Traveling is one of the best ways to put your daily life into a new perspective. During the last 6 days the queen and I have embarked on a new adventure across the pond and into the strange lands of The Netherlands. It’s great that nearly everyone here speaks English, so getting around should not be too difficult.  But what is common knowledge to them, was still very foreign to us, so we stumbled, feel and lost a bit of time at the beginning, but now that we’re into a routine, this has to be one of the greatest places we’ve ever been to. 

My first thoughts are that of comparison. Here, there are an estimated 18 million bicycles and people use them more than any other type of vehicle.  It’s fantastic.  Of course, it’s a small country, so you rarely have to go very far.  Even if you did, they have one of the more comfortable and easier to understand bus systems in the world as well.  A trip from “here to there” isn’t more than just a 30-40 bus trip or bicycle ride at the very most.  So, I think, “Why can’t Panama do this as well?”.  Well, for one thing, people here have no worries about leaving their bicycle locked with a small chain at a random bus station.  We’ve witnessed bicycle parking areas with hundreds or possibly thousands of bicycles all together in an orderly fashion as well.  Sadly, I don’t think we’d be able to get that type of order and good faith in our equally tiny country of Panama.

Here, also, the Coffeehouses abound in the main tourist roads of Amsterdam.  But even with such prolific usage, you don’t witness crazy people on the streets with a torn shirt and no pants, insisting on washing your windshield with a cucumber.  Everyone here is seemingly happy and accommodating.  I hate to criticize, but Panama really does need to step up their game on an individual level.

PANAMA ELIMINATES MEASURES ON CAPACITY, PHYSICAL DISTANCING AND RESTRICTIONS ON TRAVELERS ESTABLISHED BY COVID

Travelers entering the country will not need to present the QR and swabs.

In the Official Gazette of Panama, Executive Decree No. 122 of September 14, 2022 was promulgated  , which orders the lifting of the sanitary measures of physical distancing, capacity and sanitary restrictions for travelers dictated due to COVID-19.

It should be noted that the Ministry of Health (Minsa) explained that “from its promulgation physical distancing is eliminated, also the capacity in places of great concurrence which have been maintained to avoid the increase in cases of COVID-19, just as the provision establishes that qr and swabs will not be requested from travelers entering the country.”

After the arrival of the COVID-19 pandemic in Panama, distancing measures of 1 and a half meters were dictated that had to be kept between people and the reduction of the capacity to 50% in the premises, offices and transport.

However, the Minsa, after the publication of this decree, reiterates to the population to maintain self-care measures and the use of the mask in multitudinous places as a prevention measure, especially in people over 60 years of age and those suffering from chronic diseases.

In addition, the ministry stressed to citizens the importance of completing their vaccination schedule against COVID-19 and also applying their booster doses, since the vaccines have proven to be effective and safe.

This Executive Decree repeals Executive Decree No. 852 of September 29, 2021, Executive Decree N0.102 of July 1, 2022, Resolution No. 405 of May 11, 2020, Resolution No.2552 of October 1, 2021.

THE SEARCH FOR A MISSING CHILD UNDER 9 YEARS OF AGE CONTINUES IN SAN MIGUELITO

Proceedings by the Public Prosecutor’s Office and the National Police in the sector where the relatives of the disappeared minor reside.

This Thursday continues the search for the girl Aderlyn Mallenis Llerena, 9 years old, reported missing by her relatives since last September 13.

The minor was last seen outside the Gabriel Lewis Galindo School where she is studying, in the sector of Las Trancas, corregimiento of Rufina Alfaro. He was wearing a school uniform.

Officials from the Public Prosecutor’s Office and the National Police (PN) conducted proceedings and interviews in the Las Trancas sector and in the school where the minor studies.

THEY WILL ENABLE DIGITAL PLATFORM TO KNOW AVAILABILITY AND PRICES OF MEDICINES

The technical table of medicines met in the Presidency of the Republic.

A digital platform will be enabled by the Authority for Government Innovation (AIG) so that people can know the availability, proximity and prices of medicines in private pharmacies.

This was announced by the Presidency of the Republic, after the meeting of the Technical Table of Medicines, headed by Vice President José Gabriel Carrizo.

It was announced that from 6:00 p.m. on Tuesday, September 13, people will be able to enter the Panama Digital portal and enter the MedicApp section to look for information.

The administrator of the AIG, Luis Oliva, explained that this tool will allow the user to search in their vicinity for the information of each pharmacy and the cost of the medicine.

It is also highlighted that the platform was created by the AIG and the Authority for Consumer Protection and Defense of Competition (Acodeco).

In addition, pharmacy owners, through a user number, will be able to enter the platform to update prices in their stores.

Oliva reported that this Friday, September 16, a virtual training will be held for more than 1,300 pharmacies in the country, whose owners will be able to know the portal and its operation.

“Between today and tomorrow, the Directorate of Pharmacy and Drugs will be sending you an email with the username and password to enter the portal; if they do not receive this notification, they can contact this entity,” explained the director of the AIG.

ELECTRIC CARS WILL BECOME CHEAPER DESPITE THE COST OF BATTERIES

Even though the price of batteries is rising, car companies are bringing to market more affordable electric vehicles with which they could attract a greater number of buyers.

The latest such launch came on Thursday, when General Motors unveiled its small Chevrolet Equinox SUV, with a starting price of about $30,000 and a 250-mile (400-kilometer) charging range. You can get a range of 500 kilometers (300 miles) if you pay for a model with more capacity.

GM won’t release the exact price of the Equinox EV until around the time it goes on sale, around this time next year, but the SUV is at the lower end of the price list of Edmunds.com for electric vehicles sold in the United States, where the average cost of an electric car is around $65,000.

Reaching a price tag of around $30,000 and a recharge range close to 500 kilometers is key for average buyers to move away from gasoline-powered cars, industry analysts say.

“We seem to be at that sweet spot,” said Ivan Drury, director of ideas at Edmunds.com. “You’re basically at the price point that everybody’s crying out for.”

Auto industry analysts say that if the Equinox handles good interior space, with plenty of space for cargo and passengers, and if it has a similar styling to current gasoline-powered small SUVs, it should be a hit in the market for America’s most popular auto segment. About 20% of all new vehicles sold in the United States are compact SUVs.

“It’s a perfect vehicle for a lot of different users, whether it’s a small family or maybe a person whose kids have already grown up and left home,” said Jeff Schuster, president of global forecasting at LMC Automotive, a Detroit-area consulting firm. “You have room to transport things, but it’s easy to drive.”

A $30,000 electric car that ticks all the boxes is a little above the price of a comparable gasoline-powered small SUV. The Toyota RAV4, the best-selling in the segment and the best-selling vehicle in the U.S. that is not a pickup truck, has a starting price of just over $28,000.

CIUDAD DE LA SALUD HAS AN ADVANCE OF 84%; INAUGURATION OF THE SECOND PHASE

The inauguration of the second phase was attended by the President of the Republic, Laurentino Cortizo.

The City of Health has an advance of 83% confirmed this Wednesday, September 7, the authorities of the Social Security Fund (CSS), in the midst of the official opening of the second phase of the work.

This Wednesday proceeded with the inauguration of the Cardiovascular and Thoracic Institute, the Transplant Center, the Institute of Nephrology and the Blood Bank of the City of Health.

It is important to note that the medical units of this second phase of the City of Health began to operate since the beginning of July, however this Wednesday the official inauguration was held.

The ceremony was attended by the President of the Republic, Laurentino Cortizo.

The work, located in the corregimiento of Ancón, was awarded in 2012 to FCC for an amount of $554.2 million and will end up costing $999.8 million.

DIRECTORATE OF SPACE SCIENCES OF THE UTP RESUMES GUIDED TOURS

Groups of no more than 30 people per schedule will be received.

The National Directorate of Space Sciences of the Technological University of Panama (UTP) announced that it has resumed guided tours starting this Thursday, September 15.

Educational visits led by a guide will be made under confirmed reservation from Monday to Friday from 1:00 p.m. to 7:00 p.m. and on Saturdays from 6:00 p.m. to 8:00 p.m.

The reservation can be made through the website of the Directorate of Space Sciences of the UTP.

As for the cost, for students and teachers who attend school tours in groups of 30 people, the donation is B/.2.00 each.

And in the case of private visits the cost of donations is as follows:

MEDUCA, SECOND TRIMESTER: WHEN DOES IT END FOR OFFICIAL SCHOOLS?

The students of official schools returned to the classrooms on August 1, after an agreement between teachers and Meduca.

October 7, 2022, will be the date on which the second quarter will end, for official schools that did not have school holidays during this month of September, an agreement reached by teachers and the Ministry of Education (Meduca), after the lifting of the strike during the month of July.

Students from official schools returned to the classroom on August 1.

Next, the third quarter will start on October 10, this means that the students of the private schools where the teachers participated in the last protests of the month of July, will not have academic recess.

The agreement was that the teachers undertook to return to the classroom as long as the government established a dialogue table in order to comply with the list of demands presented by teachers’ unions and other unions.

The teachers and the educational entity established a new calendar in which the schools that entered late for the second quarter, the third school period will be from October 10 to December 30, 2022, the Balance of activities and graduations from January 2 to 6, 2023.

Will there be days off for these students?

According to the agreement established between the Ministry of Education and teachers’ unions, there will be no classes on November 2, which corresponds to the day of the Deceased in the same way as on November 3, 4, 10 and 28.

ELIZABETH II TO BE BURIED NEXT TO THE DUKE OF EDINBURGH ON MONDAY IN WINDSOR

ACODECO STARTS OPERATING FOR THE BLACK WEEKEND IN PANAMA

Acodeco reminds consumers that filing complaints can do so through Sindi, WhatsApp and Telegram 6330-3333, social media accounts.

The Authority for Consumer Protection and Defense of Competition (Acodeco) reported that this Wednesday began the supervision of compliance with the rules on advertising, during the Panama Black Weekend, which takes place in different shopping centers in the country, from September 14 to 18.

It also indicates that personnel of the General Directorate of Revenue (DGI) is participating in this operation, to supervise the delivery of the tax invoice to consumers.

“During today’s tour (Wednesday), an economic agent was recorded for a non-existent discount of 50%. Another warehouse, kept a sofa bed on offer, but they did not have in stock and the sample is not sold, so the respective minutes were raised. All businesses must comply with the promotion they offer to the consumer. It should be noted that, in the operation carried out last year, 62 breaches of the veracity of advertising were found, “said the Acodeco.

The authority explains that special sales, also known as cheapening, settlement, discount, rebates or any other name that induces the consumer to buy, implying that its regular price has been reduced, must be indicated in a visible place of the commercial establishment, the lowest price at which said article has been sold in the last three months and the new price that is,  the offer.

MUNICIPALITY OF PANAMA LAUNCHES TOURISM FAIR; IT WILL BE ON SEPTEMBER 24 AND 25

The Tourism Fair will take place at Soho City Center.

The Municipality of Panama launched the 2022 Tourism Fair, which will take place on September 24 and 25.

The activity will take place at the Soho City Center from 10:00 a.m. to 6:00 p.m. and both entrance and parking will be free.

GOVERNMENT ISSUES DECREE ESTABLISHING EXCEPTIONS FOR VISAS IN TRANSIT OF CUBAN CITIZENS

The Executive Decree began to take effect from September 12, 2022, for a period of three (3) months.

The National Migration Service (SNM), informs its users and the general public of the new provisions established by Executive Decree No. 86 of September 9, 2022, for the visa of passengers or crew in transit, to Cuban citizens.

The decree exempts Cuban citizens traveling to Cuba from obtaining a passenger or crew visa in transit; also, to those who maintain a valid tourist visa or residence of the Republic of Panama.

Similarly, those who have valid residence or multiple visa, previously used in the territory of the granting State, with a validity of not less than six months at the time of transit, duly granted by Canada, United States of America, Australia, Republic of Korea, State of Japan, United Kingdom of Great Britain and Northern Ireland, Republic of Singapore and any of the States that make up the European Union.

The same treatment applies to Cuban citizens who have permanent residence with a seniority of five years or more in third countries and travel back to them with a valid entry visa of the country of final destination.

The Executive Decree began to take effect from September 12, 2022, for a period of three (3) months.

The action is implemented to guarantee the sustainability of the measure adopted to control the migratory flow through or from our country, so that we can continue to address the situation of Cubans who need to transit in Panama.

Last March, the government of Panama established a new rule for Cuban citizens that exempts them from the obligation to carry a visa to transit through the territory of that Central American country upon their return to the Caribbean Island.

Under the signature of the president, Laurentino Cortizo, and the Minister of Public Security, Juan Manuel Pino, the new text published on Wednesday in the Official Gazette, modifies the previous provision, which since March 8 required a visa in transit to all Cuban passengers or crew.

This Executive Decree also included in the exception of the requirement to obtain visas to citizens who have valid residence or multiple visas, previously used in the granting State, with validity of not less than six months at the time of transit, through other countries.

At the time, the decision arose after hundreds of Cubans demonstrated in front of the Panamanian embassy in Havana following the Central American country’s announcement that it was necessary to apply for a visa for Cubans in transit heading to another destination or back to the island.

The representative of the corregimiento of El Muñoz in Las Tablas, Erika González, referred to the draft law 99 that would allow mayors and representatives to exercise the public office they occupied before being elected by popular vote.

I believe that working hours can be adapted in these institutions, for example I am an educator, I can fulfill during the first hours of the day my commitment to the community … and then at night, as countless officials do, they move to universities and night schools,” he said.

González emphasized that there are other public servants who do just what the representatives now request.

The magistrates are university professors and once they leave the court they can give their classes,” he added.

The representative specified that if at any time while they were working in other institutions their intervention was required for community matters, the alternates could assume their functions.

In practice we all have an alternate who is also elected and who also has his functions … the law establishes that the alternate will perform the functions assigned by the principal at the time that the community needs,” said the official.

Erika González added that when they were elected as representatives or mayors, paid leave was allowed and that by eliminating them, they are only asking to “work” to be able to fulfill their acquired commitments.

INITIATIVE THAT REGULATES THE PRACTICE OF LAW IN PANAMA APPROVED IN THE THIRD DEBATE

According to the bill, lawyers who incur in some failures will be sanctioned with private and public reprimand, as well as the suspension of the practice of law for up to more than three years.

The plenary session of the National Assembly of Panama approved in the third debate the bill of Law 809, which regulates the practice of law in Panama.

The bill establishes that the Supreme Court of Justice (CSJ) will only grant a certificate of suitability for the practice of the profession of lawyer, to those who meet the following requirements:

  • Be of Panamanian nationality. (Foreign lawyers may advise only on international matters, but does not include representations.)
  • Possess a bachelor’s degree in Law and Political Science, issued by official universities, as well as by private universities duly authorized to operate in the territory of the Republic of Panama whose degrees the law recognizes official value.
  • Possess a degree in Law and / or Bachelor of Law and Political Science issued by a university abroad which must be previously revalidated at the University of Panama, except in the case of international agreements that in exact and precise terms exempt the interested party from the obligation to revalidate their professional title.
  • Pass the professional examination for access to the practice of law, based mainly on ethical and practical knowledge of the profession of lawyer, which will be applied by the Fourth Chamber of the Supreme Court of Justice.

In addition, the practice of law through public limited companies or others of a commercial nature is prohibited. This may be exercised through civil societies of persons only when they have been constituted for this purpose by qualified lawyers if they are registered in the Fourth Chamber of the Court.

Likewise, lawyers who incur in some failures will be sanctioned with private and public reprimand, as well as the suspension of the practice of law for up to more than three years.

For its part, the National Bar Association will create a Court of Honor for the investigation of lack of ethics by complaint of interested party or of the official of the Judicial Organ of the Public Prosecutor’s Office or of the Public Administration that hears the case with which it incurred in the fault.

The bill also establishes August 9 as Lawyer’s Day.

SHARK FINS, SHELLS AND OYSTERS SEIZED AT TOCUMEN AIRPORT

When passing through the specialized cargo scanner, customs agents notice the finding.

A man, originally from Indonesia, was arrested atTocumen Airport with 186 shark fins, which he intended to traffic to Europe.

On the black market, these shark fins are priced at approximately $3,000 per kilogram.

The National Police reported that the reflected weight of this cargo amounts to 18.2 kilograms, which are valued at 57,550 dollars.

On Tuesday, 35 pounds of mollusks were also seized at the Tocumen airport.

The Metropolitan Regional Directorate of the Ministry of Environment (MiAmbiente), the Directorate of Judicial Investigation (DIJ) and the Environmental, Rural and Tourist Police, counted more than 681 individuals among species of bivalves and gastropods (shells and oysters).

AUGUST, THE MONTH WITH THE THIRD HIGHEST NUMBER OF STRUCTURAL FIRES SO FAR IN 2022

The first line of fire safety must be the citizen.

The Benemérito Fire Department of Panama has attended 326 structural fires until August, according to the statistical report of the Radio Control Section of the National Directorate of Extinction, Search and Rescue.

Of that total, August was the third month in which the highest number of incidents were recorded, with 43.

51% of these emergencies occurred in the Panama regional zone, while 11% were attended in the Colón regional zone and another 11% in the Coclé regional zone.

Keep in mind that due to the fires in residences, three people have died in recent weeks: two older adults and one under 17 years old.

Major Angel Delgado, national director of Related Calamities of the BCBRP, said that this is a high statistic, which reveals the risk that is being experienced in the community, either in housing or at work.

Delgado recalled that the first line of security must be the citizen and stressed the need to strengthen prevention work in conjunction with the population.

In this sense, the major advises to check the electrical connections, not to neglect the kitchen while preparing food, nor the candles and decorative lights and, above all, not to leave children and older adults alone, who are the most vulnerable members of the family.

Compared to the same period last year, so far in 2022 there have been four fewer fires, representing an average of 1.3 daily departures.

The average has remained stable since 2020, when 484 fires were answered, and 2021, with 480.

The months in which more fires have happened are January with 53 cases, followed by February with 50.

With respect to the total figure so far in 2022, it amounts to 10,239 rescues. In this section, those that occur most frequently are due to the presence of Africanized bees (8,171), car accidents (1,864) and person trapped in an elevator (68).

EU SEEKS TO STRENGTHEN CYBERSECURITY OF SMART DEVICES

The EU executive commission said the law will improve data protection and privacy, reducing attacks, also benefiting consumers.

The European Union’s executive arm on Thursday proposed legislation that would force smart device makers to comply with cybersecurity standards, in order to make the 27-nation bloc less vulnerable to potential attacks.

The EU said that every 11 seconds a ransomware attack occurs and that the annual global cost of cybercrimes in 2021 was around 5.5 trillion euros. In Europe alone, cyberattacks cost between €180 billion and €290 billion each year, according to EU officials.

The European Commission said it detected a spike in cyberattacks during the coronavirus pandemic and that Russia’s invasion of Ukraine has raised concerns that European energy infrastructure will also be targeted by hackers amid a global energy crisis.

The bill, called the Cyber Resilience Act, aims to remove from the EU market all products whose digital elements are not adequately protected.

“When it comes to cybersecurity, Europe is only as strong as its weakest link, whether it’s a vulnerable member state or an insecure product along the supply chain,” warned EU Commissioner for the Internal Market Thierry Breton.

“Computers, phones, appliances, virtual assistance devices, cars, toys… each and every one of these hundreds of millions of connected products is a potential entry point for a cyberattack.”

Breton cautioned that most hardware and software products are not currently subject to any cybersecurity obligations.

If passed, the new regulation would require manufacturers to offer devices that take cybersecurity into account during their design and development. Companies would remain responsible for the safety of products for their intended shelf life, or a minimum of five years.

STUDY POINTS TO THE POSSIBILITY OF LARGE DIAMOND DEPOSITS ON OTHER PLANETS

The discovery opens the way to a new way to produce nanodiamonds.

Some planets could form large deposits of diamonds, according to a study published Friday by the journal Science Advances that used plastic to recreate the conditions of possibility of their appearance on Uranus and Neptune.

In the study, the scientists assumed that colossal pressures turned hydrogen and carbon into diamonds, flowing thousands of kilometers below the gaseous surface of these icy giants.

Research published in Science Advances suggests that adding oxygen to the mixture would facilitate this formation. The diamond layers would be of a very special type, explained Dominik Kraus, a physicist at the German research laboratory HZDR and a co-author of the study.

The diamonds would form from a “hot, dense liquid,” before slowly sinking into the planets’ rocky core, 10,000 km below the surface, he told AFP. They would then be spread out in layers of “hundreds of kilometers or more,” he added.

To explain this, a group of scientists from the HZDR, the University of Rostock in Germany and the Polytechnic School tried to recreate these conditions.

To do this, they used a simple plastic as a material that mixes carbon, oxygen and hydrogen, the necessary ingredients. He was then subjected to a powerful laser from stanford’s SLAC laboratory.

“Very, very brief flashes of X-rays of incredible intensity” made it possible to observe the formation of nanodiamonds, which are too small to be observed with the naked eye, Kraus described.

Oxygen, “present in large quantities on these planets” would thus facilitate the formation of diamonds, he said.

The researchers assume that in those areas, diamonds could be much larger than those created on Earth, adds a statement published alongside the study.

The discovery opens the way to a new way to produce nanodiamonds, increasingly useful in medical probes, non-invasive surgery or quantum electronics.

“Laser production could offer a cleaner and easier controllable method for producing nanodiamonds,” said Benjamin Ofori-Okai, a SLAC scientist and co-author of the study.

As for what really happens on Neptune and Uranus, the farthest planets in the solar system, we will have to wait for future space missions to know more.

Aderlyn Mallenis Llerena Saldaña, a 9 year old Panamanian minor remains missing.

According to family members, the girl was on her way to Gabriel Lewis Galindo School on Tuesday, accompanied by other children, who said that, allegedly, some people took her by force in a gray car.
The minor was last seen at 11:45 a.m. on September 13, 2022, wearing her school uniform, outside the school, located in the sector of Las Trancas, Rufina Alfaro, where she attends her studies.
The Prosecutor’s Office and the girl’s relatives ask the public to contact the following telephone numbers if they know of the whereabouts of the minor:
