About a month ago, a good friend and colleague living in Costa Rica asked me for recommendations on where to go for a quick weekend with his wife. He wanted “something not too hot” and to keep in mind that he was “cheaper than a broke man buying a birthday gift for his ugly ex-wfe, for the sake of his children”… only one place came to mind, “BOGOTA!”. I know that I should promote Panama as often as possible, but you gotta give credit where credit is due. Travel right now to Bogota, Colombia is cheap as hell. He suggested a date and then further suggested that I go with. The date was the weekend of April 1-3 and we had the weekend freed up, so for the first time since our boys were born, Queen Sayira and I bought our tickets to meet with Seth and his wife Mayela in the bustling town of Bogota.
I love organizing trips and usually over-do it. I definitely over-did it on this one and the plan started with us quite literally racing to the hotel after landing at 5:07pm to get ready for dinner at the fabulous Gaira Café Cumbia House where we ate, drank and danced until 1AM. Saturday and Sunday mornings were consumed entirely by visits to Plaza de Bolivar, Botero Museum, lunch at Monserrate, Catedral de Sal (Salt Cathedral) and an end-of-trip meal of Ajiaco and barbecued Capybara. But the best part of the trip, the icing on the cake, the masterpiece, the thing that dreams are made of, was Saturday night.
Right after we purchased our tickets, Seth tells me that he found a really great deal on tickets to one of Latin America’s most iconic performers ever. Jokingly I responded, “You obviously mean Bad Bunny, right?”. At Seth’s age, he didn’t even know what a Bad Bunny was, and quite frankly, I don’t think anyone should have to know what a Bad Bunny is… but my joke was ruined until he retorted, “No, I mean Ruben Blades!” Woooooooooooooow, was the only word that went through my head. “How much can we get the tickets for?” “It depends on the exchange rate from Colombian Pesos to the Dollar.” I had just gotten back from Bogota and I knew it was roughly 4,000 Pesos to the dollar, so he says, “Awesome, then they’re only going to cost about $30 each.”
I knew Colombia was cheap, but $30 for Ruben Blades tickets in one of Bogota’s best concert arenas, was going to be tough to beat. So, Seth went ahead and bought 4 tickets, only to see that his credit card company charged him a total of $800.00 instead of $120. After a bit of perplexity and concern, I figured out that my brother from another mother didn’t get the rate in Pesos, he got them in Costarican Colones. Although I wasn’t planning on shelling out $400 for two tickets, we decided to go to the concert. And what a concert it was!
If you don’t know who he is, then you need to get out more. Ruben Blades is a Panamanian musician, singer, composer, actor, activist, and politician. He has been a known artist since the 70’s and has starred in several well-known international movies including Predator 2 portraying Danny ‘Danny Boy’ Archuleta (where he dies almost immediately, but we tend to not talk too much about that).
But how do I describe the show itself? Elegance. Brilliance. Smooth. In true Ruben form, he doesn’t just sing his songs, he teaches us the background, his thoughts and gives a good history lesson on life and politics. You don’t just “go” to his concert, you “attend” his concert. At one point, he explained how he was “cancelled” by the US accusing him of being a communist and who knows what else, due to the content of one of his songs. He gave us his experiences during the pandemic and how he thought about retiring, but his songs and the characters of his music wouldn’t let him. Ruben is going to be 74 years old and yet he has the spunk and energy of a man half his age. And keep in mind, that we were at an elevation of 2,640 km or 8,660 feet above sea level. It’s hard enough to walk without getting winded, let along sing for 4 straight hours.
At the end of his show, he finally gifted us with our personal favorites “Pedro Navaja” and “Patria”. If you know the words of Patria, and you love your country, ANY country, it’s hard not to shed a tear. I sure did. Queen Sayira did. It’s Panama’s unofficial national anthem, but the words and its essence penetrates the soul deeply regardless of where you’re from. The audience demanded an encore, but our hearts were filled and we started making our way to the exit. One man yelled out to me, “How could you leave now when he’s going to play what’s probably his best song!?”. “Oh no kind sir, “Plastica” is a good song, but you can’t top “Patria”.
We slept like babies that night and even after a week of having gone, his creations still resound firmly within. I heard my queen singing to herself in nearly a whisper, “Desiciones…. Cada dia….” Yet, it saddens me to think that his time as a performer is probably coming to a close. If you get the opportunity to see Ruben in concert, even if you don’t know what currency you’re buying your tickets in, you should make every effort to attend. The spirit, energy and distinct sophistication of his performance is more than justifiable.

An estimated 5 out of 10 people who die each year in Panama suffer from diseases that begin with obesity as an intermediate factor.
“For Fundación Panamá Saludable, the state of health of our Panamanian population is depressing. On the one hand, self-care through healthy eating and regular physical activity is not combating obesity, and on the other hand, public health policies that should protect us are not advancing”, stated representatives of the foundation.
Healthy eating is key to maintaining good health, both physically and mentally, so it is important to adopt appropriate eating and physical activity behaviors that contribute to improving quality of life.

“VAMOS” POLITICAL COALITION SEEKS TO REPLICATE WHAT INDEPENDENT CONGRESSMEN HAVE DONE IN THE ASSEMBLY
The Vamos Political Coalition unites independent candidates.
Figures such as Congressmen Juan Diego Vásquez and Walkiria Chandler expressed this morning on Telemetro Reporta what the launch of the “Vamos” Political Coalition entails, whose main objective is to achieve independent pre-candidacies for congressmen and mayors at the national level.
Congressman Vásquez added that for them the key to this coalition “today is to work in unity” and also pointed out that they seek to replicate in it that they have done in the National Assembly, by denouncing privileges, being accountable, keeping in touch with citizens, present good projects, among other actions.
Vásquez highlighted those leaders of political parties cannot come to the coalition, under the guise that they now want to be independent, to seek a nomination under this citizens’ platform.
“The issue with political parties, it is important to make it clear, is not that people who have been in a political party cannot be present, it is that leaders of a political party cannot come, what do I want to tell you: the law allows, for good or for worse, that a person from a political party can aspire with the independent platform; who cannot, all these people who, for example, are now participating in the boards of directors of political parties, cannot come now as provincial president of Coclé from a political party to come and say now that he is also going to aspire as an independent to a deputation in Aguadulce, Antón or La Pintada and then use the platform of independent citizens of free candidacy to also seek an aspiration with his party, we also have to make it clear that everyone has their space,” Vásquez explained.
Vásquez noted that the coalition is the union of various candidates with common goals, which is to recover the Assembly.
The congressman stressed that there is a country commitment accompanied by transparent public policies and that they believe that the country can be saved, he also stressed that no one can donate more than 10 thousand dollars to the candidates or the coalition to support them in their campaigns, assuring there will be controls.
For her part, Congresswoman Chandler stated that many citizens do not know who represents them and one of the jobs they will carry out in the Vamos Coalition will be to educate the electorate.
“We understand that it is necessary that these transformations be made, why, because the representative is the one who is closest to the community, it happens to me as a congresswomen that the citizen does not understand the role of the congressmen and comes with concerns that should be referred to representatives where a deputy, then here also the citizen, is not oriented, he does not know who represents him what can do what and we not only plan to go with a battery of qualified candidates, but we will also educate a society. PRELIMINARY PROJECTS ARE ANALYZED TO COUNTER EXCESS NOISE
The subcommittee of the Labor, Health and Social Welfare Commission, began the analysis of two bills that seek to establish measures to control noise and prevent environmental noise pollution.
According to the proponents of initiatives 750 and 751, the main goal is to coordinate the efforts of the various institutions to contemplate the respective measures against noise levels in the capital, in addition to applying sanctions for possible non-compliance.
The independent congressman, Juan Diego Vásquez, said that the fines will vary and what is being defined is, if it will be a jugde of the peace or each mayor’s office, who will be in charge of imposing the sanctions.
“The important thing is that the sanction is exemplary, that it prevents the person who intends to make noise from doing so, and that it can also correspond to the damage caused,” he explained.
Amarilis Meléndez, from the Ministry of Health, state that noise has an effect on the life of the human being at a general level, with sleep disturbance, annoyance, discomfort, aggressiveness. Also, in the long term it can cause cardiovascular problems, among others.

SCALES AND SALE PRICES OF SEA PRODUCTS ARE VERIFIED BY ACODECO

On the occasion of Lent and during the celebration of Holy Week, the Authority for Consumer Protection and Defense of Competition (Acodeco), carries out verification operations of the scales and the sale prices of sea products, in the provinces of Panama and West Panama.
Acodeco details that a total of 138 scales have been reviewed, of which only one did not comply with the established parameters of proper functioning.
In the case of sales prices, Acodeco has carried out 532 verifications in stores selling seafood throughout the country and no anomaly has been found to date.

FUEL PRICE RAISES AGAIN FROM FRIDAY

The Secretary of Energy reported that there will be new fuel prices from this Friday, April 8.
The price of 95 octane gasoline will rise two cents, remaining at 1.21 cents per liter.
91 octane gasoline will rise two cents, remaining at 1.17 cents per liter.
Low sulfur diesel will increase its price by one cent, remaining at 1.22 cents per liter. These prices will be valid until 5:59 a.m. on April 22.

MORE THAN 20 THOUSAND VISITORS ARE EXPECTED DURING THE ORCHID FAIR IN BOQUETE
The Orquidea Expo starts this Friday 8th until next Sunday April 17th.
The Board of the Boquete Flower and Coffee Fair confirmed this Wednesday that they expect more than 20,000 people to visit the thirty-fourth version of the “Orchid Expo” that starts this Friday 8th until next Sunday April 17th, becoming a tourist attraction during holy week for nationals and foreigners.
Rodrigo Marciacq Lloyd, president of the Patronage of the Las Flores y Del Café fair, pointed out that during this version more than 400 orchid plants will be on display, the 18 permanent gardens in full bloom, in addition to the climate and the participation of the national and foreign artisans.
He points out that the event is organized after two years of suspension due to the effects of the covid-19 pandemic.
Marciacq confirmed that on this occasion the presentation of the vaccination card will not be necessary, but the use of the mask is mandatory, to comply with the provision of the Ministry of Health (Minsa).
He added that during the event, visitors will find restaurants and places dedicated to beer purchase, but not for dance activities. However, he was clear in pointing out that they will comply with the mayoral decrees that govern Holy Thursday and Friday.
During the activity there will be cultural presentations on the main stage during the weekends, although on this occasion the dramatizations of Holy Week will not be performed.
For his part, Ezequiel Pitti, field coordinator of the Fair, confirmed that this year there will be judging of the orchids that will be contributed by recognized clubs in the country and independent growers.

CONSTRUCTION OF LINE 3 OF THE PANAMA METRO WILL HIRE 3 THOUSAND PEOPLE DIRECTLY THIS YEAR
At the beginning of February, the first stack of Line 3 of the Panama Metro was placed.
The director of the Panama Metro, Héctor Ortega, advanced some of the details on the progress that has been made in the construction of Line 3 that goes to West Panama.
“The pandemic had important challenges to start this work, it is a work that will improve the quality of life at the transportation level of Panamanians, it also became an economic reactivation work through which the Government promoted the work, in this sense, we have achieved 1,800 jobs to date since February 2021, in the next 90 days we must reach 2,500 jobs and at the end of the year we think we can be in 3,000 direct jobs that you know has a multiplier effect on the economy, especially in the western area,” advanced engineer Ortega in Radiography.
The director of the Panama Metro indicated that they have more than 13 jobs fronts for this work, adding that the construction of five stations in the western area and the installation of piles have already begun, which are already being life tested.
“About 5 stations that are being built in Ciudad del Futuro, San Bernardino, Loma Cová, Arraiján and Vista Alegre, are stations that have started a couple of weeks ago, we have an important advance in the workshop yard that is the heart of the Line 3, which is where the monorails start, they are going to start operating with a very important land movement where they have already been installing piles and soon we will be beginning the construction of the administrative buildings, there are the administrative maintenance buildings, so important works are also beginning and also throughout the route of the viaduct, especially in the 18 kilometers that go from Ciudad del Futuro to Panama Pacifico is already having an impact with the installation of piles, as you know there are more than a thousand piles, we have already installed more than 100 piles after 28 days, once the resistance tests of these piles are achieved to the design life resistance, then construction of the piers begins, which is an important stage that is currently being planned to industrialize this process, which are basically the columns that go on the viaduct,” said Ortega.
“We on Line 3 have contemplated areas so that taxis, buses, even cyclists can reach our facilities correctly and do not hinder traffic or affect traffic or vehicles,” said the engineer.
Regarding the arrival of the Panama Metro to La Chorrera, Ortega pointed out that the study has contemplated reaching Parque Los Libertadores, however the streets of this district are narrow and this would affect the budget, for which a complementary analysis is being carried out to look for solutions.
Ortega indicated that the underground section of Line 3 will be 5.3 km, the tunnel will have a diameter of 13.2 meters and will start from the western area towards Panama Pacific to cross the Panama Canal and reach the Balboa station.
Ortega also referred to the other two works in which they are working, such as the branch to the Tocumen International Airport and the expansion of Line 1 in San Isidro to Villa Zaita, indicating that they are going at a good pace and hope to complete them in at the end of the year.
ANOTHER LAWSUIT IS FILED AGAINST JUNCÁ AND ARAÚZ MAGISTRATES AFTER RULING IN FAVOR OF MARTINELLI
A criminal complaint against magistrates Alfredo Juncá and Heriberto Araúz, was filed with the DA Offices, by the president of the Party “Pais”, José A. Álvarez, and this Wednesday, April 6.
The complaint filed was for supposedly exceeding the constitutional and legal limits that are assigned to them, after the ruling that favored the former President of the Republic, Ricardo Martinelli.
“We ask for the dismissal of the position while they are investigated, and we have seven convincing pieces of evidence that we will accompany with the complaint,” Álvarez warned.
He explained that, in Panama, the issue of justice is divided between: competence and jurisdiction, understanding that it was not within the powers of these magistrates, their actions in this case, exceeding the powers assigned by the Constitution.
“We ask the prosecutor to accept the complaint and send it to the Supreme Court of Justice, so that they, based on the powers they have, can remove them from office, while the investigations continue,” he emphasized.
This complaint is added to other actions that have been filed, against the ruling that prevents the lifting of Ricardo Martinelli’s electoral jurisdiction and the actions of the magistrates of the Electoral Court, who made the questioned decision.

The General Attorney of the Nation in charge, Javier Caraballo, and the General Attorney of Colombia, Francisco Barbosa, held a meeting on April 5th to evaluate joint strategies that are being carried out against drug trafficking, migrant smuggling, and transnational organized crime.
Caraballo stressed that the visit of the General Attorney of Colombia allows closer cooperation ties between the Public Ministry of both countries.
“These two institutions that have the common function of investigating crimes and exercising criminal action are aware that our countries have in common realities, that our countries face criminal groups in common and only with the help and mutual interrelation will we be able to exercise our functions in an efficient and effective manner in order to reduce transnational organized crime,” said attorney Caraballo.
For his part, the Colombian General Attorney said that the meeting with Caraballo is part of a follow-up to a meeting held by several prosecutors in August 2021 in Panama, “this is part of that work that is being done to strengthen in some fields the fight against transnational crime”.
According to the Public Ministry of Panama, the strengthening of the work between both countries has had positive effects in the prosecution of the crime of migrant smuggling.
In 2021, the Public Ministry, through the Specialized Prosecutor’s Office against Organized Crime, initiated 61 investigations for migrant smuggling, obtaining 24 convictions, and so far in 2022, 24 investigations have been opened for this crime.

COLLECTION OF SIGNATURES FOR THE RECALL OF FÁBREGA STARTS IN APRIL
The mayor of Panama City, José Luis Fábrega, has been questioned for his decisions since he came to office.
The collection of signatures to advance in the process of recalling the mandate against the mayor of Panama City, José Luis Fábrega, should begin after Easter.
The promoter of the initiative, Roberto Ruiz Díaz, reported that in the next few days the Electoral Tribunal (TE) should be announcing how many signatures will be required so that the recall referendum is called.
“The Electoral Court has to send the file to the regional office, which is the one that processes it and at the same time issues a resolution in which it will establish the minimum number of signatures that must be collected for this process”, emphasizes the jurist.
Once the official figure is certified, the Electoral Court must inform when the training begins, which must be a maximum of two weeks, although it could be less, “says the lawyer.
He adds that “once the training is over, I can add more activists or start collecting signatures immediately.”
The proponent of the revocation of José Luis Fábrega’s mandate is optimistic and believes that in about 15 days the collection of signatures could be starting, however, due to the commemoration of Holy Week, it is possible that it will start after that religious event.
Although the exact number of signatures to be collected must be certified by the Electoral Court, the jurist states that they estimate that it would be between 195,000 and 200,000 in order to be sure, once the process of reviewing the signatures is completed.’
This would be the first time that the mandate of a popular vote elected official is revoked, through the mechanism established by the Political Constitution.
Most of the population of the capital city complains that José Luis Fábrega has promoted unpopular measures and projects that he has tried to impose by avoiding citizen consultations.
For now, the mayor of the capital city has not been able to promote a distinguished work that has the support of the population.
After collecting signatures, a recall referendum must be called, where the winning result will be by simple vote.
Remember that this is a citizen action, so there is no owner of the process, nor is there someone who sets the line of how the dynamic should be.
“Each group or each sector that wants to unite can do so freely,” he says.
He clarifies that those who join decide to have their own activists, they have to channel it through him, since he is the one who appears as responsible for the request before the Court and asks the institution to train all the activists.
“You have to remember that the activists must have a cell phone that must be new to install Electoral Tribunal software for which you have to pay 36 dollars for each cell phone that is presented to the Electoral Tribunal,” Ruiz Díaz emphasizes.
On March 29th, the National Directorate of Electoral Organization, of the Electoral Court, rejected the appeal filed by the mayor of the capital district, José Luis Fábrega, against the resolution that admits the request for revocation of mandate by popular initiative.
Resolution No. 67 DNOE-PPLP dated March 28th, 2022, confirms in all its parts Resolution No. 01-DROEPC/DJ-2022 and returns the file to the Regional Directorate of Electoral Organization of Panama Center for the corresponding procedure.

EUROPEAN REGULATOR FINES META WITH 17 MILLION EUROS FOR USE OF PERSONAL DATA

US tech giant Meta, owner of Facebook, has been fined with 17 million euros ($18.7 million dollars) for breaching European Union data protection rules, announced on Tuesday the regulator in Ireland, the country where the group has its european headquarters.
The fine imposed on Meta, which also owns WhatsApp and Instagram, follows an investigation into 12 cases of unlawful use of user data, explained the Irish Data Protection Commission (DPC).
The Republic of Ireland, an EU member country that is home to the European headquarters of many big tech companies like Apple, Google and Twitter, plays a key role in enforcing the bloc’s General Data Protection Regulation (GDPR) compliance.
According to this organization, the Meta platforms “did not adopt the appropriate technical and organizational measures” in the case of these 12 violations of personal data.
The DPC received the notifications of these cases during a six-month period between June 7th, 2018 and December 4th, 2018, it specified.
A spokesperson for Meta assured that “this fine refers to the 2018 record-keeping practices that we have since updated, not a failure to protect people’s information.”
“We take our obligations under the RGPD seriously and will carefully consider this decision, as our processes continue to evolve,” he told AFP.
Two European supervisory authorities involved in the RGPD enforcement process objected to the DPC’s initial decision, but “consensus was achieved through further engagement between the DPC and the supervisory authorities,” the Irish commission said.
In September last year, Ireland slapped WhatsApp with a record €225 million fine under pressure from other European regulators to increase a much lower initial fine.

Overcrowding in prisons in Panama is a problem that grows every year.
Currently, prison overcrowding in Panama is 5,373, according to statistics from the Ministry of Government (Mingob).
The capacity of the places enabled as penitentiary centers is 14,591, however, until the end of March 2022, Panama has 19,964 prisoners.
The total density of the prison population in this Central American nation is 137%.
Of the total number of people detained, 12,893 (65%) have been sentenced, while 7,071 (35%) are being prosecuted and awaiting a sentence.
Mingob figures indicate that of the total number of sentenced prisoners, 12,105 are men and 788 women.
As for the number of prosecuted, 6,812 are male and 259 females.
Of the entire prison population, 18,917 are men and 1,047 women.
In the statistics, it can be seen that the Aguadulce and Chitré penitentiary centers are the ones with the highest density of overpopulation of prisoners.
In the case of the Aguadulce prison, it has a capacity of 40, but there are 206 people, with an overcrowding of 166 and a density of 515%.
While in Chitré that penitentiary center has capacity for 80 people, but it has 402 prisoners, with an overcrowding of 322 and a density of 503%.
Similarly, it can be seen that the penitentiary centers that maintain a lower population density of prisoners are La Nueva Joya and El Renacer.
In Nueva Joya there is capacity for 5,504 prisoners, but there are only 4,900, that is, there is still room for 604 more people.

APPROVED IN SECOND DEBATE PROJECT ON PROTECTION OF MINORS
It is an initiative that seeks to reduce pregnancy in minors, as well as sexual abuse.
With 36 votes in favor, 0 against and 0 abstentions, Bill 657(proyecto de Ley 657), which establishes regulations for the protection of minors, was approved in the second debate.
It is an initiative that proposes different alternatives to reduce pregnancy in minors, as well as sexual abuse, “through education to boys and girls, about the importance of respecting their body and that of others.”
According to the norm, the Education program for the Prevention of Pregnancies in Minors, Sexually Transmitted Infections and Sexual Offenses must be implemented in all official and private educational centers, shelters, homes and care centers, custody and compliance for young people in conflict with the Law in the Republic of Panama.
In addition, the Ministry of Education (Meduca) and the Ministry of Health (Minsa) must adapt the program, which will address issues that guarantee that the student:
- Learn about the human body, its development and functioning, particularly with regard to reproductive system;
- Know and practice respect for physical integrity;
- Be responsible, prudent and careful with your body;
- Be respectful of other people’s bodies;
- Be able to recognize the consequences of early pregnancy;
- Learn about ways to prevent early pregnancy;
- Learn about the existence of different sexually transmitted infections and HIV/AIDS;
- Know how to prevent sexually transmitted infections and HIV/AIDS;
- Be able to prevent, recognize and report sexual violence and other sexual crimes;
- Know your rights when faced with possible acts of sexual crimes.
- Can have the confidence to talk about situations that affect their psychosocial environment; and
- Be able to speak with the appropriate language on the topics mentioned in the previous numbers.
According to the proposing congressman, Gabriel Silva, to achieve this objective, parents will be involved, scientific education will be promoted with trained teachers, in order to be able to deal effectively with the issue and avoid, through prevention, reaching the criminal sphere.

SMUGGLING OF AGRICULTURAL PRODUCTS IS TRIGGERED IN CHIRIQUÍ
Producers from the province of Chiriquí declared themselves on alert due to the increase in the smuggling of agricultural products, especially in items such as tomatoes, potatoes, onions, among others.
Ana Villarreal, producer, lamented what happened in the sector and asked other affected groups, such as cabbage and carrot producers, to join the state of alert.
Diego Lara, spokesman for the producers, said that September is the time when production increases and they have no idea how they are going to sell.
He added that the production costs are very high, so they are giving the authorities a week to find a solution, in order to control the increase in smuggling, which keeps their crops in the field without being able to give them outlets for sale.

POLES RECORD 40 AND 30 DEGREES CELSIUS ABOVE NORMAL
Antarctica did set a record for the lowest summer sea ice — records go back to 1979_, when it shrank to 1.9 million square kilometers (741,000 square miles) in late February, the snow and ice center reported.
Earth’s poles are experiencing abnormal simultaneous extreme heat, with parts of the Antarctic at temperatures 40 degrees Celsius (more than 70 degrees Fahrenheit) above average and parts of the Arctic above 30 degrees C (50 degrees F) than normal.
Antarctica’s weather stations broke records Friday as the region moved closer to fall. The Concordia station, located at an altitude of 3,234 meters (two miles), recorded a temperature of minus 12.2 degrees C (10 F), which is 40 degrees Celsius (more than 70 F) above average, while that the Vostok station, located even higher, reached 17.7 degrees C below zero (0 F), exceeding its historical mark by about 15 degrees Celsius (about 27 F), according to a tweet by Maximiliano Herrera, an expert who monitors extreme weather records.
Terra Nova Base on the coast was 7 degrees C (44.6 F), well above freezing point.
This caught officials at the National Snow and Ice Data Center in Boulder, Colorado, off guard, because they were paying attention to the Arctic, which was 30 degrees C (50 F) warmer than average, and the areas around the North Pole they were approaching or already at the melting point, which is really unusual for mid-March, said the center’s scientist Walt Meier.
“They have opposite seasons. You don’t see North and South (poles) melting at the same time,” Meier told The Associated Press on Friday night. “This is definitely an unusual event.”
“It’s pretty amazing,” he added.
“Wow. I’ve never seen anything like this in Antarctica,” said Ted Scambos, a glaciologist at the University of Colorado, who recently returned from an expedition to that continent.
“It’s not a good sign when you see something like that happen,” said Matthew Lazzara, a meteorologist at the University of Wisconsin.
Lazzara tracks temperatures at Dome C-ii in East Antarctica, and on Friday it recorded minus 10 degrees C (14 F), when normal is minus 43 degrees Celsius (45 F below zero): “That’s a temperature you should see in January, not March. In January it is summer there. It’s dramatic,” she declared.
Both Lazzara and Meier said what happened in Antarctica is probably just a random weather event and not an indication of climate change. But if it happens again or repeatedly then it could be something to worry about and part of global warming, they said.

The Antarctic continent as a whole was on friday about 4.8 degrees C (8.6 F) warmer than the 1979 to 2000, according to the University of Maine Climate Reanalyzer, based on climate models from the National Bureau of Oceanic and Atmospheric Administration of the United State (NOAA acronym in english). That temperature of 4.4 degrees Celsius (8 F) above an already hotter average is unusual; it’s as if the entire United States is 4.4 degrees Celsius (8 F) hotter than normal, Meier said.
At the same time, the Arctic as a whole was 3.3 degrees Celsius (6 F) warmer on Friday than the average from 1979 to 2000.
By comparison, the world as a whole was only 0.6 degrees C (1.1 F) above the average from 1979 to 2000. Globally, the average from 1979 to 2000 is about .3 degrees Celsius (.5 F) hotter than the 20th century average.
What makes the warming of Antarctica really strange is that the southern continent—save for its vulnerable peninsula, which is rapidly heating up and losing ice—hasn’t gotten much warmer, especially when compared to the rest of the globe, Meier said.

What likely happened was “a big atmospheric river” pumping warm and moist air from the Pacific to the south, Meier said.

NAYIB BUKELE’S GOVERNMENT’S WAR AGAINST GANGS HAS THE UN ON ALERT
El Salvador responds to rising gang violence.
The UN Human Rights Office expressed concern today about the measures taken in El Salvador to respond to the increase in gang violence, which have included the declaration of a state of emergency and increased sentences for minors.
“We understand the challenge that gang violence poses for El Salvador and the State’s duty to guarantee security and justice, but this must be done in accordance with international human rights law,” the spokeswoman Liz Throssell pointed in a press conference.
The official source stated that since the declaration of the state of emergency on March 27, police and military forces “have resorted to the unnecessary and excessive use of force” during operations deployed in areas controlled by the gangs.
Among the 5,747 detainees in these operations “it has been reported that some have suffered cruel, inhuman or degrading treatment,” Throssell said.
The spokeswoman also pointed out that recent amendments to the Salvadoran criminal code in the context of the current operation “cause a lot of concern from the point of view of human rights, by including high sentences, also for minors, while the guarantees of due process were weakened.”
Changes to criminal procedure include the possibility of trying gang members without them attending the trial, or keeping the identity of the judges secret, and the limit of two years of pre-trial detention has also been eliminated.
“Teenagers associated with gangs can now receive the same sentences as adults, and serve their sentences in adult detention centers,” Throssell warned.
El Salvador has been in an emergency regime for nine days after an escalation of murders that claimed the lives of more than 80 people, before which the Government of President Nayib Bukele has launched a “war against the gangs”, as his predecessors already did. *

OPENING OF THE SECOND PHASE OF TICKET SALES FOR THE QATAR 2022 WORLD CUP
Qatar 2022: FIFA launches the second phase of ticket sales for the World Cup.
The second phase of ticket sales for the Qatar 2022 Soccer World Cup, from November 21th to December 18th, began this Tuesday and will end on April 28th at 12h00 in Doha, the organizers announced.
“People whose demand for tickets was satisfied will be informed of the following stages on their request, by email, at the earliest on May 31th,” FIFA said in a statement about the Qatar 2022 World Cup.
Four types of tickets are available: for a particular match (in four price categories, with the last one reserved for residents of Qatar), for fans of a team for the whole of the group stage or for a match of the second phase in which your team is likely to participate, and tickets that give access to four matches in four different stadiums (in three price categories).
For spectators from abroad, the prices of individual tickets for the first phase are staggered between 250 and 800 Qatari riyals (between 62 and 200 euros, between 68.5 and 219 dollars) for a match. For the final, it will be between 2,200 and 5,850 riyals (between 550 and 1,460 euros, between 603 and 1,604 dollars).
Ticket fares reserved for Qatari residents range from 40 to 750 riyals (10 to 190 euros, 11 to 205 dollars) per unit.
On average, they are 30% more expensive than those of the previous World Cup in Russia in 2018.

Taking into account the short distances between the eight stadiums located within a radius of 50 kilometers from the center of the capital Doha, “for the first time, the public will have the possibility to order tickets for two matches taking place on the same day, at the start of the group stage”, FIFA also specifies.
