Wisconsin.  “Scony Town”, to its Friends, chock full of Wisconsinites and Sconymeisters.  An attractive bunch they are with their gloriously broad demographic, they’re envied by many yet curiously shunned by so many more.  Known for their dairy and hops diets, their state motto is cleverly “The Land of Cowshit and Beer Farts”.  A proud bunch, they were angered recently as for the first time ever, they no longer hold all 10 spots for “America’s top 10 most drunk cities”, losing the 10th spot to Minnesota somehow.  I mean, Minnesota?!?!?  Can they even lift 8 ounces of heavenly amber ale??  A port of call for some of America’s greatest weirdos in history like Jeffrey Dahmer, Alice Cooper, Aaron Rodgers, Ed Gein, Aldrich Ames and so many others, it’s no wonder you have little ol’ me spewing out unintelligible garble week after week – it’s kinda like therapy.

Everytime I get a chance to go back home for a visit, I get nostalgic and start house-hunting for a few months.  With housing rates skyrocketing as well as interest rates, I’m quickly discouraged however.  I mean, who really wants a $300K house loan for a house that’s barely worth $150K?  Nope, the USA is going to hell in a hand basket!  Besides, it’s probably not the best place to be, given that I should be focusing on retirement to a tropical paradise somewhere… …hhhmmmm, maybe like PANAMA?

MINERA PANAMA: WHAT ECONOMIC TERMS DID IT ACHIEVE WITH THE STATE?

Starting in 2023, Minera Panama S.A. will provide the State with a minimum annual contribution of $375 million in government revenues.

After 14 months, the Government of Panama and the company Minera Panama SA, a subsidiary of Canadian company First Quantum Minerals Ltd., reached a new concession contract, extendable for 20 years, for the Cobre Panama project.

The new concession contract includes economic terms related to copper price protection, as well as taxes, credits, and royalties, explained the Minister of Commerce and Industries, Federico Alfaro Boyd, in his report to the nation on Thursday.

Thus, Minera Panama SA commits to paying $375 million, plus an additional $20 million to cover taxes and royalties until the end of 2022, detailed First Quantum Minerals Ltd.

Starting in 2023, the company will deliver to the State a minimum annual contribution of $375 million in government revenue, composed of corporate taxes, tax withholdings, and a mining royalty based on profits of 12% to 16%, with protections against price decreases. The previous contract benefited the company with royalties of between 2% and 5%, with the new contract, the company pays royalties between 12% and 16% based on gross profit, will pay income tax, dividend tax, remittance tax, and ITBMS on purchases, detailed the Minister of Commerce and Industries, Federico Alfaro Boyd.

Regarding price protections, this contract sets the copper price below $3.25 per pound until the end of 2025, and from 2026 and beyond, a total fiscal contribution for that year of less than $300 million, added First Quantum Minerals Ltd.

The contract establishes protections regarding copper price and annual production in tons, detailed Alfaro Boyd. The $3.25 protection is the only protection that will apply during the first five (5) years. Once that stage of the first five years is completed, the following protections come into force, which are the price of $2.75 and the production of 250 thousand tons per year.

“Both protections are maintained, but in the first five years of the contract, where the company guarantees a minimum payment of $375 million, the only protection that will apply will be the copper price at $3.25. If in subsequent years, it falls below $2.75, these protections exempt the company from paying the guaranteed minimum tax of $3.75 and will pay according to the tax regime established in the contract,” Alfaro Boyd said.

Alfaro assures that the new contract establishes a new, much more beneficial royalty scheme for Panamanians and labor standards in accordance with international standards. It also does not establish unlimited tax credits. The new contract establishes a fixed amount of tax credit for public infrastructure and does not allow the establishment of new tax credits, in addition to restricting the use and application of such credits.

Social benefits

The Minister of Commerce also stated that the new contract establishes the fair and equitable use of royalties and taxes paid by the company through the Atlantic Conquest Trust. In this way, 50% of the funds are allocated to the Social Security Fund’s Retirement and Disability Insurance program, 20% to increase pensions to $350 per month, 25% will be allocated to projects in surrounding municipalities and scholarships, and 5% for the construction and development of the Institute for Teacher Improvement and Welfare.

The contract establishes a mine closure plan supported by the company that must comply with the highest international environmental standards. Public consultations on the new contract will last for 30 days and will then be submitted to the Cabinet Council, the General Comptroller’s Office, and the National Assembly.

The MICI is working on the electronic dissemination of the contract to ensure observations, as well as public consultations with guilds, universities, and other social sectors for a period of 30 days, said Alfaro.

NORWEGIAN CRUISE LINE WILL NOT HAVE PANAMA AS ‘HOME PORT’

Norwegian Cruise Line will not have Panama as a home port.

Norwegian Cruise Line will not include Panama as a Home Port for the next two years.

Sandy Cohen, representative of the cruise line in Panama, reported that Norwegian’s last cruise will depart in March and until December a single ship will arrive with an itinerary: Miami -> Panama and Panama -> Miami.

DISBURSEMENTS IN MILLIONS DUE TO LARGE FIRES

So far this year, 132 fires have been reported in buildings and houses.

CSS REPORTS 49 PEOPLE AFFECTED BY ESCHERICHIA COLI BACTERIA.

DISORDER IN TRANSPORTATION CONTINUES TO TAKE ITS TOLL ON USERS

Experts on road safety issues say it is “urgent” to modernize the Panamanian transportation system to prevent more deaths.

Authorities must “urgently” monitor and update the Panamanian transportation system to prevent more tragedies from continuing to occur and claim the lives of innocent people on the streets, according to road safety experts.

Some official and private schools began classes on Monday, March 6, while others are in the process of structural repairs. However, the days off that apply to the students remain standing, despite the delays of some educational establishments. According to the school calendar of 2023 published by MEDUCA, students of private and official schools will have several days off.

Days off and school recess

First term

In this period the days off are:

  • 6 and 7 April (Good Thursday and Friday).
  • Monday, May 1, Labor Day.
  • First term school break from: June 5-9.

Students will have several days off in this 2023 school period.

Second school term

This quarter does not record days off, only the week of rest.

  • The break for students will be from September 11 to September 15.

Third term school

  • November 6, bridge day for consolidation of separation with Colombia.
  • 3,6,10 and 28 November for national holidays.
  • November 2, All Souls’ Day (civic day).
  • December 8 Mother’s Day.
  • December 20 (National Day of Mourning).

CSS: HOW MANY CONTRIBUTIONS DO PANAMANIANS NEED TO RETIRE?

CSS: How many contributions do Panamanians need to retire?

Any person who has contributed 240 paid contributions, verified in the Social Security Fund (CSS) and meets the corresponding ages may enjoy retirement as established by Law 51; women retire at age 57 and men at age 62.

Those who retire enjoy 60% of the average of their best annual salaries as established by the Social Security Fund.

Previously, the president of the republic Laurentino Cortizo Cohen, declared that 20% of the minimum annual income in Panama, will be determined so that no retiree or pensioner of the Social Security Fund receives less than 350 balboas per month.

CSS: How is the payment of fees distributed?

The contributions of a worker in the Social Security Fund are divided into two parts, i.e., 0.50% of a worker’s monthly salary goes to sickness and maternity allowance; and 9.25% goes to the pension and old age fund which is known as retirement.

There are two systems to be able to pay the contributions to the CSS, these are: being insured voluntarily or through employers that is to say a worker either in the public or private sector, all these people are subject to the deduction of social security.

The Social Security Fund allows the insured to request a certificate that shows the number of contributions that the person has through a form; According to the entity, the document will be filled out by the insured interested in knowing the amount of the contributions contributed throughout their working life.

The procedure must be presented by the insured or whoever he authorizes, in the Administrative Agencies of the Social Security of the Metropolitan Area and for the Interior of the Republic in the Administrative Agencies of the Social Security Fund.

If my Scony introduction wasn’t overwhelming enough for you, here’s a quick list of Wisconsin trivia for those of you who enjoy things like excessive torture:

  1. The first kindergarten classes in the U.S. were held in Watertown in 1856 at the home of a German couple. Plan your visit and step back in time to an early class still in session.
  2. The first ever ice cream sundae was served in Two Rivers, Wisconsin in 1881. Stop in for a sweet treat at the birthplace itself at The Washington House.
  3. During the summer, the population of Door County reaches ten times the number of year-round residents. (28,000 vs. 250,000) Visit yourself to enjoy the ocean-like views of Lake Michigan, sample your way through wineries with friends and enjoy gorgeous cherry blossoms in bloom.
  4. The term “cheesehead” actually started as a term the German soldiers used to insult the Dutch during World War II. These days, the term is used in a bit more endearing way to describe cheese-lovin’ Wisconsites. The first cheesehead was worn at a Brewers game, not a Packers game, and was a couch cushion with holes burned in the foam and painted yellow.
  5. Celebrities rumored to be Packers fans include: Lil Wayne, Harry Styles, Larry the Cable Guy, Erin Andrews, Brett Mikkelson, Ryan Reynolds, David Ortiz, Shawn Johnson and Justin Timberlake. Maybe you’ll spot one of them moseying around Lambeau!
  6. Marathon County produces nearly all of the ginseng grown in the U.S. and about 10 percent of the world’s supply. Keep an eye out for the next International Wisconsin Ginseng Festival in 2024 in Wausau to give you an up-close look at the process and a chance to taste foods and drinks incorporating the product.
  7. Barbie hails from the fictional town of Willows, Wisconsin. For the collector and doll aficionado, a day at the Fennimore Doll & Toy Museum may be in order.
  8. Soviet satellite Sputnik IV fell out of orbit in 1962 and while most of it burned up on re-entry, a 20-pound piece of debris crashed to the ground in Manitowoc. The original piece of Sputnik was returned to the Soviets but the Rahr-West Art Museum has a replica of it on display and Manitowoc celebrates Sputnikfest each September.
  9. Although Warrens only has 400 residents, it draws 100,000 visitors each September for the world’s largest cranberry festival. Wisconsin produces 60 percent of the nation’s cranberries!
  10. Wisconsin’s state symbol, the badger, doesn’t refer to the animal but instead to the 1820s lead miners who traveled for work and dug tunnels to sleep in and keep warm, much like a badger. Celebrate the name on gameday with the UW-Madison Wisconsin Badgers!
  11. Famous names that hail from Wisconsin include Kurtwood Smith from That 70s show, the magician Harry Houdini (visit The History Museum at the Castle), architect Frank Lloyd Wright, actor Chris Farley, artist Georgia O’Keeffe, actor Orson Welles, author Laura Ingalls Wilder (there’s a museum devoted to her life here!), performer Liberace, actor Mark Ruffalo and guitarist Les Paul.
  12. Wisconsin banned the sale and use of margarine from 1895 to 1967, and while the ban was lifted, some restrictions on margarine remain today. It’s still illegal for a restaurant to serve margarine as a butter substitute unless the customer specifically requests it.
  13. Wisconsin’s name comes from the Wisconsin River, which was called Meskousing by the Algonquian-speaking tribes. The name was recorded in 1673 by French explorer Jacques Marquette. Over time, the word was Anglicized into Ouisconsin, Wiskonsan and finally into its current spelling and pronunciation.
  14. The Onion, arguably the most famous news satire organization, was started by two University of Wisconsin-Madison students, Tim Keck and Christopher Johnson, in 1988.
  15. Thirty percent of the state’s population lives in the five-county metropolitan area around Milwaukee. Visit the city to explore awe-inspiring art museums, scenic lakeshore paths and unique restaurants perfect for nights out with friends.
  16. The most snowfall ever recorded in one season in Wisconsin happened between 1996-97 when the town of Hurley received over 295 inches—almost 25 feet! No wonder the Northwoods are so ideal for snowmobiling.
  17. The largest wooly mammoth ever excavated was found in Kenosha, and a replica can be viewed at the Milwaukee Public Museum.
  18. Freshwater surfers know Sheboygan as the “Malibu of the Midwest”, and travelers come from all around the world to try their hand at the sport and to watch the pros in action. Visit during peak surf season between September and March to see the amazing athletes hang ten for yourself.
  19. The first ever Flag Day was celebrated in Ozaukee County.
  20. “On, Wisconsin” was first said by Arthur MacArthur, Jr. in the Battle of Chattanooga at Missionary Ridge during the Civil War.
