This morning, The Minister of Health, Rosario Turner was interviewed via a telephone and informed that MINSA would be announcing together with the COVID control commission, stricter measures that they feel are needed to slow the spread of the ever-increasing cases of COVID-19.

Very specifically she said that they had been advising with the President of Panama, LaurentinoNitoCortizo that movement around the country needed to be limited because in many ways, “they” (the general populous) are not complying with the instructions given by MINSA.  She added that she hopes to do with the least amount of affect socially, keeping the economic situation advancing, but the most fundamental right that everyone has is the right to good health we will have to take measures that they don’t want to have to take.

“People have been cooped up for 2 months in most cases, many have lost their jobs, but the fact is that life is the most important, so we will be making our announcement during the course of the day today, especially in the areas of Bocas del Toro, in a few areas of Chiriqui Grande, we will be announcing the sanitary fence (cercosanitario), and the other control measures relating to the movement of the populous, we will be announcing during the course of the day today.  What we’ve discussed is not a total quarantine again, but yes, we need to return to a control of time, including the use of the weekends, given that we’ve been observing that there are situations that are happening at the Cinta Costera, in some of the super markets, even purchases in stores that shouldn’t be operating.  The team including MINSA, MITRADEL are working hard, but we can’t do this alone.  We need help from the populous and that’s a shared responsibility, to avoid the number of cases rise to a level that would lead us to a collapse of sanitary system and that is the main reason for all of these strategic methods to try and avoid further problems.”

I also found myself musing over the possibilities of further restrictions.

“I don’t think the left-wing rock thrower knows what he’s talking about, but that hair-extension wearing adulterer may have a point.”, I concluded.

It had been a while since I sat waiting for the news to form.  What major change to our freedom are they going to come up with next.  I was really nervous.  I don’t want to go back on full quarantine.  I have a lot to do next week and need to get around without having to go through a lot of checkpoints.

And then the news finally hit:  Drum roll pleased….  Curfew will be from 5PM on Saturday to 5AM on Monday.  In other words, Quarantine on Sunday……………………………… Really!?!?  That’s it??  I mean, cmon, lady, that was quite the stressful buildup you gave us this morning.  Is this assuredly the best you can do??  And to think that they got the top dogs from MINSA, MITRADEL and the special COVID commission together talk about it for hours, then they consulted with the President of the Nation and came up with this whopper of a solution?? Here, I was thinking they were going to install drivethru nebulizers at the takeout restaurants.  Or maybe as a measure to make people stay home unless direly necessary, they were going to impose that everyone had to get their temperature taken prior to entering any building… …via rectal thermometer.  Yep, that would keep me away from any banks or stores for quite the long time.  All the fuss today for nothing.  Hell, I was planning on staying home on Sunday WITHOUT your quarantine recommendation.  I’ve got kitchen cabinets that need building!!

WHAT HAS BEEN THE HEEL OF ACHILLES OF PANAMA IN THEIR FIGHT AGAINST COVID-19?

The increase in cases of coronavirus in Panama, when containment measures have been relaxed, has led the Ministry of Health (Minsa) to reinforce strategies to reduce the number of positives.

In this sense, the infectologist Xavier Sáez-Llorens, member of the advisory commission against COVID-19, recognized that the traceability of the contacts is the Achilles heel of the system.

Traceability, according to the World Health Organization (WHO), refers to the observation of contacts after exposure with an infected person, which helps them receive care, treatment and avoid further transmission of the virus.

This process includes three basic stages:

  • identification of the contacts,
  • preparation of a list and
  • follow-up of the contacts.

For case tracking, adds the WHO, community involvement, careful planning, and considering the local circumstances of communities and their cultures are essential. In addition, a team of trained contact trackers and supervisors is required, as well as a system to collect, compile and analyze data instantly.

With the increase in cases, Sáez-Llorens recommends (especially in the townships with high numbers) to make asymmetric adjustments, but without forgetting that the population of those areas needs social help.

“Cases come, for the most part, from active townships, more outbreaks in prisons. It will be necessary to press asymmetrically, but as many are areas of poverty and multidimensional deprivation, it is advisable to reinforce social aid, provision of protection supplies, educational talks and improve the traceability of the contacts (our Achilles heel), “said the doctor.

MINISTER OF HEALTH ANNOUNCES TOTAL QUARANTINE ON SUNDAY

The Minister of Health, Rosario Turner announced this Thursday, June 4, new measures that will be taken to prevent the spread of COVID-19 in the country. These are sanitary controls in the regions of: Pantanal, Finca 1, Chiriquí Grande and La Solution neighborhood in the province of Bocas del Toro.

HEALTH FENCE WILL BE ESTABLISHED IN THE BOCAS DEL TORO AND CHIRIQUÍ GRANDE SECTORS, TURNER ANNOUNCED

MINSA ADDS PROTOCOLS TO BE FULFILLED BY COMPANIES AND INSTITUTIONS IN THE NEW STANDARD

A total of six new plans, protocols and guides of obligatory use for the reactivation of a business or health facility have been published by the Ministry of Health (Minsa), through its website. They warn that with the arrival of the “new normal”, the guidelines and guides that are mandatory in the public and private sectors of Panama have been prepared.

  6. Guidelines for the return to normality of post-COVID-19 companies in Panama.

All the guides prepared by the General Directorate of Health, have a common denominator, it is the registration of a health and hygiene committee for the prevention and care of the virus in each public or private institution, companies and economic sector.

The health committee must be made up of between two to six collaborators, the number of committee members depends on the size of the company. The company undertakes to include and maintain the prevention of biological risk by COVID-19; while the committee will be formed to deal with the prevention and care of the virus within the company.

The six protocols are added to those that were already established and as more economic activities are opened, the Minsa will make updates.

NATIONAL CHARITY LOTTERY PREPARES FOR ITS REOPENING

CSS AND MINSA OF WEST PANAMA DEFINE STRATEGY AGAINST COVID-19

PANDEMIC ACCELERATES IN A CENTRAL AMERICA WHICH PREPARES ITS ECONOMIC REOPENING

MIVIOT DEVELOPS RECOMMENDATIONS FOR THE USE OF COMMON AND SOCIAL AREAS IN PH TO AVOID CONTAGIOUS

As part of the actions for the so-called new normality in the face of the coronavirus pandemic, the Ministry of Housing and Land Management (Miviot) released a series of recommendations for the prevention protocol to be considered by housing complexes incorporated into the Horizontal Property Regime.

The common and social areas of the residential projects incorporated into the PH regime are within the reopening of the second block of activities, which is why these suggestions are given to avoid the spread of Covid-19.

Among the recommendations are, the creation of a health and hygiene committee, the elaboration of a biosafety protocol, in which the common and social areas that can be the focus of contagion are determined and, incidentally, define the number of people who can being in these areas.

BENEFICIARIES COULD LOSE MONEY AND EVEN THE DIGITAL BONUS

The beneficiaries of the digital bond who do not use it between one allocation and another, will not have the right to have the amount accumulated, and those who do not use it in three consecutive months will be completely withdrawn from the Panama Solidarity Plan.

The document states that when a person does not consume all of their digital voucher, the difference will accumulate until the next one is deposited, but in the case of those who do not activate the first digital voucher, when the second is filled, they will lose the original amount. And in the event that three months have passed and the person has not made use of his voucher, it will be understood that there is a tacit resignation and it will be suspended immediately.

Unused balances cannot be used by other people and must be “reversed” to the National Treasury.

People who have a justification for not having collected the bonus in three months and want the benefit to be reactivated, should check their reasons and the need they have for it.

In order to avoid irregularities in the allocation of the different forms of State support, the regulation states that the delivery teams “may” be accompanied by volunteers from civic clubs and social organizations, who will act as “watchdogs”.

The coordinators of the areas of the Panama Solidarity Plan must prepare a list of the beneficiaries and support it before the Executive Secretariat in charge of administering this aid.

All aid included in this plan will be suspended immediately, once the national state of emergency is lifted by COVID-19.

There we were, the four of us, minding our own business having a relaxing lunch when all of a sudden Queen Sayira yells out, AY DIOS MIO, PERO MIRA ESSSOOOOOOOO! (OH MY GOD, WILL YOU LOOK AT THAT!!).  We’re one of those odd families who love to try and scare each other whenever we get the chance and she definitely got the gold medal for this one!  Brett almost fell out of his chair.  Brandon and I were choking on Arroz con Pollo.  Then she pointed out the window, “Look at the size of it!  What’s it doing there!?!?”.  Definitely all of us had our curiosities piqued, so we dropped our forks and ran to the window.  “That is one big Iguana!”, was the only thing that came to mind.  We get a lot of animals visit us up to the fence, but because of the dogs, seldom do they cross over.  And Mickey and Goofy loooooove to chase birds and lizards; I’m sure this guy wouldn’t have been the exception.  So, we went outside to get a better look at him, all the while telling the dogs “No” in our commanding voices to make them stay in.  When Godzilla was on the ground (yeah, we already named him), we startled him a bit, but once he got to higher ground, he seemed quite majestic and in control.  We left him some lettuce on the fence and walked away hoping he’d appreciate our offering.  Ignoring the lettuce, he climbed in to the yard and began to inspect.  We may have a new pet.  I may have a new “shop kitty”!!
