Travel has been, by far, one of the more complicated tasks, as we as a society try to retake our lives in this COVID-infested world.  No trip has been 100% foolproof, especially when THIS fool is at the helm.  Just the same, I pride myself at optimal organization when it comes to scheduling my trips and preparation for my trips in general.  So, when Queen Sayira finally decided to take the plunge and visit with her friends in Texas last week, prior to her visa expiring in September, I decided to create for her what can only be described as a bulletproof, foolproof, efficient and fun plan for her 5-day jaunt up north.

Of course, words on paper are meaningless when you have so many making constant changes and others who misinform on these usually AMAZING Facebook groups that I belong to.  Her trip north was setup first with the assistance of Mike Kelly and his company Panamedical Services, SA, who for $35.00, will schedule your Antigen test for you, saving us time and money.  Can you do it yourself?  Yes, but why would you do that, when the cost is practically the same?  Are there places that do it cheaper?  Yes, but no one has been more reliable than Mike Kelly and his team.  His cell phone number is 6614-1448 and as long as you give him a reasonable amount of time, you only have to send him your name, passport number, address and email, and he’ll set it all up.  The Queen even made a few adjustments to her schedule and Mike was happy to make the changes for us.  “Have Mike set me up for anytime in the morning to get my COVID test.”, she commanded.  “Yes, my love.  How’s 9AM, sound?”, I lovingly replied.  “Well, that’s the morning, isn’t it?”, she sarcastically inferred. So, I asked Mike to set it up, and within the same day, he had the confirmation number and time slot solidified.  The following day, my favorite figure of royalty approached me obviously stressed, “Why did you set up my appointment so early?  How do you expect me to be there at that time with so many other errands still left for me to do?  Why didn’t you set it up for 1PM?”  Realizing that 1PM is well outside the confines of “in the morning”, I considered rubbing this factoid in her face, but my judgement was better oriented once I took into consideration her proximity to our new cutlery set as she stood there tapping her fingers on the kitchen countertop.  Who would have thought that “I have no idea, snookums.”, was probably the smartest thing I’ve ever said?

Travelling north was uneventful.  No hiccups, burps or other disgusting bodily sound effects to report.  She arrived Houston, went through immigration, picked up her bags, dropped them off, went back through customs, got something to eat and was on her way to San Antonio.  In San Antonio, her bags were ready to be picked up on the assigned conveyor belt as was her friend just outside the airport.  They partied hard for 4 days and it was soon time for her to return to my loving arms and annoying sarcasm.

William Shakespeare one wrote, “When troubles come, they come not single spies but in battalions.”  Her confident trip to CVS turned quickly to worry.  Her return trip to Panama started with a flight at 1230PM on Monday, so she required an Antigen test on either Saturday or Sunday.  To her misfortune, CVS in San Antonio, Texas decided they would no longer offer the COVID tests on the weekends.  The only clinic available was charging $240 to the same test which would otherwise be for free.  Monday morning, she attempted to crash one of the more friendly CVS pharmacies, but to no avail.  No shoes, no shirt, no appointment, no COVID test.  Defeated, but not deterred, we decided to just let her wait to arrive Panama and get her test done in country.  The question was then brought up about, what time the testing facilities close and what was the cost?  On one Panama Facebook group, I read that the facilities closed after 8PM and she arrived at 830PM. Some said the test cost $50 and others said $85.

Then, however, upon arriving the San Antonio airport, she was told that she needed to fill out a form online before they would print her boarding pass.  The site, indicated that she had to fill out Panama’s travel affidavit “Declaración Jurada de Salud” on website http://www.panamadigital.gob.pa/RegistroPacoViajero  Fun fact, the site has more bugs than Punta Chame on the beach after a warm rain storm.  It gives you the opportunity to fill out the form as a Panamanian, as a Resident or as a foreign visitor.  It would not allow the traveler to advance with the form as a Panamanian without adding the “Type of Document” into a field that wasn’t shown on the form, essentially creating a few hours of stress for the both of us as we both tried to get it to magically work.  Finally, we decided to add her into this system as a foreigner, but that created a risk as well.  If her COVID test in Panama came up positive for whatever reason, she was obligated to stay in a hotel for 2 weeks.  Of course, she wasn’t happy with that, but I was already making plans on rearranging the master bedroom to my advantage.

My queen finally arrived Monday evening, and although the flight landed at 8:20PM, she was able to whisk her way through the COVID test ($50), from the 24/7 airport clinic, get her bags and was outside ready to rock and roll (AKA go straight to bed and sleep for 12 hours), by 930PM.  No hassles at the airport.

What are my recommendations for you weary travelers coming to Panama?

  1. Get your Antegen test for COVID the day before your trip to Panama.  Try to set that appointment up online at least 2 weeks in advance if possible.
  2. Go to the place you’re going to get the test well in advance, in person.  Ensure that they actually have the Antigen test.  2 months ago, when I was travelling, I set my test up online, but upon arrival, I was told that they didn’t have the “Rapid Test” at that location and I had to go to another CVS Pharmacy to go it.
  3. If you’re not able to get a rapid test because you live in the middle of nowhere without a CVS or other location to get the test done, make sure you fill out the online form for Panama or Panama’s travel affidavit “Declaración Jurada de Salud” on website http://www.panamadigital.gob.pa/RegistroPacoViajero  (I do not recommend getting it at the Tocument airport however, as they have been known to provide False Negative Results and that’s an expensive 2-week stay in a hotel bedroom for the tourists.  Also, Queen Sayira told me that one of the people that she was in the waiting room with at the airport, came up positive for COVID.  They just pack everyone in and aren’t taking the proper precautions that they make us follow just to stand in line for an icecream cone at Häagen Dazs.
  4. Wear the most comfortable mask you can find for the trip.  You will have to wear it from the moment you enter the airport to the moment you get to your final destination in Panama City, nonstop.  That could be 6 hours or more without a break and it could be tough on the breathing or tough on the ears.
  5. And finally, your return trip to most places also requires a COVID test.  Just contact Mike Kelly at 6614-1448 and he’ll set you up.

AIG: MOBILITY QR CODE ONLY CONTAINS IMMUNIZATION INFORMATION

ESTABLISH COMPULSORY USE OF MASKS AND FACIAL SCREEN IN RESTAURANTS AND BACKGROUNDS

In accordance with resolution No. 2214 of August 16, 2021 of the General Directorate of Public Health and promulgated in Official Gazette No. 29360 of Tuesday, August 24, 2021, the Ministry of Health (Minsa) established new sanitary measures in terms of health cards, the mandatory use of masks and face shield in restaurants, inns and the like.

MINSA ANNOUNCES FLEXIBILIZATION OF MEASURES FROM AUGUST 30

In various regions of Panama the curfew will be 12:00 a.m. to 4:00 a.m.

ATP AND AIG SIGN AGREEMENT ON THE ‘TOURIST BONUS’

The Tourism Authority of Panama (ATP) and the Government Innovation Authority (AIG) signed this Wednesday, August 25, an agreement whose objective is the development and implementation of the digital platform for the start-up of the “Tourist Bonus” project.

In the middle of this signature it was detailed that the project has been designed so that, through the travel agencies registered in the Directorate of Tourism Investments of the ATP, tourist packages are offered with discounts backed by the financial support of the institution and It will run from September 15 to December 31, 2021.

The “Tourist Bonus” is part of the Post COVID-19 Strategic Plan developed by the National Government through the ATP, whose purpose is to stimulate the demand for domestic tourism, so that from this industry contribute to the economic reactivation and recovery of jobs that were suspended due to the global coronavirus pandemic.

“This technological tool, whose link will be available on the Panama Digital portal and on the ATP website: www.atp.gob.pa, will have the promotional packages available for each destination. When entering, the user will be directed to the links of tour operators, where they will be able to see the offer of tourist products and there they will be able to make their reservation and payments online “, explained the ATP.

It was detailed that the travel agencies, tour operators, guides and other tourism service providers that will be part of the project are only those that are duly certified by the ATP.

“This methodology reinforces the digitization and modernization of the procedures carried out by citizens, to provide a more agile and practical service to those who benefit from this project,” said the Tourism Authority.

The ATP assures that in this way the transparency of the handling of the funds destined to the “Tourist Bonus” project is also guaranteed, whose investment, by the State, is 1 million dollars, since all the procedures, from the registration of the offering companies until the acquisition of packages and services of the buyers will be registered in this platform; Similarly, payment to them will be made through the digital system used for the disbursement of Panama Solidario, scholarships from the Institute for Training and Use of Human Resources (Ifarhu), among others made by the State.

“The project generates greater support for the most vulnerable segments of the tourism industry, which have been most affected by the drop in international demand, such as tour guides and indigenous communities. Through the support we have received from the AIG the payment process will be made more expeditious so that the benefit reaches the tourism sector in a more agile way ”, assured the administrator of the ATP, Iván Eskildsen.

PANAMA EXCEEDS FOUR MILLION DOSES OF VACCINE AGAINST COVID-19 APPLIED

Here’s a little bit of trivia!  Guess who’s birthday it is tomorrow?  For starters, the 28th of August, precisely 6 years ago, the vastly popular amongst his family, Raul Lopez was born.  Who in the heck is Raul Lopez, might you ask?  Well, I’m glad you did ask, because Raul Lopez, also known as “My favorite little buddy”, AKA Raul Lopez Mikkelson, is my grandson.  My daughter Kimberly gave us quite the surprise when we found out and the rollercoaster ride hasn’t stopped since.
