My trusty tech-guy, John Dovey, stood in for me and helped deliver the Monday report while I was taking time to study for a test that I had Monday night.  The good news?  Although I did pass, I feel like it was by the skin of my teeth.  Let’s just say that I’ve since relinquished my honorable title of “Nerves of Steel Mikkelson”.  I practically fell backwards as I tried to remember the words over and over in my mind.  Today, while driving back home through traffic from the office, I thought about my slipups and errors as I bludgeoned my way through my words and while in traffic, I was curiously able to recite it again word for word without hesitation.  I’m fascinated at how my mind refuses to work.  I didn’t even feel nervous, but my mind closed up like a Panama beach during a pandemic.   (Too soon?)

Netflix has been a staple tool for the survival of many during the pandemic.  I rarely used to watch any form of TV except for the occasional news stories, or that time I got hooked on the Big Bang Theory, or when a friend insisted that I watch “Vikings”, just to watch Ragnar come to power and Lagertha… …being Lagertha.  During the past few months, the queen and I have been set on watching as much eye garbage as our little hearts could muster.

Recently we came across “Sherlock”.  It’s been on since 2017, but we finally decided to take a sneak peak at it and we were not disappointed.  My beloved wife likes it because of Harvey Cumberpatch or whatever his name is.  (I purposefully wrote his name very wrong.)  I liked it at first because of the show’s approach at a more modern, uptight, mysteriously cold, pale, and somewhat sexless Sherlock Holmes.   But after a few series and seasons of the shows, I really REALLY liked it because of Doctor John Watson and his newsletter about the cases they worked on together.  I haven’t gotten into the swing of writing about my endeavors, mostly because our clients are confidential, unlike the cases Sherlock takes, which are police investigations that they’re having trouble with.  I think I’ll start writing about some of my older cases… …next newsletter.

Yoli’s Wisdom

How to assess the risk of contagion every time you go to a social gathering.

With the number of cases still on the rise around the world, you may wonder how wise it is to attend that family reunion or birthday you were invited to.

A study led by researchers from the University of Oxford, in the United Kingdom, and the Massachusetts Institute of Technology (MIT, for its acronym in English), in the United States, wants to help the public to assess the risk in each situation.

For this, they devised a table that classifies the risk according to the number of attendees, whether or not they wear masks, the activity they do (if they speak, sing, shout or are silent) and the level of ventilation of the premises.

The original article was published in the British Medical Journal.

“The risk of infection is determined by many factors and they are all connected. There is still no study that determines the absolute risk, but we want to empower people to assess the risk relative to each situation,” Lydia Bourouiba tells BBC Mundo , director of the laboratory of fluid dynamics in disease transmission at the Massachusetts Institute of Technology (MIT, for its acronym in English) and one of the authors of the study.

For example, if you are invited to karaoke in a closed room where people will be shouting and singing, it is advisable to stay as little as possible and make sure that there will be few people. Without forgetting to use the mask.

Or perhaps you can suggest a meeting with the same friends in an open place, where it is possible to maintain a greater distance between the attendees. Avoid loud music so you don’t have to yell.

Distance, ventilation and time

More recent studies show that viruses can be dispersed in airborne droplets up to six to eight meters, depending on the situation. For this reason, the researchers argue in the article that the recommended two meters of distance should be, in some cases, the minimum distance – not the maximum – to maintain with someone.

“The two meter rule did not consider the total picture of the exhalation of suspended particles in the air and how they move. Today we know that it is not only because you keep those two meters away that you are safe,” says Bourouiba.

If you go to a social event, the mask can reduce the risk of contagion.

Other factors considered in the graph come in there, such as the duration of the event or the time one remains in contact with the attendees.

But what exactly is a short or long period? According to the researcher, it is still difficult to answer that question.

“Some health agencies are considering that more than 15 minutes is a long period. But there is no scientific justification to support that figure. That is why we decided not to specify it in the table,” he explains.

In the same way, defining whether an event has a high or low occupancy, according to Bourouiba, does not depend only on how many people are in the premises.

It is also important to know if there is enough fresh air and that attendees are not within each other’s breathing zone. That is, there must be more than 25 centimeters of distance between the mouth and the nose of one (who breathes normally) and the other.

“Each person must have at least 10 to 15 liters of fresh air per second. We do not have how to calculate that in our day to day life, but that is an important measure for owners of event spaces, restaurants, offices, etc. They have to know if those spaces need to be expanded or renovated, “he warns.

In a restaurant, for example, it is not enough to have the window open, you have to take into account where the air circulates, says the expert.

The most important thing, says Bourouiba, is to ensure the circulation of clean air, preferably from outside. “It is not enough to move the air, like a fan or air conditioning does. You have to renew it to dilute the particles that we exhale into the new air.”

For that reason, it is best to be in open spaces or with windows that allow air to circulate. And even so, it is important to watch how it circulates.

“In a restaurant, for example, if there are customers in front of an open window, the air will always pass through these people, taking their germs with it and possibly transmitting them to other people,” says the MIT researcher.

What to do in each situation?

According to Lydia Bourouiba, some basic care should be taken in each situation in the table:

  • Low risk– Try to keep at least two meters away and wear the mask. “Not because you are six feet away means you can take off your mask and not because you wear the mask means you can be closer to people,” she says.
  • Medium risk – Be more rigorous with the two meter rule. If possible, take a little more distance depending on the other factors.
  • High risk – Two meters should be the minimum distance, although the ideal is to be further away and use a good quality mask.
  • “We know that it is complicated, but we try to organize the information in a way that everyone understands, from the family who wants to organize a barbecue to the office manager. We will all have to handle these situations. “, Concludes the scientist.

WHAT IS PROLONGED COVID AND HOW DOES IT AFFECT INFECTED PEOPLE?

The coronavirus can cause discomfort for months.

Weeks and even months after receiving a positive coronavirus diagnosis, some infected are still unable to rid themselves of the disease.

Fatigue, pain and breathing difficulties are some of the symptoms that do not go away with time. The long-term effects suffered after suffering from COVID-19, mild or severe, have now been baptized by experts as prolonged COVID.

Tedros Adhanom Gebreyesus, director of the World Health Organization (WHO), said this week that he met with a group of these patients to understand their conditions and advance the respective research on this issue.

Against this background, Adhanom reiterated that herd immunity strategies are not an option for this pandemic.

In this sense, Dr. Néstor Sosa, former director of the Gorgas Memorial Institute, made a call not to abandon biosecurity measures to prevent infections.

“Called to deeply study the pathophysiology (mechanism) of prolonged Covid. A significant percentage of patients who experience the acute disease are affected for weeks or months. Another reason (as if we needed it) to take care of ourselves in this pandemic,” he warned through Twitter the doctor.

The specialists also explain that prolonged COVID should not be confused with possible cases of reinfection.

Multidimensional and episodic incapacitation

Darren Brown is a British oncology therapist who came down with coronavirus in March. After two weeks off due to illness, Brown returned to his hospital duties.

During the next six months in which he continued his occupation, the therapist experienced constant symptoms that included fatigue, shortness of breath, and difficulty coordinating walking up the stairs.

“Fatigue was unpredictable, episodic, lasting 24 hours every 1-2 weeks. I was able to exercise at the time. But 5 weeks ago I had done too much. A long walk, bike, and a busy day at work. I crashed. It did not work. And now I am on leave for 1 month for prolonged COVID, “Brown explained on his digital platforms.

The health professional explained that the recovery has not been as fast as expected.

“In the last 4 weeks I have been bedridden and housebound with prolonged COVID fatigue and post-exertional discomfort. I started to get better, but much slower than I expected. I continue to depend on help with cooking and buying food. My GP has discharged me for a longer time, “he added.

Brown added that physical, cognitive and emotional exertions cause some episodes of fatigue.

He said that to get ahead, monitoring his symptoms, mood and diet has helped him a lot.

EXPERTS MAKE ANALYSIS FROM ON THE EXPIRATION OF THE MORATORY LAW

The expiration of the Moratorium Law and the different options that could be applied to the term are analyzed from now on by a team of experts, said the President of the Republic, Laurentino Cortizo Cohen, on Monday, October 12.

According to the president, given the early end of the period that includes Law 156 of 30, which was approved during the pandemic, there are already officials and representatives of the private sector analyzing the issue.

The law establishes a moratorium on loans granted by banks, cooperatives and finance companies, both public and private, until December 31, 2020, for individuals and legal entities economically affected due to the national emergency due to the pandemic.

The law promulgated in the Official Gazette that bears the signature of the President and the Minister of Economy Finance (MEF) Héctor Alexander, indicates that they will be able to avail themselves of the benefits of moratorium or loans granted by banks, cooperatives and finance companies, until December 31 out of 20 people who have had their employment contract suspended or terminated, independent workers and merchants whose activity has been affected by the health measures applied by COVID-19.

Cortizo Cohen’s statements were given at the official opening ceremony of international flights at the Tocumen International Airport.

MITRADEL RECORDS MORE THAN 72 THOUSAND EMPLOYMENT CONTRACTS REACTIVATED

25% of the suspended employment contracts have been reactivated.

With the reopening of new economic activities, the Ministry of Labor and Labor Development (Mitradel) of Panama registers more than 72 thousand reactivated labor contracts.

Zaritma Simón, Mitradel’s director of employment, said that this figure represents 25% of the contracts that were suspended as a result of the COVID-19 pandemic.

Simón explained that, for example, in the construction sector, more than 10,000 contracts have been reactivated, and they hope with the reopening of sectors such as hotels and international flights, more jobs will be reactivated.

The Mitradel employment director indicated that they also hope that initiatives such as the community employability program, learning by doing and guiding Panama will boost the economy.

Around 280 thousand labor contracts were suspended in Panama as a result of the pandemic, representing some 20 thousand companies.

Companies that reactivate their activities must carry out their work contract reactivation procedures through the website www.mitradel.gob.pa to validate the name of their company and of each of their reactivated employees.

PROHIBITED DRAFT OF LAW THAT PROMOTES THE USE OF THE BICYCLE AND PROTECTS CYCLISTS

The draft of Law No. 159, whose initiative promotes the use of bicycles as transportation and strengthens road safety, was approved by the Communication and Transportation Commission of the National Assembly.

This initiative comes after fatal accidents that have occurred in recent months whose victims have been cyclists.

In this sense, the preliminary draft seeks in some way the protection of these people when using the roads. Gabriel Silva, deputy proponent of this regulation, pointed out that the idea is to simplify the use of this means of transport.

Lianna Licona, from the Mónica Licona Foundation, added for her part, that she will wait for the draft bill to reach the first debate to expose some modifications, which would have to do with making a database or a virtual registry of bicycles and their owners , in case the use of the license plate is eliminated.

STUDY: CAUSE OF ILLNESS IN VACCINE AGAINST COVID-19

They study cause of disease in vaccine against COVID-19.

Executives from the pharmaceutical company Johnson & Johnson said it will take them several days to know in detail the disease of unknown cause that affected a participant in the last phase of an experimental vaccine against COVID-19 and that forced a trial to be put on hold.

The disease “might not be related to the vaccine,” said Mathai Mammen, head of development research at Janssen, the Johnson & Johnson subsidiary that develops drugs.

Mammen said they don’t yet know if the sick participant received the experimental vaccine or a placebo. She added that Johnson & Johnson reported the case to the independent monitoring board that ensures the safety of the study participants, as required by the investigation protocol. The board will recommend next steps.

The study of the single-dose vaccine called ENSEMBLE will include up to 60,000 people from various countries. The company expects to complete the enrollment in two to three months.

Johnson & Johnson has not disclosed the nature of the illness, which it learned about Sunday and disclosed Monday night. These pauses are not uncommon in long-term clinical studies, as some participants tend to develop illnesses unrelated to them.

Unlike a study imposed by government regulators, the hiatus is initiated by the test sponsor and is often quickly resolved.

HOTEL OPERATORS GENERATE STRATEGIES AND PROMOTIONS TO ENCOURAGE THE EFFECTS OF COVID-19

After the opening of the hotel sector in Panama in the middle of the COVID-19 pandemic, the Panamanian Association of Hotels (Apatel), the Association of Small Hotels (Hoppan) and the Chamber of Tourism (Camptur) sealed an alliance with Offer Simple, which includes the marketing and promotion of hotel offers on their social networks. The agreement will begin in October of this year and will run until April 2021, and includes three promotion phases: the first covers until November 15; the second will be from November 16 to December 30; and the third and final phase will begin in January 2021 until April.

The creation of the “Mysterious Hotel” promotion was established, an initiative that allows participating hotels to highlight their amenities and encourage those interested to visit and learn about their facilities.

For the president of Apatel, Armando Rodríguez, the alliance reinforces the commitment that the union’s associates have to offer an alternative to customers and that each business has chosen to reinvent itself and offer new products, in accordance with the requirements of an increasingly more customer selective.

He stressed that the tourism and hotel sector requires innovation that must incorporate the ability to adapt to circumstances and respond to these new needs.

Each union member will know what to offer in that experience as a unique package for sale, which may include a welcome cocktail upon arrival, a private concert with very limited capacity (coinciding with sunset), dinner with a menu designed for occasion and one night of accommodation with breakfast included.

Apatel member hotels have implemented biosafety protocols in 12 sensitive areas within their facilities, as part of the measures approved by the Ministry of Health and quality standards, aimed at guaranteeing optimal care for their visitors.

Among the sensitive areas that include biosafety protocols are accommodation and reception, public or common areas, food and beverages, events, rooms, laundry, maintenance, suppliers and contractors, reception of raw materials, security, airport service and systems computer scientists.

The tourism sector of Panama contributed 4 thousand 400 million balboas to the Gross Domestic Product in 2019. According to estimates, close to 100,000 Panamanian families depend, directly and indirectly, on the sector.

ONLY FDA CERTIFIED ANTIGEN TEST IS PERFORMED AT TOCUMEN AIRPORT

The Sofia SARS test is less invasive because it uses a nasal swab instead of a nasopharyngeal one, it guarantees a 96.7% safe result.

The Panamanian population already has access to the only antigen test to quickly and safely detect the virus that causes COVID-19 that has been authorized by the United States Department of Food and Drug Administration (FDA), the main entity that certifies the use of medicines for the US market, taken as a reference in the world.

Tocumen International Airport installed the Sofia SARS test to test for COVID-19 all visitors who arrive in the country without a test certificate carried out up to 48 hours before boarding the flight.

The Sofia SARS test is less invasive by using a nasal swab instead of a nasopharyngeal one, it guarantees a 96.7% safe result, in a 15-minute incubation period, and between 10 and 40 seconds to take the reading and issue the result. One of the fastest tests in the world with minimal false negative results.

The test called Sofia SARS is produced by the Quidel Corporation laboratory, based in San Diego, United States. Outside the United States, the product has been available in Israel and Panama since last month.

The test also has the recommendation of the NH Health Alert Network, a network of the Centers for Disease Control and Prevention and CE certified, of the European Union.

The director of the Gorgas Memorial Institute, Juan Miguel Pascale, reported that the State will be acquiring this antigen test to minimize the percentage of false negatives in rapid tests for COVID-19.

The Sofia SARS test is an analysis for the rapid detection of the virus that causes COVID-19, uses nasal or nasopharyngeal samples from patients who meet the medical criteria for infection by the virus that has caused one of the strongest pandemics in history .

The effectiveness of the Sofia SARS antigen test is one of the highest on the market, only compared to the polymerase chain reaction (PCR) tests, the highest medical standard.

For the FDA, Sofia SARS is a new category of diagnostic tests for use during this pandemic health crisis due to its rapid detection of protein fragments found within the virus, by testing samples collected from the nasal cavity using swabs.

CORTIZO ASKS THE HEALTH TEAM TO ANALYZE THE ISSUE OF REOPENING THE BEACHES AND THE SUNDAY QUARANTINE

Laurentino Cortizo, President of the Republic.

The President of the Republic, Laurentino Cortizo, affirmed that he asked the Health team that handles the issue of the advance of Covid-19 and to analyze the issue of the reopening of the beaches and the quarantine on Sundays.

“If tourism is opening up, domestic flights, international flights, logic tells you: let’s analyze Sundays, make decisions so that we can have coherence on the subject of tourism and health,” said the president this Monday, October 12 .

Business sectors in the country questioned that within the reactivation that occurs as of today are the hotels and that several of these have the beaches as their main attraction.

Regarding the general situation of the new coronavirus, once the reactivations of various economic sectors have occurred, the president reiterated that cases are increasing and that part of the work to stop the virus is from the Government, but that the population also has to contribute.

He affirmed that they do not want to make decisions to return to quarantine restrictions because that would be fatal for the country.

TOURISM AND COMMERCE

Earlier, the administrator of the Panama Tourism Authority (ATP), Iván Eskildsen, commented that work is being done so that the reopening of the beaches is in a controlled way in the midst of the Covid-19 pandemic.

“What you have to look for is how you can achieve [going to the beaches] according to familiar bubbles, avoiding crowds. That is the whole issue that is being sought, how it can be done in the most controlled way possible and with the greatest number of beaches, which can be done safely ”, said Eskildsen.

These coordination and evaluations are made with the Ministry of Health (Minsa).

The Minsa once again emphasized that for now access to the beaches is still suspended and that the decision to allow access will depend on how the numbers of cases of the new coronavirus are reflected. In the same way, the quarantine is maintained on Sundays.

Tourist activities are in the group of sectors that can operate from today and the ATP head reiterated that international communications have been had to give confidence to the traveler who wants to know that the airport and tourist activities are implementing all biosecurity measures.

For his part, the head of the Ministry of Commerce and Industries, Ramón Martínez, said that different sectors of the economy are being reactivated and that they have to be managed between the economic reactivation and health.

“It is important that when the beaches are opened, it is done in an orderly manner and that it does not cause a regrowth,” said Martínez.

PASSENGER WITH COVID-19 DETECTED AT TOCUMEN AIRPORT

The passenger was tested upon arrival in Panama at one of the three swab centers installed at Tocumen Airport.

Health authorities of Panama and the Communication Department of the Tocumen Airport confirmed the arrival of the first passenger with COVID-19 to this air terminal after the reactivation of international aviation.

According to a later statement from the Ministry of Health (Minsa), the passenger, who arrived in the country this Monday, October 12, is a resident citizen and did not bring proof of COVID-19, so the test was carried out, in one of the three swab centers arranged at the airport to detect the coronavirus, in which it tested positive.

The airport managers in conjunction with the Minsa carried out the transfer of the passenger to a hospital hotel and the protocol established by Executive Decree No. 1089 was applied. So far there are no complications.

This Decree establishes that the following measures will be applied to the traveler according to the result of the test:

  1. If the rapid test result is negative, you are exempt from mandatory isolation.
  2. If the swab / PCR or antigen test is positive, the person will go to mandatory isolation in a hospital hotel designated by the Ministry of Health. Seven days later, you will have an antigen test.
  3. If the result is positive, you must complete the fourteen-day isolation and if the result is negative, your isolation ends.

We were also informed that the rest of the travelers were contacted and will be kept under observation, in home isolation, and will be monitored by a Minsa traceability group.

Until October 12 at the Tocumen Airport, 700 tests have been applied to passengers who have arrived in the country without this document. These tests have a cost of B / .50.00 for nationals, residents and foreigners who began to arrive in the country from this Monday.

TOURISM SECTOR IN CHIRIQUÍ REACTIVATES

In the province of Chiriquí, the tourism sector has lost some 300 million dollars, during the seven months of closure.

Prepared with the proper biosecurity standards, and amid the expectations of tourism agents and businessmen, hotels in the province of Chiriquí reopened their doors this week, gradually.

According to data from the Ministry of Labor and Labor Development (Mitradel), in the districts of David, Dolega, Boquete, Barú and Bugaba, 18 accommodations were opened between hotels, hostels and motels, which had been closed seven months ago due to the pandemic of the Covid-19.

Jorge Tovar, president of the Chiriquí Chamber of Tourism, said that just as there is good spirit in the reopening of the activity there are some “potholes” in some regulations, such as the fact that in the province there is still an absolute quarantine during the end of week. That is, all people must stay inside their homes or places where they are staying on Saturday and Sunday, preferred days for sightseeing.

He revealed that only in the province of Chiriquí, the tourism sector has lost about 300 million dollars, during the seven months of closure.

On Monday, October 12, several hotels were reopened in the province of Chiriquí, after passing the verification of the Ministry of Health (Minsa) and the Mitradel.

Hermenegildo Baker, regional director of Mitradel; and Ada Castillo, from the Department of Biosafety of the Minsa, assured that compliance with the biosafety regulations for the prevention of Covid-19, and the reactivations of workers’ contracts was observed.

Among the hotels, hostels and motels that restarted operations are: Big Daddys in Barú, Motel Villa del Mar in David, Motel Los Lagos, Beverly Hills, Las Américas, Hotel Puerta del Sol, Hotel Los Brezos, Bambus Hostal, Hotel Aranjuez, Las Olas Resort, Iberia, Lucero, Hotel Ciudad de David, Los Rivera, Hotel Castilla, Residencial Obaldia, Hotel Iris and Pensión Costa Rica.

Authorities indicated that other hotels are expected to reopen in the coming days.

IMMUNITY AGAINST COVID-19 LASTS AT LEAST FOUR MONTHS, STUDY FINDS

Antibodies from patients infected with COVID-19 remain in the body for at least four months after infection and provide immunity against the virus during that time, according to a study published Tuesday by the Finnish National Institute of Health and Welfare (THL) .

The research, carried out by THL in collaboration with the city of Helsinki, analyzed as of March a total of 129 people from 39 families, in which at least one of their members had tested positive for covid-19 in a PCR test.

The study confirmed that 63 of the 64 people who tested positive developed antibodies during the first month of infection, and they also found antibodies in 17 other individuals who had tested negative in the PCR test.

According to THL, the amount of antibodies in those infected decreased during follow-up, although four months after infection almost all individuals still had both antibodies that detect the viral nucleoprotein and neutralizing antibodies to the virus.

“The results of this study confirm the evidence that the antibodies produced after a natural infection and their potential immunity would last at least four months,” said Merit Melin, director of research at THL, in a statement.

Melin admitted that it is not yet known with certainty what type of immunity it is that protects the human body against a new infection by COVID-19, although experts believe that it is the one that neutralizing antibodies provide.

It is also not known for sure how long specific antibodies to the SARS-CoV-2 virus, which cause covid-19, persist in the body, since research to date has produced very diverse results. ‘

THL plans to continue its study to examine the prevalence of antibodies and possible immunity of infected people after six and seven months, results expected by the end of this year.

On the other hand, more than three million coronavirus analyzes in just two days: it is the remedy that the eastern Chinese city of Qingdao has decided to apply after detecting, this weekend, a coronavirus outbreak that has interrupted the 57-day streak without local infections in the Asian country.

In a statement published this morning (GMT +8) on its website, the Qingdao Municipal Sanitation Commission said that so far it had subjected 3,078,528 people to nucleic acid tests and had already obtained 1,107,883 results, all they negative.

So far, more than 170,000 employees of Qingdao hospitals and medical centers, as well as hospitalized patients in the city, have performed the analysis.

The tests will last until Friday and aim to reach each of the 9 million inhabitants of the city, despite the fact that all 12 confirmed infections (6 of them, asymptomatic) as of yesterday are related to the same hospital, according to the information of the state press available so far.

“DIGITAL PLATFORM DRIVERS” REQUEST IMPROVEMENTS TO THE PROJECT THAT REGULATES THE COMPANIES THAT OFFER THESE SERVICES

A group of transport platform drivers concentrated on the Cinta Costera.

A group of transport platform drivers gathered on Tuesday, in the Coastal Beltway to demand improvements in the discussion of  project N° 229, which creates the Tax and Labor Regulation Law for companies that operate through the digital platform system.

Drivers who will walk to the premises of the National Assembly, point out that among the improvements they request is the issue of rates.

José Lezcano, spokesman for the Association of Drivers of Digital and Similar Platforms, said that “the issue of rates leads them to compete with drivers from the selective sector, it is what creates the difference between both sectors, since the rates offered by the applications are far below ”.

Lezcano indicated that the initiative forces them to have a series of economic responsibilities in terms of insurance, taxes, among others.

In addition, they point out that it is not specific about what an application driver needs to be able to fulfill the operations of that service.

The project supported by the deputy of the Democratic Revolutionary Party (PRD), Raúl Pineda, argues that it would reach companies that operate their businesses through platforms, including transport and video businesses, this, on the legal basis that every company that generates income in Panama must pay taxes.

Conductores de plataformas digitales piden mejoras al proyecto que regula empresas que ofrecen los servicios

INCREASE IN HOMICIDES AND FEMICIDES DURING THE PANDEMIC

Most of these events have occurred in Colón, Panamá Oeste and in the district of San Miguelito in the province of Panamá.

Crime is not confined. Despite the mobility restrictions applied as a result of the pandemic in recent months, crimes such as homicides, femicides, robberies and of a sexual nature continue to occur, some even in greater numbers than last year.

For example, the statistics of the Public Ministry that go from January 1 to September 30, 2020 show that there are 384 homicides, 16% more cases than for the same period of 2019 when 331 cases were reported.

Most of these violent events have occurred in Colón where there were 67 homicides, as well as in Panama Oeste with 75 and the district of San Miguelito in the province of Panama where 51 cases were registered. In the interior of the country, Chiriquí has the highest number of homicides with 14 as of September.

The statistical report also indicates that there have been 24 femicides in the country, 50% more than in 2019 when there were only 16 in September. Six of those cases were committed in the Ngäbe Bugle region, another six in Colón, five in the province of Panama, four in Panama Oeste, two in Chiriquí and one in Coclé.

Regarding crimes against integrity and sexual freedom, until September 2020 the authorities registered 3 thousand 943 cases, which means a decrease when compared to the 5 thousand 069 of 2019. However, when the specific type of crime there are lines such as child pornography where there was an increase of 94% if measured with the same period of 2019.

Finally, the most recent crime figures against economic assets ranging from August 1 to 30, 2020, and which includes robbery and theft, account for 1,259 cases reported in the First Judicial District, which includes the most populated provinces of Panama. , Panamá Oeste, Colón, Darién and the district of San Miguelito. This represents about 40 crimes of this type per day on average.

For the sociologist Danilo Toro, criminal activity since before Covid-19 had already been registering a certain increase and now they took advantage of the state of emergency. “The criminal world has never entered and will not go into quarantine or confinement. On the contrary, they see it as an opportunity ”, he explained.

According to the specialist, now the security entities must ensure that they manage a national emergency and criminal activity, so now more than ever the State has to work in coordination.

Faced with this increase in homicides and other crimes, the National Police, the Naval Air Service and the National Border Service issued an accountability report in early October on their actions during the month of September.

For example, the Police detailed that, in different police operations nationwide, the agents managed to capture 3,632 people, including 223 for the crime of micro-trafficking and drug trafficking, and 26 people for their involvement in homicide cases. In addition, 155 firearms were seized, most of them involved in criminal acts.

While the National Air Service has carried out nine anti-drug operations, managing to seize a total of 4,445 packages of illicit substances, of which 4,355 correspond to the substance known as cocaine.

Regarding the Road Safety operation, the units of the Traffic Operations Directorate imposed a total of 47,193 infractions, of which 17,994 are due to speeding.

Another of the Government’s bets on the security issue is the project of the National 911 Emergency System, which initially involves the implementation of a surveillance system through which some 435 smart cameras will be installed in the communities and main avenues of Colon.

The purpose of the cameras is to get to the scene faster and allow facial and license plate recognition, which are components that support police actions in the province of Colón. This project indicates that it could be extended in the future to the city of Panama.

The project has a security component and an emergency component, such as dealing with traffic accidents and floods through the information generated from an Operation Center in Colón. For the implementation of this system, the Cabinet Council approved in November 2019 a contract between the Ministry of Public Security and the company Cable & Wireless Panama.

END NOTES

I know there are a few “anti-Halloweenies” out there, which also includes my very Catholic wife, but we do give out candy to the kids that come by.  We don’t get a lot because of how far we live from the city, but we still get our fair share.  Did you know that the ungrateful little bastards actually judge you by the kind of candy you hand out?  I’m quite certain of it as when I was a grateful little bastard, I was very judgey myself.  Even if you don’t dress up, go out, ask for candy, or whatever, at least never be branded a Psychopath. We should all strive to be Trusty Providers or Legends.

Stay safe…  Stay healthy…  And by all means (unless you’re out preparing for Halloween which is just 19 days away) STAY HOME!!…
