By 6:00AM this morning, I was out the door heading in early to my office in Torres De Las Americas, because the labor union “SUNTRACS” had announced that they would be protesting in front of our building due to the high cost of living.  They’re demanding a salary raise or they threaten to go on a national strike.  They chose this area for several reasons.  First, this particular labor union is comprised primarily of construction workers and there is a major construction Company located in our building.  Secondly, this intersection is a prime location to protest due to the Multiplaza mall and the Punta Pacifica hospital.

But low and behold, as I leave my neighborhood in Las Cumbres, I find myself up against some pretty heavy traffic into town; more than usual.  After a quick search through my morning WhatsApp messages, I learn that someone was run over and killed around the San Isidro area.  So, to my shock and dismay, I was forced to head away from town to take the Panama Norte route (also known as “The Poorman’s Corredor”).  This leads me to Brisas del Golf and the Northern Corredor.

But then, the road spoke to me.  “Nay to you!”, said this once agile route, “I shall throw upon thee unexpected protesters!”, it added.  And so it was, with their elaborate signs, and casual dresswear the middleclass dwellers had thrown themselves to the roadside, in a futile protest to halt the construction of a gasoline station in their neighborhood.  I say “futile”, because we all know that a handful of protesters aint gonna stop the progress of the evil capitalists.  A deal had been done, land was sold, environmental impact studies performed… …that gas station is going to be pumping Venezuelan-processed fuel before the year is up.

Hence, I arrived late.  Luckily, my 5-minute tardiness to the office was overshadowed if not fully ignored by the tardiness of the pre-scheduled protesters.  Just a handful of would-be nonconformists stood by the roadside alongside their illegally parked rust-collecters.  But by 7:20, the real deal rolled in by the bus-loads with over a hundred eager chanters anxious to let everyone know that they were upset.  Soon, the same words as always were revered by the protesting masses, spewed through an old crankily megaphone, “This is for the fight!  This is for higher wages!  We won’t let them get away with it!“, the man taunted.  Our security team was more interested in ensuring that they didn’t force their way into our property, but I started looking at the different personalities drifting through the crowd.  Alex, our primary security chief whispers, “See that guy over there.  I can imagine he’s just a trouble-maker wherever he goes.”.  I glanced over, and there he was as big as the yellow morning sun with a massive smile on his face, carrying not 1, but 2 SUNTRACS banners, chest out, sunglasses on and sporting an old Ronaldinho soccer jersey which he probably outgrew nearly 10 years ago due to extra helpings of Hojaldras each morning.  Even without a megaphone, “Ronaldinho-jersey-guy” was making more noise than the protest leaders themselves.

Finally, by 8:40AM, the protesters were mounting their buses and on their way.  No damages, except for a few upset businesspeople, and a handful of ladies harassed by the Wolf-whistling construction guys.  I don’t condone that behavior, but you have to admire their determination and tenacity – they’ll never get the Young blond Brand manager to take them seriously, but they still make the effort.  (Creepy bastards!)

But this is just phase one.  Before they can legally shut down the country, they need to conduct a handful of peaceful protests to show the country and its government their discontent with how the general labor force is being treated by the well-to-do.  Gas prices are up, food costs are up, salaries are still low and if they don’t do this, nothing is going to change for anyone.  Step two is to go to the heels of the government and protest them as well.  But, they’ve already announced today, that even before that, a massive national strike will begin, without fail, on April 4, 2022.

In the meantime, enjoy today’s article.  Hopefully, we’ll be further laxed in about a month with eased mask standards according to one of the articles in today´s compilation.  I can’t wait!

FUEL PRICES TO RISE AGAIN FROM FRIDAY ONWARDS

Fuel prices have increased significantly.

As of 6:00 a.m. this Friday, March 25, 2022, the new maximum sale prices of liquid fuel in Panama will begin to be in effect.

According to the National Energy Secretariat, for the provinces of Panama and Colon, a liter of 95 octane gasoline will cost B/.1.19 (+0.026); while 91 octane gasoline will cost B/.1.15 (+0.019).

Meanwhile, the cost of a liter of diesel will be B/.1.14 (+0.011).

When making the conversion, 95 octane gasoline will increase B/.0.10 per gallon; 91 octane gasoline B/.0.07; and diesel B/.0.04.

The new prices will be in effect until 5:59 a.m. on Friday, April 8, 2022.

Gasoline and diesel prices change every two weeks. In recent weeks fuel prices have increased significantly, and this trend is expected to continue for some months.

According to the authorities, the external factors directly affecting this increase are the conflict between Ukraine and Russia, which directly affects the cost of oil and its derivatives, a lower production of crude oil for refining in the United States, as well as the low oil production of OPEC and non-OPEC countries.

APPROVED IN THIRD DEBATE, PROJECT THAT RECONFIGURE ELECTORAL CIRCUITS

Magistrates of the Electoral Court and deputies of the National Assembly.

Bill No.545, which reconfigures the electoral circuits for the election of deputies, was approved in the third debate by the legislative plenary session. The approval was given with 44 votes in favor, 9 against and one abstention.

The project presented by the Electoral Court, initially, established the election of an additional deputy for circuits 8-1, 8-5 and 8-10, however, despite the proposals presented, it could not be approved.

During the second debate of this project, the presiding magistrate, Heriberto Araúz, explained about the above, that what was appropriate was to restructure the nomenclature of the circuits, in view of the creation of the province of Panamá Oeste, based on a study.

“It is very likely that this study, which will take time, will not really change or affect the reconfiguration under the criteria of the electoral roll…it is a reality, it is very likely that all these elements in the Constitution will not alter the reconfiguration based on to the issues of the electoral register,” he stressed.

WHAT IS THE PROCESS FOR REPORTING A PERSON AS MISSING?

There are dozens of missing persons in Panama.

The time to report a person as missing is one of the biggest questions that the population has, however, the competent authorities explain that there is no established period.

Marcos Lorenzo, prosecutor of the primary care section of the Metropolitan Prosecutor’s Office, acknowledges that the issue generates confusion.

“Many people believe that a time range is established to make a report, but that requirement does not really exist. People who have this concern, with all confidence, can go to the offices of the Public Ministry and file the corresponding reports,” he explained. Lawrence.

WORLD BANK APPROVES 100 MILLION DOLLAR LOAN TO PANAMA FOR DISASTER RISKS

Disaster risks also encompass natural hazards and health consequences of climate change.

The World Bank approved a loan for 100 million dollars to Panama to manage risks of different disasters such as natural hazards or health consequences due to climate change and disease outbreaks.

“This loan represents a great advantage for Panama in advancing financial risk management, since our Government will have timely access to financial resources to provide an effective response, which contributes to fiscal stability in disaster situations,” said Héctor Alexander, Minister of Economy and Finance.

According to Michel Kerf, director of the World Bank for Central America and the Dominican Republic, this loan has been useful in countries such as El Salvador, Honduras and Costa Rica and he anticipates that its use will be essential for the post-Covid stage.

“Our goal is to support the institutional capacity of countries to make it easier for them to address the liquidity deficit during an emergency without the need to redirect resources already earmarked for social and development investments,” he added.

It should be noted that in 2011 Panama had already received a loan to strengthen the disaster risk reduction agenda, on that occasion it was for 66 million dollars.

That amount was disbursed twice, in the first instance 25 million to mitigate the impacts of the drought caused by the El Niño phenomenon in 2016 and then 41 million on March 25, 2020 due to the declaration of a State of Emergency by COVID-19.

The name of the program is Loan for Development Policies with a Deferred Disbursement Option for Catastrophe Risk and it is a flexible figure with a final maturity of 19.5 years, including a 3-year grace period and an average repayment term of 12 years.

Sinaproc asks to avoid carrying out activities in coastal areas of the Caribbean during the wave warning.

The National Civil Protection System (Sinaproc) of Panama issued a warning of prevention due to winds and waves in the Panamanian Caribbean, until Friday, March 25.

CUBAN CITIZENS WHO RETURN TO THEIR COUNTRY WILL NOT NEED A TRANSIT VISA IN PANAMA

The visa measure for Cubans is in force since March 16

On March 16, Executive Decree No.20 was published in the Official Gazette, which modifies the decree that requires a visa for Cuban passengers or crew members in transit through Panama.

Previously, the decree established that the visa was necessary for all Cubans in transit to another destination or returning to Cuba; however, with the new regulations there will be exceptions in the following cases:

o Cuban citizens traveling to Cuba

o Citizens who have residence or visa valid for not less than six months at the time of transit from these countries:

  • Canada
  • United States
  • Australia
  • Republic of Korea
  • Japan
  • United Kingdom
  • Singapore
  • The States of the European Union

“All other passengers or crew members with a Cuban passport who need to transit through the Republic of Panama will be subject to the visa for passengers or crew members in transit,” says the decree.

In the same way, with this decree the duration of the visa is changed, previously it had been determined that it would only be granted for a maximum period of 24 hours, but now its validity is extended for the duration of the measure, which according to the regulations It is for a period of three months.

However, it should be noted that during their transit, the Cuban citizen will only be able to stay in the determined area for 24 hours.

MARTINELLI IS INVESTIGATED IN SPAIN FOR ESPIONAGE

Six arrested for alleged espionage on the partner of former Panamanian president Ricardo Martinelli in Mallorca, including four civil guards. 

The Spanish Civil Guard is investigating the former president of Panama Ricardo Martinelli and four agents of this security body for allegedly being part of a criminal group to spy on the partner of the Panamanian politician on the island of Mallorca (Mediterranean).

The operation has resulted in six people arrested for the time being: four agents of the Civil Guard in the Balearic Islands, a worker from a security company and a private individual, allegedly involved in these events, which occurred in 2020.

ACODECO DETECTS IRREGULARITIES IN THE WEIGHT OF 25 POUND GAS TANKS

“Sometimes we can find upwards (more than the amount) which is also risky, but in general they always have less, we find tanks with up to two or three pounds of difference,” he said.

He added that these verification operations give way to the beginning of an investigation process that can culminate with one of the sanctions stipulated in Law 45, which reaches the sum of up to B/ 25 thousand and B/ 50 thousand if health is affected.

On the other hand, the deputy director of Acodeco recommends that consumers verify that the gas tank has the seal when buying this product.

“The two brands that are distributed mostly in the country must have their seal, if the product does not have a seal, please do not buy it, because it will not have a guarantee that it has not been used,” he pointed out.

PANAMA AND THE UNITED ARAB EMIRATES WILL SIGN A HUMANITARIAN COOPERATION AGREEMENT

Panamanian authorities will sign a humanitarian cooperation agreement between the Humanitarian Hub of Panama and the International Humanitarian City of Dubai (IHC).

Said agreement will allow the development of capacities to improve the facilitation and logistics services offered to humanitarian users, setting a precedent for cooperation between other hubs in the world.

The signing of this agreement will be in charge of the Minister of Government, Yanaina Tewaney Mencomo, who travels this Monday on an official mission to the city of Dubai that will last until March 16, reported the Ministry of Government.

Tewaney Mencomo will participate as a speaker at the Dubai International Humanitarian Aid and Development Exhibition (DIHAD) conference where she will present the best practices of Panama and the Humanitarian Hub during the covid-19 pandemic and hurricanes ETA and Iota.

Experience such as hurricanes Eta and Iota in the Central American region; the emergencies of the Haiti Earthquake and the La Soufrière Volcano in the Caribbean, among others, highlighted the role of Panama as a logistics facilitator through users and strategic partners.

The Regional Logistics Center for Humanitarian Assistance (CLRAH) has two international users, the International Federation of the Red Cross and Red Crescent (IFRC), and the United Nations Humanitarian Response Depository (UNRHD). These two instances allow the CLRAH to position itself in the response to emergencies in the regional context.

Panama mobilized 2,919 tons of cargo through the Regional Logistics Center for Humanitarian Assistance (CLRAH) during 2021, valued at 40.6 million dollars that were sent to 44 countries.

EXECUTIVE DECREE IS PUBLISHED REGULATING THE PURCHASE OF MEDICINES DUE TO CRITICAL SHORTAGES

Executive Decree 26 of March 15, 2022, which establishes the regulations for joint or unilateral purchases of medicines by the Social Security Fund and the Ministry of Health when critical shortages of drugs and medicines are declared, was published this Wednesday, March 16 , Official Gazette. The regulation allows an expedited procedure for the purchase of medicines, complying with the provisions of Law 1 of January 10, 2001, and its modifications contemplated in Law 97 of October 4, 2019.

The President of the Republic, Laurentino Cortizo, signed the Executive Decree together with the Minister of Health in charge, Ivette Berrio, which allows for a short-term solution to the lack of medicines and to go from “there is not to the yes there is”. The Decree comes into force from today and contains an Annex that establishes all the steps to follow to buy medicines in Panama or abroad, when there is a critical shortage, which will help citizens, especially patients with chronic diseases, obtain their medicines.

The president issued this Executive Decree, on the recommendation of the technical work table to solve the shortage of medicines, led by the Vice President of the Republic and Minister of the Presidency José Gabriel Carrizo Jaén. Acquisition due to critical shortages will be carried out in compliance with the provisions of article 40-E of Law 1 of January 10, 2001, as modified by Law 97 of October 4, 2019, contained in Annex 1, which is an integral part of this Executive Decree.

Last Monday, March 14, the technical work table to solve the shortage of medicines, led by Carrizo Jaén, made two short-term recommendations to the president.
