Fall from a tree registered in Las Lajas in the Chame district.

Wednesday, May 27, 2020

It was 4:00 a.m.  Not 3:59 a.m., not 4:01 a.m., but exactly 4:00 a.m.  I was awake after just 3 hours of sleep and my mind was all over the place.  I was set to train a group of Loss Prevention specialists on COVID-19 committee procedures at 8:00 a.m., but it was still waaay too early for that.  My first thought was, “Wow, it’s exactly 4:00 a.m.!”  My second thought was “Oh crap, now it’s 4:03 a.m. and I can’t sleep.”  I only needed 3 minutes to know that I wasn’t going to find that rhythm again.  So, I got up, took my time through the morning rituals and left for the city, but not before taking out the trash to make Queen Sayira and the boys happy.

Not that there’s any direct correlation between the subjects of “trash” and “those three”, but it does remind about how hilarious their interactions can be at times.  Those three could argue about anything and the time they take arguing, could have been used to just accomplish the focus of their argument.  Last “trash day”, Sayira told Brandon to take out the trash, Brandon immediately said that it was Brett’s turn and of course Brett quickly snapped, “Nuh uh, no it ain’t!”.

Brandon never paid attention to who did what or when, so I knew this was him just making it up on the fly.  Sayira snapped back and threatened to punish them in a way they knew would never really happen.

“I’ll ground you for a whole month!”,
she said.

This went on for 14 minutes and 32 seconds.  I know, because I timed it, took a picture of the clock and sent the image to the family whatsapp group.  They could have taken out the trash, watered the lawn, played with the dogs and still had time to spare.

Timed conversation
Timed conversation

I understand how kids are when they’re little, they can get into the strangest arguments, get really angry and serious about it, while I’ld just sit back and laugh.  I remember walking in to the living room and the boys were taunting each other over who knows what…

Brett JR (at 7yrs): “Yes you are.”

Brandon (at 5 yrs): “No, I’m not.”

Brett Jr: “Oh yes you are!”

Brandon (yelling): “NO I’M NOT!”

(I walk in, Brandon sees me.):  Daaaaad, Brett says I’m a HOT DOG!!!”

When they’re little and serious, you try soooo hard not to laugh.

But as they got older, they seemed to have melded their emotional intellect with Queen Sayira.  I’m not saying theyre geniuses, nor am I saying she’s a dummy.  They simply obtained a gradual understanding of each other and eventually reached that sweet spot, that happy medium for diverse topics.  Instead of fighting about being or not being hot dogs, now they’re more intellectually inclined to argue about who has to take the trash out.

Well, I promised I would give you my secrets on how to catch a liar.  That will have to wait until tomorrow.  I’m 18 hours into this today and I’m having CTC flashbacks of typing and day-sleep-dreaming at the same time.  Have you ever done that?  That was huge for me in college.  It’s where you get so tired that when you were writing a report, you’d fall asleep in the middle of it and still type some gibberish on the computer.  My last day-sleep-dream brilliance today was “dliiiiiiiiiiiiiiwddsfffff”…  I promise more positive legible stimulus tomorrow.

TOP NEWS and TIDBITS

The pandemic has left us a lesson: preventive health. Take time to go to the doctor, understand your body, exercise smartly, use supplements when needed, take your vitamins, apply a healthy and balanced diet to counteract the effects of a disease, strengthen our immune system and not be caught with low defenses.

In short, the coronavirus leaves us with a life lesson in many areas and as we adapt to the new normal, we should reflect on the teachings that we take away from the pandemic and its effect on our lives.

SCHOOL YEAR WOULD BE RE-ESTABLISHED IN ‘DISTANCE’, ACCORDING TO MINISTER GORDAY

Education Minister Maruja Gorday de Villalobos presented this Wednesday, May 27, the plan for the restoration of classes in Panama, as the prevention regulations that have been imposed to reduce the spread of COVID-19 are lifted. In the Education Commission of the National Assembly, the official said that the plan that has been prepared includes three phases. The first is the one that is lived today, where the contents were given at home to the students. Phase II would begin in July with the restoration of the 2020 school year, which impacts part of the 2021 school year and the calendar. She was emphatic in highlighting that it would be at a distance.

“It entails the restoration of the school year that possibly in July we would be announcing them,” said the minister.

Explain that the restart of the school year is based on a curricular progression, that is, the areas of the curriculum that are relevant and required for fundamental learning in all grades are being identified. The guidelines and guidelines for distance education will also be established, “a great challenge for the system”, as recognized by the head of the Education portfolio, since there is no official law that speaks of distance education. All dates must be defined by “the intersectoral team of the Ministry of Health in conjunction with the educational community.”

Phase III would be the development of the post-emergency school year 2021, which would be affected by the leveling of learning, the academic recovery process, students who leave the system and those who transit from one level to another. He said that the strategy has been prepared based on a theory of simple, pertinent educational emergency that will impact the next school years and will rise when the social and economic order is restored in the country. That means that this emergency will not end this year or next year, but it is estimated that two or three school years will impact. On the other hand, it works together with Unicef in eight specific objectives that are:

  • the development of strategies during the suspension of classes;
  • measures to restart classes and make up for the 2020 school year;
  • comprehensive measures for vulnerable groups;
  • establish biosecurity mechanisms in the period 2020-2021;
  • organization of the 2021 school year;
  • development of regulatory and legal measures, according to the needs.

BUSINESSMEN RECOMMEND OPENING OF THE COLON FREE ZONE

Workers and businessmen from the Colon Free Zone expressed the importance of reopening economic activities in the free zone to alleviate damage caused by the COVID-19 pandemic and the low commercial movement registered so far this year.

“We are ready and willing to resume activities in the Free Zone, we know the importance and understand the requests of workers to return to their jobs. We also understand and will comply with the protocols required by the Ministry of Health. for the reopening of establishments,” said Rojas, president of the Association of Users of the Colon Free Zone (AUZLC).

The Free Zone located in the Atlantic sector of Panama, is an autonomous institution that generates about 20 thousand direct jobs and in recent years contributed approximately $ 15 million annually to the coffers of the Central Government. However, since 2012, when there was a turnover of 30 billion dollars, there has been a gradual decrease year after year. Until 2019, a decrease of 40.2% of that grand total was recorded. In addition to this, the first quarter of this year reflected a drop of 17% versus 2019, which was also bad.

“We are more than 1,600 companies that urgently require the friendly and supportive hand of the State to adapt our free zone to the changes that are coming,” requested Rojas.

The AUZLC has delivered vouchers or bonds worth 40 dollars to just over 500 families from different communities in the province of Colón affected by the COVID-19 pandemic, however, they know that this is only a palliative to the benefits of generating jobs again.

“We have 4,500 free zones in the world, and it has been proven that they are solving the absence of jobs where there was poverty, contributing to improve economic problems; the Free Zone is apt to continue selling, we have our hub, our position,” said Rojas .

The National Government conditioned the gradual reopening of the different economic activities through six blocks, beginning on May 13 with the first of which included electronic commerce, mechanical and spare parts workshops, technical services such as plumbers, electricians, maintenance of air conditioning, elevators, pool maintenance, artisanal fishing and industrial aquaculture.

EFFECTIVE REPRODUCTIVE NUMBER OF COVID-19 IN PANAMA IS AT 1.06

Dr. Rodrigo De Antonio, of the Advisory Committee of the Ministry of Health (Minsa) on COVID-19, reported that the Rt or effective reproductive number of the virus in Panama is at 1.06, according to the update of the last 2 weeks.

“The goal was to be at a level of one in a sustained way that was the objective of confinement measures, remember that for the previous week we were at 0.91, for this week we are at 1.06 and the confidence interval is at 1.01 to 1.2”, De Antonio explained.

During the last week, he explained, only 22 townships reported more than 22 cases per day, some related to specific outbreaks, such as the case of the Santiago prison and the Alanje district.

While the rest of the cases are concentrated in Panama Metro, Tocumen and Panama Oeste.

“Not all transmission is constant or similar in regions, we have an increase in the contagion rate in Santiago, Chiriquí, Colón, Panamá Oeste and San Miguelito, it remains on top of one, however, with measures that make contact traceability we have observed that compared to some of the regions versus what we had in the previous week, a reduction is observed so that the vast majority of the regions remain close to one’s goal, ”he indicated.

Until the epidemiological week 21 that ended on May 23, the update regarding the trend of occupation of wards and intensive care, where since the week of April 10 it has remained below 80 beds in the intensive care unit and below of the 300 hospitalizations.

“This indicator varies by township, however, it is what guarantees that capacity has not yet been saturated at the national level,” he said.

In the week before May 23, the doubling time of cases was 26 days, now it was adjusted to 21 days.

SUSPENSION OF CONSTRUCTION PERMITS, USES OF MOUNT LOAD AND SIDEWALKS APPROVED

The suspension of construction permits, of freight-riding, use of sidewalks and others that are being carried out in the district and that due to the pandemic were suspended until the second order, by the health authorities, was approved this Tuesday, May 26, through municipal agreement No. 85. The President of the Council, Carlos Lee, stated that with the measure the entity wants to recognize those days that no construction work has been carried out and temporarily suspend the permits and thus prevent them from redoing the procedures to obtain new permits. The director of municipal works and constructions, Antonio Docabo, maintained that the measure is due to a support that the municipality is going to offer to the construction industry, which is being affected by the measures interposed by the government in the matter of sanitary security. He added that when the construction is restored, the permits will automatically have an extension of the permit corresponding to the duration of the suspension adopted by the government.

PANAMANIAN CHAMBER OF SOCIAL DEVELOPMENT CALLS ON THE GOVERNMENT TO INCLUDE IN THE STRATEGY OF THE NEW NORMALITY

The Panamanian Chamber of Social Development, a union that brings together the country’s non-profit organizations, called on the government to take them into account in the actions being carried out during the coronavirus pandemic.

In a statement, this body states that they are operating in a legal limbo, because the work they carry out was not regulated in the decree that regulates the closure of establishments and they are not among the agreed exceptions.

“The document presented by the government called” Route to the New Normality “and which explains the gradual reopening through different blocks, does not include non-profit organizations in any block,” is highlighted in the document.

“We ask the authorities to correct this legal vacuum in which we find ourselves by operating without being in the exceptions and that they have not included in any opening block either.”

The Panamanian Chamber of Social Development recalled that they group some 800 non-profit organizations and that the situation to carry out their work for the benefit of vulnerable groups is complicated because safe-conducts are limited.

MINISTER OF THE MINISTER OF HEALTH REITERATES THAT SANITARY FENCES ARE MAINTAINED BY PROVINCE

The Minister Counselor for Health Affairs, Eyra Ruiz reiterated this Wednesday that the sanitary fences installed in Panama are maintained, as a measure to prevent the spread of COVID-19.

This, after Minsa announced that, from June 1, the restrictions on mobilization by ID card and gender are eliminated, in addition to the total quarantine on Sundays.

“The sanitary fences are going to continue, do not get up, do not try to go to the beach or to the house to the farm, nobody can be doing these things, everyone should stay in their province and not be carrying viruses to other places, that just to be clear ”, said Ruiz through the radio program “Sin rodeos “.

He explained that in order to travel inland, people must request a pass or document

“to help them cross, since if they work in Panama they have nothing to go to Chiriquí, Santiago or Los Santos.”

Regarding the decision to eliminate the mobilization restrictions, Ruiz said that it was made after consensual evaluations

“we have to take care of health first, but we must ensure that the economy is reactivating in general, … the opening of block 2 leads us to consider according to the Rt or (effective reproductive number of the virus in Panama), to be able to open to the population that they can walk (without conditioning by gender and identity card), that is, the safe conducts no longer go ”.

He insisted that there will be a curfew that will be established from 7:00 p.m. at 5.00 a.m. the next day, but

“not even the beauty salons, gyms or restaurants are open, so if you have nothing to do on the street better stay at home.”

He added that for the other blocks to enter the new normality, the population must comply with measures such as: the use of masks, hand washing and physical distance.

In parallel, the children will be able to mobilize from 4:00 p.m. 7:00 p.m. Accompanied by their parents, caregivers or guardians for the use of social areas, they must be sane.

He believes that a method should be found to sanction people who do not wear masks,

“they are not going to expose me in that way, we must start to fine”.

ACODECO MAY IMPOSE SANCTIONS IMMEDIATELY TO TRADES THAT DO NOT COMPLY WITH PRICE CONTROL

The Authority for Consumer Protection and Defense of Competition (Acodeco) strengthens the imposition of sanctions on businesses that fail to comply with the price control measure on 11 hygiene and personal hygiene products.

Through resolution No. 022-220 of May 21, 2020, Acodeco obtains the power to immediately sanction economic agents who violate the provisions established in Executive Decree 152 of May 13, 2020, which regulates the sale of toiletries and cleaning.

What was the procedure like for businesses that did not comply with the regulation? Acodeco explains that an act was being drawn up.

This document was then brought to the office and the director of Consumer Protection awaited the economic agent’s releases. If the economic agent did not make this release, the director issued the resolution with the sanction and the economic agent was notified about the imposition of the fine. This procedure took approximately 15 days.

With the measure established in resolution No. 022-220 of May 21, 2020, Acodeco inspectors have to verify that the profit margin of 23% is met throughout the entire marketing chain of products such as antibacterial and antimicrobial ; alcoholic gels; alcohol for external use; liquid or stick antibacterial soaps; disinfectants for domestic use and vitamin C, as well as 15% in disposable masks, and if there is an irregularity, the ballot is made and the amount is placed.

The fines for those businesses that do not comply with the regulations could amount to up to $ 10,000 depending on the size of the company, or if the business is a repeat offender.

The ordinance states that economic agents can appeal the sanctions.

“Businesses have the opportunity to make their discharges after receiving a fine, and it will be up to the director of Consumer Protection to make the decision to lower the fine or eliminate it depending on the elements.”

To date, Acodeco has imposed fines of $ 40,250 to various businesses for failing to comply with the price control measure on 11 personal hygiene, cleaning and consumer staples. Among the sanctioned businesses are seven supermarkets, a pharmacy and a mini-supermarket.

Economic agents will have 10 days to pay the fines. If they do not make the payment during that time, the file will go to the executing court. The executing court has the power to verify the bank accounts and the assets held by the company, said an Acodeco spokesperson.

ENDNOTES

I used to write a lot; military reports, investigation reports, Dear Abby…  Then several years ago, I started writing short stories for a small website just to make a few bucks per click.  It wasn’t a lot, but it was fun and I think I got pretty good at it.  Then as business picked up, life got complicated and I stopped writing.  I also stopped reading!  That was quite horrible.  With quarantine and the advantage of working from home, I started saving 3 hours per day that I used to need just for driving.  It took roughly 1 hour to work and another hour back home and that was on good days.  Sometimes it was 90 minutes each way.  That’s not to mention driving times in between going to meetings and whatnot.

So, as I picked up this little hobby of summarizing, organizing and translating articles from Spanish to English for the English-only crowd, I felt like I needed a bit of motivation.  I’m also tinkering with the idea of writing another book.  One of the best ways to become proficient in writing is through reading.  Having not read in a while, I felt that I had lost my touch for writing and needed some inspiration so I randomly grabbed a Stephen King book, “Just After Sunset”.

Stephen King, “Just After Sunset”
Stephen King, “Just After Sunset”

It’s actually a series of short stories that are, believe it or not, creative, disturbing and macabre.  After going through the first 100 pages I remembered that there was something about his writing that I didn’t like.  It seems that Stephen King never grew up learning when to properly use the “F” word.  More specifically, the “F” word in the form of an adverb; an intensifier.  For some reason, Mr King thinks that everyone uses that word all the time.  And by everyone, I mean everyone, including sweet Em when arguing with Henry.

“this was the essence of Henry, the fucking apotheosis of Henry”.

It doesn’t even seem real, seeing as hardly anyone actually speaks like this, but his books would lead you to believe otherwise.  Bad dad moment:  Even my son Brett has used the “F” word more appropriately.  (Yeah, not proud of that, but it’s true.)  Ok, so now that I’ve critiqued the great master, Stephen Fucking King, I have no choice but to show him up and write something better than “Misery” or “Carrie”.  Meh, I’ll have it done before we all reach herd immunity from this virus.

Stay safe…  Stay healthy…  And by all means STAY HOME!!

    I enjoy your writing style. Yes reading is a must. I try not to let a day go by that I don’t read. Of course it is easier in winter when there is less desire to get outside. I have been recently reading more travel blogs since I can’t travel. Alaska has eliminated all restrictions for Covid 19. Here starting tomorrow masks will be mandatory inside buildings other than your home. Groups over 10 in public are prohibited. Outside dining for food service with social distancing mandates has begun

      It’s being referred to here as the “New Normal”. Call me old fashioned, but I really liked the “Old Normal” and by “Old” I’m referring to the way things were waaaaaaay back in 2019…
