After much thought, I really can’t recall where I read this, but the world is simply on “Fear Overload”, and I’m personally just done with it. I’m also tired of feeling like I need to be the resident expert on which female super star pooped in who’s bed and why. I’m quite done with death statistics in the Ukraine, Ukrainian source vs Russian source, done with death statistics on COVID, done with death statistics on active shooters, done with death statistics on famous celebrities. Someone recently sent me a Meme; “I feel sorry for the poor slob who lives alone on a deserted island, not knowing how terrified he’s supposed to be, because he doesn’t have access to the news.”.
I’m tired of the stock market slump, crypto crash, exaggerated fuel prices and exorbitant credit card rates.
Yes, it’s all horrible and I wish it wasn’t happening, but there really truly isn’t much that I can do about it except turn the news off. I’ve caught myself falling for this myself, but I think it’s high time we drop the bad habit of needing to see and know what’s going on “out there” and focus on what’s going on “right here”.
I have our “Restaurant Review” up and running now. It’s high time we start looking for some candidates from within our own communities who should be praised not for their stardom, but as a pilar of moral standards for the rest of us. I’d start with myself, but I’m not sure I fit this level of excellence. So, next week, we’re going to surprise someone with an article about their merits and love for their community.

MINSA REPORTS 213 CASES OF ACUTE DIARRHEAL DISEASE

MAJORITY OF THE ACTIVE ELECTORAL POPULATION OF PANAMA IS REGISTERED IN POLITICAL PARTIES
The totality of people adhered to the political collectives represents 55% of the active electoral population.
Despite the harsh criticism against the Panamanian political class, most of its active electoral population is registered in political parties.
The last report of the Electoral Court (TE) from the beginning of June 2022 indicates that there are 1,634,825 citizens registered in political groups, both recognized and parties in formation.
The totality of people adhered to the political collectives represents 55% of the active electoral population.
That report highlights that only 1,336,503 people on the Electoral Registry are not registered in political parties, which represents 45%.
Currently, the Electoral Court manages an Electoral Registry of 2,971,328 citizens eligible to vote.
But why is it that people enroll in political parties , despite how questioned the political class is? Specialists in the political issue raise several reasons, none of them is related to principles, ideology, government platform , or political formation .
Political analysts strongly believe that most of the population joins political groups for different interests.
“Many sign up to help a family member or acquaintance, so that they can later receive a certain benefit,” Danilo Toro points out .
In the order of adherents, the ruling PRD remains first with 690,827 members, despite the fact that in recent months it has lost 9,418 members.

Evidence of a resignation?
A pope in a wheelchair, an unprecedented consistory to appoint cardinals in August and a visit to the city where Celestine V , the first pontiff to resign, is buried, have fueled speculation about the possible end of the pontificate in half the world, but nothing indicates that Francisco has that intention.

STUDENT ENROLLMENT INCREASES AT THE TECHNOLOGICAL UNIVERSITY OF PANAMA

The rector of the Technological University of Panama, Héctor Montemayor, said that student enrollment registered a slight increase this year, after the return to face-to-face classes.
According to the engineer, this increase (in face-to-face mode) is around 2,000 more students nationwide, compared to the usual number registered by this university before the arrival of covid-19.
The current enrollment of the Technological University is 26,697 students. For the first half of 2019, the last regular year before the pandemic, enrollment stood at 25,143.
Montemayor stressed that the focus of the UTP at this time, in which the pandemic has accentuated the importance of the virtual environment, is to strengthen the area of research.
“During the pandemic we worked on ventilators. Another way to monitor the impact (of crisis-driven changes) is through research. We also focused on updates to curricula in order to develop skills and generate new qualities,” said Montemayor.

Minister Joly; the chancellor of Chile, Antonia Urrejola; Samantha Power, administrator of the United States Agency for International Cooperation (USAID); and the Panamanian Foreign Minister were panelists at the Women’s Leadership Forum: Advancing Gender Equality and Democracy in the Americas, where she presented the “Panama Plan to Promote the Participation of Women in Public Positions,” in the presence of Panamanian María del Carmen Plata, Secretary for Access to Rights and Equity of the OAS; Alejandra Mora Mora, Executive Secretary of the Inter-American Commission of Women (CIM/OEA) and Clarissa Etienne, Director of the Pan American Health Organization (PAHO).
As part of her work agenda, and in reinforcement of the Climate Diplomacy strategy developed by the Foreign Ministry, Minister Mouynes attended the joint declaration for the protection of the oceans, “America for the protection of the Ocean”, which Panama signs together with Canada, Colombia, Costa Rica, Chile, Ecuador, United States, Mexico and Peru.
Foreign Minister Mouynes also spoke at the closing session of the VI Youth Forum of the Americas, followed through the networks by more than 2,000 young people, along with the president of Colombia, Iván Duque, and the Peruvian ambassador to the OAS Harold Forsyth, with whom he highlighted the importance of ensuring real spaces of representation for young people in decision-making.
In that same space, he coincided with the president of Peru, Pedro Castillo, with whom he discussed the successful proposal to include environmental education as part of the academic curriculum of primary education grades.
During her speeches, as part of the delegation that accompanies the President of Panama to the IX Summit of the Americas Building a sustainable, resilient and equitable future, the Minister of Foreign Affairs established the Panamanian will to promote initiatives leading to jointly solving the problems in common that the region faces, not only due to the effect of the pandemic but also due to the similar shortcomings and vulnerabilities of the countries of the continent.
“From the conservation of our rich biodiversity to the necessary economic reactivation, everything goes through consensual international action. Without frank dialogue and supportive collaboration, we will repeat our own mistakes”, Mouynes pointed out about the necessary continental conversation.
The minister accompanied President Cortizo this Thursday in the first plenary session of the Summit, whose debate has focused on four priority areas: Health, recovery and resilience, which addresses the effects of COVID-19; Future Green, which faces the climate crisis, development of social and physical infrastructure for greater sustainability and resilience; Growth and Prosperity with Equity, which addresses inequality and seeks an inclusive future and strong and inclusive Democracies to face challenges such as the pressure exerted on governments and societies by the pandemic.
At the ministerial level and in the framework of the IX Summit of the Americas, Foreign Minister Erika Mouynes signed the following documents and declarations:
- Memorandum of Understanding in Support of the Eastern Pacific Marine Corridor between the United States, Panama, Colombia, Costa Rica and Ecuador
- Adherence to the Ministerial Economic and Health Dialogue (EHA)
- Joint Declaration to promote the Strategic Dialogue between Canada and the Members of the Alliance for Development in Democracy.
The hemispheric meeting continues this Friday and it is expected that the Panamanian delegation will return to the country tomorrow, Saturday.
THEY RESCHEDULE FOR SEPTEMBER HEARING OF ACCUSATION AGAINST PRIEST FOR ALLEGED SEXUAL CRIMES TO THE DETRIMENT OF A MINOR
The investigations against the priest separated from the Gualaca Parish began with a complaint filed by the minor’s mother.
The Judge of Guarantees , Erick Polanco, rescheduled for next September 13 the accusation hearing of the separated priest Arístides Rodríguez Otero, 58, for the alleged crimes of aggravated rape , libidinous acts and exhibitionism to the detriment of a minor 5 years.
The decision of the judge of guarantees was given after receiving a health certificate from the private defender Elvis Valdés, which prevented him from participating in the hearing that was planned for this Thursday at 10:00 this Thursday morning at the headquarters of the System Accusatory Penalty (SPA) of the Judicial body in David .
The court was attended by the prosecutor María Batista, who is leading the investigations against the priest for the alleged crimes and the private complaint Vielka Cubilla.
During the act of suspended hearing, the judge took the opportunity to notify the parties about the new established date.
In the intermediate hearing that was rescheduled for September, the Public Ministry and the defense of the priest separated from the Gualaca Parish must present the documentary, expert, testimonial evidence that will be used during the substantive hearing, whose date must be established by the Judge of Guarantees.
Both parties may object to the evidence presented and support why they object and the judge will finally decide whether they are accepted or not.

On October 4, when the first period of 6 months granted to the Public Ministry for the investigation expired, the personera of Gualaca, María Eugenia Batista, requested that the case be elevated to complex, being accepted by a Judge of Guarantees and they were granted three months plus which expired the third week of January of this year.

- Angel Guardian : grants financial support of B/.80.00 per month, to cover their food and medicine needs and thus improve the quality of life of people with severe disabilities in dependency and extreme poverty.
To receive some type of aid, interested persons need to meet different requirements requested by the estate. Given this, more than 10,000 people enter their data annually in the different programs, however, only 4,000 are approved.
During these weeks, the payment of monetary transfer conditioned to programs will be made such as 120 a los 65, Ángel Guardian, Red de Oportunidades and Banco Alimenticio Nutricional that charge for Social Key cards.
The entity has mentioned that the disbursement for these payments amounts to 58.9 million dollars where 156, 609 Panamanians will be able to acquire this benefit.

US TO WAIVE COVID-19 TESTING REQUIREMENT FOR TRAVEL

A senior US government official revealed Friday that the administration of President Joe Biden will remove the requirement that international travelers take a COVID-19 test within one day before taking their flights to US soil. With the step, one of the last government mandates aimed at containing the spread of the coronavirus will be relaxed.
The mandate will expire in the first minute of Sunday ET, the official said. The Centers for Disease Control and Prevention ( CDC ) has determined that the requirement is no longer necessary.
The official, who spoke on condition of anonymity in order to advance the formal announcement, said the CDC would reassess the need for the testing requirement every 90 days and that it could be reinstated if a worrying new variant of the coronavirus emerges.

LE BISTROT RESTAURANT
This hidden gem has been around for quite a while. Located on Calle 53, Centro Comercial Florida, just a block from the Paitilla Hospital, Le Bistrot has been entertaining businessmen for nearly 40 years. Their menu is located online at https://www.pidelebistrot.com/ but we decided to dine in. I hadn’t been back here since the 1990’s, but even with the change of management, the ambiance was as magnificent as always.
A friend and frequent visitor of the restaurant ordered for us. Three simple plates, appetizers actually, were all we needed to fill our hearts´ content. We ordered Cod Croquettes, Deep Fried Calamari, and Shrimps with Chili (Camarones con Guindilla on the Spanish menu). The croquettes were delightfully flakey, Calamari tender and the Shrimps were cooked to perfection. And when I say perfection, I mean, whoever their chef is, you need to pay him double. He got them SPOT ON with that “snap” they should make when you bite into them. And although they were made with a little heat, the garlic and olive oil helped to tone it down to a perfect little dish that I’d go back for whenever I get the chance.
The ambiance, as I mentioned above, is magnificent. Why? Because they haven’t changed the design since they built it. That 70’s design concept really held up to the test of time and is the perfect place for businesspeople of the area to meet. I mean, you can actually feel the power and smell the opulence as the patrons enter “les locaux“.
We did not indulge in dessert, but I’m told they have the absolute BEST “Tres Leches” in Panama. Of course they do. Damn it, I picked a bad time to go back on my diet… …and to quit crystal meth…
