Use 104 First!; Moderna Develops Booster Dose, Migration Reestablishes Tourists’ Stay Time in the Country, Analyzes Expanding Capacity in Bars and Restaurants.

With 9/11 upon us, it’s certainly a reminder to be prudently aware of your surroundings and know how to report any criminal act that may affect you or anyone around you.

This week I was given the opportunity via personalized tour, to see first hand, how the National Police manages their telephonic reactionary system we know as “104”, as well as their crisis and operations divisions.

THIS IS IMPORTANT!!

When the police first came out with the 104 system, I wasn’t just skeptical, I personally knew that it didn’t work.  They only had a few people receiving the calls and some of the telephone lines where the 104 system re-routed calls weren’t even connected.  That was horrible and cause a false sense of security, which eventually grew to distrust with the system by the populous.  Instead of dialing “104”, most of us just dialed a cop that we knew personally or didn’t even bother.

After this first encounter years ago, I was given a tour of their operations center.  This was when Omar Pinzon was director of the police.  At that time, the 104 system was better, but still wasn’t completely funcional.  They had a monitoring center with just a handful of cameras in the city and no more than 6 people answering the 104 calls.  Although there was a spark of hope in how it was managed, it still didn’t make the grade.  I would still call the cop I knew from our neighborhood.

However, I now have a new perspective after my visit to their center.  They call it the Centro de Operaciones de Panama or “COP” for short.  This Panama Operations Center has 10 people taking calls at any given time, 24/7.  They receive an average of 3,000 calls per 24hr period.  That’s 1,000 calls per shift and about 100 calls per individual in an 8hr period of time.  The amount of time that they spend on each call is no more than 3 minutes.  As I watched this first stage, I noted that within the 15 minutes that we were there, the total number of calls that they had receive so far in the day, went from 1,200 to over 1,300; that’s about 6 or 7 calls per minute.  They were busy.

Because all of the calls from all over the country all go to this one location in Panama City, they have to manage the calls smartly.  They really cannot spend hours on each call.  Their job is to receive the call and then direct the call to the operations center.  All the while, all of these phone calls and interactions are being monitored by their commander, who can tell who’s on a call, who isn’t and who may be working on packaging information to send along.

This is where I wish I could have taken photos of what I saw, because no words in the world would give this center justice.  In lieu of this, I will give you what I think is the next best thing:

This is pretty close.  Imagine if you will, NASA command center with a few adjustments.  1.  Panama isn’t monitoring any space launches or Mars rovers.  2.  Panama has more monitors on the wall than NASA.  Oh yes, that’s right, the Panama Operations Center “COP” has 40 gigantic monitors on the wall and they have well over 100 people working in operations, looking to handle the more than 3,000 phone calls per day.

What are they monitoring?  Well, now I’d like your imagination to wander around Panama a bit.  Every highly congested location and metro station in the City of Panama now has a camera somewhere.  That’s right, have you ever been to the back end of Los Pueblos?  The intersection of Gran Estacion?  Avenida Central?  Walking through the Tocumen Airport?  That’s what they’re watching.  The police have cameras throughout the interior of the country that they monitor from here as well and just yesterday, Panama announced that they will soon be installing another 500 cameras to add to their Metro system.

The only flaw that I saw with the system is that they do not have a station to take calls in English.  If I could change anything what what they’re doing, I’d add bilingual operators. 

WHAT DOES THIS MEAN FOR YOU?

First of all, you need to believe in the system, just as I’ve started to believe in the system.  Call 104 first for any police emergencies.  And, even if you forget and call 104 instead of calling 911 for an ambulance, well, the operators at 104 have 2 operators in full 911 garb also 24/7 ready to assist as well.

When you call 104, do not hang up even if it rings and rings and rings.  The system that they are using will take your call in the order that it was made.  I saw it work first hand and that’s really the way it is, no BS about it.  Let it ring until they answer. If you hang up and try to dial again, you get bumped back.

Be prepared to tell them where you are, calmly, even in broken Spanish.  They will be patient.  After “hello”, they’re going to ask you where you are.  If you’re in Chorrera, they will pass you to the operations guy that has all of the cameras, maps, contact information they need to take care of you.  If you’re in El Crisol, same thing.  Even if you’re calling from Bocas Del Toro, you’ll get connected with the operator in charge of your location in Bocas del Toro.  Make sure you don’t get frustrated with the first caller as that person probably won’t know the are you’re calling from but the person who responds to your call and dispatches the police will.

I suggest that you have a script written out on paper and next to your phone or in your wallet if you call from your cell phone. “Soy Brett Mikkelson, vivo en Altos del Chase, Calle 8, Casa 12345 y hay alguien robando a mi vecino en casa 12346.”  Or whatever…. Hopefully we can get them online with bilingual callers ASAP.  That would be ideal.

They also have caller ID.  If you call and get abruptly cut off or if you plan on making a prank call, they will call you back.

There’s so much more to talk about but also just so much I can write in my introduction.  In the crisis center, they have information about everything going on in Panama all around the room including the ongoing efforts to vaccinate their people.  I watched as this information was updated about every 10 minutes.  When we left, they were at over 1.9 million people fully vaccinated with 2 doses, as well as how many of each vaccine were used and the ongoing tally of reported infections for that day.

I’m not easily impressed, but this impressed me.  And it impressed me to the point of rethinking how things are working in Panama and I can tell that it’s definitely for the better.

MIGRATION RESTORES THE PERIOD OF THREE MONTHS AS THE MAXIMUM STAY FOR TOURISTS

These people must enter Panama for the sole purpose of recreation, shopping, business, medical tourism, visits, among other similar interests.

In addition, they must have the necessary financial resources and guarantee that once the three months approved by law are completed, they will leave the national territory.

It is also mandatory for tourists to present a passport with a minimum of three months of validity, a verified reservation to leave the country, proof that they have the solvency to pay for their stay in Panama, which cannot be less than $ 500, and comply with the regulations of biosafety required by the Ministry of Health.

However, the person will not be able to enter the country if Migration or the security authorities reject it, even though they meet the required requirements. ‘

500 SURVEILLANCE CAMERAS OF THE PANAMA METRO WILL BE INTEGRATED TO THE NATIONAL OPERATION CENTER

49% OF FORMAL JOBS DISAPPEARED IN PANDEMIC

The impact of the coronavirus pandemic on the labor sector was drastic in Panama. Studies maintain that until September 2021, almost half (49%) of the formal jobs that were in the private sector before the pandemic disappeared, while 12% of the jobs that existed are suspended.

In the commerce sector, half (50%) of the workers lost their jobs, while in Hotels, Bars and Restaurants the figure rises to 74%, 69% in the logistics sector and 45% in construction. The overwhelming majority of this labor impact are Micro, Small and Medium Enterprises (MSMEs).

Financial aid programs for MSMEs have had a modest impact and have not been able to prevent the increase in unemployment, from 18.5% in 2020 to 20% today, said René Quevedo, businessman and expert in labor issues.

Quevedo pointed out that 80% of the workforce in Panama is informal or works for MSMEs, in an economy where 70% of jobs were face-to-face. He highlighted that quarantines, curfews and mobility restrictions have had and continue to have a devastating employment impact, particularly in sectors such as Commerce, Hotels / Restaurants, Construction and Logistics.

The report also details that the sectors that will continue with a negative employment trend for 2021 are: industry with -11.5%; construction with -8.9%; commerce with -16.7% and services with -13.6%. DGI CLARIFIES CONCEPTS OF ELECTRONIC INVOICE

GASOLINE AND DIESEL PRICES WILL RECORD AN INCREASE FROM THIS FRIDAY

According to the Resolution, these new prices will be in force until September 24, 2021 at 5:59 a.m.

From 6:00 a.m. of this Friday, September 10, 2021, the new maximum sale prices of liquid fuel in Panama will begin to govern.

According to what is established by the National Energy Secretariat, for the provinces of Panama and Colón, a liter of  95 octane gasoline will cost $ 0.922 (+0.019); while the 91 octane one will be at $ 0.890 (+0.016).

For its part, the cost of a liter of diesel will be $ 0.771 (+0.026).

According to the Resolution, these new prices will apply until September 24, 2021 at 5:59 a.m.

The prices for the other regions are as follows: Arraiján and La Chorrera the 95 octane 0.925 per liter, 0.9.01 the 91 octane and 0.774 the diesel.

In Penonomé, Aguadulce and Divisa, the 95 eighths is 0.930, the 91 octane 0.906 and the diesel 0.779.
