Each one of our dogs is a unique personality. I’m sure those who have multiple mutts see the same in their fluffy family. I returned from another adventure on the water last week and my reception was pretty much like this:

Mickey: English Cocker Spaniel, 10 years old – “Oh my GOOOOOD, you’re finally baaaaack!!! I can’t contain myself!!! Why is my body moving so much??? Oooohhhh boooooy!!!” Sees Megan approaching and then runs to hide.

Goofy: American Cocker Spaniel, 7 years old (having back problems) – growls at the others, “Back off, you moronic pieces of shit, only I love him, he’s mine, Rawr Rawr Rawr!!!”

Ragnar: Husky, 2 years old – Glances at me nonchalantly…. “So…. You’re home. Whoopety Doo-Dah”

Megan: Cocker-Pitbull Mix (long story), 5 weeks old – Attacks the Husky… …wins… pees. Couldn’t care less that I was there.

IS THE INCREASE IN CASES OF COVID-19 THE FORECOMING OF A FIFTH WAVE IN PANAMA?

Multiple variants of coronavirus have been detected in Panama.

The more than a thousand new cases of covid-19 reported in Panama during the last 48 hours (267 + 744) could be the prelude to the fifth wave.

In addition, it must be taken into account that the positivity in the tests has also increased. For this week it stands at 7.2%, while last week it was 5.5%.

Dr. Paulino Vigil-De Gracia observed days ago that last week there were 1,056 more cases than those reported the previous week, which could be part of the effect of not wearing masks outdoors and the displacement of Holy Week.

He added that in two or four weeks the effect on hospitalizations and deaths would be seen.

“There are clear signs that the start of the fifth wave in Panama is being brought forward two or three weeks. We must redouble efforts, remember that your protection reaches your loved ones and among them the most susceptible,” said the doctor.

Infectologist Javier Nieto has the same opinion, who considers that the increase in cases heralds the fifth wave.

In this sense, the doctor will highlight that the cases do not respond to the seasonal pattern but to the relaxation and flexibility of measures.

Nieto recalls that in this scenario it is important for the population to take the third and fourth dose.

“In the context of the beginning of the fifth wave, the fourth additional dose of the vaccine against covid-19 is required, particularly in those with chronic diseases and in treatment with immunosuppressants,” he pointed out.

This Wednesday, President Laurentino Cortizo also expressed his concern about the increase in the percentage of positivity.

“At the national level, I dare to say that we feel sure that the pandemic issue has passed. Yesterday’s positivity was 9.9%. We are talking about a considerable increase. That is not good. Those who have not been vaccinated should do so. “, stressed the president.

UNIONS SEE THE OBSTRUCTION OF FREE TRANSIT BY THE CLOSURE OF STREETS AS UNACCEPTABLE

Street closure in Chiriquí.

Given the street closures that have been registered in recent days in some parts of the country, different unions have spoken out in this regard and have affirmed that these affect the right to free transit and the management of the supply chain.

The president of the Chamber of Commerce, Industries and Agriculture of Panama, Marcela Galindo, pointed out that although the right to protest is recognized, it cannot be accepted that it harms third parties.

“No one wins in blockades like these, and it is unacceptable that traffic is obstructed on this important road; at a time when we seek to boost the economy, where producers have made a great effort to get their products to the markets,” he said, referring to the closure of the Pan-American highway.

This union also showed its concern about the impact that the closures may have on supply chains and the movement of cargo and goods.

In addition, they urged the authorities and the protesters to dialogue for solutions.

On the other hand, the Panama Chamber of Shipping also highlighted that with the closures the flow of the national logistics chain is interrupted.

“At a time when the private sector works tirelessly to reactivate the national economy, these stoppages of the road network affect the national supply chain by undermining the work of producers and exporters,” they said in a statement.

According to this union, the authorities are required to implement preventive measures and not strategies after the roads have already been blocked; They affirm that in this way free transit would be guaranteed.

In recent days there have been several road closures, including that of carriers in West Panama and that of some people in Chiriquí who demand road construction.

REPORT REVEALS MULTIPLE FORMS OF DISCRIMINATION SUFFERED BY INDIGENOUS GROUPS IN PANAMA

Discrimination against indigenous peoples, a pending task in Panama.

Despite efforts, Panama has failed to uproot violence, racism and discrimination against indigenous peoples, reveals reports on Human Rights Practices 2021 from the United States Department of State.

The document highlights that, despite the legal tools that order equal conditions for indigenous peoples in social, economic and cultural care, the government did not allocate the necessary funds to complete programs such as bilingual literacy.

It adds that indigenous people continue to be excluded from their legal rights to participate in decisions that affect their lands, their culture, their traditions, and the allocation and exploitation of natural resources.

It adds that in addition to the absence of effective public policies, indigenous people face social and labor discrimination, with employers often failing to offer indigenous workers the basic rights established by law, such as minimum wages, social security benefits, settlement and job stability. Workers on the country’s agricultural plantations (mostly indigenous people) continued to work in overcrowded conditions and without sanitary conditions.

He contends that the Ministry of Labor and Workforce Development exercised limited oversight of working conditions in remote areas.

Access to health care remained a significant problem in indigenous communities due to poor infrastructure and lack of staff and supplies.

“During the year, the Emberá health and sanitation infrastructure collapsed due to the increase in the flow of migrants from Colombia,” he highlights.

Recently, a scandal over alleged forced sterilizations, as well as claims for timely care for children and a population affected by leishmaniasis, were addressed by the Ombudsman’s Office.

The human rights activist, Lucy Córdoba, adds the conditions of vulnerability in which indigenous women live.

He cited the constant closures by the Nögabe Buglé community demanding significant improvements to the road infrastructure.

Although the public education system operated virtually, the comarcas typically had little access to the internet and radio signals. These technological barriers prevented indigenous students from accessing educational opportunities, the report concludes.

Afro-descendant groups

The document highlights little representation of the Afro-Panamanian community in government positions, in positions of political and economic power, as well as little social investment in areas where they lived.

He highlighted more than six complaints handled by the Ombudsman’s Office had received six complaints of racism related to the use of traditional African clothing in the workplace and the use of braids in schools.

Lighter-skinned people continued to be disproportionately represented in managerial positions and jobs that required customer service, such as bank tellers and receptionists.

THE PANAMA CANAL REPORTS THAT THE LABOR MANAGEMENT PLAN HAS BEEN LAUNCHED

Panama Canal Authority.

Given the demands of the Panama Canal Workers Union, the administration issued a statement stating that it launched the Labor Management Plan, with the purpose of filling all permanent vacancies, in accordance with the base line of positions of the organization, and in which all temporary and permanent workers who have their job applications up to date can participate.

They clarify that those who participate to occupy one of these positions must attend to the merit system that governs the organization.

The statement indicates that the base line is permanently required positions to ensure the uninterrupted operation of the waterway, and all the vacancies included here are subject to a competitive process by contest, in accordance with the merit system.

“To opt for the Labor Management Plan, temporary or permanent workers must have their job applications up to date: the temporary ones, in the internet employment portal (www.pancanal.com), and the permanent ones in the kiosk of the portal inside the Canal”, indicates the document.

They clarify that it is important to be clear that, due to the nature of the Canal’s operation, the oscillation of traffic demand and the execution of specific projects, there will always be a need to hire temporary personnel.

In addition, the Labor Management Plan does not have the objective of reducing the workforce in the organization, as the Administrator has clarified.

“The trade unionists demand the automatic conversion of all storms. The Administration ensures that the rules are respected and open the places to competition, giving opportunity to the most capable for what is necessary, without this implying automaticity, but rather competition”, they argue. It adds that, when a worker retires, this does not imply the elimination of his position, but his position is evaluated by the corresponding Management, as any other vacancy is evaluated before being filled permanently. Then, if from that analysis it is determined that, in effect, said position continues to be necessary, it will be filled by competition and based on the merit system of the Panama Canal.

DJI CLOSES IN RUSSIA AND UKRAINE TO AVOID MISUSE OF DRONES

Last week, DJI explained in a statement that its drones were not advertised or sold for military use.

Drone company DJI Technology Co has temporarily suspended its business in Russia and Ukraine to prevent the use of its drones in combat, in a rare case of a Chinese company withdrawing from Russia because of the war.

“DJI is internally evaluating compliance requirements in various jurisdictions. In the absence of the current review, DJI will temporarily suspend all business activities in Russia and Ukraine, the company said in a statement released Tuesday.

Many Western brands and companies have withdrawn from the Russian market following Moscow’s invasion of Ukraine, but Chinese firms have continued to operate in the country. Beijing has avoided publicly criticizing the Kremlin over the conflict.

Both kyiv and Moscow are believed to be using DJI drones in combat although the company maintains its products are for civilian use.

Last month, Ukraine’s Deputy Prime Minister Mykhailo Federov called in an open letter for DJI to stop selling drones in Russia, claiming that his troops were using “DJI products in Ukraine to direct their missiles to kill civilians”.

The AeroScope system installed on DJI drones enables the detection and tracking of other drones and their operators in the vicinity using special receivers. There is concern that Moscow could use this system to target Ukrainian drone pilots.

DJI has rejected the allegation that it leaked data on Ukrainian military positions to Russia after German retailer Mediamarkt cited the use of its drones by Russian troops as a reason for removing the company’s products from its shelves.

Last week, DJI explained in a statement that its drones were not advertised or sold for military use. “We will never accept that our products are used to do harm, and we will continue to strive to improve the world with our work,” he said.

Another Chinese company, the chauffeur-driven service Didi Global, backtracked on its decision to pull out of Russia following criticism at home for bowing to Western pressure.

CHILIBRE WATER PRODUCTION PLANT WILL REDUCE WATER PRODUCTION BY 50% NEXT FRIDAY AND SATURDAY

The Chilibre water treatment plant will work at 50% due to valve installation work.

For two days in a row, the Federico Conte Guardia water treatment plant in Chilibre will work at 50%.

The Institute of National Aqueducts and Sewers (Idaan) communicates that the production of the Chilibre water treatment plant will decrease to 50% from Friday, April 29 at 10:00 p.m. until 6:00 p.m. on Saturday April 30.

This irregular operation is due to the installation of two flanges on the 60” inlet and outlet valves of the new Aguas Claras storage tank of the new module that is part of the expansion project of the water treatment plant.

Parallel to these works, the contracting company MECO, under the supervision of the technicians of the Special Projects Unit of the Metropolitan Management, will carry out interconnection works on the 42″ conduction line at Parque Omar, as part of the improvement project. to the aqueduct of the corregimiento of San Francisco.

Due to the decrease in the production of drinking water, low pressure will be recorded in the low points of Panama City and lack of drinking water in the high points such as: via Tumba Muerto, via Transístmica, Clayton, La Locería, Betania, Los Angeles, Miraflores, Altos de Miraflores, Dos Mares, Villa de La Fuente 1 and 2, Santa María, Hato Pintado, San Francisco, Carrasquilla, Bella Vista, Altos de Panamá, Río Abajo, Parque Lefevre, Pueblo Nuevo, El Cangrejo and El Dorado.

Also, the high points of the district of San Miguelito, Panama North from Las Cumbres to Buena Vista and all the remote sectors of the network that comprise Panama East from Pedregal to Siesta de Tocumen will be affected.

As part of the contingency actions, an operation will be launched in conjunction with the MECO company to supply hospitals, polyclinics and health centers through tank trucks. In addition, the coverage of the Miraflores water treatment plant will be expanded to guarantee supply to the Dr. Arnulfo Arias Madrid Metropolitan Hospital Complex, Santa Fe Hospital, Santo Tomás Hospital, National Hospital and Oncology Hospital.

Idaan recommends that all customers take the necessary supply measures so that their activities are not interrupted. It is important to remember that the recovery of the system is not immediate, the supply will be gradually restored from the moment the work is finished.
