Sadly, after 70 years reigning over her kingdom, Elizabeth Alexandra Mary, AKA in Spanish “Isabel Alejandra Maria”, AKA “Queen Elizabeth II”, AKA “The Queen of England”, has passed away.  Known for her witty remarks and stylish nature, she was quite the hoot.  George W Bush, misspoke, insinuating in an address in her honor that she first came to America in 1776 (he meant to say 1976); he was quick to retract himself and correct his speech, but not fast enough.  Later at a formal dinner, it was her turn to bat for which she started with, “When I came to America in 1776…”… lol, she cracks me up.

In other news, I finally sold my two used cars.  I say “finally” only because I’ve had them way too long.  Purchasing both vehicles new, the BMW in 2009 and the Nissan XTrail in 2011, I’ve had them way too long.  Both were sold quick.  I no sooner announced the XTrail for sale and my brother-in-law snatched it up right quick.  Then, somewhat reluctantly, we placed an add in Encuentra24 and had offers for the BMW within 24 hours and sold within 48 hours.  Vroom-a-zoom-zoom, we met at the Municipal office and Transit Authority and within an hour, everything was done. 

Quick Tip:  If you’re transferring a title in the Municipio de Panama, do it at the PH Crystal building near Los Pueblos.  We were inside there and done in less than 10 minutes.  Just make sure you have all of your documents in order, copies, etc as instructed on their website.

CONEP FILES LAWSUIT AGAINST DECREE ESTABLISHING MARKETING MARGINS

Conep considers that the decree promulgated threatens the free market.

The president of the National Council of Private Enterprise (Conep), Rubén Castillo Gill presented this morning together with some lawyers a lawsuit against Decree No. 16 of July 26, 2022, which establishes the marketing margins for certain imported consumer products, before the Supreme Court of Justice (CSJ).

It should be noted that the regulations decree a maximum gross marketing margin for some imported products such as food, toiletries and cleaning items, depending on the elimination of import tariffs on such products and other provisions are adopted.

“As we have been pointing out, we are going to use the institutional channels to make the corresponding judicial claims in relation to the decrees that have been issued after the alleged discussion at a dialogue table of which we have not agreed, precisely because they have been exclusive. In this case we have filed a lawsuit of unconstitutionality against the decree July 16, 2022 that establishes marketing margins for certain products, “said Castillo Gill.

The representative of the businessmen indicated that the mechanics that should be used to reduce the cost of living were not the ones that had been used, since there was evidence that price regulation had not worked in other countries and the massive intervention of the State in economic activities affected citizens, in addition to affecting free competition and the free market.

“As a private sector, the National Council of Private Enterprise will depend on free competition, we are mainly supporting small, medium and micro-producers who are affected by this type of measures, obviously we will provide ideas to solve the problems generated by the crisis, produced by the rise in fuel,” said the president of Conep.

Castillo Gill indicated that the decree is demanded in its entirety, since he considers that this regulation will have serious consequences for small, medium and microentrepreneurs.

BILL PRESENTED THAT SEEKS TO MODIFY AND UPDATE THE LEGAL PROFESSION

National Bar Association.

Juan Carlos Araúz, president of the National Bar Association (CNA), spoke about a proposal presented in the National Assembly to modify and update the law on the legal profession.

He added that, among other aspects, within these modifications is introduced the recommendation made by the State Pact for Justice, in 2005, which was to place a test of knowledge for the new lawyers.

“17 years have passed since that recommendation and all sectors of legal life have found some way not to comply with that recommendation, it is until 2021 where the Fourth Chamber of General Business of the Supreme Court of Justice produces a resolution by which it dictates that a mandatory test will be carried out for those who take the induction course for new lawyers”,  counsel said.

He said that two of the main actors in the administration of justice already have a law that regulates them.

“Within the administration of justice are the three main actors, which are judges, prosecutors and lawyers. The judges have a law that regulates their exercise of the year 2015, the prosecutors have a law that regulates their exercise of the year 2009 and the lawyers have been left with a law of 1984, which does not sympathize with the present, nor with the demands of society, “he explained.

Another aspect that is introduced within this new bill is the obligation of a continuing education program in the case of lawyers who already practice.

Some contributions are also introduced to strengthen the disciplinary regime and some measures to protect the practice of law, in the case of those lawyers who carry out conflicting defenses, Araúz explained.

He said that in general there would be three topics, the evaluation examination, continuing education and the strengthening of the disciplinary regime of lawyers.

The president of the ANC reiterated that it seeks to appoint a council that administers this type of evaluation (knowledge test) and that universities assume a leading role within these evaluations.

Araúz clarified that no test that validates knowledge should be seen as restrictive.

GASOLINE PRICES WILL FALL FROM FRIDAY; DIESEL WILL REGISTER AN INCREASE

Prices for liquid fuels vary every 14 days.

From 6:00 a.m. on September 9 to 5:59 a.m. on September 23, the new maximum prices for the sale of liquid fuels in Panama will be in force.

In Panama and Colón, the prices in liters would be as follows:

  • 95 octane petrol – B/.1.086
  • 91 octane petrol – B/.1.030
  • Diesel – B/.1.223

The gallon conversion yields the following figures:

  • 95 octane petrol – B/.4.11
  • 91 octane gasoline – B/.3.90
  • Diesel – B/.4.63

The new gallon values represent a decrease of 18 cents for 95-octane gasoline and 17 cents for 91-octane gasoline. Diesel will increase by 17 cents.

ANOTHER ONE! THEY ASSAULTED A BANK LOCATED ON CALLE 50

Four assailants managed to enter the bank.

An assault on a bank located in the sector of Calle 50, was registered on Saturday morning, as announced by the National Police

The entity explained that together with the Public Ministry they carry out operational actions to find the capture of four people allegedly linked to this fact.

According to early reports, the criminals arrived aboard a car and three of them entered the bank stripping their belongings and money from five customers who were kept inside the branch, as well as cash from at least one of the boxes.

During the assault there was a struggle between the suspects and the security of the bank, who was beaten.

The police add that the bank’s agents continue to carry out the accounting to specify the amount that was kept in the box.

Meanwhile, officials from the Primary Care Section of the Metropolitan Prosecutor’s Office went to the scene to collect the evidence and start the investigations.

The Public Ministry adds that the investigations are in charge of the Superior Prosecutor of Primary Care, Julio Villarreal.

At the moment it is unknown how much money could have been extracted by the suspects.

This is the second assault that is registered in a bank, after last August 15 was known in a robbery in the National Bank, branch of Calidonia.

It was known that in this theft, the miscreants managed to make 678 thousand dollars, and to date those responsible for the fact have not been captured and little is known about it.

However, there are many questions, doubts and coincidences that revolve around this theft.

ANTI-COVID VACCINE FOR CHILDREN UNDER 5 YEARS OLD COULD ARRIVE IN PANAMA IN OCTOBER

Panama’s Minister of Health, Luis Sucre, confirmed that the COVID-19 vaccine for children aged 6 months to 5 years could be arriving in the country in October.

Recently, Minsa authorized the application of the vaccine against covid-19 in this age range. In Panama, the pediatric dose has already been applied to children between 5 and 11 years old, and from the age of 12 the adult vaccine.

“We have been talking with Pfizer, the team headed by the Deputy Minister of Health with the entire team of pharmacies and drugs and some of the vaccine experts, what we have so far is that unofficially for the month of October they should be reaching us,” said Minister Sucre.

Sucre indicated that Panama is in the first block of delivery of the vaccine for children under 5 years of age, this “according to the talks held with Pfizer which have been led by the Deputy Minister of Health, Ivette Berrío, the National Directorate of Drug Pharmacy and the entire vaccine negotiating team.”

He said that so far there have been 30 deaths in this age range.

On the other hand, he said that he has held meetings with the Pan American Health Organization (PAHO) on vaccines against monkeypox, however, he explained that the agency does not yet have a date of receipt of the vaccines and within a month they would be giving the date for the delivery of the doses.

He added that Panama has requested about 1,400 doses of the vaccine to combat monkeypox.

THEY ASK CAUTION TO BATHERS FOR RIP CURRENTS ON PACIFIC BEACHES

In the morning, the tide will be descending in the Pacific until it reaches its minimum level at 3:45 p.m.

Rip currents could be generated during this Sunday on the Pacific slope, so caution is being requested from bathers who use the beaches of this coast.

Meteorologist Roberto Martínez, from Etesa, reported that waves of 1.3 meters could be generated, with periods of 17 to 18 seconds on the coasts of the Panamanian Pacific, although with moderate winds.

The recommendation of the experts is that if someone is exposed to these currents on the beaches, with a tendency to drag bathers out to sea, it is advisable to swim horizontally to the coast to avoid this situation.

Currently, an intertropical convergence zone remains over the country, as well as two low pressure systems, both in the Caribbean and the Pacific.

Tropical wave No.33 has formed towards the tropical Atlantic without yet having an impact on the isthmus.

As for the beaches of the Caribbean, the situation is normal, with winds of less than 20 kilometers per hour.

With the rains of the last hours, personnel of the National Civil Protection System (Sinaproc) attended a landslide in Alcalde Díaz and tourists who visited two thermal wells in El Valle de Antón were evacuated.

The province most affected by the rains of recent days has been Chiriquí, where there are about 1,500 people affected and 80 homes with total damage.

ANTAI SUFFERS BUDGET CUT OF MORE THAN B/.3 MILLION BY 2023

The National Authority for Transparency and Access to Information (Antai) suffered a budget cut for 2023 by more than B/.3 million.

The entity requested B/.6 million, however, the Ministry of Economy and Finance (MEF) recommended a budget of B/.2.6 million.

Elsa Fernández, director of Antai, expressed her dissatisfaction with this cut, saying that with this budget you cannot fight corruption.

CARDIOVASCULAR AND THORACIC AND NEPHROLOGY INSTITUTE OF THE CITY OF HEALTH INAUGURATED

The President of the Republic of Panama, Laurentino Cortizo, made a tour of the City of Health.

On the morning of Wednesday, September 7, the first and second phases of the City of Health were inaugurated.

These are the Cardiovascular and Thoracic Institute, and the Institute of Nephrology and Blood Bank of the hospital city.

For the delivery of the City of Health project, five phases were established. The first was that of the Cardiovascular and Thoracic Institute, which began operating in June, and consists of a surgical pavilion with four regular operating rooms, two hybrid operating rooms, three angiographs and two hemodynamics rooms, equipped with high-end medical equipment. It has an inpatient ward with 300 beds and intensive care units, pharmacy, laboratory and offices.

Phase two includes the Institute of Nephrology and the Blood Bank, and the Transplant Center.

This institute is composed of general offices, hemodialysis room, general donation room, dialysis box, shock area, hospitalization room, interventional area, nurses’ center, waiting room, meeting room, and blood bank.

During the inauguration, the President of the Republic of Panama, Laurentino Cortizo, made a tour of the hospitable city.

The president highlighted the importance of the inauguration of this institute and stressed that “of having this work ready in March 2020 when there were only 175 intensive care units for COVID patients, many of whom lost their lives.”

More than 8 years of construction

The construction of the work began more than 8 years ago by the companies FCC Construcción S.A. and FCC Construcción América S.A., but they ceded the contract.

Currently, the construction of the project is in charge of the Consorcio Construcciones Hospitalarias S. A., which is composed of Administración de Proyectos de Construcción S. A. and Construction Management Group, S. A.

According to the Social Security Fund, the last addendum of the project indicated that the work should be delivered for an amount of B/.554 million, of which B/.338 million have been paid. At the restart of construction in 2021 it had a budget balance of B/.215 million and an increase of B/.445 million in equipment.

The City of Health is scheduled to be delivered in full on December 16, 2023.

The Fiestas Patrias parades will return to the streets this year, after the restrictions of recent years due to covid-19.

DEPUTY MINISTER OF LABOR SAYS THAT FOR THE GOVERNMENT PHASE 1 OF THE DIALOGUE IS OVER

The single dialogue table between the National Government and different groups takes place in Coclé.

The Deputy Minister of Labor and Labor Development of Panama, Roger Tejada, said that the points of phase 1 of the single dialogue table  have already been discussed, so for the National Government this stage of the negotiations is already over.

The Executive proposed to the organizations that are sitting at the table to legalize phase 2 of the dialogue through a ministerial resolution, and address the dissents of phase 1.

Both sides have not yet reached an agreement for the formation of an intersectoral table and the start of phase 2.

We have asked the Catholic Church, as a facilitator, to establish a position on the methodology, what we have asked is that they define that the points of phase 1 have been exhausted, establish the conditions to enter phase 2. so there is a divergence, a situation with the alliances, which indicate that the Government kicked the table, it has been misunderstood that we perhaps want to stop from the table and the Government is sitting down debating, “said Deputy Minister Tejada.

Tejada explained that of the 100 points that were raised, 71% of agreements have been reached, and there are monitoring tables for verification.

YOUNG PEOPLE FROM FULFILLMENT CENTERS WILL FORM MUSICAL QUINTETS, CARRY OUT “YOUTH SYMPHONY” PROJECT

The pilot project will begin with the election of 5 young people in the compliance phase of both centers.

PANAMA’S PUBLIC LIBRARIES HEAD TOWARD MODERNIZATION

Public libraries are under the umbrella of the Ministry of Culture since 2022.

Legislative initiative 755, approved in the third debate and awaiting presidential approval, seeks to transform Panamanian public libraries.

The project contemplates leaving behind its traditional image, characterized by shelves full of books, and opening a compass where different cultural activities converge.

In addition, the importance of having at least one library per provincial capital is highlighted and in districts whose population exceeds 125,000 inhabitants, the National Directorate of Cultural Rights and Citizenship, in conjunction with local governments, must ensure the creation of more than one library enclosure.

“There are very few districts that have a decent library. We want to strengthen the library and modernize the concept.  We do not want them to go to the buildings and only choose and read, we want to create centers for studies, debate, community meetings and community participation, “said Deputy Juan Diego Vásquez, its proponent.

This project creates an autonomous legal framework that will govern these establishments, which was under the Organic Law of the Ministry of Education dating from 1946.  The Ministry of Culture, as the governing body, will work in collaboration with local governments in the administration and management of resources for the operation of public libraries.

The document also proposes the creation of the National Network of Public Libraries, which will have an online catalog that will allow the search, consultation and visualization of automated and accessible bibliographic records.

For his part, Deputy Manolo Ruiz described this initiative as positive, especially for the youngest and recalled how in the times of yesteryear the role of these places was more highlighted.

In the same way, it considers it essential that there be a clear inventory of how many libraries exist in the country.

DECREE ADOPTING MEASURES TO PREVENT MONEY LAUNDERING AND TERRORIST FINANCING

It is also established that the obligated subjects must be designated or assigned to a person or unit responsible for serving as a liaison with the Financial Analysis Unit for the prevention of the crime of money laundering.

Executive Decree 35 regulating measures to prevent money laundering, the financing of terrorism and the proliferation of weapons of mass destruction was promulgated in the Official Gazette.

This decree establishes the criteria for determining possession, control or significant influence; as well as the powers of the Financial Analysis Unit for the Prevention of Money Laundering and the Financing of Terrorism.

Among the criteria, it is indicated that the obligated subjects will identify and make reasonable measures to verify the identity of their client and final beneficiary using open, independent and reliable sources, taking into account the following criteria:

  • Natural persons who ultimately own or control, directly or indirectly, 10% or more of the shares, participations or voting rights in the legal entity for the financial obligated subjects and 25% or more for the non-financial obligated subjects, except those that are listed on a stock exchange in Panama or a jurisdiction recognized by the Superintendency of the Securities Market or owned by an agency international, multilateral or Of a State; and those that exercise ultimate effective control of the legal person through other means.
  • Exceptionally, to the extent that a natural person is not identified under the criterion of numerals 1 or 2 above, the natural person who otherwise occupies the higher administrative position must be identified instead of one or the other.
  • In the case of private interest foundations, the natural person who receives direct or indirect economic benefits from the private interest foundation and any other natural person who exercises the final effective control over the foundation.
  • Among other criteria.

It is also established that the obligated subjects must be designated or assigned to a person or unit responsible for serving as a liaison with the Financial Analysis Unit for the Prevention of the Crime of Money Laundering and Financing of Terrorism and the respective supervisory body.

“Until such person or liaison unit is formally appointed to its supervisory body and the Financial Analysis Unit, the legal representative or natural person exercising the profession subject to supervision shall perform the liaison function,” Article 5 states.

The liaison will have among its functions to attend to the requirements and / or requests of the Financial Analysis Unit for the Prevention of the Crime of Money Laundering and Financing of Terrorism and the supervisory agencies.

On the other hand, each supervisory body shall regulate the registration of the person or unit designated as liaison and establish the roles and responsibilities to be managed by them.

The relevant supervisory bodies and the Financial Analysis Unit shall issue guidelines on registration and other functions to be performed by the liaison.

Additionally, the obligated subjects must send the report of transactions in cash for each transaction or operation that qualifies in accordance with current regulations, as applicable:

  • In cases where by the type of activity cash and quasi-cash transactions are regularly carried out, they must communicate it within the first ten working days of each month.
  • In those cases, in which, due to the type of activity, cash and quasi-cash transactions are occasionally carried out, they must communicate it every six months, within the first ten working days of the following month, it being understood that the semi-annual cut-off date will be June 30 and December 31, through the format or form and procedure that is adopted for such purposes by the Unit.
  • In cases in which, due to the type of activity, transactions or operations are not carried out in cash or quasi-cash that qualify in accordance with current regulations, they must communicate it only once by means of an Affidavit or through the format or form and procedure that is adopted for such purposes by the Unit,  for the purpose of being reported to the relevant Supervisory Body.

Also, the obligated subjects must have in their manuals of prevention of money laundering the measures that allow the timely detection of unusual operations.

They also have the obligation to report suspicious transactions; and disciplinary and financial sanctions are established for those who fail to comply.

The sanctions will be applied by the supervisory bodies, without prejudice to the other sanctions established by law and the civil or criminal liability that exists.

The decree lists a series of criteria for the imposition of sanctions that vary depending on the severity of the infraction.

MUNICIPALITY OF PANAMA BEGINS DELIVERY OF VEHICLE DECALS OF JULY 2022

The current regulations stipulate that the plate of the year 2021 will be in force until 2025, but each year the vehicle decals will be renewed.

This Tuesday, September 6, the delivery of vehicle decals corresponding to the month of July 2022 began in the Municipality of Panama.

People must go to the Hatillo Building in the Francisco Arias Paredes Park, but first they will have to take out the respective appointments by entering http://citas.mupa.gob.pa.

From July 1 to 31, 2022, the Public Ministry validated 841 penalty agreements.

In recent days, in Panama, the discussion of draft Law No. 77, which modifies article 220 of the Criminal Code and seeks to exclude the possibility of reaching sentencing agreements with defendants for sexual crimes against minors, has been in the public arena.

This initiative has generated opinions for and against various sectors of Panamanian society.

Panama America spoke with Juan Carlos Araúz, president of the National Bar Association (CNA), to learn about the union’s position on this issue on the elimination of penalty agreements for sexual crimes against minors.

Specifically, Araúz indicated that the first thing to do is to specify the capabilities of the Public Ministry (MP) and to the extent that this institution can sustain the theory of the case and prove in trial, obviously the penalty agreements were not necessary.

However, the lawyer said that there are types of crimes where the procedural debate, in some cases, the Public Ministry directs them an evidentiary challenge, which according to his calculation in the risk of not being able to prove, admits them as possible a penalty agreement.

“To the extent that we have a strengthened Public Ministry, it is possible that the penalty agreements will be used minimally and there would also be the citizen issue, that is, the citizens reject the penalty agreements because their feeling is that they were equal to impunity. There are such benefits in such a way that ending in a prison sentence, many times they look very distant and society understands that the conviction must be accompanied by prison sentences,” he said.

Faced with this, Araúz said that there is a responsibility of the Public Ministry to explain in what kind of cases, in the penalty agreements, the conviction of a person would not be reached.

“This brings us to crimes of a sexual nature, where the way they are written, there are many times that the evidentiary debate is very demanding,” he reiterated.

Araúz added that given this, it is not simply a simple matter of making a decision that if the penalty agreements are good or bad.

“What is needed here is a more effective communication from the Public Ministry, to strengthen the confidence of this institution around its tasks. But also a black and white conversation of how this institution has difficulties from the operation, there is the issue of the Institute of Legal Medicine and also the issue of the human resource of the Public Ministry, which must be aware that administering the public thing carries responsibility for communicating how the criminal process works, “he said.

The lawyer concluded that a comprehensive review of the penalties must be made, this so that society does not think that the penalty agreements are considered impunity.

ATTENTION! PANAMANIAN TO PAY 14 YEARS IN PRISON FOR MILLIONAIRE ROBBERY AT TOCUMEN AIRPORT

This subject had been captured in El Ciruelito, district of Penonomé.

A panamanian man was sentenced to 14 years in prison for the crime of aggravated robbery of more than one million dollars, an event that occurred in 2021, in the facilities of a company at the  Tocumen airport.

This was reported by the Second Section of Crimes Against the Metropolitan Economic Heritage of the Public Ministry.

This person had already served a 10-year prison sentence for robbery, according to judicial sources at the time.

This money was to be sent to the Federal Reserve of the United States for replenishment, when it was stolen.

In January of this year, the National Police arrested this subject linked to the theft of more than one million dollars, from the transnational parcel company DHL.

The man was apprehended in the sector of El Ciruelito, in the district of Penonomé, through “Operation Emperor” together with the Attorney General’s Office of Panama.

After committing the crime, these people escaped by opening part of the perimeter fence of the airport.

According to the police, this same person is also related to an act of rape registered last year, after the aggravated robbery.

After the robbery, authorities issued an alert where they offered $ 10,000 reward for information about this person that was recorded by the surveillance camera.

It was known that several subjects arrived in a white pick-up vehicle, with the logo of the Security Department of Tocumen S.A., and threatening with a firearm, opened the container of a securities custody company, in the cargo area of the Tocumen International Airport, stealing several bags containing cash.

SENAFRONT: 108,000 MIGRANTS HAVE PASSED THROUGH PANAMA THIS YEAR

Some migrants fail to cross the strong floods of the rivers as they pass through Darien and die in the attempt.

The director of the National Border Service of Panama (Senafront), Oriel Ortega, reported that so far in 2022 to Panama 108,000 migrants have entered through the border cordon with Colombia.

“Today we are going for the 108,000 migrants who have passed through Panama … it is a situation that we have always analyzed that the migratory situation worldwide is here to stay and people are moving between countries: in this case the nationality that is currently moving the most is that of Venezuelan origin, among 100 thousand an approximate of 70 thousand Venezuelans among the other nationalities of Asia and Africa”,  said the director of Senafront.

The director also reported that of these 108,000 migrants, they have counted that a little more than 15,000 are minors. In 2021, it was counted that some 26,000 minors passed through this route.

Ortega denounced that the same human traffickers or guides who offer migrants to cross them from Colombia to the Panamanian side are the ones who assault them when they are in the middle of the road in the middle of the Darien jungle.

The director of Senafront stressed that more than 23 Colombians have been apprehended and 25 boats that are dedicated to the illegal transfer of migrants have been seized.

Regarding the minors, Ortega added that in Darién a home is maintained for abandoned minors or those who travel alone, and noted that there have already been adoptions of these children.

The director indicated that this year they have carried out the lifting of 18 corpses through this route, and pointed out that some of the deaths have been due to drowning immersion, with the female sex being the most affected.

“This year we have 18 deceased people that we have found of which 13, we do not know because we have only found them and we have to do the survey, the respective work of the Imelcf (Institute of Legal Medicine and Forensic Sciences) and only 5 that we do know that they were by immersion, that of course they walk and sometimes the rivers surprise them in the floods and the heads of water”,  Ortega said.

LAW ENACTED TO ENCOURAGE COFFEE PRODUCTION IN PANAMA

Small and medium-sized producers are some of the beneficiaries of this law to promote coffee production.

On September 5, Law 236 was promulgated in the Official Gazette  , which establishes measures to encourage the production, processing and development of coffee in Panama.

Some of the specific objectives set out in the regulations are the following:

  • Promote and improve the production of the bean, as well as increase and improve the quality of coffee cultivation, through good crop management practices
  • Encourage the participation of the sector in the transformation of raw materials, their processing, industrialization and other derivatives
  • Promote research, development, innovation, transformation, industrialization, marketing and consumption of inshore coffee and coffee consumption

The law establishes that in order to achieve the proposed objectives, the Ministry of Agricultural Development will create the National Coffee Program and promote other incentives.

Directly, some of these would be soft loans or with payment facilities or direct non-refundable financial assistance, provided they are for some of these purposes:

  • Purchase of seedlings, inputs, tools, materials, machinery and equipment necessary for the production of coffee
  • Assistance in the field of agro-inputs, agrochemicals and technical health standards
  • Technical assistance in the reuse, use and management of waste in the production process
  • Research in agro-industries
  • Among others

The main beneficiaries of these programmes will be:

  • Small producers
  • Medium producers
  • Cooperatives
  • Rural associations
  • Community-based organizations for the purpose of coffee marketing and industrialization

The State, through its various institutions, must monitor and support producers, through direct advice on the constitution, management and financing of companies.

It should be noted that with this regulation, October 1 of each year is declared as the National Day of Coffee and Coffee Culture in Panama.
