Fentanilo

Friday, March 17, 2023

Panama’s Social Security reported this week that someone has stolen thousands of doses of Fentanyl and probably more than 10,000 doses.  I don’t know what the local social security office considers to be 1 dose, but what I do know is that 2 or 3 milligrams of Fentanyl is enough to kill your average adult human.  And to put things into perspective, the following photo shows 30 mg of Heroin, versus just 3 mg of Fentanyl.

That’s absolutely crazy!  I’m sure this drug wasn’t stolen in one day.  Most likely, someone has been taking small amounts over a long period of time and selling it to some addict for a few bucks.

Fentanyl is a highly potent synthetic Opioid primarily used as an Analgesic. Since 2018, fentanyl and its analogues have been responsible for most drug overdoses, causing over 71,238 deaths in 2021.  Because fentanyl is 50 to 100 times more potent than Morphine, its primary clinical utility is in Pain management for cancer patients and those recovering from painful surgical operations.  Fentanyl is also used as a Sedative. Depending on the method of delivery, fentanyl can be very fast acting and ingesting a relatively small quantity can cause Drug overdose.

But what is this in $$$?  From what I’ve read, one dose of fentanyl is 100 micrograms, which is one tenth of a gram.  If 10,000 doses were stolen, that’s 1,000 grams or 1 kilogram of Fentanyl.  Because it’s a controlled substance, one can practically name their price to sell it at whatever the addict has in their pocket at the time, but let’s say it’s at a pharmaceutical level, which is roughly $50,000 per kilogram (once again, as per information on the internet).  That’s roughly $5.00 per dose.  I’ll bet they were getting at least $20 or maybe $50 per dose for this unless they were stealing it for their own personal use.  I also read that the Fentanyl patch, which is 25 micrograms, is sold at $9-$10 with insurance, but has a street value of $40.00!

If you refer back to the photo above, just look at what 3 mg of this stuff looks like.  It’s a bunch of nothingness… …it’s dust… it can most certainly be hidden into anything too.  My biggest concern is that someone could very very easily sneak this into someone’s beverage at a club as a joke or to take advantage of someone and accidentally cause the unsuspecting beverage-toter to overdose.  It’s not my intention to scare the hell out of anyone, but maybe give you a new perspective.  The level of irresponsibility that this has caused could be a problem for any number of people.  The government and their employees need to be held accountable for this, but in the meantime, keep a close watch on your rum and cokes.

80 THOUSAND PEOPLE HAVE BEEN LITERATE SINCE 2007 TO DATE

80,000 people have been literate in Panama since 2007 to date.

Since the launch of the ‘Muévete por Panamá’ program, the Ministry of Social Development (MIDES) has provided literacy training to 80,000 people over the age of 10 across Panama since 2007. During the presidency of Laurentino Cortizo, 2,749 women and 1,382 men have learned to read and write through the program.

To enroll, citizens can contact the telephone lines 500-6289/500-6067/500-2650, or visit the institution’s offices located in the various provinces of the country.

‘Muévete por Panamá’ also has a joint alliance with MEDUCA for the reintegration or enrollment of participants into the educational system or courses offered by the National Institute of Vocational Training and Human Development (INADEH), enabling them to access the labor market.

Carlos A. Contreras is the director of literacy at MIDES, and highlights that the program’s success is due to classes being provided in the beneficiaries’ own environments, the didactic materials and equipment required to teach the classes, as well as the training of volunteer teachers, who are often close relatives of the participants.

How many people have received literacy training per province?

  • Comarca Ngäbe Buglé: 19,395
  • Chiriquí: 11,876
  • Panamá: 8,202
  • Bocas del Toro: 7,311
  • Veraguas: 6,456
  • Panamá Oeste: 5,444

WOMAN WHO WAS HIKING DIES AFTER FALLING DOWN A HILLSIDE

Firefighters participated in the rescue work of the body.

A woman died on Sunday after falling down one of the slopes of Cerro Los Picachos de Olá while hiking. The victim was a 34-year-old resident of Las Mendozas de La Chorrera. Preliminary reports suggest that the accident happened between 7:00 and 8:00 a.m. as the group was descending the mountain.

The fall occurred at a height of 75 to 100 meters. Authorities will investigate the causes of the accident.

Firefighters and the National Civil Protection System units arrived at the scene to retrieve the body, while representatives from the Public Prosecutor’s Office also attended.

The incident has raised concerns among citizens, emphasizing the importance of having certified guides while hiking.

Cerro Los Picachos de Olá has become a popular destination for hikers, but it has some levels of complexity. The peak’s summit is dangerous to climb in groups, requiring scaling, and it has a width of less than a meter to walk with a deep precipice on both sides.

SIX PROSECUTORS IN SIX MONTHS FOR THE ADERLYN LLERENA CASE

The Public Prosecutor’s Office carried out several procedures last week.

The disappearance of 9-year-old Aderlyn Llerena has now reached six months, and during that time at least six prosecutors have been involved in the investigation. Aderlyn’s whereabouts have been unknown since September 13th, when she was on her way to Gabriel Lewis Galindo school.

The prosecutors who have handled the case include Pablo Batista, Zulma Dip, Emeldo Márquez, Adecio Mojica, Maruquel Castroverde, and now Moisés Tuñón.

Last week, there were protests by Aderlyn’s relatives questioning the effectiveness of the Public Ministry. Criminal lawyer Sidney Sittón alleges that the acting prosecutor, Javier Caraballo, justifies “the uselessness of prosecutors by making strategic changes, rotating them over and over, but doesn’t measure their activity and productivity scientifically. What changes is he talking about?”

Aderlyn’s mother, Dalys Saldaña, has publicly referred to the handling of the case by prosecutors and has lamented that they have targeted her family, even going as far as to intervene in their phones. She initially requested a thorough review of the cameras, which the prosecutors ignored.

However, new evidence has recently surfaced thanks to the analysis of surveillance videos. According to the mother, it was the new prosecution team that showed her this evidence.

“The new prosecutor called me to see something. You can see someone, not so clearly because when you zoom in, it loses quality,” Saldaña said.

The figure of a protected witness also entered the scene in the latest actions taken by the Public Ministry.

START OF OPERATIONS OF THE BRANCH LINE OF METRO LINE 2 TO TOCUMEN AIRPORT.

The branch of Line 2 of the Metro to Tocumen Airport has begun operating.

The inauguration ceremony of branch 2 of Line 2 of the Panama Metro, which connects the Corredor Sur, ITSE, and Airport stations in the sector of East Panama, was presided over by the President of Panama, Laurentino Cortizo.

The train ride takes only 5 minutes between the three stations and is now available to the general public. Passengers are allowed to board the train with luggage from 5:00 a.m. to 11:00 p.m.

To enter Tocumen International Airport, passengers who traveled via the metro will be transferred to terminals 1 and 2 by identified buses at no additional cost. Additionally, the journey can be made on foot.

“This will facilitate the transportation of ITSE and INADEH students and will also benefit travelers and workers at the airport who will have direct access to the terminal,” said President Cortizo to the attendees.

“This branch provides a new competitive advantage to the country’s tourism activity by promoting trade and business in these areas, as another boost to our economy,” he commented, highlighting its contribution to tourism.

Panama has become the first country in the region and one of the few in Latin America to have a metro system that connects the city with its main airport.

The director of the Panama Metro, Engineer Héctor Ortega, said, “We have planned a frequency of 10 minutes on the trains of this section, whose initial stage has the capacity to move more than 4,000 passengers per hour.”

Transfers will be available for passengers heading to or coming from the airport to the Corredor Sur station.

The extension of Line 1 from the San Isidro stations to Villa Zaíta is 46% complete, benefiting 300,000 residents of North Panama. On the other hand, the construction works of Line 3 in the province of Panama Oeste are at 35%, mentioned the President in his speech.

PERIOD TO FILE INCOME TAX RETURN EXPIRES

The expiration of the affidavit of income for natural person, is until 11:59 p.m., today, March 15.

The Director of the General Directorate of Revenues (DGI), Publio De Gracia Tejada, reminds that on March 15th, the deadline for the submission of income tax returns for natural persons expires, in compliance with Panama’s tax laws.

The authority reiterated that all income tax returns are submitted through the e-tax 2.0 System and that taxpayers should review the Public Accountant Authorized (CPA) Law, which establishes that these professionals must validate their submission.

De Gracia stated that situations have been detected where the system is being compromised through false declarations, and therefore a CPA guarantees that they comply with regulations and are genuine.

The current deadline for the submission of income tax returns corresponds to income earned from work and activities carried out during 2022, which are obligated to submit the aforementioned process as indicated in the Fiscal Code.

The deadline for natural persons’ income tax returns is until 11:59 p.m. today, March 15th.

In the case of legal entities (companies), they have until the end of the month to submit their Income Tax Return.

The income tax return is a process that natural or legal persons must carry out every year, which as its name indicates, must “declare” their income and expenses during the previous year. This means that in 2023, you will pay the income tax for the year 2022.

Income tax returns for natural persons must be submitted before March 15th of each year, and those for legal persons before March 31st of each year. The taxpayer has the option to request an extension, which grants them an additional month to submit their declaration without a penalty.

IN THREE MONTHS, 66,000 PEOPLE HAVE PASSED THROUGH THE DARIEN JUNGLE.

Almost 66 thousand people have crossed the Darién jungle in three months.

Samira Gozaine, director of the National Migration Service, has announced new data on the passage of migrants through the Darien Natural Park, indicating that almost 66,000 people have crossed the jungle in the first three months of 2023. The director mentions that there is a considerable difference from previous years and emphasizes that as an institution, they are prepared for the increase in migratory flow.

A report by the International Organization for Migration (IOM) has highlighted that 36 migrants died last year while attempting to cross the jungle area of the Darien province.

The director of Migration points out that the mentioned data is tripled in relation to other years, affirming that they have had difficult projections, and their attempts have been multiple in relation to understanding that the jungle located in the Darien province is not a route, as they have reiterated.

Regarding the robberies and thefts suffered by irregular migrants who cross the Darien jungle, Gozaine points out that these people are being victims of organized crime that is selling them tourist packages to cross the jungle, telling them that they will reach Panama from Colombia in two days, and they are lying to them.

On the other hand, the director of Migration explains that 20% of those who have entered Panama this year through the Darien jungle are children, and 80% of those children are under 5 years old. We are talking about a tragedy of unparalleled proportions, and Panama is doing what it can in its humanitarian approach.

In the last two years, the nationalities that have emigrated the most from their countries are Haiti and Venezuela, according to the presented report. The National Migration Service works with both governmental and non-institutional entities to attend to the pilgrims’ first needs.

UNFINISHED HOSPITALS, A BURDEN FOR THE STATE

The Bugaba hospital is one of the projects that started construction more than 10 years ago and has not yet been completed.

Bugaba, Metetí, Colón, and Panamá Norte have been waiting for over a decade for the construction of their hospitals to be completed, due to the negligence of the last two governments.

The construction of these hospitals began during the administration of Ricardo Martinelli, but 10 years later, the structures continue to deteriorate due to the inactivity of current authorities.

In the specific case of the hospitals in Bugaba and Darien, they are completely paralyzed, while the construction of the hospital in Colón was recently resumed.

The original cost of this project on the Atlantic Coast, which was suspended when it was 64% complete, was $173 million, and now, with its reactivation, it has increased to $270 million, including the financing of the Tax on the Transfer of Movable Property and Services.

Meanwhile, the hospital in Panamá Norte has not even been managed by the current authorities. Experts indicate that resuming these paralyzed works, which would have been of great help in the midst of the Covid-19 pandemic, will cost the state millions.

There is already a precedent with the City of Health, which was paralyzed during the government of Juan Carlos Varela, and to complete it, the current administration had to pay nearly $1 billion more, since the initial estimated cost of the project was $500 million.

The Ciudad de la Salud (City of Health), which was halted during Varela’s administration, will end up costing $999.8 million.

These unfinished hospitals are joined by some health centers, clinics, and Minsa-Capsi, which are also in total abandonment. Such is the case of the Minsa-capsi in Puerto Caimito, in the district of La Chorrera, which is almost finished and the last two governments have not been interested in making the arrangements to open it. This health unit has been a victim of criminals, who have stolen wiring and part of the furniture such as chairs, freezers, medical equipment, among others.

Another case is that of the Aguadulce Polyclinic, whose bidding is suspended due to a claim by a company, which was accepted by the Public Procurement Directorate, which instructed the Evaluation Commission to make corrections to resume this public act. Meanwhile, the Anita Moreno Hospital, in Los Santos, was partially delivered and part of the civil work that is unfinished is deteriorating.

Possible offences

For former Vice President of the National Bar Association (CNA), Alfonso Fraguela, the unfinished public works by various governments constitute crimes against public administration, since they were developed by the state.

“The failure to complete these works results in criminal consequences, and the appropriate response to situations like this would be to take legal action to hold those responsible, including those who held public office, accountable”, he commented.

Article 356 of Panama’s Penal Code states: “A public servant who illegally refuses, omits or delays any act proper to his or her office shall be punished with imprisonment from six months to one year or its equivalent in fine-days or weekend arrest.”

Fraguela added that a public servant’s function is equivalent to that of a good head of a household, and the administration of public resources should be carried out as one would with their own resources.

Meanwhile, Fernando Castañeda, president of the Association of Doctors, Dentists and Allied Professionals of the Social Security Fund (Amoacss), asserted that there is a poor attitude towards providing health care to Panamanians, which is correlated with poor planning.

“Every abandoned hospital, every damaged piece of equipment in a Minsa Capsi, is an example of neglect, mismanagement and a lack of concern for the health of Panamanians,” he said.

AMBER ALERT: IS IT VALID OR NOT IN PANAMA FOR MISSING CHILDREN

Amber Alert in Panama.

In our country, on June 24th, 2021, under Law No. 230, “the AMBER Alert System for the quick and expeditious location in cases of disappearance and abduction of minors” was created. However, to date, there is no institution that activates the protocol in cases of a missing child, which prevents the law from being enforced.

In other Latin American countries such as Costa Rica, Nicaragua, Ecuador, Guatemala, Puerto Rico, Dominican Republic, El Salvador, and Mexico, the AMBER Alert has been regulated with the aim of finding missing children as quickly as possible.

AMBER is the acronym in English for “America’s Missing: Broadcast Emergency Response,” which translated into Spanish is “personas perdidas en América: retransmisión de respuesta de emergencia.”

Criteria that are taken into account in countries that implement the AMBER Alert are:

  • It must refer to the disappearance of a minor.
  • A police department must validate the disappearance of the minor.
  • Justice authorities must ensure that the minor is in imminent danger of bodily harm and death.
  • All information about the missing minor must be true and confirmed before proceeding with dissemination through the media.
  • There must be information about suspects or a vehicle.

PLATFORM FOR APPOINTMENTS ENABLED FOR THOSE WHO STILL NEED TO BE COUNTED IN THE CENSUS

The staff must be duly identified with a credential where you can see the institutional logo of the Comptroller and INEC.

The National Institute of Statistics and Census (INEC) of the General Comptroller’s Office has enabled a digital platform for people who have not been counted to schedule a visit from census takers.

In a statement from the Comptroller’s Office, it is specified that this phase will run until April 4th. On the platform censospanama.pa/agendacita/, people must complete a form in which they enter their personal information, such as: full name, ID card, cellphone number, province, district, corregimiento, among others.

In addition to the platform, the Comptroller’s Office reported that telephone lines 510-2020, 253-6492, and 346-0000 are available to schedule appointments with census takers.

The sociodemographic subdirector of the INEC, Hilda Martínez, indicated that this platform seeks to ensure that people nationwide schedule their appointments, so that they do not miss out on this important statistical event.

The National Population and Housing Censuses took place between January 8th and March 4th.

According to the latest report from the INEC, as of March 2nd, 4 million people have been counted in Panama, of which 50.4% are women and 49.6% are men.

HOW MANY STEPS ARE RECOMMENDED TO TAKE DAILY?

Steps that one person should walk a day.

For years, we’ve heard that the recommended daily steps to walk are 10,000. However, this number seems a bit absurd and impossible to achieve because 10,000 steps equal 2 hours of walking, something that most people find difficult to achieve because they have other occupations, more than taking two hours a day to walk.

Recent studies by Harvard medical specialists have debunked this hypothesis that many of us have believed for years. They claim that the distance of the walk and the pace depend on each person’s physical condition and age.

You don’t have to be an athlete to meet the goal set by specialists. A study conducted in 2019 by Harvard University in collaboration with specialists from the University of Hertfordshire, UK, revealed that taking 4,400 steps a day could be sufficient for a person to prevent serious health conditions.

Other Harvard studies also reveal that people under 65 could delay aging if they took 800 daily steps. This, not to mention that it helps with heart rate (avoiding heart problems) and helps us have better oxygenation.

In this context, some specialists recommend that a person should take at least 700 steps for 5 days a week. If the goal is met or exceeded a little, it will always be more beneficial for our health and body.

This is a list of the number of cases per day since the first case was discovered in Panama

END NOTES:

Given that I started this report off with the evils of opioids, Fentanyl in particular, I thought I’d end it with some natural remedies that I’ve used first hand.  Much of what’s below is taken from the internet, but I’ve experimented with it personally one time or another in my effort to avoid antibiotics or anything else that Big Pharma is trying to push on us.

Turmeric is one of my favorites.  It can be especially used for pain and inflammation.  Having issues with some of my joints, I decided to give it a go after visiting with and talking to some friends in Toronto.  I even started growing Turmeric which grew very easily in a small corner of our garden.

Turmeric has been used, primarily in South Asia as a part of Ayurvedic medicine, for almost 4,000 years. When it comes to proven medicinal purposes, the golden spice may be best for treating pain — https://www.healthline.com/nutrition/top-10-evidence-based-health-benefits-of-turmeric.

Several studies have found that curcumin is responsible for turmeric’s “wow” factor. In one study, people with arthritis pain noted that their pain levels were more reduced after taking 500 milligrams (mg) of curcumin than 50 mg of diclofenac sodium, an anti-inflammatory drug.

Others back up this pain relief claim as well, noting that turmeric extract was as effective as ibuprofen for in patients with knee osteoarthritis.

Don’t go grinding turmeric — which stains heavily! — for immediate relief though. You may be better off taking curcumin supplements for relief.

That’s not to say that 2 to 5 grams (g) of the spice may still provide some benefits. Just be sure you add black pepper to boost the absorption.

Drink a cup per day.  Turmeric is about the long game. Consuming 1/2 to 1 1/2 tsp. of turmeric per day should start providing noticeable benefits after four to eight weeks.

Chili peppers for pain and soreness

This active component of chili peppers has a long history of use in folk medicine and has slowly become more accepted outside of homeopathy. Now, capsaicin is a popular topical ingredient for managing pain. It works by causing an area of the skin to get hot, before eventually turning numb.

Today, you can get a prescription capsaicin patch called Qutenza, which relies on very high level of capsaicin to work.

It took me a while to find this recipe again.  I’m not a big fan of this recipe for the smell or the sensation, but it worked.  And it didn’t actually smell that bad, but who really wants cayenne pepper and coconut smeared on their shoulders.  About a year after shoulder surgery, I started feeling some pain again.  It was mostly because I started sleeping on that side again and my arm didn’t have the total mobility that it used to have.  So, Queen Sayira pulled this recipe out of someone’s secret magic book of potions and decided to experiment on me.

So, when it comes to sore muscles or generalized body pain that won’t leave you alone, and you have some hot peppers or cayenne pepper on hand? Make some capsaicin cream.

DIY capsaicin coconut oil cream

1. Mix 3 tbsp. of cayenne powder with 1 cup of coconut.

2. Heat the oil on a low simmer until it melts.

3. Stir the mixture thoroughly for 5 minutes.

4. Remove from heat and pour into a bowl. Let it firm up.

5. Massage onto skin when cooled.

It’s important to test your reaction to the compound before using too extensively. You may also use jalapeño peppers, but the amount of heat may vary depending on the pepper. Never use this cream around the face or eyes, and be sure to wear gloves during application.

Ginger for pain and nausea

It’s almost law to try ginger when you have a cold, sore throat, or are experiencing morning sickness and nausea. Making a ginger tea:

Grate it in your tea for a stronger effect. But the other benefit of ginger that goes less noticed is its effectiveness as an anti-inflammatory.

Try it the next time you feel a little queasy and have a headache. Ginger works differently than other pain relievers that target inflammation. It blocks the formation of certain types of inflammatory compounds and breaks down existing inflammation through an antioxidant that interacts with acidity in the fluid between joints. Its anti-inflammatory effects come without the risks of nonsteroidal anti-inflammatory drugs (NSAIDs).

Ginger tea recipe – also from Queen Sayira’s cauldron.

1. Grate half an inch of raw ginger root.  She definitely uses more.

2. Boil 2 cups of water and pour over ginger.

3. Let sit for 5 to 10 minutes.

4. Add juice from a lemon, and add honey or agave nectar to taste.

Eucalyptus oil for pain relief

Eucalyptus oil has a component called 1,8-cineole, which may help relieve pain. The component is said to have a morphine-like effect.

And for the essential oils fans, you’re in luck. Eucalyptus oil has been shown to relive pain even after inhalation. For lovers of Vick’s VapoRub, who have been inhaling it as a home remedy for congestion, well, eucalyptus oil is your magic ingredient.

However, inhaling eucalyptus oil isn’t for everyone. This oil can trigger asthma and may be harmful to pets. It may also lead to respiratory distress in infants.

Sayira uses a diffusor almost every night to help me with my sleep apnea.  Sometimes it works, and sometimes I need breathe-right strips and sometimes she politely asks me to sleep in the guest room as our nuptial quarters is considered a snore-free zone.

Mint for muscle pain and digestion

Mint, as common as it sounds, isn’t simple. Depending on the type, it can provide different uses and benefits.

For pain, you’ll want to look for wintergreen, which has methyl salicylate, a compound that may work similarly to capsaicin. Applying it can feel like a cool “burn” before the numbing effect takes place. This effect helps with joint and muscle pain.

The other mint type that’s commonly used in folk medicine is peppermint. An ingredient in many different cures, peppermint has been found to be especially effective in helping treat irritable bowel syndrome (IBS) symptoms.

Beyond digestion and stomach troubles, a peppermint oil capsule or tea may also help with headaches and whatnot.  I use it every now and again for stomach issues.  I noticed that I actually felt better after drinking a Mojito when we’d go out on the town.  Yeah, a loopy from the alcohol, but also a little bit more “regular” as well.  So, anytime I have an upset stomach, I’ll happily chew on some peppermint or spearmint depending on what I have on hand.

Magnesium-rich foods for everything

Feeling muscle pains? Fatigue? More migraine attacks? More likely to slip into a numbed emotional state than usual? It might be due to some form of magnesium deficiency.  While magnesium is often talked about in terms of the growth and maintenance of bones, it’s also essential in nerve and muscle function.

But studies show that almost half of the U.S. population doesn’t get enough Magnesium in their diet. So, if you’ve ever complained of these symptoms and got a slightly terse “eat spinach” response in return, know that it’s not completely unfounded.  Spinach, almonds, avocados, and even dark chocolate are all rich in magnesium. You don’t necessarily need a supplement to treat magnesium deficiency.

When it comes to mood, magnesium may also help. Magnesium works with the parasympathetic nervous system, which keeps you calm and relaxed, suggesting that having a Magnesium-rich diet could help with stress.

Foods high in magnesium

• lentils, beans, chickpeas, and peas

• tofu

• whole grains

• fatty fish, like salmon, mackerel, and halibut

• bananas

Whenever I go to the gym and work hard with weights, I’ll make a banana-heavy smoothie to help with muscle recovery.

Guanabano:  My favorite, number one, go-to prove recipe though is the SourSop leaf.  In Panama, it’s the Guanabano tree leaf.  When I just came to Panama over 30 years ago, I did like every other soldier would do and partied my ass off in the interior with a bunch of unknowns.  Luckily, I ran into a group of decent unknowns who took care of me as I made a complete fool of myself and ended up sick to my stomach from over-indulging in just about everything.  My stomach was a mess.  Waking up in someone’s home, in the middle of nowhere, their grandma came out of some back room and with a certain hint of disgust she offered me some tea and just said “bebe esto ya” (drink this now).  I figured, “Why stop now, eh?” and I drank it up.  After just a few minutes of rumblings, I made my way to the bathroom and my stomach issues were gone.  I had to know what it was and she was happy to show me.  “Take just a few of the more mature leaves from THIS tree and without cleaning them, boil them for 15 minutes.”, she told me.  I had never seen this tree before in Wisconsin, but have been sure to grow one wherever I lived from then on.  And every time I’ve gotten sick to my stomach, I’m making Guanabano Tea.  Bad gas?  Guanabano tea.  Diarrhea?  Guanabano Tea.  Works like a charm.
