Making friends the Brett Mikkelson way, during the Holiday season:

First and foremost, Merry Christmas.  Also, Happy Hanukkah, Kwanzaa, Boxing Day, Ōmisoka, and soon to be New Year’s Eve…  Aaaaaand, this is why we should just say “Happy Holidays” and get it over with.  You see, for us world-hoppers, we try to make the most of all of the holidays in our adopted countries.  Panama’s independence celebrations in November are fantastic, and don’t even get me started on the amount of trouble I’ve gotten myself into during Carnaval. 

What’s interesting however, is how difficult it’s been for me to get in to the spirit of many of our own celebrations from home.  Of course the 4th of July celebrations are nearly Tabu here, second only to celebrating “Happy Operation Just Cause” which is only a few days away, by the way.  Most difficult for me is celebrating Christmas.  First of all, Christmas never was really Christmas for me unless we had at least 6 inches of snow on the ground, card games with Grandpa Mikkelson, pointing and laughing at Mom as she accidentally drops another pie or side dish to the floor, a crackling woodstove and Grandpa Wick’s ready-to-pour double-loaded Grasshopper drinks for the kids.  Hey, we’re from Wisconsin and that’s how we get children to sleep early.  But in Panama, gifts are opened at midnight on the 24th.. …what?!  Then how do we explain Santa Claus?  Most everyone also eats dinner around midnight as well.  Who in the hell can wait that long?  Not to mention the impending bouts of acid reflux you’ll get at an early age.  Then there’s the odd midnight traditions on New Years.  You have to have cash in your pockets, new clothes on, and drag luggage into the streets to signify a plethora of travel in the new year.  OK, which one of you still has cash in your pockets after getting socked in the wallet during Christmas?  If you do, you’re obviously not trying hard enough! 

One of the ways that I try to push away the holiday blues is to make new friends.  While it does take a little bit of time and effort, making friends can be a fulfilling experience or a total disaster if you don’t follow these crafty steps that I like to call… …”Making friends the Brett Mikkelson way during the holiday season”.  Yes that’s a bit long, but I hope someday it’s turned into a catchy tune and sung by my friend Alejandra Jimenez in her Volume 3 during Christmas 2022.  (Check out END NOTES for some of her amazing holiday magic.)

As kids, making friends was really easy.  It seemed nearly impossible to not make friends, probably because you were forced to go to school, driven there by your parents and locked inside for 6-8 hours each day.  You either made friends or died in the process.  Nowadays though, you really don’t have anyone that your mom is forcing you to associate with, so you’re going to have to do something about that on your own.

An advantage that I have is that I was former military.  If I really have to make friends, I know that all I have to do is to find someone else who was in the military and start bullying them.  I’ll start off slow and make fun of their height and hope for some evil retort about my weight.  Boom!  Friends.  If that doesn’t work, then I have to bring out the big guns and insinuate something contrary to their apparent self-identified sexual orientation.  Then, Boom!  Friends.   If they still don’t come around, I’ll slander the beloved essence of their mother by suggesting she probably never had any smart kids that lived, comment on my sexual compatibility with her or just come straight out and disparage his mother’s weight by indicating that she’s so big, if she had a fur coat made, she’d probably make that specific species go extinct.  Then BOOM! Friends.  At this point, if we’re still not friends, I’ll assume that they’re deaf and/or dumb and just use sign language as I offer to buy him a beer down the road.

If you’ve never been military, please don’t do this. 

Another great way to make friends is to get a job.  Employment is essentially the same as going to high school.  You’re forced to go, you’re locked up for 8 hours and you either make friends or you die in the process.  This brings me to some great news.  Queen Sayira just recently got a job in real estate!  She really loves it and with this new endeavor, I’ve learned that I’m extremely attracted to employable people.  That’s right, I’ve come to realize that employable people are sexy.  Don’t get me wrong, I was already very attracted to her, but ever since she got a job, it takes every ounce of my will power to not grab her butt as she walks by me on her way to closing another deal.  So, if you think about it, getting a job could get you friends, and it could get your butt grabbed.  I think that’s a win-win right there.

Fine, I know it’s hard to get a job around the holidays, especially in Panama, where salaries are lower than the IQ of someone who uses bullying as their primary method of befriending someone.  That being the case, you’ll have no choice but move on to the next and probably only other option available.  You’ll have to just get yourself out there.  Find out about the next social event and go to it.  Even though you hate people, you should realize before it’s too that you hate being alone for Christmas even more.  Pick out any event published on the expat social butterfly sites and just go.  Step two of this two-part process is what I like to call “Stop being a damn weirdo!”.  This has proven particularly difficult for me as you can imagine from analyzing the crap I’ve written over the last year and a half.  But, I have this mental exercise I use to psych myself up.  I start off by pretending that I’m back in high school and it’s do or die time for making friends.  Fortunately, this usually heightens my anxiety, so I immediately think back to all of the other previous interactions that I’ve had where I said something grotesquely stupid at which time I promptly make an about-face and orient my pettiness towards the nearest marked exit.  Luckily I run into someone wearing a military baseball cap; she was in the Air Force.  I tell her that her branch of service is stupid, she laughs and tells me that I’m probably a lowlife worm and BOOM! Friends. 

Happy Holidays everyone.  I obviously need friends, so write back, say hi, and I promise, maybe, to not use my staple bullying technique.

DIJ WARNS ABOUT SCAMS IN THE SALE OF RENTAL CARS

Authorities recommend acquiring vehicles from reliable rental agencies.

Captain Daniel Cardenas, of the Judicial Investigation Directorate (DIJ), mentioned in an interview to RPC Radio that this season is increasing the modality of scams through sales of rental cars, he said that weekly approximately 8 to 10 complaints are received in primary care centers, both in the capital and in the interior of the country.

“We are giving this alert to the citizens so that they are alert at the moment of renting or buying a car in this way and do not become one more victim”, said Cardenas.

The captain explained that the modality consists in those subjects acquire vehicles from the rental premises and then put it for sale; subsequently other people initiate a processing process thinking that the car is legal, but when this is not the case the buyers are even left with complaints of scams.

He mentioned that this is an organized group because there are several people involved in the process.

Some of the recommendations he gave to avoid these scams were to rent vehicles in trustworthy places, to coordinate the operations with people who know about automobiles so that they can verify their registrations and to share with friends that a transaction is being made so that they also have the reference and can be of help.

FINAL DATA ON PILLS TO TREAT COVID-19 STAND FIRM AGAINST HOSPITALIZATION AND DEATH, SAYS PFIZER

Pfizer’s updated results for its experimental treatment for covid-19, the pill Paxlovid, showed that it reduces the risk of hospitalization or death by 89%. That’s if given to high-risk adults within days of their first symptoms, the company announced in a statement Tuesday.

Pfizer hopes to eventually offer the pills for people to take at home before they get sick enough to go to the hospital. Paxlovid combines a new antiviral drug called nirmatrelvir and an older one called ritonavir.

After one month of follow-up, the study found five hospitalizations and no deaths among 697 people who received the drug within the first three days of symptoms. Among 682 who received placebo, 44 were hospitalized, including nine who died. All adults in this study were unvaccinated.

Is the Paxlovid covid-19 pill safe?

If given within the first five days of symptoms, the efficacy was similar: 88%. These results hold up against a similar announcement by the company last month, when all the data had not yet come in.

The research also showed “an approximate 10-fold decrease in viral load at day 5, relative to placebo,” the release said.

“This underscores the life-saving potential of the treatment candidate for patients worldwide, whether they have been vaccinated or not,” Pfizer CEO Dr. Albert Bourla said in a statement Tuesday. “Emerging variants of concern, such as omicron, have exacerbated the need for accessible treatment options for those who contract the virus and we are confident that, if licensed or approved, this potential treatment could be a critical tool to help quell the pandemic.”

The company says it expects the drug to retain activity against variants such as omicron, and it appears to do so in laboratory tests, because the drug blocks an enzyme involved in viral replication. This is different from the spike protein on the surface of the virus, whose numerous mutations have raised global concern about the variant.

Covid pill could be available to the public this month

Pfizer CEO Albert Bourla said on CBS Morning Tuesday that Pfizer’s antiviral pill could be available in the United States this month.

“I think it may be available this month,” Bourla said. “The first thing that needs to happen is for the FDA to provide an approval or clearance, emergency use authorization in this case. I think they have a very high sense of urgency, but I can’t speak for them because they need to take all the time they need to review the data and make their own decisions.

“Once they make a decision, we have already shipped the product to the U.S., so the product is waiting,” he said. “We’ve already been in very deep discussions with the U.S. government about how we will start distribution right away and I think everything will go well once it’s approved.”

The U.S. Food and Drug Admin. (FDA) did not say whether it will ask its Antimicrobial Drugs Advisory Committee to evaluate the drug. In November, the FDA convened the advisors to discuss Merck’s antiviral capsule molnupiravir. It was recommended by FDA advisors in a 13-10 vote.

A month ago, the Biden administration announced it would buy 10 million cycles of the treatment from Pfizer for US$5.295 billion. If cleared by the FDA, the first courses could be delivered before the end of the year, it said at the time. A five-day course of Paxlovid consists of three pills given twice a day.

Treatment with the Paxlovid pill

According to the company, another ongoing study also found that Paxlovid can reduce hospitalizations when given to adults who are not at high risk, which includes a combination of unvaccinated adults and vaccinated people with at least one risk factor for severe disease. The most recent data show 10 hospitalizations in the placebo group versus three among those who received Paxlovid, each group including nearly 430 people.

However, the study was designed primarily to look at the drug’s ability to improve all symptoms for four days in a row, an endpoint the drug failed to meet compared with the placebo group. No deaths occurred in that study.

Between 20% and 25% of the treatment and placebo groups in each study experienced adverse events, most of which were mild. In the study of high-risk adults, people who received the drug were less likely to experience a serious adverse event or stop taking the drug for those reasons.

Remdesivir, sold under the brand name Veklury, is the only FDA-approved antiviral for the treatment of covid-19. It is administered intravenously, not as a pill that can be taken at home.

FOOD HANDLERS AND FOOD DELIVERERS MUST BE VACCINATED OR COVID TESTED TO RECEIVE HEALTH CARDS

Executive Decree 896, which establishes additional sanitary measures for food handlers and distributors in Panama, was enacted this week in the Official Gazette.

The regulation establishes that any person requesting a certificate of good health (white card) and sanitary training (green card), must have a complete vaccination schedule.

In case of not having the doses of the vaccine against COVID, the person must be tested every 15 days for COVID, either PCR or antigen, so that he/she can certify that he/she is not infected and can guarantee the protection of the health and sanitary safety of the consumers.

In addition to direct food handlers, this measure is aimed at any person who works as a driver or home delivery person in food delivery services, using cars, motorcycles, scooters, mopeds, quadricycles, motorcycle vans or other similar means of transport, since they must have the white and green cards.

The General Director of Health, Melva Cruz, explained that compliance with this obligation will be verified through routine inspections by the Ministry of Health (Minsa).

Those who, at the time of the inspection, do not present the cards or fail to comply with the established measures, will be sanctioned according to the provisions of the General Directorate of Public Health.

Cruz clarified that the application for the scheme will be made to those who obtain the card for the first time. Those who already have the card will continue in a regular manner until it expires.

WHO: OMICRON SPREADS FASTER AND ANTICOVID VACCINES ARE LESS EFFECTIVE

The Omicron variant of Covid-19 appears to be spreading more than Delta, with milder symptoms, hampering the action of vaccines, the World Health Organization (WHO) said yesterday, stressing that these data are preliminary.

Omicron was present in 63 countries as of December 9, WHO reported in a technical update confirming recent statements by WHO officials.

According to WHO, Omicron appears to be spreading faster than the Delta variant, which so far is responsible for the majority of infections worldwide.

This faster spread is not exclusive to South Africa, where Delta is less prevalent, but also in the UK, where this form is dominant.

But for the time being, the lack of further information makes it impossible to say whether the transmission rate of Omicron is due to its ability to circumvent immunity, its characteristics making it more contagious, or a combination of the two.

The WHO projected that “Omicron outcompetes Delta where community transmission occurs.

Data are still insufficient to establish the level of severity of the clinical picture caused by Omicron, even if at the moment symptoms appear to be “mild to moderate” in both southern Africa and Europe.

With respect to vaccines, the limited data available suggest that the genetic profile of Omicron “lowers efficacy with respect to protection from infection.”

Pfizer/BioNTech indicated last week that a three-dose vaccination schedule remains “effective” against Omicron.

Countries that have the means are encouraging the population to receive a third dose. This is the case in Europe where there is a new wave of infections caused by Delta, the abandonment of prevention measures and low vaccination rates in some countries.

COLOMBIA TO VACCINATE MIGRANTS FROM ANY COUNTRY AGAINST COVID-19 AT BORDERS

There are eight formal crossing points between Colombia and Venezuela, through which between 7,000 and 70,000 people pass daily, depending on the area.

Colombia will extend its National Vaccination Plan against covid-19 to include “people who transit through Colombia in border areas, regardless of their migratory status”, according to the Ministry of Health on Saturday.

The director of Epidemiology and Demography of the Health Ministry, Julián Fernández, recalled that migrants “with a vocation of permanence”, such as the almost two million Venezuelans living in Colombia, were already included in the Vaccination Plan.

But now “it allows to include these migrants who enter the country transiting to other regions of the continent or who cross intermittently on both sides of the border for economic reasons, to seek health services or because they have binational families”, said Fernandez, quoted in a press release.

According to the Government, this measure, which seeks to avoid outbreaks in border areas, is important “given the low vaccination coverage in Venezuela, the country with which it shares the largest extension of the border”.

Between Colombia and Venezuela there are eight formal border crossings, through which between 7,000 and 70,000 people pass daily, depending on the area.

“In a context of high human mobility, such as that which occurs in border cities or municipalities, it is not possible to move towards a certain degree of collective immunity, given the high rate of contact, without protecting this floating population that also has contact with the receiving community,” explained the director of Epidemiology.

In addition to the border crossings with Venezuela, there will also be vaccination posts on the borders with Brazil, Ecuador and Peru, although the Ministry does not mention Panama, where in August there were up to 20,000 people stuck in border towns waiting to cross the dangerous Darien jungle on their way to North America.

According to the latest figures of the Ministry of Health, as of December 8, 59,715,617 doses of covid-19 vaccines have been applied in Colombia, from the pharmaceutical companies Moderna, Pfizer, Sinovac, Janssen and Astrazeneca, and 25,695,273 people are fully vaccinated, that is, around 50.5 % of the population.

COMPTROLLER’S OFFICE: UNEMPLOYMENT RATE IN PANAMA IS 11.3%, INFORMALITY IS 47.6%.

A Labor Market Survey (EML) conducted by the National Institute of Statistics and Census (INEC) in Panama, revealed that, until October 2021, unemployment stands at 11.3% and informality at 47.6%.

Comparing these data with August 2019, when unemployment was at 7.1%, “shows the impact of the health crisis due to covid-19 on the Panamanian labor market, which increased by 4.2 percentage points,” indicated the Comptroller General of the Republic.

According to the entity, the October 2021 indicator registered a decrease of 7.2 and 3.2 percentage points, in relation to the Telephone Labor Market Surveys (EMLT) conducted in September 2020 and June 2021, when the rates were 18.5% and 14.5% respectively.

According to this survey, there are 222,080 unemployed people in Panama, and “for the first time in recent years, unemployment rates between men and women do not show a significant difference”.

Currently, the percentage of unemployed men is 11.0%; while that of women is 11.8%.

Unemployment is higher in the youth population with 21.3%; while the informality rate in 2021 is 47.6%, showing a slight increase of 2.7 percentage points compared to 2019.

MINIMUM WAGE CONSULTATIONS END WITHOUT CONSENSUS BETWEEN EMPLOYERS AND EMPLOYEES

The Ministry of Labor and Labor Development (Mitradel) informed that this Wednesday the consultations on the minimum wage were concluded without reaching a consensus between the employer and worker sectors.

It explains that with the presentation of papers by the Comptroller General of the Republic, the Ministry of Economy and Finance, the National Council of Private Enterprise and the labor sector, the National Minimum Wage Commission concluded the meeting of December 15.

It explains that for this Friday, December 17, it was agreed that both sectors will present their final report formally closing the consultations, and that it will be up to the Government sector to receive both positions to be evaluated by the Executive Branch.

Earlier, the head of the Ministry of Labor, Doris Zapata, had stated that in the event that the sectors did not reach an agreement, it would be up to the National Government to make the decisions regarding a possible increase or not of the minimum wage.

It is worth mentioning that since last October, the National Minimum Wage Commission carried out several Courtesy Room tours at national level and listened to technical presentations on the socioeconomic situation of the country.

During the meetings, representatives of the workers’ sector expressed their aspiration for a 21% increase in the minimum wage.

While representatives of the business sector stated that the economic conditions of the country did not allow for the minimum wage increase requested by the workers.

FCC RETURNS $1.2 MILLION TO CSS FOR TERMINATION OF HEALTH CITY CONTRACT

The sum of $1.2 million as termination of the contract for the construction of the Ciudad de la Salud hospital project, was returned to the Caja de Seguro Social (CSS), by the Spanish company Fomento de Construcciones y Contratas (FCC).

The return was made after a process that included legal and negotiation aspects, both parties were able to sign an agreement to restart the construction works of the Health City, which includes the assignment of the contract by the construction company FCC to a Panamanian consortium to finish this important project in a period of 25 months.

“As part of the transactional agreement between the Social Security Fund and the FCC construction company, the return of 1.2 million balboas was contemplated, and they have come today, once Addendum N°7 was countersigned yesterday, in compliance with the agreement, they have come today and delivered the check, which seems very pertinent to me”, said Enrique Lau Cortés, general director of the CSS.

He added that the construction company FCC is complying with the other phases of this transactional agreement, which includes, the suspension of the arbitration and indicated that the CSS has complied with all the commitments it had with the company.

“I believe that this is an episode that we are closing and now we are focusing on completing the construction of the Health City and we ratify that the Panamanian consortium has the obligation to deliver to the Social Security Fund and to the country, on December 16, 2023, the Health City to put it at the service of the population”, added Lau Cortés.

For his part, Antonio López Castro, FCC’s financial director, pointed out that the certified check for the sum of 1.2 million balboas corresponds to the unamortized advance payment for the Health City project, which was included in both the transactional agreement and the contract for the assignment of this project.

“With the act that took place yesterday, the Panamanian consortium Construcciones Hospitalarias is the holder of the contract, which must be completed within the 25-month term indicated,” said López Castro.

The construction works of the Ciudad de la Saluda will be under the responsibility of the Consorcio Construcciones Hospitalarias, S.A., formed by the Panamanian companies Aprocosa (Administración de Proyectos de Construcción, S.A.), Constructora Rigaservices, S.A. and CMG (Construction Management Group, S.A.).

DIFFICULT PROCESS

Dr. Alex Gonzalez, representing the CSS, said that the delivery date is December 16, 2023. The project itself started in 2010 and has had a difficult process.

According to Alex Gonzalez, from the CSS, the structure remains as it was conceived, what has been reconsidered is the shape of the areas, because it is a fourth level hospital that will house advanced technology.

The Health City will also be a reference in research in the country, according to Gonzalez. At the beginning, the work cost more than $500 million and $300 million were paid, leaving more than $200 million. Now, after the long process and the new adjustments, $400 million were approved, so that in the end the total cost is around $999.8 million.

The fund will come from the Sickness and Maternity Program and part of this amount will cover technology and equipment.

In addition, the training process for the trained and support personnel is contemplated, since more than 600 doctors plus nurses, technicians and support staff are needed, since it is a hospital with more than 1,200 beds.

It will be a delivery in several stages covering 25 months, the first at 8 months with the Cardiothoracic Institute, at 12 months with the nephrology rooms, in the third stage at 18 months with the central buildings, laboratories, research and finally the pediatric, critical obstetrics and maternal-fetal hospital.

FORMER MINISTER OF ECONOMY RECOMMENDS RAISING RETIREMENT AGE

Currently, the retirement age for women in Panama is 57, while the retirement age for men is 62.

The former Minister of Economy and Finance, Dulcidio De La Guardia, considers that the Government has to prioritize the recovery of jobs, and that this is not the time for a salary increase. He added that, considering the economic reality of the country with respect to the funds of the Social Security Fund (CSS), the retirement age in Panama should be increased.

“The government should be concerned about the people who are unemployed. If we put more obstacles and more burdens on the companies, especially the medium and small companies, we are simply going to achieve the opposite, keeping those people unemployed”, he said.

He added that retiring at 57 and 62 years of age, when life expectancy in Panama is 80 years, is a problem for the CSS. “This is unsustainable… We are transferring to our children and grandchildren the obligation to cover this huge actuarial deficit that the CSS has, and they will have to pay more taxes. That is not fair,” he said.

Regarding these funds, he said that if action is not taken now, the government will have to use all the savings to cover this deficit and, in the short term, the problem will be a political cost, but in the long term, there will be no funds to carry out public works.

In the Dialogue for the CSS, which went into recess on Tuesday, the Disability, Old Age and Death Program (IVM) should be addressed, as well as informality, which according to De La Guardia in Panama reaches 50% of the labor force, however, no agreement has been reached in this regard.

127 COVID-19 VACCINATION CENTERS ARE OPEN: WHERE ARE THEY LOCATED?

Panama has inoculated 90.1% of the target population (over 12 years of age) with the first dose and 80.6% with the second dose.

Panama is currently experiencing an acceleration of the covid-19 pandemic, which has led the Ministry of Health (Minsa) to reiterate its call to the population to get vaccinated and to maintain biosecurity measures to stop the spread of the disease.

To meet this objective, the health entity revealed today the list of the 127 vaccination centers against covid-19 that have been set up nationwide.

The person who comes to be vaccinated must present his/her ID card or be accompanied by his/her responsible guardian, in case of being a minor.

According to Minsa, Pfizer doses will be administered to people from 12 years of age, and AstraZeneca doses will be administered to citizens from 30 years of age.

Regarding the booster doses, these are for people from 18 years of age, with the complete Pfizer or AstraZeneca vaccine schedule, with 6 months from the application of the second dose.

GOVERNMENT DOES NOT EVALUATE MEASURES FOR YEAR-END DESPITE SLIGHT INCREASE IN COVID CASES

Minister of Health, Luis Sucre.

The Minister of Health of Panama, Luis Sucre said that for now the National Government has not considered implementing measures for the end of the year, in spite of an increase in the number of covid-19 infections.

Sucre declared that the epidemiological figures currently presented by Panama were as expected, since they are the result of the opening process, for which he insisted on the importance of maintaining biosecurity measures.

“Although the Omicron variant has shown to be more contagious, it is less aggressive than the Delta, and we have to take into account that in Panama we have the Delta variant in almost ninety-five percent of the positive cases and we must not forget that the Delta variant can also infect those who are vaccinated”, said the Minister of Health during a tour in the district of Cañazas, province of Veraguas.

Regarding the start of the 2022 school year, Sucre said that both the Ministry of Health and the Ministry of Education are working in coordination so that the school year starts without any setbacks.

“Starting the school year, the Ministry of Health will begin with the school program where all vaccines are included and the vaccine against covid-19 will also be added for students,” he said.

On the other hand, the Ministry of Health reiterated that Christmas parades are not authorized, as well as any festivity that involves massive attendance of people.

GOVERNMENT WILL EXCLUDE PEOPLE TRAVELING ABROAD FROM THE VALE DIGITAL

A total of 477,894 people receive vale digital.

People who travel abroad and receive the vale digital will be excluded from this social benefit, this was announced by the Minister of Social Development, María Inés Castillo.

This measure is part of the new conditions that will be applied as of 2022 for those who receive the social relief.

“If you are traveling you are not in the need to receive the vale digital, so we are evaluating its exclusion”, said the minister in Telemetro.

She added that soon they will be issuing the regulation of the new Panama Solidario Plan that will be in force from January of next year.

Currently, 477,894 people receive digital vouchers, and by 2022, Mides has budgeted 400 million dollars for the disbursement of this benefit.

The minister urged people who have any questions about the vale digital to call the line 311.

Yesterday, President Laurentino Cortizo announced the extension of the digital voucher until June 30, 2022, which will benefit people who comply with the co-responsibility and criteria established in the New Panama Solidarity Plan.

DECREE ON SPECIAL PROCEDURE FOR ACCREDITATION OF LAND USE IN PROTECTED AREAS REPEALED

Special Procedure for Issuance of Land Use Accreditation Certificates in Protected Areas.

The President of the Republic repealed this Monday the Executive Decree that established the Special Procedure for the Issuance of Land Use Accreditation Certificates in Protected Areas.

Executive Decree No.141 of October 26, 2021 established the Special Procedure for the Issuance of Land Use Accreditation Certificates in Protected Areas for those who demonstrated their permanence within protected areas prior to their creation.

It also stated that protected areas are public property of the State and will be regulated by the Ministry of Environment, recognizing the international commitments ratified by the Republic of Panama related to the management, use and administration of protected areas.

In Executive Decree 143 of December 13, 2021, which repeals Executive Decree No.141, it considered that the same omitted Article 5 of Law 8 of March 25, 2015, which orders the Ministry of Environment to call for public consultation on environmental issues or problems that, due to their importance, require to be submitted to the considerations of the population.

‘The Special Procedure for the Issuance of Land Use Accreditation Certificates in Protected Areas is an environmental issue of great importance that requires to be submitted to public consultation’. it concludes.

The repeal of Executive Decree No.141 of October 26, 2021 was taken with satisfaction by environmentalists.

“Congratulations! Now all together to protect and conserve -and truly- our national parks and ecological reserves, which concentrate what little we still have left of Panama’s extraordinary natural heritage,” said environmentalist and former mayor of the capital, Juan Carlos Navarro.

The Ministry of Environment announced the repeal of Executive Decree 141 after it was described as nefarious by environmental groups, who filed a nullity lawsuit.

FUEL PRICES WILL HAVE A NEW DECREASE AS OF THIS FRIDAY

There will be a further decrease in the price of gasoline and diesel.

As of this Friday, December 17, the new maximum sales prices of liquid fuels in Panama will be in effect, registering a new decrease in the price of gasoline and diesel.

Through Resolution No. MIPRE-2021-0047777, the National Energy Secretariat details that for the provinces of Panama and Colon the liter of 95 octane gasoline will cost B/.0.890 (-B/.0.037), while 91 octane gasoline will cost B/.0.866 (-B/.0.035).

On the other hand, the liter of diesel will also decrease to B/.0.787 (-B/.0.024).

These fuel prices will remain in effect until 5:59 a.m. on December 31, 2021.

PANAMA ACCELERATES THE USE OF ELECTRIC VEHICLES TO REDUCE ENVIRONMENTAL POLLUTION

Panama bases its discourse in forums on global warming on concrete actions and sets the year 2030 as a goal to achieve its objectives, mainly that of electrifying transportation to reduce pollution.

Panama has taken very seriously the fulfillment of its international commitment to reduce global warming, caused by climate change.

The country is not only satisfied with maintaining a discourse committed to this task in the international forums it attends -as was the case at the recent Glasgow Climate Summit- and with being a member of the exclusive list of only three countries in the world that are “Carbon Negative”.

Scientific studies certify that the biggest polluter of the environment in the world is transportation, with 25% of polluting gases, while in Panama the figure stands at 23.7%.

Panama has approved tools to try to reduce this high percentage, which also represents 40.8% of the total emissions of the energy sector in the country.

The country knows that an important front in the global fight against global warming is in the transportation sector, and therefore has approved a package of ambitious measures on the subject.

Among them, the bill approved by the National Assembly to encourage electric mobility in land transportation, the National Electric Mobility Strategy (ENNE), the creation of the National Electric Mobility Commission and the Strategic Guidelines of the Energy Transition Agenda.

The figures are clear about the environmental damage caused by fossil fuels used for transportation in the world, and particularly in Panama.’

Figures from the National Energy Secretariat state that Panama imports annually about 22 million barrels of oil in finished products such as gasoline, diesel, bunker, etc., of which only about 10% corresponds to the consumption of power plants.

65% of petroleum fuel consumption in Panama is attributed to almost 1 million motor vehicles, i.e., private cars, buses, trucks, motorcycles, etc., that circulate on the country’s streets.

“It should be added that vehicles are also the largest emitters of particulate matter and other pollutants, in addition to producing other harmful effects on health, such as noise. If we want to do something to reduce the emission of these pollutants and improve the quality of urban life, the priority falls on transportation”, sustains the Energy Secretariat.

INCIPIENT TRANSFORMATION

The era of electric cars is moving at a moderate speed in Panama. Figures from the Association of Car Dealers of Panama (ADAP) indicate that in the first half of this year 145 hybrid and 25 electric vehicles were sold.

Other ADAP figures highlight that between 2011 and 2019, 218 electric vehicles, 48 battery electric and 170 plug-in hybrids were registered in Panama.

In addition, as a firm step towards the electrification of transportation, Panama and Costa Rica are the first countries in the region to constitute the “Electric Route” to recharge vehicles that move with electricity.

It is about 900 kilometers of clean and renewable energy, where there are recharging stations that allow a historic route between San Jose and the Republic of Panama.

The promoters of this initiative in both countries qualify it as a historic milestone in the struggle to bequeath a safer and cleaner world to future generations.

URGENT MEASURES

Panamanian authorities are seeking to implement these strategies in the very short term in order to reduce oil consumption by 127 million tons per year by 2030, broken down into 2.5 million barrels per day.

“Indicators, data and real experiences confirm that the process of decarbonization of land transport cannot be postponed. The year 2030 will mark a before and after with the climate and economic scenarios surrounding this industry. Electric vehicles provide energy and environmental efficiency, but the integration of the mass transportation system, such as electric buses and Metro lines, will also be important,” emphasizes the project that encourages electric transportation in Panama.

And to achieve this goal, car dealers and the Government of Panama expect that the fleet of private electric vehicles will increase between 10% and 20%, as well as the fleet of electric buses between 15% and 35% and the composition of public fleets by electric vehicles between 25% and 50%.

LOWERING PRICES, THE CHALLENGE

Although the figures are encouraging in terms of the objectives set by Panama, one of the biggest challenges is to achieve the acceptance of electric vehicles among the population and to reduce the cost per unit.

The difficult task is part of the National Electric Mobility Strategy, which proposes a long-term work to overcome commercial, educational and industrial obstacles that would affect the rapid conversion of internal combustion transport to electric vehicles.

And public transportation will play an important role in this regard, because it mobilizes large numbers of people who would be multiplier agents.

EU REGULATOR AUTHORIZES J&J BOOSTER DOSE 2 MONTHS AFTER FIRST DOSE

Health authorities in the 27 countries of the bloc will be able to issue their official recommendations on the use of the booster dose “taking into account the local epidemiological situation, the availability of the vaccine and the increasing effectiveness and limited safety data of the booster dose,” the agency said in a statement.

The European Union’s medicines regulator said Wednesday that people 18 years and older can receive a booster dose of Johnson & Johnson’s COVID-19 vaccine at least two months after administration of the single-dose vaccine.

J&J’s formulation can also be used as a booster in people who have the full schedule with those developed by Pfizer-BioNTech and Moderna, the European Medicines Agency (EMA) added.

The recommendation by the EMA’s Committee for Human Medicinal Products gives countries more flexibility in initiating or accelerating the administration of booster doses to stop the spread of the new Omicron variant.

Health authorities in the 27 countries of the bloc will be able to issue their official recommendations on the use of the booster dose “taking into account the local epidemiological situation, the availability of the vaccine and the increasing effectiveness and limited safety data of the booster dose,” the agency said in a statement.

In the United States, the Food and Drug Administration gave the green light to Johnson & Johnson’s booster doses in October, both for those who received it in the first instance and for those who were immunized with other formulations.

Johnson & Johnson had presented the results of a large study that found that administering a second dose just two months after the first increased protection against symptomatic cases of COVID-19 to 94% from the previous 70% among U.S. recipients.
