange has in its database more than 121 thousand job seekers with very diverse profiles and an approximate of seven thousand companies that use this free intermediation service, to search for talents, according to the requirements of the private sector, according to information published on the Mitradel website.

Those interested can enter through the virtual platform www.empleospanama.gob.pa, or in person through the personal intermediation made by the institution. People will be able to enter their resume and have access to various vacancies for free.

Solidarity employment

There is also the solidarity employment program. This program is a public-private collaboration for the labor reactivation of populations in vulnerable conditions.

The people are identified by the Mitradel team and after an orientation process for employment, intermediation is done with private companies that offer job vacancies and an economic incentive of $ 900 is guaranteed to companies that hire people in vulnerable conditions.

SOME 127,000 BALBOAS SEIZED IN OPERATION “FUEGO”; THE GROUP WAS LED BY ALIAS “MARSHALL”

During Operation “Fuego” 45 search procedures were carried out.

The Attorney General, Javier Caraballo, gave details about the operation “Fuego” with which the apprehension of more than 40 people who were part of a criminal organization that was dedicated to drug trafficking and money laundering was achieved.

Caraballo indicated that in the operation the seizure of 127,000 balboas was achieved and clarified that throughout the more than 3 years of monitoring they seized about 1,442 packages of this drug.

The drugs came from Colombia and the modus operandi of the criminals consisted mainly of two mechanisms; one of them was to use vehicles with double bottoms to cross the border with Costa Rica and distribute the drug in Central America and the other focused on camouflaging the substances as containerized cargo to distribute, through the sea route, to European countries such as Italy, Spain, Holland, Belgium among others.

In addition, Caraballo confirmed that the criminal group was led by Eduardo Macea, alias “Marshall,” who is serving a 15-year sentence for aggravated drug possession. The prosecutor said that from the prison he gave instructions to his relatives for the reception and trafficking of illicit substances.

It should be noted that, in the morning hours, it had been reported that among those apprehended were the brother and wife of alias Marshall.

The prosecutor added that two of the people captured used false identities to evade the authorities and that these documents were also duly issued by the Civil Registry; one of these was wanted by the DEA for drug trafficking.

Likewise, he said that in the operation the representative of the corregimiento of Isla Grande was captured for his relationship with the group, as well as a doctor who practiced in a public institution and issued false health certificates for the benefit of the leaders of the organization. These certificates allowed one of the “ringleaders” to be ordered a measure other than provisional detention, since he claimed that he suffered from tuberculosis and that meant a serious illness.

On the other hand, the director of the National Police John Dornheim validated that among those apprehended was a police unit that worked in the police area of Don Bosco.

Dornheim noted that during the operation 45 search procedures were carried out, 26 in Colón; 5 in Panama West and 14 in Panama. In addition, he assured that there were a total of 41 apprehended, 26 in Colón and 15 in Panama.

PANAMA WILL ESTABLISH MANDATORY NEONATAL SCREENINGS

Neonatal screening is a series of special blood tests that serve to detect newborns with endocrine or metabolic pathology.

The obligatory performance of neonatal screenings will be a reality in Panama after the approval in the third debate of Bill 705, a regulation, which in addition to the metabolic test, contemplates the detection of hearing, cardiac and visual problems, in health institutions, public and private of the country

The new legal regulations will be universally accessible and free of charge for all newborns in the country as part of their initial care and under the responsibility of the Executive Branch.

As explained in the project, its main objective is to offer the comprehensive care, medical, surgical treatment and technical assistance necessary, in a timely manner, that corresponds to these diseases and / or disorders detected.

This legal framework gives rise to the Technical Advisory Committee of the National Neonatal Screening Program, composed of 11 members, whose function is to serve as an advisor to the advisory body of the General Directorate of Public Health.

Mario Rodríguez of the Ministry of Health, said that hopes are open to a longer and better period of life of infants, but that the ideal is to expand the discovery of pathologies because these specializations are guarantors in the detection of seven diseases.

WINGO WILL RESUME OPERATIONS AT PANAMA PACIFICO AIRPORT EN ROUTE TO BARRANQUILLA

Wingo will offer from the Panama Pacifico Airport its current flight schedule.

Wingo  airline  announced that it will resume operations at Panama Pacifico Airport from September 1, with a new international route between Panama and the Colombian city of Barranquilla.

Wingo stressed that the new route between Panama and Barranquilla consolidates the network of routes that already has eight destinations to cities in Colombia, Costa Rica, Cuba and the Dominican Republic.

This route will have two flights a week, operated on Mondays and Thursdays. The first flight will be on October 6, when Wingo will place on the market about 3,000 chairs a month between both routes.

The route will begin its sales with promotional launch rates of $ 84 on the Barranquilla – Panama route and $ 64 on the Panama – Barranquilla route.

This new route will allow Panamanians and residents to enjoy the fifth Colombian city operated by the airline directly and non-stop,” Wingo said.

The airline indicated that it returns to Panama Pacifico Airport, after the completion of the remodeling and improvement works.

COLOMBIA TO SUSPEND EXTRADITIONS TO THE U.S. OF DRUG TRAFFICKERS WHO SURRENDER

The President of Colombia, Gustavo Petro.

Colombian President Gustavo Petro on Wednesday offered drug traffickers to suspend their extradition to the United States and grant them “legal benefits” in exchange for giving up and abandoning their activity.

“Drug trafficker who negotiates with the Colombian State (…) he is not extradited,” the president said during a press conference with Spanish Prime Minister Pedro Sanchez.

On the contrary, if they do not surrender, they will be sent to the United States, added Petro, who took office on August 7 as Colombia’s first leftist president.

“Drug traffickers who do not negotiate with the State are extradited; drug trafficker who negotiates with the State and reoffends is extradited without any negotiation in the United States,” he warned.

The president has offered “legal benefits” to the Clan del Golfo, the powerful armed wing of drug trafficking, without specifying whether those concessions include alternative sentences to prison, such as those agreed with the FARC guerrillas who signed the peace in 2016.

According to Petro, he will dialogue with Washington so that his commitment not to extradite criminals who submit to the State becomes effective.

The president is determined to extinguish the continent’s last internal conflict through negotiations with the groups that remained in arms after the 2016 peace agreement with the FARC guerrillas, which have become a political party.

Within the framework of his policy of “total peace”, the president has also denounced the “failure” of the fight against drugs and proposed a new approach focused on the deterrence of consumption in developed countries.

After four decades of drug trafficking persecution, Colombia remains the world’s largest producer of cocaine and the United States its main market.

In addition to negotiating with the narcos, Petro is on track to resume peace talks with the National Liberation Army (Ejército de Liberación Nacional – ELN), the last recognized guerrilla in Colombia.

During the press conference, Petro claimed to have received “letters” from the Gulf Clan and other armed groups “asking for peace” and a “different way out” of the conflict.

“So far we have cards, we must undoubtedly move on to actions; these actions should already mean that if you want peace, stop killing, stop having conflict among themselves,” he stressed.

The ELN, the Gulf Clan, and dissidents who marginalized themselves from the peace pact thrive on rents from drug smuggling and illegal mining.
