Holy Week in Panama is essentially a magical mixture of profound spirituality, combined with a delightful touch of angry men who can’t buy booze, and traffic… ….loooooot’s of traffic.  That’s right, if you haven’t stocked up on your favorite adult beverage by now, you’re out of luck aaaaaall weeeeeekeeeend loooooong….

OK, that’s not true, it’s just Friday.  I understand the reasoning behind what Panama calls “Ley Seca” or the “Dry Law”, but quite frankly in a world of juegavivos, someone is always going to find a way to get their fix of Old Parr, Gin Caballito or Ron Abuelo.  Usually, you’ll find everyone running to the stores and “chinitos” on Thursday.  Yep, you’ll see them as they exit their supplier-of-choice and note as they exhale in relief as they depart with their 750 mL bottle of pure happiness.

What appears to be hundreds of thousands of cars have already initiated the slow crawl of shame towards their own little patch of earth located somewhere between Chame and the Costa Rican border.  The pains of having to be couped up with the same people you try to avoid all week long will hardly be bareable, but you’re a responsible parent and your dreams of someday having a real vacation are almost in reach.  So, suck it up, meditate on jazz, play slug bug with your wife to relieve yourself of traffic-stress and remember to have your order of 10 cheese empanadas and 4 chichemes ready as you pass through the Obligatory Stop known as Quesos Chela.  You’ll be amazed to see how the check out line is still faster than the traffic passing through Capira itself.

But if you’re smart like we are, you won’t take that leap on one of Panama’s heaviest traffic weekends, second only to Carnaval.  Instead, you’ll find projects to work on at home like that bar that you never finished, the new bathroom’s floating vanity, or your buddy Jonas’ livewood dining table that needs to get done before your godson is born around at the end of the month.

(I can only pray that my floating vanity is going to look like this when I’m done.  And what better time to pray than Holyl Weekend?)

Yet, whatever you do, make sure you take the time to read through this article for some weekend tips and pointers.

HOLY WEEK IS HERE AND THESE ARE SOME PLACES OF INTEREST FOR TOURISTS

The beaches in the province of Bocas del Toro have beautiful natural landscapes to enjoy.

In addition to the religious connotation, Holy Week allows families to escape from routine and take a few days off, whether in the city or in the interior of the country.

Provinces such as Chiriquí, Bocas del Toro, Los Santos, Colón, and towns such as Penonomé, Boquete or the city of David are very popular with Panamanians and tourists who want to take advantage of Easter, according to information obtained by contacting various travel agencies. travel and tours operating in Panama.

For Andrés Villa, a journalist specializing in tourism, there are several places in the country that invite domestic tourism.

“Holy Week is a religious festival that is often familiar. People return to the towns of their origins, they go to the houses of their relatives, but the destinations of Panama are the classic ones, the interior of the country. It is a season where the hotels are at 100% capacity,” said Villa.

In Panama City, the Casco Viejo is an emblematic and historical point.

“If we start with the Pan-American highway area, the resorts in the Coclé and Playa Blanca areas are a good place to visit or stay. Also in Coronado, Corona and Gorgona there are a series of very interesting cabins that allow you to bring food, it is possible to cook and have a very pleasant family life right next to the beach; with the complement that in the towns there will be the processions of Good Friday”.

“In Azuero and Pedasí there are a series of hotels that are very nice with the great attraction of that sector, which are the beaches, for example, Venao beach and Iguana Island,” he declared.

As in the province of Chiriquí, where it is possible to spend a few days relaxing and reflecting. “The hotels offer good lodging, good rooms at the level of international tourism and you can go shopping. Boquete has a very good gastronomy, a series of nice hotels and the climate is different. There are also Río Sereno and Volcán, which are wonderful places.”

Travelers frequent the beach areas and inland towns. Regarding this, Villa stated that many of the foreigners who visit us are usually Canadians, in search of a good atmosphere on the beach, as well as many people from the city.

The township of Caldera, in the district of Boquete, Chiriquí is an attractive destination for rest.

“These places are used by Panamanians, but also on the beaches, the hotels are receiving tourists from Canada. The coast up from Colon and Panama City are good options. The hotels on the beach in Veracruz are also very interesting”, he pointed out.

In the capital

If the place of interest for travelers is Panama City and not towns in the interior, the areas of Amador and Casco Viejo are perfect places to disconnect the mind without having to make a very long or several-hour trip.

Villa mentioned that “Casco Antiguo and the Amador causeway provide a wonderful afternoon. There is also the Smithsonian, with marine exhibits; the famous cat alone; sea stars and all kinds of gastronomy. They can also visit Miraflores, to appreciate the transit of ships or visit Panama Viejo”.

The province of Los Santos, a destination very popular with tourists at this time of year.

The journalist pointed out that the most common activity carried out by travelers during these dates is traveling inland, and that alternatives such as cruises are not in high demand.

“The interior is the site that attracts, thousands of vehicles leave for different provinces. If you go to Chiriquí by plane, you may get there in 40 minutes.”

To conclude, Villa warned about the care and precautions that must be taken when celebrating these holidays, whether in the interior of the country or in the capital, considering the safety and importance of making responsible purchases, in addition to taking care of the benefits and natural beauties of the country.

About 30,000 to 40,000 people reported work suspension during the pandemic

About $900 dollars will be received by the companies for each contract they make through the Solidarity Employment program, explained the director of Employment of the Ministry of Labor and Labor Development (Mitradel), Alfredo Mitre.

The program that plans to generate some 30,000 jobs for the population dependent on the Panama Solidarity Program will be launched with a sample of 1,500 people.

Recently, Mitradel signed a cooperation agreement with the Ministry of Social Development (Mides) that contemplates an inter-institutional transfer of 27 million dollars for the development of the program.

Starting in May, the registration platform will be enabled for companies interested in participating in the project, Mitre explained.

Hiring cannot be less than 12 months, and the company will receive the incentive for each worker hired. This incentive is injected directly into the company to improve its business and is not linked to the payment of labor benefits of the worker.

Likewise, the vacancies must be included in the growth planning of the companies and not invented vacancies to collect the incentive.

“It is a program aimed primarily at micro, small and medium-sized companies that are the most affected by the pandemic,” insisted Mitradel’s Director of Employment.

It is a program for 2022 and Mitradel has the data and has identified the workers who were affected by the pandemic.

About 30,000 to 40,000 people reported work suspension during the pandemic, according to data from the Ministry of Social Development.

Miter clarifies that after the post-pandemic period, it is planned to maintain the technical file as a tool to encourage the hiring of people in conditions of vulnerability.

COURT DECLARES UNCONSTITUTIONAL LEAVE WITH PAY, WHICH MAYORS AND REPRESENTATIVES ENJOYED THE BENEFIT?

Mayors have salaries ranging from $600 dollars to $5,371 in ministries and other entities.

The Supreme Court of Justice (CSJ) declared paid leave for public officials unconstitutional.

In this way, the Court, under the presentation of Judge Cecilio Cedalise, responded to the lawsuit filed by the lawyer Roberto Ruíz Díaz regarding paid leave that benefited mayors and representatives of townships.

The Court considered that they violate articles 19 and 303 of the Political Constitution, which refer to the prohibition of jurisdictions and privileges, and to the fact that public servants may not receive two or more salaries paid by the State, with exceptions. legal, from which the prohibition to hold, simultaneously, two positions and receive remuneration from the public treasury is inferred, details a statement from the Supreme Court of Justice.

The Plenary also considered that the aforementioned fundamental rule is clear enough to categorically reject the duplication of income applicable to public servants or that of occupying positions that require simultaneous work shifts, with legal exceptions.

This, based on what is argued by the plaintiff, when he refers to the violation of the constitutional norm, by allowing the representatives, their alternates, mayors and deputy mayors, the benefit of receiving a salary without having worked in person, since it is the obligation of public servants personally exercise the function for which they have been appointed or chosen, which will give the right to receive fair remuneration.

A total of 30 mayors and 172 representatives enjoy paid leave, according to a report published by the Comptroller General of the Republic corresponding to the 2019-2024 five-year period.

Among the mayors who enjoy paid leave, the following stand out: mayors of Boquete, Bugaba, Remedios, San Féliz, Tolé in the province of Chiriquí; mayors of Natá and Olá in Coclé; those of Santa Isabel, Portobelo and Colón in the province of Colón; the mayor of Cémaco in the Emberá Wounaan region; six mayors of the Ngöbe Buglé region.

Likewise, the mayors of Ocú and Santa María in Herrera; Santa María, Los Santos, Pedasí and Tonosí in Los Santos; the mayors of Chepo and Chimán in Panama; San Carlos and Capira in West Panama; Cañaza, La Mesa, Las Palmas, Río de Jesús in Veraguas.

Mayors have salaries ranging from US$600 to US$5,371, as is the case of the mayor of San Félix, Raúl Jesús Váldes, who enjoys paid leave from the Ministry of Health.

Lawyer Roberto Ruíz Díaz estimated the savings that the State would have after the Court’s ruling at about $3 million dollars.

“The Court ends with, “We are advancing little by little cleaning up local governments,” said Ruiz Díaz.

Lawyer Alfonso Fraguela considers that the Comptroller of the Republic should inform the country how much these articles cost the Panamanian people, from the beginning of their validity until they were declared unconstitutional.

NEW YORK: PANAMA’S POSITION ON MARTINELLI BROTHERS ANALYZED

The Martinelli brothers are accused in the United States because much of the money laundering was done through New York bank accounts.

Prosecutors in New York said Monday that they are opposed to advancing the sentencing of the two sons of former Panamanian President Ricardo Martinelli, accused of money laundering, because they are analyzing the position of the Panamanian government, which argues that it is a victim in the case and therefore you should receive monetary restitution.

Prosecutors for the Eastern District of New York said in a letter to a federal court judge in Brooklyn that they are seeking and analyzing information regarding the position of the government of Panama, which has said it considers itself a “victim of crime” and asks that it that “the money from the crimes” of Luis Enrique Martinelli Linares and Ricardo Martinelli Linares be returned.

Both pleaded guilty in December to conspiracy to launder bribery money from Brazilian construction company Odebrecht. They are expected to be sentenced by a judge in May but both have asked for the sentence to be carried out earlier.

Both brothers face charges of conspiring with others to launder approximately $28 million in bribes from Odebrecht to a high-ranking official in Panama who is a close relative of the defendants, the United States says. The senior official in Panama was from 2009 to 2014, says the prosecution.

Ricardo Martinelli was president of Panama between 2009 and 2014, during a period of rapid economic growth marred by allegations of alleged corruption. The former president was arrested in Miami in 2017 and subsequently extradited to his country to face accusations of alleged espionage against politicians and journalists, of which he was acquitted. The former president aspires to compete for power again in 2024.

Prosecutors in New York said in their letter Monday that issues like restitution should be resolved at sentencing, but lawyers for the Martinelli brothers have said restitution could be discussed after sentencing.

The Martinelli brothers are accused in the United States because much of the money laundering was done through accounts in New York banks. The construction company Odebrecht pleaded guilty in 2016 in the eastern district of New York to being involved in a bribery and money laundering scandal. The construction company paid more than 700 million dollars in bribes to government officials, political parties and others in Panama and other countries in exchange for maintaining business and contracts.

WHO APPLIES FOR THE MORTGAGE LOANS OFFERED BY CSS?

The loans are exclusive for main insured.

The head of the mortgage section of the Social Security Fund (CSS), Luz de Garibaldo, reiterated on Tuesday that the institution offers policyholders up to $300,000 to finance their homes or mortgages.

Garibaldo explained that the credit activity program applies to all policyholders, both from the private company and from the government.

“The insured will have the opportunity to purchase their homes or make mortgage transfers to improve their income. They can use the loan to purchase horizontal or single-family homes,” the official told Telemetro Reporta.

To opt for financing, the insured must have two years of work continuity and have purchasing power depending on the housing model.

The option is also available to retirees, although the maximum age to apply is 75 years. Beneficiaries of the insured cannot apply. The loan is exclusively for the payment of housing.

According to Garibaldo, this program has been around for many years, but it is not that popular among the population.

“The term to pay is up to 35 years and the interest rate is 1% below that maintained by banks,” she added.

Garibaldo said that the benefits of this program inject money into the Disability, Old Age and Death fund.

To process your loan, you can go to the central office in Vía España or ask for information at the regional agencies.

THE OMBUDSMAN’S OFFICE REJECTS CHEMICAL CASTRATION AS A METHOD TO AVOID THE REPETIONS OF VIOLATIONS.

Chemical castration is contrary to the National Constitution and international conventions ratified by Panama, indicated Ombudsman staff.

Legal Advice Staff of the Ombudsman’s Office rejected the application of chemical castration to prevent recidivism in criminals as part of the considerations on the bill for the modification of the Penal and Criminal Procedure Code, in which they are evaluated in a subcommission destined to this purpose within the Government, Justice and Constitutional Affairs Commission, considering it to be a method that goes against the integrity of the human being

“Chemical castration is contrary to the National Constitution and international conventions ratified by Panama, since as an accessory penalty it constitutes in itself cruel, inhuman or degrading treatment and violates the Convention against Torture and Other Cruel, Inhuman or Degrading Treatment: In addition, it would constitute a new type of punishment that is not established in current criminal legislation,” said María Trujillo, of the Legal Advice Office of the Ombudsman.

In another of the issues evaluated, he said that the National Mechanism for the Prevention of Torture (MNPT), an office attached to the Ombudsman’s Office, proposes “the adoption of the definition of torture established by the 1987 Convention against Torture in which includes the participation not only of public officials but also of third parties with the acquiescence of the State, in addition to the imprescriptibility of the crime of torture in all its forms.”

He stressed that, in this way, we would be adapting our legislation to the international standards established by the Convention against Torture and, in turn, we would be complying with the provisions of article 4 of the National Constitution, which states that “The Republic of Panama abides by the rules of international right”.

The MNPT proposes that article 121 of the Penal Code be read as follows: “The penalty shall not prescribe for crimes of terrorism, torture, forced disappearance of persons, and crimes against international criminal law.”

The chairman of the subcommittee, Juan Diego Vásquez praised the participation of the Ombudsman for its valuable contribution to human rights in the discussion of possible changes to the procedural and criminal codes, which include increased penalties.

THE PROTOCOL FOR THE REQUEST FOR THERAPEUTIC ABORTION IS PUBLISHED IN THE OFFICIAL GAZETTE

Therapeutic abortion seeks to protect the health of the mother.

The orientation guide on the procedure to request the interruption of a pregnancy to the multidisciplinary commission for therapeutic conditions was published this Tuesday in the Official Gazette.

The document consists of 22 pages. Its objective is to provide recommendations for an adequate and efficient management when filing a request for termination of pregnancy.

According to the schedule established by the Ministry of Health, a gynecologist must first make the diagnosis of serious risk to the mother or fetus, then must communicate it to the patient, take the medical history and add the supporting studies.

Subsequently, the specialist doctor must prepare the request addressed to the multidisciplinary commission for its approval with the woman’s written consent.

Once the paperwork is completed in the commission, an immediate meeting is scheduled and a response is given within a period of no more than 72 hours. If approved, a note is made through the Deputy Director General of Public Health addressed to the health facility where the process will take place. Otherwise, a note is also made for the woman to continue with her medical control.

The period for the application must be less than 22 weeks. Therapeutic abortion is performed when the fetus is not viable or when it compromises the life of the mother.

In the event that the pregnancy is the product of rape, it must be reported to the authorities under preliminary investigation and must subsequently be approved in court, before 8 weeks of gestation.

It is the competent court that must make the request for therapeutic abortion.

After the procedure, the woman should receive guidance from the medical services.
