I’m Back At It!, IATA travel pass, Pfizer and Moderna second dose administration, AstraZeneca vaccination begins; Earth Day

Did you miss me?  (OK, don’t answer that.)  Last week we did not put out a newsletter.  I’d say that “my dog ate my homework”, but the truth is much harsher yet.  I had waaaaaaay too many beers with a few friends/clients and upon my arrival home, for which I have NO idea how I got back, it was just too much to deal with.  Besides, the garble I ramble on about when I haven’t had alcohol is already over the top.

Some good takeaways from not doing last week’s report start with Alberto.  Some of my readers know how we essentially adopted Alberto and his family last year to help them and their children during the pandemic.  I started off life in the lower-poverty realm and thought I knew everything there was to know about being poor until I started really getting to know Alberto and his wonderful family.  There’s an extremely pronounced line between USA-poor and Panama-poor.  Much is clearly visible when you visit the homes or just pass through some neighborhoods in the poverty-stricken portions of Panama City and surroundings.  But the more defined depths aren’t seen, they´re experienced through interaction.  

Public schools here are lacking, to say the least.  A very large portion of the public schools in Panama are more like daycares than academic facilities.  All Panamanian kids proudly don their school uniforms daily, but this is the extent of the discipline that most kids are confronted with.  The responsibility of a proper education lies fully on the shoulders of the parents to ensure their children are doing the work and not just passing by the skin of their teeth.  And for those families whose parents were also marginally subpar alums, there isn’t much of a chance for the kids to merely understand the importance of doing anything other than showing up to school.  The absorption of knowledge isn’t remotely important to them.

So, why am I badgering MEDUCA again?  Well, for starters, it’s easy to do when it’s true.  But more importantly, I’ve now witnessed the intense struggle for a family when apart from the fact that you have little to no income even pre-pandemic, it’s possible that without a proper education, you don’t know how to know to earn money.  Let me repeat that… not only do you not know how to make money, but you simply don’t know how to know to make money.  Even as a kid, I had a paper route, worked at a gas station, washed dishes at a diner, bailed hay on the farm, chucked wood for a car dealership and when I got my driver’s license I delivered pizzas for Pizza Hut.  I was always moving, shaking, doing, hustling…  But when you have NO education, life really sucks for you when you become an adult.

Alberto broke the first computer we got for him and his family.  I was thiiiiiiiiis close to buying a cheap rebuilt computer through Amazon, when I was fortunate enough to see that someone was graciously giving their used computer away for the first person with a good cause.  I was quick and nimble enough to be that first person.  (Nimble, because I took an official typing class back in high school… …that’s the importance of old school edjukayshun!!!)

And, with the help I always rely on from Ingrid Neuman, the computer was ready for abuse from Alberto and his children; Ingrid nicknamed his son “Conan The Destroyer” as the computer he broke was impossible to repair.

More than a year living with the coronavirus. With scientists around the world trying to solve it, and the unknowns are still multiplying around a pandemic that will mark a before and after in history. One of the many studies that are being done in this regard, assures that COVID-19 remains in the dust of the rooms of infected people for up to a month after they have recovered.

The research has been carried out by experts from Ohio State University, and has been published in the magazine mSystems and is echoed by Medical Writing. The study enquires about the presence of the coronavirus in the dust. The scientists, they explain, worked together with the cleaning teams of the University residence, taking samples in the rooms where students who had been infected with COVID-19 had resided. They examined the vacuum cleaner bags and sampled the room surfaces with swabs.

The conclusion was that there was genetic material of the virus in 97% of the samples of the bags and in 55% of the surfaces. Four weeks later, they stress, the presence of RNA had not decreased in the bags. Of course, as a general rule, they explain, “the capsid or envelope of the viruses (where the spicules that attach to the host cells are found) were deteriorated, possibly due to the use of disinfectant products by the cleaning teams”.

The authors of the study on the presence of the coronavirus in dust are confident that the findings can be used to improve the processes for monitoring COVID-19 outbreaks in nursing homes, health centers, hospitals and offices.

Karen Dannemiller, Associate Professor of Civil Engineering, Environmental and Geodetic Engineering at Ohio State University and senior author of the paper, notes that they wanted to “demonstrate that dust was complementary to wastewater for surveillance” of the virus.

The monitoring of wastewater, they add, has served to verify the spread of the virus in a municipality. “This complementary method could be used in much more localized settings,” she says.


18 THOUSAND PEOPLE WILL BE VACCINATED WITH THE FIRST BATCH OF VACCINE FROM ASTRAZENECA

Panama received a first batch of the AstraZeneca covid-19 vaccine with 36,000 doses, through the Covax mechanism.

With the first batch of the covid-19 vaccine from the pharmaceutical company AstraZeneca that arrived in Panama, 18 thousand people who registered voluntarily will be vaccinated.

Yesterday, the Ministry of Health (Minsa) enabled the registry for those who want to receive this vaccine against covid-19.

Luis Oliva, administrator of the Authority for Government Innovation (AIG), explained that it was decided to vaccinate this number of people since 36 thousand doses were received in the first shipment and the second dose will be ensured.

In that sense, Luis Oliva said that the reservation system is configured for 18,000 appointments, and it is likely that by today about 10,000 have already been reserved.

He reiterated that to book the appointment, the person must access the page www.panamasolidario.gob.pa/pag/vacunas, and once on the site access the auto express Rommel Fernández submenu that will take them to the RAISA platform that will display three channels: WhatsApp, Telegram and web chat.

“It is probable that today we will have ten thousand cuotas completed, we have had great acceptance by the citizenry, which has caused some channels to be saturated,” said Luis Oliva.

He announced that an additional channel will also be enabled that allows making the reservation via the web without entering WhatsApp and Telegram.

He explained that the system is only valid for men over 30 years old and women over 50 years old, and in the case of foreigners without permanent residence, they must complete the vaccination form in order to access RAISA.

Luis Oliva indicated that the installation of fast car service is already being planned in Panama Oste, Veraguas, Azuero, Chiriquí, Coclé and Bocas del Toro, however, they need confirmation from the Ministry of Foreign Affairs and the Minsa to define vaccination with AstraZeneca in these regions.

For now, the AstraZeneca covid-19 vaccine will be being placed in an express car service located in Rommel Fernández State and the application will begin on April 22nd.

GOVERNMENT OF PANAMA ACCEPTS IATA TRAVEL PASS

Miami – The International Air Transport Association (IATA) welcomes the decision by the government of Panama to accept the IATA Travel Pass as a digital travel credential for passengers to store their COVID-19 test result, which is a current requirement for entry into the country.  Panama thus becomes the first nation in the region to accept this new IATA application. 

“We are pleased that the government of Panama will allow passengers to use the IATA Travel Pass to manage their health credentials when traveling. Our cooperation with Panama in adopting electronic health certificates is a model for the region to follow, especially since the country provides significant air connectivity. Reliable and secure solutions for the verification of health credentials are essential to gain the trust of governments, restore consumer confidence and achieve a sustainable recovery for the industry,” said Peter Cerdá, IATA Regional Vice President for the Americas.

Luis Oliva, Administrator General of the Authority of Government Innovation of Panama (AIG), said: “The development of solutions that make travel easier is the result of a long history of fruitful collaboration with IATA. This latest joint initiative highlights our shared commitment to drive the adoption of digital health certificates that facilitate the resumption of international air travel.”

In parallel to the Panamanian government’s acceptance of the IATA Travel Pass, Copa Airlines will run a live trial of the tool in late May. Once concluded, the airline aims to make IATA Travel Pass available to its passengers as a one-stop shop for checking compliance with the travel rules and storing the applicable certificates, while providing governments with full assurance of passenger identity and the authenticity of the credentials being presented.

DECREE IS PROMULGATED THAT MAKES THE CURFEW FLEXIBLE AND AUTHORIZES THE OPENING OF SPORTS ACTIVITIES AND BARS WITH TERRACES

The agents of the National Police are in charge of enforcing the curfew hours throughout the country.

Executive Decree No. 485, which reduces the curfew hours and authorizes the reactivation of outdoor sports activities and bars with terraces, as of Monday, April 19th, was promulgated and published in the Official Gazette, this Friday, April 16th, 2021.

The new curfew time will be from 12:00 p.m. to 4:00 a.m., throughout the country, that is, it is reduced by one hour.

Restaurants bars and bars that have terraces, open areas or outdoors will also be able to reactivate their operations, says the decree. But for this, a series of parameters must be met, such as avoiding crowds, customer service personnel must use a mask and face shield and dance activities or shows, among other provisions, cannot be carried out.

In addition, previously authorized establishments, such as restaurants, are authorized to operate until 11:00 p.m.

Regarding sports activities, he points out that they can be carried out with a capacity of 25%, as long as they are in the open air and biosafety measures are met to mitigate Covid-19 cases, issued by the Ministry of Health.

In these events the sale and consumption of liquor will not be allowed.

In the district of Changuinola, province of Bocas del Toro, the weekend quarantine will be lifted starting this Saturday, April 17th.

On the other hand, one of the articles of the decree indicates that as of this Monday, the 19th, the institutions of the Central Government and the autonomous and semi-autonomous entities will be able to work with 100% of their officials, during regular working hours, complying with the measures of biosecurity.

On April 13th, the Minister of Health, Luis Francisco Sucre, said that these measures could be taken thanks to the last week’s indexes achieved by “the discipline of citizens in general and the strategy promoted by the government.”

PANAMA COULD BEGIN VACCINATION IN SEPTEMBER TO CHILDREN 12 YEARS OF AGE AND OLDER

The Minister Counselor of Public Health, Eyra Ruiz said that they are awaiting the approval of international regulatory bodies for the emergency use of Pfizer’s covid-19 vaccine for young people between 12 and 16 years old.

Starting in September, Panama could begin applying the Covid-19 vaccine from the pharmaceutical company Pfizer to children 12 years of age and older, said the Minister of Health, Eyra Ruiz.

Ruiz said they are awaiting approval from international regulatory bodies for the emergency use of Pfizer’s covid-19 vaccine for minors between the ages of 12 and 16.

“From 12 years upwards, which is the study that Pfizer has just released. We are already waiting for the approval of the international regulatory bodies to make this decision, in fact, that is why the Government has increased the amount of doses, we have already have approximately nine million doses to cover the entire population”, said Minister Eyra Ruiz.

So far, Pfizer’s covid-19 vaccine is the only one approved since the age of 16.

The pharmaceutical company Pfizer has already requested the United States Food and Drug Administration (FDA) authorization for the emergency use of its vaccine in children between 12 and 15 years of age, after phase 3 clinical trials in this age group showed a 100% efficiency, according to the company.

PRIVATE COMPANIES MAY BRING COVID-19 VACCINES TO PANAMA

The vaccines must have the documentation that guarantees that they are safe for the population, said the Minsa.

Private companies interested in bringing COVID-19 vaccines to Panama “are free to do so,” said the Minister of Health (Minsa), Luis Francisco Sucre, stressing that they must present all the necessary documentation.

“The private company that complies with all the documents and requirements have to present them to the National Directorate of Pharmacy and Drugs of the Minsa. Of course, do not bring vaccines to Panama without having the documentation that guarantees that they are safe for the population.”

He reiterated that once they have the necessary requirements to bring vaccines to Panama, they must register with the Pharmacy and Drugs Directorate.

President Laurentino Cortizo announced that the Cabinet authorized the purchase of an additional 2 million vaccines with Pfizer.

The Cabinet Council on Tuesday authorized the purchase of a total of 2 million additional vaccines against the coronavirus, from the pharmaceutical company Pfizer.

The Presidency of the Republic indicates that “the Cabinet authorized the Minister of Health, on behalf of the Republic of Panama, to sign an amendment to the manufacturing and supply contract with the company Pfizer for the additional acquisition of two million seven hundred (2,000,700) doses additional vaccines against Sars-CoV-2 “.

The President of the Republic, Laurentino Cortizo, explained that the Cabinet has authorized the purchase of more than 9 million doses of the vaccines developed by the different pharmaceutical houses.

PFIZER STARTS TRIALS WITH CHILDREN BETWEEN 2 AND 5 YEARS OLD

Experts suggest that the first trimester of next year will be able to have data that demonstrates the efficacy and safety in children under 16 years of age.

Efforts in scientific research to produce a vaccine against Covid-19 for children and adolescents do not stop, taking into account that this population can circulate the contagious virus.

For example, researchers at Stanford Medicine and Cincinnati Children’s Hospital in the United States announced the start of trials with the Pfizer / BioNTech vaccine in children between 2 and 5 years of age.

These trials will ultimately include children between the ages of 6 months and 12 years. Already last month, the Pfizer / BioNTech laboratories announced that their vaccine against SARS-CoV-2 demonstrated 100% efficacy in young people between 12 and 15 years old.

Currently, there is no vaccine for children under 16 years old, as Pfizer / BioNTech’s is available for people 16 years of age and older, while others, such as Moderna’s, are available for people over 18 years of age.

The pediatric infectious disease specialist Javier Nieto estimates that, at the current rate, for the first quarter of 2022 there will be enough data to demonstrate the safety and efficacy of these vaccines. In the words of the specialist, despite the fact that the child has not played a leading role in the pandemic, he could become a dynamic transmitter of the disease in adults.

“Children can carry the virus and transmit the disease. As long as there are susceptible populations, like the pediatric population, it will not be able to be eradicated from the face of the earth’, he said.

He recalled that Covid-19 has the peculiarity of adapting. For example, he said that, in the United Kingdom and Israel, where the immunization process is progressing very well, the virus looked to children and young people as another niche to take refuge and grow up.

“This virus will be removable but not eradicable. And it must be remembered that it is not isolated only in humans but also in animals, so it is necessary to have high vaccination coverage”, said the pediatric infectious disease specialist, who stated that the more people are immunized, the more possibilities there will be to eliminate it.

Other vaccines

Regarding other vaccines for the pediatric population, such as Moderna’s, it was announced that they began injecting their serum into the 6,755 children in Canada and the United States who participate in KidCOVE, the children’s version of their vaccine.

These are children between six months and 12 years old, testing different amounts of the drug.

Meanwhile, the AstraZeneca / University of Oxford duo has already closed the recruitment for the first part of its vaccine. There are 300 children and adolescents from 6 to 17 years old. They have already begun to vaccinate the subgroup of 12 to 17 and later they will do it with the little ones. Most will be given the same dose as older adults.

Scientists like Eduardo Ortega, part of the team that advises the Government on vaccines, have stated that the problem with not vaccinating children is that the virus can mutate in this age group and use it as a reservoir. “The idea is to vaccinate everyone in the shortest possible time. While the virus circulates, it can mutate, vary and jump to another population”, he said.

In the country, of the more than 360 thousand cases of Covid-19 detected, about 15% correspond to the population of children and adolescents. There have even been 15 deaths reported in the population under 10 years of age.

So far in the pandemic, several children have developed pediatric multi-system inflammatory syndrome. The main symptoms are fever, lymphadenopathy (swollen glands), abdominal pain, diarrhea, vomiting, conjunctival injection (redness of the white part of the eye) and rashes that appear on the skin.

The most recent epidemiological update report from the Pan American Health Organization (PAHO) specifies that 22 countries in the Americas reported, in total, 4,960 cumulative confirmed cases of multisystemic inflammatory syndrome in children and adolescents; in addition, 111 deaths.

PAHO suggests considering with special attention the occurrence of changes in clinical patterns: from a mild disease to presentations of greater severity or severity, such as, for example, the increase in cases of multisystemic inflammatory syndrome. In Panama, 81 accumulated cases and two deaths from this syndrome have been reported.

ASTRAZENECA VACCINE WILL NOT BE APPLIED IN SCHOOL CENTERS EQUIPPED FOR VACCINATION

EMA DETECTS ‘LINKS’ BETWEEN JANSSEN’S COVID-19 VACCINE AND THROMBOSIS CASES

With these conclusions in hand, European countries will now decide what steps to take with regard to Janssen.

The European Medicines Agency (EMA) found on Tuesday a “possible link” between the development of very rare blood clots and the covid-19 vaccine developed by the pharmaceutical company Janssen, but confirmed that the balance between benefit and risk of this preparation it is still “positive”.

After two weeks of investigations of eight cases of very rare thromboembolism detected in patients vaccinated with Janssen in the United States, the EMA decided to add to the vaccine package insert a warning of the possible, very small risk of developing blood clotting, but continues to recommend its use in the European Union (EU).

“The committee considered all currently available evidence, including eight reports from the United States of serious cases of unusual blood clots associated with low blood platelet levels, one of which was fatal,” the EMA added in a statement, that compared these cases to thrombi that occurred with the AstraZeneca vaccine.

All the cases occurred in people under 60 years of age, within three weeks after vaccination, and the majority were women, says the European regulator, which warns that, based on current evidence, “no factors have been confirmed of specific risk”, such as age, sex and medical history, of developing these symptoms.

NURSES CLAIM THE GOVERNMENT’S FULFILLMENT OF AGREEMENTS

ASK CITIZENS NOT TO TALK ON THE METRO SO AS NOT TO SPREAD THE CORONAVIRUS

The Panama Metro reminds users not to lower their guard against the coronavirus.

The Panama Metro launched a campaign on Tuesday that urges citizens not to interact and go quietly in the train cars, to avoid contagion of coronavirus.

The campaign, “Your Silence Says Much”, seeks to create a biosecurity measure that guarantees the health and well-being of all passengers.

The image of the campaign is represented by a mime, by his close and friendly appearance that represents silence; besides being the oldest form of communication.

The value of this initiative rests on the recommendation that the Panama Metro makes to users of silent travel as a natural form of prevention against covid-19.

“For example, when answering good morning and thanking, you could do it with a gesture or signal with your eyes and thus you are taking care of your health and that of everyone”, the statement from the Panama Metro details.

Likewise, the entity makes a recommendation for travelers who receive a call by the cell phone.

“Wait a few minutes or respond through a chat, that way you protect yourself and others, always remember that ‘Your Silence Says Much”, explains the statement.

This campaign has the motto #ViajaCalladoEvitaContagios, which becomes part of the Metroculture, being an educational system that seeks to promote healthy coexistence among all people.

Finally, the Panama Metro reminds users not to lower their guard, practice self-care, use masks, face shield for greater protection and the use of alcoholic gel before and after using the system.

EMA: SECOND PFIZER AND MODERN DOSE SHOULD BE ADMINISTERED AS INDICATED PACKAGE LEAFLET

The European Medicines Agency (EMA) warned Efe on Monday that the authorized covid-19 vaccines “must be used as described in the product leaflet”, which translates into two doses with “three weeks” difference between the first and second in the case of Pfizer / BioNTech and “28 days” for Moderna.

Asked about the possibility that Spain approves increasing the interval between the first and second injection of Pfizer and Moderna between six or eight weeks in people under 79 years of age, instead of the 21 and 28 days defined in the current strategy respectively, the EMA warned that “covid-19 vaccines should be used as described in the product information.”

A source from the Agency told Efe that the information on the Pfizer vaccine product (also known as Comirnaty) “establishes that the two doses must be administered three weeks apart” to achieve the same efficacy confirmed by clinical trials.

GORGAS REFINE DETAILS TO STUDY SEROPREVALENCE

NEXT WEEK VACCINATION BEGINS IN LA CHORRERA, CHAME, SAN CARLOS AND CAPIRA

Panama advances with the vaccination process against COVID-19.

The Minister Counselor of Public Health, Eyra Ruiz, reported that starting next week the vaccination process against COVID-19 will begin in La Chorrera, Chame, San Carlos and Capira.

She explained that these districts correspond to circuits 8-2, 8-3 and 8-5.

“From Monday 26th to Thursday 29th, the 8-2 and 8-3 begin; and from Thursday the 29th to Sunday the 2nd of May it will be in the 8-5 circuit, La Chorrera”, explained Eyra Ruiz.

On the other hand, she reiterated that starting this Wednesday, April 21st, vaccination will begin in circuits 8-7 and 8-4, in which the application of 68 thousand doses of the vaccine is expected.

“In the 8-7 circuit over 60 years old, teachers who work in the circuit and pregnant women, there we have 9 townships, 14 vaccination centers, 71 classrooms,” she said.

She added that, in addition, at this time patients with chronic diseases are being vaccinated who are dialysed, who go to hemodialysis units, also patients who are undergoing peritoneal dialysis, as well as patients with multiple sclerosis, patients with cancer and HIV, who start their vaccination this week.

“As we continue to receive more doses, we will continue to call patients with other pathologies, for example, rheumatoid arthritis and hematological diseases.
