At the beginning of the pandemic, I started writing this newsletter/blog//marketing tool/spammy content with the intent of keeping the expats in Panama up-to-date on what was going on with COVID-related matters.  Since then, it was transformed into a basic outlet of weekly news translated to English with some witty gobbledygook and hopefully pleasant End Notes to brighten your week.

But who in the heck are these ragtag dullards that are obviously trying too hard to make you laugh just to spite the horrors of today’s world?  The creators of BMI Inc., that’s who!  In 1994, Brett Mikkelson decided that leaving the Army and joining his dad at the family machine shop was going to be a bad idea.  The plan to leave the Army was set in stone, but dad decided that I was only worth $4.00 per hour, part-time.  With a 2 year old daughter and a bipolar wife, I had more than enough of my share of issues than having to add extreme poverty to my list of accomplishments.

FROM OCTOBER 3, VISITS WILL BE ALLOWED AT THE ION

The National Cancer Institute (ION).

The National Cancer Institute (ION) announced that as of this Monday, October 3, the visit of a family member or person responsible per patient will be allowed.

These visits, which will be allowed two days per week, will be made for each room as follows:

  • Fourth floor and intermediate care: Tuesday and Friday
  • Fifth floor: Tuesday and Friday
  • Sixth floor: Monday and Thursday
  • Seventh floor: Monday and Wednesday
  • Intensive care unit: Monday, Wednesday and Friday

Visits will be from 6:00 p.m. to 7:00 p.m., and the patient’s family member or caregiver must comply with biosecurity measures such as masks and distancing.

COSTA RICA SUSPENDS TARIFF BENEFITS TO PANAMA OVER TOMATO DISPUTE

Costa Rica will use all legal avenues of action to ensure compliance with the commitments assumed by the parties in the framework of the Central American economic integration process.

The Ministry of Foreign Trade of Costa Rica reported through a statement this afternoon that it suspended Panama’s tariff benefits for its non-compliance with the decision of the arbitral tribunal in the tomato case.

“Given Panama’s failure to comply with the decision of the arbitral tribunal in favor of Costa Rica to apply the measures that restrict and affect the import and marketing of fresh Costa Rican tomatoes to its market, the Ministry of Foreign Trade will suspend tariff benefits to Panama, in accordance with the international regulations that protect us,” indicates the statement.

The Costa Rican ministry explained that it has an absolute commitment to the defense of the rights provided by international trade agreements and that open opportunities for prosperity for all, so “from this perspective, and as an actor respectful of International Law, Costa Rica will use all legal avenues of action to ensure compliance with the commitments assumed by the parties in the framework of the Central American economic integration process.”

The note points out that in the case of tomatoes, the Mechanism for the Settlement of Trade Disputes between Central America offers the possibility of using the tool of suspending benefits at the expiration of the deadline established by the arbitral tribunal, when there is no compliance and that this deadline expired since August of last year.

“Due to the closeness and close relationship we have always had with Panama, multiple efforts and approaches were made in good faith with the authorities of that country, which did not prosper. As there was no willingness on the part of the Panamanian counterpart to honor the resolution or award of the arbitral tribunal, the decision was made to apply the procedure of suspension of benefits, which is being coordinated with various ministries and key actors,” the statement added.

The Costa Rican entity notes that the actions described are in addition to the defense carried out by this neighboring country within the framework of the World Trade Organization (WTO), in relation to restrictions imposed by Panama on Costa Rican exports of strawberries, fresh pineapple, banana, banana, dairy and meat products.

“This process, which is independent of the tomato case, is at an advanced stage and the panel’s work is still underway in accordance with the established procedural schedule. The United States, the European Union, the United Kingdom, Canada, Mexico, China, India, Brazil, Australia, Guatemala, Honduras, Nicaragua, Russia and Chinese Taipei participate as third countries interested in this dispute,” he concludes.

It should be noted that the Minister of Commerce and Industries of Panama, Federico Alfaro, pointed out that: “there is currently a process before the World Trade Organization. Institution to which both Panama and Costa Rica are attached and both have recognized their competence and suitability to resolve the dispute. International law and its bodies have served to replace with diplomacy and dialogue, what for a long time in our region, unfortunately was resolved with violence.”

Minister Alfaro pointed out that both countries must be builders of peace in the region and that always, from Panama, a path towards dialogue and respect will be tended.

APPROVED IN THIRD DEBATE THE PROJECT THAT ALLOWS MAYORS AND COUNCILORS WITH ANOTHER POSITION TO CHOOSE THE BEST SALARY

With 37 in favor, 3 against and zero abstentions, the plenary session of the National Assembly approved in the third debate, this Thursday, September 29, the controversial bill 890, which modifies the norm that decentralizes the public administration.

It was endorsed without delay and without any member taking the floor to support its convenience or inconvenience.

This bill allows mayors and representatives of corregimiento, who held public office before being elected in their communes, to choose the best salary.

Article 1 of project 890 states, among other things, that they will enjoy unpaid leave to practice in their municipalities, and in cases where the salary assigned (in the mayor’s offices and communal boards) is lower, they may opt for the one they had as servants of the state entity.

However, they will be entitled to per diems, representation expenses, among others.

For it to become law of the Republic, President Laurentino Cortizo must sanction it and publish it in the Official Gazette.

BILL APPROVED THAT DICTATES THE BUDGET OF THE PANAMA CANAL FOR FISCAL YEAR 2023

The minister, Arístides Royo, and the administrator of the Panama Canal, Ricaurte Vásquez, in the National Assembly after the approval of the Draft Law on the Budget of the interoceanic waterway.

On Tuesday, it was reported that the plenary session of the National Assembly approved the bill that dictates the budget of the Panama Canal for fiscal year 2023, which estimates revenues of B/.4,652.9 million and contributions to the National Treasury of B/. 2,544.6 million, the highest to date.

In support of the project, administrator Ricaurte Vásquez said that the Panama Canal is projected to handle 510.3 million tons CP/SUAB 97 (Universal Tonnage System of Ships of the Panama Canal), a decrease of 2.8% compared to the estimate for the end of fiscal year 2022, which ends on September 30.

Vásquez also indicated that based on this tonnage, it is estimated that between October 1, 2022 and September 30, 2023, toll revenues will total B/.3,384.1 million, in addition to other maritime services revenues of B/.1,175.1 million.

Other revenues from the waterway for fiscal year 2023 will come from the sale of electricity and drinking water for B/.39.8 million and B/.35.1 million, respectively.

The budget includes necessary resources of B/.1,495.0 million for the operations of the Panama Canal and the maintenance of its equipment and infrastructure.

For his part, the administrator of the Canal stressed that direct contributions to the National Treasury of B/.2,544.6 million are expected for fiscal year 2023, the largest amount delivered by road to the country.

The budget also includes other payments to the Panamanian State in the amount of B/.246.9 million.

It was reported that in 21 years of Panamanian administration, the Panama Canal has delivered contributions to the National Treasury for B/.20,722.5 million. While for this fiscal year 2022, the Canal has budgeted contributions to the National Treasury for B / .2,497.2 million.

The draft budget for the waterway was approved on August 31 by the Cabinet Council, which then, through the Minister for Canal Affairs and President of the Board of Directors, Aristides Royo, presented it to the National Assembly.

THEY ANNOUNCE TEMPORARY CLOSURE OF THE FACILITIES OF THE CERRO ANCÓN NATURE RESERVE FOR OCTOBER 1

MiAmbiente said that the visiting hours for national and foreign tourists will be enabled, this October 1, from 1:00 a.m. to 4:00 p.m.

The Ministry of Environment (MiAmbiente), announced this afternoon the closure of the facilities of the Cerro Ancón Natural Reserve, for national and foreign tourists, for this Saturday, October 1, 2022, from 8:00 a.m. to 1:00 p.m.

According to the entity, “this temporary closure is due to internal activities that the Ministry will be carrying out during the morning of October 1.”

ONE OF THE SUSPECTS IN THE SAVINGS BANK ASSAULT IS CAPTURED

The National Police apprehended the early morning of this Wednesday, September 28, a person who possibly would be involved in the assault of a branch of the Caja de Ahorros, in the Galapago shopping plaza, in front of Villa Lucre.

The arrest comes after a raid on a residence in the sector known as El Colmenar, in the district of San Miguelito, at about 3:00 a.m.

Police officers and prosecutors seized money and clothing possibly related to the robbery, said Police Director John Dornheim, who was at the scene.

He offered no details of the amount of money they found in the suspect’s hands. The assault was on the morning of tuesday, September 27. The thieves escaped in a sedan vehicle, which was later abandoned in the Santa Clara neighborhood, Juan Díaz.

OPERATION ISTHMUS LAUNCHED AGAINST ORGANIZED CRIME AND TO REINFORCE SECURITY DURING NEW YEAR’S EVE PARTIES

Operation Isthmus seeks to serve national security more forcefully.

This Thursday the Ministry of Public Security of Panama (Minseg) carried out the launch of Operation Isthmus, through which the security establishments have the objective of reinforcing security in different parts of the country, during the celebration of the national holidays and the end of the year.

Likewise, this operation will seek to combat organized crime to guarantee security in areas where in recent weeks there has been an increase in criminal acts, such as homicides.

“They are the events that we have scheduled, whether it is national holidays, end of the year events, as well as attending more strongly to the commitments of national security, especially those hot areas where we have a small increase in homicides that in these last two weeks have been hitting all of Panama, not only with pain but also in the media,  and that is why as always the public force goes ahead, faces the problems as it should be, correctly and that is why today we are going to make that launch of what Operation Isthmus is,” said the Minister of Public Security, Juan Pino.

He emphasized that Operation Isthmus “will focus on neutralizing and containing the activities of organized crime in the points of interest and in those areas where the criminal incidence has shifted, through a joint and coordinated work of the security establishments, actions will be carried out to guarantee the physical integrity and assets of national and foreign citizens who are in the national territory.”

The launch of this new operation was carried out after culminating operation Alfil that was developed during the last with the aim of attacking criminal actions, criminal organizations and searching for criminal targets who had moved to other sectors.

For his part, the Attorney General of the Republic, Javier Caraballo, said that both the Public Ministry and the security establishments seek to guarantee the safety of citizens.

LEADER OF THE FISHING SECTOR DENOUNCES ALLEGED IRREGULARITIES BY ARAP

The leader of the fishing sector, Gustavo Batista, said that the diesel subsidy has not been applied to them and that their licenses have been arbitrarily taken away.

IAN IS AGAIN A HURRICANE IN THE U.S. ATLANTIC HEADING TO THE CAROLINAS

Hurricane Ian’s passage through Florida has left a trail of destruction, especially in the southwest and center of this southern state.

Ian became a hurricane again Thursday in U.S. Atlantic waters on its way to Georgia and the Carolinas, states that now threaten flooding, storm surges and strong winds, after devastating much of Florida.

According to the bulletin of the National Hurricane Center (NHC) of the United States, the center of Ian was located 390 km south of Charleston (South Carolina), and 540 km from Cape Fear (North Carolina).

Ian, the powerful hurricane that caused destruction this week in Cuba and southwest Florida, lost strength in its transit through the center of the southern state of the United States on Wednesday night and became a tropical storm on Thursday morning, but again its winds have taken hurricane strength.

According to the NHC, Ian is now moving in a north-northeast direction at 17 km per hour with maximum sustained winds of 120 km/h, that is, a Category 1 hurricane according to the Saffir-Simpson scale.

On the predicted trajectory, Ian will approach the South Carolina coast this Friday and, between night that day and Saturday, his center will move further inland across the two Carolinas.

Hurricane-force winds extend outward up to 75 km from the center, and tropical storm-force winds extend outward up to 665 kilometers, the Miami, Florida-based observatory detailed.

According to the five-day trajectory cone released by the NHC, Ian will degrade to a tropical depression this weekend as it passes through North Carolina.

The storm surges generated by Ian are spreading Thursday along the east coast of Florida, Georgia and South Carolina and there are also tornado warnings for Friday along the coasts of the Carolinas and southeastern Virginia.

The passage of Hurricane Ian through Florida has left a path of destruction, especially in the southwest and center of this southern state, where there are more than 2.6 million subscribers without power, thousands of people continue to be trapped in their homes flooded with water, some roads are impassable and authorities speak of at least two possible deaths.

THERE WILL BE PARTIAL CLOSURE ON THE PAN-AMERICAN HIGHWAY ON FRIDAY NIGHT

The Panama Metro announced that, between the night of Friday, September 30 and the early morning of Saturday, October 1, there will   be a partial closure of the Pan-American Highway.

THIS YEAR THERE WILL BE NO CHRISTMAS PARADE IN THE CAPITAL, ONLY LIGHTING

This year there will only be Christmas lighting in different parks. Municipality of Panama

The mayor of the district of Panama, José Luis Fábrega, confirmed that this year there will be no Christmas parade in the capital, despite the fact that the Ministry of Health (Minsa) has already lifted the restrictions imposed by the covid-19 pandemic.

There is not going to be a parade, at least this year,” Mayor Fabrega replied when asked about it. He said that there will only be Christmas lighting in several points of the district of Panama, specifically in parks.

We made a schedule and published it that in each illuminated place, parks specifically, we brought him face painting, hot dog, sweets, joy for the children. We did that last year and we will continue to do so,” Fabrega said.

In the last two years the Christmas parade was not held due to the pandemic. The last parade was held in 2019.


PANAMA SEIZES 23 TONS OF DRUGS IN PANAMANIAN PORTS SO FAR THIS YEAR

The authorities dismantled an organization that operated from a workshop in the village of Chilibre.

The Ministry of Public Security reported on Sunday that to date they have seized 91,650 packages of drugs, of these, 23 tons have been seized in ports in the Pacific and the Caribbean.

“The fight for drugs by these criminal groups is incessant and these goods, which are tried to be sent through the ports, represent high profits,” the entity said.

Juan Pino, minister of security, explained that the drug in the United States has a value of 25 thousand to 60 thousand dollars, while in Europe from 35 thousand to 40 thousand dollars, so “these criminal groups seek at all costs” to recruit anyone to send these illicit substances.

“This year we have had strong results by dismantling groups dedicated to the custody and shipment of illicit substances from workshops and logistics centers established in Panama West and east of the capital,” Pino said.

On September 19, authorities dismantled an organization that operated from a workshop in the corregimiento of Chilibre, where they seized one thousand 203 packages of drugs and captured four people, including a Salvadoran, a Colombian, a Panamanian and a Nicaraguan.

“This drug was placed inside a yellow container, ready to be shipped to one of our country’s ports. Thanks to the intelligence work of our units of the National Police, it was possible to anticipate the objective of this organization,” the minister explained.

MINOR TRAFFIC ACCIDENTS: WHAT DOES LAW 21 ESTABLISH?

Every day in Panama minor traffic accidents are recorded, few people do not know what are the regulations established by law in these cases.

Article 1 of Law °21 establishes that  minor traffic accidents are considered  to be any collision where the vehicles involved in it can be moved from the road by their own drivers without any mechanical assistance, that is: Repairs or use of cranes, among others.

To benefit from this article, the occupants or third-party passengers involved in the event must not result in any type of injury to their body.

This is Executive Decree No. 958 which regulates Law 21 of May 28, 2010, which dictates measures on minor traffic accidents on public roads in the country; also, modifies and adds the vehicular traffic regulations of the Republic of Panama.

Steps to follow in the event of a minor collision

Data according to the ATTT:

  • Report the accident to your insurance company’s roadside assistance line.
  • If there is no acceptance of responsibility for the accident, by any of the drivers involved in the collision, call 511-9320 (National Police cabin) to report the accident and wait for the traffic officer to lift the police report.
  • Take pictures of the collision and the vehicles involved in it.
  • Complete the unique and definitive format and exchange it with the other driver.
  • Once the above steps have been completed, move the vehicle off the road to wait for the transit officer or else, if there was no need to wait for the transit officer, you can leave.

In article 4 of the law, it states that drivers involved in the minor traffic accident must be possible to take photos, videos to describe the collision.

The Transit and Land Transport Authority (ATTT) has a form and definitive for minor traffic accidents for those who are involved in an accident.

COPA AIRLINES CANCELS FLIGHTS TO AND FROM ORLANDO, TAMPA, MIAMI AND HAVANA DUE TO HURRICANE IAN

Copa Airlines.

Copa Airlines canceled flights to and from Orlando, Tampa, Miami and Havana between September 28 and 30 due to Hurricane IAN.

While operations to and from Ft. Lauderdale, United States, remain for the moment according to the established itineraries.

Affected passengers will be able to make date changes without penalty, Copa Airlines said.

They must contact the reservation center or their travel agency, according to the following conditions:

  • Tickets issued until September 27, 2022 and with original flight date of September 26 to 30, 2022.
  • Deadline to make modifications to flights is September 29, 2022, and the new itinerary must start before October 7, 2022.

Hurricane IAN strengthened on Wednesday and reached category four, on its way to Florida.

ELECTORAL TRIBUNAL WILL INCLUDE IN THE PRELIMINARY REGISTER MINORS WHO TURN 18 UNTIL MAY 5, 2024

The general elections in Panama are scheduled for Sunday, May 5, 2024.

Minors who reach the age of 18 until May 5, 2024 will be included in the preliminary electoral roll that will be published by the Electoral Tribunal (TE) on January 20, 2023.

In accordance with the provisions of the electoral regulations, the Electoral Tribunal shall prepare and publish a preliminary electoral register and a final electoral roll.

The preliminary electoral roll corresponds to the register of voters of all the constituencies, in force on January 5, 2023, which will be published in the Electoral Bulletin on January 20, 2023, in order to be subject to challenges for its final purification for the general election.

“This register will also include minors who turn 18 until May 5, 2024; and will be publicly accessible for individual consultation by ID number, through the website of the Electoral Tribunal and a mobile application developed by it; and the information contained therein will be exclusive to verify the correct inclusion of voters in the constituency where they are entitled to vote, so it cannot be shared,  transferred or sold or copied for own use or that of third parties, and this information may not be downloaded to create a database of its own or that of a third party, regardless of the means to be used, “it is noted.

The final electoral roll will contain the corrections made to the preliminary electoral roll, based on the requests, claims and challenges of citizens and on the challenges established in article 30 of the Electoral Code.

The final list will be divided by constituency, voting center and number of polling stations, according to the electoral residence of each voter; and will be issued, no later than February 5, 2024, that is, three months before the election.

Both the preliminary and final electoral rolls will be issued with the name, ID number and image of the face of the voters.

As of January 20, 2023, the electoral tribunal’s website will publish the list of voters who have been excluded from the preliminary electoral roll, for not having exercised the right to vote in three consecutive general elections and who, in addition, in that period, have not done any procedure before the offices of the Electoral Tribunal,  in accordance with article 25 of the Electoral Code.

SECTORS OF PANAMA WEST WILL BE WITHOUT WATER THIS FRIDAY DUE TO CHANGE OF PIPES ON THE HIGHWAY

The authorities urged commercial and residential customers to take the necessary water supply measures.

Several sectors of the province of Panama Oeste will remain without the supply   of drinking water this Friday due to pipe change work on the highway, which will be carried out by the Vacamonte Corridor Consortium.

The Institute of National Aqueducts and Sewers indicated that the works will be carried out from 7:00 a.m. to 6:00 p.m., and during this time, the water supply will be affected in: residential Altamira, El Valle de Chumical, El Chumical, the substation of the National Police, Puerto de Vacamonte and surrounding sectors.

According to the Idaan, the supply will be progressively restored once the maneuvers are completed.

The authorities urged commercial and residential customers to take the necessary water supply measures so that economic and household activities are not disrupted.

MUNICIPALITY OF DAVID ESTABLISHES MORATORIUM FOR TAXPAYERS LATE IN PAYING TAXES

The measure will serve as an aid to catch up on their tax commitments.

The Municipal Council of David in the province of Chiriquí, approved an agreement that establishes three months of moratorium to all delinquent taxpayers in the payment of their taxes.

The measure will serve as an aid to catch up on their tax commitments.

The municipal treasurer of David, José Erasmo Gómez, explained that there is currently a considerable number of delinquent taxpayers both in commercial activity, as well as in the line of plates.

He explained that in the case of vehicle license plates, only surcharges and interest are exempted.

However, it does not apply for sanction or fine for the late payment of this commitment.

Gómez believes that the high delinquency is due to the fact that many businesses close operations and do not communicate it to the Treasury department and the debt continues to increase.

The same happens with vehicles that are taken out of circulation for various circumstances, either due to damage or when they are declared as a total loss as a result of an accident.

Any taxpayer who carries out any economic activity in the district of David will be able to opt for the benefit of this moratorium.

The moratorium will be effective from October 1 until December 31 of this year.

The head of the municipal finances of David, lamented that every time this type of benefits is announced, many are the taxpayers who do not come and do so when it has already concluded.

NASA RELEASES NEW ASTEROID CRASH PHOTOS

Hubble and Webb will continue to observe Dimorphs and Didymus in the coming weeks.

The world now has stunning new photographs of this week’s collision of a space probe with an asteroid, the first planetary defense test of its kind.

NASA on Thursday released photographs of the spectacular event taken by the Hubble and James Webb Space Telescopes.

Telescopes from all seven continents also watched as NASA’s DART probe crashed into the harmless asteroid Dimorphos, 11 million kilometers (7 million miles) from Earth, with the goal of altering its orbit.

Scientists won’t know the exact change until November. The test results are expected to build confidence in the use of the technique against a dangerous asteroid that could one day come in the direction of Earth.

“It’s an unprecedented view of an unprecedented event,” Andy Rivkin, an astronomer at Johns Hopkins University and leader of the mission, said in a statement.

All those photographs will help scientists learn more about the small asteroid, which ended up with a sizable crater. The impact caused large amounts of rock and dust fragments to shoot out into space, which appear as bright rays in the new photos.

The brightness of this two-asteroid system — Dimorphs, 160 meters (526 feet) in diameter is actually a moon orbiting a larger asteroid, Didymus — tripled after the impact, as seen in Hubble photographs, according to NASA.

Hubble and Webb will continue to observe Dimorphs and Didymus in the coming weeks.

The $325 million DART mission was launched last year. The spacecraft was built and managed by the Johns Hopkins Applied Physics Laboratory in Laurel, Maryland.

With great indifference, the world continues to body-shame women.  They may do it through subtle whispers, but it’s still obvious today by opening the latest Cosmopolitan magazine.  Actresses are still being told “lose weight or you’re out of the movie” – it’s 2022 people, when are you going to get with the picture.
