Veteran’s Day; Elimination of Curfew in Colon; Cocle is the Province with the Fewest Cases in Panama; Continued Booster Vaccination.

Friday, November 12, 2021

Veteran’s Day has come and gone.  It’s one of my favorite “low-key” days out of all the holidays.  Of course, Christmas has now become my favorite beating out the 4th of July and New Years by just a few inches.  But, Veteran’s Day, for me, has become a day of reflection.  It gives me a chance to stop and remember all my brothers and sisters who took the plunge to serve their country, not to mention all my family members who did the same.  I’m one to shy away from the typical “Thank you for your service” greetings.  I appreciate them, but to me, I don’t feel like I really did that much.  I didn’t see war, I didn’t have to shoot anyone, nor did I want to.  For me, Veteran’s Day has just been about taking a deep breath and solemnly remembering all the good times.

A few days before Veteran’s Day, I saw someone on one of the many social media videos talking about his take on this day.  He suggested that instead of thanking a veteran, you should ask one to tell their story.  Pondering, I thought about my relatives and how I wished I would have heard their story.  Why did they join?  What did they do?  I have a grandfather who served in the 101st Airborne Division during WWII; these guys were badasses who really made their mark wherever they went.  Another grandfather was also in WWII, but during his life he served in the Army, Air Force, and the Coast Guard.  I don’t know in which order, but I wish I did.  Both of my grandparents died before I was curious enough to ask.  If only they would have lived another 10 years, I would have been in the service and could have been close to heaven as I learned of their military escapades and related happenings.

For those of you hoping to get my story, you’ll have to wait.  I didn’t have a long stint in the military, joining in 1987 and leaving Active Duty in 1994.  I could have stayed in and retired by the age of 38years, but I don’t think I could have been as happy as I am today if I did.  My exploits took me all over Latin America as a US Army Interrogator, but if I actually honored all of those memories, I’d have to write more than just an introduction to a newsletter.  So, meet up with me sometime, buy me a frothy adult beverage, and ask away.  The more servings of ale, the more the content.

In the meantime, enjoy today’s article full of good news and interesting tidbits.

CURFEW LIFTED IN THE DISTRICT OF COLÓN

By relaxing the curfew, the province of Colon is free of restrictive mobility measures.

As of Monday, November 8, the curfew measure was lifted in the district of Colon. With the lifting of the curfew in this district, the province of Colón is free of restrictive mobility measures.

According to Executive Decree 870, despite this relaxation, the biosecurity sanitary measures issued by the Ministry of Health (Minsa) are maintained.

The Panamanian Ministry of Health, which has already lifted the curfew nationwide, including the capital city, indicated that this measure arises from the latest indicators of the COVID-19 pandemic in Panama, which maintains a low RT and more than 80% of the citizens in Panama have the two doses of the vaccine against COVID-19.

Although Panama is in a process of vaccination against COVID-19, the use of masks continues to be essential as it represents a protection of over 80%.

COCLÉ, WITH MORE THAN 90% OF THE VACCINATED POPULATION HAS MORE THAN A MONTH WITHOUT DEATHS FROM COVID

Health personnel vaccinate a person.

A year and nine months have passed since Panama reported the first contagion by COVID-19 and the spread of the disease to several provinces of the country, putting the lacking hospital system in check, however, today the cases have decreased favorably, giving a respite to the health system.

One of these provinces is Coclé, where according to the epidemiological report of November 9 , there are 39 active cases, zero hospitalizations and it has been more than a month and a half that there have been no deaths from this disease.

The regional director of Health Mario Lozada , told TVN-2.com that the good rate of vaccination that the province has had has allowed a significant reduction in the number of active cases, and therefore the hospital capacity is at 100% for attend to the population if there were a situation of acceleration in the spread of the virus.

Coclé, despite being practically in the middle of the western and eastern region of the country, is the fifth province with fewer cases, this, thanks to teamwork between local authorities, health authorities, organizations, civic groups in the province and the behavior of the population, Lozada assured.

“That important phrase, ‘team’, has been the success to be able to have those numbers today in Coclé, taking into account the geographical position of the province and the population that is the largest in the central region,” he said.

Although new cases of the disease are still being registered, Lozada stressed that they have been able to determine that 90% of them are unvaccinated people and the rest correspond to people with one or two doses who suffer from some type of uncontrolled comorbidity, highlighting the importance that the population undergoes the proper medical controls.

“I can have covid, be hypertensive and diabetic, but if I do not control myself I have a greater risk of being in intensive care and even dying,” he said.

For the doctor, vaccination has been very important for the intentions of the health authorities and the interests of the province, since with 98% of the vaccinated population it has been possible to advance in the reactivation of economic activities, keeping vigilant of that all biosafety measures are complied with.

Next week the vaccination of children 12 years and older begins , to comply with the mandate of the Ministry of Health, however, Lozada affirmed that in the province, between 90 and 92% of this population was already inoculated when the tests were carried out.

Currently, Antón is the district with the most cases (18), followed by Penonomé (11), Aguadulce (5), La Pintada (4), Natá (1) and Olá remains without active cases.

Lozada appeals that the population continue to be vaccinated, and that those who have not yet completed their scheme do so in order to maintain the province with these low levels of disease and continue with the reactivation of the economy in the sector.

He reminded people that the boosters are applied six months after the second dose, so they must be aware of their vaccination card so that they can go to the authorized points to apply it.

He added that a campaign will be being carried out to encourage vaccination among those who still do not apply it and those who have not yet dared to get it.

EUROPE IS ONCE AGAIN THE EPICENTER OF THE PANDEMIC, RECORD OF INFECTIONS IN GERMANY

According to data from WHO Europe, hospitalizations linked to the coronavirus “have doubled in a week.”

The current rate of transmission of the coronavirus in Europe is “very worrying” and could cause half a million additional deaths between now and February on the continent, the World Health Organization (WHO) warned on Thursday.

This fourth “massive” wave especially affects Germany, which on Thursday registered a record of daily infections since the coronavirus pandemic began , with a total of 33,949 cases in 24 hours, according to the health surveillance institute, Robert Koch.

“We are, again, at the epicenter,” lamented WHO Europe director Hans Kluge at an online press conference.

“The current rate of transmission in the 53 countries that make up the European region is very worrying (…) If we maintain this trajectory we could have another half a million deaths from covid-19 in the region between now and February,” he added.

For the WHO, the increase in cases is explained by the combination of insufficient vaccination with a relaxation of anticovid measures.

According to data from WHO Europe, hospitalizations linked to the coronavirus “have doubled in a week.”

Precisely to stop the saturation of hospitals, this Thursday the United Kingdom, one of the countries in the world most mourned by the pandemic, approved molnupiravir, a drug in tablets against covid-19 prepared by the American laboratory Merck, which can reduce hospitalizations by 50%. It is the first country in the world to standardize this treatment.

Use masks in a massive way

Since the start of the pandemic, more than 1.4 million deaths have been recorded in Europe out of a total of more than 5 million, according to a balance established by AFP this Thursday at 11:00 GMT from official sources.

But the WHO estimates that if the overmortality linked to covid-19 is taken into account, directly and indirectly, the real balance of the pandemic could be two to three times higher than the official one.

The number of new cases per day has been on the rise for almost six consecutive weeks in Europe and the number of daily deaths has risen for seven weeks. The figures are an average of 250,000 new cases and 3,600 deaths per day, according to official data compiled by AFP.

The rise is driven by the figures for Russia (8,162 deaths in the last seven days, + 8% compared to the previous week), Ukraine (3,819 deaths, 1%) and Romania (3,100 deaths, + 4%), mainly.

“Most of the people hospitalized and dying from COVID-19 today are not fully vaccinated,” Kluge stressed.

On average, only 47% of the region’s inhabitants, which includes European and other Central Asian countries, are fully vaccinated, according to the WHO.

To fight the pandemic, the organization asked to continue with the vaccination, use the mask in a generalized way and continue to apply social distancing.

“Reliable data shows that if we continue to wear the mask 95% in Europe and Central Asia, we will be able to save up to 188,000 lives of the half a million that we risk losing between now and February 2022,” said Kluge.

“Some unconcern”

In Germany, an average of 19,702 daily cases was registered in the last 7 days, a figure that had not been seen since the end of April.

“The situation is serious,” said Helge Braun, a close associate of Angela Merkel at the chancellery, on the ZDF public channel. “We have already seen a massive burden (on hospitals) in Thuringia and Saxony,” both in the east of the country, he insisted.

The Health Minister and his counterparts from the different German regions meet on Thursday and Friday in Lindau (south) and could decide on further restrictions.

But this worsening of the health situation occurs in a complicated political context in Germany, with a government in office and awaiting the formation of a new executive after the legislative elections in September.

Negotiations are currently underway for a coalition between the Social Democrats, the Greens and the Liberals.

The outgoing Foreign Minister said she was “very concerned” by this evolution and “very saddened” by the high number of people older than 60 years not vaccinated. He also regretted that there is a “certain nonchalance.”

The Minister of Health, Jens Spahn, asked all the regions, competent in health matters, to tighten the rules for the unvaccinated, prohibiting them from access to certain places or demanding an expensive PCR test.

COLOMBIA WILL REQUIRE A VACCINATION CERTIFICATE FOR LEISURE ACTIVITIES

Panoramic of the city of Bogotá (Colombia).

Colombia announced this Thursday that it will require a covid vaccination certificate from November 16 to enter bars, restaurants and sports or cultural events. “We ask that for all leisure activities such as concerts, restaurants, bars (…) the vaccination card be required when entering closed places,” explained Gerson Bermont, the government’s head of pandemic control. For activities “essential (…) such as shopping, buying medicines, attending health or education issues, it is not necessary to have a vaccination card” but the use of a mask and social distancing do, clarified Bermont in a video released On twitter. For now, the authorities will only require proof of having received the first dose of the vaccine. The restriction will initially apply to persons of legal age “and from November 30 to persons over 12 years of age,” the official added. Establishments that do not comply with it are exposed to fines and even the closure of the premises. The mayor of Bogotá, Claudia López, had already announced that she would require the vaccination certificate from mid-November to attend mass events in the capital. Colombia, which has immunized 21.5 of its 50 million inhabitants against the coronavirus, opened vaccination to children between 3 and 11 years old last week. Still “we need to be able to reach that great goal that we have of 70% of the vaccinated population to guarantee that there is no setback in the economic reactivation processes,” Bermont said. The country experienced the worst part of the pandemic between April and June, when it reached several records of infections and deaths. Since then, it has registered low levels of contagion and deaths, despite having relaxed mobility and capacity restrictions in the main cities.

Barely 6% of the population says they have no intention of getting vaccinated, according to the National Administrative Department of Statistics (DANE). The measure “will guarantee that if there is a new peak (of covid) we will not have a peak of illness and peak of death,” the official said. Some 127,000 people have died in Colombia from the virus. In proportion to its population, it is the fourth Latin American country with the most deaths behind Peru, Brazil and Argentina.

AMERICA TURNS TWO MONTHS IN A ROW WITH DECLINES IN COVID-19 CASES

The deputy director of the Pan American Health Organization (PAHO), Jarbas Barbosa.

America has recorded two consecutive months of weekly declines in the number of coronavirus cases , at a time when almost half of the region’s population has received the full vaccination schedule.

This was announced by the deputy director of the Pan American Health Organization ( PAHO ), Jarbas Barbosa, at the weekly press conference of the organization based in Washington DC

“This is the eighth consecutive week with a drop in overall cases in the region,” Barbosa said after reporting that, in the last seven days, the continent suffered 745,000 new cases and more than 18,000 deaths.

Two months ago, America had 1.5 million infections and more than 22,000 deaths a week.

In his statements, the Brazilian doctor explained that cases, deaths and hospitalizations fell in the three North American countries; while cases fell throughout Central America, after the outbreak of recent weeks in Belize has been controlled.

The situation has also improved in South America, with a few exceptions that PAHO “is following closely,” although Barbosa did not give details about it.

“The drop in the number of cases and deaths shows that the current approach is working and that it is essential that all of us keep going until we are all vaccinated and protected against the virus,” stressed the deputy director of PAHO.

In this sense, he assured that the vast majority of people hospitalized in recent weeks have not been vaccinated.

According to PAHO figures, 46% of the inhabitants of Latin America and the Caribbean have received their complete schedule of the coronavirus vaccine.

However, in countries such as Guatemala, Saint Vincent and the Grenadines, Jamaica, Nicaragua and Haiti “less than 20% of the people” have been fully immunized.

On the contrary, 32 countries in the region have inoculated more than 40% of the population, the goal set by the World Health Organization (WHO) for the end of the year.

“Vaccine inequality continues to be the most important obstacle in our region,” he said in this regard.

THIRD DOSE TO THE GENERAL POPULATION COULD BE APPLIED 12 MONTHS AFTER THE SECOND, VICE-MINISTER

Vaccination sessions against covid-19 in Panama.

The Vice Minister of Health of Panama, Ivette Berrio said that, according to recommendations issued by international organizations, the third dose of the vaccine against covid-19 to the general population that does not suffer from chronic diseases could be applied 12 months after applying the second dose.

Berrio explained that the recommendation for vulnerable people and personnel who are in the first line has been that the booster dose be applied 6 months after the second dose.

But, the Deputy Minister of Health assured that they are already prepared to apply the third dose to the rest of the population at the end of this year or at the beginning of 2022, one year after the start of the vaccination strategy against covid-19 in Panama.

If we remember, Panama began its vaccination process on January 20 with all the groups that are in the first line and we are practically going to be one year after that, so we are now in time to apply to these groups that are vulnerable because they are in the first line line its dose and so on, we are going to apply it to the rest of the population, because we are already on the eve of the beginning of next year, we are ready to apply it to the rest of the population, ”said Minister Ivette Berrio.

Regarding the vaccination process for children between the ages of 5 and 11, Berrio reiterated that the strategy will begin as soon as the shipment of pediatric COVID-19 vaccines arrives in the country, which is expected to be in the first quarter of 2022.

Vice Minister Berrio assured that the Expanded Vaccination Program (PAI) is already being organized to apply the doses to this segment of the population.

In Panama there are more than 800 thousand lost

On the other hand, Vice Minister Ivette Berrio reported that between 800,000 and 900,000 people in Panama have not been vaccinated against covid-19.

Berrio indicated that the country has been receiving a significant number of doses of the vaccine against covid-19, however, later this year it could be the time limit to use them.

In that sense, he recalled that the doses of the vaccine are being placed without prior appointments in all vaccination centers.

REQUIREMENT FOR PROOF OF VACCINATION GOES INTO EFFECT IN LA

Some sectors allege that such requirements are unconstitutional.

The people who enter a wide variety of shops in Los Angeles must present evidence of vaccination against COVID-19 beginning Monday, once one of the strictest measures in the United States went into effect to slow the spread of the coronavirus.

The new rule covers businesses ranging from restaurants to shopping malls, cinemas and aesthetics. Commercial sector groups say the mandate will cause confusion and could raise concerns about the safety of employees tasked with reviewing clients’ vaccination status .

The new rules caused little disruption at Blue Bottle Coffee, a cafe located in the Los Feliz neighborhood, where a sign on the front door reminded customers that they must present proof of vaccination in order to eat inside.

Manager Matthew Cadena said the rush hour passed generally without news, as customers presented their vaccination cards or displayed photos of them on their cell phones. Some clients had a picture of their vaccination card as a wallpaper on their phones.

“Most of the people are kind and understanding,” Cadena said.

At Body Builders Gym, located in the Silverlake neighborhood, steps have long been taken to meet the requirement. For months, employees have registered the vaccination status of their members in an internal system, so that the next time their clients visit the facilities, proof of vaccination has already been verified.

Manfred Del Cid, assistant manager of the gym, said that many members had offered to present their proof of vaccination since before the requirement took effect.

“It seems that our clientele want to know that it is (in a) safe place,” he said.

Los Angeles is one of a growing number of cities across the United States, including San Francisco and New York, that require individuals to present proof of vaccination in order to enter various facilities.

Hundreds of people opposed to the order for municipal workers in the city of Los Angeles and the county of the same name to prove that they have already been vaccinated demonstrated in a park in downtown Los Angeles on Monday. The “March for Freedom” was organized by a group of firefighters who allege that such requirements are unconstitutional.

THE UNITED KINGDOM IS THE FIRST COUNTRY TO APPROVE MERCK’S COVID-19 TREATMENT

Merck is also conducting a separate clinical trial for a second use of the treatment, as a preventive measure so that people who have been in close contact with the virus do not develop it.

The first medicine against COVID- 19 hit the UK market, which became the first country in the world to authorize molnupiravir on Thursday, a treatment developed by the US laboratory Merck and considered a crucial tool in the fight against the pandemic.

The approval of these pills, which offer considerable hope to decongest hospital services during the winter, comes at the same time that the European Union evaluates them against a massive wave of contamination.

“This is a historic day for our country, as the UK is now the first country in the world to approve an antiviral against covid-19 that can be taken at home,” said Health Minister Sajid Javid in a statement.

“It will change the situation of the most vulnerable and the immunosuppressed, who will soon be able to receive the revolutionary treatment,” he added.

Marketed under the name Lagevrio, molnupiravir was licensed by the UK Medicines Agency, MHRA, for use in people with mild to moderate covid and who have at least one risk factor for developing severe disease (obesity, more than 60 years, diabetes, heart disease).

Health authorities recommend that it be taken “as soon as possible after a positive test,” the health ministry said, as this reduces the risk of hospitalization by half, according to a clinical trial conducted by Merck, also called MSD outside of the United States.

Antivirals such as molnupiravir work by decreasing the ability of a virus to replicate, which slows the disease.

Its application can be twofold: on the one hand, so that people already affected do not suffer from serious symptoms, and also so that those who have been in close contact do not develop the disease.

Pressure in hospitals

The British government, in the face of COVID-19 contamination rates, considered some of the highest in the world, announced on October 20 that it had ordered 480,000 molnupiravir treatments. It also signed a contract for 250,000 treatments of ritonavir, another antiviral from the US laboratory Pfizer already used against HIV, whose efficacy against the coronavirus is being studied in clinical trials.

These treatments are aimed at patients considered high risk, in order to reduce the constant and increasing pressure on UK hospitals, where more than 140,000 deaths have already occurred.

The country registers a thousand hospitalizations per day and more than 9,000 patients are currently hospitalized with covid-19. Although these figures are far from the peaks of the last waves, they do not stop generating fears due to a difficult situation that may occur this winter.

The approval of molnupiravir represents a breakthrough since this type of treatment has been sought since the beginning of the pandemic. Hence, Merck’s announcement of clinical trial results in early October has been hailed as an important step in easily reducing severe forms of the disease.

In any case, experts have warned that this treatment is not a miracle solution and that although it complements vaccines, it does not replace them.

Drug regulatory authorities in the United States and the European Union have initiated an evaluation of this drug.

Merck has already started large-scale production of molnupiravir and plans to manufacture the required doses for 10 million treatments before the end of the year. In addition, the group has already reached agreements with some governments, including the United States (1.7 million treatments) and France (50,000 doses).

Its price is high, the order made by the United States amounts to 700 dollars per dose.

Merck is also conducting a separate clinical trial for a second use of the treatment, as a preventive measure so that people who have been in close contact with the virus do not develop it.

The biotechnology company Atea Pharmaceuticals and the Roche laboratory evaluate the efficacy of a comparable treatment. Lastly, Pfizer is developing a drug that combines two molecules, including ritonavir.

900,000 CHILDREN WILL RECEIVE 1ST DOSE OF COVID VACCINE IN THE US.

Final approval of vaccines for children was granted on November 2.

About 900,000 children ages 5 to 11 will receive their first dose of the COVID-19 vaccine in the first week of eligibility, the White House reported Wednesday.

The final approval of the children’s vaccines was granted on November 2 and the following day there were already children receiving the injection.

About 28 million children between the ages of 5 and 11 can receive the Pfizer vaccine, which is one-third as strong as that given to adolescents and adults.

Kids who get their two doses by the end of next week will be fully inoculated by the holidays.

The government is encouraging schools to offer vaccines on their premises, in order to stimulate participation in the campaign. The White House is also asking schools to spread messages from trusted experts, such as doctors or local health officials, in order to combat misinformation.

RICARDO MARTINELLI, ACQUITTED OF ‘PINCHAZOS’ FOR SECOND TIME

The former president said that with this ruling he received justice, after seven years of having been subjected to a rigged process.

Former President Ricardo Martinelli (2009-2014) was acquitted last night of the crimes of interception of communications and tracking, pursuit and surveillance without judicial authorization by a trial court composed of judges Iveth Francois Vega, Jennifer Saavedra Naranjo and Marysol América Osorio.

The decision was known at 7:35 p.m., and two years after another trial court made the same decision, on August 8, 2019. That trial was annulled by an appeals court, alleging that the evidence was not properly assessed. This time, the court concluded that the Public Prosecutor’s Office did not prove that Martinelli ordered the wiretaps.

This put an end to the wiretapping case, which began on June 8, 2015, when the Supreme Court of Justice admitted allegations of political espionage against Martinelli, who in January of that year had assumed his position as deputy of the Central American Parliament in Guatemala and then took up residence in the United States, which forced the authorities to initiate an extradition process.

Once extradited from that country in June 2018, the Court continued with the process, but in December of that year it declined jurisdiction in a trial court, alleging that the former president resigned his status as a deputy of the Parlacen.

Once the new decision was known, Martinelli’s followers, who were waiting for the development of the hearing with murgas and slogans in the vicinity of Plaza Agora, exploded with joy. Police, including riot police, guarded the surroundings.

An ecstatic Martinelli declared to the press that finally justice was served after seven years. Immediately, he moved with part of his legal team to his own Canal 21, where he reiterated that he will seek the Presidency in 2024.

Former congressman José Luis Varela, one of the victims of the wiretaps, said that the State neither respected nor enforced the right to privacy.

Closing arguments and the repetition of a story.

“We are facing an ex-president who abused power and an elected autocrat who abused the rights of citizens.”

This was the testimony of businessman Aurelio Barría, one of the seven victims who this Monday night, November 8, participated in the closing arguments stage of the trial for illegal wiretapping of former President Ricardo Martinelli (2009-2014).

Judges Iveth Francois Vega, Jennifer Saavedra Naranjo and Marysol América Osorio gave a little more than an hour to the victims and the accused last Monday before concluding the hearing, which lasted 66 days at the headquarters of the First Judicial District, in Plaza Ágora.

On that day, the victims’ participation began at 8:30 p.m. and concluded at 9:55 p.m. In addition to Barría, José Stoute, Zulay Rodríguez, Guido Rodríguez, José Luis Varela, Mitchell Doens and Balbina Herrera spoke.

All recounted how their communications were tapped, making repeated references to the violation of their intimacy and privacy. They pointed out that the accused was the mastermind of the crimes of interception of telecommunications, tracking, persecution and surveillance without judicial authorization, through agents of the National Security Council (CSN).

A position that reinforced the position of the Public Prosecutor’s Office, exposed by the prosecutor Alexis Medina; and of the lawyer of the complaint, Carlos Herrera Delegado, who requested eight years in prison for Martinelli.

In contrast, defense lawyer Alfredo Vallarino insisted that the wiretapping case was put together by the director of the CSN in the government of Juan Carlos Varela (2014-2019), Rolando Lopez.

Guido Rodriguez said Monday that Martinelli abused his power by treating the victims as criminals. “I have not the slightest doubt that my mail was hacked,” he insisted.

Zulay Rodríguez, on the other hand, focused on the protected witness, Ismael Pittí, the CSN agent who in 2014 brought to the attention of the Auxiliary Prosecutor’s Office that eavesdropping was taking place at the CSN.

Rodríguez insisted on the need for him to be prosecuted, but never referred to whether or not agents Ronny Rodríguez, William Pittí and Ismael Pittí received orders from Martinelli.

Ismael Pittí has said that every day Ronny Rodríguez went to the Presidency to deliver a report -inside a manila paper envelope- with the report of the activities ordered by Martinelli.

For the same facts, the former directors of the CSN in Martinelli’s government Alejandro Garuz and Gustavo Pérez were sentenced to 50 months in prison, each, in January 2019.

The last to speak was the accused. “I don’t like bochinches – I dedicated myself to work!” he said, after noting that he had entrusted himself to St. Michael the Archangel as his patron and protector.

As he stated in the annulled trial of August 2019, he reiterated that the victim is him, because he has been at least two years in detention.

“I am innocent, I was innocent yesterday and I will always be innocent” he declared. With his testimony, the judges were given about 24 hours to deliberate.

This put an end to the wiretapping case, which began four years ago, on June 8, 2015, when the Supreme Court of Justice admitted a series of allegations of political espionage against Martinelli, who in January of that year had taken office as a deputy of the Central American Parliament in Guatemala and later took up residence in the United States, which forced the authorities to initiate an extradition process.

Once extradited from that country, in June 2018, the Court continued with the process, but in December of that year the highest Panamanian court of justice declined jurisdiction in a trial court of the accusatory criminal system, alleging that the former president had resigned his status as a deputy of the Parlacen when he arrived in the country.

And indeed, a year later, on August 9, 2019, a trial court composed of judges Roberto Tejeira, Arlene Caballero and Raúl Vergara would find Martinelli not guilty, a decision that would be overturned by an appeals court on November 20, 2020.

The new trial began last June 21 and concluded on November 8, with the same result: acquitted. Now, in light of Article 179 of the Criminal Procedure Code, the sentence may not be appealed by any recourse.

The decision was known at 7:35 p.m., but the reading of the sentence will take place on November 24.

And immediately the celebration of Martinelli’s followers began. Murgas, shouts and honks.

Both Aurelio Barría and José Luis Varela regretted the decision alleging that there was enough evidence of the wiretaps.

Harry Díaz, the magistrate prosecutor of the wiretapping case when it was in the hands of the Court, expressed that this result “is one more sign that Panama is a failed state”. It should be remembered that the Public Prosecutor’s Office worked its strategy based on the prosecutorial hearing prepared by Diaz.

“From divine justice no one escapes, sooner or later we all have to render accounts before God and there are no extras or murga to save him”, said the former judge Diaz.

GENETIC STUDY IN PANAMA SHEDS LIGHT ON WHALE SHARK PROTECTION

The whale shark is the largest fish in the world.

A genetic study carried out in the Pacific of Panama by researchers from the Smithsonian and the United States Geological Survey

lights up the protection of the whale shark , an endangered animal.

The whale shark (Rhincodon typus), the world’s largest fish, is a lover of plankton found in all tropical oceans, indicated the Smithsonian Tropical Research Institute, based in Panama.

Despite being a highly migratory species, little is known about how different populations of whale sharks around the world interact with each other, hindering efforts to conserve this endangered animal.

That is why, in search of answers on this question, the marine biologist of the Smithsonian Tropical Research Institute Héctor Guzmán , together with Caitlin Beaver, of the United States Geological Survey, and Edgardo Díaz-Ferguson of the Coiba Scientific Station , raised a genetic study of whale sharks.

Diving around Coiba National Park and in the Gulf of Chiriquí, in Panama’s Pacific , Guzmán collected tissue samples from 21 whale sharks.

Genetic analyzes revealed that the specimens were highly diverse, with similarities to whale shark populations found in the Arabian Gulf, the Western Indian Ocean, Mexico, and the Gulf of California.

These results, published in Frontiers in Marine Science , suggest that whale sharks can travel long distances and that transboundary conservation measures, such as marine corridors, can be effective in conserving the species, the Smithsonian said .

“Imagine Qatar: a possible journey of more than 27,000 kilometers from Panama for this species. This observed connectivity amazed us, and reveals a real political challenge for the protection and conservation of whale sharks. It is no longer just a local or regional concern, but global, “said Guzmán.

The Smithsonian indicated that although the sample of 21 whale sharks is small, the study serves as a basis for understanding the genetic diversity and population connectivity of this species, whose populations have halved in the last 40 years according to the International Union for Conservation of Nature (IUCN).

This type of data is necessary to decipher the migration patterns of whale sharks, animals that are difficult to observe directly in the long term, said the scientific entity.

“With this publication we contribute to unraveling the migration patterns and genetic connectivity of whale sharks, evidencing the importance of the Pacific of Panama as a key area for the connectivity of the species,” said Díaz-Ferguson.

This research was partially funded by the MarViva Foundation (Panama), the International Community Foundation-CANDEO, the National Secretariat of Science, Technology and Innovation of Panama, and the Research Opportunity Fund of the Smithsonian Tropical Research Institute.
