We finished up a great tour across the pond by taking an extended layover through Paris.  It was was our first time there and with only 20 hours to play with, we pushed the envelop to the max.  Our flight landed at 330PM so we quickly found a cab and were whisked to our hotel just a few minutes walking distance from the Eiffel Tower.  A “cousine” of ours, Margarita, was on time to meet, so we marched our petit derrière down Passy street, then the Rue Beethoven stairs to this magnificent structure.  It’s one thing to see her in photos, but to have this monument towering over us, it’s just too magnificent to describe in words and even this photo doesn’t do it justice.

Nearly immediately upon our arrival, a buttered, sugary crepe seemingly appeared in our mitts like magic which we gobbled down with delight even as we were explained how this “isn’t the original crepe and the ones they make in the north are so much better…something something something”,  “yeah, (nom nom nom), they’re horrible, (nom nom) whatever you say…”.  

Within 3 hours of our plane landing, we were on a boat cruise,  waving and being waved at by other proud tourists, we quickly passed structures and monuments such as the site where Marie Antoinette was beheaded, the Louvre, and Notre Dam… …which is when I learned that Creme Bruce” means “Burnt Cream” as they referenced the disastrous fire there just a few years ago.

We window-shopped our way back to the hotel and taste-tested and ultimately purchased some macaroons as we also had plans to meet with old friends just a few buildings from our hotel.  A quick break to our room, we were down again, and across the street to meet with Jean and Martine who we’d not seen in 13 years.  Our cousine Margarita “warned” us that we were probably going to be swooned with the finest cheeses and accompanying beverages and snacks, as is customary in French gettogethers… …and she was absolutely correct; our friends most certainly aimed to please as we gobbled up (albeit elegantly) a few slabs of Edam, Brie with truffles, duck pate, and chicken hearts from Jean’s hometown in the south of France.  Of course, what French snack session doesnt include a few loaves of bagguettes and a couple bottles of their finest wines?  We caught up, laughed and seeing as Jean had just returned from a 10-hour flight himself, we headed back out to watch as they lit-up the Eiffel Tower at midnight – even as we approached, before she was in view, we could see the neighboring buildings light up and sparkle as the tower flirted with the night, stealing the spotlight from the stars themselves.  What an experience.

Our night was over so we rested and although we yearned for more, we were also anxious for our return to our beloved Panama where our boys had promised to riddle us with hugs and kisses. It was a magnificent trip, but every time I get the bridge of the Americas in sight, I’m alleviated to know that I’m finally home.  There are any number of fantastic locations in the world, but there is only one Panama.

What are cryptocurrencies?

In simple words, cryptocurrencies (which have gained momentum in Panama), are defined as “digital money”, which work based on transfers that can be sent from anywhere in the world. The exchange of these digital currencies uses cryptography, which is an information protection system to secure transactions, by means of codes so that only the recipients of the data can process it. Situation of cryptocurrencies in Panama

On August 17, 2021, the draft law that seeks to regulate in the country the use as payment methods of cryptocurrencies, authorized tokens, NFT, and everything related to blockchain technology, by the trade and economic affairs commission was presented in the Plenary of the National Assembly of Panama.

This draft was approved in the third debate by the deputies, on April 28, 2022, with 38 votes in favor and 0 against, thus becoming bill No. 697. After the approval of the National Assembly, the President of the Republic, Laurentino Cortizo, vetoed the bill on June 16, highlighting the novel action, but adding, that it does not go with the country’s monetary system.

SUPPLIERS OF THE STATE MUST ADOPT ELECTRONIC INVOICING MODALITY

The General Directorate of Revenue (DGI), of the Ministry of Economy and Finance (MEF), has registered in the Electronic Invoice System of Panama (SFEP) a base greater than 13,200 users and communicated to the suppliers of the State that they were extended until October 31, 2022 to adopt the modality of the Free Biller or a Qualified Authorized Supplier (PAC).

According to the entity, electronic invoicing is applied with the aim of improving and facilitating taxpayers, the sending and receiving of their fully electronic invoices, generating savings in paper, money and space, taking into account that currently archiving physical documents, entails expenses in storage and archiving of folders, in boxes or entire warehouses.

The tax invoice is the tax receipt of the delivery of a product or provision of a service affecting both taxpayers.

Law 76 of 1976 and modified by Law 256 of November 26, 2021, establishes that the issuance of an invoice or equivalent document is mandatory to prove any operation related to transfer, sale of goods and provision of services, as well as document returns, discounts and in general, all types of operations carried out in Panamanian territory.

The foregoing, without prejudice to the way in which the transfer is perfected, the form of payment and the nationality of the parties. Likewise, this rule is clear in establishing the sanctions applicable to those who fail to comply with the obligation to issue this invoice.

Law 256, formalizes as a method of invoicing the use of electronic invoice and establishes the mandatory use of the SFEP as of January 1, 2022, for any new single taxpayer registry (RUC) and by Resolution No. 201-5215 the term is extended to October 31, 2022 for any supplier of the State as its exclusive method of billing,  except for the exceptions established in this law, regulated by Executive Decree No. 25 of June 27, 2022 and regulated in Resolution No. 201-4617 of June 29, 2022.

According to the entity, every supplier of the State, must know that the electronic invoice or failing that, the Auxiliary Proof of Electronic Invoice (CAFE), issued to public entities; it will only be valid if it was previously authorized electronically by the DGI or by the PACs authorized by the DGI.

In order for a company or public entity to validate that the electronic invoice has this authorization and that it is, therefore, in the DGI database, it has the following options:

Enter the electronic invoicing website at the following address: https://dgi-fe.mef.gob.pa and access the invoice query by Unique Electronic Invoice Code (CUFE) and type the CUFE code, which must be found in the upper section of the Auxiliary Receipt of the Electronic Invoice. CAFE)

Use a QR code reader (available for free for any mobile device) and scan the QR code, which must be located in the upper right corner of the Electronic Invoice Auxiliary Voucher (CAFE).

Use a web service for consultation and validation of invoices, in the case of having the technological capacity to do so and whose technical description is found in the aforementioned resolution, in the section of technical documents. This option is recommended for cases of high volumes of invoices received.

A 6.9 EARTHQUAKE SHAKES BUILDINGS IN MEXICO CITY, THERE ARE TWO DEAD

The mayor of Mexico City, Claudia Sheinbaum, said in a message on her Twitter account that so far no damage has been reported in the capital after the earthquake.

A magnitude 6.9 quake struck several western and central Mexican states on Thursday. At first there were no reports of damage.

The quake struck three days after a 7.6-year earthquake struck twelve of the country’s 32 states and left two dead in the western state of Colima.

According to the United States Geological Survey, the earthquake occurred at 1:16 local time (0616 GMT) with an epicenter between the states of Michoacán and Colima, 24.1 kilometers deep.

TRAGEDY! BODIES OF LITTLE SISTERS WHO FELL INTO A SEWER IN CABRA RECOVERED

The bodies of a 12-year-old girl and her 19-year-old sister were located on the grounds of the Llano de Cerro Azul neighborhood, Río Tataré.

Units of the Joint Task Force (JTF) recovered the lifeless bodies of two little sisters who were swept away by the strong currents of a sewer in Cabra de Pacora on Friday afternoon.

The bodies of a 12-year-old girl and her 19-year-old sister were located on the premises of the Llano de Cerro Azul neighborhood, Tataré River, detailed the National Civil Protection System (Sinaproc).

The tragedy was recorded in the afternoon in front of the C.E.B.G Ciudad Santa Fe, Pacora, when both young women fell into the sewer and after unsuccessful efforts by other young people, they were swept away by the current, according to witnesses.

After the fact was reported, personnel from the howard and Panama East bases together with the National Police began the search in the middle of the heavy downpour that was registered in the afternoon and evening hours in this area.

The Joint Task Force restarted search operations on Saturday morning with the C.E.B.G Ciudad Santa Fe as its command post in the sector of Cabra, Pacora, with the support of teachers and relatives.

More than 75 units and a dozen vehicles that tracked more than 20 kilometers, said César Lange, national director of search and rescue of Sinaproc and Captain Martiniano Núñez Araúz, of Search and rescue of the Fire Department.

The heavy rains recorded during the afternoon and part of the night of Friday left several flooded in various sectors, product of the overflow of rivers and streams.

389 FIREARMS SEIZED DURING DIFFERENT OPERATIONS NATIONWIDE DESTROYED

The destruction of firearms of different calibers was carried out at the Ancón headquarters.

The Ministry of Public Security of Panama reported on the ceremony of destruction of 389 firearms that took place this morning at ceremony No. 26.

It should be noted that the firearms destroyed are those that were confiscated during different operations at the national level by the different security levels.

In addition, during this ceremony and in commemoration of the Day of the Armored Technician, the Minister of Public Security, Juan M. Pino, and the Deputy Minister, Ivor Pittí, delivered certificates of recognition and incentives to units of the different security levels outstanding in their work.

MISSING MINORS: WHAT IS AMBER ALERT, LAW AND REGULATION IN PANAMA?

What is Amber Alert?

The AMBER Alert is a system of immediate notification of children abducted by the authorities to the media, mobile phones and information networks, to start the search for the missing child in different countries. AMBER is the acronym in English of “American’s Missing: Broadcast Emergency Response”, which translated into Spanish is: personas perdidas en América: retransmisión de respuesta de emergencia“.

The system’s name is also linked to the kidnapping and murder of 9-year-old Amber Hagerman. This unfortunate event shocked the United States; and subsequently, the creation and regulation were carried out in that country.

Below, we show you the criteria that must be taken into account to execute the action of the AMBER Alert. However, each country has different regulations to consider whether the case merits being entered into the alert call:

  • Prompt authorization by the authorities of a kidnapping.
  • That the justice authorities ensure that the minor is in imminent danger of bodily injury and death.
  • All the data of the missing minor must be true and confirmed in order to proceed with the disclosure by the media of the crime.
  • The information of how the abduction of the child or adolescent happened, the data that may be had of the aggressor, the existence or not of a car to commit the act, physical features and clothing of the victim, among others.
  • That the disappeared person is under 17 years of age.

AMBER Alert in Panama

In 2019, the National Assembly sought the creation of the AMBER Alert in Panama, with draft No. 250, by the Commission on Women, Children, Youth and the Family. Later, in September 2020, it is approved by the deputies, and sanctioned by President Laurentino Cortizo, on June 24, 2021, under Law No.230 “that creates the AMBER Alert System for the rapid and expeditious location before the disappearance and abduction of people of legal age.”

The AMBER Alert in Panama will create the National Alert Committee for the Disappearance or Abduction of Minors, with functions aimed at coordinating and evaluating the actions of the System; establish the protocol of action between public or private institutions; the creation of a website that publishes the information of the reported missing minors; and coordinate and promote actions aimed at preventing the disappearances of minors.

According to article 3 of Law No. 230, this committee maintains that it will be composed of the Ministry of the Interior, the Ministry of Public Security, the Public Prosecutor’s Office, the Ministry of Social Development, the Panamanian Chamber of Private Security, the National Migration Service, the National Authority for Public Services and a representative of the media.

In Panama, the AMBER Alert expresses the criteria implemented by the system as in different countries. It also seeks that the alert be declared before the immediate report of the disappearance, the sending of text messages giving notice to the citizens of the search for the minor, official announcements in the media, on social networks and websites of government institutions, which will be coordinated by the Ministry of Security.

The use of the AMBER Alert in Panama and its regulations

It is true that the law has already been sanctioned by the Executive Branch, its use has not been specified by the authorities and has not been announced. The state entities destined to its coordination, have kept in reserve the information before the implementation of the AMBER Alert.

After the reports of kidnapping minors, it has been questioned why the authorities responsible for the limited action of the responsible authorities in the face of the usefulness of this system for the search for children and adolescents whose whereabouts in Panama are unknown.

AMBER Alert in Latin America

Currently, 21 nations have regulated the AMBER Alert; and in some countries it is recognized by the names of abducted minors who have not yet been found. In Latin America, Costa Rica, Ecuador, Guatemala, Mexico, Nicaragua, Puerto Rico, the Dominican Republic and El Salvador have legalized the use of this system.

GUPPYS, CLOWN AND BETA FISH WILL BE EXHIBITED AT THE FIRST AQUARIUM EXPO 2022

Everything is ready for what will be the First Aquarius Expo 2022, to be held for free in the Municipal Palace Building of Panama from Friday 23 to Sunday 25 September.

The activity is organized by the Aquatic Resources Authority of Panama (ARAP) in conjunction with the Panamanian Association of Marine Aquarium (Apamar) and the Tourism Authority of Panama (ATP).

The general director of Productivity Promotion and Technical Assistance of the ARAP, Bernardo Melo, said that the expectation is great, since it is the first exhibition of this nature to be held in the country.

The schedules for this activity are: Friday, September 23 from 6:00 p.m. to 8:00 p.m.; Saturday, September 24 and Sunday, September 25 from 2:00 p.m. to 8:00 p.m., respectively.

Melo indicated that there will be exhibitions of saltwater and freshwater aquarium fish such as guppys, clownfish and beta, among others.

He added that Expo Acuario 2022 seeks to generate interest in the culture of aquarium fish and the activity is being promoted with the Panamanian Association of Marine Aquarium.

The president of Apamar, Rimsky Sucre, said he was excited about this first edition of Expo Acuario 2022.

He pointed out that for these three days of the event the participation of thousands of people is expected, because it is an interesting, educational topic and that it is sure to grow in the country.

Sucre said that the objective of this event is to educate and promote aquariums in Panama.

ECONOMIST: CSS CRISIS IS A PROBLEM THAT ALSO AFFECTS YOUNG PEOPLE

The Social Security Fund (CSS).

After the report of the International Labor Organization (ILO) that reveals that the funds of the Disability, Old Age and Death (IVM) program of the Social Security Fund (CSS) will be exhausted in 2024, the economist Juan Carlos Julio detailed the problems faced by youth in the face of retirements, and gave some recommendations to those who are beginning to contribute.

According to Julio, the CSS crisis is also a youth problem and falls into three categories:

  1. Fiscal crisis: He indicated that this can lead to tax increases, loss of the country’s score, which translates into more expensive interest rates for everyone and other economic problems, which in the long term, affect those who are now young.
  2. Systematic crisis: He explained that those who began to contribute after 2007, entered a mixed system, which allows workers to have a retirement based on their history, however, there is a great potential to lose these individual accounts.

In that sense, he called on young people and indicated that “the healthiest thing is to prepare for retirement as early as possible.”

“From the outset, when we are at retirement age, we begin to earn much less, we are not prepared for the level of debt and the health problems begin. That is why it is necessary to quote,” he said.

On the other hand, he mentioned that the CSS must become the ally to continue subsisting in life, “but the system we have now, the return on investment of 60% of the 10 best years of quotation, is not sustainable.”

“That is profitable but not sustainable, and it is what generates the crisis, there are more retirees, we live more, but there is less money,” said the economist.

In addition to this, “there is a high degree of informality, and the perception of young people is to consider that it is not convenient for them to contribute to the CSS because there is no good service, they are not sure if they will receive their retirement, but preparing for retirement is a job that we must do from a young age,” he added.

HUMAN ERROR CAUSED WATER OVERFLOW IN THE GATUN LOCKS

In an official statement, the Panama Canal Authority reported that investigations by a team of experts from the Panama Canal determined that the water overflow that occurred last week at the Gatun Locks was due to human error in the operation of the control center during the lock.

The event occurred on September 13, when the water exceeded the intermediate gates 15 and 16 that limit the intermediate chamber with that of the lower level of the west lane. This was because the valves that control the flow of water to the chamber, which were located behind the ship, were not closed.

The report of the specialists adds that the energy of the transformer rooms and those of the primary power that come from the Gatun hydroelectric plant was immediately deactivated, which protected the machinery and locomotives of the west rail. Also, for the safety of the staff, they waited for the water levels inside the tunnels to drop, and then restore the electrical fluid in the affected area.

No lock workers were affected or injured by this incident. As for the equipment, there was only one affectation to a transformer as a result of the flood.

At the time of the incident a vessel was in the upper chamber of the west lane, and a second ship was in the process of entering the lower chamber of the same lane, both heading south. The first had a delay of about 30 minutes, while the other suffered a delay of about 2 hours and 15 minutes.

Improvements contemplated

As a result of this incident, the Panama Canal is working on improvements in system programming to reduce the possibility of human error, as well as on reviewing protocols for this type of emergency.

The safety of the workforce and canal infrastructure is a priority for waterway management.

INSTAGRAM ACCOUNT THEFT INCREASES FOR TRADING SCAMS

They invite investments, and victims end up losing their money.

In recent weeks there has been an increase in cases of people who report that, fraudulently, strangers have taken control of their social media accounts, to attract people who want to invest in cryptocurrencies.

Recent victims have received messages from Instagram contacts requesting as a favor that they access a link and send them an “update code” to help them recover their accounts.

This is really the confirmation code of their own account, through which they take control.

Once they succeed, they make publications on the profile inviting them to “invest” in cryptocurrencies or in the stock exchange, for which they request deposits or transfers in dollars. This money “does not go to a legitimate investment, but to the coffers of cybercriminals,” explains Captain Wladimir González, head of the Cybercrime Division of the Judicial Investigation Directorate (DIJ).

This type of scam is known as “Trading”. Sometimes they are redirected to messaging groups.

“For no circumstances, provide codes that arrive via text message to known or unknown people, who claim that they sent you wrongly, because they would be giving the key to these people to appropriate all their accounts,” warns González.

To protect social media accounts, it recommends the use of strong passwords (unpredictable, combining letters with capital letters, numbers and symbols), as well as the activation of two-step authentication.

HOWARD WATER TREATMENT PLANT REGISTERS AN ADVANCE OF 70% AND IS ESTIMATED TO PRODUCE 40 MILLION GALLONS A DAY

JEWISH HOLIDAY IN PANAMA: WHAT DAYS WILL THEY NOT WORK?

Innovative medicines lead drug sales in Panama(in the private sector), according to data from Fedefarma. This information was exposed in the study on prices presented this month by the firm Indesa.

Innovative or original medicines have a consumption of 49%, generic branded medicines of 37% and generic ones of 14%.

According to economist Felipe Chapman, there is a clear rejection of generic drugs in the country. This animosity, which in other latitudes is low, also influences its high cost.

Chapman stressed that factors such as the prescription based on the economic level of the patient, the lack of specific sanctions and control of non-compliance with prescription regulations and the little promotion influence that its consumption is low.

“According to Farmacias y Droga, some generics have a sticker that indicates that they are 100% interchangeable and this must be made public knowledge and attack their demonization. The law requires doctors to prescribe the molecule and not the mark. In pharmacies, the options must be offered and the consumer must make the decision, “said the expert.

For Chapman it is not about buying generic drugs of worse quality, but 100% interchangeable and with the same efficacy of a branded innovator.

Despite the predilection for innovators, not all people have the ability to pay for them, hence their statements in this regard are valid.

“We took the task of going to the pharmacies and when the patient was presented with the drug, he rejected the generic for the innovator, which has substantially high costs. There is a significant part of the population that cannot afford them, it is a fact. For people to protest that is legitimate. The investigation showed us that it exceeds their capacity to be able to acquire them,” Chapman added.

On the other hand, the pharmacist Tomás Escudero highlights that there is a lot of misinformation around medicines. Remember that the originals were elaborated after meticulous studies for which the laboratories made important investments, while the generics would come to be copies.

He warns that there are generic drugs of very good quality, but there are also those that are not and that could even aggravate the condition that is treated.

MEDICAPP: STEPS TO BUY A DRUG ON THE WEBSITE

MedicApp will help the citizen save time and money to locate medicines in a minimum range of 5 kilometers.

Medicapp, digital platform that offers information on the cost and location of pharmacies that have a drug available in addition to showing the proximity of pharmacies. We explain the steps you must follow to correctly perform the search and thus make the purchase:

  • You must first allow the platform to access your location from at least 5 km to 300 km.
  • Second, place the search criteria, that is: medicine of interest
  • Third, the name of the nearest pharmacies will appear according to the chosen range, along with the phone number, name of the medicine and the lowest price.

As a first phase, people can access the search engine for medicines in Panama with Panama Digital or through the website https://medicapp.gob.pa/.  “Also in green it is written that the drug has 30% less, by Executive Decree No. 17 of August 10, 2022.  “

Recall that, the National Government approved a list of 170 medicines included by the Technical Table of Medicines for the reduction of 30% of their price. The reduction approved by President Laurentino Cortizo, began to take effect from August 15, 2022 throughout the country, despite the opposition of several sectors.

Information on drug prices will be provided by the Consumer Protection and Competition Authority (Acodeco), with monthly updates.

For Luis Ricardo Oliva, general administrator of the Government Innovation Authority (AIG), MedicApp represents a geopositioning technology that will help citizens save time and money because it allows them to know which of the pharmacies that are nearby, have the drug and its price.

In a second phase, the platform will indicate to the patients of the Social Security Fund the availability of medicines that are in their pharmacies.

BAN INITIATIVE ON PHYSICAL CONDITION OF POLICE OFFICERS

The Commission on Government, Justice and Constitutional Affairs vetoed the draft Law 98, which modifies the Organic Law of the National Police, on the physical health of officers.

Recall that one of the articles of this initiative that was presented by the deputy of the Democratic Revolutionary Party (PRD), Jairo Salazar, seeks to suspend or remove from the streets those agents who are not in good physical condition or overweight.

“If they don’t meet their ideal weight, their ascents will be stopped … if they do not have the weight according to their height, you will be slowed down by the ascent and not only that, in another article that we have here, if they do not have the ideal weight we will take them out of the streets and we will put them as secretaries at a desk or counter” warned the deputy at the time when supporting the initiative.

If this rule is approved, it is established that it must be the Executive Branch who must regulate it and establish physical evidence for police officers.

MAYOR’S OFFICE OF PANAMA WILL GRANT 300 PERMITS FOR NATIONAL HOLIDAYS TO STREET VENDORS

Street vendors must apply for permits at the Directorate of Community Services.

The deputy mayor of Panama, Judy Meana, confirmed this afternoon that the Mayor’s Office will grant 300 permits for these national holidays to street vendors who meet all the requirements that are requested.

“The buhonería, both in national holidays and at Christmas, which is also what is coming, I always tell the buhoneros, the Panamanians who are dedicated to retail sales, that they want the permits that they have to approach the Directorate of Services to the Community,” said Meana.

The deputy mayor stressed that permits should not only be requested when there are parades and festivities, and before this she urged the buhoneros or sellers to “formalize that they have their municipal permits to be able to dedicate themselves to these ventures with all their roles in rules.”

SINAPROC ISSUES RAIN PREVENTION WARNING, WARNS OF OVERFLOWING RIVERS AND FLOODS

Sinaproc recommends not driving at high speeds and not crossing rivers or streams.

Panama’s National Civil Protection System (Sinaproc) issued a warning of prevention for rains and storms until September 21.

This is due to the intertropical convergence zone and the low-pressure systems in the sector, together with flows of confluent winds and with high humidity, generating the ideal environment for rains and some storms, according to the Department of Hydrometeorology of ETESA.

Areas vulnerable to varied rainfall, from light but intermittent to heavy with electric shocks, include all provinces and counties.

For its part, Sinaproc indicated that Hurricane Fiona intensifies to category #3, with maximum winds of 185 KM / H, with a center located north of the Spanish island with a trajectory towards the open sea in the Atlantic Ocean.

The authorities explained that because of this “there is a trough axis extending from the hurricane area to the coasts of Nicaragua.”

“Due to its intensification and breadth of the system, the Central American region and the Caribbean are presenting some collateral effects on the organization and displacement of local atmospheric systems, thus modulating the weather conditions of the sector,” Sinaproc said.

Sinaproc said there are possibilities of further river overflows and flooding in populated areas.

In this regard, Sinaproc recommends:

  • Stay informed through official accounts.
  • Do not drive at high speeds.
  • Do not cross rivers and streams.
  • Avoid outdoor activities, in the presence of electrical activity.
