Resolutions for 2022, A Collection Center for Christmas Trees is Enabled, Dose for Children Between 5 and 11 Years Old was approved, Crowded Swab Centers.

Friday, January 07, 2022

Just like most, I’ve taken the time last week to reflect on the past to determine what my goals for 2022 should be.  It may sound a bit pretentious, but I kinda like who I am.  Is there room for change?  I’m sure there is, but why fix what isn’t broken, right?  That “New Year, New Me” crap is nothing but a bunch of hosh posh mumbo jumbo. Content in my false sense of certainty, I consulted further with my Queen who was quick to burst my over-inflated bubble.  After a quick yet stern talking to, she righted my ways and I’ve been given the task to better a larger portion of what is apparently defined as my “distressing and substandard personality”.  I guess there’s nothing more subtle than love.

Taking into consideration her forced enlightenment, my first resolution this year is to simplify the use of my vocabulary. It’s just downright uncouth using big words just to make oneself appear perspicacious.

I’m also going to say “No” more often.  Our investigations company was asked recently to give someone a break on locating someone in Panama who owes them a lot of money.  I’ve been stuck in this bad habit of giving discounts on rates that are already discounted given the standards of the international community, just to be a nice guy.  This is actually a good point for new business owners or those who are starting out.  You have to know your worth.  There is no

reason to give a discount on your services, products or your time.

That brings me to time.  Time is the number one element that we all have a limited amount of.  At some point, it’s going to run out, but no one knows when.  So, we need to make the most of it and with that, my third resolution is I’m not going to waste anymore time.  No more useless meetings, no more randomly surfing the internet, no more standing in lines, no more agreeing to meet with people who I know have a bad habit of arriving late (except for my wife… …I’m eternally, yet contently screwed there).

I have a refreshing outlook for 2022.  I’m no longer “tired of this pandemic”.  After two years of being sick of this shit, I’m at the point where I´m accepting that this crap will be over with when it’s over.  Sitting around waiting for the latest COVID update, scouring the ´net for more news on the virus, had me stagnant and I need to keep moving forward.  You should too!  It’s all a part of my resolution to stop wasting time.  I’m looking for new and better business concepts and solidifying my retirement plans for 2030.  But, if you keep reading, I’ll keep writing.

Happy New Year, again!  Enjoy today’s articles.

UNVACCINATED PREGNANT WOMAN IS THE FIRST CASE OF ‘FLURONE’, A COVID-19 INFECTION AND FLU AT THE SAME TIME

A health worker prepares a dose of coronavirus vaccine.

Israel detected its first case of simultaneous contagion of coronavirus and influenza virus, known as “flurone”, in an unvaccinated pregnant woman, confirmed this Sunday the Israeli Ministry of Health.

The woman was discharged on December 30 after being treated for mild symptoms derived from this double infection, the Times of Israel added.

Cases of “flurone” were first detected in the United States during the first year of the coronavirus pandemic.

Experts from the Ministry of Health believe that there are similar cases not yet identified, when the country registers almost two thousand people hospitalized for flu, meanwhile the positives cases of coronavirus from the omicron variant increase.

The circulation of flu viruses and covid-19 at the same time, is alarming due to the high risk for the population, especially the vulnerable, since the two diseases affect the upper respiratory system, experts warn.

“Today, we are seeing cases of both the coronavirus and the flu that are beginning to reap their heads. We are seeing more and more pregnant women with the flu, “Arnon Vizhnitser, director of the hospitals Gynecology Department, told Ynet.

On the other hand, Russia registered fewer than 19,000 coronavirus infections in one day for the first time in three and a half months, the country’s health authorities reported this on Sunday.

PANAMANIAN PEOPLE SWARM SWABS POSTS FOR THE DETECTION OF COVID-19

About 12,000 covid-19 tests per day.

Panamanians Swarm the swab stalls authorized by the Ministry of Health (Minsa) for taking covid-19 tests during the first week of 2022.

On average, about 12 thousand tests are being applied daily, expanding the traceability action to detect positive patients and contacts.

On January 2, 7,356 tests were applied; On January 3, 9,290, on Tuesday, January 4, 19,521 tests were applied, but yesterday they exceeded 21 thousand tests for the diagnosis of coronavirus.

From March 2020 to January 5, 4,582,752 tests were reported, 1,071.11 tests per million people and 107,111 tests per 100,000 people.

Epidemiology data indicate that 88.8% of all applied tests have been negative and 11.2% positive.

Panama recently suffers the impact of the fourth wave of covid-19 infections, in the presence of the omicron variant, which forced the authorities to reinforce sanitary measures, in addition to increasing the swab post and reviewing the installed capacity.

This has generated greater interest in the population for a diagnosis, which increases the demand in the different temporary locations, permanent and express posts.

In this regard, Minsa has created in all the provinces more than 20 transitory posts, in addition to the fixed points that operate in the health centers and Policentros from Minsa, that have been

enabled for the diagnosis of swab tests.

This Thursday, the rapid response team (ERR) of the Metropolitan Health Region carried out express swabs in the Andrés Bello park in the Bella Vista district.

LAWYERS WARN THAT THE MANDATORY ANTICOVID VACCINATION FOR EMPLOYEES IS UNCONSTITUTIONAL

Panama must have a legal instrument that supports mandatory vaccination against covid.

After the Minister of Health, Luis Francisco Sucre announced that President Laurentino Cortizo made the decision, through a decree, to make vaccination against COVID-19 mandatory for all officials, lawyers in the country and the National Federation of Public Servants (Fenasep) responded to this new measure.

Augusto Berrocal, Fenasep’s legal advisor, indicated that in Panama “more than 80% of Panamanians have been vaccinated and they will continue to be vaccinated, the percentage that remains, there are other types of solutions, teleworking, we had work disposition, those are still there. “

Berrocal said that the authorities speak of the subject with a double discourse, since he assures that politics are also involved.

“We know that the government also has political space and the issue of workplace harassment of these workers is evident, because they are going to want to force the vaccine because of the issue of work,” added the advisor.

Regarding the mandatory nature of immunization, the president of the National Bar Association, Juan Carlos Araúz, indicated that this measure is unconstitutional and added that this decree would violate individual freedoms.

“It is a violation of the Constitution, the only way in which the Court expressed that it could be allowed was with the necessary scientific support, therefore the adoption again of restrictive measures that collides with constitutional rights by the authorities is a violation. They must assert what is the logical scientific basis for the measure or else we are facing an arbitrary measure, because it collides with the freedom of the individual to make a decision and not have a negative repercussion of a measure that directly affects the decision not to get vaccinated, so the call is for the National Government to provide the scientific reasons that support this measure that would allow this imbalance of each individual freewill “Araúz told RPC Radio.

While the lawyer Ernesto Cedeño added to this controversy that, to establish the mandatory nature of anticovid immunization in Panama, this requires having a legal instrument that supports the measure, in addition to Law 48 of 2007 that regulates the vaccination process in Panama.

60% OF THOSE ISOLATED IN HOTELS ARE FOREIGNERS

Panama has more than 18 active cases of covid-19, more than 50 in hotels and hospitals.

60% of the people who are in hospital hotels authorized by the Ministry of Health (Minsa) to treat covid-19 patients are foreigners, 40% national.

Until December, the Minsa had 200 spaces in the Golden Tower Hotel, however, the fourth wave forced the health authorities to expand the installed capacity, incorporating the Oriental Hotel with a capacity of up to 150 patients, as of today.

More than 27 thousand patients have been treated in hospital hotels, throughout the pandemic, only 1% required transfer, explained the National Director of Provision of Health Services of the Minsa, Yelkis Gill.

This service represents an amount of 13 million 842 thousand 381 dollars with 19 cents of which 6 million, 193 thousand 605 have already been payed, another 7 million 648 thousand 777 dollars with 19 cents, are still pending, according to reports from the Ministry of Health.

In this sense, the Minsa pays the Hotel Golden Tower a price of $ 29.00 per bed, and an amount of $ 28.00 to the Hotel Oriental.

For the patients’ food service, provided by the Monte Azul company, the Minsa pays an amount of B /. 3.75 for each breakfast, B /. 4.50 for lunch and B /. 4.50 for dinner, says the report.

The health system also has the care of about 25 doctors distributed in the two hospital hotels.

The expansion of the hotel-hospital network was announced by the Ministry of Health; however, it is subject to the behavior of the pandemic by province, said Gill.

The official also stressed that due to the low incidence of cases, the health system closed the nearly 44 shelters that were enabled for this purpose, however, as of now, a shelter for covid-19 patients in the province of Cocle has become operational.

The habilitation of hotels, hospitals and shelters is part of a functional strategy for the isolation of COVID-19 positive patients, Gill says.

NATIONAL ASSEMBLY WILL RETURN TO VIRTUAL SESSIONS DUE TO INCREASE CASES OF COVID-19

The president of the National Assembly, Crispiano Adames, reported this Wednesday that from Monday 11 to 13 January 2022 the sessions of the Plenary will be virtual.

The decision was made after several cases of COVID-19 were reported among the deputies, administrative and technical personnel who work in the National Assembly.

The Board of Directors also approved the suspension of the Plenary session on Thursday, January 6.

It is not the first time that the legislature will be in the middle of virtual sessions. They already did, after making modifications to their internal regulations, when the pandemic began and there were no vaccines to protect people at that time.

Panama experiences a fourth wave, where COVID-19 cases have skyrocketed. However, hospital capacity in terms of inpatient rooms and intensive care units are stable.

REQUEST TO INVESTIGATE THE EXISTENCE OF ALLEGED NETWORK OPERATING WITHIN THE PUBLIC MINISTRY

Javier Caraballo, Attorney General of the Nation in charge.

After the alleged existence of a group of lawyers and prosecutors was made public that would have made it possible to eliminate the accusation of a group of Jewish businessmen in the New Business case and given the seriousness of the facts, there are those who believe that the Public Ministry (MP) of Panama must initiate an ex officio investigation and clarify this situation.

One of those who reacted in this sense, was the businessman and political commentator Juan Carlos Tapia, who indicated that the Public Ministry must give the importance that this accusation deserves.

“The Public Ministry must give the importance and urgency that this serious accusation deserves. The people will be vigilant that justice is done, whoever falls,” said Tapia through his Twitter account.

Another who also reacted to this issue was the lawyer and former Minister of Labor, Alma Cortés, who also asked the Attorney General of the Nation, Javier Caraballo, to investigate this situation.

“Attorney William Moore, head of an alleged network within the Public Ministry. Attorney Caraballo, this is a scandal that Kenia and Cachaza left behind in that institution. He already has a public complaint to open an investigation,” emphasized the former official.

It was recently reported that the brother of former prosecutor Zuleyka Moore became the alleged ringleader who would have managed to negotiate for the prosecution to accept agreements in this case. Which would have supposedly allowed more than seven Jewish businessmen and Riccardo Francollini to drop the indictment in the New Business case.

This through some legal figures such as cooperation agreement and protected witness, which were proliferated in the management of Kenia Porcell, in the MP.

It has been known that Moore’s connection would be known throughout the Public Ministry, but the interim prosecutor, Javier Caraballo, has allegedly refused to initiate an investigation process on his own account.

Lawyers consulted have indicated that William Moore, in the New Business case, would be acting with autonomy, which has managed to achieve some agreements for his clients, including Henry Mizrachi, who in his denouncement made false accusations to link Ricardo Martinelli.

Moore would not operate alone in this new phase. The lawyer would work alongside the lawyer David Díaz, former secretary of the Public Ministry in the Porcell era.

Within this scheme were also mentioned, the prosecutor Emeledo Márquez, the prosecutors Raúl Sánchez and Gilberto Arona, who is married to Yianela Martínez, who also works in the Public Ministry which is also indicated within this structure.

CONEP REQUEST SUSPENSION OF ENTRY OF NEW LAW REGARDING ELECTRONIC BILLING

General Directorate of Revenues (DGI).

The National Council of Private Enterprise (CONEP) requested the suspension of the entry into force of Law 256 of November 2021 that modifies Law 76 of 1976 on tax measures, and a technical team be formed between the National Government and the private sector to resolve the differences that exist with respect to the norm.

SEE HERE LAW ON ELECTRONIC INVOICING

The union argued that there are technical, economic and time constraints that prevent the implementation and effective compliance of this measure, such as the shortage in the market of fiscal equipment, the economic inability of a significant number of companies to make new investments in systems and the little time that exists for companies to carry out the adjustments.

“The private sector through CONEP is focused on maintaining a successful process of economic reactivation, which allows protecting current jobs and achieving a positive generation of new jobs, therefore, CONEP expresses its concern about its implementation. since it can be a distorting element of this reactivation process, especially due to the difficulty of its implementation and fulfillment ”, the union warned through a statement.

According to CONEP, some provisions of the law on electronic invoicing produce a level of discretion, “it is worrying that there are regulations such as the one that indicates that the DGI is empowered to place labels of compliance or non-compliance with the law, which it is given to the supervising institution a discretion that could generate discrimination ”.

He also expressed disagreement with the fine structure established by law, which he described as disproportionate.

In addition, CONEP pointed out that it is important to know how the personal security and information of the taxpayer will be guaranteed, since the services will be outsourced,

The union requested that they carry out training, education and dissemination sessions within the companies prior to the implementation of the measure.

On January 3, the National Bar Association presented before the Supreme Court of Justice (CSJ) a lawsuit of unconstitutionality against the electronic billing law.

According to the CNA, the law was approved without consultation.

MINSA SIGNS A TRANSACCIONAL AGREEMENT THAT WILL ALLOW THE CULMINATION OF FOUR HOSPITALS

Minister Luis Francisco Sucre (left) and the legal representative of the IBT Healt consortium, Jacob Alex Esayag, signed the settlement agreement today.

The Minister of Health (Minsa), Luis Francisco Sucre, signed a transactional agreement with IBT Healt on Wednesday that will allow the completion of the Metetí hospitals in Darién, Anita Moreno in La Villa de Los Santos, Bugaba in Chiriquí and Manuel Amador Guerrero in Colón.

This agreement terminates the contractual relationship with IBT Healt and, at the same time, this consortium cedes for its completion by a new company or consortium, contracts numbers 182, 183, 184 and 185 of the year 2010 for the study, design, construction, equipment and financing of the four hospitals.

Minister Sucre stressed that, with the signing of this transactional agreement, a campaign commitment and the Plan of Action of the President of the Republic, Laurentino Cortizo, are fulfilled to complete the construction of these four hospitals and return these works to the Panamanian people that were abandoned by past administrations and that benefit the health of more than half a million people.

He stressed that for the Minsa team “today is an important and historic day”, since thanks to the high negotiation capacity of an entire inter-institutional team, it has been possible to resolve a difficult obstacle that the current administration encountered when it began in July 2019.

He, along with others, tried to disarm the security of the bank, the National Police said.

Two other individuals escaped on a motorcycle, according to preliminary reports.

At this time, security forces carry out a strong security operation in the capital city.

STARTING ON JANUARY 17, THE BALBOA THEATHER WILL BE REOPEN FOR ARTISTICS PURPOSES.

After the controversy over the use of the Balboa Theater to hold hearings by the Public Ministry in high-profile cases, the Minister of Culture, Carlos Aguilar, has notified the representatives of creative industries unions and artists’ organizations that the facility was returned to the institution.

Aguilar pointed out that the theaters will be offered free of charge for all productions of any kind, by artists and the Panamanian cultural sector.

The Balboa Theater will reactivate its cultural activities as of January 17, so organizations should only approach the Directorate of Arts of the Ministry of Culture to separate the spaces.

These reservations will be made for the Balboa Theater, the Anita Villalaz and the Juan Manuel Cedeño Art Gallery in the Old Town.

USA APPROVES BOOSTER DOSE FROM PFIZER FOR KIDS OF AGE FROM 12 TO 15.

A nurse prepares a dose of Pfizer’s covid-19 vaccine.

The United States Food and Drug Administration (FDA) approved this Monday the use of the booster vaccine against covid-19 from Pfizer / BioNTech for children between 12 and 15 years old, considering that the benefits outweigh the risks.

“The benefits of a booster dose of Pfizer / BioNTech to provide continued protection against COVID-19 and the possible associated consequences of hospitalization and death outweigh the potential risks in individuals between the ages of 12 and 15,” the FDA stated.

In addition, the government entity also shortened the minimum time that must pass between the full schedule of the Pfizer vaccine and the booster dose, which will now be only five months, and approved the use of the booster dose in some children between 5 and 11 years with deficiencies in the immune system.

“With the current wave of the omicron variant, it is critical that we continue to take effective, life-saving preventative measures such as vaccination and booster doses, mask use and social distancing,” said Acting FDA Commissioner Janet Woodcock.

Those over 18 years of age can already receive the booster dose of vaccines that have been available for weeks in the United States, while boys and girls between the ages of 5 and 11 began receiving their first injections last November.

USA REGISTERS MORE THAN 1 MILLION CASES OF COVID-19 IN A SINGLE DAY, A WORLD RECORD

People demonstrate against Covid-19 vaccine mandates for students in Huntington Beach, California, on January 3, 2022.

The United States registered more than a million cases of coronavirus on Monday, a daily number that had not been reported anywhere in the world during this pandemic, according to a balance by Johns Hopkins University.

Specifically, the country registered 1,080,211 new cases on January 3.

At a time when the Omicron variant hits the country hard, the university also recorded 1,688 deaths in 24 hours, a day after Anthony Fauci, the government’s main adviser on this pandemic, declared that the increase in Covid-19 cases in the United States it was “almost vertical.”

The Omicron variant, the most contagious to date, accounted for about 59% of the positives recorded in the United States in the week ending Dec. 25, according to government data.

Fauci said the case in South Africa, where this variant was first detected in late November and cases skyrocketed as they declined within weeks, gave some hope.

Mortality and hospitalization rates in the United States have been much lower in this wave than in previous ones.

The country registered 9,382 deaths from Covid-19 in the last seven days, 10% less than the previous week.

In the last seven days, the country has registered 3.4 million cases, an average of 486,000 per day, according to data from Johns Hopkins University.

The previous record for daily cases in the United States was 258,000, reached in the week of January 5-11, 2021.

Alcoholic beverages, firearms and sharp weapons are prohibited.

The mayor of La Chorrera in the province of Panamá Oeste, issued a decree in which it prohibits the realization of walks on the beaches, rivers and spas, as a control measure to the increase in cases of COVID-19.
