Start of operations of the Modular Hospital.

Thursday, June 11, 2020

I have a hard time taking anything seriously.  To me, just about everything is a joke and every scenario merits a good ol’ fashioned sarcastic retort.  I mean, have you seen what’s going on in the world today?  It’s absolutely ripe with prime targets for a sarcastic bastard like me! I don’t know why I’m like this, but I am and I just roll with it.  I do strive to be good and set a good example for my kids, but the topics to pounce on nowadays are more bountiful than young vegans in a Los Angeles ramen noodle joint chasing down Joaquin Phoenix for an autograph.   It was easier to do 30 years ago as hardly anyone got offended by it.  Hell, all of my friends expected it from me.

Today however, I find myself constantly putting myself into check.  “I shouldn’t say this.”, I’d think.  “Why would you even write that?”, I’d say out loud to myself.  Even as I write this, there’s a part of me that dreads the ensuing paroxysms.  I don’t even know what I’m going to write about yet, but I know it holds the potential for some very worrisome ramifications.  My goal is supposed to be gaining readers, not insulting all of them (well, maybe just some of them… …that’s acceptable, right?)  Nah, that’s not my goal; I’d like to retract that statement. My goal is to entertain readers.  But I have read some of the stuff that I´ve written and realize that sometimes I may come off as somewhat of an ass or just a horrible meanie.  That’s definitely not my intent.  To give you an example, I think I just made a comment about vegans a few seconds ago.  Let me check… …yep, I did.  OK, am I a vegan?  No.  Does the fact that I’m not a vegan and that I just made a slightly deprecating comment about them mean that I hate vegans?  Absolutely not, I love those beautiful, silken tofu eating son-of-a-guns.  I’d never do anything to intentionally hurt their feelings or the feelings of anyone else for that matter.  So, in review, I’m just trying to enjoy the moment, point out a few absurdities, add a dash of fact and then do what I can to avoid the paid assassins sent to snuff me out by people like “sheep lady”.  (Please see yesterday’s article for further content about “sheep lady”.)   OK so, now that I’ve cleared that up, let’s have some fun, shall we?

Silken Tofu in all its splendor

China.  (Please tell me you said that with the typical Trump pronunciation.)  I should actually leave this as a topic all to itself, but I am the only person that sees the irony of what’s going on here?  The origin of the CoronaVirus that has extensively damaged the world economy, infected millions, killed hundreds of thousands and not to mention has me sitting on my rear-end sulking for having gained 17 pounds in 3 months, is China.  Historically, it’s also the origin of several other worldly pandemics and diseases, but I’ll leave that topic for another time.  Now, the entire world is trustingly looking to China to buy protective face masks to slow the spread of the pandemic… …that China unleashed on us…  …six months ago…  If this isn’t already crazy enough, several articles have come out on this topic.  On April 11, the NY Times reports that China had been selling faulty masks to Europe and would delay shipments until further report.  Then almost a month later, on May 7, the NY Times reported that the FDA was banning the purchase of faulty Chinese-made masks to the USA.  Oh, and hey Denmark, how did you not know that China would sell you 1.3 million masks with nearly half (600,000) being defective?  Finally, on May 20, “Al Arabiya” reports that China was still selling their masks everywhere and had most certainly already sold nearly 4 billion masks abroad since March.  This represents more than $1.4 billion in medical supply exports.  Say it with me folks, “BBIIIILLIOOOOOON”.  Are you not yet seething with fury?

Well people, after writing this, a few thoughts come to mind.  My first thought is “AAAAAGGGGGGHHHHHH!!!!!!!!!” as I clutch my fists in frustration shaking them to the heavens, head tilted back looking skyward.  Then, my second thought is

“How can the world be so Fu$%%&ingstupid to give money, for crap products to the very country responsible for the pandemic in the first place!?”

And if it were only those nations allied with China like Iran, North Korea, Venezuela or Canada, then I’d totally understand it, eh?  But every country everywhere!?!?  Are you freaking kidding me??

“Those who cannot remember the past are condemned to repeat it.”

George Santayana

This eloquent aphorism was birthed from the consciousness of George Santayana 115 years ago and was scribed into five volumes called The Life of Reason.  To read this masterpiece is to become one with consistent moral truth.  Yet, here we are today, a bunch of dumbasses, condemned to repeat the same mistakes a thousand times over, just months apart from one delusion to the other.  Poor George must be floppin around in his grave like a Red Snapper in my buddy Max’s boat on a beautiful Sunday morning in the Bay of Panama.  I could go on, but it pains me too much.  Next topic please!!

George Santayana, flopping around and flabbergasted about how people are such morons.

5G towers – I actually had a request to write about this from someone I respect very much and think it deserves a bit of attention.  First, you should know that I am NOT a technology communications expert.  I can barely remember how to update the software on my iPhone when I think it should be done.  I know that there are several conspiracy theories out there about the 5G towers and that they’re somehow connected to the CoronaVirus, or perhaps that it’s what’s causing the CoronaVirus-like symptoms and that the virus, itself, is non-existent.  There are other claims that the 5G is on the same wavelength as weapons of mass destruction or that the towers will be used to control your minds.  Aaaallllrighty then…  You have no idea how badly I’m fighting the urges to go “full irritating prick” on this topic, but as they say in showbusiness, you never go “full irritating prick”!!  The 5G system is just an upgrade to 4G.  Prior to 4G, you know what they called the cell phone network?  Yes, they called it 3G (very good, you get a blue star). What about the very first cell phone network?  You know what they called it?  They called it a “cell phone network”.  Yeah, that was about it.  Now we refer to it at “0G”, but that’s irrelevant now.  The “G” stands for “Generation”, so each upgrade is just the next generation. When you use your cell phone, it interacts with the closest tower via radio waves.  That tower then connects you to a centralized system which will then function to send and receive information.  Most of us using a first-world system are on the 4G (fourth generation) frequency band, using radio waves around 2 – 8GHz (Giga-Hertz).  If you have 3G, your frequency is 1.8 – 2.5GHz.  Each generation of network just gives us better technology and higher frequencies.  And of course higher frequencies, means a shorter wave, correct?  Oh c’mon, who am I preaching to here?  I know you reminisce about your 10th grade science classes just as much as I do.  So, surely, you’ll recall how shorter sound waves lose energy faster as they move, and this means that they obviously cover less distance.  Shorter waves, covers less distance, meaning you need more towers.

Throw Back Thursday – Brett With His Science Fair Project circa 1986

What are the upsides to 5G other than advanced mind control from an alien species?  If you’re even lucky enough to connect to one of these badboys in the near future, you’re in for a ride.  The 5G is going to piggy-back with LTE spectrums starting off at their wickedly slow 700 MHz to 2.7GHz.  But when Frequency Range 2 opens up with the new towers, we’re going to experience 24.25GHz to as much as 52.6MHz.  Optimally, 5G, at full maturity, will be able to download 20 Gigabytes of information per second.  Most cell phones have a capacity of 128GB, so you’ll only be able to download 6 items of that size.  That probably means cell phones will also need upgrading and sooner than later they’ll have a storage capacity of 1Tb in a matter of a couple of years.  The best part though is my buddy Dan is going to be THRILLED that he’ll be able to download his porn in just a few seconds.  He’s going to be soooo happy.  (I have a lot of friends named “Dan”, I just added that to see if any of them are reading my article.)

Yoli’s Summary

Unhealthy conditions and overcrowding could lead to a public health crisis

Recently, the Inter-American Court of Human Rights (I / A Court H.R.) ordered Panama to ensure that migrants have immediate access to essential health services. If Panama wants to contain the spread of Covid-19 in detention centers and in the community in general, it must urgently comply with this sentence.

Abiding by the provisions of the I / A Court H.R. is also necessary to comply with Panama’s international legal obligations. The UN Subcommittee on Prevention of Torture urged all States, including Panama, to reduce the number of people in detention centers and refugee camps “to the lowest possible level.” Panama should start by releasing the hundreds of migrants who are detained and instead implement supervisory measures that do not deprive them of their freedom. The Center for Justice and International Law, which presented the case to the I / A Court H.R., highlighted that, due to the pandemic, the arrests of migrants have now become indefinite. In such circumstances, according to international human rights standards, the administrative detention of migrants in Panama has ceased to be an exceptional measure of last resort, of a short term, and therefore, is unwarranted.

The Court’s decision specifically mentioned two migratory centers in the Panamanian province of Darién that present a serious situation of overcrowding and that, in both cases, have had confirmed cases of Covid-19. In May 2020, at La Peñita station there were 1,694 migrants, a number seven times greater than the maximum capacity of that center, according to data from Panamanian authorities. As of June 8, across the country, there were 16,004 confirmed cases of Covid-19 and 386 deaths from the disease.

Equally worrying is the overcrowding in Panamanian prisons. Panama has a prison population of about 17,800 inmates. According to the Government Ministry, as of June 4, 665 prisoners had contracted coronavirus. In the Santiago prison in Veraguas, 313 of the 500 detainees were tested positive for the coronavirus. One of them passed away. In relation to the latter, the General Directorate of the Penitentiary System, maintains that he made efforts to transfer him to house arrest because he was diabetic, but that the “competent authority” rejected the request. The prison has a capacity for a maximum of 150 inmates – that is, for less than a third of all prisoners.

Authorities must include all detainees, refugees and migrants in the national response to Covid-19, which includes access to prevention, detection and treatment measures. The Inter-American Commission on Human Rights and various United Nations bodies have urged states in the region and globally to reduce overcrowding to contain the spread of Covid-19, provide adequate health care, and establish prevention protocols.

In addition, Panama must prioritize the release of those who are in preventive detention, especially those accused of committing low-severity or non-violent crimes, those who are close to serving the full sentence and those who are at increased risk of serious illness. as a result of Covid-19, such as older adults, pregnant women and girls, and people with certain pre-existing health conditions. These releases can be temporary and implemented through house arrest or other surveillance or control measures.

Reducing overcrowding immediately is a crucial step to prevent widespread contagion in prisons and migrant shelters, which could also affect the rest of the population. Panama has no time to lose.

THE FIRST PATIENTS WITH CORONAVIRUSES ARRIVE AT THE ALBROOK MODULAR HOSPITAL

Start of operations of the Modular Hospital.

The questioned modular hospital called Panamá Solidario, in Albrook, Ancón, received this Thursday, June 11, at 3:00 p.m., its first two patients infected with Covid-19.

These are two people over 50 years of age who are carriers of the virus, who are being attended by medical personnel who were on site waiting for them. Both come from the San Miguel Arcángel Hospital.

A few hours earlier, the Technical Health Council, which brings together health entities, doctors, nurses and other unions in the sector, had met to discuss some aspects of the opening of this facility.

Last April 16, the Ministry of Health (Minsa) received the keys to the hospital, built in a month by the SmartBrix Central America society, with whom the Ministry of Public Works (MOP) agreed to a $ 6.9 million contract. The CGR has so far refused to endorse this contract, which is why, according to MOP Minister Rafael Sabonge, SmartBrix has not been paid “a dollar”.

The anti-corruption prosecution investigates irregularities in the award of the modular hospital. In addition, the Administration’s attorney, Rigoberto González, has two complaints against Minister Sabonge: one, for allegedly having rejected the donation of a Chinese company to condition the Amador convention center in a temporary hospital, and another to clarify once if SmartBrix used new or old structures in the construction of the work.

CORTIZO WILL CALL EXTRAORDINARY SESSIONS FROM JUNE 15-18

The President of the Republic of Panama, LaurentinoCortizo, announced the call to the National Assembly to start the extraordinary sessions, from June 15 to 18.

This, in accordance with the “commitment announced to the country on May 4 to call extraordinary sessions to process the veto of the Moratorium Law,” said the Panamanian president.

Initially, the moratorium project was planned for the months of March, April, May and expired on June 30, however, the president partially vetoed it and announced that he would call extraordinary sessions for discussion.

The initiative seeks to benefit Panamanians who have perceived a decrease in their income or who have terminated their labor contracts, independent workers, as well as those small and medium-sized companies that have been forced to close their businesses, which would have a period of grace to pay your financial commitments with banks and financial companies.

For its part, the caucus of the Democratic Revolutionary Party (PRD) stated on June 10 that a call for extraordinary sessions on these dates would be “out of time”.

The new session in the Assembly begins on July 1.

The Land Traffic and Transport Authority (ATTT), reported this Thursday that the movement of even and odds in the selective passenger sector (taxis) in the country is suspended, except in the provinces with mobility restrictions (Panama and Panama West).

According to the entity, the suspension occurs taking into account the measures adopted by the Ministry of Health (Minsa) under Resolution No. 492 of June 6, 2020, which restricts citizen mobility in both provinces, as a mitigation and control against the spread of COVID-19.

The ATTT indicated that the hours for selective public transportation in the provinces of Panama and Panama Oeste will be from 5:00 am to 7:00 pm, while the rest of the provinces will maintain the established hours from 5:00 am to 9:00 am: 00 pm

For weekends, the hours in both provinces will be established every Friday, depending on the measures adopted by the Minsa.

For selective transportation, the National Government established the pair and odd system, where taxis circulate on specific days according to the last license plate number:

Vehicles with a plate ending in 0, 2, 4, 6 and 8 circulate on Mondays, Wednesdays and Fridays

Vehicles with a plate ending in 1, 3, 5, 7 and 9 circulate on Tuesdays, Thursdays and Saturdays

It should be noted that any vehicle that provides transportation service without an operation certificate will be subject to the sanction in accordance with Executive Decree 266 of April 11, 2020 (suspension of the license for three (3) months, removal of the vehicle with a crane and monetary sanction in accordance with No. 52 of article 241 of the traffic regulations).

NEW NORMALITY WILL DEPEND ON THE CAPACITY OF THE SANITARY SYSTEM

Many are wondering, but there is still no date in the calendar of when the activities included could not be resumed, even in block three. Less considering the increase in coronavirus cases and the transmission rate in recent days. Remember that it is always evaluated every 15 days. We are the first week of block two. They are evaluating the indicators, but the most important thing is to tell citizens that they also have a part in this responsibility, that it is not only the State, not only the health team, but we are all part of that equation so that we can return to normality in quotes “, warned Eyra Ruiz, Minister of Health.

The government says it recognizes the importance of tracing the contacts of those infected and that is why they promise sweeps in the townships that have the most cases. And this is because the new normality will depend mainly on the capacity of the health system, according to the director of the Social Security Fund, Enrique Lau.

“On the one hand, we are very attentive to how new cases are behaving, we are very attentive to mortality, and we are very attentive to the response capacity of the health system. The Panamanian health system at this time has shown great intelligence and great adaptability, impressive, ” said Lau.

The director of the CSS gives as an example the fact of having been able to increase intensive care beds despite the new cases. The business sector calls for more coordination between institutions.

“It is very important that there is better coordination, that there is a consensus between how it can, taking care of the health situation, also not generating contradictions, also not generating issues that are hindering the economic opening of those blocks that were already supposed to open this week , and the access of both clients and workers and operators to its facilities, ” said Mercedes Eleta de Brenes, president of the Panamanian Association of Business Executives.

While the National Government is expected to do its homework, each one has in her hands, basic responsibilities such as the correct use of masks, hand washing and physical distancing, to avoid the spread of the virus.

THEY ARE QUESTIONING THE GOVERNMENT’S MANAGEMENT AGAINST THE PANDEMIC

The sociologist Rebeca Yanis questioned on Thursday the management of the National Government in the face of the COVID-19 pandemic, noting that since the first case registered in Panama there has been a lack of clear information on this subject.

“We have been in this confinement for three months and the population at this point still does not understand the dimensions of the situation we are experiencing, they do not understand it because they have had difficulty receiving concrete, clear and precise information, it has not been understood that it is a pandemic and because a pandemic requires a space of confinement that cannot be eternal, ” said Yanis on RPC Radio.

She added that from the beginning the proper traceability of the cases has not been done, in addition to the confinement measures have not had positive results, a situation for which the Government must be held responsible.

“Here there must be those responsible for what has happened in 93 days … there is a matter of disinformation and the sole and primary responsibility lies with the Government, which was unable to explain the reasons for the confinement and did not have the capacity to foresee and act the correct and adequate way in which they should remain in their homes, guaranteeing them food, ” said Yanis.

In this situation, sociology considers that the Government is in time to recognize and correct its errors, while recommending that swabs be carried out for the entire population, in order to know the exact number of cases of coronavirus in Panama and their location.

“We have to go back, we are all wrong, we make mistakes, the government made the mistake … with all the money, the more than 5 billion dollars that the Government has received in loans, with all the money that Panama has unlike others countries, we are going to do swab tests to the 4 million Panamanians to find out how many cases there are and where they are, intervene with their families and everyone, no distinctions can be made, this disease does not distinguish, it involves everyone, ” she stressed .

VETERINARY CLINIC OF THE UNIVERSITY OF PANAMA PERFORMS A TEST ON VENTILATORS

This Wednesday, June 10, it was announced that tests are being carried out on ventilator prototypes that have been designed and manufactured by Panamanian institutions in the fight against COVID-19. These fans are being tested in the veterinary clinic of the University of Panama with pigs. This is part of the process that has to take place, they are first tested on mannequins and then performed on animals that simulate the functioning of the human body. The objective of these ventilators, which are being designed in our country, is that they can be used in patients with COVID-19.

The Rector of the University of Panama, Professor Eduardo Flores referred to these tests that are being developed.

“The pig is the most similar animal from the lung point of view, to the human being and that is why all respirators are always tested with pigs.”

Rector Flores also highlights that this is another contribution made by the first house of studies in the midst of this pandemic. Not only with supplies, but also with university students from nursing and medical careers who are contributing in each of the tasks to detect positive cases of COVID-19 in the country.

ENDNOTES

George Santayana

Having mentioned him in my introduction, I’d like to add a few more of his insightful writings and quotes for your reading pleasure:

  • The wisest mind has something yet to learn.
  • Intelligence is quickness in seeing things as they are.
  • The Soul is the voice of the body’s interests.
  • It is a revenge the devil sometimes takes upon the virtuous, that he entraps them by the force of the very passion they have suppressed and think themselves superior to.
  • The great difficulty in education is to get experience out of ideas.
  • To me, it seems a dreadful indignity to have a soul controlled by geography.  (Brett’s Comment:  This quote is particularly profound and personal for Santayana as he was born in Spain and raised in the USA.  “The soul should be free to roam”, he also said.)
  • Chaos is a name for any order that produces confusion in our minds.
  • Almost every wise saying has an opposite one, no less wise, to balance it.
  • Sanity is madness put to good use.  (Brett’s Comment:  This is my new favorite quote.)
  • There is no cure for birth and death save to enjoy the interval.
  • Friends are generally of the same sex, for when men and women agree, it is only in the conclusions; their reasons are always different.  (Brett’s Comment:  I think every couple should ponder this together the next time they agree on something and do so honestly.)
  • Do not have evil-doers for friends, do not have low people for friends; have virtuous people for friends, have for friends the best of men.
  • For gold is tried in the fire and acceptable men in the furnace of adversity.
  • The truth is cruel, but it can be loved, and it makes free those who have loved it.
  • Life is not a spectacle or a feast; it is a predicament.

And to end the End Notes

The family is one of nature’s masterpieces.

Stay safe…  Stay healthy…  And by all means (unless you’re scouting the recent 5G tower installations in support of China’s plan to dominate the world) STAY HOME!!…
