As we walked through O´Hare International Airport, for our return to Panama, I took note as to how my son Brandon would gaze eagerly upon the inexhaustible number of candy stores and other sweet shops.  Our trip to Wisconsin had ended, but apparently his appetite for chocolates, pies and other sugar-packed goodies had not.  We walked past another and this time I heard him express softly under his breath, “oooohhh, that looks nice” to what could only be described as yet another diabetes-provoking, fluffy, gooey, chocolaty, thing-a-ma-bob.  And as if some magnetic force was drawing him in, his intended trajectory changed ever so slightly, curving moderately towards the candied mass of poison.  “Noooo, Brandoooon, step away from the sweets!”, I called out to him over-dramatically.  Not missing a beat, he responded with hands flailing and body stumbling, “I can’t help it Dad, quick save me before it pulls me in!”  I grabbed his arm “saving” him from certain doom.  We laughed, but then behind us Brett Jr called out in agony, “It’s too late… go on without me.”, he gasped.  I turned around and here he is, Mr Goofball extraordinaire, plastered against the racks of candy, smirking with a look of satisfying anguish.  “The adolescent magnet’s got me!” (referring to the candy).  I couldn’t have picked a better travel crew than these guys.  Not a moment of our trip passed without some quirky remark, sarcastic retort, or lame-brained comment.

As for my Queen, well, she picked up a new nickname, thanks to the boys.  The entire trip was spent listening to her comment on the weather.  (I chose “comment” over “complain” for the sake of my own future.)  “One crisp 50-degree Door County morning, we were all snug in our beds and Ms Triathelon decides she’s going to go outside and exercise.  The event went pretty much like this:

0600hrs:  Alarm sounds off.  “I’ve eaten too much, I need to go for a run.”, she mumbles.

0612hrs:  The queen exits the bed after much contemplation.

0613hrs:  Dressed for action, head to toe in Nike apparel, she exits our hotel room as the boys continue to saw logs.

(2 full minutes of silence… …and bliss)

0615hrs: The security lock on our door buzzes open and a shivering Latina jumps in my bed.

0616hrs: After a full minute of intense shaking and teeth-chattering, it speaks, “Oh hell no, I’ll never leave this room ever again! It’s too cold.”

And that was all she talked about.  “The morning’s too cold.”  “The campfire’s too hot.”  “The metal of this trolley seat is freezing.”  At some point, I’m positive she pulled out a thesaurus as she mixed it up a bit with several synonyms for “cold” including chilly, cool, freezing, icy, wintry, crisp, frosty, frigid, bitter, biting, piercing, numbing, sharp, raw, polar and arctic.  But my favorite phrase from her was “It’s too damn Wisconsiny out today!”

One queen-shivering evening as we were resting in bed, the boys were chuckling to themselves and finally asked their mom, “Mom, did you have any nicknames when you were in school?”  “No.”, she bluntly responded, trying to ignore the cold and find her sleep zone.  “Well, we got one for you…”, Brandon said.  Sayira sat up, preemptively unimpressed.  I got scared.  “Well?”, she challenged them.

“We’ve decided to call you ‘therMOMeter” from now on.”  …And yet, somehow we all survived.

In this sense, the Food and Drug Administration (FDA) and the Centers for Disease Control and Prevention of the United States approved the application of the vaccine to this age group.

Panama has already appointed a group that is working to establish agreements with the pharmaceutical company Pfizer, in order to acquire the necessary doses.

The senior official announced that at the meeting of the vaccine board this Monday the issue would be deepened.

Once the recommendations are ready and President Laurentino Cortizo approves them, the procedure could be completed.

WHAT IS THE DIFFERENCE BETWEEN THE COVID-19 MEDICINES PAXLOVID AND MOLNUPIRAVIR?

Panama is the first country in the region to use Paxlovid.

As of today, the administration of the drug Paxlovid begins in high-risk patients with Covid-19, indicated the Ministry of Health (MINSA).

Molnupiravir is another of the drugs used in the country to reduce hospitalizations, deaths, and severe complications, but what is the difference between the two?

Paxlovid, produced by the pharmaceutical company Pfizer, is a combination of two antivirals (ritonavir and nirmatrelvir), one known for its use against HIV infection and the other designed specifically to fight SARS-CoV2.

Molnupiravir, is a small molecular weight antiviral prodrug developed by the pharmaceutical company Merck Sharp & Dohme (MSD).

Who are they used on?

The first of them is indicated in non-hospitalized adults, over 18 years of age, who do not require supplemental oxygen and are prone to developing the disease in a serious way.

And the second is for patients with mild and moderate cases at risk of serious illness due to health problems such as obesity, diabetes, and heart failure, among others. This also includes unvaccinated and immunocompromised patients.

Effectiveness

According to Pfizer, Paxlovid is 89% effective, that is, 30% more than Molnupiravir, which reduces the risk of hospitalization and death by 50%.

With the arrival of this drug, there are three drugs in the country to combat the disease. Paxlovid and Molnupiravir (orally) and Remdesivir (intravenously).

Making Panama the first country in the region that has all the medicines that exist so far to contain Covid-19, according to health authorities.

All will be applied in the first phase of contagion in patients at risk.

Regarding treatment, there are no differences between the administering of the two drugs, since both must be taken twice a day, for 5 days, 30 tablets in total.

CITY OF HEALTH OPENS WAY TO THE FACILITY OF ANGIOGRAPHERS

The installation of an angiograph takes about 15 days, because not only the mechanical part is installed, but also the connections of the different systems.

The equipment of the operating rooms of the Cardiovascular and Thoracic Institute in the City of Health of the Social Security Fund (CSS) is advancing at a good pace: two angiographs have already been installed, of the six that were planned to have in this facility.

This was reported by Alex González, national executive director of the Health Services and Benefits of the CSS, who explained that these teams are important since they allow —through an examination— to determine if the patient has an obstruction or an injury in the vascular part of the heart.

In addition, it is a team that provides images of the vascular system in real-time, which allows therapeutic procedures to correct any situation that the patient presents during surgery, he detailed.

González stressed that six angiographers will be installed, four that will be separate and two that will be in the hybrid operating rooms. “With hybrid operating theaters, we have the advantage that if the patient has an injury, it can be operated on without having to be transferred to any other place.”

The authorities plan that the third angiographer will arrive today, June 20, for which they have carried out all the necessary coordination for its installation, since the objective is to have all the equipment by July 12, when this Cardiovascular Institute begins to operate. and Thoracic.

The cardiovascular and thoracic area will gather between 500 and 600 people, including nursing technicians, nurses, support staff, cardiovascular doctors, pulmonologists, and other health professionals who will participate in these surgeries, added the CSS official…

In July 2021, after the Spanish company Fomento de Construcciones y Contratas (FCC) ceded the project and withdrew the arbitration against Panama, the Cabinet Council authorized the CSS to sign with the Construcciones Hospitalarias consortium and the insurer Mapfre Panamá, S.A. “a transactional agreement” to reactivate the work.

Work in the City of Health resumed on November 15, 2021.

Mapfre Panamá S.A., as guarantor of the contract, proposed that the Panamanian consortium made up of construction company Riga Services, S. A., Aprocosa (Administración de Proyectos de Construcción, S. A.) and CMG (Construction Management Group, S. A.) continue the execution of the project, which It has a cost of 999.8 million dollars.

MASK IN PANAMA: WHEN WILL IT COME TO AN END?

Use of mask.

The use of a mask in closed spaces could come to an end in Panama in the coming weeks, as the Minister of Health (Minsa), Francisco Sucre, pointed out that the institution is evaluating the results of strategies such as the use of medications to treat COVID.

The person in charge of the Health portfolio, assures that once the results have been seen, they will present the issue to the advisory council, the elimination of the mandatory use of a mask, a process that can last 15 days to be presented to the president of the republic.

What does the advisory council think?

that the restrictions to avoid contagion, such as the use of a mask, must already be eliminated and the disease must be managed as endemic, said Francisco Sánchez Cárdenas, doctor and member of the advisory committee for the Minsa.

Although the measures and restrictions taken by the Ministry of Health have given good results, during the fourth and fifth wave of infections, the possibility of eliminating the use of a mask should be a considered option; assured the doctor.

Sánchez Cárdenas said that since the end of May the number of infections and deaths due to covid-19 have begun to decrease. But the use of the mask must be seen by society as a means to avoid contagion of other diseases.

Coronavirus data in Panama

Only on Sunday, 1,143 new cases of covid-19 and 4 deaths from this disease were registered in Panama, the Minsa reported through its epidemiological report. With these new figures, the total number of infections accumulated in the country rose to 903,529 and the number of deaths to 8,323. The fatality rate is 0.9%.

Paxlovid treatment for the management of covid-19 has arrived in the country. Recently, the antiviral drug Molnupiravir also arrived in Panama. According to Minsa, the use of these drugs will help reduce hospitalizations of patients with covid-19.

PREVENTION NOTICE ISSUED FOR WAVES IN THE PACIFIC UNTIL JUNE 24

Sinaproc asks swimmers and captains of light boats to take extreme security measures during the wave warning.

The National Civil Protection System (Sinaproc) of Panama issued a warning of prevention due to waves in the Panamanian Pacific, until Friday, June 24.

According to the Department of Hydrometeorology of Etesa, waves with heights of between 1.0 and 1.6 meters are expected in periods of between 17 and 21 seconds.

Maritime areas under notice:

  • Eastern Caribbean: Coasts of the Darien, Gulf, and Bay of Panama (waves between 0.8 and 1.4 m high)
  • Central Caribbean: Azuerp Peninsula and Coclé (waves between 1.0 and 1.5 m high)
  • Western Caribbean: Chiriquí to the south of Veraguas (waves between 1.0 and 1.6 m high)

According to the Department of Hydrometeorology of Etesa, the sea bottom is observed throughout the Pacific slope from this Wednesday. Given these conditions, the increase in rip currents on the beaches is very likely, Sinaproc indicated.

Before this event, Sinaproc asks to abide by the prevention measures:

  • Bathers and captains of light boats must take the usual security measures.
  • Avoid carrying out activities in coastal areas.
  • If you are going to sail in light craft, make sure you have personal flotation devices and communication radio in good condition.
  • If you live near coastal areas, be aware of waves that can be life-threatening and cause flooding.

Sinaproc urges the population to stay informed through official sources of any event that may be registered and to take preventive measures. For emergencies contact 520-4429.

LATIN AMERICA ADDS NINE PRESIDENTS FROM THE LEFT, WHY THE TURN TOWARDS THAT SYSTEM?

Analysts suggest that just as some leftist governments are questioned, there have also been good efforts.

With the election of Gustavo Petro as president of Colombia, as of August 7, 2022 there will be 9 leftist leaders in Latin America, practically 45% of all 20 nations considered to be part of this region.

Of the total number of left-wing presidents, five are from South America, two from Central America, one from the Caribbean and one from North America.

This figure could increase to 10 in October if Luiz Inácio Lula da Silva wins the Brazilian elections and returns to the presidency of that South American nation.

The countries considered as part of Latin America are: Argentina, Bolivia, Brazil, Chile, Colombia, Costa Rica, Cuba, Ecuador, El Salvador, Guatemala, Honduras, Mexico, Nicaragua, Panama, Paraguay, Peru, Puerto Rico, Dominican Republic, Uruguay and Venezuela.

The leaders of Latin America who are currently on the left, without mentioning Gustavo Petro who will take office in August, are: Andrés Manuel López Obrador from Mexico, Miguel Díaz-Canel from Cuba, Iris Xiomara Castro Sarmiento de Zelaya from Honduras, Daniel Ortega from Nicaragua and Nicolás Madura for Venezuela.

They are joined by José Pedro Castillo Terrones from Peru, Alberto Ángel Fernández from Argentina and Gabriel Boric Font from Chile.

But what causes the population to get fed up with right-wing governments? There are many answers according to political analyst Jaime Porcell.

He argues that the electorate is fed up with corruption, broken promises, and embezzlement of public funds to the detriment of the region.

Porcell emphasizes Colombia, where he considers that the population has already had enough of seeing right-wing governments pass without the situation improving.

He is of the opinion that Gustavo Petro will not have an easy situation, but he will depend a lot on his work and that of his team to achieve a good evaluation by the Colombians.

He recalls that just as there have been highly questioned leftist governments, there have also been some worthy of imitation.

The left-wing leaders whose management is remembered in the region and are worthy of imitation is that of the Uruguayan José “Pepe” Mujica, and the Chilean Verónica Michelle Bachelet Jeria.

In the midst of this situation that exists in some Latin American countries, in Panama it is still not possible to speak of a well-organized left.

In Panama at the moment the only group considered to be on the left is the FAD, however they have not yet been able to register as political parties and the two times they have gone to elections they have not managed to survive due to little support.

There are those who consider that the left in Panama has not been able to reach the population, although they state that they face obstacles from the system itself.

The left in Panama has proven to be very sectarian, instead of joining various sectors; poses a very radical speech in a nation that has already experienced a military dictatorship, among other factors.

DEFENDER VERIFIES SHORTAGE OF MEAT FOODS IN CSS AND OPENS COMPLAINT

Inspection of the Ombudsman at the Arnulfo Arias Complex of the CSS.

The Ombudsman’s Office opened a complaint about the shortage of meat foods both in the cold rooms and in the food storage area and on the menu of the Arnulfo Arias Madrid Hospital Complex of the Social Security Fund (CSS).

This occurred after an inspection by Julio De Gracia, director of Human Rights Protection of the Ombudsman’s Office; determined that this effectively represents a violation of the rights of patients.

“We have inspected the Food Department of the Social Security Fund where we have realized that there is a shortage of meat, protein, and other types of food products,” he said.

It should be noted that recently the relatives of the patients and officials of the Department of Dietetics have denounced the lack of balanced food in this complex, which they describe as unfair, because it does not allow those who are being treated to recover effectively.

The entity reported that it will later present a report where it will reflect the irregularities found in the inspections since they are carrying out reviews in several hospitals nationwide.

The Ombudsman, Eduardo Leblanc, has also inspected the Gustavo Nelson Collado and Cecilio Castillero hospitals in Herrera and the Anita Moreno hospital in Los Santos.

AFTER 12 YEARS, MI BUS PLANS TO RENEW THE BUS FLEET

The Mi Bus company needs more money to be more viable and also needs an autonomous structure like the Panama Canal and the Tocumen International Airport.

Mass Transport of Panama, S.A. (Mi Bus) -administrator of the public transport service in the districts of Panama and San Miguelito- plans to replenish its bus fleet, which currently has 1,436 units.

This was reported by the general manager of Mi Bus, Luis Campana, who specified that the fleet is 12 years old and has an average of 650 thousand kilometers rolled, so it is necessary to start the process to tender the purchase of new buses.

He explained that, in addition to the traditional 12-meter buses, they also plan to buy 9-meter units so that they can enter narrow streets where the others do not fit.

In addition, he added that the plans also include the acquisition of 400 electric buses.

Campana explained that they cannot replace the entire fleet with electric units, since these have a limited autonomy of up to 250 kilometers and, therefore, would be inoperative on some of the routes in the metropolitan region.

With the purchase of electric buses, the transport company seeks to comply with the electric mobility law (Law 162 of May 2022), which establishes that by 2025, 10% of the fleet must not depend on fossil fuels.

The replenishment of the fleet could help lessen the problems the company faces due to the paralysis of about half of the units due to damage or lack of maintenance, he said.

Before the covid-19 pandemic, Mi Bus had between 15% and 20% of the fleet –of 1,436 units– in preventive and corrective maintenance, that is, between 215 and 287 units, respectively.

Today, due to the logistics situation, this figure practically doubled. In other words, there are fewer operating buses if the 300 stopped due to lack of spare parts are considered.

The company does not believe that the situation will be resolved soon, since the parts will begin to arrive in the country in the remainder of this month.

“We project that we will be able to have the fleet available within two or three months,” Campana said.

The last time the Mi Bus company bought metrobuses was in 2017, when it acquired 203 Torino model vehicles.

The metrobus system began operations on December 28, 2010, replacing the “red devil” buses, which provided service in the country for decades, despite the fact that they were the subject of multiple complaints from users.

According to the Public Ministry, B/.5.6 million have already been endorsed by the Comptroller General of the Republic to be deposited in the accounts of the National Treasury.

The compliance judge, Héctor Zarzavilla, accepted what was raised by the Anti-Corruption Prosecutor’s Office on the need to make the Odebrecht company comply with the execution of the pecuniary sanction, through a court order.

During the hearing, the director of Legal Counsel for the Panama Metro confirmed that the maintenance of the Metro is in charge of other companies contracted by the State, which provide the service uninterruptedly, therefore this order to withhold payments to the Odebrecht companies does not affect their operation.

US SENATORS UNVEIL BILL TO RESTRICT ACCESS TO FIREARMS

House Democratic Majority Leader Chuck Schumer.

US senators unveiled a bill on Tuesday to restrict access to firearms in a bipartisan effort to contain an epidemic of deadly shootings.

This bipartisan gun safety legislation is progress and will save lives. While not all we want, this legislation is urgently needed,” House Democratic Majority Leader Chuck Schumer said in a statement.

The group expressed confidence that the text will have enough support among the hundred senators (50 Republicans and 50 Democrats) to reach the hands of President Joe Biden as soon as next week.

Lawmakers have labored under pressure for weeks amid renewed attention to gun violence after the killings of 19 children at a school in Texas and 10 African-Americans at a supermarket in New York state, both in May.

The last federal gun control law passed in 1994 prohibited the manufacture of assault rifles and high-capacity chambering for civilian use.

But it expired a decade later, with no new reforms passed, despite the rise in the average number of daily shootings, which this year reaches 11, according to the group Gun Violence Archive.

The bipartisan group of senators agreed to a framework June 12 that includes stronger background checks for gun buyers under 21, and increased resources for programs on mental health and school safety.

PANAMANIAN STATE WILL PAY $11 MILLION TO 15 VICTIMS OF THE DICTATORSHIP

COFADEPA-HG obtains compensation.

The State of Panama will pay just over 11 million dollars to 15 victims of the military dictatorship (1968-1989), as established by the Inter-American Commission on Human Rights (IACHR) and accepted by the parties in a friendly settlement agreement, An official source reported this Monday.

The Comptroller General of Panama endorsed the payment of compensation, which is for a total amount of 11,024,410.83 dollars, which will be paid in three installments of 3,674,803.61 each, said this public entity in a statement.

The Panamanian Executive “committed and authorized, as part of the national debt, the compensation of 15 victims described in point 3 of the Settlement Agreement of case 13.017-C admitted by the Inter-American Commission on Human Rights (IACHR), acknowledging the responsibility for the events that occurred to the victims,” said an official statement.

The payment was decreed “according to the criteria developed in the Inter-American Human Rights System for the compensation of imprisoned, mistreated, tortured, murdered and/or disappeared victims.”

The amount was calculated “through actuarial analyzes that have taken into account socioeconomic status, age, life expectancy, education, projected average income and finally the inflation rate calculated by the National Institute of Statistics and Censuses of the Comptroller General of the Republic ( INEC), measured by the Consumer Price Index”, explained the Comptroller General.

In a friendly settlement report for case 13.017C, issued in June 2019, the IACHR explained that the process was raised in October 2003 by the Committee of Murdered and Disappeared Relatives of Panama, Héctor Gallego (COFADEPA-HG) and the Committee of Relatives of the Disappeared of Chiriquí (COFADECHI).

The petition alleged that, in a context of violence and abuse of power that would have prevailed during the military dictatorship established in Panama from October 11, 1968, to December 20, 1989, 109 people would have been victims of extrajudicial executions or forced disappearances presumably attributable to elements of the State security forces.

In the report, the IACHR indicated that in December 2018 it was informed that the parties had bilaterally begun negotiating a friendly settlement agreement, which was finalized in May 2019 in the case of 15 victims and 66 family members. to the friendly settlement agreement.

In its June 2019 report, the Inter-American Court noted that the Panamanian State was “advancing in other friendly settlement negotiation processes related to the other victims” of case 13.017-C.

The petitioners alleged the forced disappearance and extrajudicial execution of 109 people between October 1968 and December 1989, in Panama. According to the allegations, these violations would have been committed by officials of the military regime, in accordance with the general policy of eliminating opponents that would have been established by the military government,” said the IACHR report.

THIS WEEK’S RESTAURANT REVIEWS

PAUL Bakery at the W Panama

One of the things that I can’t stand about some restaurants in Panama, is their lack of ambiance.  Talking to my buddy John Dovey a few weeks ago, he noted how some restaurants will go out of their way and spend a lot of money to remodel a location to make it look like the Italian or Greek restaurant that it should look like, but then play reggae music in the background.  Why would you do that?

Well, in the middle of an investigation, I sat for some breakfast at Paul Bakery (depuis 1889).  The restaurant’s music was set to a series of soft French melodies, the temperature was ideal, the attention was immediate.  You’re greeted at the door and seated immediately in a personalized fashion.  Very professional and very knowledgeable about their menus.

I ordered a simple French croissant with scrambled eggs, cheese and bacon and a large cappuccino.  Then I ordered another large cappuccino; it was THAT good.

The restaurant is ideal for a business meeting, relaxing time amongst girlfriends (I’m assuming) or a way to escape your routine and “hide out” for a nice frothy coffee on your own.  Before leaving, I picked up some sweets for the office.  My bill without the sweets was $26.00, but it’s a give and a take…  you get the ambiance, attention, breakfast and two large fluffy joes for that price.  I’m not complaining.

Final call?:  Great staff, delectable breakfasts, soothing coffee… this will be another one of my new, favorite hiding places.
