“What should I talk about?”  That’s always the first thing that comes to mind the morning we start putting this weekly report together.  My intended “introduction” has evolved towards all sorts of topics, touching off on gun rights, dogs, racism, plants, manners, family, corruption and all too often, COVID.  All, most usually, based from my experience over the last week.

So this week, I’d like to talk about reading and my boys.  We’ve bonded quite well over the last year, given our closeness brought on by forced quarantines and closures.  More recently, it’s created quite the divide as they’ve turned to videogames as their prime source for entertainment.  That has become such an addiction for them, that they’ve also shied away from their studies, tending to either forget their homework or procrastinate to the point of having to do last-minute studying.  And, what really broke my heart is they’ve stopped reading for enjoyment’s sake.

So, I concocted a plan to get them back to reading even if it meant grounding them in the process.  We give them an allowance of $10 per week so they can do whatever they wanted to with it.  They had to keep a general upkeep of their chores, help when we asked for it and ensured they were conscientious enough about turning lights off when not in use.  So, I added a catch to our “deal”.  They had to read at least 30 pages per week of any book that they liked, authorized by me, or they lose their allowance altogether.  It sounded a bit harsh, but heck all they had to do was read a stinking 30 pages of the book of their choice.  How hard could THAT be!?

Apparently, it’s hard.  Payday for them is on Saturdays.  The first couple of weeks went along smashingly.  But after a month, quite frankly, they just didn’t give a rat’s ass about reading again.  The main cause was the unabating enthusiasm for their game playing.  I used to play video games as a kid, but this was not beyond ridiculous.  So I had to put my foot down.  No, it wasn’t proverbial, it was physical.  I nearly stomped a hole in the floor – “alright, either I ground you now, or I reinstate the use of a few medieval torture devices”.  “Grounding” in our house, means no more electronic devices until Dad cools down and establishes a timeline.  But what would be a punishment fitting for this crime?  All I really want them to do is read a little bit each week – I’m not trying to take away their primary outlet of diversion seeing as they’re still essentially locked up at home all week long. 

And then I remembered this woman that we hired to do marketing for our company.  Starting off, I required that she hold at least 4 sit-down meetings per week in an effort to produce results through direct marketing to new clients.  The first week she did 2 of these meetings and then every week after, she only did 3, telling me that it was too hard to find 4 people to talk to n a week, apart from her other marketing tasks.  To me, I felt she could do much more, so I raised the required number of meetings from 4 to 8.  The following week she did 5 meetings, then 7 meetings, but could never reach the goal of 8 meetings per week… …ah, but now she was coordinating more than 4 meets that she also supposedly couldn’t do.  Funny how that works.

So, I told the boys that every Monday, until school was over, they were grounded until they read 60 pages from one of their required reading lists from school.  Once they read the 60 pages, we would review what they read and if acceptable they could play video games nonstop to their heart’s content.  In two days, Brett read his 60 pages and Brandon read his in three.  Funny how that works.

I guess the moral of the story is, if you have a goal that you can’t seem to reach, don’t lower your expectations, raise them.

Antibodies are key to fighting viruses, but sometimes they go “rogue” and attack healthy organs and tissues.

Since the Covid-19 pandemic began, scientists have been trying to understand what makes each other react so differently to the disease.

Why do some people get so much sicker than others? And why does it affect different organs of the body, potentially for prolonged periods, when Covid-19 is prolonged?

There is now growing evidence that some of these processes could be related to the production of “rogue” antibodies known as autoantibodies.

Antibodies normally fight infection, but autoantibodies mistakenly target the body’s own cells, tissues, or organs.

But what is their role in Covid and how could they drive the severity of the disease?

When the body attacks itself

Even healthy people produce autoantibodies, but usually not in large enough amounts to cause significant damage to the immune system.

In a recent study published in the journal Nature, his team examined the blood of 194 patients who contracted the virus with varying degrees of severity, and found “marked increases” in autoantibody activity compared to uninfected individuals.

The more autoantibodies that are detected, the more severe the disease will be experienced by patients.

Blocking the immune response to Covid-19

Dr. Ring’s study was based on earlier work led by Dr. Jean-Laurent Casanova at the Rockefeller University in New York, United States.

Casanova’s lab has been studying genetic variations that affect a person’s ability to fight infection for more than 20 years.

His research highlights the role of autoantibodies that attack some of the proteins responsible for fighting viral infections and blocking virus replication (so-called type 1 interferons).

Autoantibodies, autoimmune disease and prolonged Covid

Other studies are finding links between autoantibodies and Covid-19-related medical conditions that continue even after the virus has been cleared from the body.

In a study published this month in Nature Communications, researchers from Stanford University, in California (United States), found that at least one in five people admitted to the hospital with Covid-19 developed autoantibodies in the first week of admission.

For about 50 patients, they had blood samples drawn on different days, including the day they were first admitted.

“Within a week after checking into the hospital, about 20% of these patients had developed new antibodies against their own tissues that were not there on the day they were admitted,” said lead researcher PJ Utz, professor of immunology and rheumatology. at Stanford University School of Medicine.

Professor Utz said this could also explain why some symptoms persist for months even after the disease has disappeared, in the condition known as long-lasting Covid.

For experts, these findings also justify vaccination.

In a poorly controlled viral infection, the virus remains for a long time, while an intensifying immune response continues to break the viral particles into pieces, confusing the immune system, said Professor Utz.

EXECUTIVE DECREE 852 OF SEPTEMBER 29, 2021

That establishes the capacity allowed for busy activities, due to COVID-19 and other provisions are dictated.

THE PRESIDENT OF THE REPUBLIC in use of his constitutional and legal powers,

CONSIDERING:

That article 17 of the Political Constitution provides that the authorities of the Republic are instituted to protect in their life, honor and property the nationals wherever they are and the foreigners who are under their jurisdiction;

That article 109 of the Constitutional text establishes that it is an essential function of the State to ensure the health of the population of the Republic;

That the Ministry of Health, in accordance with the provisions of Cabinet Decree No. 1 of January 15, 1969, organic of said institution, has the competence to carry out the actions of promotion, protection, reparation and health rehabilitation;

That Law 66 of November 10, 1947, which approves the Sanitary Code of the Republic of Panama, indicates that it is the responsibility of the Ministry of Health to take the necessary measures to eliminate all causes of communicable disease or special mortality, as well as to control from all unhealthy factors of local or national importance;

That, in accordance with what is established in article 138 of the aforementioned normative body, in the event of an epidemic or threat of it, the Executive Branch may declare an epidemic area subject to sanitary control any portion of the national territory and shall determine, among others, the extraordinary measures that it authorizes to extinguish or prevent the spread of the danger;

That although, due to health control measures, the vaccination strategy against the COVID-19 pandemic and good citizen behavior, there has been a decrease in the incidence of new cases, as well as in the speed of spread of this disease, we have not won the battle against it since there is the threat of new variants of the SARS-Cov-2 virus, such as the delta, which is very contagious, so we cannot lower our guard;

DECREE:

Article 1. In the context of the COVID-19 pandemic, crowded activities such as weddings, birthdays, baptisms, fifteen years, conferences, seminars, exhibitions, religious ceremonies or cults, concerts, sporting or recreational events, as well as cinemas, theaters, museums, galleries, gyms, coliseums, stadiums, restaurants, barbecues, bars, canteens, gardens, days, discos, dance halls, recreational activities, whether in open or closed places, premises and facilities, will be subject to capacity established in this Executive Decree.

Article 2. A capacity of one hundred percent (100%) of the capacity of the premises or facilities where activities mentioned in the previous article are carried out will be allowed, under the condition that the people who attend them must have their vaccination scheme against COVID-19 complete with a minimum of 14 days, which must be verified by showing the vaccination card or the QR code established by the National Authority for Government Innovation (AIG) to enter.

Article 3. The legal representatives or those responsible for the activities that are interested in having a capacity of one hundred percent (100%) of their capacity, in accordance with the previous article, must request it in writing to the regional office of the corresponding Ministry of Health in each province, region, or in the case of the province of Panama in the regional of Panama Metro, Panama North, Panama East or San Miguelito, as appropriate.

Article 4. The request to have a capacity of one hundred percent (100%) of the capacity, as indicated in this Executive Decree, must contain complete information on the requesting natural or legal person, their legal representative or the responsible person, the protocol that describes how biosecurity measures will be implemented during the event, as well as the exact location of the venue or place where the activity will take place.

Article 5. Upon receipt of the request addressed in the previous articles, the regional office of the Ministry of Health will record the data and, without further processing, will issue a note authorizing the request and will deliver one or more adhesive labels with the legend 100 % vaccinated, according to the size of the facility and at the discretion of the health authority, which should be posted at the entrance of the site. The petitioner will be subject to compliance with the measures provided in this Executive Decree and to supervision in a random manner and without prior notice by the health authority. The Ministry of Health will prepare the forms for the corresponding procedures by resolution.

Article 6. The representatives of the commercial premises, those in charge of the organizations or of the activities attended that do not make the request in question Article 3 of this Executive Decree, will have to limit the presence of people to a capacity of 50% of the capacity of the respective place, with a distance between people who do not live together of at least one meter.

Article 7. The representatives or organizers of massive dance activities that do not request a capacity of one hundred percent (100%), will be subject to the following regulations:

1. Groups of up to eight people per table will be allowed,

2. Each table will be separated from the others by a minimum of two meters.

3. You must dance within the area confined to each table.

4. The service must be done by table and bar services will not be allowed.

5. The people who carry out and participate in these activities must comply with the biosafety measures established in the General Guidelines for the Return to Normality, contained in Resolution No. 405 of May 11, 2020, the Biosafety Sanitary Guidelines for the prevention of COVID-19 and with any other health provision issued by the Ministry of Health that is related to these measures.

6. The employers of the establishments or organizers of these activities will provide their workers and participants with the corresponding inputs for compliance with the biosafety measures established for the prevention of COVID-19,

7. You will not be able to stay in the bars or common service areas.

8. Waiters must have masks and face shield, and

9. All attendees, if they are not consuming drinks or food or when leaving their table, must remain with their masks.

Article 8. Organizers of concerts, sporting events and others where there is massive attendance, in which it is not possible to maintain a distance of one meter between the participants, must request a capacity of one hundred percent (100%) and comply with all the measures established by this Executive Decree.

Article 9. The organizers or promoters of activities referred to in this Executive Decree must develop a protocol that describes how the biosafety measures will be implemented during the event; In addition, they will have the responsibility of disseminating them among employees and participants prior to the event.

Article 10. Both in the places with a capacity of one hundred percent (100%) and fifty percent (50%), the people who attend and the workers must wear the mask and comply with all biosafety regulations.

Article 11. Officials from the regional offices of the Ministry of Health will carry out random inspections of commercial establishments or places where busy activities are carried out to verify strict compliance with the capacity and biosafety measures. If the establishments or activities do not comply with the provisions, the immediate eviction of the people who are there will be ordered and an administrative investigation will be initiated to determine the corresponding responsibilities and impose the rigorous sanctions.

Article 12. The Ministry of Health, in coordination with the Public Security bodies and the Joint Task Force, will ensure compliance with the measures established in this Executive Decree.

Article 13. Contravention of the provisions contained in this Executive Decree will be sanctioned by the authority, in accordance with its competence.

Article 14. This Executive Decree repeals all regulatory provisions that are contrary to it.

Article 15. This Executive Decree will take effect on the fifth day from its promulgation.

ATTT ANNOUNCES PROVISIONAL SUSPENSION OF SANCTIONS FOR EXPIRED PLATES AND DISCLAIMERS

I’ve been quite lazy with the End Notes the last few weeks.  So, here’s an overwhelming amount of information for your delight and Yolanda’s despair, as she gets to upload all of this to the website.  Lol.

I’ve been having problems with my ankle, so walking has been complicated to say the least.  After nearly a year of this complication, I decided to just go for it and do the walk that my wife and her friends do every weekend;  Ancon Hill! 

If you’ve never done it before, Ancon Hill is in the Ancon neighborhood (like “duh”, right?!).  It’s 199 meters tall from the base to the top in height.  The walk up, is a full kilometer, not including the walk from where you park your car to the entrance.  It is going to take 30-40 minutes to go up it with no dilly dallying.  I, for one, prefer to dilly dally with a splash of lingering and a whopping dab of dawdle.  So up we went, and the views are beautiful.

The trek’s purpose is to get you close to nature and we were greeted by the occasional insect as well as a cheeky ñeque who unintentionally bounced down the side of a stone precipice, immediately scampering away once it was able to right itself.  Our happy troup and gaggle of friends finally made it to the top – Brandon and I were the meandering stragglers, bringing up the rear.  It gave us a good amount of time to learn some interesting fun facts about each other as we looked for ways to distract ourselves from the exhaustion.
