There’s a war going on in Panama that most of the expat community probably isn’t aware of, and for the most part, most probably don’t care. However, being totally upfront, I’m creating a “Plan B” relocation plan, just in case. That war is the US Government vs corruption in Panama. This week, the US Government, via the Secretary of State, Antony Blinken, has designated Ricardo Martinelli for his participation in “significant acts of corruption”. There’s no coincidence that it happened on the same day that Martinelli’s two sons, Luis Enrique and Ricky Jr, returned to Panama. The sons pleaded guilty to having received bribes totaling $28 million dollars from the Brazilian construction company Odebrecht while their father was president of Panama from 2009 to 2014. They served time for these charges between Guatemala and the USA, totalling nearly 3 years. A light sentence, if you ask me, but the focus of the US isn’t on what they did, it’s on what their father “may have done”. Ricardo Martinelli is the primary focus of the US’s proverbial hard-on. So, they get the boys locked up and offer a deal where they serve a short amount of time in exchange for turning over information and evidence about what their father was up to… …and they did.
So, what does it mean that the US has “designated” RM? It means that RM and his family is now completely in the crosshairs of the US and their legal efforts to do everything they can to ensure he does time for any of the illegal actions that he may have done (and so he doesn’t become president again of Panama in the next elections). He already had his visa revoked, but now, everyone in his immediate family had their visas revoked as well. I think the extent was something like, “Wife, Children, Parents, Siblings, Uncles/Aunts, Cousins, neighbors and anyone else who shares his nationality”…. …ok, it didn’t go that far, but it did include Cousins! Everyone reading this knows that every Panamanian has over 200 cousins. This could go very very wide and is going to have a huge affect on a wide range of people and businesses.
You may recall how Panama has been trying to push a law relating to the “extincion de dominio”? This “domain extinction” is similar to the “Asset Forfeiture Act” and basically means that all assets seized from someone or their businesses due to narco involvement or corruption is now property of the respective seizing government. There’s a whole slew of politicians here who are against this though… …gee, I wonder why? Well, one of the major advocates of this law is none other than our newly appointed US Ambassador to Panama, Mari Carmen Aponte. The photos of her and her recently recorded interviews, shows her as a sweet politician lady asking politely for a cup of sugar so she can bake some cookies for you. Oh, but in reality, she’s a General. No, she’s a BADASS General (yep, right up there with the ranks of Mad Dog Mattis) and her assignment to Panama at the end of last year was also no coincidence to the timing. Our good friend Mr Tuttle, was doing a fine job as Deputy Chief of Mission and essentially, acting Ambassador, but bringing in Gener…, Oops, I mean, Ambassador Aponte right at this time, has a profound strategic importance and it has nothing to do with expediting the passport and visa processes on Clayton. PASSPORT AUTHORITY PROCESSES 692 IN EXTENDED WORKING DAY
The Panama Passport Authority (APAP) implements extended working hours.
Some 692 passports were processed this Saturday at the special time enabled by the Panama Passport Authority (APAP).
The results come after the APAP extended the hours of operation in all the headquarters located in Panama, Colón, Coclé, Herrera, Veraguas, Chiriquí and Bocas del Toro, for first time processing, renewal and delivery.

DE FACTO MARRIAGE: WHAT ARE THE REQUIREMENTS IN PANAMA?
For a de facto marriage to be determined, people must have maintained the union for five consecutive years according to the Electoral Tribunal.
Presenting an affidavit of two honorable people and neighbors of the place where the union has been maintained, which will be rendered before the public notaries of the place of residence of the cohabitants, is one of the requirements that the Electoral Tribunal requests from those who wish to carry out the procedures for a de facto marriage.
This special marriage according to the Electoral Tribunal fulfills all the effects of civil marriage.
By way of teaching, a de facto marriage is when two people aware of the procedures to be carried out, voluntarily request the Civil Registry, the recognition of the de facto union, so that it is registered as a marriage before the authorities.

Acodeco starts a price verification operation for school supplies.
Backpacks, sneakers, shoes, straps, tires and pens, have a cap on prices so that they do not pay 7%, the Consumer Protection and Defense of Competition Authority (Acodeco) reminded parents.

PANAMANIAN SAILORS STILL MISSING IN COLOMBIAN WATERS
The Panama Maritime Authority (AMP) and the National Aeronaval Service (SENAN) attended to the relatives of the 3 crew members of the Tanzanian Registry tugboat.

ALLIANCE OF POLITICAL PARTIES: WHAT IS IT AND HOW IS IT CREATED?
In the history of Panamanian democracy, no political party has won elections without having an alliance with another, analysts say.
A political alliance is the action taken by two or more political parties to reach an agreement between the fractions with the purpose of joining forces during the general elections of a country and thus governing the state, using in their favor all the votes collected through the coalition.
According to the electoral calendar in Panama, political groups must formalize alliances before the Electoral Tribunal from September 1 to 30.
This agreement is between several parties and can take very different forms depending on the agreements reached between the parties that comprise it. The alliance can be made both between several political parties, as well as between capitalist countries or companies, with the objective of carrying out a joint action.

At the time, the PRD and Molirena formalized a political alliance.
“In the history of Panamanian democracy, no political party has won elections without having had a coalition, just as no independent candidate has won without a coalition,” says Political Analyst Renato Pereira, noting that the political environment in the country is the one that has always existed when the electoral holidays approach.

MINSA KEEPS VACANCIES OPEN FOR MEDICAL SPECIALISTS
Currently, MINSA reports that there are 12 vacancies for medical specialists, either national or foreign, who wish to apply.

REALITY! PANAMA FACES A LARGE DEFICIT OF RESEARCHERS
Senacyt and Ifarhu award 99 master’s and doctoral scholarships to Panamanian students.
Panama faces a large deficit of researchers, said Tuesday the secretary general of the National Secretariat of Science, Technology and Innovation (Senacyt), Eduardo Ortega-Barría.
The correct thing would be for the country to have a thousand researchers per million inhabitants, however, the National System registers 220 researchers, among the most distinguished, and barely 800 researchers nationwide, said Ortega-Barría during the ceremony of 99 merit scholarships to Panamanian students who won the different public calls of the Ifarhu – Senacyt Scholarship Program.
The researcher highlighted the efforts carried out by Senacyt through the National Strategic Plan for Science, Technology and Innovation that emphasizes the training of advanced human resources in at least six identified priorities.
In addition to strengthening human resources, Panama also needs to strengthen infrastructure and equipment, he added.
The scholarships awarded correspond to eight calls are to study masters and doctorates in countries such as England, France, the United States, Canada, Mexico, Germany, Chile, Brazil or Belgium. We hope that some will return to the territory and strengthen the research work. This program strengthens their capacities, in addition to expanding the country’s competitive capacity internationally, he added.
In 2022, the Ifarhu – Senacyt Scholarship Program awarded 81 scholarships corresponding to seven public calls and since 2005 has managed and awarded 3,651 scholarships.
This program provides financial support to the fellows selected for their academic merits, who go through a rigorous selection process carried out by evaluators external to Senacyt and who represent the governmental, private and academic sectors.

THIS WILL BE THE ANCÓN HILL CIRCUIT IN HONOR OF THE PANAMA CANAL
Assembly of the Monumental Circuit of the Panama Canal in Cerro Ancón.
A monumental and cultural circuit will be built on the slopes of Cerro Ancón with the purpose of enriching the memory and national identity linked to our interoceanic route, the Panama Canal and in alliance with the Interoceanic Canal Museum (MUCI).
The project will have a narrative tour for all audiences that will include the residence of the Canal Administrator (also known as house 107), an observation terrace, a square in homage to the builders of the Canal, an outdoor canal machinery exhibition and a landscape architectural complex.
Ana Elizabeth González, executive director of MUCI, said at the opening of the workshop that, “in addition to the creation of proposals, the workshop will facilitate the transfer of knowledge between architects, students and specialists of the Panama Canal to achieve a consensual design.”
The initiative becomes relevant for being an area that was separated from the life of the country for 85 years, so this project seeks to bring the Panamanian closer to the scene of the events that have made us the nation that we are.
With the direction of MUCI and the Canal, the process began this month with a workshop of Panamanian architects and students of the Architecture career that will develop plans and perspectives for the creation of this new cultural space.
House Museum
A symbolic part of this project is that the residence of the Canal Administrator will be converted into a house museum.
It is a 116-year-old wooden construction that was moved in 1914 from its original location on Cerro Culebra to the slopes of Cerro Ancón, where it is currently. Since then and to date, house 107 has served as the residence of the governors and administrators of the Canal.
Administrator’s Residence
The residence of the Administrator is part of the architecture of the old Canal Zone and was the product of a vision that sought to demonstrate American influence on the Isthmus of Panama.
“Things that are not known, are not valued. We consider it important that history is told, accessible and more humane. This project involves many origins, a lot of history and a universal vision, as universal as the Canal is.
In this sense, I thank the Interoceanic Canal Museum for having accepted the challenge of leading this process so that Panamanians enter their history, our history,” said the administrator of the Panama Canal, Dr. Ricaurte Vásquez Morales, at the beginning of the meeting.
Also, as an added value, the monumental circuit will honor the memory of Fernando Manfredo, the first Panamanian to occupy a hierarchical position in the Canal Administration and, with his legacy, open the door to thousands of Panamanians who have served in the interoceanic route more fully since 1999.

GAS PRICE WILL INCREASE HOW MUCH DO YOU SAVE WITH THE FUEL SUBSIDY?

The Ministry of Energy reported that there will be new fuel prices from this Friday, January 27.
95-octane gasoline will increase seven cents to $1 and eight cents per liter. 91-octane gasoline rises six cents to $1 and two cents per liter.
Low-sulfur diesel will rise in price by three cents to $1 and 10 cents a liter. These prices will apply until 5:59 in the morning of next February 10
With these new fuel prices that come into force as of this Friday, the savings per subsidized gallon – at 3 dollars and 25 cents – is as follows:
- On 95-octane gallon gasoline the savings are 84 cents.
- In the gallon of 91-octane gasoline it is 62 cents.
- In the gallon of diesel the savings are 92 cents.

WHAT IS NFC, THE NOVEL TOOL FOR DATA TRANSMISSION?
What is NFC, the novel tool in data transmission?
NFC is a contactless payment and data transmission system implemented in today’s most advanced Android phones. That is, it works as a closer or shorter-range communication tool between 15 cm in different devices. There are modern iPhone phones that have NFC, but their use is restricted.
Its acronym in English stands for Near-Field Communication, and in Spanish: Comunicación de Campo Cercano.
The function of NFC lies in the creation of an electromagnetic field, with spiral antennas, and at the moment, it only manages to support two modes.
The first of these is the active, which is when the two devices generate the action in the data transmission process.
Second, it is the passive, where a single computer generates the transmission and the other uses the energy to transfer data.

MARTINELLI LINARES BROTHERS ARRIVE IN PANAMA AFTER BEING DEPORTED FROM THE US

The brothers Ricardo Alberto and Luis Enrique Martinelli Linares arrived this Wednesday, January 25, in Panama at night, after paying their sentence in the United States for using the financial system of this country to move money from bribes paid by the Brazilian company Odebrecht.
The Martinelli Linares brothers could not be seen by the dozens of media waiting for their arrival at the Tocumen international airport. Former President Ricardo Martinelli was present at the air terminal.
The Martinelli brothers will not go to prison, because both posted bail for release for the Blue Apple and Odebrecht cases in which both are charged.
However, although they were spared from complying with the precautionary measure of preventive detention, previously ordered by the prosecutor’s office, they are prevented from leaving the country by both processes.
The Martinelli brothers will face the Odebrecht trial next August.
They must also appear at the trial for the Blue Apple case, in which a date has not yet been defined because legal appeals are still being resolved.
Conviction in the United States
The two sons of the former president of Panama, Ricardo Martinelli, Luis Enrique and Ricardo Alberto were released on Wednesday, January 25, after serving the sentence imposed on them by the US justice for receiving bribes from the Brazilian multinational construction company Odebrecht.
“We confirm that Ricardo Alberto Martinelli Linares and Luis Enrique Martinelli Linares were released from the custody of the Bureau of Prisons (…) for good behavior,” it confirmed to AFP.
The Martinelli’s will have served two and a half years of the three-year sentence imposed on them last May by the US justice, in addition to paying a fine of $ 250,000, for receiving 28 million dollars in bribes from Odebrecht, of which 19 million transited through US accounts.
From the sentence set, the time they had been detained first in Guatemala and then in the United States until the judicial ruling was known was deducted.
Upon leaving the Allenwood prison in Pennsylvania, where the brothers served part of the sentence, they had to be “transferred to the offices of ICE,” the US immigration service, from where they will be “deported” to Panama because they do not have legal status in the United States, a judicial source told AFP.

On May 20, 2022, Ricardo Alberto and Luis Enrique Martinelli Linares, sons of former President Ricardo Martinelli (2009 – 2014) were sentenced to 36 months in prison by Judge Raymond Dearie.
Their journey to a court in New York, began when they were arrested in Guatemala and after fighting for several months against extradition finally had to face US prosecutors.
His stay in a US jail was short, since he was recognized for the 23 months they were detained in Guatemala.
The U.S. Department of Justice requested the seizure of $18.8 million and all resources linked to two bank accounts in their names in Switzerland.
In addition to the $18.8 million, the brothers also lost the immigration bond they had deposited for just over a million dollars, another $697,000 that was withheld from the account of a lawyer for the Martinelli Linares, as well as $1.4 million from a guarantee fund created after the sale of a property in Miami linked to them. To the list are added another $ 679 thousand deposited in banks.
During the sentencing both brothers pointed to their father, former President Ricardo Martinelli Berrocal (2009 – 2014), as the person who ordered to receive the bribes.
In addition to the 36-month sentence, the Martinelli Linares paid a fine of $250,000.

A Few Favorite Badass American Generals in History
Other than Ambassador Mari Carmen Aponte, the United States has had quite the list of badass generals in their ranks even before George “El Diablo” Washington became president. Here are a few of my favorites, some of which may surprise you.

General Joseph “Fighting Joe” Hooker
1814-1879
General Joseph Hooker was a Union General in the American Civil War, and was such a patriot that if you say his name three times in the mirror, his ghost will appear, drink all your whiskey, and run away with your girlfriend.
Hooker served in the Seminole Wars, the Mexican-American War, and the American Civil War—handpicked by President Abraham Lincoln himself to serve as the Commander of the Army of the Potomac.He is famous for drastically improving the living conditions of his soldiers—cleaning up corruption among officers, improving benefits, etc.—and for partying hard, gambling, and being an all-around badass. So much so in fact, that he was often the “subject of much debate,” which in the 1800s meant he basically gave zero f*cks.
Douglas MacArthur
1880-1964
This badass was actually birthed on an army base. After graduating West Point with an advanced degree in Freedom, MacArthur would fight for his country in every American conflict for the next 40 years.
In 1942, after infamously losing his foothold in the Philippines to Japan—and being forced from the islands—he returned just two years later to take it all back. In fact, MacArthur oversaw the signing of Japan’s official surrender in 1945, where he made sure they crossed every “T” and dotted every “I.” When he wasn’t busy winning wars and overseeing contractual obligations, he spent his time courting and marrying Louise Cromwell Brooks, “considered one of Washington’s most beautiful and attractive young women.”
Ernest Hemingway
1899-1961
Was Hemingway technically a general? No. But that didn’t stop him from assuming command of a pseudo-militia comprised of members of the French Resistance. And it certainly didn’t stop him from liberating parts of Paris before the Allies arrived.
Hemingway and his band of marauders re-took the Ritz Hotel—including its incredible bar—from the Nazis a whole 24 hours before the Allies hit town. His stunts eventually got him charged with war crimes under the Geneva Conventions, but they were all dropped. As if he even cared.
Dwight D. Eisenhower
1890-1969
Before he was President Eisenhower, Ike was a General and Supreme Commander in the U.S. military. Aside from being the guy who told MacArthur to go give Korea a stern talking to, he organized a little historical event in 1944 you may have heard of: D-Day.
When he wasn’t protecting your mom and dad’s freedoms so they had time do make you, he invented the modern Interstate Highway System. We all owe Ike a very sincere “thank you” card.
TJ “Stonewall” Jackson
1824-1863
Stonewall Jackson was a Confederate General destined for the Badass Hall of Fame. Aside from having a really sweet nickname, Stonewall was involved in over 20 serious Civil War Battles, of which he only “lost” one.
He was famous for knowing the terrain better than his enemies, and was so good at killing Union soldiers that when he was eventually killed in battle, it was only because he was accidentally shot by his own team.
Jackson is often cited as being one of the most remarkable generals in Civil War history. This is namely due to his advanced tactics during warfare, his disdain for fighting on Sundays, and the fact that he was so tough he’d send his wife sappy love letters and no one even jostled him for it.
General James Mattis
1950-Present
General Mattis is the only person on our list who was just as well-known throughout his career for his willingness to kill people as his unwillingness to kill people. Basically, dude is famous for saying things like, “If in order to kill the enemy you have to kill an innocent, don’t take the shot. Don’t create more enemies than you take out by some immoral act,” and then turning around and saying things like “Be polite, be professional, but have a plan to kill everybody you meet.”
Throughout his four decades of service, Mattis served with his marines from the blistering heat of Afghanistan deserts, to the shrapnel-filled streets of Fallujah. He didn’t just command; he served. And that’s the difference between a good leader and a fan-f*cking-tastic one.
George Custer
1839-1876
General Custer was another guy who grew up with war ingrained in his DNA. It’s unverified, but many believe actual gunpowder coursed through his angry veins, and that he was born with that magnificent handlebar mustache.
He kicked all levels of ass throughout the Civil War, including two big wins at the First Battle of Bull Run and the Appomattox Campaign. He eventually got to hang out and watch Confederate General Robert E. Lee surrender once and for all.
When General Custer was finally killed at the Battle of Little Bighorn, he died with every last one of his men, and despite conflicting accounts of how he died or who actually killed him, it is not disputed that he went down fighting. Mustache perfectly groomed.
General John J. Pershing
1860-1948
General John “Black Jack” Pershing is basically the embodiment of badassery. Aside from serving as a mentor to two other should’ve-been-presidents on this list, he was the only person in the history of the U.S. military to be given the status General of the Armies.
While active in WWI, Pershing was in command of the First Army, infamously kicking the sh*t out of German lines until they broke, and then shifting 600,000 troops into the forests of Argonne, where he was entrenched in a nearly 50-day fight against the enemy. When the Germans eventually called it quits in November 1918, Pershing was pissed. His endgame was to actually keep fighting, take over Germany, and totally destroy German militarism once and for all.
George Washington
1732-1799
The most controversial name on this list goes to General George Washington. You know him as America’s first president, the British know him as “El Diablo.”
Admittedly not the most successful military commander we’ve ever had, Washington gets bonus points for having balls so big that he needed a second horse to carry them around. At the Battle of Princeton in 1777, Washington arrived after the American regiment had already lost. But he convinced the fleeing soldiers to stop being such ninnies, gathered a formation, and standing right in the middle of his troops and British soldiers (just 30 yards away), Washington ordered his formation to fire.
When the smoke cleared, Washington—surprisingly not dead after standing in front of what was essentially a firing squad—led his soldiers to a stunning victory.
General George Patton
1885-1945
General Patton fought in both World Wars, and his famous nickname was “Old Blood and Guts.” Here’s a quote that basically explains why:
“We’re not going to just shoot the sons-of-bitches, we’re going to rip out their living goddamned guts and use them to grease the treads of our tanks. We’re going to murder those lousy c*cks*ckers by the bushel-f*cking-basket. War is a bloody, killing business. You’ve got to spill their blood, or they will spill yours.”
This borderline psychotic rant was likely due to the fact Patton “believed he had former lives as a soldier and took pride in deep mystical ties with his warrior ancestors.” Even Adolf Hitler reportedly called him “that crazy cowboy general.” Heroes get remembered but crazy cowboy generals never die.
