Life is anything but easy and becomes significantly more challenging when your ankle decides to stop working efficiently. After a series of tests both in the USA and in Panama, I found out that I have a fully ruptured tendon as well as a slightly torn Achilles tendon. Well, that’s not fun, not fun at all.
On the downside, I haven’t been able to exercise to my full capacity, nor have I been very effective conducting onsite security studies, but I have had more time to do reports, read and investigate work-related topics and continuously gain weight like a world champion.
On the upside, there are some hidden benefits and privileges to being injured. First, a cute story…
By the time I started session 7 of 10 sessions, I was a pro. I knew the best route to get to the clinic, the quickest way to park (having made friends with the ticket guy), knew which elevators to use and how NOT to lose my car in the process. I also knew the idiosyncrasies of elevator etiquette. Yes, that’s a thing. Entering the main doors to the clinic, I knew the receptionist’s name and gave her a friendly nod and the expected “Buenos dias.” And then I headed to the elevator labyrinth. Yep, you must mitigate a maze, just to enter the 5-human max capacity elevators. But I also knew that if you’re a Jubilado, pregnant or were challenged with a physical injury, you could use the express lane instead. Being the manly man that I think I am, I wobbled my way through the maze, always ensuring that I don’t twist my already partially disabled ankle in the process.
To my consternation, I noted an older gentleman walking carefully through the maze of death in front of me, with a cane and a younger woman assisting him. I had to intervene. “Sir, just so you know, next time you could use the express lane instead of having to risk certain death with the rest of us.”, I assured him. Hunched over, he slowly pivoted to his right, supported only by his cane and the 4-inch circumference of his assistant’s bicep, and looked me square in the eye enquiring, “are you suggesting that I’m old?”. He couldn’t tell from my mask, but I smiled, responding, “Absolutely not sir. You’re fortunate and rightly-deserving of a few well-gained privileges.” They both took it in good humor. But later, as I lay in my therapy bed with the pulsating electricity tingling my Achilles, I started to think about “privilege”.
Seeing as “privilege” has taken on such a negative stigma in the last few years, did I say what I meant when I told the not-as-young-as-he-used-to-be gentlemen that he had a “few well-gained privileges”, or did mean “benefits”? As I stared at the drop ceiling, I quickly googled both words, “Privilege” and “Benefits”.
Privilege: a special right, advantage, or immunity granted or available only to a particular person or group.
Benefit: an advantage or profit gained from something.
Privilege is a good thing. Everyone has their own angle of privilege or at least SHOULD have their own angle at privilege. Privilege gives you peace of mind and ultimate tranquility. Anyone who points at someone else and chastises them for having privilege, just hasn’t found their own yet. Most like to slam others for White Privilege…. Growing up I never heard of that term. Heck, everyone was white with very few exceptions. Most of us were poor or middle class, also with very few exceptions. Even the rich folk acted like everyone else, except they had bigger boats, cars, and houses (in that order). I suppose Rich Privilege was definitely a thing, but in that small town, we all benefitted from it, even if just indirectly. My father was always negative and every now and again I’d hear him mubble, “Fucking Rich People”, for reasons I never understood. Not then, and not now.
Now we hear about the evils from White Privilege all the time and I would still look back and wonder where all my privilege came from, if I had any at all. Still, I lay here on my physical therapy bed wondering if the therapy lady is going to come back anytime soon seeing that the machine turned off after its 15-minute shock-fest session, and I think to myself “I wonder if she has any privileges?”. My therapist is white, but “Latina white”. Her boss is also Latina, but whiter still. Does she have privileges? They sure carry themselves as if they do. They’re calm, nice and seem to enjoy their jobs. I haven’t even been drug induced and I’m still off on an odd tangent, but the question remains, “Doesn’t everyone have privilege when given a particular environment?”
I’d be willing to propose that there must be religion-based privileges, as well as racial, geographical, ethnic, sex-based, physical, mental, association and other forms of privileges. I’m convinced that it really must fit the time, place and reason.
Back home in Antigo, Wisconsin, we were all the same when it came to skin color. There really wasn’t a difference. Nearly everyone went to public school for grade school and the town was too small for anyone to make money with a private high school, so after Grade 8, everyone went to the same public school. We were all the same, we didn’t have White Privilege.
I went from there to the Army. In basic training, we had a mix of everyone from everywhere. Guam, Buffalo, Puerto Rico, Chicago, Seattle, Antigo (me) and our Drill Sergeant made it extremely clear from the beginning. “There’s no other color but green!” The only time that I ever felt privileged is when I snuck my way into the “Porto Rican Connection” as we called it. The US Army’ administration in Panama was dominated by Spanish Speakers and most Spanish speakers were from Puerto Rico. I didn’t intentionally try to get in. But, I learned the language, hung out and partied with them, learned to play dominos, soccer and how to dance Salsa. Before I knew it, I was in!
It wasn’t until I came to Panama and started my own business that I truly learned what privilege was. I hired my first professional employee, Carlton. Carlton wasn’t white. Carlton lived in Chorrillo, right on Avenida “A”. We had a case in his neighborhood involving a kid that ran away from home and was living in one of the “multicomplexes” in Chorrillo, so I told Carlton that we were going to going and see if he was there. He looked at me and said, “You can’t go in there, they’ll kill you.”, very straight-faced and as-a-matter-factly. “Why?”, I innocently asked. That’s when his brow dropped, and his face was obviously perplexed with a subtle hint of “are you stupid or somethin´?”. I thought maybe it was because I was a gringo, or still looked military but he said, “No, it’s because you’re white. I’ll go in. You wait in the damn car.”. This was the first time I questioned my privilege. I may have had it before, but I don’t seem to have it now. I continued to question it anytime I went to Panama motor vehicle, Panama immigration, Panama Customs, Panama…. you get the idea…. It was also the time I learned that if I wanted the same privilege that the not-white guy cutting in and out of the same lines I’d been standing in, I was either going to have to stop being white or find someone who could be not white for me.
For those who have come to Panama thinking or believing that because they’re white, they get certain privileges, need to remember that privilege is relative to who you are and how you mix in to the environment. There are privileges, and privileges are very good, but you need to fit the scenario. I know that this explanation may sound perversely counterintuitive, but just to be annoying and horrible, I’d like to propose a final thought for the foreigners moving to Panama.
Your best privilege-based scenario is going to be a distinct combination of knowing the local language, having a good amount of money, keeping under the radar, knowing people within the system that you´re aiming to deal with or having a local contact that does. Doing it all on your own and starting with a mentality of “I don’t need to know the language because most people in Panama speak English”, is going to help you to expeditiously lose any privilege you once had. Moving to Panama for the richness of its beaches and the splendor of a life as was painted by your advisors or that crazy neighbor who thinks the USA is about to plummet into an abyss because of their legally-elected president at the time, will not in every case afford you the same privileges you had in your originating country. I think one of the major potential downfalls of a massive “get-the-hell-outta-dodge” move to Panama is to think that your existential status will stay the same. Thinking this will most likely lead to failure and you’ll probably not have the experience you were hoping for.
Being privileged is good. Build your privilege. Be good, learn the language, consult 100% on any new “investment”, make friends within the expat community, but also make friends with the locals. No privilege is deserved, it’s earned.

MORE THAN $10 MILLION SEIZED IN OPERATION ‘FISHER’, REPORT SECURITY AUTHORITIES
Operation Fisher.
More than $10 million was seized in operation “Fisher”, where 57 people were arrested (47 men and 10 women), who are being investigated for their links to the Gulf Clan.
Attorney Javier Caraballo confirmed that $9,997,690,000 in cash were seized in the coves found in Colón.
This is, according to Caraballo, “undoubtedly the largest seizure of drug trafficking money that has been made in the history of the country”.
In a communiqué, the security agencies explained that apart from what was found in the coves, in the joint operations of the Drug Prosecutor’s Office, the National Police and the National Air and Naval Service (Senan) in its first phase, the seizure of 94,181 dollars was achieved, which adds up to a total of 10 million 91 thousand 871 dollars.
For this count, a dozen machines were provided by the banking entities to facilitate the accounting of this money seized in at least three coves, which were located in a residence in the province of Colon as part of the “Fisher” operation, which the authorities continued this Thursday.
This counting process is being carried out at the National Police headquarters in Ancon, with the collaboration of more than 50 officers.
The authorities have confirmed that all the money being counted is real, discarding the comments that it was fake.

FUEL PRICES WILL CHANGE AS OF THIS FRIDAY, DECEMBER 3
Fuel prices in Panama.
A new drop in fuel prices will take place as of this Friday, December 3, according to the Energy Secretariat.
The price of 95 octane gasoline will drop four cents to 0.93 cents per liter.
The price of 91 octane gasoline will decrease three cents to 0.90 cents per liter.
Low sulfur diesel will lower its price by four cents to 0.81 cents per liter.
These prices will be in effect until 5:59 a.m. on December 17.

IN END-OF-YEAR OPERATION, AUTHORITIES DETAIN CLOSE TO 700 PEOPLE AND 4 HOMICIDES REPORTED
The authorities will provide a weekly report on the year-end operation.
In the first week of the New Year’s Eve operation deployed by security forces nationwide, authorities said that in six days some 700 people were arrested and 4 homicides were recorded.
The New Year’s Eve operation was launched on November 23rd and until yesterday, Sunday 28th, the Ministry of Security reported on Monday the arrest of 704 people in different actions.
Regarding the arrests, it is detailed that 409 were made through judicial orders, 123 for administrative offenses, 92 caught in flagrante delicto and 80 between micro-trafficking and drug trafficking. It is highlighted that in these actions 17 vehicles were recovered and four boats were seized.
In addition, 5,844 packages of drugs were seized and 367,000 dollars were confiscated.
With respect to the road safety operation, it is stated that 502 traffic accidents were recorded, with 5 fatalities and 81 injured persons.
The Direction of Traffic Operations of the National Police informed that during those six days 9,281 infractions were registered, being speeding the most reported with 2,818 tickets.
This was followed by penalties for proven drunkenness with 228, driving with alcoholic breath 77, driving with expired license 155, driving and talking on cell phones 109 and vehicles without proper lights 401.
It was also reported that between November 23 and 28 there were 160 cases for various crimes, of which 43 were cases of domestic violence, 35 for robbery, 62 for theft, 16 cases of personal injury and 4 homicides.
MINSA CANCELS CHRISTMAS PARADE IN BOQUETE AND RATIFIES $5,000 FINE
According to Mayor Joswar Alvarado, he will appeal the sanction imposed by Minsa.
The Ministry of Health (Minsa) in the province of Chiriqui, verbally notified the mayor of the district of Boquete, Joswar Alvarado, of the ratification of the sanction of US$5,000 for the violation of biosecurity measures during the events of November 28.

COVID-19 VACCINATION BEGINS AT IRVING SALADINO SPORTS CITY
Although no case of the omicron variant of COVID-19 has been confirmed in Panama, authorities are still on alert and are reinforcing vaccination campaigns.
Sunilka Quintero, nurse, said that this Tuesday, November 30, vaccination begins at the center located in the Irving Saladino Sports City.
The schedule will be Monday through Friday, from 7:00 a.m. to 3:00 p.m. People do not need an appointment and first, second and booster doses are being offered.

2022 SCHOOL CALENDAR ENACTED, ON-SITE CLASSES START ON MARCH 7
At the end of May of this year, several official and private educational centers started semi-presential classes.
The School Calendar 2022 was published this December 1 in the Official Gazette. The document establishes the beginning of classes in official and private schools on March 7, in classroom mode.
According to the Decree, the teacher training period will be from January 31 to February 18, 2022. The organization week will be from February 21 to 25.
The monitoring and placement of students will be from March 3 to 4.
Class Period
– First trimester: From March 7 to June 10. The students’ school break will be from June 13 to June 17.
– Second trimester: From June 20 to September 9. The school break will be from September 12 to 16.
– Third trimester: From September 19 to December 16.
The Decree states that the 2022 school year will be oriented to the recovery of learning, through a pedagogical management that strengthens the comprehensive, socio-emotional development, resilience and the achievement of student competencies.
Contextualized strategies will be developed for the recovery of learning, with the objective of determining the needs and supports required by students. The educational center will promote the development of socioemotional strategies based on evidence that strengthen the adaptation to the school environment, the mental health of students and the educational community.
Educational centers nationwide must have a comprehensive disaster risk management plan, incorporating and adjusting school biosecurity plans, in order to ensure safe and accessible schools, states the document that establishes the school calendar.
It also highlights that the use of school uniforms will not be mandatory, in those cases in which the parent reports their lack of economic resources for the acquisition of these.
For the first quarter of 2022, the National Government will start the application of pediatric doses of vaccines against COVID-19 to children between 5 and 11 years of age.
On March 11, 2020, the Ministry of Education (Meduca) ordered the closure of schools nationwide, two days after the announcement of the first case of COVID-19 in Panama.
Following the school closures, the program “Conéctate con la Estrella” (Connect with the Star) was implemented with the broadcasting of classes through radio and television.
As of July 20 of that year, the country restarted the School Year with distance classes through virtual platforms.

BRAZIL REPORTS TWO CASES OF THE OMICRON VARIANT; THE FIRST IN LATIN AMERICA
The passenger arrived at Guarulhos international airport, in Sao Paulo, on November 23.
The governor’s office of Sao Paulo confirmed on Tuesday, November 30, two positive cases of the new variant of the Ómicron coronavirus, the first in Brazil and in Latin America, in travelers arriving from South Africa before that country announced the discovery of this strain in its territory.
The Sao Paulo Health Secretariat “confirmed this Tuesday the first two imported cases of the new Ómicron variant of the new coronavirus in Brazil,” the office said in a statement.
Prior to the state government’s announcement, Brazil’s health regulator, Anvisa, had reported the two cases as “preliminary” positives.
“The confirmation was made after genetic sequencing in the laboratory of the Hospital Israelita Albert Einstein, with quality already endorsed and proven by the Adolfo Lutz Institute,” said the São Paulo Health Secretariat.
The infected are “a 41-year-old man and a 37-year-old woman from South Africa”, who “disembarked in Brazil on November 23 and did a new test before returning on board (to South Africa) on November 25”, the note said.
Both reportedly had mild symptoms at the time of the PCR test, and since then have been in home isolation and under monitoring, as have their families.
It has not yet been confirmed whether the infected persons had received anti-viral vaccines.
Health authorities in Brazil’s most populous state also reported that a suspected case reported on Sunday of a passenger from Ethiopia visiting South Africa is under analysis.
Brazil closed its air borders since Monday to six African countries (South Africa, Botswana, Esuatini, Lesotho, Namibia and Zimbabwe) to prevent the spread of the new variant of the coronavirus.
Over the weekend, Anvisa recommended to the government to ban the entry of foreigners from Angola, Malawi, Mozambique and Zambia.
Anvisa reminded this Tuesday that, according to the current regulation, the Brazilian traveler who has passed through the countries with flight restrictions fourteen days before boarding, “to enter Brazilian territory, must remain in quarantine for fourteen days in the city of his final destination”.

Dr. Anthony Fauci, the top U.S. infectious disease expert, said Monday that he does not anticipate the country implementing additional travel restrictions even if the omicron variant turns out to be worse than previous strains of the coronavirus.
President Joe Biden announced last week that the United States would restrict travel from South Africa, Botswana, Zimbabwe, Namibia, Lesotho, Eswatini, Mozambique and Malawi in response to the new and potentially more transmissible variant of the coronavirus first identified by South African scientists. Several other nations have restricted travel from southern African nations.

OMICRON PRECAUTIONS
Asked by CNN’s Jake Tapper on Monday whether he expects more travel restrictions if omicron turns out to be more contagious and deadly, Fauci, Biden’s chief medical adviser, replied, “I don’t think so, Jake.”
“I think what was done with respect to the restrictions on South Africa and neighboring countries was simply because when the information came out about the molecular makeup of this virus with all the mutations that were of concern, we felt we had to do something right,” Fauci, longtime director of the National Institute of Allergy and Infectious Diseases, told Tapper on The Lead.
“Hopefully, those restrictions aren’t going to last long once we know what’s going on. But we don’t anticipate any more restrictions,” he added.
Fauci also said the travel restrictions won’t have much impact “on the big picture of whether or not (the omicron variant) arrives.”
“But … it will provide us with maybe a couple of weeks to be better prepared,” he added.
Fauci said U.S. health officials should know the severity of covid-19 cases caused by the omicron variant in about a week or two and are getting their information from their counterparts in South Africa, with whom officials have been in near-constant contact.
POSSIBLE DOMINANT VARIANT?
“They have a number of patients that they are following at medical facilities, and they assured us that they would probably know in a matter of a week, a week and a half, whether or not we are dealing with something that, for the most part, is more severe, equally severe or less severe. It could be anybody,” Fauci said. “At this point, it doesn’t look like there’s a big sign of a high degree of severity, but it’s too early to tell.”

Earlier Monday, Biden urged Americans not to panic about the new variant and encouraged those who have not yet received a booster but are eligible to do so.
“We have the best vaccine in the world, the best medicines, the best scientists, and we’re learning more every day. And we will fight this variant with scientific action and with knowledge and speed, not chaos and confusion,” the president said.

HIV is a virus that attacks the body’s immune system. If left untreated, it can cause AIDS.
“HIV (human immunodeficiency virus) has no face, we have to be very clear about that. The person in front of us, no matter how beautiful or spectacular he or she may look, can live with the virus”.
This is what Orlando Quintero, executive director of the Probidsida Foundation, said this December 1, 2021, on the celebration of World AIDS Day.
“When you are a person living with HIV, from the time you are infected to the AIDS stage, which is the last stage of the evolution of the virus, three to 10 years can pass without signs or symptoms,” he explained.
The only way to be diagnosed is through a test, he reminded.
“How sad that to date we still have that 50% or 60% of diagnoses are made at the AIDS stage,” said Quintero, who urged the sexually active population to get tested every year.
“Unfortunately, people do not have the culture of getting tested, so the call is to get tested,” he added.
Data from the National HIV/STI and Hepatitis Program of the Ministry of Health (Minsa) indicate that last year there were 20,675 people living with HIV/AIDS, and 1,32 new cases.
Quintero also regretted that the number of new HIV cases continues to increase.
“Every year there has been a progressive increase, never a decrease as it happens with Covid-19″, he said.
For the executive director of Probidsida, everyone must assume their civic responsibility, taking into account that 95% of these infections are from having sex. “The call is that we assume our responsibility. GREECE: OVER 60 YEARS OLD ARE OBLIGED TO BE VACCINATED
Those who choose not to be vaccinated will have to pay monthly fines of 100 euros, starting in early 2022.
Residents in Greece over the age of 60 will have to be vaccinated against the coronavirus or pay monthly fines of 100 euros ($114) early next year, in the country’s first general inoculation mandate.
The Greek government decided to take the measure in response to an increase in new daily infections and the emergence of the omicron variant. The mandate will take effect on January 16 and fines will be added to tax receipts, Prime Minister Kyriakos Mitsotakis announced in a televised address.
Total COVID-19 deaths in Greece surpassed 18,000 this week with new infections confirmed at elevated levels. About a quarter of the country’s adult population remains unvaccinated.

MINISTRY OF HEALTH REITERATED THE USE OF QR CODE AND VACCINATION CARDS TO RESTAURANT OWNERS

In the latest report on Events Suspected to be Attributed to Vaccination or Immunization (Esavi), the Ministry of Health (Minsa) reported that 0.02% of those vaccinated against Covid-19 have presented a reaction to the drug.
The National Directorate of Pharmacy and Drugs of the Minsa specifies in the document that according to data collected up to October 31, 2021, 854 people have reported reactions after vaccination.
Panama started the immunization process against the new coronavirus on January 10, 2021 with doses from Pfizer and AstraZeneca. According to the report, in 10 months, 800 cases of reactions have been registered with the Pfizer doses and 54 with the AstraZeneca doses.
In the report published this Tuesday, it is highlighted that up to October 31, 5 million 444 thousand 51 doses against Covid-19 had been administered, which is why the 854 reactions registered represent 0.02%.
Of the total number of doses administered up to October, 4 million 743,731 were administered by PfizerBioNTech and 700,320 by AstraZeneca. In addition, it is reported that 51.28% of the doses administered correspond to women.
“It is essential to keep in mind that an adverse event is any health problem that occurs after vaccination, without necessarily having to be caused by the vaccine, since it can be medical problems that coincide in time or that are related to the act of vaccination itself,” the report highlights.
The report highlights that the most reported symptom is headache with 195, followed by fever with 154, dizziness 87 and weakness with 74.
In addition, most of the cases were recorded with mild or moderate reactions.
The Minsa recalls that the data collected in this report come from the notifications received at the National Center for Pharmacovigilance of adverse events occurring after the administration of the Covid-19 vaccines.
“In Panama, five reports have been received with fatal outcome after vaccine administration. However, it should be taken into consideration that the cases occurred in elderly people with underlying diseases, except for one of the cases for which no further details were provided. Review of individual reports and reporting patterns do not suggest that the vaccine played a role in the death,” the report also states.
PANAMA’S PROTAGONIST OF PANDORA’S PAPERS CREATES TRANSPARENCY OFFICE

Alcogal, the Panamanian law firm involved in the Pandora’s papers, announced on Tuesday that it has created a transparency department in order to reinforce its obligations in this matter and its commitment to a regulation recently approved by the National Government.
The idea of creating the position of Chief Transparency Officer is motivated by the “commitment to transparency” of the firm Alemán, Cordero, Galindo y Lee (Alcogal), said a statement from the law firm.
The firm added that the decision is also based on the recent approval of Law 254 of 2021 on international tax transparency and the prevention of money laundering, terrorism financing and the proliferation of weapons of mass destruction.
“The best defense for our sector is transparency, which is why we fully support the requirements approved in Law 254,” said Jaime Alemán, founding partner of Alcogal.
Alemán stated that the new regulation “is an opportunity to reinforce transparency and compliance policies”, and that for this reason they created the position of director of Transparency.
The new law imposes more demanding measures and the position created at Alcogal will ensure that the accounting records and the single system of beneficial owners are kept duly updated, to make the firm’s collaboration with the competent authorities more effective, said the law firm’s administrator Arturo Gerbaud.
The law firm Alcogal is the protagonist of Pandora’s papers, the journalistic report published last October 3 by the International Consortium of Investigative Journalists (ICIJ) and its associated media worldwide.
The ICIJ called Alcogal “a magnet for the rich and powerful (…) seeking to hide wealth offshore,” and that nearly half of the politicians whose names appear in the Pandora papers “were linked” to the firm, which “acted as a corporate intermediary for more than 160 politicians and officials, records show.”
An ICIJ analysis of the Pandora papers records “found that in the wake of the revelations” in 2016 of the then-called Panama Papers, the leak of millions of documents from the now-defunct Panamanian law firm Mossack Fonseca, “at least 113 companies changed their registered agent from Mossack Fonseca to Alcogal,” the journalistic consortium said.
Alcogal described as “conjectures, inaccuracies and falsehoods” the report published by the ICIJ, and through a statement said that its “internal audit found no evidence of non-compliance in any of the cases mentioned” by the International Consortium of Investigative Journalists.
“We reject outright the conjectures and insinuations of failures in regulatory compliance; for 35 years we have been subject to supervision by regulators in different jurisdictions, with unimpeachable results,” the firm said.
With the journalistic investigation of Pandora’s papers, the Panamanian government tried to curb the possible negative consequences on the country’s reputation, already damaged by the Panama papers, and this year presented three bills to the legislature to strengthen the fight against money laundering and has reiterated its “commitment” to the EU to improve transparency.

OMICRON VARIANT PRESENT IN THE NETHERLANDS SINCE NOVEMBER 19

Dutch health authorities said Tuesday that the omicron variant of the coronavirus was already present in the country on November 19, a week earlier than previously believed, and are conducting tests to see if it has spread rapidly.
The Dutch Institute for Health and Environment (RIVM) “detected the omicron variant in two tests carried out in the country on November 19 and 23,” the health authority said in a statement.
Until now it was thought that the first cases of Omicron in the Netherlands were the 14 positive cases that arrived in Amsterdam on two flights from South Africa on Friday, November 26.
The two contagions known on Tuesday were therefore before South Africa informed the World Health Organization (WHO) on November 24 of the discovery of the new strain, called omicron and considered “worrying”.
“It is not yet clear that those infected have been in southern Africa,” said the RIVM, which informed those involved and added that municipal services are looking for possible contacts.
“Studies are going to be carried out to know the distribution of the omicron variant in the Netherlands,” explained this institute, which will re-examine samples prior to the search for the strain.
With 16 confirmed cases, the country is one of the countries with the highest number of cases of Omicron in Europe.
The 14 cases that arrived in Amsterdam on Tuesday are currently under quarantine.

PANAMA IS BELOW THE REGIONAL AVERAGE IN READING, MATHEMATICS AND SCIENCES

Panama is below the average for Latin America and the Caribbean in Reading, Mathematics and Science, subjects in which “learning levels must be increased”, according to the Regional Comparative and Explanatory Study (ERCE), released by Unesco.
“Panama has the challenge of increasing its learning levels in Reading, Mathematics and Science,” said the study, which urged the Central American country to “urgently support students with lower performance levels.”
The report detailed that there was a “decrease in learning results” in these subjects, when comparing the “performance” of students with the previous study, TERCE 2013.
In Panama, 10,978 minors participated -5,346 in third and 5,632 in sixth grade of primary school-, who were evaluated in 2019 in Reading, Writing and Mathematics, and in sixth grade Science was added.
The results were released by the Latin American Laboratory for Assessment of the Quality of Education (LLECE), of the Regional Bureau of Education for Latin America and the Caribbean (OREALC/UNESCO Santiago).
The study evaluated 160,000 students in Argentina, Brazil, Colombia, Cuba, Costa Rica, Dominican Republic, Ecuador, El Salvador, Guatemala, Honduras, Mexico, Nicaragua, Paraguay, Panama, Peru and Uruguay.
In Reading, Panamanian third graders scored 659 points, below the regional average of 697, while sixth graders scored 652, also below the 696 of the rest of the countries. The study showed that in both grades there are more students in the lowest performance level than in the previous report.
Regarding Mathematics, third and sixth graders also scored lower than the rest of Latin America, with 654 and 645 points, respectively, which increased the percentage of students who are at the lowest level in this subject.
A similar situation occurs in Science: sixth grade students again have a lower score, 672, than the regional average, 702, and the percentage of minors in the first level, 48.1 %, is higher than that of the rest of the countries, 37.7 %.
The report explained that there are no gender differences in Mathematics, although girls in third and sixth grades obtained better results in Reading, and Science (which is only evaluated in sixth grade). However, it was observed that students from indigenous peoples obtained lower results.
“Panama has the urgent challenge of a development plan for the education system and strengthening the institutional framework in order to take the next steps with the priority of moving towards a more inclusive and equitable education,” said the coordinator of the LLECE Laboratory, Carlos Henríquez.
He added that it must also “recognize the importance of gender equality and cultural diversity and promote educational opportunities so that all students have the fundamental learning for their development”.

UNEMPLOYED FRUSTRATED TO LOOK FOR WORK IN PANAMA
Although INEC reported a reduction in the unemployment rate, from 18.5% in September 2020 to 14.5% in June 2021, this does not mean that job openings have recovered, but rather that there are fewer Panamanians looking for work. Part of this is due to the fact that many Panamanians have become dependent on government subsidies, including those created during the pandemic.
This was stated by the businessman and labor consultant, René Quevedo, who explained that the lack of job opportunities and the delivery of the Digital Voucher ($120/month) have been the factors why people have stopped looking for work.
In addition, in the last 2 years, almost 130 thousand people stopped looking for work, which reduces the Economically Active Population.
According to Quevedo, the number of unemployed decreased by 89,933, of which 66,502 (74%) is the result of the reduction of the Economically Active Population (EAP). In addition, 23 thousand 431 jobs were created and the state payroll increased by 40 thousand 621 employees.
“We have created an important mass of Panamanians dependent on State aid. We urgently need to work on the economic empowerment of these people, with a view to achieving their financial independence, otherwise there is a danger that the current dependence, product of the labor impact of the pandemic, becomes a right,” he said.
He added that the Monthly Index of Economic Activity (IMAE) has grown for six consecutive months, and all the Economic Indicators, with the exception of Foreign Direct Investment which fell 12.9% in the first semester. The other indicators show favorable trends compared to 2020.
He highlighted that the Gross Domestic Product (GDP) will grow around 10% in 2021, as a result of copper exports and the revitalization of international trade, while tax collections have been favorably impacted. But despite this positive economic and fiscal scenario, the modest expansion of employment between September 2020 and June 2021 was mainly in the public sector.’
The number of private wage earners increased to 567 thousand 647 (+57,817 vs 2020). However, the private sector lost 17,260 jobs in those 9 months, mainly informal, Quevedo pointed out.
Additionally, as of November 2021 there are 579,568 Panamanians receiving the Digital Voucher, as a mitigation measure against the severe contraction of the labor market in the country, a program that has a budget until December and is not sustainable due to the precarious state finances.
To the collapse of private formal employment is added that the generation of new formal jobs is going slowly and the new variant of Covid-19.Between January and October 2021, Ministry of Labor and Labor Development (Mitradel) processed some 181,452 new labor contracts (including civil servants), 55% of the 326,801 processed in the same period of 2019, a year in which the economy generated 52,040 jobs, all informal. Regarding the OMICRÓN variant, Quevedo pointed out that it represents for the country’s health authorities a challenge, because we do not live in a State of Health Emergency, but a socioeconomic one.
For economist Olmedo Estrada, the State has to create public policies that help companies so that they in turn can continue to generate jobs.
“With the reestablishment of labor contracts, unemployment should have been lower. However, this has not been the case. Many companies have laid off workers due to lack of liquidity,” he added.
As a result of the pandemic, a third of young people in Panama lost their jobs or stopped looking for work. Young people now make up 21% of the workers and 51% of the unemployed in the country, as well as 44% of those who have lost their sources of income.

JAPAN RETRACTS FLIGHT BOOKING BAN AFTER CRITICISM

Japan announced Thursday that it has reversed a ban on new bookings on inbound international flights to defend against the new variant of the coronavirus, just a day after the policy was announced.
On Wednesday, the Transport Ministry had asked international airlines to stop accepting new bookings for Japan-bound flights until the end of December as an emergency measure to defend against the new variant omicron.
The ministry said Thursday that it has retracted that request after receiving strong criticism from inside and outside the country that the ban was too strict.
Japan has recorded two cases of the omicron variant, which was first reported in South Africa last week.

PANAMA TO RESTRICT ENTRY TO EIGHT AFRICAN COUNTRIES DUE TO THE OMICRON VARIANT OF THE CORONAVIRUS
Control measures to detect cases of covid-19 are being maintained at Tocumen International Airport.
The Ministry of Health (Minsa) will present to the President of the Republic, Laurentino Cortizo, a proposal to restrict the entry into the country of flights from eight African countries, because they have community infection of the new omicron variant of the coronavirus.
The list of African countries includes South Africa, Namibia, Lesotho, Lesotho, Zimbabwe, Botswana, Mozambique, Malawi and Swatini, as revealed this Sunday by the Minister of Minsa, Luis Francisco Sucre.
“They are countries of the African continent, they are within the qualification of countries of very high risk, to those countries we are going to present to the president (Laurentino Cortizo) the proposal that, for now, while we know more about the behavior of this new strain, they cannot enter the country”, Sucre commented.
The World Health Organization (WHO) described the new covid-19 variant as a cause for concern.
This new variant, called omicron, was first detected in southern Africa.
“These are the countries that for now have a community contagion and are really at high risk, mainly because we still do not know what the behavior of this new strain will be,” explained the head of the Ministry of Health (Minsa).
He assured that Minsa has equipment in ports, airports and borders, and it will be up to Migration to activate this alert on these countries.
It should be noted that the United Kingdom was the first country to announce a ban on the entry of people from six African countries due to the new variant of covid-19.
This was followed by Germany, France and Italy, which took the decision without waiting for the WHO’s recommendation.
