New Sanitary Measures for Travelers, Elimination of Mandatory Temperature Taking, Elimination of Swabs to Circulate in The Republic of Panama.

Friday, September 03, 2021

Every now and again, I get hornswoggled into going to a meeting that does nothing but waste my time and quite frankly, just piss me off.  I’ve gotten used to the typical sales pitch, “Hey, I’d like to invite you to a meeting on Thursday night.  Wanna come?” or “How would you like to make money and only have to work 2 hours per day?”.  I know that if you get in on the ground floor of the latest Network Marketting craze, you can make good money, but I don’t have the stamina for that kind of thing.

Recently, I’ve been invited either directly or indirectly to any number of security events from both the private and public sectors to see what the latest tech is, most recent  prevention efforts by the government and all too often, someone just wanting to boost their own egos.  I just don’t have the time for that, so when someone published a meeting with the National Police to talk about loss prevention matters in the malls, I just wasn’t going to go.  At least not until I was called by our friend Teniente Marrugo asking me and my operations manager to go in representation of our clients; “It would really mean a lot to me and Sub-Commissioner Palma!”, he said, referring to the woman in charge of “Comercios Vigilantes” which is essentially a Neighborhood Watch for Panama’s Commercial sector.

So, most certain that I would be wasting my time at another “we did this” type of meeting, I still went to support Sub-Commissioner Palma.  I knew she really is doing what’s possible to make things work in our community and besides, I was certain also that some of my friends who were the heads of security would be there and we could exchange pleasantries, and maybe get a new security tip here and there.

The meeting started on time at 10:00AM and after an hour of hearing what they were up to, one of the heads of the DIJ got up to speak, Sub-Commisioner Florencio Hernandez and asked if anyone had any questions.  The one thing that bugged the hell out of me was whether or not this was going to be just another “talkety-talk” meeting or were we actually going to get something done about the millions of dollars in loss we’re seeing every year.  If someone was actually going to start doing something about the thieves that are constantly doing their thing only to be released to continue doing their thing the very next day?

So, I raised my hand and stated my concern.  Then, the security chief from Riba Smith did the same, as did the security chief from Machetazo, and each head of security of every mall in Panama, took their turn expressing their concerns and doubts about the efforts being made to really make a difference.

And then suddenly, to our surprise and delight, the recently appointed Director of the National Police and his even newer Sub-Director came in with none other than TVN.  I was so predisposed into believing that nothing was going to come of this meeting, that I didn’t even realize that the Director would be eventually showing up as well.  He was quick to speak and in front of the TVN cameras offered his commitment to ensuring that more would be done and that several joint commissions would be formulated to guarantee that our time and efforts wouldn’t be in vain.  One of the four commissions was “Investigations” so, I offered to form a part of that commission on the spot.  It was the first time in a while that I actually felt like we were going to make progress on this nation-wide problem.

Then, we got the update on the country’s monitoring system, used to track known thieves and other bad guys.  I had no idea, but the system isn’t limited to just Panama City, but instead they already have cameras and facial recognition in several locations including Colon, Boquete and Chorrera.  (Did you notice how I stuck “Boquete” in the middle?). Yeah, they’re monitoring Boquete.  My first guess would be to monitor all of the drunk gringos, but no, they’re actually genuinely concerned about crime committed against the tourists and they’re trying to do something about it.

I knew we were being filmed, but in a crowd of nearly 50 security specialists, I had no idea that they were going to focus on me and my chief of operations, Javier Mendez.  I’m just glad of two things; 1. I wore a clean long-sleeved shirt. And 2. I wasn’t caught chatting or playing games on my phone like Javier was.  Hahaha. I still should have shaved.

Yesterday I was invited to visit the monitoring center firsthand next week.  So, next week’s report will include a bit about that experience.

TOP NEWS and TIDBITS:

Yoli’s Wisdom

The immune system is one of the essential structures of the body of any human being. By itself, it has the capacity to perform its functions correctly, although there are certain factors that positively or negatively influence its performance.

The main mission of the immune system is to protect the body against bacteria, viruses, infections and diseases.

In short, it acts as a protective system against any external agent that may pose a threat to health.

Although the immune system has an innate function in the body, its ability to function can be influenced by certain factors; such as the lifestyle habits of the person in question. That is, food, alcohol intake, smoking, taking narcotic substances or doing physical exercise can directly influence the proper functioning of the immune system.

FOODS THAT MAY WORSE THE ACTION OF THE IMMUNE SYSTEM

In this sense, we find a series of foods that can significantly impair the function of the immune system in the body. This is because these foods contain a series of properties that are not beneficial for this system, as well as for other relevant health aspects. Among the most harmful foods for the functioning of the immune system we find the following:

White bread

White bread, being made with refined flour, can be negative for the immune system.

It is an easy to digest food but with a high caloric intake and deficient in terms of micronutrients. Therefore, the intake of white bread in excess is related to weight gain, obesity, diabetes or the development of heart problems.

Sweets or cakes

Keep in mind that the processed sugars in sweets increase inflammation in the body. This phenomenon can favor the production of free radicals, molecules that cause damage to the body.

Sweet

In this sense, the excess of free radicals are related to health problems such as diabetes, cancer, cardiovascular diseases or neurodegenerative pathologies.

Thus, a study carried out by ‘The American Journal of Clinical Nutrititon’ determined that the intake of 100 grams of sugar reduces the ability of immune cells to deal with bacteria.

Chips

Diets that include high amounts of salt also cause immune system problems. And it is that the excess of partner increases the activity of the kidneys to be able to get rid of this element.

In this regard, bagged potato chips are high in saturated fat and do not provide essential micronutrients for health. That is, they are processed foods that provide more harm than good due to their properties.

Thus, the World Health Organization (WHO) recommends taking less than five grams of salt a day. Many nutritionists advise certain people, depending on their health status, to completely eliminate salt from their diet.

Processed oils

Finally, we find processed oils, which are those that lose most of their nutrients and modify their molecular structure after going through a refining process. They are highly detrimental to the proper function of the immune system.

Foods fried in refined oils can cause a greater production of free radicals, which could be harmful to health and cause an increase in the vulnerability of the immune system against bacteria, viruses or infections.

WAY YOU CAN ACCESS YOUR HEALTH DECLARATION TO ENTER PANAMA

Vaccinated people are exonerated from presenting evidence of Covid-19 upon arrival in the country.

People who enter Panama by air, land or sea can access their digital health affidavit on the portal  viajes.panamadigital.gob.pa

Luis Oliva, administrator of the National Government Innovation Authority (AIG), explained that whoever comes from abroad and wishes to enter the country, whether Panamanians or not, must complete the declaration.

You must fill out the digital form and attach digitally or physically the vaccination card and the hotel reservation where the tourist will be staying when they arrive in the country.

When completing the application, each traveler will receive an email with a form and QR code through an attached PDF, which they must show upon arrival in the country.

If the passenger is only in transit, he does not have to complete the affidavit. In the event that the traveler is a minor, his data will be completed in the request of the adult responsible for the trip, specified the official.

The AIG and the Ministry of Health (Minsa) coordinate strategies to streamline the processes at the points of entry into the country, especially at the Tocumen International Airport, after several complaints from travelers about the cumbersome procedures established in the middle of the Covid-19 pandemic.

Oliva indicated that the health and migration systems are already integrated, and if there is a person who presents an inconsistency in their information, they are sent to the Ministry of Health to carry out the corresponding verification of the person before entering the country.

In fact, the Minsa issued Executive Decree No. 833 in the Official Gazette on August 30, which establishes new measures for all travelers who enter the national territory by air, land or sea.

The new rule establishes that any person who enters the country will be exonerated from taking any type of Covid-19 test, as well as from preventive quarantine, as long as they have registered digitally or present their physical vaccination card with their two dose.

The Minsa indicates that if the traveler comes from countries classified as low epidemiological risk and does not have a complete vaccination scheme, they will need to present a negative result of the Covid-19 test, be it PCR or antigen, of up to 72 hours of validity and will remain exonerated from the 72-hour preventive quarantine.

Executive Decree No. 833 indicates that if the person comes from high-risk countries and does not have a complete vaccination scheme, they will be able to complete the 72-hour quarantine at their home or in an authorized hotel, at low cost, and at the end it must be done a test, either by PCR or antigen and whose negative result will allow you to end your quarantine.

THEY WILL ELIMINATE AND FLEXIBLE THE REMAINDER IN SEVERAL REGIONS FROM SEPTEMBER 6

The elimination and relaxation of the curfew will take effect from September 6.

As of next Monday, September 6, the curfew measure will be eliminated and made more flexible in various regions of the country.

The Minister of Health, Luis Sucre, explained that this decision is made due to the low incidence registered in recent weeks in terms of the number of positive cases of COVID-19.

“Currently, Panama remains a low-incidence area in the region, thanks to a robust, scientific and balanced management of the pandemic, which is demonstrated in the decrease in positive cases and a decrease in deaths in the last two weeks. ”Sucre indicated.

Regions where the elimination and relaxation of the curfew will be applied

In the district of Chepo, in Panama Este, as of Monday, September 6, the curfew will begin at 12:00 a.m. to 4:00 a.m. with the closing of the premises at 11:00 p.m. For the rest of the region, the measures already in force to date will be maintained.

In the province of Los Santos, all measures will be lifted for the districts of Macaracas and Pocrí, this due to the sustained decrease in the number of cases in recent weeks.

Likewise, the measures to the district of Bocas del Toro are lifted.

The curfew is also lifted in the district of Tubualá in Guna Yala, Sucre said.

On the other hand, the Health Minister indicated that for the provinces of Chiriquí, Veraguas, Coclé, Herrera, Panamá Oeste, Colón, Darién, the Ngäbe Buglé region, and the regions of Panamá Norte, San Miguelito and Metropolitana, the measures in force to date.

TAKING THE TEMPERATURE WHEN ENTERING THE SHOPS WILL NO LONGER BE NECESSARY; GOVERNMENT ELIMINATES MEASURE

Until today, taking the temperature was mandatory in all establishments.

Taking the temperature when entering the different establishments will no longer be necessary, after publication in Gaceta Oficial de la  Resolución 2216 of August 18, 2021, which eliminates the measure.

According to the document, there is enough information that shows that this technology has limitations that “negatively impact its usefulness for mass screening of people with an infectious pathology, information that has led to the elimination of the obligation to use it.”

The Ministry of Health (Minsa) emphasizes that all the resolutions and guides previously issued are without effect from now on.

Thermometers had been implemented since the beginning of the pandemic as a mechanism for detecting feverish symptoms, one of the symptoms of covid-19.

However, as the months passed, scientific evidence showed that they did not necessarily help detect coronavirus positives.

The epidemiologist Arturo Rebollón warned, for months, that this type of measures did not contribute to slowing the advance of the virus.

He added that, for example, taking the temperature in the palm of the hand or the arm does not give a correct reading because they are cold areas of the body.

Rebollón emphasized that this is a virus transmitted, mostly by air.

WHAT IS THE DIFFERENCE BETWEEN RECEIVING A THIRD DOSE AND A BOOST OF THE COVID-19 VACCINE?

Panama has applied more than 4 million doses of the vaccine against covid-19.

The possibility of administering a third dose to people with a compromised immune system is not ruled out in Panama, however, this does not imply that all those inoculated against covid-19 will receive that third application.

Eduardo Ortega-Barría, Secretary of Senacyt, explained that there is a big difference between receiving a third dose and a booster.

“When you give a third dose what you try is that the people who did not respond to those two doses of the primary scheme, are completely protected as the people who do not have an alteration of the immune response,” said Ortega-Barría.

People with immune response problems are those with transplants, solid cancer tumors, leukemia, and those who take medications, such as steroids in high amounts.

On the other hand, a booster is placed a year or many months after the basic scheme is completed, with the goal of strengthening it.

“The rest of the population will later receive a booster, as we do with the influenza or tetanus vaccine. For example, the tetanus vaccine is given to us as children, but later if you cut yourself with an instrument that is not clean, every 10 years you have to go get vaccinated, “added the doctor.

Ortega, meanwhile, asked to ignore the information that has no scientific basis.

The doctor added that the vaccine against covid-19 is not experimental and has complied with all the steps that the regulatory authorities requested from the researchers.

On returning to the classroom, the pediatrician recalled that children need to go to schools for their cognitive learning, mental, emotional and physical health.

ELIMINATE ‘OBLIGATORY’ TO TAKE COVID TESTS TO MOBILIZE WITHIN THE COUNTRY

The National Government eliminated the “obligation” to carry out Covid-19 tests to mobilize within the country.

“As of this date, the obligation to carry out Covid-19 tests to mobilize within the country is eliminated,” indicates the Executive Decree.

In the Official Gazette this Monday, August 30, Executive Decree 832 was promulgated, repealing previous measures. The document has the signature of President Laurentino Cortizo.

The Ministry of Health (Minsa) said in a statement that “this measure is adopted due to the low incidence of cases in the country and the advanced nature of the vaccination process, which allows the aforementioned provision to be made more flexible.”

“The objective is to achieve greater speed in the embarkation of passengers in airports, maritime ports (cabotage, river and lake) in order to avoid crowds of people and possible sources of contagion,” said Minsa.

PETITION TO RAISE THE REMAINDER IS ON THE TABLE, SAYS THE MINISTER SUCRE

Luis Francisco Sucre, head of Health.

The Minister of Health, Luis Francisco Sucre, reported this Thursday, September 2, that the request made by various unions to lift the national curfew measure “is on the table.” That is, the subject is analyzed together with a technical team.

“What we cannot do is run, we can fall,” Sucre told the media.

The official gave as an example the case of other countries that have tried to “evolve very quickly” and then have had to return to new restrictive measures.

“I think Panama has been doing well, very cautiously,” he said. He added that everything that is done is based on a plan, indicators and based on what is discussed with a technical team.

The minister emphasized that there are districts, such as Bocas del Toro, others in Darién and Los Santos, where a curfew measure is not in force, but biosafety regulations continue (hand washing, physical distancing).

“I believe that soon in the capital and San Miguelito, now that we are making progress with vaccination, we will also see the elimination of more measures,” he said.

Sucre stressed that, in the midst of a third wave of Covid-19, measures have been released in the country, with the aim that the country continue to advance.

“The measures have been lifted little by little and we are doing well,” added Sucre, during a tour of the Presidente Roosevelt general basic education center (Chilibre), to verify the vaccination process for minors between 12 and 15 years of age. with chronic diseases and with disabilities and to the population from 16 years of the 8-9 circuit.

VACCINES AGAINST COVID-19 REDUCE HOSPITALIZATIONS BY MORE THAN 70%

Among adults who received two doses of COVID-19, less than 0.2% developed an infection within seven days of the second puncture.

The possibility that people vaccinated with the full regimen will be hospitalized after contracting COVID-19 is reduced by more than 70% compared to those not vaccinated, according to a large study published in The Lancet.

The results released by experts in charge of the “Zoe Covid” investigation also revealed that those who test positive after being vaccinated with the two doses (post-vaccine infection) are almost twice as likely to be completely asymptomatic.

Likewise, the study indicated that the risk of contracting long-term COVID-19 (when symptoms persist 28 days after infection) is reduced by half among those vaccinated with the full regimen.

The most vulnerable people to a post-vaccinal infection after receiving a dose are the “frail older adults” (over 60 years old), as well as other “older adults” who have other diseases, such as obesity or heart, kidney and disease diseases. pulmonary.

Across all age groups, the research noted, people living in disadvantaged areas, such as densely populated urban settings, are more likely to become infected after being vaccinated.

“We are at a critical point in the pandemic, when there is an increase in cases worldwide due to the delta variant. Post-vaccine infections are to be expected and do not negate the fact that these vaccines are doing exactly what they were designed to do. to do: save lives and prevent serious disease, “said Claire Steves of Kings College London and co-author of the study in a statement.

The expert recalled that other research has shown that the mortality rate for hospitalized patients with covid has reached 27%, although that number can be “greatly reduced” through vaccines, “preventing them from ending up in Hospital”.

LEADED GASOLINE OFFICIALLY ERADICATED IN THE WORLD, ACCORDING TO THE UN

Almost all gasoline sold in the world up to the 1970s contained lead.

Leaded gasoline is no longer used in any country in the world, the United Nations Environment Program (UNEP) announced on Monday, a “milestone” that will save 1.2 million lives each year and save more than 2.4 trillion dollars. .

Almost a century after health authorities began warning about the toxic effects of leaded gasoline, Algeria, the last country to continue to use this fuel, depleted its reserves last month, UNEP said.

“The success of the campaign to ban leaded gasoline is a milestone for the health of the world and for the environment,” said Inger Andersen, Executive Director of UNEP, based in Nairobi, the Kenyan capital.

Just 20 years ago, leaded gasoline was present in more than a hundred countries, despite scientific studies identifying it as a cause of premature death, harmful effects on health, and air and soil pollution.

The first warning of its dangerousness came in 1924, after five workers died after suffering seizures in a refinery in New Jersey (United States), an accident that also left dozens of hospitalized.

However, almost all gasoline sold in the world up to the 1970s contained lead.

By the time UNEP launched its eradication campaign in 2002, major powers such as the United States, China and India had stopped using it. But it was still very present in disadvantaged countries.

– Dangerous fossil fuels –

According to this UN program, the eradication of leaded gasoline “will prevent more than 1,200 million premature deaths a year, increase the IQ of children, save 2.4 trillion dollars (more than 2 trillion euros) to the world economy and reduce the crime rate. “

But UNEP recalls that the use of fossil fuels has to be reduced considerably to curb the effects of climate change, in the face of the exponential increase in vehicle sales, especially in emerging countries.

“The transport sector is responsible for almost a quarter of the world’s energy-related greenhouse gas emissions, and it will increase by a third by 2050,” said UNEP, noting that 1.2 billion new cars will enter the market. circulation for decades to come.

“This includes millions of poor-quality used vehicles exported from Europe, the United States and Japan to low- and middle-income countries. Which contributes to global warming and air pollution, and can potentially cause accidents,” the agency said in your release.

The UNEP announcement comes a few weeks after the presentation of the report by the UN’s Intergovernmental Panel on Climate Change (IPCC), which declared a “red alert for humanity”, given the rapid worsening of global warming .

According to this report, the planet will reach the threshold of +1.5 ° C by 2030, ten years earlier than the IPCC predicted in 2018.

EL SALVADOR APPROVES TRUST OF 150 MILLION DOLLARS TO SUPPORT THE USE OF BITCOIN

View of the Legislative Assembly of El Salvador.

The Legislative Assembly of El Salvador (congress) approved this Tuesday the creation of a trust for 150 million dollars to guarantee from September 7 the automatic convertibility of bitcoin to dollar, when the cryptocurrency becomes legal tender in the country .

With 64 votes in favor and 14 against, “the Law for the creation of the bitcoin trust is approved,” declared the president of the Assembly, Ernesto Castro, to the applause of the majority government bench.

The 150 million dollars to establish the trust will be transferred by the Ministry of Finance to the state Development Bank of El Salvador (Bandesal), which will be the entity in charge of managing it.

The mechanism will allow “guaranteeing the functionality of the convertibility box from bitcoin to the dollar”, highlighted the official representative Rebeca Santos.

The Congress of El Salvador approved in June a law that will convert, from September 7, bitcoin into legal tender in the country with the aim of boosting its economy, dollarized for 20 years.

It is an initiative of President Nayib Bukele, whose management has high public approval.

The implementation of bitcoin, according to Santos, will place the country “in a privileged place on the world financial map.”

The opposition deputy of the right-wing Nationalist Republican Alliance (Arena), René Portillo, questioned that the millions of dollars that will be allocated to launch the cryptocurrency could be used to “pay bonuses to the Police, to suppliers or (to make) repairs of schools “.

“There is something behind this bitcoin business, someone is going to win, but it is not the people. To know whose business will be, but it is not the people, time will give us the answer,” warned Portillo.

From September, platforms will be activated to download the electronic wallet “Chivo”, created by the government so that citizens can make commercial transactions and receive or make payments with bitcoin. It will come with the equivalent of $ 30 for consumption, as an official stimulus.

To attend transactions, the government installs 200 ATMs to operate with bitcoin.

END NOTES:

I started looking for something else to read and typed “best books for 2021”.  I got all kinds of results and the most shocking were from Elle and Vogue.  I’m doing my best to not be political at all and was shocked how something like “reading a book” could go so far left or right.  I was happily suprised to see that Amazon has a more centered list with a little bit of leaning towards both sides.

Check out these amazon recommendations for those who aren’t certain what to read next: Visit the Best Books of 2021 So Far to view the full list. There you’ll see our overall top 20 picks, plus favorites in popular categories from biographies, to literary fiction, to romance and sci-fi (and everything in between).

Of this list, I’m personally going to pick up “The Plot: A Novel”.  Published this year, May 11, 2021, I think this is going to be a fun read.
