Today was definitely St Murphy’s Day somewhere in the world.  That’s the kind of day that you don’t celebrate; it´s practically a “Friday The 13th”.  This is the day that Murphy’s Law is recognized, yet today Murphy’s Law instead recognized me.  I’m typically a positive person, but today, just about whatever could go wrong, did. Its perceived perversity is well-known and definitely no stranger to this guy.  (Me pointing at me.)

The day started out fine, except for an intense pain over my right shoulder, which locals call “Torticolis”.  It translates vaguely to “Stiff Neck”, but this one went deep.  It wasn’t a day for rest either.  I ventured out early today as we were auditing a new protocol to access offices under the guidelines given by MINSA.  Receiving personnel, area supervisors, how the procedures will come together during the entire course of the day.  It wasn’t even 1030am yet and we had already received 2 sales people who really thought they could do the job better than the Industrial Engineer with a specialization in Occupational Hazards who wrote the protocols.  I can’t get over how people nowadays all want to be the “expert” in the room.  Even when I give seminars on a topic I’m familiar with, I don’t like being introduced as the “Expert” on the topic.  To me, “Expert”, means you have nothing further to learn and there’s always room to learn.  Lately we have these self-proclaimed disease experts who were previously self-proclaimed hurricane experts and impeachment experts and Notre-Dame cathedral architectural experts…  Now with the riots in the USA sparked initially by the abuse of a police force who, through over-zealous actions, evidently caused the unfortunate death of an arrestee, we have so many legal experts on civil rights, not to mention experts on police procedures as per Minnesota standards.

It was early and I needed more coffee.  No, I needed something stiffer than that, but would have to settle on… oh darn it, coffee shops are closed.  Great!  The next best thing was my chiropractor appointment today.  It was already scheduled, so I’ll ask her to get the kink out of my neck.  By 1100AM, she had done her magic and I felt great.  I left the doctor a new man, when suddenly, “Ring!”, said my cell phone.  It was Queen Sayira.

“Honey, the power’s out, I think something was on fire and there’s water coming through the roof in the boy’s bedroom.”  

“Snap crackle pop!”, said my neck.  Ouch!  The pain was back and in full force.  Then on the way home, protestors!  Yay, what fun!  It was the ever feared SITRAFCOREBGASCELIS Labor Union who is one of the primary unions embedded in one of the local beverage companies and breweries.  Don’t strain yourself trying to read that.  My neck hurt even more just trying to pronounce their ridiculously long acronym.  Yeah, that’s an acronym.  It‘s short for the “Sindicato de Trabajadores de la Fabricación y Comercialización de Refrescos, Bebidas, Gaseosas, Cervezas, Licores y Similares de Panamá”.  They really didn’t want to leave anything out, I guess.  I can imagine the unión workers at this place when they get asked by their snooty SUNTRACS friends,

“Which cool union are you with?”…

They’d be like, “Stop teasing me, Wilfredo!!”  

Oh and if you want another thing to giggle about, they support “FUCLAT”.  (Pause for well-deserved laughter.) It stands for the “Federacion Unitaria de La ClaseTrabajadora”, which is a very serious subject… (Brett spits out a bit of his drink by accident).  I could really play off of that, but as things have been going, I don’t need angry Union workers pounding my door down.  Moving right along…

I finally got through the Union march and was home by noon.  The main electric box to the house was baked.  Water leaking through a fissure in the cement structure housing it, caused a short-circuit and the whole thing went up in smoke.  I should have taken a photo of it; it was quite impressive.  Given the patterns, fire came off of it for a short amount of time until the fuses popped and the whole thing just shut down.  Luckily, we had everything hooked up to standard and it didn’t affect the house.  So, I called up my trusted electricity guys and they came to the rescue.  All the while, we looked at the leak and got another guy on that too.  But, no power and tons of emails and work to do.  What to do in the meantime?  Time to invoke my Fabricated Expert Degree in Project Management Powers!!  Nah, they were fine.  The sun started to set.  We had a nice meal in the twilight, faces irradiated by the light of our GE battery-operated multi-huelamps.  Tough day, but being home always seems to make it better.

Each is responsible for the health and that of our family. No matter how enthusiastic the authorities are to prevent the spread of the coronavirus, it is literally impossible for every citizen to wear a chaperone to comply with the sanitary measures imposed.

Dr. Javier Nieto, member of the Advisory Group for COVID19, defined it in a very colloquial way: we are in the first half of a soccer game, which could go to overtime and even to the fateful and unpredictable penalties, depending on the job individual and collective of the players, in this case, the citizens. GOVERNMENT ORDERS THE MANDATORY USE OF MASKS ALL OVER THE COUNTRY

The Ministry of Health, through Resolution 1420 of June 1, 2020, orders the mandatory use of masks or chinstraps, for nationals and foreigners, throughout the national geography. In its second article, the resolution indicates that infractions will be sanctioned in accordance with the provisions of Law 66 of November 10, 1947, as amended by Law 40 of November 16, 2006, or through current health legislation. The resolution will take effect as of this Tuesday and will be temporary until the pandemic and the risk of the spread of COVID-19 are formally overcome.

The lifting of quarantine brought crowds back to the streets of Panama

DRA. PORCELL: AT LEAST 300 HEALTH OFFICERS ARE CONTAGED BY COVID-19

The National Director of Health of the Ministry of Health of Panama, Nadja Porcell, announced that at least 344 health officials in the country are infected with COVID-19.

He explained that in this situation and in order to protect health personnel, the Minsa seeks to acquire seroprevalence tests with the characteristics required by the Gorgas Commemorative Institute.

GRADUAL RESTORATION FOR MIGRATORY CARE WILL BEGIN STARTING JUNE 8

Through resolution 8189 of May 29, 2020, the National Immigration Service announced that from June 8 onwards, restoration will begin gradually and progressively to attend to immigration procedures and services.

HARDWARE STORES READY TO OPEN YOUR BRANCHES AFTER RECEIVING GOOD REVIEWS FROM THE AUTHORITIES

Hardware stores can already operate during their regular hours and serve the public, as reported by the Minister of Commerce and Industries, Ramón Martínez.

AUTHORITIES EVALUATE TRANSFER NEGATIVE COVID-19 INMATES FROM VERAGUAS TO CHITRÉ

AMP AUTHORIZES DEPARTURE OF YACHTS FROM MARINES, RAMPS AND DOCKINGS

The Panama Maritime Authority (AMP) authorized the departure of yachts for private use of marinas, ramps, and berths, but they must comply with the preventive measures to avoid the spread of COVID-19 recommended by the Ministry of Health (Minsa).

In this sense, only the departure of yachts will be allowed from their point of departure to navigation or anchorage areas, they will not be able to disembark on any of the different islands of the archipelago.

They must comply with Executive Decree No. 644 of May 29, 2020, which establishes the national curfew from 7:00 p.m. until 5:00 a.m.

MINSA APPROVES RE-ENTRY OF 515 WORKERS TO THE COPPER MINE

Minera Panamá received authorization from the Ministry of Health (Minsa) for the entry of 515 workers to the copper project, located in the mountains of Donoso, province of Colón.

The Minsa located the mining project in block 6 of economic reopening, which has no estimated date to restart operations, due to the complexity involved in managing more than 5,000 people in a camp.

The decision created unrest among workers, who have not received an income since mid-April.

For now, in resolution 1257 of May 2020, the Minsaauthorizes the period of “preservation and safe management”, requested by Minera Panama, a subsidiary of the Canadian company First Quantum.

Of the total approved workers, 325 would be assigned to the operation of the 300 megawatt thermoelectric plant, and the transmission network and substations within the project.

Another 100 workers from different specialized areas would be assigned to prevention, surveillance and monitoring tasks in sensitive areas, such as tailings basins and chemical warehouses, among others.

The Minsa also approved 90 workers for cleaning works in common areas such as dining rooms.

Production from the copper mine has been closed since April 6, the day after the first death from the coronavirus was confirmed (Covid-19).

Carlos González, spokesman for the Industrial Union of Workers in Mining Construction and Mining Development (STM), commented that they are awaiting the authorization of the protocols that the workers in the mine will have to follow, once the processing stage of the extracted material.

The Union of Minera Panama Workers confirmed that on Saturday, May 30, a group of 154 workers had completed the 14-day quarantine period in order to re-enter the mine to undertake maintenance work.

First Quantum has reported that it estimates that $ 4 million to $ 6 million would be allocated weekly to protect the integrity of the equipment and maintain the rest of the infrastructure.

In resolution 1257, the Minsa asks Minera Panama to report how many workers will be assigned to the port operation located in Punta Rincón, and for the maintenance of the pumps installed in the tailings basins.

Greater distance

Ariadne Holness, a Panamanian geologist with more than 25 years of experience in the mining sector and who was in the exploration work carried out in the 1990s with which the viability of the project was confirmed, commented that the main objective of the mining companies should be guaranteeing the distancing of workers.

To achieve this, he suggests suspending the use of all social areas and limiting the number of workers who can be in the dining rooms at the same time.

In his opinion, the mining industry cannot stop because within the projects there are areas that need constant vigilance, such as the tailings basins, explosives warehouse, the treatment that rainwater receives so as not to affect neighboring communities, to name a few.

In the case of the Cobre Panama project, Holness considers that a minimum of 1,000 workers is needed to maintain the entire project.

The STM spokesperson commented that the company had requested that number of workers, but the Minsa only approved half.

In mid-April, Minera Panamá made the suspension of 7,000 labor contracts effective, after it accepted Decree 81 of March 20 issued by the Ministry of Labor Development. To date, 200 infections and 5 deaths have been reported.

Holness commented that, like all companies, the mining sector needs protocols to resume operations. He considers that since Panama is a mining country, due to having the new largest copper mine in the world, the Donoso project should resume operations once it has security guidelines and not wait until the restart of block 6 is approved.

“This Covid prevention protocol must be included in the mine’s safety and health protocols,” he said.

PANAMA APPROVES INVESTIGATION ON COVID-19 IN PREGNANT WOMEN

The National Research Bioethics Committee of Panama approved the investigation of the obstetrician gynecologist, Paulino Vigil, on the effect of COVID-19 on pregnant women and mother-to-child transmission.

According to Vigil, the investigation is being carried out through hospitals in the Chiriquí province, Veraguas and in Panama, in Santo Tomás and the Arnulfo Arias Madrid Hospital Complex.

CORTIZO WILL MAKE CHANGES IN HIS CABINET, BUT CARRIZO AND SABONGE WILL CONTINUE TO BE MINISTERS

After 11 months in office, President Laurentino Cortizo considers changes in his Cabinet, but the ministers of the Presidency and Public Works, José Gabriel Carrizo and Rafael Sabonge, respectively, will remain in their positions.

“I’m not going to change the [minister] of the Presidency or the one of Public Works. I do have others, but those two do not, ”Cortizo said this Tuesday, June 2, in a meeting with the editorial board of the newspaper La Prensa.

Carrizo and Sabonge have been questioned about the management of purchasing and contracting amid the coronavirus pandemic. The anti-corruption prosecution even opened an investigation into the Panama Solidario modular hospital, built at a cost of $ 6.9 million, not including medical equipment. At the weekly meeting to follow up on the process of gradual return to normality, which is held in the Presidential Palace, President Laurentino Cortizo announced that the majority of the new beneficiaries of the Panama Solidario Digital Bond are Panamanians whose employment contracts were suspended. and registered with the Ministry of Labor and Labor Development (Mitradel).

In order to reinforce biosecurity measures in the midst of the COVID-19 pandemic, the Men in White company carried out a day of cleaning and misting taxis from the capital city and vehicles from security estates.

The day was held from 9:30 a.m. at 12:30 p.m. in the parking spaces of the Cinta Costera, free of charge, benefiting at least 200 drivers.

This, after the opening of the second block of economic activities began on June 1, and the total quarantine will be supplanted by the national curfew.

How to learn Spanish using Brett’s 3,981 easy steps.

I just realized as I sat here pondering what to add to the End Notes tonight.  It’s been such a fulfilling day that I just didn’t think ahead on what to write on.  Most of the readers are English-first and living in Panama.  That being the case, I’d like to use tonight’s installation of End Notes to give a few pointers on how I think a beginner should learn the language.

 

1. Pay attention to what words you need to learn to say after just a day out on the street.  Take a note pad along with you and constantly think to yourself, “I wonder how you say this in Spanish?”, then write that English word in your book.  At the end of the day, look them up and use the google translator to show you how to pronounce the word.
2. Word pronunciation.  One fascinating thing about Spanish is that the vowels are ALWAYS pronounced the same in all of their Spanish-root words.  If you get the vowels down, you can pronounce any word in Spanish even if you don’t know what it means.
   1. A = “AH” (Like when you’re in Charlie the dentist’s chair.)
   2. E = “EH” (Like a Canadian would say, “How yadoin, eh?”)
   3. I = “E” (This tends to confuse, but the letter “I” in Spanish is pronounced like the “E” in English)
   4. O = “OH” (Like in, “Oh, so you think you’re an expert in Advanced Underwater Basket Weaving?”)
   5. U = “OO” (Like in “fool”, Fool on me for losing myself among the radiance of your beauty)
3. The consonants in a word are just as important.  There are too many to go through them all, but the primary ones you need to get right are:
   1. “J” = sounds like an “H”, such as in “Jose” or “Jefe”.
   2. “H” = Is always silent when used alone.  In the Spanish word “Honesto”, you ignore the existanceof the letter “H” and it is pronounced phonetically, “oh-nays-toh” (see Word pronounciationparagraph 2)
   3. The Spanish alphabet has a few extra letters than the English alphabet including:
      1. “CH” sounds like “CH”
      2. “LL” sounds like a “Y”
      3. “Ñ” is not possible for me to pronounce in writing…  you’ll have to trust me that it’s different.
4. Get the book, “501 Spanish Verbs”; use 2 new verbs every day.  Start with the first 4 of the 7 simple tenses and stick to the simple verbs for now, steer away from the compound verbs until later when you can grasp the concept.
5. Learn that “I’m hungry” isn’t “Estoy hambre.”  It’s more like “I have hunger.”, “Tengo hambre.”  The same with “I’m sleepy.”, which is “Tengo sueño.”.
6. The verbs “to be” are complicated as a concept.  Yes, “are” complicated.  “Ser, Estar and Haber”.  Mostly recognized as just “Ser and Estar”, these two root verbs can usually be interpreted as a thing of permanence or something temporary by concept.  If you want to let someone know that you are happy today, you would say “Estoy feliz.”.  If you want people to know that you are a happy person, you would say “Soy feliz”.  Most usually, you have to listen to how you’re asked, when asked.  If someone asks a question with a particular verb, you respond with the same verb for the sake of conversational simplicity.  If they ask you, “Amigo, como estas hoy?”, you respond, “Estoy bien.” Or “Estoy feliz.”
7. Do not try to read anything by Miguel De Cervantes, quite yet.  Stick to reading subtitles in Spanish to learn words and subtitles in English (audio in Spanish), to work on listening comprehension.  Disney animated movies are best for learning.  They typically use simple English which is therefore also simple Spanish.
8. Mingle.  Practice your new Spanish with new people.  Make mistakes and enjoy the lesson.  Most Panamanians will LOVE the opportunity to help you learn their language.
